Strengthening cooperation between local authorities and civil society in Morocco
The city of Tangier, Morocco, hosted the second edition of the Regional Forum of local authorities and civil society (Forum régional des collectivités locales et de la société civile), aimed at strenghtening collaboration and partnerships among local governments and civil society.
Title of the forum, held on 10-11 June, was ‘The challenges for the actions of civil society with local authorities, in the light of the advanced regionalization and of the Agenda Post 2015’ (Les défis de l’articulation de l’action de la Société Civile avec les Collectivités Territoriales dans la perspective de la Régionalisation Avancée et de l’Agenda Post 2015).
The event gathered many national and international participants. It was organised by the Region Tanger Tétouan, by representatives of the authorities participating to the Regional Working Group Tanger Tétouan, and coordinated by the Regional Council of Tanger-Tétouan and by the Programme ART GOLD of UNDP Morocco.
Alfonso Aliberti represented ALDA during the meeting, illustrating the methodology and the work of the Local Democracy Agencies, and liaising with local stakeholders.

Sur les pas d’Albert Londres – Opportunité pour jeunes journalistes
ALDA cherche trois jeunes journalistes, deux Macédoniens et un Croate, pour le séminaire itinérant du projet ‘Sur les Pas d’Albert Londres en France et sur la grande boucle’.
Le séminaire aura lieu du 10 au 26 juillet, en lien avec le tour de France, et permettra à 20 jeunes, 10 français et 10 venant de différents pays, de répliquer l’expérience d’Albert Londres, père du journalisme modern et du grand reportage.
Les jeunes seront accompagnés par des professionnels (journalistes, techniciens, universitaires). Français (en priorité) et anglais seront les 2 langues nécessaires pour participer à ce projet. Les reportages réalisés donneront lieu à l’issue du périple, à un 52 minutes et un web docu.
L’objectif du project est d’éveiller chez les jeunes le goût de l’aventure et de l’ouverture aux autres cultures, et aussi de favoriser le parcours professionnel et l’insertion de ces jeunes. Le project s’inscrit dans le cadre du programme de coopération multilatérale France-Balkans / Europe du Sud-Est.

Local government and NGOs – Making the local coalitions work
The opening conference of the project Local Coalitions for Community Development was held in Kotor, Montenegro, on 31 May 2013. Its focus was “Local government and NGOs – making the local coalitions work”.
The project runs from December 2012 to November 2014, and it aims to promoting good practices in the cooperation between local authorities and civil society organisations, as well as fostering their active involvement in the process of EU integration of Montenegro. Its activities will involve the six municipalities of Kotor, Niksic, Bijelo Polje, Rozaje, Danilovgrad and Ulcinj.
Kerim Medjedovic, Delegate of LDA Niksic, highlighted that the conference was an important opportunity for exchange of experience and presentation of good practices in cross-sectorial co-operation, promoting dialogue and partnerships between NGO-s and local authorities thus contributing to the promotion of European standards of democratic governance at local level.
Radovan Zivkovic, assistant to the Mayor of the Municipality Medijana in Nis, Serbia, gave an overview of development and implementation of the co-operation programme with local NGOs resulting in transparent criteria for local financing and for effective provision of services in public policy measures in Medijana, an urban community located in the downtown area of the city.
Veran Stancetic, expert and senior trainer of PALGO Center, Belgrade, highlighted the key challenges related with consultation process and achievements in public administration reform process in Serbia, with particular emphasis on local self-government system.
Stanka Parac Damjanovic, ALDA Regional Programme Coordinator, presented the Subgranting Programme designed as a specific component within the project for non-governmental organizations operating in the six municipalities involved in the activities.
Information sessions and trainings for potential applicants have been organised to encourage their active participation.

Europe: project of citizens or governments?
In 2013 the Polish Federation of NGOs (OFOP) celebrates its 10th anniversary. On this occasion and in the scope of the Euopean Year of Citizens, it has organised the conference “Europe: project of citizens or governments?”. Civil society organizations representatives from all across Poland together with OFOPs partners from abroad will attend the event, taking place in Warsaw on 5-6 June.
The conference will be structured in two panel discussions. During first panel, representatives of EU institutions as well as the Chancellery of the President of Poland will discuss the role of the Citizens in good governance. The second panel will gather NGO representatives from Visegrad countries, which will reflect on previous panel bringing experience of their countries and summing up advancements that has occurred in last decade.
The Director of ALDA Antonella Valmorbida will be representing the European Year of Citizens Alliance (EYCA) during the discussion: Does the European Union need active citizens?
