ALDA WELCOMES THE ENTRANCE OF SERBIA AND MONTENEGRO IN THE PROGRAMME “EUROPE FOR CITIZENS” AND WISHES THAT KOSOVO WILL ENTER SOON
After the signature in Belgrade of the Memorandum of Understanding on the participation of the Republic of Serbia in the Europe for Citizens programme 2007-2013, almost all the countries of Western Balkan will finally be eligible under the Programme.
ALDA is particularly happy to acknowledge the entrance of almost all the Western Balkans Countries in the Programme, having worked for years for the deveolpment of civil society in the area and wishes that Kosovo, the last country of the region not eligible, will be very soon covered by the Programme.
On 9th of November, Gregory Paulger, Director General of the EC’s Directorate-General for Communication, and Ivana Ćirković, Director of Office for cooperation with Civil Society of the Government of the Republic of Serbi,a signed the Memorandum that opened the Europe for Citizens Programme to Serbia.
The signature allows for full participation of Serbian organisations in the Programme and for the Country represents an important opportunity of promotion of civil society projects, partnerships building between Serbian and European towns, exchange of experiences among memorial institutions, museums and educational institutions. Serbian vibrant civil society will significantly benefit from its participation in the Europe for Citizens Programme.
The participation of Serbian civil society organisations and local authorities in the Programme will provide an important opportunity to forge partnerships with other civil society organisations in the European Union and to engage in European projects of various kinds.
ALDA represents one of the main stakeholders of the Programme at the European level and has a specific focus on Western Balkans, where it has been active since early nineties to promote local democracy (mainly through its local democracy agencies established on the field), good governance and citizen participation. ALDA has developed numerous Europe for Citizens projects in the Western Balkans countries that have been eligible under the Programme in the last years, significantly contributing to the strengthening of the links among EU and Western Balkans cities and citizens, and to the recovery and reelaboration of historical issues. The Association is indeed convinced that its mission, the reinforcement of local democracy, has to pass through the sustain to civil society and citizens’ participation, especially in Countries with a difficult recent past and still strong internal divisions.
The Memorandum represents both an outcome and a new challenge for the Association of Local Democracy Agencies: on one hand, it is a result rewarding the long-lasting work of ALDA and of the LDAs in the field of local democracy and citizen participation in the Balkans; on the other hand, it opens new frontiers of cooperation for further supporting the full integration of Western Balkans in the EU. The opportunity of finally being able to work at regional level for promoting the development of civil society in the area is an unmissable occasion for LDAs and ALDA, whose core mission has always been precisely the creation of a regional approach to the issue.

FRIULI VENEZIA GIULIA REGION AND LDA NIKSIC BETWEEN THE PROMOTERS OF A TRAINING COURSE FOR ACCOMPANYING OF ITALIAN TOURISTS IN MONTENEGRO
A specialist training course on hosting and support of Italian tourists in Montenegro, part of the “TUR MONT” project, began at the Faculty of tourism of the University of Kotor, for twenty official tour guides.
Among the promoters of the course there are also the Friuli Venezia Giulia Region and the LDA of Niksic.

Teachers are Italian and Montenegrin professional in the field of tourism, and trainees at the end of the course will support an examination to obtain a Diploma accredited by the Ministry of Tourism of the Republic of Montenegro.
“Since 2010, we work with the Italian Community of Montenegro and we hope that this initiative is useful for everyone,” said Franco Braida, president of Fogolar Furlan (Monfalcone, Italy), opening the course.
The Vice President of ALDA, Alessandro Perelli, after remembering the recent course of lace, announced that in the field of tourism, as well as training of tourist guides, the aim is the creation of “diffuse hotel”, a project that involves the use of private homes to accommodate tourists. The Friuli Venezia Giulia Region has also funded with € 70,000 a project for the promotion via web of Kotor, its cultural and tourist offer. Finally, on December 20, will begin the building of an elevator in the ambulatory of Tivat.
Attended the opening of the course also Nenad Radunović, Municipality of Kotor, Mirza Krcic Tourist Organization of Kotor, and Marija Grego Radulović, Community of Italians in Montenegro.

"HARNESSING LOCAL RESOURCES" 11TH VIT LOCAL EVENT IN LETTERKENNY, IE (19-20 NOVEMBER)
On 19th and 20th November, Donegal County Council will organize an international workshop in Letterkenny (Ireland).
This workshop will be the 11th local event organized within the framework of the project Very Important Twinning, Volunteering in Town (VIT), in which ALDA is the lead partner.
This event entitled “Harnessing local resources” will focus on four main issues:
– the importance of international collaboration in sustaining a viable community
– the role of twinning in successful community development practices
– the importance of having a strong community and voluntary sector in a sustainable community
– the role of sport, culture, enterprise and social infrastructure in sustaining a viable community.

THE PRESIDENT OF ALDA, ORIANO OTOČAN, VISITING VOJVODINA PROVINCE, SERBIA
In the framework of their official visit in Serbia, ALDA President, Oriano Otočan, and ALDA Director, Antonella Valmorbida are meeting key representatives of the Province of Vojvodina.
Today /16 November) in the afternoon they met Istvan Pastor, President of the Assembly of Vojvodina Province.

The first appointment in the morning was with Branislav Bugarski, Provincial Secretary of the Government of Vojvodina and Secretariat for Inter Regional Cooperation and Local Self Government.
The cooperation between the Region Istria and the Province of Vojvodina has been intense in these last years, in particular as common situation of boarder regions, with relevant and multiple ethnic groups. The meeting was also positive in presenting the role of ALDA and the LDA in Subotica, active since 1993. It was discussed the possibility to join several joint projects on local and regional authorities development as well as the engagement of citizens.
In the evening they went to Subotica for visiting the LDAs office and its staff.

The President of ALDA, Oriano Otočan, together with Antonella Valmorbida, the Director of ALDA, are visiting the LDAs in Serbia these days. Today (15 November) a first meeting took place in Kragujevac, where the Mayor Stevanovic Verko was met and the full membership and partnerhsip with ALDA was confirmed.

A particular interest was shown as for the issue of Decentralisation and instrument for strengthening capacities of Local Authorities and Regions. The next meeting took place in Nis and the Deputy Mayor, Ljubivoje Slavkovic, and its team was met. The Governing Board Member, Dobrica Milovanovic, from the city of Kragujevac was present too. Also in Nis, a strong support from the Municipality was secured both the ALDA and to the LDA Central and Southern Serbia.
The new possibilities to work with the programme Europe for Citizens were presented since Serbia joint the programme a few days ago. The representatives of ALDA also stressed the future cooperation in 2013, within the programme of activities of the European Year of Citizens.

SECOND MEETING OF THE EUROPEAN YEAR OF CITIZENS ITALIAN ALIANCE: “WORKING WITH LOCAL AUTHORITIES FOR LOCAL DEMOCRACY”
ALDA is one of the main European Civil Society Associations that promoted the “Civil Society Alliance for the European Year on active citizenship 2013”, with the support of the European Economic and Social Committee.
For the Alliance, active citizenship means primarily active involvement of citizens as participation in the life of their communities, and thus in democracy, in terms of activity and decision-making.
The launch of the European Alliance will officially be in Brussels on the 17th of December.
ALDA, as promoter of the Alliance, is launching its activities in France, Croatia and Italy.
In Rome, on the 14th of November, was held the second and very important meeting of the Italian Alliance for the European Year of Citizens 2013.
Forty organizations participated, invited by the coordinators, ALDA/CIME and Third Sector Forum. The meeting was hosted by Centre of Research Eurispes.
The Alliance confirmed its strategy to be strongly involved in the European Year of Citizens together with the European Alliance. The Italian Declaration was substantially approved and it focuses on Local Democracy and work with local authorities, mentioning the need for them to engage in a dialogue with civil society (art 118, Italian Constitution).
The Alliance agreed also on a methodology of work next year to promote 1000 events, with all the NGOs networks involved. These events will be recognised as activities of the group with a certain Label.
Furthermore, a set of high profile events have already been identified. The Group will be working with the support of a Steering Committee composed of representatives of NGOs chairing thematic working groups.
A particular effort will be paid to involve Association of Local and Regional Authorities as well as to engage, with different means including social networks, the citizens and the community.
An official launch of the Alliance will be sent in Rome in December with the final definition of the Agenda and the launch of the activities and organisation.

The training will help ordinary citizens, CSOs and Local Authorities to approach the wide world of the European policies and will guide them in finding interesting opportunities for youngsters, adults, citizens in general.
In particular, ALDA will present programmes related to transnational mobility, such as Youth in Action, programmes more oriented to education and vocational training (Erasmus, Leonardo da Vinci), education for adults (Grundtvig). Then, interesting for all citizens and for local authorities as implementors of policies for active citizenship, ALDA will present the “Europe for Citizens” programme.
Important elements for the European project cycle management will be also provided.
ALDA’s trainers in charge for the course will be Marco Boaria, coordinator of the resource and development unit and Anna Ditta, project development officer.
A press conference to present the initiative was held on the 14th November in the municipality of Thiene, at the presence of the municipal councilor for youth policies, culture and equal opportunities Mrs. Maria Gabriella Strinati, Anna Ditta, project officer of ALDA, Adelina Tadiello and Giuliana Zilio, persons in charge of the Urban Center.
The training course will be free of charge and will be held at the Urban Center of Thiene, It will start the 20th November and will end the 26th March 2013.

ALDA, en collaboration avec le Centre Urbain O.A.S.I de la municipalité de Thiene, Italie, a annoncé le lancement de la formation « Europe facile ». La formation aidera les citoyens, la société civile et les autorités locales à approcher les différentes politiques européennes et les guidera dans la recherche des possibilités pour les jeunes, les adultes et les citoyens en général.
En particulier, l’ALDA présentera les programmes liés à la mobilité transnationale tels que le programme « Jeunesse en action », les programmes orientés vers la formation professionnelle et l’éducation (Erasmus, Leonardo da Vinci), l’éducation des adultes (Grundtvig). L’ALDA présentera aussi le programme « Europe pour les citoyens » qui sera intéressant pour tous les citoyens et autorités locales en tant que porteurs de projets pour la citoyenneté active.
Les éléments importants pour la gestion du cycle des projets européens seront ainsi fournis. Les formateurs chargés de la formation sont Marco Boaria, coordinateur du secteur de ressources et développement et Anna Ditta, chargée de développement de projets.

Una conferenza stampa per presentare l’iniziativa si è svolta il 14 novembre nel comune di Thiene, alla presenza del consigliere comunale per le politiche giovanili, la cultura e le pari opportunità Maria Gabriella Strinati, di Anna Ditta, ALDA, Adelina Tadiello e Giuliana Zilio, responsabili dell’Urban Center.
Il corso di formazione sarà gratuito e si terrà presso l’Urban Center di Thiene, dal 20 novembre al 26 marzo 2013.

LANCEMENT DE LA FORMATION “EUROPE FACILE”, INITIATIVE COMMUNE DE L’ALDA ET DE LA MUNICIPALITE DE THIENE (Italie)
ALDA, en collaboration avec le Centre Urbain O.A.S.I de la municipalité de Thiene, Italie, a annoncé le lancement de la formation « Europe facile ». La formation aidera les citoyens, la société civile et les autorités locales à approcher les différentes politiques européennes et les guidera dans la recherche des possibilités pour les jeunes, les adultes et les citoyens en général.
En particulier, l’ALDA présentera les programmes liés à la mobilité transnationale tels que le programme « Jeunesse en action », les programmes orientés vers la formation professionnelle et l’éducation (Erasmus, Leonardo da Vinci), l’éducation des adultes (Grundtvig). L’ALDA présentera aussi le programme « Europe pour les citoyens » qui sera intéressant pour tous les citoyens et autorités locales en tant que porteurs de projets pour la citoyenneté active.
Les éléments importants pour la gestion du cycle des projets européens seront ainsi fournis. Les formateurs chargés de la formation sont Marco Boaria, coordinateur du secteur de ressources et développement et Anna Ditta, chargée de développement de projets.

GET UP project – a step closer to promoting gender equality in education and at work place
On November the 8th and 9th, ALDA and UIL hosted the third coordination meeting of Project Get Up in Brussels. During the event, the partners discussed the latest advances on the project and the steps to be developed further with the support and guidance of a gender expert as an external observer.

The two-day meeting offered the partners the opportunity to share the last updates on the Gender Equality training, the European Minimum Standard of Competences and the Transnational training session. It also allowed the attendees to address the preparation and development of the Awareness Raising Campaign. All of these workstreams are at the core of the Get Up project, which seeks to tackle the stereotypes in educational and career choicesan d to promote gender equality in education, training, career guidance and at the workplace.
The meeting highlighted the following results:
- The partners shared the feedback gathered from their stakeholders regarding the European Minimum Standard of Competences framework, which allowed the further development of the document towards a final paper. The stakeholders contributed by presenting ways in which the EMSC could be disseminated or re-structured to be more effective.
- Based on the previous research about how to enable gender equality at the workplace and education, and with the support of the external expert, the partners agreed on the focus and structure of the training models, including a new agenda for the learning outcomes of each activity.
- The partners brainstormed and agreed on the content of the Awareness Raising Campaign activities to be developed: 3 video spots, 1 Serious Game and a photo contest.
The project launched a capacity building process for the professionals who intervene in transition phases along the education-training-labour market chain by developing and delivering a training on gender equality based on a common European Minimum Standard of Competences.
The third international meeting in Brussels indicates once again the strong commitment of the partners to fight the stereotyping of educational and career choices.

“WELCOME TO NIS” A NEW PROJECT OF LDA NIS
With the financial support from the Serbian Ministry of Youth and Sport, LDA has started implementation of a project entitled “Welcome to Nis”. It’s a pilot project of establishing a local voluntary service that will work on recruiting the first group of youngsters who will be trained as informal tourist guides through Nis.
Once established, this group will officially join the global network of Greeters.
With this project LDA will initiate the process of concrete institutional support to young people in their active involvement in the local life through the practice of voluntary work and promotion of their local community, its culture and mentality, thus bringing it closer to the visitors of our city.
Project will be implemented in partnership with Youth Office of Municipality Medijana, Touristic Organization of Nis.

This project is being implemented in partnership with Educational Centre Krusevac, BalkanIdea, Novi Sad, Republic Directorate for Execution of Sanctions and Correctional institution from Krusevac and with Belgrade Centre for Human Rights as the partner leader. Project is supported by Office for Human and Minority Rights of the Republic of Serbia.

This year activities of the Antifascist collective are included in the world wide campaign of United for intercultural action – European network against nationalism, racism, fascism and in support of migrants and refugees.A public forum “Discrimination in Serbia”, street action “Anti-fascism – my choice!”, screening of the documentary „The Wrong Word – Compensation for Roma and Sinti in Germany” followed by a discussion, public lecture “Fascism and historical revisionism in Serbia” and a workshop for youth, “The culture of remembrance: antifascism and its values”, are all in this year’s program that aims to raise awareness of the general public on the problem of fascism in todays world and our communities.
Antifascist collective are: The Human Rights Committee, Center for Development of Civil Resources, Center for Girls, Women’s Space, YuRom Center and LDA.
