Continuing our efforts to work in the Mediterranean region - Southern Neighbourhood Forum for Civil Society

A major new initiative for the Southern Mediterranean, aimed at an enhanced and more strategic engagement with civil society, has been launched in Brussels, at the first Southern Mediterranean Civil Society Forum. Representatives of more than 150 civil society organisations, academics, media, government representatives and international organisations from the Southern Neighbourhood and Europe were present at the launch, at which participants outlined the results of a year-long consultation between the EU and civil society, and marked out the next steps in this process.

Speaking at today’s Forum, ENP Commissioner Štefan Füle asked that, “the Southern Mediterranean Civil Society Forum becomes a standing commitment to cooperation and engagement to work together towards the betterment of peoples’ lives in the Southern Mediterranean.”

The initiative aims at the creation of mechanisms for sustained, structured dialogue between civil society, the authorities and the EU at a regional level. The structured dialogue will allow civil society representatives to express their views about EU policies in the region and, more broadly, about the policy priorities needed to improve the lives of the people. It is expected that representatives of national authorities from the partner countries will also participate.

The EU will provide funding of up to €1 million, to cover a pilot phase of one year: this will, inter alia, help finance a series of joint learning and training modules for civil society and government officials; dedicated workshops on regional problems such as refugees, migration and environment; the enhancement and capacity development of civil society platforms and networks, as well as the creation of comprehensive communications resources to allow for easier access to information and exchange.

Commissioner Füle said “the language might seem complex, with words such as structures and mechanisms, but what we are trying to establish is the creation of the necessary space, conditions, freedoms and means to allow inclusive dialogue to flourish.” He underlined that “the consultation process with civil society has been open, exploratory and bottom-up without any pre-conceived concept of the structures and mechanisms.”

The event, jointly organised by the European Commission, the European External Action Service and the European Economic and Social Committee, follows a year-long consultation process between the EU and Civil Society organisations aimed at improving dialogue between civil society, the EU and the authorities, and promoting reform in the region. The process will now continue with the announced pilot phase, and the results of those actions will be reported back at the next Southern Mediterranean Civil Society Forum in June 2015.

This event follows on other initiatives taken by the EU to improve engagement with civil society and increase support, notably the establishment of the Neighbourhood Civil Society Facility.

In an effort to collect resources to establish the future Local Democracy Agency in Dnipropetrovsk, Ukraine, ALDA has decided to think out of the box and find new tools. For this, we are launching our campaign on the crowd funding platform GivenGain.

Looking forward for reforms in Eastern Partnership (EaP) Countries

On the 28th of April 2014, ALDA participated in a conference organised by CORLEAP of the Committee of the Regions in Brussels, discussing reforms and that Eastern Partnership countries need to undergo to achieve better devolution of state powers, deeper decentralisation and fiscal autonomy.

Decentralisation is an important aspect of any democratic transformation as it enables citizens to exert real influence over the local decision-making process. While there is no ‘best model’ for decentralisation, the experience of the EU member states shows that decentralised executives are generally more efficient and cost effective as well as more aware of the local needs.

Among the panellists of the conference was ALDA’s partner in Azerbaijan, Mr Samir Aliyev, representing the Centre for Support for Economic Initiatives and NGO Alliance for Municipality Development (BiNA) who presented the situation in Azerbaijan and discussed necessary steps towards making progress in local self-governance policies.

Belarus, support civil society and local authorities working together

In Gomel, last Saturday, an important meeting within the civil society groups of the region, actively involved in local governance development and the empowerment of Civil Society, took place.

The Director of ALDA, Mrs. Antonella Valmorbida, accompanied the President of the Lev Sapieha Foundation, Miroslav Kobasa. They were hosted by the local partners of different citizens’ initiatives. The value of possible decentralisation and the involvement of citizens were presented as well the European best practices in the matter.

“In order to steer reforms, we need a political will, support of citizens, experts that provide guidance and people that will implement the reforms”, stated Miroslav Kobasa, answering to some of the very practical questions of the participants.

 

The activities of ALDA in Belarus support initiatives of citizens working together with local authorities. They are implemented with the support of the European Commission and local partners.


Soutien à la coopération entre société civile et autorités locales au Belarus

Un important rassemblement de groupes de la société civile s’est tenu à Gomel (Belarus). Les acteurs présents sont activement impliqués dans le développement de la gouvernance locale et le renforcement de la société civile dans la région de Gomel.

Mme. Antonella Valmorbida, Directrice de l’ALDA, y a accompagné M. Miroslav Kobasa, Président de la Fondation Lev Sapieha. Ils ont été accueillis par les partenaires locaux de différentes initiatives citoyennes. Les bénéfices et la valeur de la décentralisation et de l’implication citoyenne ont été présentés, ainsi que les meilleures pratiques européennes en la matière.

« Pour conduire des réformes, nous avons besoin de volonté politique, du soutien des citoyens, d’experts pouvant nous guider, et de personnes pouvant les mettre en œuvre », a indiqué M. Kobasa, en réponse à des questions pratiques des participants.

Bielorussia: sostegno alla cooperazione tra la società civile e le autorità locali

Un importante meeting con i gruppi della società civile, attivamente coinvolti nello sviluppo della governance locale e del potenziamento della società civile, si è tenuto a Gomel, in Bielorussia.
La direttrice di ALDA Antonella Valmorbida ha partecipato assieme a Miroslav Kobasa, presidente della Fondazione ‘Lev Sapieha’. Sono stati ospitati da partner di differenti iniziative locali. Il valore aggiunto del decentramento e del coinvolgimento dei cittadini sono stati presentati, assieme alle buone pratiche europee in materia.
“Per ottenere riforme, abbiamo bisogno di volontà politica, supporto dei cittadini, esperti che guidino il processo, e persone che implementino le riforme”, ha affermato Miroslav Kobasa, rispondendo ad alcune domande molto pratiche e propositive dei partecipanti.
L’attività di ALDA in Bielorussia supporta le iniziative locali dei cittadini in collaborazione con le autorità locali. Sono implementate con il sostegno della Commissione Europea e di partner locali.

Важное совещание групп гражданского общества, активно вовлеченных в развитие местного управления и укрепления гражданского общества, прошло в Гомеле, в Беларуси.
Директор ALDA Антонелла Вальморбида приняла в нем участие вместе с Мирославом Кобаса, президентом фонда ‘Льва Сапеги’. Их принимали партнеры различных местных инициатив. Была представлена дополнительная значимость децентрализации и вовлечения граждан вместе с рекомендуемыми европейскими практиками в данной области.
“Чтобы получить реформы, необходимо политическое желание, поддержка граждан, эксперты, которые руководили бы процессом, и люди, которые осуществляли бы реформы”, сказал Мирослав Кобаса, отвечая на некоторые очень практические и позитивные вопросы участников.
Деятельность ALDA в Беларуси поддерживает местные инициативы граждан в сотрудничестве с местными властями. Она осуществляется при поддержке Европейской Комиссии и местных партнеров.


Belorusija daje podršku saradnji civilnog društva i lokalnih vlasti

U Gomelju , u Belorusiji , održan je važan sastanak sa grupama civilnog društva u regionu, koje aktivno učestvuju u razvoju lokalne samouprave i osnaživanju civilnog društva.

Direktor ALDA, Antonela Valmorbida i predsednika Fondacije Lev Sapieha, Miroslav Kobaša bili su primljeni od strane lokalnih partnera različitih inicijativa građana. Predstavljena je važnost moguće decentralizacije i uključivanja građana, kao i najbolje evropske prakse po tom pitanju.

“Da bi se desile reforme, potrebna nam je politička volja, podrška građana, stručnjaka koji pružaju smernice i ljudi koji će sprovoditi reforme” , izjavio je Miroslav Kobaša , odgovarajući na neka od veoma praktičnih pitanja učesnika .

Aktivnosti ALDA u Belorusiji podržavaju inicijative građana koji sarađuju sa lokalnim vlastima. Oni se sprovode uz podršku Evropske komisije i lokalnih partnera.

In Gomel, last Saturday, an important meeting within the civil society groups of the region, actively involved in local governance development and the empowerment of Civil Society, took place.

The Director of ALDA, Mrs. Antonella Valmorbida, accompanied the President of the Lev Sapieha Foundation, Miroslav Kobasa. They were hosted by the local partners of different citizens’ initiatives. The value of possible decentralisation and the involvement of citizens were presented as well the European best practices in the matter.

“In order to steer reforms, we need a political will, support of citizens, experts that provide guidance and people that will implement the reforms”, stated Miroslav Kobasa, answering to some of the very practical questions of the participants.

 

The activities of ALDA in Belarus support initiatives of citizens working together with local authorities. They are implemented with the support of the European Commission and local partners.


Soutien à la coopération entre société civile et autorités locales au Belarus

Un important rassemblement de groupes de la société civile s’est tenu à Gomel (Belarus). Les acteurs présents sont activement impliqués dans le développement de la gouvernance locale et le renforcement de la société civile dans la région de Gomel.

Mme. Antonella Valmorbida, Directrice de l’ALDA, y a accompagné M. Miroslav Kobasa, Président de la Fondation Lev Sapieha. Ils ont été accueillis par les partenaires locaux de différentes initiatives citoyennes. Les bénéfices et la valeur de la décentralisation et de l’implication citoyenne ont été présentés, ainsi que les meilleures pratiques européennes en la matière.

« Pour conduire des réformes, nous avons besoin de volonté politique, du soutien des citoyens, d’experts pouvant nous guider, et de personnes pouvant les mettre en œuvre », a indiqué M. Kobasa, en réponse à des questions pratiques des participants.

The First European Presidential Debate will take place on Monday 28th April in Maastricht. The debate, hosted by the City of Maastricht, Maastricht University, Connect Limburg and the European Youth Forum, will see the candidates for the presidency of the European Commission battle out key issues on the future of Europe.

The debate will be held in front of an audience of 700 young people and broadcast live worldwide in 13 languages on Euronews.

Volunteer of CIVICUS in ALDA office in Brussels

Thanks to the tight collaboration with CIVICUS, the World Alliance for Citizen Participation, our office in Brussels will host a volunteer working for the Alliance.

Cecilia has started today, and she will work closely with our our colleagues Mariam, Head of Brussels office, and Nikos. Her activity will further strenghten the ongoing cooperation between ALDA and CIVICUS, thus contributing to promoting citizens’ participation and cooperation between civil society and local authorities in Europe and in the world.
