NEW ENTREPRENEURS WAYS. ALDA AND STUDIO PROGETTO SEMINAR IN ARZIGNANO (I). 11-16 June 2012
ALDA is now implementing in the city of Arzignan and the seminar “NEW”, first phase of the one-year project “New Entrepreneurs Ways”. The topic of the project, developed in the framework of the Youth in Action Program and led by the Municipality of Arzignano, is youth entrepreneurship.
The second step of “New Entrepreneurs Ways” will consist of six National Youth Initiatives (one for each partner country), that will make young people be directly and actively involved in activities managed by themselves for developing their initiatives, entrepreneurial spirit and creativity.
The third phase of the project will consist of a trans-national Youth Exchange in Pelhrimov, Czech Republic: through “discovery visits”, workshops, debates and role playing activities it will provide the participants with a concrete experience about the situation of work, employment and entrepreneurship in Europe. At the end of the project, a publication will be produced to promote its tangible results and outcomes.
The seminar, organized by ALDA and Cooperativa Studio Progetto, is seeing the participation of young people from Czech Republic, France, Greece, Italy and Malta. The participants are being involved in debating about entrepreneurship and youth employment with a creative and international approach.
The active collaboration of the local economic fabric has allowed the development of some strongly formative activities, such as the round table “NEW entrepreneurship today: utopia or reality?”, In which various local entrepreneurs and experts on company start-up were involved: Andrew Arduini from Editrice Millennium, Alessandro Fracasso from Italian Power Company, FilippoStorti from Manostorti, PatriziaBernardini from Veneto Productivity Center, Massimo Avantaggiato from UNISCO and professor Roberto Ricciuti from the University of Verona. The round table was organized by Marco Boaria from ALDA and Andrea Rilievo and Lara Lupo from Cooperativa Studio Progetto, and was centered around the meaning of being an entrepreneur today and the role of politics in supporting new entrepreneurship.

PRESS CONFERENCE IN PARIS ON THE TRAVELLING SEMINAR “ON ALBERT LONDRES’ FOOTSTEPS” (5-24 Aug.2012) WITHIN THE PROGRAMME FRANCE BALKANS
A press conference on the travelling seminar “On Albert Londres’ footsteps” organised in Balkans this summer within the multilateral decentralised cooperation Programme France Balkans took place on 12th July in the Headquarters of the Regional Council Ile de France in Paris.
Around twenty persons (among them the Macedonian Ambassador in France, a representative of the French Ministery of Foreign Affairs, partners of the network France-Balkans, journalists, bloggueurs, etc) attented the press conference, which aimed at presenting the travelling seminar “On Albert Londres’ footsteps” to a wide public.
Jean Claude Mairal, who was representing the Pays Vichy Auvergne, presented the multilateral decentralised cooperation programme France-Balkans, its objectives and activities. He reminded that Pays Vichy Auvergne is leader of the Programme gathering twenty local authorities and organisations from France and Balkans countries and underlined the specific role of the Association of Local Democracy Agencies (ALDA), which is both partner and coordinator of the programme.
Then he gave more details on the project “On Albert Londres’ footsteps”, which consists on a travelling seminar in Balkans countries dedicated to promote reporting journalism among dispriviledged youth from France and Balkan countries in August 2012 (from 5th to 24th). The main objective of this project is to revive Albert Londres’ (1884-1932) experience, born in Vichy, father of modern journalism and reporting, during his numerous investigation trips in the Balkans at the beginning of the 20th century. His story is aimed at stimulating the taste of adventure, curiosity and openness to other cultures among young people with talent for reporting but who do not have the opportunity to travel much and put their knowledge in reporting.
This seminar will involve around 30 young people coming from France and Balkans countries interested in journalism with more or less professional experience in this field and will be accompanied by professional journalists from France Television.
The idea is to realize a web docu of 26 or 52 minutes on main issues tackled in Balkans countries to be relayed by French and Balkans TV and to feed everyday the website of the project with pictures, short movies, written articles, etc

"RELEASE THE WILL POWER", A LOCAL EVENT IN SLOVENIA OF ALDA VIT PROJECT.(Novo mesto, 15 - 16 June 2012)
The Association for Developing Voluntary Work Novo mesto organised an international workshop,within the project VIT-Very Important Twinning, Volunteering in Town. The event entitled “Release the will power” tooke place in Novo mesto on 15-16 June.
This project aims at promoting volunteering in towns, addressing this issue from a participatory perspective. In particular, the project VIT wishes to create a platform involving different types of stakeholders that will encourage and revitalize twinning as a tool for long-lasting cooperation by promoting the EU values as democracy, volunteering and citizen participation.
The event in Slovenia entitled “Release the will power” aimed at presenting examples of a good practice in the field of minorities integration and at emphasising the role of voluntary work as a tool for gaining intercultural competences.
The program addressed the following topics: “How citizens, through volunteering, may contribute to the enhancement of the governance of the communities in the enlarged Europe”, How “citizens volunteers” may successfully contribute to town-twinning, and “The European Year for Active Ageing and International Solidarity”.

“COMUNICA LA FORZA DI VOLONTA’”, EVENTO LOCALE IN SLOVENIA DEL PROGETTO VIT DI ALDA.(Novo mesto, 15 – 16 giugno 2012)
L’Associazione per lo sviluppo del lavoro volontario Novo mesto ha organizzato un workshop internazionale, nell’ambito del progetto di ALDA VIT-Very Important Twinning, Volunteering in Town. L’evento intitolato “Release the will power” si è svolto a Novo mesto il 15 e16 giugno.
Questo progetto mira a promuovere il volontariato nelle città, sotto l’aspetto di una prospettiva di partecipazione. In particolare, il progetto VIT desidera creare una piattaforma che coinvolga differenti tipi di portatori di interessi che incoraggino e rivitalizzino i gemellaggi come strumenti di una cooperazione di lungo termine promuovendo i valori europei e la democrazia, il volontarismo e la partecipazione dei cittadini.
L’evento Sloveno, intitolato “Comunica la forza di volontà” aveva l’obiettivo di presentare esempi di buone pratiche nel campo dell’integrazione delle minoranze, enfatizzando il ruolo del lavoro volontario, quale strumento per guadagnare competenze multiculturali.
Il programma era indirizzato sui seguenti contenuti: “come I cittadini, mediante il volontariato, possono contribuire alla crescita della governabilità delle comunità locali in un’Europa allargata”, “come cittadini volontari possono contribuire con successo ai gemellaggi tra città” e “L’anno europeo per la vecchiaia attiva e la solidarietà internazionale”. “LOCAL PARTICIPATORY ACTION AND SUSTAINABLE URBAN DEVELOPMENT”. A POST GRADUATE COURSE AT IUAV UNIVERSITY OF VENEZIA (Academic year 2012-2013)
It’s possible to subscribe (until July 12) to the twelfth edition of the post-graduate specialization course on “Local participatory action and sustainable urban development”.
The course is organised by the University IUAV of Venice, which will host the didactic activities, in collaboration with the Department of Architecture and Planning at the Politecnico of Milan and with the sponsorship of Italian Local Agenda 21.
The training project aims to deepen the new skills and knowledge required for professionals who plan and design interventions for local or urban development, and local administrators and technicians who work within a strategic, intersectoral and participatory action. The course trains professionals to be able to activate and manage paths on participatory urban, environmental and social issues. It is particularly aimed at engineers, managers and officials of governments or private companies, third sector professionals and recent graduates who wish to enrich their knowledge on methods and techniques for listening and being involved on the construction of shared strategies and choices, on participation in planning policies, programs and projects.

Il est désormais possible de s’inscrire à la douzième édition du cours de spécialisation pour diplômés sur « L’action participative locale et le développement durable urbain ».
Le cours est organisé par l’Université IUAV de Venise qui accueillera les activités didactiques, en collaboration avec le département d’Architecture et de Planification du Politecnico de Milan, et avec le sponsorat de l’Agenda 21 Local Italien.
La formation a pour but d’apporter aux professionnels en charge de la conception des plans d’intervention de développement local ou urbain, et des administrateurs et techniciens concernés par l’action stratégique, intersectorielle et participative, les nouvelles compétences et connaissances qui leur sont demandées. Le cours forme ainsi les professionnels à entreprendre et gérer des projets en lien avec la participation urbaine, les questions environnementales et sociales.
Ce cours s’adresse en particuliers aux ingénieurs, aux gestionnaires et aux représentants de gouvernements ou d’entreprises privées, aux professionnels du secteur tertiaire et aux jeunes diplômés, qui souhaiteraient enrichir leurs connaissances sur les méthodes et les techniques d’écoute et d’implication à la construction de stratégies partagées et de choix, ainsi que sur la participation à la planification des politiques, des programmes et des projets.

COUR POUR DIPLOMES A L’UNIVERSITE IUAV DE VENISE : « L’ACTION PARTICIPATIVE LOCALE ET LE DEVELOPPEMENT DURABLE URBAIN » (Année académique 2012-2013)
Il est désormais possible de s’inscrire à la douzième édition du cours de spécialisation pour diplômés sur « L’action participative locale et le développement durable urbain ».
Le cours est organisé par l’Université IUAV de Venise qui accueillera les activités didactiques, en collaboration avec le département d’Architecture et de Planification du Politecnico de Milan, et avec le sponsorat de l’Agenda 21 Local Italien.
La formation a pour but d’apporter aux professionnels en charge de la conception des plans d’intervention de développement local ou urbain, et des administrateurs et techniciens concernés par l’action stratégique, intersectorielle et participative, les nouvelles compétences et connaissances qui leur sont demandées. Le cours forme ainsi les professionnels à entreprendre et gérer des projets en lien avec la participation urbaine, les questions environnementales et sociales.
Ce cours s’adresse en particuliers aux ingénieurs, aux gestionnaires et aux représentants de gouvernements ou d’entreprises privées, aux professionnels du secteur tertiaire et aux jeunes diplômés, qui souhaiteraient enrichir leurs connaissances sur les méthodes et les techniques d’écoute et d’implication à la construction de stratégies partagées et de choix, ainsi que sur la participation à la planification des politiques, des programmes et des projets.

TWO EUROPE FOR CITIZENS PROGRAMME’S INFO-DAY AND TIC-TAC PROJECT EVENTS IN GAZI BABA AND VALANDOVO, MK. (12 AND 14 JUNE 2012)
Center for Institutional Development-CIRa organised two info days for presenting Citizens for Europe Program and Active Citizenship to citizens of Macedonian municipalities within the ALDA project TIC-TAC (Training, Information, Cooperation – Towards Active Citizenship).
The first “Info Day” has been organized in Skopje (hotel Kontinental) on 12 June 2012, in partnership with the Municipality of Gazi Baba, one of the Municipalities in the city of Skopje, capital of Macedonia.
The second “Info Day” has been organized on 14 June 2012 in the Municipality of Valandovo (restaurant Klaringo), located on south part of Macedonia.
Mayor of Valandovo, together with the Executive Director of CIRa, had an introduction speech to the participants, about importance of the active citizenship concept as well as possibilitiesfor participation in the Citizens for Europe Program.
The goal of those two sessions was to present the best practices of the model of Active Citizenship to citizens, and to present the Citizens for Europe Program, in order to enable them to practice and use this opportunity for public participation in solving the community problems.

ACTIVE ELDERLY ARE A BIG RESOURCE FOR THE SOCIETY. VIT INTERNATIONAL CONFERENCE IN UDINE (I). 8 June 2012
Making elderly active in the society is a fundamental tool to fight against their isolations and give to the community the opportunity of not losing a big resource. This is one of the main indications emerged by the international conference organised by ALDA within the project VIT on 8th June in Udine (Italy).
Around 150 people from all Europe and neighbouring countries attended the conference with title “Active Ageing and Local Governance: How to involve elderly as active citizens in their local communities”.
Per Vinther, as former President of ALDA, opened the conference with a detailed presentation of the project VIT and an introduction to the conference.
He stressed the importance of town twinning for the construction of an open-minded and peaceful Europe and the strong necessity to support active citizenship and European values in the enlarged Europe. He explained that the project VIT has the ambition to match with the priorities of the European Union and European Years during the last of the project. Therefore in 2012 in Udine, one of the two international conferences organised within the project VIT focused on the field of Active Ageingreferring to the European Year of Active Ageing and Solidarity between Generations. More precisely, the conference aimed at speaking about Active Ageing in the prism of town-twinning and local governance with special focus on the importance of volunteering and citizens’ participation from younger to older at local level for good local governance and an inclusive society. Franco Iacop, Vice President of the V Permanent Commission of the Friuli Venezia Giulia Regional Council, moderated this conference and explained that, as public administrator, he has been dealing with these issues for a long time and knows the crucial importance to make elderly active in the society and to fight against their isolations.
After a short presentation of the agenda, speakers entered in the body of the subject and Marco Boaria, Resource and Development Unit Coordinator from the Association of Local Democracy Agencies, started with a presentation of the Europe for Citizens Programme stressing the fact that this programme contribute to make elderly active as well as all citizens whatever their ages. Marco Boaria made this presentation instead and on behalf of Mrs Leila Giuseppina Nista, from Europe for Citizens Point Italy, who cannot attend the conference due to other commitments.
Then Alice Sinigaglia, coordinator of the coalition and campaign of the 2012 European Year of Active Ageing and Solidarity between Generations, presented to participants the platform, its goal and work as well as the European Year 2012. For Mrs Sinigaglia, the European Year aims at raising the awareness on demographic change and to see it as an opportunity and not a challenge. She explained that the Platform aims at creating age-friendly environnements, which play a crucial role in enabling older people to remain healthy and actively involved in their communities. In particular, the platform is a Coalition of more than 50 stakeholders working together to promote a society for all ages. The European Year 2012 campaign is based on two central points: the joint Manifesto for an Age-Friendly EU by 2020 calling for a Covenant of Mayors on demographic change and a EU Network on Age-Friendly Environments and the joint Roadmap with concrete actions to be implemented in 2012.
The moderator Franco Iacop insisted on the crucial importance of solidarity between generations as glue for the society.
After these general and introductory presentations, the public had the chance to assist to a concert of a choir called “Coro Danito Dobrina”, nationally recognised since they sang for the Pope at the occasion of the birthday of Roma. They interpreted four songs and finished with the Anthem of Europe, the “Ode to Joy” based on the final movement of Beethoven’s 9th Symphony.
After this emotional moment, Professor Furio Honsell, Mayor of Udine took the floor to present to the public, in a very interesting and interactive way, the experience and vision of the City of Udine on senior policies. He started by stressing on the importance of the equality and the consequences of inequality in our societies in term of health notably. He showed that the City of Udine is very involved in helping elderly to stay active in the society and to fight against their isolation. He precised that the City of Udine is member of covenant of Mayors and of the Healthy Cities European Networks, which is a project of the World Health Organisation. He finally presented numerous activities organised by the City of Udine for increasing active citizenship among all generations and for facilitating the exchange between generations.
The second part of the conference was dedicated to good practices from VIT international partners and local actors from the Region Friuli Venezia Giulia on the ways to involve elderly in their communities. A large space was given to partners of the VIT project to make them able to share with participants the results of the local event they have already organised within the above-mentioned project. Firstly, Dorothee Fischer from the Spanish association RECREATURA presented the results of the event on “Volunteering in times of crisis” the association organised within the project VIT in Valencia on March 2012.Then Agnieszka Dybowska from the Municipality of Bydgoszcz (Poland) exposed the good practices of the Municipality of Bydgoszcz on the field of seniors’ policies and the ways and means to use the town twinnings, in which the Municipality of Bydgoszcz is involved, as a tool for active ageing. Mrs Dybowska talked particularly about the town twinning her Municipality developed with German Cities. Thirdly, Mirela Muca from the Association of Albanian Municipalities gave the conclusions and recommendations developed during the conference on “The Role of the Local Government Authorities Units in Offering Social Services – Ageing” organised in Tirana on 9th-10th May 2012 within the project VIT. Mrs Muca sayed that this conference had an important echo and aroused a strong interest of public and private organisations in Albania since it was the first event organised on these tackled issues.She also presented good practices on senior policies in two Albanian municipalities: Tirana and Kamza. Finally, Kristine Kulite, specialist of foreign affairs in Latvian Association of Local and Regional Governments, and Dianela Stanculescu, from the Association of Romanian Municipalities, shared good practices of Latvian and Romanian Municipalities respectively to enhance active ageing and fight against senior’s isolation through different kind of activities and public policies.
The last part of the conference was dedicated to local good practices on active ageing. Mr Ugo Lupatelli, President of the University of Third Age of Trieste, took the floor to introduce his organisation created in 1982 and aiming at maintaining elderly active in their communities through numerous and diversified activities. Then Mattia Vinzi, President of the association Exist, showed a short video on the project “Together we grow”, granted by the Europe for Citizens Programme under the action 4-Remembrance, and which gathered people of all ages around the idea to keep together people, facts and memories from the Cross Border Regions of the Eastern Border and to reflect about the everyday life on the borders facing with the crimes of Nazism and Stalinism.
Finally Antonella Valmorbida, Director of the Association of Local Democracy Agencies, concluded and sayed that the need of exchange of good practices and experiences is very pregnant especially on the field of active ageing, that is the project VIT is so much important. Several attending person took the microphone to express their gratitude to organisers for having chosen this subject and stressed again the important role of Local Authorities and Civil Society Organisations in making elderly active in their local communities.
GLI ANZIANI ATTIVI SONO UNA GRANDE RISORSA PER LA SOCIETA’. UNA CONFERENZA INTERNAZIONALE DEL PROGETTO VIT A UDINE. 8 giugno 2012
Rendere attivi gli anziani nella società è uno strumento fondamentale per combattere contro il loro isolamento e dare alla comunità la possibilità di non perdere una grande risorsa. Questa è una delle principali indicazioni emerse dalla conferenza internazionale organizzata da ALDA nell’ambito del progetto VIT l’8 giugno a Udine.
Circa 150 persone provenienti da tutta Europa e dai paesi di vicinato hanno partecipato alla conferenza dal titolo “Invecchiamento attivo e governance locale: come coinvolgere gli anziani da cittadini attivi nelle loro comunità”. Per Vinther, in qualità di ex presidente di ALDA, ha aperto la conferenza con una presentazione dettagliata del progetto VIT. Ha sottolineato l’importanza del gemellaggio tra città per la costruzione di una mentalità aperta e pacifica in Europa e la forte necessità di sostenere la cittadinanza attiva ed i valori europei nell’Europa allargata. Ha spiegato che il progetto VIT ha l’ambizione di corrispondere con le priorità dell’Unione europea e dell’Anno Europeo, nell’ultimo periodo del progetto. Pertanto a Udine, una delle due conferenze internazionali organizzate nell’ambito del progetto VIT si è concentrata sul campo dell’invecchiamento attivo, in riferimento all’Anno europeo dell’invecchiamento attivo e della solidarietà tra le generazioni. Più precisamente, la conferenza ha mirato a discutere di invecchiamento attivo nel quadro di gemellaggi tra città e governo locale, con particolare attenzione sull’importanza del volontariato e della partecipazione dei cittadini dal più giovane al più vecchio a livello locale per la buona governance e per una società inclusiva.
Franco Iacop, Vice Presidente della V Commissione Permanente del Consiglio regionale del Friuli Venezia Giulia, moderando questa conferenza ha spiegato che, come amministratore pubblico che si occupa di questi temi da molto tempo, conosce l’importanza cruciale del rendere gli anziani attivi nella società e del combattere contro i loro isolamento. Dopo una breve presentazione dell’ordine del giorno, i relatori sono entrati nel vivo dell’argomento e Marco Boaria, Coordinatore dell’Unità risorse e sviluppo di ALDA, ha presentato il programma Europa per i cittadini, sottolineando il fatto che esso contribuisce a rendere gli anziani attivi così come tutti i cittadini, qualunque sia la loro età. Boaria ha poi illustrato la presentazione della signora Leila Giuseppina Nista, dell’Europa per i cittadini Point Italia, che non ha potuto partecipare alla conferenza a causa di altri impegni.
Poi Alice Sinigaglia, coordinatore della coalizione e la campagna del 2012 anno europeo dell’invecchiamento attivo e della solidarietà tra le generazioni, ha presentato ai partecipanti la piattaforma, il suo obiettivo e il lavoro, nonché l’Anno europeo 2012. Per la signora Sinigaglia, l’Anno europeo mira a sensibilizzare sul cambiamento demografico e a vederlo come un’opportunità e non una sfida. Ha spiegato che la piattaforma mira a creare un ambiente favorevole all’età, elemento cruciale nel consentire agli anziani di rimanere in buona salute e attivamente coinvolti nella loro comunità. In particolare, la piattaforma è una coalizione di oltre 50 soggetti che lavorano insieme per promuovere una società per tutte le età. La campagna dell’Anno europeo 2012 si basa su due punti centrali: il Manifesto comune per un’Unione Europea “Age-Friendly” entro il 2020 chiedendo un Patto dei sindaci sui cambiamenti demografici e una rete dell’UE in materia di ambiente “Age-Friendly” ed una congiunta tabella di marcia con azioni concrete da realizzare nel 2012.
Il moderatore Franco Iacop ha insistito sull’importanza cruciale della solidarietà tra le generazioni come collante per la società. Dopo queste presentazioni generali e introduttive, il pubblico ha avuto la possibilità di assistere ad un concerto di un “Coro Danito Dobrina”, riconosciuto a livello nazionale avendo cantato per il Papa in occasione del suo compleanno a Roma. Hanno interpretato quattro canzoni e concluso con l’Inno d’Europa, l’”Ode alla gioia”, basata sul movimento finale della nona Sinfonia di Beethoven.
Dopo questo momento emozionante, il professor Furio Honsell, sindaco di Udine hanno preso la parola per presentare al pubblico, in un modo molto interessante e interattivo, l’esperienza e la visione della città di Udine sulle politiche per gli anziani. Ha iniziato sottolineando l’importanza della parità e le conseguenze delle disuguaglianze nelle nostre società con particolare riferimento alla salute. Egli ha di mostrato che la città di Udine è molto coinvolta nell’aiutare gli anziani a rimanere attivi nella società e a lottare contro il loro isolamento. Ha precisato che la città di Udine è membro del patto dei sindaci e della rete europea delle Città Sane, che è un progetto dell’Organizzazione Mondiale della Sanità. Alla fine ha presentato numerose attività organizzate dal Comune di Udine per aumentare la cittadinanza attiva tra tutte le generazioni e per facilitare lo scambio tra le generazioni.
La seconda parte del convegno è stata dedicata alla buone pratiche presentate da partner internazionali del progetto VIT e dagli attori locali della Regione Friuli Venezia Giulia, sui modi per coinvolgere gli anziani nelle loro comunità. Un ampio spazio è stato dato ai partner del progetto VIT per renderli in grado di condividere con i partecipanti i risultati della manifestazioni locale, che hanno già organizzato nell’ambito del progetto. In primo luogo Dorothee Fischer dell’associazione spagnola Recreatura ha presentato i risultati della manifestazione sul tema “Volontariato in tempi di crisi”, che l’associazione ha organizzato nell’ambito del progetto VIT a Valencia marzo 2012.
Dopo Agnieszka Dybowska del Comune di Bydgoszcz (Polonia) ha esposto le buone pratiche del Comune di Bydgoszcz nel campo delle politiche per anziani e i modi ei mezzi per utilizzare i gemellaggi tra città, in cui è coinvolto il Comune polacco, come uno strumento per l’invecchiamento attivo. Dybowska ha parlato in particolare sui gemellaggi sviluppati dal suo con città tedesche. In terzo luogo, Mirela Muca dall’Associazione dei Comuni albanesi ha esposto le conclusioni e le raccomandazioni sviluppate nel corso del convegno sul tema “Il ruolo delle Autorità locali nell’offerta di servizi sociali sull’invecchiamento”, organizzato a Tirana il 9-10 Maggio 2012 nell’ambito del progetto VIT. La signora Muca ha detto che questa conferenza ha avuto un’eco importante e ha suscitato un forte interesse di organizzazioni pubbliche e private in Albania, poiché era il primo evento organizzato su queste tematiche. Ella ha presentato anche le buone pratiche in materia di politiche per gli anziani di due comuni albanesi: Tirana e Kamza. Infine, Kristine Kulite, specialista degli affari esteri dell’Associazione lettone dei governi locali e regionali, e Dianela Stanculescu, dall’Associazione dei Comuni rumeni, hanno condiviso le buone prassi maturate nei loro paesi per migliorare l’invecchiamento attivo e la lotta contro l’isolamento dell’anziano, attraverso diversi tipi delle attività e delle politiche pubbliche.
L’ultima parte della conferenza è stata dedicata alla buone pratiche locali in materia di invecchiamento attivo. Il signor Ugo Lupatelli, presidente dell’Università della terza età di Trieste, ha presentato la sua organizzazione creata nel 1982 e finalizzata a mantenere attivi gli anziani nelle loro comunità attraverso numerose e diversificate attività. Poi Mattia Vinzi, presidente della associazione “Esisto”, ha mostrato un breve video sul progetto “Insieme si cresce”, finanziato dal programma Europa per i cittadini nella misura 4-Memoria, e che ha riunito persone di ogni età intorno l’idea di tenere insieme persone, fatti e ricordi da parte delle Regioni transfrontaliere del confine orientale e per riflettere sulla vita quotidiana di confine di fronte con i crimini del nazismo e dello stalinismo.
Infine, Antonella Valmorbida, Direttore di ALDA, ha concluso affermando che la necessità di scambio di buone pratiche e di esperienze è molto opportuna soprattutto nel campo dell’invecchiamento attivo, e che il progetto VIT è molto importante. Molte persone presenti hanno preso il microfono per esprimere la loro gratitudine agli organizzatori per aver scelto questo argomento e hanno nuovamente sottolineato l’importante ruolo degli enti locali e delle organizzazioni della società civile per rendere attivi gli anziani nelle loro comunità locali.
LES PERSONNES AGEES ACTIVES SONT UNE RESSOURCE IMPORTANTE DANS LA SOCIETE. LA CONFERENCE INTERNATIONALE DE VIT A UDINE LE 8 JUIN 2012
АКТИВНЫЕ ПОЖИЛЫЕ ЛЮДИ – БОЛЬШОЙ РЕСУРС ОБЩЕСТВА. МЕЖДУНАРОДНАЯ КОНФЕРЕНЦИЯ VITВ Г. УДИНЕ (I). 8 июня 2012
Конференцию под названием «Активная старость и местное управление: как сделать пожилых людей активными гражданами их местных сообществ» посетило около 150 человек со всей Европы и соседних стран.
Он подчеркнул важность побратимства городов для строительства объективной и мирной Европы и растущую необходимость поддержать активную гражданскую позицию и европейские ценности в расширенной Европе. Он пояснил, что целью проекта VIT является соответствие приоритетам Европейского Союза и европейских годов в конце проекта. Поэтому, в 2012 году в г. Удине одна из двух международных конференций, организованная в рамках проекта VIT, сфокусирована на проблеме активной старости, обсуждаемой во время Европейского года активной старости и солидарности между поколениями. Точнее говоря, целью конференции был разговор об активной старости в свете побратимства городов и местного управления с особым вниманием к вопросу важности волонтерства и участия граждан, от молодежи до пожилых людей, для достижения надлежащего управления на местном уровне и вовлечения в общество. На этой конференции председательствовал Франко Якоп (Franco Iacop), Вице-президент V Постоянной комиссии Совета области Фриули-Венеция-Джулия, он объяснил, что, будучи государственный администратором, он имел дело со всеми этими проблемами в течение длительного времени, и он знает принципиальную важность превращения пожилых людей в активных членов общества и борьбы с их изоляцией.
После короткого представления повестки дня докладчики приступили к теме, и Марко Боариа (Marco Boaria), координатор секции по ресурсам и развитию из Ассоциации агентств местной демократии, выступил с презентацией программы «Европа для граждан», подчеркнув тот факт, что данная программа внесла свой вклад в дело превращения пожилых людей, а также всех граждан независимо от их возраста в активных членов общества. Марко Боариа сделал вот эту презентацию вместо и по поручению г-жи Лейлы Джузеппины Ниста (Leila Giuseppina Nista), из программы «Европа для граждан: место – Италия», которая не смогла посетить конференцию из-за других обязательств.
Затем Алис Синигалья (Alice Sinigaglia), координатор коалиции и кампании «2012 – Европейский год активной старости и солидарности между поколениями», представила участникам Платформу, ее цель и мероприятия, а также Европейский год 2012. Со слов г-жи Синигалья целью Европейского года является повышение осведомленности о демократических изменениях и видение этих демократических изменениях в качестве возможности, а не вызова. Она пояснила, что цель Платформы – создание благоприятных условий для стареющего населения, играющих важную роль в предоставлении пожилым людям возможности оставаться здоровыми и активно вовлеченными в жизнь своих сообществ. В частности, платформа является коалицией, объединяющей свыше 50 участников, работающих вместе, чтобы содействовать обществу всех возрастов. Кампания Европейского года 2012 основана на двух основных моментах: совместном Манифесте о создании благоприятных условий для стареющего населения ЕС к 2020 году, призывающем мэров заключать соглашения о демографических изменениях, и сеть благоприятных условий для стареющего населения ЕС, а также Дорожная карта с указанием конкретных мероприятий, которые должны быть осуществлены в 2012 году.
Председатель Франко Якоп настаивал на принципиальной важности солидарности между поколениями как связующего элемента общества.
После этих общих и вводных презентаций у аудитории был шанс помочь выступлению всенародно признанного хора под названием “Coro Danito Dobrina”, поскольку участники хора пели для Папы Римского по случаю дня рождения Рима. Они исполнили четыре песни и завершили гимном Европы – «Одой к радости» – основанным на финале девятой симфонии Бетховена.
После этого эмоционального момента профессор Фурио Хонселл (Furio Honsell), Мэр г. Удине, взял слово, чтобы представить публике очень интересным и интерактивным способом опыт и видение города Удине по вопросам политики по отношению к пожилым людям. Он начал, подчеркнув важность равенства и последствий неравенства в наших обществах с точки зрения здоровья. Он, наконец, представил многочисленные мероприятия, организованные городом Удине, для укрепления активной гражданской позиции среди всех поколений и для содействия разговору между поколениями.
Вторая часть конференции была посвящена надлежащим практическим методам международных партнеров VIT и местных участников из области Фриули-Венеция-Джулия о способах вовлечения пожилых людей в жизнь их сообществ. Много времени было дано партнерам по проекту VIT, чтобы они могли поделиться с участниками результатами местных мероприятий, уже организованными в рамках вышеуказанного проекта. Сначала Доротея Фишер (Dorothee Fischer) из испанской Ассоциации RECREATURA представила результаты мероприятия «Волонтерство во времена кризиса», организованное ассоциацией в рамках проекта VIT в Валенсии в марте 2012 года. В-третьих, Мирела Муча (Mirela Muca) из Ассоциации албанских муниципалитетов сделала выводы и дала рекомендации, разработанные во время конференции «Роль органов местного самоуправления в деле предложения социальных услуг пожилым людям», организованной в Тиране 9 – 10 мая 2012 года в рамках проекта VIT. Наконец, Кристин Кулите (Kristine Kulite), специалист по иностранным делам в Латвийской ассоциации местных и региональных правительств, и Дианела Станкулеску (Dianela Stanculescu) из Ассоциации румынских муниципалитетов поделились надлежащей практикой латвийских и румынских муниципалитетов, соответственно, по увеличению численности активных пожилых людей и борьбе против их изоляции посредством разного рода мероприятий и общественного мнения.
Последняя часть конференции была посвящена местным надлежащим практическим методам по проблеме активной старости. Г-н Уго Лупателли (Ugo Lupatelli), Президент Университета третьего возраста в г. Триест, взял слово, чтобы представить свою организацию, созданную в 1982 году с целью поддержки пожилых людей активными в их сообществах посредством многочисленных и разнообразных мероприятий. Затем Маттиа Винци (Mattia Vinzi), Президент Ассоциации Exist, показал короткий видеоролик по проекту «Вместе мы растем», предоставленный программой «Европа для граждан» в рамках мероприятия «Чтобы помнили», и который собрал людей всех возрастов вокруг идеи не разлучать людей, факты и воспоминания из регионов, прилегающих к восточным границам, и подумать о повседневной жизни на приграничных территориях, столкнувшихся с преступлениями нацизма и сталинизма.
Наконец, Антонелла Вальморбида, Директор Ассоциации агентств местной демократии, завершила конференцию, сказав, что необходимость обмена надлежащими практическими методами и опытом давно назрела, особенно, в области активной старости, именно поэтому проект VIT так важен. Несколько присутствующих взяли микрофон, чтобы выразить свою благодарность организаторам за выбор этой темы, и подчеркнули еще раз важную роль органов местного самоуправления и организаций гражданского общества в превращении пожилых людей в активных членов местных сообществ.
Making elderly active in the society is a fundamental tool to fight against their isolations and give to the community the opportunity of not losing a big resource. This is one of the main indications emerged by the international conference organised by ALDA within the project VIT on 8th June in Udine (Italy).
Around 150 people from all Europe and neighbouring countries attended the conference with title “Active Ageing and Local Governance: How to involve elderly as active citizens in their local communities”.
Per Vinther, as former President of ALDA, opened the conference with a detailed presentation of the project VIT and an introduction to the conference.
He stressed the importance of town twinning for the construction of an open-minded and peaceful Europe and the strong necessity to support active citizenship and European values in the enlarged Europe. He explained that the project VIT has the ambition to match with the priorities of the European Union and European Years during the last of the project. Therefore in 2012 in Udine, one of the two international conferences organised within the project VIT focused on the field of Active Ageingreferring to the European Year of Active Ageing and Solidarity between Generations. More precisely, the conference aimed at speaking about Active Ageing in the prism of town-twinning and local governance with special focus on the importance of volunteering and citizens’ participation from younger to older at local level for good local governance and an inclusive society. Franco Iacop, Vice President of the V Permanent Commission of the Friuli Venezia Giulia Regional Council, moderated this conference and explained that, as public administrator, he has been dealing with these issues for a long time and knows the crucial importance to make elderly active in the society and to fight against their isolations.
After a short presentation of the agenda, speakers entered in the body of the subject and Marco Boaria, Resource and Development Unit Coordinator from the Association of Local Democracy Agencies, started with a presentation of the Europe for Citizens Programme stressing the fact that this programme contribute to make elderly active as well as all citizens whatever their ages. Marco Boaria made this presentation instead and on behalf of Mrs Leila Giuseppina Nista, from Europe for Citizens Point Italy, who cannot attend the conference due to other commitments.
Then Alice Sinigaglia, coordinator of the coalition and campaign of the 2012 European Year of Active Ageing and Solidarity between Generations, presented to participants the platform, its goal and work as well as the European Year 2012. For Mrs Sinigaglia, the European Year aims at raising the awareness on demographic change and to see it as an opportunity and not a challenge. She explained that the Platform aims at creating age-friendly environnements, which play a crucial role in enabling older people to remain healthy and actively involved in their communities. In particular, the platform is a Coalition of more than 50 stakeholders working together to promote a society for all ages. The European Year 2012 campaign is based on two central points: the joint Manifesto for an Age-Friendly EU by 2020 calling for a Covenant of Mayors on demographic change and a EU Network on Age-Friendly Environments and the joint Roadmap with concrete actions to be implemented in 2012.
The moderator Franco Iacop insisted on the crucial importance of solidarity between generations as glue for the society.
After these general and introductory presentations, the public had the chance to assist to a concert of a choir called “Coro Danito Dobrina”, nationally recognised since they sang for the Pope at the occasion of the birthday of Roma. They interpreted four songs and finished with the Anthem of Europe, the “Ode to Joy” based on the final movement of Beethoven’s 9th Symphony.
After this emotional moment, Professor Furio Honsell, Mayor of Udine took the floor to present to the public, in a very interesting and interactive way, the experience and vision of the City of Udine on senior policies. He started by stressing on the importance of the equality and the consequences of inequality in our societies in term of health notably. He showed that the City of Udine is very involved in helping elderly to stay active in the society and to fight against their isolation. He precised that the City of Udine is member of covenant of Mayors and of the Healthy Cities European Networks, which is a project of the World Health Organisation. He finally presented numerous activities organised by the City of Udine for increasing active citizenship among all generations and for facilitating the exchange between generations.
The second part of the conference was dedicated to good practices from VIT international partners and local actors from the Region Friuli Venezia Giulia on the ways to involve elderly in their communities. A large space was given to partners of the VIT project to make them able to share with participants the results of the local event they have already organised within the above-mentioned project. Firstly, Dorothee Fischer from the Spanish association RECREATURA presented the results of the event on “Volunteering in times of crisis” the association organised within the project VIT in Valencia on March 2012.Then Agnieszka Dybowska from the Municipality of Bydgoszcz (Poland) exposed the good practices of the Municipality of Bydgoszcz on the field of seniors’ policies and the ways and means to use the town twinnings, in which the Municipality of Bydgoszcz is involved, as a tool for active ageing. Mrs Dybowska talked particularly about the town twinning her Municipality developed with German Cities. Thirdly, Mirela Muca from the Association of Albanian Municipalities gave the conclusions and recommendations developed during the conference on “The Role of the Local Government Authorities Units in Offering Social Services – Ageing” organised in Tirana on 9th-10th May 2012 within the project VIT. Mrs Muca sayed that this conference had an important echo and aroused a strong interest of public and private organisations in Albania since it was the first event organised on these tackled issues.She also presented good practices on senior policies in two Albanian municipalities: Tirana and Kamza. Finally, Kristine Kulite, specialist of foreign affairs in Latvian Association of Local and Regional Governments, and Dianela Stanculescu, from the Association of Romanian Municipalities, shared good practices of Latvian and Romanian Municipalities respectively to enhance active ageing and fight against senior’s isolation through different kind of activities and public policies.
The last part of the conference was dedicated to local good practices on active ageing. Mr Ugo Lupatelli, President of the University of Third Age of Trieste, took the floor to introduce his organisation created in 1982 and aiming at maintaining elderly active in their communities through numerous and diversified activities. Then Mattia Vinzi, President of the association Exist, showed a short video on the project “Together we grow”, granted by the Europe for Citizens Programme under the action 4-Remembrance, and which gathered people of all ages around the idea to keep together people, facts and memories from the Cross Border Regions of the Eastern Border and to reflect about the everyday life on the borders facing with the crimes of Nazism and Stalinism.
Finally Antonella Valmorbida, Director of the Association of Local Democracy Agencies, concluded and sayed that the need of exchange of good practices and experiences is very pregnant especially on the field of active ageing, that is the project VIT is so much important. Several attending person took the microphone to express their gratitude to organisers for having chosen this subject and stressed again the important role of Local Authorities and Civil Society Organisations in making elderly active in their local communities.
GLI ANZIANI ATTIVI SONO UNA GRANDE RISORSA PER LA SOCIETA’. UNA CONFERENZA INTERNAZIONALE DEL PROGETTO VIT A UDINE. 8 giugno 2012
Rendere attivi gli anziani nella società è uno strumento fondamentale per combattere contro il loro isolamento e dare alla comunità la possibilità di non perdere una grande risorsa. Questa è una delle principali indicazioni emerse dalla conferenza internazionale organizzata da ALDA nell’ambito del progetto VIT l’8 giugno a Udine.
Circa 150 persone provenienti da tutta Europa e dai paesi di vicinato hanno partecipato alla conferenza dal titolo “Invecchiamento attivo e governance locale: come coinvolgere gli anziani da cittadini attivi nelle loro comunità”. Per Vinther, in qualità di ex presidente di ALDA, ha aperto la conferenza con una presentazione dettagliata del progetto VIT. Ha sottolineato l’importanza del gemellaggio tra città per la costruzione di una mentalità aperta e pacifica in Europa e la forte necessità di sostenere la cittadinanza attiva ed i valori europei nell’Europa allargata. Ha spiegato che il progetto VIT ha l’ambizione di corrispondere con le priorità dell’Unione europea e dell’Anno Europeo, nell’ultimo periodo del progetto. Pertanto a Udine, una delle due conferenze internazionali organizzate nell’ambito del progetto VIT si è concentrata sul campo dell’invecchiamento attivo, in riferimento all’Anno europeo dell’invecchiamento attivo e della solidarietà tra le generazioni. Più precisamente, la conferenza ha mirato a discutere di invecchiamento attivo nel quadro di gemellaggi tra città e governo locale, con particolare attenzione sull’importanza del volontariato e della partecipazione dei cittadini dal più giovane al più vecchio a livello locale per la buona governance e per una società inclusiva.
Franco Iacop, Vice Presidente della V Commissione Permanente del Consiglio regionale del Friuli Venezia Giulia, moderando questa conferenza ha spiegato che, come amministratore pubblico che si occupa di questi temi da molto tempo, conosce l’importanza cruciale del rendere gli anziani attivi nella società e del combattere contro i loro isolamento. Dopo una breve presentazione dell’ordine del giorno, i relatori sono entrati nel vivo dell’argomento e Marco Boaria, Coordinatore dell’Unità risorse e sviluppo di ALDA, ha presentato il programma Europa per i cittadini, sottolineando il fatto che esso contribuisce a rendere gli anziani attivi così come tutti i cittadini, qualunque sia la loro età. Boaria ha poi illustrato la presentazione della signora Leila Giuseppina Nista, dell’Europa per i cittadini Point Italia, che non ha potuto partecipare alla conferenza a causa di altri impegni.
Poi Alice Sinigaglia, coordinatore della coalizione e la campagna del 2012 anno europeo dell’invecchiamento attivo e della solidarietà tra le generazioni, ha presentato ai partecipanti la piattaforma, il suo obiettivo e il lavoro, nonché l’Anno europeo 2012. Per la signora Sinigaglia, l’Anno europeo mira a sensibilizzare sul cambiamento demografico e a vederlo come un’opportunità e non una sfida. Ha spiegato che la piattaforma mira a creare un ambiente favorevole all’età, elemento cruciale nel consentire agli anziani di rimanere in buona salute e attivamente coinvolti nella loro comunità. In particolare, la piattaforma è una coalizione di oltre 50 soggetti che lavorano insieme per promuovere una società per tutte le età. La campagna dell’Anno europeo 2012 si basa su due punti centrali: il Manifesto comune per un’Unione Europea “Age-Friendly” entro il 2020 chiedendo un Patto dei sindaci sui cambiamenti demografici e una rete dell’UE in materia di ambiente “Age-Friendly” ed una congiunta tabella di marcia con azioni concrete da realizzare nel 2012.
Il moderatore Franco Iacop ha insistito sull’importanza cruciale della solidarietà tra le generazioni come collante per la società. Dopo queste presentazioni generali e introduttive, il pubblico ha avuto la possibilità di assistere ad un concerto di un “Coro Danito Dobrina”, riconosciuto a livello nazionale avendo cantato per il Papa in occasione del suo compleanno a Roma. Hanno interpretato quattro canzoni e concluso con l’Inno d’Europa, l’”Ode alla gioia”, basata sul movimento finale della nona Sinfonia di Beethoven.
Dopo questo momento emozionante, il professor Furio Honsell, sindaco di Udine hanno preso la parola per presentare al pubblico, in un modo molto interessante e interattivo, l’esperienza e la visione della città di Udine sulle politiche per gli anziani. Ha iniziato sottolineando l’importanza della parità e le conseguenze delle disuguaglianze nelle nostre società con particolare riferimento alla salute. Egli ha di mostrato che la città di Udine è molto coinvolta nell’aiutare gli anziani a rimanere attivi nella società e a lottare contro il loro isolamento. Ha precisato che la città di Udine è membro del patto dei sindaci e della rete europea delle Città Sane, che è un progetto dell’Organizzazione Mondiale della Sanità. Alla fine ha presentato numerose attività organizzate dal Comune di Udine per aumentare la cittadinanza attiva tra tutte le generazioni e per facilitare lo scambio tra le generazioni.
La seconda parte del convegno è stata dedicata alla buone pratiche presentate da partner internazionali del progetto VIT e dagli attori locali della Regione Friuli Venezia Giulia, sui modi per coinvolgere gli anziani nelle loro comunità. Un ampio spazio è stato dato ai partner del progetto VIT per renderli in grado di condividere con i partecipanti i risultati della manifestazioni locale, che hanno già organizzato nell’ambito del progetto. In primo luogo Dorothee Fischer dell’associazione spagnola Recreatura ha presentato i risultati della manifestazione sul tema “Volontariato in tempi di crisi”, che l’associazione ha organizzato nell’ambito del progetto VIT a Valencia marzo 2012.
Dopo Agnieszka Dybowska del Comune di Bydgoszcz (Polonia) ha esposto le buone pratiche del Comune di Bydgoszcz nel campo delle politiche per anziani e i modi ei mezzi per utilizzare i gemellaggi tra città, in cui è coinvolto il Comune polacco, come uno strumento per l’invecchiamento attivo. Dybowska ha parlato in particolare sui gemellaggi sviluppati dal suo con città tedesche. In terzo luogo, Mirela Muca dall’Associazione dei Comuni albanesi ha esposto le conclusioni e le raccomandazioni sviluppate nel corso del convegno sul tema “Il ruolo delle Autorità locali nell’offerta di servizi sociali sull’invecchiamento”, organizzato a Tirana il 9-10 Maggio 2012 nell’ambito del progetto VIT. La signora Muca ha detto che questa conferenza ha avuto un’eco importante e ha suscitato un forte interesse di organizzazioni pubbliche e private in Albania, poiché era il primo evento organizzato su queste tematiche. Ella ha presentato anche le buone pratiche in materia di politiche per gli anziani di due comuni albanesi: Tirana e Kamza. Infine, Kristine Kulite, specialista degli affari esteri dell’Associazione lettone dei governi locali e regionali, e Dianela Stanculescu, dall’Associazione dei Comuni rumeni, hanno condiviso le buone prassi maturate nei loro paesi per migliorare l’invecchiamento attivo e la lotta contro l’isolamento dell’anziano, attraverso diversi tipi delle attività e delle politiche pubbliche.
L’ultima parte della conferenza è stata dedicata alla buone pratiche locali in materia di invecchiamento attivo. Il signor Ugo Lupatelli, presidente dell’Università della terza età di Trieste, ha presentato la sua organizzazione creata nel 1982 e finalizzata a mantenere attivi gli anziani nelle loro comunità attraverso numerose e diversificate attività. Poi Mattia Vinzi, presidente della associazione “Esisto”, ha mostrato un breve video sul progetto “Insieme si cresce”, finanziato dal programma Europa per i cittadini nella misura 4-Memoria, e che ha riunito persone di ogni età intorno l’idea di tenere insieme persone, fatti e ricordi da parte delle Regioni transfrontaliere del confine orientale e per riflettere sulla vita quotidiana di confine di fronte con i crimini del nazismo e dello stalinismo.
Infine, Antonella Valmorbida, Direttore di ALDA, ha concluso affermando che la necessità di scambio di buone pratiche e di esperienze è molto opportuna soprattutto nel campo dell’invecchiamento attivo, e che il progetto VIT è molto importante. Molte persone presenti hanno preso il microfono per esprimere la loro gratitudine agli organizzatori per aver scelto questo argomento e hanno nuovamente sottolineato l’importante ruolo degli enti locali e delle organizzazioni della società civile per rendere attivi gli anziani nelle loro comunità locali.

Конференцию под названием «Активная старость и местное управление: как сделать пожилых людей активными гражданами их местных сообществ» посетило около 150 человек со всей Европы и соседних стран.
Он подчеркнул важность побратимства городов для строительства объективной и мирной Европы и растущую необходимость поддержать активную гражданскую позицию и европейские ценности в расширенной Европе. Он пояснил, что целью проекта VIT является соответствие приоритетам Европейского Союза и европейских годов в конце проекта. Поэтому, в 2012 году в г. Удине одна из двух международных конференций, организованная в рамках проекта VIT, сфокусирована на проблеме активной старости, обсуждаемой во время Европейского года активной старости и солидарности между поколениями. Точнее говоря, целью конференции был разговор об активной старости в свете побратимства городов и местного управления с особым вниманием к вопросу важности волонтерства и участия граждан, от молодежи до пожилых людей, для достижения надлежащего управления на местном уровне и вовлечения в общество. На этой конференции председательствовал Франко Якоп (Franco Iacop), Вице-президент V Постоянной комиссии Совета области Фриули-Венеция-Джулия, он объяснил, что, будучи государственный администратором, он имел дело со всеми этими проблемами в течение длительного времени, и он знает принципиальную важность превращения пожилых людей в активных членов общества и борьбы с их изоляцией.
После короткого представления повестки дня докладчики приступили к теме, и Марко Боариа (Marco Boaria), координатор секции по ресурсам и развитию из Ассоциации агентств местной демократии, выступил с презентацией программы «Европа для граждан», подчеркнув тот факт, что данная программа внесла свой вклад в дело превращения пожилых людей, а также всех граждан независимо от их возраста в активных членов общества. Марко Боариа сделал вот эту презентацию вместо и по поручению г-жи Лейлы Джузеппины Ниста (Leila Giuseppina Nista), из программы «Европа для граждан: место – Италия», которая не смогла посетить конференцию из-за других обязательств.
Затем Алис Синигалья (Alice Sinigaglia), координатор коалиции и кампании «2012 – Европейский год активной старости и солидарности между поколениями», представила участникам Платформу, ее цель и мероприятия, а также Европейский год 2012. Со слов г-жи Синигалья целью Европейского года является повышение осведомленности о демократических изменениях и видение этих демократических изменениях в качестве возможности, а не вызова. Она пояснила, что цель Платформы – создание благоприятных условий для стареющего населения, играющих важную роль в предоставлении пожилым людям возможности оставаться здоровыми и активно вовлеченными в жизнь своих сообществ. В частности, платформа является коалицией, объединяющей свыше 50 участников, работающих вместе, чтобы содействовать обществу всех возрастов. Кампания Европейского года 2012 основана на двух основных моментах: совместном Манифесте о создании благоприятных условий для стареющего населения ЕС к 2020 году, призывающем мэров заключать соглашения о демографических изменениях, и сеть благоприятных условий для стареющего населения ЕС, а также Дорожная карта с указанием конкретных мероприятий, которые должны быть осуществлены в 2012 году.
Председатель Франко Якоп настаивал на принципиальной важности солидарности между поколениями как связующего элемента общества.
После этих общих и вводных презентаций у аудитории был шанс помочь выступлению всенародно признанного хора под названием “Coro Danito Dobrina”, поскольку участники хора пели для Папы Римского по случаю дня рождения Рима. Они исполнили четыре песни и завершили гимном Европы – «Одой к радости» – основанным на финале девятой симфонии Бетховена.
После этого эмоционального момента профессор Фурио Хонселл (Furio Honsell), Мэр г. Удине, взял слово, чтобы представить публике очень интересным и интерактивным способом опыт и видение города Удине по вопросам политики по отношению к пожилым людям. Наконец, Антонелла Вальморбида, Директор Ассоциации агентств местной демократии, завершила конференцию, сказав, что необходимость обмена надлежащими практическими методами и опытом давно назрела, особенно, в области активной старости, именно поэтому проект VIT так важен. Несколько присутствующих взяли микрофон, чтобы выразить свою благодарность организаторам за выбор этой темы, и подчеркнули еще раз важную роль органов местного самоуправления и организаций гражданского общества в превращении пожилых людей в активных членов местных сообществ.

Oriano Otočan is the new President of ALDA, the Association of Local Democracy Agencies. He represents The Istria Region, Croatia, where he served first as a Member of the Regional Government, and afterwards as Director of Department in charge of international cooperation and European integration.
He has been elected by the Governing Board of ALDA, that has been renewed by the General Assembly the of the Association.

A GREATER ROLE OF NGOs AND LOCAL AUTHORITIES IN ENHANCING LOCAL DEMOCRACY IN NEIGHBOURING COUNTRIES IS NEEDED
After Slovenia, Croatia will join the EU in the next year, having achieved the requirements for access. In particular, those related to democracy and decentralization, real pillars, in addition to economic aspects, in belonging to the great European family.
This result comes after a path that started twenty years ago, following the conflict in former Yugoslavia.
ALDA was one of the actors of this path, with the support of the Congress of Local and Regional Authorities of the Council of Europe, and with its network, made by the eleven Local Democracy Agencies active in the Balkan countries, and hundreds of partners, particularly local authorities, NGOs and civil society.
A special role in these years has been played by the Region Friuli Venezia Giulia, that hosted (June 7 and 8) in Udine, besides the annual general meeting 2012 of ALDA, also the international conference on “Strengthening the role of citizens and local governance in the neighbouring countries”, whose objective was to evaluate whether the experiences gained with success in South East Europe can be used and replicated in other countries which now live a transition to democratic regimes.
ALDA is already doing it in the South Caucasus, where two Agencies are now active in Georgia (Kutaisi) and Armenia (Gyumri ) and is working for the opening of a new Agency in Azerbaijan.
The need for Europe is to complete the path in the Balkans, a region that needs the political and economic stability that would result from further enlargement, but also to give practical support to the “Arab spring”, the revolution that in the last year has reversed in some countries, and is still trying to do so in others, authoritarian regimes and dictatorships to give birth to new democracies.
“In moments of crisis should be promoted even more strongly the processes of participatory democracy, strengthening information networks, exchange of knowledge and opportunities, especially for young people and social groups that need it most: it is why I think that the commitment of ALDA is important and especially of the volunteers in all our communities in supporting the growth of people in disadvantage situation” said the President of Friuli Venezia Giulia Region, Renzo Tondo, opening of the General Assembly of ALDA.
“The Congress of Local and Regional Authorities of the Council of Europe has started with Morocco and Tunisia, at the request of these countries, some projects that aim to enhance the role of active citizenship and civil society,” said Keith Whitmore, President of the Congress. “The civil society plays a crucial role, not least as a source of a new political class which is being formed in those countries, and its involvement in democracy-building is certainly a sign of greater democratic maturity of the society”, said also Mr. Whitmore.
“Europe cannot have a black hole inside her where human rights and minority rights are not respected, and therefore the path of democratization completed successfully in Croatia has to be completed also in the other countries of South Eastern Europe, from Bosnia to Serbia, from Albania to Montenegro, “said Ivan Jakovcic, President of the Istria region, that considers that the Croatian experience, although not being a model, is important and can show a way and proves that a country cannot be called democratic if there is no democracy at local level.
During the conference many experiences have been illustrated, from those of the Committee of Regions and of NGOs operating both in countries of South East Europe and Med Region, which show a strong need for support to civil society and local authorities , whose role is crucial to the democratisation of the neighboring countries.
In particular, Monsef Ben Slimane, President of Lam Echaml network (which in Tunisian means stay together in Tunisia), which illustrates the path started in his country for the training of citizens to the exercise of voting rights, has launched a strong appeal to Europe, to give support to many organizations of civil society that in some Arab countries, as Egypt, Libya and Jordan, are struggling fighting to assert democratic values, addressing the resistance of the old regimes, but also in those countries such as Morocco and Tunisia where the democratic process has already started but needs to be strengthened.
The transition to democracy, said Ben Slimane using a metaphor, cannot be done with a “copy paste”, but needs new applications that well match with the different local realities.
Avi Rabinovitch, an expert on local development in the Med Region, has told the difficulties of developing cooperation between local authorities and civil society in the Middle East, particularly between Israelis and Palestinians, where there are many funds available that often are not used owing to these difficulties.
“The intervention of third parties would be useful to facilitate the dialogue”, said Mr. Rabinovitch.
Azay Guliyev, Member of the Azerbaijan’s Parliament and Chairman of the Council for State Support to NGOs in his country, said that since 2008 11 million of US dollars have been allocated by the Government to finance projects of NGOs that are more than 3,600, with half a million volunteers and nearly two million beneficiaries. A tissue for which to share experiences and best practices with NGOs of other countries could be of great interest.
Antonella Valmorbida, Director of ALDA, closing the conference has anticipated the contents of a final document that expresses the recommendations of the conference, indicating the need to continue the work in the neighboring countries to create a stable democracy and respect for rights human, as an indispensable instrument for their stabilisation and as an element of peace and prosperity for the whole Europe.

ALDA GENERAL ASSEMBLY AND INTERNATIONAL CONFERENCES IN UDINE (I), 7-8 June 2012
Strengthening citizens’ and local authorities’ role in the good local governance of all the European and neighbouring countries and facilitate cooperation between local authorities and civil society.
These will be the objectives of ALDA’s activity also for the next years. ALDA members are discussing the future strategies and programmes of the Association in the General Assembly that is taking place in Udine (Italy), hosted by Friuli Venezia Giulia Region and Udine Municipality.
ALDA members have elected the new Governing Board that will lead the Association for the next four years.
The new Governing Board will be presented tomorrow, during the second session of the General Assembly.
Members have also debated and approved the balance and the activity programme for 2012.

14TH EDITION OF MED' EDUC AND GENERAL ASSEMBLY OF THE FRENCH NETWORK OF ANNA LINDH FOUNDATION. 30 May 2012,Marseille (F)
The 14th edition of Med’Educ organised by the association U’Marinu took place on the ship of SNCM, Danielle Casanova, in Marseille (France) on 30th of May and was followed by the General Assembly of the French network of the Anna Lindh Foundation.
Marine Henry, ALDA’ project manager, attended this edition of Med Educ as well as the General Assembly of the French network of Anna Lindh Foundation.
Med’ Educ is an annual event organised around three main pillars: education, sustainable development and Mediterranean.
The theme chosen in 2012 was “Volunteering and Culture for sustainable development in Mediterranean: opportunities for civil society to be involved”. During the morning session it was discussed about the heritage of the Mediterranean area and challenges to be faced. As Tunisia was the invited country this year, a Tunisian Deputy, Mrs Nadia Chabaane, made an overview of the political situation in her country in an interview made by a French journalist, Mr Ahmed Jemai (Act Media). Then numerous representatives of Mediterranean networks of civil society presented their action to about 200 participants, who were attending this session. The afternoon was more focused on the field of volunteering as a tool for intercultural dialogue among “Mediterranean citizens”.
The Anna Lindh Foundation, launched in 2005, is the main network working with and for civil society in the Mediterranean area. Its purpose is to bring people together from across the Mediterranean to improve mutual respect between cultures and to support action across fields impacting on mutual perceptions among people of different cultures and beliefs. Anna Lindh Foundation (ALF) is developing a region-wide Network of over 3000 civil society organisations around 43 national networks.
The General Assembly of the French network was the occasion for Andreu Claret, General Director of ALF to present the new strategy of the foundation and to launch the Forum 2013 of ALF which will be held in Marseille from 4th to 7th April 2013 and will gather all FAL’ national networks and more than 1000 Mediterranean civil society organisations.
