ALDA AT “THE GREAT DEBATE: SUSTAINABILITY IN THE EU”. 1 -3 June Aarhus, Dk

From Friday June 1 to Sunday June 3, ALDA attended the Global Citizen’s conference “Solutions by Re-thinking” at the Aarhus University, Denmark.

The meeting gathered together more than 400 interested citizens – representing organisations, associations, companies, parties, think tanks and universities, who debated about the problems and possibilities we face in Europe towards 2050: what are the key problems we need to tackle? what do the solutions look like? who should make it happen?
The meeting was particularly successful thanks to the intense and untraditional format that allowed and facilitated the development of a broad range of suggestions and ideas for tomorrows’ solutions. In order to reach this objective, 35 working groups focused on different specific problems within the areas of economy, demography, environment and social issues were created in order to find new solutions issues through a bottom-up approach.
In particular, Marco Boaria, Resources and Development Unit Coordinator of ALDA, participated to the working group focused on participatory democracy, one of the core issues of ALDA, contributing thus to the vivid debate and exchange and bringing to the fore the relevant expertise and experiences ALDA has gained on this field.
Furthermore, there were, among the others, key note speeches by Nicolai Wammen, the Danish Minister for European Affairs, and Mr. Sony Kapoor from the international Think Tank Re-Define.
The outcomes of the event will be available on the Global Citizen’s Facebook site.

Dall’1 al 3 giugno, ALDA ha partecipato alla conferenza di Global Citizen “Soluzioni per il Re-thinking” presso l’Università di Aarhus, Danimarca. Il “grande dibattito” è stato promosso e organizzato da Global Citizen in relazione alla Presidenza danese dell’UE e con il sostegno della Commissione Europea attraverso il programma Europa per i cittadini. L’incontro ha riunito più di 400 cittadini interessati – in rappresentanza di organizzazioni, associazioni, aziende, partiti, think tanks e università, che hanno discusso sui problemi e le possibilità che abbiamo di fronte in Europa verso il 2050: quali sono i problemi principali che dobbiamo affrontare? Quali devono essere le soluzioni? chi dovrebbe deciderle? L’incontro è stato di particolare successo, grazie al formato intenso e non tradizionale che ha permesso e facilitato lo sviluppo di una vasta gamma di suggerimenti e idee per le soluzioni per il domani. Per raggiungere questo obiettivo, 35 gruppi di lavoro focalizzati su diversi problemi specifici all’interno delle aree: economia, questioni demografiche, ambientali e sociali sono stati creati al fine di trovare nuove soluzioni per i problemi attraverso un approccio bottom-up. In particolare, Marco Boaria, Coordinatore dell’Unità Sviluppo e Risorse di ALDA, ha partecipato al gruppo di lavoro sulla democrazia partecipativa, uno dei temi fondamentali del lavoro di ALDA, contribuendo così al vivace dibattito e allo scambio e mettendo in evidenza le competenze e le esperienze che ALDA ha maturato in questo campo. Inoltre, ci sono stati, tra gli altri, interventi di Nicolai Wammen, il ministro danese per gli Affari europei, e il signor Sony Kapoor del Think Tank internazionale Re-Define. AADL ETAIT PRESENT AU « GRAND DEBAT : DEVELOPPEMENT DURABLE DANS L’UE ». (1-3 juin, Aarhus, Danemark)

Du vendredi 1er juin au dimanche 3 juin, AADL a assisté à la Conférence des Citoyens du Monde « Re-penser pour trouver des solutions » (Global Citizen’s conference “Solutions by Re-thinking”) à l’Université de Aarhus au Danemark.

La rencontre a réuni plus de 400 citoyens (représentants d’ONG, d’associations, d’entreprises, de parties, de laboratoires de réflexions et d’universités) qui ont débattu ensemble sur les problèmes auxquels l’Europe sera confrontée à l’horizon de 2050 et sur les solutions possibles pour y remédier. Ils ont ainsi répondu aux questions suivantes : Quels sont les problèmes clés que nous devons aborder ? Quelles peuvent-être les solutions ? Qui serai(en)t en mesure de les concrétiser?
Le succès de la rencontre provient particulièrement de son format intense et peu traditionnel qui a permis et facilité le développement d’un large éventail de suggestions et d’idées pour trouver des solutions. Dans cette optique et en suivant une approche ascendante, 35 groupes de travail ont été formés, chacun avec une thématique différente en lien avec l’économie, la démographie, l’environnement et les questions sociales.
Marco Boaria, coordinateur de l’Unité Ressources et Développement de l’AADL a participé au groupe de travail portant sur la démocratie participative, l’une des thématiques fondamentales de l’AADL. En mettant en avant l’expertise et l’expérience de l’association dans le domaine, il a ainsi contribué au vif échange et au débat.
En outre, Nicolai Wammen, ministre danois pour les affaires européennes, et Sony Kapoor du laboratoire de réflexions international Re-Define, ont entre autre participé à la rencontre en émettant des discours.

С пятницы 1 июня по воскресенье 3 июня Ассоциация ALDA присутствовала на конференции «Решение проблем посредством переосмысления» организации Global Citizen в Орхусском университете, Дания.

Мероприятие собрало вместе более 400 заинтересованных граждан, представляющих организации, ассоциации, компании, партии, научно-исследовательские институты и университеты, которые обсуждали проблемы и возможности, стоящих перед нами в Европе до 2050 года: каковы ключевые проблемы, которые нам необходимо решить, каковы решения, кто должен это сделать.
Собрание было особенно успешным благодаря интенсивному и нетрадиционному формату, который сделал возможным и обеспечил разработку большого числа предложений и идей для завтрашних решений. Для достижения этой цели было создано 35 рабочих групп, сфокусированных на различных специфичных проблемах в сфере экономики, демографии, окружающей среды и социальной сфере, чтобы найти новые решения проблем посредством принципа восходящего анализа.
В частности, Марко Боариа, координатор секции по ресурсам и развитию Ассоциации ALDA, участвовал в рабочей группе, сконцентрированной на демократии участия, одной из основных проблем Ассоциации ALDA, тем самым поспособствовав яркой дискуссии и разговору и выдвинув на передний план знания и опыт, которые Ассоциация ALDA приобрела в этой области.
Кроме того, на мероприятии прозвучали важные доклады Николая Ваммена (Nicolai Wammen), Министра по европейским делам Дании, и г-на Сони Капура (Sony Kapoor) из международного научно-исследовательского центра Re-Define.

CORLEAP STAKEHOLDER AND BUREAU MEETING IN BRUSSELS WITH PARTICIPATION OF THE EASTERN PARTNERSHIP CIVIL SOCIETY FORUM (30 May 2012)

The stakeholders’ conference the “Local and Regional Dimension of the Eastern Partnership” took place in Brussels at the Committee of the Regions on Wednesday 30th of May and gathered EU officials, academics working in the area, representatives of civil society as well as member states and partner countries diplomats.

The Eastern Partnership Civil Society Forum subgroup on Local Government and Public Administration Reform participated both in the stakeholder meeting and the following CORLEAP bureau meeting.
This event was devoted to the latest development of the EaP policy, future work of the Conference of regional and local authorities for Eastern Partnership (CORLEAP) and practical implication of the EaP policy for the sub-national level of the partner countries.
The first session dealt with the European Neighbourhood Policy Road Map 2012-2013. The second session described a situation of local and regional authorities in Eastern Partnership countries. The main topics were equivalence of financial resources and task devolution in partner countries and development of local democracy as seen from the perspective of partner states. The last session gave an account of funds available for local and regional authorities from the Eastern Partnership countries.
Speakers comprised representatives of European External Action Service, European Commission as well as the CORLEAP Bureau members from partner countries.
As members of the Civil Society Forum of the Eastern Partnership (CSF EaP) and on behalf of the subgroup of the working group 1 on Local Government and Public Administration Reform, ALDA presented on behalf of the subgroup the position paper addressed to the CORLEAP Bureau members. In this paper the subgroup proposed CORLEAP to work on a joint proposal regarding fiscal decentralisation in Eastern Partnership countries. The proposal was well received and the possibilities of agreeing on such a joint initiative are now being discussed.
Miroslav Kobasa from Lev Sapieha Foundation in Belarus, Samir Aliyev from the NGO Alliance For Municipality Development in Azerbaijan and Ihor Abramiuk from the Public Council of National Agency for Public Service in Ukraine presented their perspectives on the developments in their countries during the stakeholder meeting. During the Bureau meeting David Tumanyan from the Communities Finance Officers Association in Armenia and Veaceslav Bulat from the Institute for Urban Development in Moldova presented the situation regarding fiscal decentralisation in their countries. The participation of the participants from the Civil Soiety Forum was supported by The International Renaissance Foundation in Ukraine, the City of Chisinau, ALDA and the European Commission.

 


MEETING A BRUXELLES DELL’UFFICIO DI PRESIDENZA DEL CORLEAP CON GLI STAKEHOLDERS E LA PARTECIPAZIONE DEL FORUM DELLA SOCIETA’ CIVILE DEL PARTENARIATO ORIENTALE (30 maggio 2012)

La conferenza degli stakeholders su “Dimensione locale e regionale del partenariato orientale” si è svolta a Bruxelles presso il Comitato delle Regioni il 30 maggio, riunendo funzionari europei, accademici dell’area, rappresentanti della società civile così come diplomatici degli stati membri e dei paesi del partenariato.
Anche il sotto gruppo, Governo locale e riforme della pubblica amministrazione, del Forum della società civile del partenariato orientale ha partecipato si al meeting degli stakeholder sia al successivo incontro dell’Ufficio di presidenza del CORLEAP.
L’evento è stato dedicato agli ultimi sviluppi della politica per il partenariato orientale, future lavoro della Conferenza delle autorità locali e regionali del partenariato orientale (CORLEAP)  e le implicazioni pratiche di queste politiche a livello nazionale negli stati del partenariato. La prima sessione affrontato la road map della politica europea di vicinato 2012-2013. La seconda sessione ha descritto la situazione di enti locali e regionali nei paesi del partenariato orientale. I temi principali sono stati l’equivalenza delle risorse finanziarie e la decentralizzazione nei paesi partner e lo sviluppo della democrazia locale, dal punto di vista degli Stati partner. L’ultima sessione ha dato un resoconto dei fondi disponibili per gli enti locali e regionali dei paesi del partenariato orientale. Tra i relatori erano compresi i rappresentanti del Servizio europeo di azione esterna della Commissione europea, nonché i membri dell’ufficio di presidenza CORLEAP dei paesi partner. Come membri del Forum della società civile del Partenariato orientale e per conto del sottogruppo del gruppo di lavoro 1 sul governo locale e la riforma della pubblica amministrazione, ALDA ha presentato a nome del sottogruppo il “position paper” indirizzato ai membri dell’Ufficio di presidenza del CORLEAP . In questo documento il sottogruppo ha proposto al CORLEAP di lavorare su una proposta congiunta per quanto riguarda il decentramento fiscale nei paesi del partenariato orientale. La proposta è stata accolta e le possibilità di accordo su una simile iniziativa congiunta sono attualmente in discussione. Nel corso del meeting degli stakeholders, Miroslav Kobasa della Lev Sapieha Foundation, Bielorussia, Samir Aliyev dalla ONG Alliance per lo sviluppo dei comuni in Azerbaigian e Ihor Abramiuk del Consiglio dell’Agenzia Nazionale per il Servizio Pubblico in Ucraina hanno presentato le loro prospettive di sviluppo nei loro paesi. Nel corso della riunione dell’Ufficio di presidenza, David Tumanyan dell’Associazione dei funzionari economici dei comuni in Armenia e Veaceslav Bulat dell’Istituto per lo Sviluppo Urbano in Moldov, hanno presentato la situazione in materia di decentramento fiscale nei loro paesi. La partecipazione dei componenti del Forum della Società Civile è stato sostenuto dalla Fondazione Internazionale Il Rinascimento, Ucraina, dalla città di Chisinau, da ALDA e dalla Commissione europea.

 


REUNION DES PARTIES PRENANTES ET DU BUREAU DE CORLEAP A BRUXELLES AVEC LA PARTICIPATION DU FORUM DE LA SOCIETE CIVILE DU PARTENARIAT ORIENTAL (30 mai 2012)

La conférence des parties prenantes sur la «Dimension locale et régionale du Partenariat oriental » a eu lieu à Bruxelles le 30 mai 2012 au Comité des Régions, et a réuni des fonctionnaires de l’UE, des universitaires travaillant dans la zone, des représentants de la société civile ainsi que des diplomates des Etats Membres et des Etats partenaires.
Le sous-groupe Administration Locale et Réforme de l’Administration Publique du Forum de la Société Civile du Partenariat Oriental a participé à la fois à la réunion des parties prenantes et à la réunion du Bureau du CORLEAP.
Cet événement était consacré au dernier développement de la politique du Partenariat Oriental, au futur travail de la Conférence des Autorités Régionales et Locales pour le Partenariat Oriental (CORLEAP) et de l’implication concrète de la politique du Partenariat Oriental au niveau infranational des pays partenaires.
La première partie de la conférence portait sur la feuille de route de la politique européenne de voisinage 2012-2013. Lors de la deuxième partie des portraits des autorités locales et régionales dans les pays du Partenariat Oriental ont été dressés. Les principaux thèmes abordés portaient sur l’équivalence des ressources financières et le transfert des tâches dans les pays partenaires et le développement de la démocratie locale vu par les Etats partenaires. La dernière partie de la conférence offrait un aperçu sur les fonds disponibles à l’attention des autorités locales et régionales des pays du Partenariat Oriental.
Le groupe des intervenants était composé des représentants du Service Européen pour l’Action Extérieure, des représentants de la Commission Européenne et des membres du Bureau du CORLEAP originaires des pays partenaires.
En tant que membres du Forum de la Société Civile du Partenariat Oriental et au nom du sous-groupe du groupe de travail n°1 portant sur l’Administration Locale et la Réforme de l’Administration Publique, l’AADL a présenté aux membres du Bureau du CORLEAP ses prises de position au travers d’un document écrit. Dans ce document, le sous-groupe a proposé au CORLEAP de travailler sur une proposition commune concernant la décentralisation budgétaire dans les pays du Partenariat Oriental. La proposition a été bien reçue et les possibilités de parvenir à une telle initiative conjointe sont actuellement discutées.
Miroslav Kobasa de la Fondation Lev Sapieha de Biélorussie, Samir Aliyev de l’Alliance des ONG pour le développement des municipalités d’Azerbaïdjan et Ihor Abramiuk du Conseil Public de l’Agence Nationale du Service Public d’Ukraine ont présenté, lors de la réunion des parties prenantes, leurs points de vue sur les développements au sein de leur pays respectifs. Au cours de la réunion du Bureau, David Tumanyan de l’Association des Agents Financiers des Communautés d’Arménie et Veaceslav Bulat de l’Institut de Développement Urbain de Moldavie ont dressé un état des lieux de la décentralisation fiscale dans leurs pays. La participation des représentants du Forum de la Société Civile a été soutenue par International Renaissance Foundation d’Ukraine, la ville de Chisinau, l’AADL et la Commission Européenne.

Конференция заинтересованных сторон «Местная и региональная важность Восточного партнерства» прошла в Брюсселе в Комитете регионов в среду 30 мая, на нее собрались чиновники ЕС, преподаватели, работающие в этой области, представители гражданского общества, а также дипломаты государств-членов и стран-партнеров.
Подгруппа по вопросу реформы местного самоуправления и общего управления Форума гражданского общества Восточного партнерства приняла участие как в собрании заинтересованных сторон, так и в последующем заседании бюро CORLEAP.
Это мероприятие было посвящено последней разработке политики ВП, будущей работе Конференции региональных и местных органов власти стран Восточного партнерства (CORLEAP) и практическому значению политики ВП для субнационального уровня  стран-партнеров.
На первом заседании обсуждалась Дорожная карта европейской политики соседства на 2012-2013. На втором заседании описывалась ситуация с местными и региональными органами власти в странах Восточного партнерства. Основными темами были эквивалентность финансовых ресурсов, передача вопросов на рассмотрение назначенных парламентом и ответственных перед ним органов в странах-партнерах, развитие местной демократии с точки зрения стран-партнеров. На последнем заседании был дан отчет об имеющихся средствах для местных и региональных органов власти из стран Восточного партнерства.
Докладчиками были представители Европейской службы внешних действий, Европейской комиссии, а также члены бюро CORLEAP из стран-партнеров.
В качестве члена Форума гражданского общества Восточного партнерства (ФГО ВП) и по поручению подгруппы рабочей группы 1 по вопросу реформы местного самоуправления и общего управления, Ассоциация ALDA представила от имени подгруппы документ о положении дел, адресованный членам бюро CORLEAP. В этом документе подгруппа предложила CORLEAP выработать совместное предложение в отношении фискальной децентрализации в странах Восточного партнерства. Предложение было хорошо принято, возможности достижения соглашения по такой совместной инициативе сейчас обсуждаются.
Мирослав Кобаса из «Фонда имени Льва Сапеги», Беларусь, Самир Алиев из альянса НПО “Во имя развития муниципалитетов”, Азербайджан, и Игорь Абрамюк из Общественного совета при Национальном агентстве по вопросам государственной службы, Украина, представили свое видение развития в этих странах во время встречи заинтересованных сторон. Во время заседания Бюро Давид Туманян из Ассоциации общинных финансистов, Армения, и Вячеслав Булат из Института городского развития, Молдова, описали ситуацию с фискальной децентрализацией в их странах. Участие представителей Форума гражданского общества поддержал Международный фонд «Возрождение», Украина, город Кишинев, Ассоциация ALDA и Европейская комиссия.

The stakeholders’ conference the “Local and Regional Dimension of the Eastern Partnership” took place in Brussels at the Committee of the Regions on Wednesday 30th of May and gathered EU officials, academics working in the area, representatives of civil society as well as member states and partner countries diplomats.

The Eastern Partnership Civil Society Forum subgroup on Local Government and Public Administration Reform participated both in the stakeholder meeting and the following CORLEAP bureau meeting.
This event was devoted to the latest development of the EaP policy, future work of the Conference of regional and local authorities for Eastern Partnership (CORLEAP) and practical implication of the EaP policy for the sub-national level of the partner countries.
The first session dealt with the European Neighbourhood Policy Road Map 2012-2013. The second session described a situation of local and regional authorities in Eastern Partnership countries. The main topics were equivalence of financial resources and task devolution in partner countries and development of local democracy as seen from the perspective of partner states. The last session gave an account of funds available for local and regional authorities from the Eastern Partnership countries.
Speakers comprised representatives of European External Action Service, European Commission as well as the CORLEAP Bureau members from partner countries.
As members of the Civil Society Forum of the Eastern Partnership (CSF EaP) and on behalf of the subgroup of the working group 1 on Local Government and Public Administration Reform, ALDA presented on behalf of the subgroup the position paper addressed to the CORLEAP Bureau members. In this paper the subgroup proposed CORLEAP to work on a joint proposal regarding fiscal decentralisation in Eastern Partnership countries. The proposal was well received and the possibilities of agreeing on such a joint initiative are now being discussed.
Miroslav Kobasa from Lev Sapieha Foundation in Belarus, Samir Aliyev from the NGO Alliance For Municipality Development in Azerbaijan and Ihor Abramiuk from the Public Council of National Agency for Public Service in Ukraine presented their perspectives on the developments in their countries during the stakeholder meeting. During the Bureau meeting David Tumanyan from the Communities Finance Officers Association in Armenia and Veaceslav Bulat from the Institute for Urban Development in Moldova presented the situation regarding fiscal decentralisation in their countries. The participation of the participants from the Civil Soiety Forum was supported by The International Renaissance Foundation in Ukraine, the City of Chisinau, ALDA and the European Commission.

 


MEETING A BRUXELLES DELL’UFFICIO DI PRESIDENZA DEL CORLEAP CON GLI STAKEHOLDERS E LA PARTECIPAZIONE DEL FORUM DELLA SOCIETA’ CIVILE DEL PARTENARIATO ORIENTALE (30 maggio 2012)

La conferenza degli stakeholders su “Dimensione locale e regionale del partenariato orientale” si è svolta a Bruxelles presso il Comitato delle Regioni il 30 maggio, riunendo funzionari europei, accademici dell’area, rappresentanti della società civile così come diplomatici degli stati membri e dei paesi del partenariato.
Anche il sotto gruppo, Governo locale e riforme della pubblica amministrazione, del Forum della società civile del partenariato orientale ha partecipato si al meeting degli stakeholder sia al successivo incontro dell’Ufficio di presidenza del CORLEAP.
L’evento è stato dedicato agli ultimi sviluppi della politica per il partenariato orientale, future lavoro della Conferenza delle autorità locali e regionali del partenariato orientale (CORLEAP)  e le implicazioni pratiche di queste politiche a livello nazionale negli stati del partenariato. La prima sessione affrontato la road map della politica europea di vicinato 2012-2013. La seconda sessione ha descritto la situazione di enti locali e regionali nei paesi del partenariato orientale. I temi principali sono stati l’equivalenza delle risorse finanziarie e la decentralizzazione nei paesi partner e lo sviluppo della democrazia locale, dal punto di vista degli Stati partner. L’ultima sessione ha dato un resoconto dei fondi disponibili per gli enti locali e regionali dei paesi del partenariato orientale. Tra i relatori erano compresi i rappresentanti del Servizio europeo di azione esterna della Commissione europea, nonché i membri dell’ufficio di presidenza CORLEAP dei paesi partner. Come membri del Forum della società civile del Partenariato orientale e per conto del sottogruppo del gruppo di lavoro 1 sul governo locale e la riforma della pubblica amministrazione, ALDA ha presentato a nome del sottogruppo il “position paper” indirizzato ai membri dell’Ufficio di presidenza del CORLEAP . In questo documento il sottogruppo ha proposto al CORLEAP di lavorare su una proposta congiunta per quanto riguarda il decentramento fiscale nei paesi del partenariato orientale. La proposta è stata accolta e le possibilità di accordo su una simile iniziativa congiunta sono attualmente in discussione. Nel corso del meeting degli stakeholders, Miroslav Kobasa della Lev Sapieha Foundation, Bielorussia, Samir Aliyev dalla ONG Alliance per lo sviluppo dei comuni in Azerbaigian e Ihor Abramiuk del Consiglio dell’Agenzia Nazionale per il Servizio Pubblico in Ucraina hanno presentato le loro prospettive di sviluppo nei loro paesi. Nel corso della riunione dell’Ufficio di presidenza, David Tumanyan dell’Associazione dei funzionari economici dei comuni in Armenia e Veaceslav Bulat dell’Istituto per lo Sviluppo Urbano in Moldov, hanno presentato la situazione in materia di decentramento fiscale nei loro paesi. La partecipazione dei componenti del Forum della Società Civile è stato sostenuto dalla Fondazione Internazionale Il Rinascimento, Ucraina, dalla città di Chisinau, da ALDA e dalla Commissione europea.

 


REUNION DES PARTIES PRENANTES ET DU BUREAU DE CORLEAP A BRUXELLES AVEC LA PARTICIPATION DU FORUM DE LA SOCIETE CIVILE DU PARTENARIAT ORIENTAL (30 mai 2012)

La conférence des parties prenantes sur la «Dimension locale et régionale du Partenariat oriental » a eu lieu à Bruxelles le 30 mai 2012 au Comité des Régions, et a réuni des fonctionnaires de l’UE, des universitaires travaillant dans la zone, des représentants de la société civile ainsi que des diplomates des Etats Membres et des Etats partenaires.
Le sous-groupe Administration Locale et Réforme de l’Administration Publique du Forum de la Société Civile du Partenariat Oriental a participé à la fois à la réunion des parties prenantes et à la réunion du Bureau du CORLEAP.
Cet événement était consacré au dernier développement de la politique du Partenariat Oriental, au futur travail de la Conférence des Autorités Régionales et Locales pour le Partenariat Oriental (CORLEAP) et de l’implication concrète de la politique du Partenariat Oriental au niveau infranational des pays partenaires.
La première partie de la conférence portait sur la feuille de route de la politique européenne de voisinage 2012-2013. Lors de la deuxième partie des portraits des autorités locales et régionales dans les pays du Partenariat Oriental ont été dressés. Les principaux thèmes abordés portaient sur l’équivalence des ressources financières et le transfert des tâches dans les pays partenaires et le développement de la démocratie locale vu par les Etats partenaires. La dernière partie de la conférence offrait un aperçu sur les fonds disponibles à l’attention des autorités locales et régionales des pays du Partenariat Oriental.
Le groupe des intervenants était composé des représentants du Service Européen pour l’Action Extérieure, des représentants de la Commission Européenne et des membres du Bureau du CORLEAP originaires des pays partenaires.
En tant que membres du Forum de la Société Civile du Partenariat Oriental et au nom du sous-groupe du groupe de travail n°1 portant sur l’Administration Locale et la Réforme de l’Administration Publique, l’AADL a présenté aux membres du Bureau du CORLEAP ses prises de position au travers d’un document écrit. Dans ce document, le sous-groupe a proposé au CORLEAP de travailler sur une proposition commune concernant la décentralisation budgétaire dans les pays du Partenariat Oriental. La proposition a été bien reçue et les possibilités de parvenir à une telle initiative conjointe sont actuellement discutées.
Miroslav Kobasa de la Fondation Lev Sapieha de Biélorussie, Samir Aliyev de l’Alliance des ONG pour le développement des municipalités d’Azerbaïdjan et Ihor Abramiuk du Conseil Public de l’Agence Nationale du Service Public d’Ukraine ont présenté, lors de la réunion des parties prenantes, leurs points de vue sur les développements au sein de leur pays respectifs. Au cours de la réunion du Bureau, David Tumanyan de l’Association des Agents Financiers des Communautés d’Arménie et Veaceslav Bulat de l’Institut de Développement Urbain de Moldavie ont dressé un état des lieux de la décentralisation fiscale dans leurs pays. La participation des représentants du Forum de la Société Civile a été soutenue par International Renaissance Foundation d’Ukraine, la ville de Chisinau, l’AADL et la Commission Européenne.

"PROMOTION OF YOUTH VOLUNTEERING AND COMMUNICATION WITH PUBLIC”. ALDA PROJECT VIT LATVIAN EVENT (Gulbene, 4-5 June)

“Promotion of youth volunteering and communication with public” is the title of a workshop  that will take place in Latvia (4-5 June 2012) within the project VIT-Very Important Twinning, Volunteering in Town.
The Latvian Association of Local and Regional Governments (LALRG) will organisethis international workshop inGulbene municipality.

The workshop will focus on volunteering and aims at presenting good practices, opportunities and challenges on this field. It will be a good opportunity for debate on the future of this tool and on the ways to engage young people in voluntary work. The projectVIT aims at promoting volunteering in towns, addressing this issue from a participatory perspective. In particular, the project VIT wishes to create a platform involving different types of stakeholders that will encourage and revitalize twinning as a tool for long-lasting cooperation by promoting the EU values as democracy, volunteering and citizen participation.
