Free media and freedom of expression in Macedonia

The International Institute of Human Rights and Peace in Caen, partner in the Decentralised Cooperation Lower Normandy/Macedonia, together with the Embassy of France in Skopje, dedicated two working days this February where the freedom of expression and media in Macedonia were analyzed.
The first day, on February 26, 2014, was reserved for round tables and debate with French and Macedonian experts in the field of law and journalism. Together with the public, mainly consisted of journalists and experts that work in this domain, the experts cross-referenced the freedom of expression and the media in Macedonia and in France, from the legal practice point of view.
French experts from the organization Reporters without Borders (Reporters Sans Frontières), addressed the public demonstrating the methodology for their latest 2014 World Press Freedom Index. According to their results, Macedonia was on the low 123rd place, marking an enormous decline of 84 positions, comparing to 4 years ago. Throughout the presentation it was evident that one the Macedonian journalists are facing an auto censorship, which is unacceptable for an EU candidate country. Together with the current situation in the society, the high penalties for journalists, and the resent litigation of one Macedonian journalist, the reasons piled up and opened hot debates with the public. Comparing to the French media, “which is far from perfect” as the French experts stated, Macedonia is very far from the freedom of speech that can be acceptable in the European society.
This debate, as an introduction to today’s conference, tackled even more issues in this domain, where jurists, professors and law students discussed the situation in both territories. This is a third conference held in the framework of Franco-Macedonian Comparative Law, held in the facilities of the Faculty of Law in Skopje. The debate opened some new points of view regarding the freedom of speech and media, comparing the two territories, but also other democratic societies throughout history. The evolution of the free thought and free speech, and how it’s reflecting itself today is very different in France and in Macedonia. The debates were growing around the question of how to ensure and develop the freedom of expression, how to maintain it, and how to avoid the hate speech on all levels. From a legal point of view, even though regulated by decrees and laws, the thin line can and is easily crossed. The media and the information are influenced by society and politics, as well as the technology via its social networking tools, online as well as offline. From there one question remains: how to ensure and develop the freedom in question, as a fundamental right of every human being.
Both conferences were opened by Mrs. Karen Rochet, Advisor at the French Embassy in Macedonia and Mr. Sebastien Botreau Bonneterre, Director of the International Institute for Human Rights and Peace in Caen, as well as Mr. Borce Davitkovski, the Dean and Professor of the Faculty of Law in Skopje. WTD re-granting scheme - focus on four projects in Slovakia

WTD – Working Together for Development is a multi-annual development project designed by the Association of Local Democracy Agencies (ALDA) in cooperation with 21 international partners and associates coming from 16 different countries of the enlarged Europe. The WTD project entered its third year of implementation.

The WTD impacts at international, national, as well as local level. One of the most important components of the project to impact on the local level by supporting the creation and strengthening of partnerships between Local Authorities and NGOs for joint actions in the field of development is its re-granting component. Through the re-granting scheme, the 10 partners launched a call for small projects for civil society organizations and local authorities in their area. The best projects received were co-financed up to 50%.

Our partners UTC Slovakia and CEECN selected four projects in Slovakia:

JOP Association (UTCS):

The Apricot Fair’s project activated local community, encouraged and promoted the creation of a network of local players and connected them with the municipal government. The event was attended by representatives of local authorities and the municipality (The Union of Towns and Cities of Slovakia, the Bratislava city council, Bratislava Old Town, Bratislava Petržalka local city councils and the Bratislava self-governing region). During the Fair the fruitful discussions between LAs and CSOs representatives took place and the dialogue with active participants from local NGOs and local residents was initiated on development issues.

OWOP Association (CEECN):

The key objective of the project was to create a space for the debate between public institution, various NGOs and citizens in Bialystok. It is a city with 300.000 inhabitants in the north eastern Poland, located near the EU eastern border. “Be a part” was an opportunity to discuss the issues of local development as well as the implementation of cultural and educational programs. The project was conducted by NGO’s Support Centre in Bialystok (OWOP).

One of the program’s activities was a photographic competition, which promoted an active civil attitude. The competition had been concluded with an exhibition and the Conversation Café in Arsenal Art Gallery in Bialystok. The competition was open to all the inhabitants of Bialystok, who could submit pictures of different civil activities, including undertaking aimed at the integration of refugees and migrants. The topic of the final debate was the development aid in the context of refugees, as a part of local environment as well as a necessary education of the city’s inhabitants.

CRONO (CEECN):

C.R.O.N.O. – Resources Center for Nonprofit Organisations from Oltenia, implemented the project “Action Plan for Moldavian youths” that had the purpose to increase the potentiality of Craiova municipality and local CSOs to act as development agents in partnership with their counterparts from the Republic of Moldova. This was achieved by: 1/ facilitating the establishment of a mixed working group for addressing the development needs of youths form the Republic of Moldova. 2/ designing a participatory action plan for development cooperation of Moldavian youths. 3/ launching a large communication campaign on the cooperation between LAs and CSOs and the project’s achievements. As a follow up, it is expected that another project addressing the needs of the Moldavian youths in Craiova with the help of Romanian and Moldavian CSOs and Local Authorities will be implemented.

Centre for Community Organizing (CCO):

The CCO implemented a project launching a public awareness campaign on the situation of children in Tanzania, collecting support and funds for concrete support work in Tanzania through photo exhibition, discussion forums and benefit concert. The project let to the promotion of the already established cooperation between the two community Foundations Banska Bystrica (Slovakia) and Arusha (Tanzania) and the involvement of LAs, local schools and citizens in project.

 

 

WTD re-granting – Focus sur quatre projets en Slovaquie

WTD – Working Together for Development (« Travailler ensemble pour le développement ») est un projet de développement pluriannuel conçu par l’ALDA en collaboration avec 21 partenaires internationaux venant de 16 pays européens. WTD a fêté son deuxième anniversaire et entre désormais dans sa troisième année de mise en œuvre.
Le projet WTD a un impact au niveau international, national, et local. Au niveau local, un des aspects les plus importants du projet est le système de re-granting (subventions en cascade), qui permet de soutenir la création et le renforcement des partenariats entre les autorités locales et les ONG pour des actions communes dans le domaine du développement. A travers ce système, dix partenaires ont lancé des appels pour des microprojets adressés aux organisations de la société civile et aux autorités locales de leur région. Les meilleurs projets reçus ont été cofinancés à hauteur de 50%.
Nos partenaires UTC Slovaquie et CEECN ont sélectionné quatre projets en Slovaquie:
Association JOP (UTCS):
Le projet « Apricot Fair » a impliqué la communauté locale et a encouragé et promu la création d’un réseau d’acteurs locaux en les mettent en contact avec l’administration municipale. L’événement a réuni des représentants des autorités locales et de la municipalité (L’Union des villes et villages de Slovaquie, les conseils municipaux de Bratislava, de la vieille ville de Bratislava et de Bratislava Petržalka, et la région de Bratislava). L’événement a été l’occasion de discussion fructueuses entre les représentants des autorités locales et des organisations de la société civile, et d’un dialogue entre les participants des ONG locales et les résidents sur des questions de développement.

OWOP Association (CEECN):

L’objectif principal du projet était de créer un espace de débat entre les institutions publiques, des ONG et les citoyens à Bialystok – une ville de 300 000 habitants du nord-est de la Pologne, proche de la frontière orientale de l’Union européenne. Be a part (« Soyez-en ! ») a donné aux participants l’opportunité de discuter de questions de développement local ainsi que de la mise en œuvre de programmes culturels et éducatifs. Le projet a été mené par le Centre de soutien des ONG de Bialystok (OWOP).
L’une des activités du programme était un concours photo visant à promouvoir une attitude citoyenne active. La compétition s’est conclue par une exposition et une discussion à la galerie d’art « Arsenal » de Bialystok . Le concours était ouvert à tous les habitants de Bialystok, qui ont pu présenter des photos représentant différentes activités citoyennes, tels que l’engagement pour l’intégration des réfugiés et des migrants. Le débat final portait sur le thème du développement dans un environnement local accueillant des réfugiés, et sur la nécessité d’informer les habitants sur ces questions.

CRONO (CEECN):

Le C.R.O.N.O (Centre de ressources pour les organismes sans but lucratif d’Olténie) a mis en œuvre un Plan d’action pour les jeunes moldaves dans le but d’augmenter le potentiel de la municipalité de Craiova et des organisations de la société civile locales à agir comme agents de développement, en partenariat avec leurs homologues de la République de Moldavie.

Ce but a été atteint par : 1/ la mise en place d’un groupe de travail mixte pour répondre au besoins de développement des jeunes moldaves ; 2/ la conception d’un plan d’action participatif pour la coopération au développement des jeunes moldaves ; 3/ le lancement d’une importante campagne de communication sur la coopération entre les organisations de la société civile et les autorités locales et sur les résultats du projet. La mise en œuvre d’un projet de suivi est prévue pour répondre aux besoins des jeunes moldaves de Craiova, avec l’aide d’organisations roumaines et moldaves et des autorités locales.

Centre for Community Organizing – CCO :

Le CCO a lancé une campagne de sensibilisation sur la situation des enfants en Tanzanie. Des expositions photo, des forums de discussion et des concerts caritatifs ont permis de collecter des soutiens et des fonds pour permettre des actions concrètes en Tanzanie. Ce projet a permis de mettre en avant la coopération préexistante entre la Fondation Banska Bystrica (Slovaquie) et Arusha (Tanzanie), et l’implication des autorités locales, des écoles et des citoyens.

 

 

WTD: Azioni a livello locale – focus su Quattro progetti in Slovacchia.

WTD – Working Together for Development(Lavorare Insieme per lo Sviluppo) è un progetto di sviluppo pluriannuale realizzato dall’Associazione delle Agenzie della Democrazia Locale (ALDA) in collaborazione con 21 partner e associati internazionali provenienti da 16 paesi diversi dell’Europa allargata. Il progetto WTD è entrato nel suo terzo anno di implementazione.

Il WTD ha un impatto a livello internazionale, nazionale e ovviamente locale. Una delle componenti più importanti del progetto che influisce a livello locale supportando la creazione e il rafforzamento dei rapporti tra Autorità Locali e ONG per unire le forze nel campo dello sviluppo, è la componente dell’azione a livello locale. Attraverso l’azione a livello locale, i 10 partners hanno avanzato proposte per piccoli progetti per le organizzazioni delle società civili e per le autorità locali nelle loro aree. I migliori progetti proposti sono stati co-finanziati fino al 50%.

Associatione JOP (UTCS):
Il progetto Apricot Fair ha attivato comunità locali, incoraggiato e promosso la creazione di un network di attori locali e li ha connessi col governo municipale. L’evento è stato tenuto dai rappresentanti delle autorità locali e da enti locali (l’Unione dei Paesi e delle Città della Slovacchia, il comune di Bratislava, la città antica di Bratislava, i comuni locali di Bratislava Petržalka e la regione auto-governativa di Bratislava). Durante l’evento si è avuta una proficua discussione tra i rappresentanti di autorità locali e CSO, e si è avviato il dialogo su temi di sviluppo con partecipanti attivi dalle ONG locali e residenti locali.

Associazione OWOP (CEECN):

L’obiettivo chiave del progetto era di creare uno spazio per il dibattito tra istituzioni pubbliche, varie ONG e cittadini a Bialystok.Bialystok è una città di 3000.000 abitanti nel nord-est della Polonia, situata vicino al confine orientale dell’UE. “Essere parte” è stata un’opportunità per discutere i temi dello sviluppo locale e dell’implementazione dei programmi didattici e culturali. Il progetto è stato concluso dal Centro di Supporto della ONG a Bialystok (OWOP).
Una delle attività del progetto è stata una gara fotografica, che promuoveva un atteggiamento civile attivo. La gara si è conclusa con un’esibizione e la Conversation Café nell’Arsenal Art Gallery di Bialystok.La gara era aperta a tutti gli abitanti di Bialystok, i quali potevano presentare immagini di svariate attività civili, incluse le missioni volte all’integrazione dei rifugiati e degli immigrati. L’oggetto del dibattito finale era il supporto allo sviluppo nell’ambito dei rifugiati, come parte integrante dell’ambiente locale e come educazione necessaria ai cittadini.

CRONO (CEECN):

C.R.O.N.O. – Centro Risorse per Organizzazioni No-profit dall’Oltenia, ha implementato il progetto “Action Plan for Moldavian youths” – Piano d’Azione per I giovani della Moldavia – che aveva l’obiettivo di accrescere la potenzialità della comunità di Craiova e di CSO locali per operare come agenti di sviluppo in relazione con le loro controparti della Repubblica Moldava. L’obietto si è concretizzato: 1/ facilitando lo stabilimento di un gruppo di lavoro misto per indirizzare le necessità di sviluppo dei giovani della Repubblica Moldava. 2/ progettando un piano di azione partecipativa per lo sviluppo della cooperazione di giovani moldavi.3/ lanciando una grande campagna di comunicazione sulla cooperazione tra autorità locali e CSO e successi del progetto.In seguito, ci si aspetta che, con l’aiuto di CSO Romene e Moldave, venga implementato un altro progetto dedicato ai bisogni dei giovani moldavi a Craiova.

Centro per l’Organizzazione della Comunità (CCO)

Il CCO ha implementato un progetto lanciando una campagna di sensibilizzazione pubblica sulla situazione dei bambini in Tanzania, collezionando aiuti e fondi per il lavoro concreto di supporto in Tanzania attraverso l’esibizione di foto, forum di discussione e concerti benefici. Il progetto porta alla promozione della cooperazione già stabilita tra due comunità: la fondazione Banska Bystrica (Slovacchia) e Arusha (Tanzania), con la partecipazione nel progetto di autorità locali, scuole locali e cittadini.

 

 

WTD: Действия на местном уровне – в центре внимания четыре проекта в Словакии.

WTD – Working Together for Development (Работать Вместе для Развития) – это многолетний проект, осуществленный Ассоциацией агентств местной демократии (ALDA) в сотрудничестве с 21 партнером и международными участниками из 16 различных стран расширенной Европы. Проект WTD вступил в третий год реализации.
WTD имеет влияние на международном, национальном и, естественно, местном уровне. Одним из самых важных компонентов проекта, который влияет на местном уровне, поддерживая создание и усиление отношений между местными властями и неправительственными организациями для объединения усилий в сфере развития, является воздействие на местном уровне. Через воздействие на местном уровне, 10 партнеров выдвинули предложения маленьких проектов для организаций гражданского общества и для местных властей на их территориях. Лучшие предложенные проекты были совместно финансированы на 50 %.
Наши партнеры UTC Словакия и CEECN отобрали четыре проекта в Словацкой Республике:
Ассоциация JOP (UTCS):
Проект Apricot Fair привел в действие местные сообщества, воодушевил и продвинул создание сети местных действующих лиц и связал их с муниципальным правительством. Мероприятие провели представители местных властей и местных организаций (Союз Сёл и Городов Словакии, муниципалитета Братиславы, древнего города Братислава, местных муниципалитетов Братислава Петржалка и регион самоуправления Братислава). В ходе мероприятия прошло плодотворное обсуждение между представителями местных властей и организациями гражданского общества, и начался диалог по темам развития с активными участниками местных неправительственных организаций и местными жителями.

Ассоциация OWOP (CEECN):

Ключевая цель проекта состояла в том, чтобы создать пространство для обсуждения между государственными учреждениями, различными неправительственными организациями и гражданами в Белостоке. Белосток – город 3000.000 жителей на северо-востоке Польши, расположенный на восточной границе ЕС. “Быть частью” стало возможностью для обсуждения темы местного развития и внедрения обучающих и культурных программ. Проект был проведен Центром Поддержки неправительственных организаций Белостока (OWOP).
Одним из мероприятий проекта стало фотографическое соревнование, целью которого было продвижение гражданского активного поведения. Соревнование закончилось показом и Conversation Café в Arsenal Art Gallery Белостока. Соревнование было открыто для всех жителей Белостока, которые могли представить изображения разнообразной гражданской деятельности, в том числе направленной на интеграцию беженцев и иммигрантов. Предметом конечного обсуждения была поддержка развития в сфере беженцев, как неотъемлемая часть местной среды и в качестве воспитания гражданских чувств.

CRONO (CEECN):

Центр Ресурсов для некоммерческих организаций из Олтении запустил проект “План действий для молдавской молодежи”, целью которого было увеличение возможностей сообщества Крайова и местных организаций гражданского общества, для того, чтобы выступать в качестве действующих лиц развития отношений с оппонентами из Республики Молдавия. Цель конкретизировалась: 1/ облегчая создание смешанной рабочей группы, чтобы направить потребности в развитии молодежи из Республики Молдавия. 2/ разрабатывая план активных действий для развития сотрудничества молдавской молодежи. 3/ запуская большую информационную кампанию о сотрудничестве между местными властями и организациями гражданского общества и об успехах проекта. Далее ожидается, что с помощью Румынских и Молдавских организаций гражданского общества, будет осуществлен другой проект, посвященный нуждам молдавской молодежи в Крайова.

Центр по организации сообщества (CCO):

CCO осуществил проект, запустив кампанию по сенсибилизации общественности в отношении ситуации детей в Танзании, собирая помощь и фонды для конкретной работы по поддержке в Танзании посредством демонстрации фотографий, организации форума для обсуждения и благотворительных концертов. Проект ведет к продвижению сотрудничества, уже установленного между двумя сообществами: фондом Банска Бистрица (Словакия) и Аруша (Танзания), при участии в проекте местных властей, местных школ и граждан.

 

 

WTD program malih grantova – fokus na četiri projekta u Slovačkoj

WTD – Radeći zajedno za razvoj je višegodišnji razvojni projekat osmišljen od strane Asocijacije agencija lokalne demokratije (ALDA) u saradnji sa međunarodnim partnerima i 21 saradnikom koji dolaze iz 16 različitih zemalja Evrope. WTD projekat je ušao u treću godinu realizacije.

WTD ima uticaja kako na međunarodni, nacionalni , tako i na lokalni nivo. Jedna od najvažnijih komponenti projekta je program malih grantova koji omogućuje uticaj na lokalnom nivou kroz podršku kreiranju i jačanju partnerstva između lokalnih vlasti i NVO za zajedničke projekte u oblasti razvoja. Kroz ovu komponentu, 10 partnera je raspisalo konkurs za male projekte za organizacije civilnog društva i lokalne vlasti, na njihovoj teritoriji. Najbolji projekti bili su sufinansirani do 50% .

Naši partneri u UTC Slovačka i CEECN izabrali četiri projekta u Slovačkoj:
JOP Udruženje ( UTCS ) :
Projekat Sajma kajsije je aktivirao lokalnu zajednicu, podstakao i promovisao stvaranje mreže lokalnih aktera, koja je povezana sa loaklnom samoupravom. Skupu su prisustvovali predstavnici lokalnih vlasti (Unija gradova i opština Slovačke, Gradskog veća Bratislave, Stari grad Bratislava, Bratislava Petržalka lokalni gradski savet i Bratislava samoupravni regiona). Tokom sajma održane su diskusije između predstavnika OCD i loklani vlasti, a takođe je bio pokrenut dijalog sa aktivnim učesnicima iz lokalnih nevladinih organizacija i građana o razvojnim pitanjima.

Udruženje OVOP ( CEECN ) :

Ključni cilj projekta je bilo stvaranje prostora za debatu između javnih institucija, NVO i građana u Bialistoku. To je grad sa 300.000 stanovnika u severoistočnom delu Poljske, koji se nalazi se u blizini istočne granice Evropske unije. Projekat ” Bud deo ” je predstavljao priliku da se razgovara o pitanjima lokalnog razvoja, kao i o sprovođenju kulturnih i obrazovnih programa. Projekat je sproveo Centar za podršku NVO u Bialistoku (OVOP ) .

Jedna od aktivnosti programa je bio foto konkurs, koji je imao za cilj promovisanje aktivnog građanstva . Konkurs je zaključen izložbom u kafeu Razgovor, u Arsenal Art galeriji u Bialistoku. Konkurs je bio otvoren za sve građane, koji su mogli da predstave slike različitih građanskih aktivnosti, uključujući i one usmerene na integraciju izbeglica i migranata . Tema finalne debate bila je razvojna pomoć u kontekstu izbeglica, kao deo lokalne sredine, kao i neophodnu edukaciju stanovnika grada .

CRONO ( CEECN ) :

C.R.O.N.O. – Resursi Centar za neprofitne organizacije iz Oltenije, realizovao je projekat “Akcioni plan za moldavske mlade ” koji je imao za cilj da poveća potencijal opštine Krajova i lokalnim OCD da deluju kao akteri razvoja u saradnji sa svojim kolegama iz Moldavije.

Ovo je postignuto kroz : 1 / osnivanje mešovite radne grupe za rešavanje razvojnih potreba mladih iz Moldavije . 2 / projektovanje participativnog akcionog plana za razvojnu saradnju mladih.3 / pokretanje velike medijske kampanje o saradnji loaklnih vlasti i OCD i rezultatima projekta . Kao nastavak, očekuje se da će još jedan projekat koji se bavi potrebama moldavskih mladih u Krajovi, uz pomoć rumunskih i moldavskih OCD i lokalnih vlasti, biti implementiran.

Centar za organizovanje zajednice ( CCO ) :

CCO je implementirao projekat kroz pokretannje kampanju podizanja svesti javnosti o položaju dece u Tanzaniji, prikupljanje podrške i sredstava za radu u Tanzaniji kroz izložbu fotografija, forume-debate i dobrotvorne koncerte. Projekat je doprineo na promociji već uspostavljene saradnje između dve fondacijama BanskaBistrica (Slovačka ) i Aruša (Tanzanija ) i uključivanje lokalnih vlasti, lokalnih škola i građana u projektu.

WTD – Working Together for Development is a multi-annual development project designed by the Association of Local Democracy Agencies (ALDA) in cooperation with 21 international partners and associates coming from 16 different countries of the enlarged Europe. The WTD project entered its third year of implementation.

The WTD impacts at international, national, as well as local level. One of the most important components of the project to impact on the local level by supporting the creation and strengthening of partnerships between Local Authorities and NGOs for joint actions in the field of development is its re-granting component. Through the re-granting scheme, the 10 partners launched a call for small projects for civil society organizations and local authorities in their area. The best projects received were co-financed up to 50%.

Our partners UTC Slovakia and CEECN selected four projects in Slovakia:

JOP Association (UTCS):

The Apricot Fair’s project activated local community, encouraged and promoted the creation of a network of local players and connected them with the municipal government. The event was attended by representatives of local authorities and the municipality (The Union of Towns and Cities of Slovakia, the Bratislava city council, Bratislava Old Town, Bratislava Petržalka local city councils and the Bratislava self-governing region). During the Fair the fruitful discussions between LAs and CSOs representatives took place and the dialogue with active participants from local NGOs and local residents was initiated on development issues.

OWOP Association (CEECN):

The key objective of the project was to create a space for the debate between public institution, various NGOs and citizens in Bialystok. It is a city with 300.000 inhabitants in the north eastern Poland, located near the EU eastern border. “Be a part” was an opportunity to discuss the issues of local development as well as the implementation of cultural and educational programs. The project was conducted by NGO’s Support Centre in Bialystok (OWOP).

One of the program’s activities was a photographic competition, which promoted an active civil attitude. The competition had been concluded with an exhibition and the Conversation Café in Arsenal Art Gallery in Bialystok. The competition was open to all the inhabitants of Bialystok, who could submit pictures of different civil activities, including undertaking aimed at the integration of refugees and migrants. The topic of the final debate was the development aid in the context of refugees, as a part of local environment as well as a necessary education of the city’s inhabitants.

CRONO (CEECN):

C.R.O.N.O. – Resources Center for Nonprofit Organisations from Oltenia, implemented the project “Action Plan for Moldavian youths” that had the purpose to increase the potentiality of Craiova municipality and local CSOs to act as development agents in partnership with their counterparts from the Republic of Moldova. This was achieved by: 1/ facilitating the establishment of a mixed working group for addressing the development needs of youths form the Republic of Moldova. 2/ designing a participatory action plan for development cooperation of Moldavian youths. 3/ launching a large communication campaign on the cooperation between LAs and CSOs and the project’s achievements. As a follow up, it is expected that another project addressing the needs of the Moldavian youths in Craiova with the help of Romanian and Moldavian CSOs and Local Authorities will be implemented.

Centre for Community Organizing (CCO):

The CCO implemented a project launching a public awareness campaign on the situation of children in Tanzania, collecting support and funds for concrete support work in Tanzania through photo exhibition, discussion forums and benefit concert. The project let to the promotion of the already established cooperation between the two community Foundations Banska Bystrica (Slovakia) and Arusha (Tanzania) and the involvement of LAs, local schools and citizens in project.

 

 

WTD re-granting – Focus sur quatre projets en Slovaquie

WTD – Working Together for Development (« Travailler ensemble pour le développement ») est un projet de développement pluriannuel conçu par l’ALDA en collaboration avec 21 partenaires internationaux venant de 16 pays européens. WTD a fêté son deuxième anniversaire et entre désormais dans sa troisième année de mise en œuvre.
Le projet WTD a un impact au niveau international, national, et local. Au niveau local, un des aspects les plus importants du projet est le système de re-granting (subventions en cascade), qui permet de soutenir la création et le renforcement des partenariats entre les autorités locales et les ONG pour des actions communes dans le domaine du développement. A travers ce système, dix partenaires ont lancé des appels pour des microprojets adressés aux organisations de la société civile et aux autorités locales de leur région. Les meilleurs projets reçus ont été cofinancés à hauteur de 50%.
Nos partenaires UTC Slovaquie et CEECN ont sélectionné quatre projets en Slovaquie:
Association JOP (UTCS):
Le projet « Apricot Fair » a impliqué la communauté locale et a encouragé et promu la création d’un réseau d’acteurs locaux en les mettent en contact avec l’administration municipale. L’événement a réuni des représentants des autorités locales et de la municipalité (L’Union des villes et villages de Slovaquie, les conseils municipaux de Bratislava, de la vieille ville de Bratislava et de Bratislava Petržalka, et la région de Bratislava). L’événement a été l’occasion de discussion fructueuses entre les représentants des autorités locales et des organisations de la société civile, et d’un dialogue entre les participants des ONG locales et les résidents sur des questions de développement.

OWOP Association (CEECN):

L’objectif principal du projet était de créer un espace de débat entre les institutions publiques, des ONG et les citoyens à Bialystok – une ville de 300 000 habitants du nord-est de la Pologne, proche de la frontière orientale de l’Union européenne. Be a part (« Soyez-en ! ») a donné aux participants l’opportunité de discuter de questions de développement local ainsi que de la mise en œuvre de programmes culturels et éducatifs. Le projet a été mené par le Centre de soutien des ONG de Bialystok (OWOP).
L’une des activités du programme était un concours photo visant à promouvoir une attitude citoyenne active. La compétition s’est conclue par une exposition et une discussion à la galerie d’art « Arsenal » de Bialystok . Le concours était ouvert à tous les habitants de Bialystok, qui ont pu présenter des photos représentant différentes activités citoyennes, tels que l’engagement pour l’intégration des réfugiés et des migrants. Le débat final portait sur le thème du développement dans un environnement local accueillant des réfugiés, et sur la nécessité d’informer les habitants sur ces questions.

CRONO (CEECN):

Le C.R.O.N.O (Centre de ressources pour les organismes sans but lucratif d’Olténie) a mis en œuvre un Plan d’action pour les jeunes moldaves dans le but d’augmenter le potentiel de la municipalité de Craiova et des organisations de la société civile locales à agir comme agents de développement, en partenariat avec leurs homologues de la République de Moldavie.

Ce but a été atteint par : 1/ la mise en place d’un groupe de travail mixte pour répondre au besoins de développement des jeunes moldaves ; 2/ la conception d’un plan d’action participatif pour la coopération au développement des jeunes moldaves ; 3/ le lancement d’une importante campagne de communication sur la coopération entre les organisations de la société civile et les autorités locales et sur les résultats du projet. La mise en œuvre d’un projet de suivi est prévue pour répondre aux besoins des jeunes moldaves de Craiova, avec l’aide d’organisations roumaines et moldaves et des autorités locales.

Centre for Community Organizing – CCO :

Le CCO a lancé une campagne de sensibilisation sur la situation des enfants en Tanzanie. Des expositions photo, des forums de discussion et des concerts caritatifs ont permis de collecter des soutiens et des fonds pour permettre des actions concrètes en Tanzanie. Ce projet a permis de mettre en avant la coopération préexistante entre la Fondation Banska Bystrica (Slovaquie) et Arusha (Tanzanie), et l’implication des autorités locales, des écoles et des citoyens.

 

 

WTD: Azioni a livello locale – focus su Quattro progetti in Slovacchia.

WTD – Working Together for Development(Lavorare Insieme per lo Sviluppo) è un progetto di sviluppo pluriannuale realizzato dall’Associazione delle Agenzie della Democrazia Locale (ALDA) in collaborazione con 21 partner e associati internazionali provenienti da 16 paesi diversi dell’Europa allargata. Il progetto WTD è entrato nel suo terzo anno di implementazione.

Il WTD ha un impatto a livello internazionale, nazionale e ovviamente locale. Una delle componenti più importanti del progetto che influisce a livello locale supportando la creazione e il rafforzamento dei rapporti tra Autorità Locali e ONG per unire le forze nel campo dello sviluppo, è la componente dell’azione a livello locale. Attraverso l’azione a livello locale, i 10 partners hanno avanzato proposte per piccoli progetti per le organizzazioni delle società civili e per le autorità locali nelle loro aree. I migliori progetti proposti sono stati co-finanziati fino al 50%.

Durante l’evento si è avuta una proficua discussione tra i rappresentanti di autorità locali e CSO, e si è avviato il dialogo su temi di sviluppo con partecipanti attivi dalle ONG locali e residenti locali.

Associazione OWOP (CEECN):

L’obiettivo chiave del progetto era di creare uno spazio per il dibattito tra istituzioni pubbliche, varie ONG e cittadini a Bialystok.Bialystok è una città di 3000.000 abitanti nel nord-est della Polonia, situata vicino al confine orientale dell’UE. “Essere parte” è stata un’opportunità per discutere i temi dello sviluppo locale e dell’implementazione dei programmi didattici e culturali. Il progetto è stato concluso dal Centro di Supporto della ONG a Bialystok (OWOP).
Una delle attività del progetto è stata una gara fotografica, che promuoveva un atteggiamento civile attivo. La gara si è conclusa con un’esibizione e la Conversation Café nell’Arsenal Art Gallery di Bialystok.La gara era aperta a tutti gli abitanti di Bialystok, i quali potevano presentare immagini di svariate attività civili, incluse le missioni volte all’integrazione dei rifugiati e degli immigrati. L’oggetto del dibattito finale era il supporto allo sviluppo nell’ambito dei rifugiati, come parte integrante dell’ambiente locale e come educazione necessaria ai cittadini.

CRONO (CEECN):

C.R.O.N.O. – Centro Risorse per Organizzazioni No-profit dall’Oltenia, ha implementato il progetto “Action Plan for Moldavian youths” – Piano d’Azione per I giovani della Moldavia – che aveva l’obiettivo di accrescere la potenzialità della comunità di Craiova e di CSO locali per operare come agenti di sviluppo in relazione con le loro controparti della Repubblica Moldava. L’obietto si è concretizzato: 1/ facilitando lo stabilimento di un gruppo di lavoro misto per indirizzare le necessità di sviluppo dei giovani della Repubblica Moldava. 2/ progettando un piano di azione partecipativa per lo sviluppo della cooperazione di giovani moldavi.3/ lanciando una grande campagna di comunicazione sulla cooperazione tra autorità locali e CSO e successi del progetto.In seguito, ci si aspetta che, con l’aiuto di CSO Romene e Moldave, venga implementato un altro progetto dedicato ai bisogni dei giovani moldavi a Craiova.

Centro per l’Organizzazione della Comunità (CCO)

WTD – Working Together for Development (Работать Вместе для Развития) – это многолетний проект, осуществленный Ассоциацией агентств местной демократии (ALDA) в сотрудничестве с 21 партнером и международными участниками из 16 различных стран расширенной Европы. Проект WTD вступил в третий год реализации.
WTD имеет влияние на международном, национальном и, естественно, местном уровне. Одним из самых важных компонентов проекта, который влияет на местном уровне, поддерживая создание и усиление отношений между местными властями и неправительственными организациями для объединения усилий в сфере развития, является воздействие на местном уровне. Через воздействие на местном уровне, 10 партнеров выдвинули предложения маленьких проектов для организаций гражданского общества и для местных властей на их территориях. Лучшие предложенные проекты были совместно финансированы на 50 %.

Ассоциация OWOP (CEECN):

Соревнование было открыто для всех жителей Белостока, которые могли представить изображения разнообразной гражданской деятельности, в том числе направленной на интеграцию беженцев и иммигрантов. Предметом конечного обсуждения была поддержка развития в сфере беженцев, как неотъемлемая часть местной среды и в качестве воспитания гражданских чувств.

CRONO (CEECN):

Центр Ресурсов для некоммерческих организаций из Олтении запустил проект “План действий для молдавской молодежи”, целью которого было увеличение возможностей сообщества Крайова и местных организаций гражданского общества, для того, чтобы выступать в качестве действующих лиц развития отношений с оппонентами из Республики Молдавия. Цель конкретизировалась: 1/ облегчая создание смешанной рабочей группы, чтобы направить потребности в развитии молодежи из Республики Молдавия. 2/ разрабатывая план активных действий для развития сотрудничества молдавской молодежи. 3/ запуская большую информационную кампанию о сотрудничестве между местными властями и организациями гражданского общества и об успехах проекта. Далее ожидается, что с помощью Румынских и Молдавских организаций гражданского общества, будет осуществлен другой проект, посвященный нуждам молдавской молодежи в Крайова.

Центр по организации сообщества (CCO):

CCO осуществил проект, запустив кампанию по сенсибилизации общественности в отношении ситуации детей в Танзании, собирая помощь и фонды для конкретной работы по поддержке в Танзании посредством демонстрации фотографий, организации форума для обсуждения и благотворительных концертов. Проект ведет к продвижению сотрудничества, уже установленного между двумя сообществами: фондом Банска Бистрица (Словакия) и Аруша (Танзания), при участии в проекте местных властей, местных школ и граждан.

 

 

WTD program malih grantova – fokus na četiri projekta u Slovačkoj

WTD – Radeći zajedno za razvoj je višegodišnji razvojni projekat osmišljen od strane Asocijacije agencija lokalne demokratije (ALDA) u saradnji sa međunarodnim partnerima i 21 saradnikom koji dolaze iz 16 različitih zemalja Evrope. WTD projekat je ušao u treću godinu realizacije.

WTD ima uticaja kako na međunarodni, nacionalni , tako i na lokalni nivo. Jedna od najvažnijih komponenti projekta je program malih grantova koji omogućuje uticaj na lokalnom nivou kroz podršku kreiranju i jačanju partnerstva između lokalnih vlasti i NVO za zajedničke projekte u oblasti razvoja. Kroz ovu komponentu, 10 partnera je raspisalo konkurs za male projekte za organizacije civilnog društva i lokalne vlasti, na njihovoj teritoriji. Najbolji projekti bili su sufinansirani do 50% .

Naši partneri u UTC Slovačka i CEECN izabrali četiri projekta u Slovačkoj:

Projekat Sajma kajsije je aktivirao lokalnu zajednicu, podstakao i promovisao stvaranje mreže lokalnih aktera, koja je povezana sa loaklnom samoupravom. Skupu su prisustvovali predstavnici lokalnih vlasti (Unija gradova i opština Slovačke, Gradskog veća Bratislave, Stari grad Bratislava, Bratislava Petržalka lokalni gradski savet i Bratislava samoupravni regiona). Tokom sajma održane su diskusije između predstavnika OCD i loklani vlasti, a takođe je bio pokrenut dijalog sa aktivnim učesnicima iz lokalnih nevladinih organizacija i građana o razvojnim pitanjima.

Strasbourg - Meetings of ALDA Governing Board and Scientific Committee

On 25 February, ALDA’s Governing Board (GB) met at the Council of Europe, in Strasbourg, France. Andreas Kiefer, Secretary General of the Congress of Local and Regional Authorities, opened the work. The GB discussed a number of matters related to ALDA’s work to support local democracy in Europe and its Neighborhood.
The first meeting of the association’s Scientific Committee also took place on the same day. Mrs Antonella Cagnolati was elected President of the Committee. Role of the Committee is to elaborate suggestions, recommendations, and statements on ALDA’s activities and on specific issues, addressing the GB.

"Europe has been a great added value for the protection of consumers" - First steps for the constitution of the Regional Action Committee of the European Movement - Veneto Region

“Europe has been a great added value for the protection of consumers”

Hosted by the Centre for Human Rights in Padova (IT), ALDA promoted the first steps for the constitution of the Regional Action Committee of the European Movement of the Veneto Region. At the meeting were present the President of CIME (Comitato Italiano per il Movimento Europeo), Virgilio Dastoli, the Director of the Magazine l’Unità Europa, Giorgio Anselmi, Prof Marco Mascia, director of the Centre for Human Rights and Member of the Presidency Board of CIME, Diego Bottacin, of the European Commission of the Region Veneto and Matteo Moschini, from the Regional section of the Movement Defending Consumer Rights. Many others European oriented networks have confirmed their support to the initiative.

“We would like to create a network of pro European oriented stakeholders” in the Veneto regions, share our activities and develop synergies for a better impact”, said the Director of ALDA, Antonella Valmorbida. The next step is to draft a Memorandum that will be sent for subscription to all the Members of CIME present in Veneto Region, adding also the other European movements and association present in the area. Other targets will need to be reached by identifying possibilities of cooperation.

“We need to share with citizens – in such a difficult moment – why Europe has been and is a real added value. I am working as a lawyer and represent the Movement Defending Consumers. Many in not so many other cases, Europe has shown it added value as for consumers. It increased a common legislation which is clearer and more complete for everybody. Now the labels are standardized and we expect to have all the same information. Legislation gives us also the possibility to act in case of beach of these rules. We need to work hard to raise the awareness of citizens towards the european Parliamentary elections and let’s vote for Europe”.

At the meeting were present the President of CIME (Comitato Italiano per il Movimento Europeo), Virgilio Dastoli, the Director of the Magazine l’Unità Europa, Giorgio Anselmi, Prof Marco Mascia, director of the Centre for Human Rights and Member of the Presidency Board of CIME, Diego Bottacin, of the European Commission of the Region Veneto and Matteo Moschini, from the Regional section of the Movement Defending Consumer Rights. Many others European oriented networks have confirmed their support to the initiative.

“We would like to create a network of pro European oriented stakeholders” in the Veneto regions, share our activities and develop synergies for a better impact”, said the Director of ALDA, Antonella Valmorbida. The next step is to draft a Memorandum that will be sent for subscription to all the Members of CIME present in Veneto Region, adding also the other European movements and association present in the area. Other targets will need to be reached by identifying possibilities of cooperation.

“We need to share with citizens – in such a difficult moment – why Europe has been and is a real added value. I am working as a lawyer and represent the Movement Defending Consumers. Many in not so many other cases, Europe has shown it added value as for consumers. It increased a common legislation which is clearer and more complete for everybody. Now the labels are standardized and we expect to have all the same information. Legislation gives us also the possibility to act in case of beach of these rules. We need to work hard to raise the awareness of citizens towards the european Parliamentary elections and let’s vote for Europe”.

Final event of the project POPEYE: International conference in Strasbourg at the Maison de la Région Alsace

The Association of Local Democracy Agencies (ALDA) in cooperation with the Region Alsace will kick-off on Monday, 24 February the international conference on “Active youth for local development: the example of organic production”.
The event will be an occasion to discuss the role of youth in local and regional public life with special focus on issues related to organic production. ALDA President Mr Oriano Otocan, ALDA’s Director Ms Antonella Valmorbida, Ms Lilla Merabet, in her role of both Vice-President of the Committee on “Youth and Social and Solidarity-based Economy” of the Region Alsace and President of the Sub-Committee on Youth of the Assembly of European Regions (AER) as well as Ms Tina Mulcahy, Acting Head of the Youth Department of the Council of Europe will be among the speakers of the panel.
The conference will kick-off the final event of the European project POPEYE – Promoting Organic Production, Enhancing Youth Employment that will be held from 24-26 February. The aim of the project is to involve disadvantaged youngsters from rural areas in their territories’ life and to provide them with a deep understanding of their areas’ economic and environmental demands as well as of their potential role in local public life. As many as 280 participants aged 15-25 from 7 rural communities in 5 different countries (Italy, Bulgaria, Croatia, Cyprus and Estonia) have been educated in being active citizens and in promoting environmental protection and organic production as means to foster the economic development of their territory. By providing these young people with professional contacts of organic farmers and training them on ICT tools, the project has been contributing to promote their access into the labour market, too.
The Strasbourg event will gather together more than 100 young participants from the 5 countries aforementioned and local youngsters to share experience and good practices on youth participation in community’s life. It will also be an occasion for exchanging professional contacts and get to know more about traineeship opportunities abroad in the organic sector.

EYCA resolution on the current situation in Ukraine

Resolution adopted on 20th Feb 2014, at the General Assembly of  the European Year of Citizens Alliance (EYCA)

(grouping over 60 Civil Society European Networks and 20 National Alliances).
These last days in Ukraine’s streets people has been dying by dozens. This has to be stopped.
As organised civil society in the European Union, we know what Ukrainian citizens aspire to: democracy, solidarity, transparency, social equity and social inclusion, civil peace…
Ukrainian authorities are the first responsible for the growing barbarity as they have refused engaging in a consistent dialogue with civil society.
Ukrainian citizens should not have to choose between giving-up their expectations or entering a civil war already fuelled by those promoting the worse.
We ask EU leaders, European and national ones, to take strong initiatives immediately supporting Ukrainian citizens, initiatives which should aim at reinforcing peaceful resolution of the confrontation about the country’s future.

ALDA in Tunisia: steering committee of the CAELECTRAND project with Lam Echaml and Metamorphosis

The three partners launched the project Caelectrand ” Citoyenneté active, élections et transition démocratique in Tunisie”. The project is a genuine idea for another kind of active citizenship tools, mixing on-line and off-line participatory instruments, which will enable the Tunisian citizens to follow their forthcoming electoral debates, give independent and non-biased information on the process and provide platforms of exchange on current topics.
To this purpose, the project uses a combination of citizen panels and an on-line based platform, in order to secure deep and diverse participation of Tunisian citizens during this particularly sensitive period in Tunisian democratic process. This project is also a new methodology developed by the partners that is financed by the European Instrument for Democracy and Human Rights.
ALDA was represented by Mrs Biljana Zasova, Head of Programmes Implementation from the office in Strasbourg.

Cercavamo la pace - Partecipa allo studio di Osservatorio Balcani e Caucaso!

Osservatorio Balcani e Caucaso ha lanciato “Cercavamo la pace”, impegnandosi a studiare il potenziale, i limiti, l’eredità e le prospettive dell’intervento della società civile italiana nei Balcani dal 1991 al 2000. Si è trattato di un capitolo importante della storia sociale e politica del nostro paese e dell’intera Europa, la cui memoria non va perduta ma anzi recuperata.

Se avete partecipato alla mobilitazione, o conoscete qualcuno che lo ha fatto, potete contribuire alla ricerca condividendo la vostra esperienza personale attraverso la compilazione del questionario. Le informazioni raccolte verranno utilizzate per ricostruire quest’esperienza, che ad oggi non è ancora stata rielaborata e il cui lascito di testimonianze e documenti rischia di essere disperso.
La compilazione richiede soltanto una decina di minuti, ma il contributo di ciascuno è molto importante per la riuscita della ricerca! L’obiettivo è infatti quello di raccogliere almeno 400 risposte.

ALDA and its members and partners in Trentino (IT) - A great partnership for three Local Democracy Agencies

The members and partners in Trentino have been, and are, fantastic partners for three Local Democracy Agencies. Tavolo Trentino per i Balcani has been supporting for many years now the LDA Kosovo based in Peja/Pec, and they have developed several activities, mainly in Local Economic Development, around sustainable tourism, youth empowerment and local governance. They also support with best practices exchanges and support the LDA Central and Southern Serbia and its branch in Kraljevo, dealing in women’ rights and social issues. The Association Project for Prijedor is the pillar of activities of the LDA Prijedor in Bosnia Herzegovina, promoting constant social support with a vast long distance support programme.
The Director of ALDA, Antonella Valmorbida, visited them to identify common ground of cooperation for 2014.
Not far from Trento, ALDA has developed a tight partnership with the Fondazione Opear Campana dei Caduti, in Rovereto, promoting activities for Peace. They are active members of ALDA and this year specific activities will be dedicated also to the commemoration of the First World War. They are also working together with Osservatorio Balcani e Causaso, which is a major partner of ALDA in the information field.
