L’Urban Center della città di Thiene organizza un incontro d’orientamento rivolto a laureati e laureandi intitolato “Sbocchi professionali in sede Europea”.

Il Ciclo Professioni & Carriere Internazionali dell’Urban Center propone incontri di orientamento indirizzati ai giovani per conoscere direttamente dai protagonisti alcune delle opportunità di carriera, lavoro, stage e volontariato offerte da enti e istituzioni che operano a livello internazionale.
In particolare, durante l’incontro, verrano trattate le prospettive di lavoro in sede europea nel settore pubblico (istituzioni, organi e agenzie dell’Unione) e privato (aziende, studi professionali, organizzazioni di categoria).
Dal 2008, Francesca Ricardi, dipendente di Veneto Agricoltura, è distaccata presso la sede della Regione Veneto a Bruxelles, “Casa Veneto”. Si occupa di monitorare le politiche del settore primario e dell’ambiente, svolgendo un ruolo di coordinamento tra il sistema regionale e le istituzioni. Si occupa inoltre dell’organizzazione di seminari formativi e informativi mirati sia a Bruxelles sia sul territorio.
Dopo un’esperienza post universitaria alla Corte di giustizia dell’Unione Europea, Alberto Dal Ferro svolge da circa 25 anni l’attività di avvocato occupandosi principalmente di diritto europeo in svariati settori fra cui agricoltura, concorrenza e aiuti di Stato, armonizzazione delle legislazioni, funzione pubblica europea.

Teacher Training Programme „Education against corruption“ in Sisak-Moslavina County
Anti-corruption education is one of the elements of the Civic education. This training equipped teacher with the key competencies for their future work.

SISAK, 18 May 2014 – Teacher Training Programme „Education against corruption“ is held in Economy school Sisak from 17 to 18 May 2014, gathering 19 participants from Sisak-Moslavina County. The training is organised by the organisation Forum for Freedom in Education in cooperation with their partner Local Democracy Agency Sisak. It is the last of 4 trainings for teachers of primary and secondary schools, expert staff, unemployed teachers and students at Teacher Colleges. The trainings gathered over 90 participants so far who will be implementing anti-corruption education in their every day work with students.
Anti-corruption education is one of the components of the civic education and implies that the teacher has competence to transfer to students knowledge, skills and attitudes relevant for a democratic society. This training has encouraged teachers to work with students in order to develop competencies characteristic of anti-corruption education, with the overall aim to make anti-corruption behaviour a regular practice in Croatian schools and society.
In addition, participants have been encouraged to creatively approach lectures on anti-corruption and apply them in schools, in order to bring this issue across to students and to make them realise its social relevance.
The trainings are conducted in the framework of the project “Local Partnerships for Anti Corruption Education” led by Forum for Freedom in Education and in cooperation with the international organisation the Network of Education Policy Centres, Local Democracy Agency from Osijek, Local Democracy Agency Sisak and Info zone from Split. The project is funded by the European Union and co-funded by the Croatia Government Office for Cooperation with NGOs.

EU Ambassador to Serbia visiting Subotica
LDA Subotica and the Local Council of the European Movement Serbia jointly organised the visit to Subotica of HE Mr. Michael Davenport, EU Ambassador to Serbia.

During the meeting with the local government officials and a group of CSOs and youth associations, Mr. Davenport and the newly appointed Serbian Minister for EU integration, Ms Jadranka Joksimovic presented some of the most important new challenges in opening of the negotiation process and the role of CSOs, youth and local self-governments in the forthcoming EU accession phase. As emphasised in a vivid debate, implementation of Acquis at local level, as well as the consultation process as a necessary precondition for widest possible social consensus for the reforms to be undertaken. This is why, the role of CSOs is indispensable, while the city Subotica was mentioned as a positive example in Serbia of absorption of the EU funds from CBC Programmes in particular.
After the meeting Mr. Davenport officially opened the Exhibition of the awarded comics/strip by the Serbian authors selected within the competition launched by the EU Delegation to Serbia: “Myths and prejudices – How Serbia and EU view each other”. The exhibition organised in the Open University Gallery will remain open for the traditional cultural programme in the city: The Night of Museums.

L’ADL Subotica et le Conseil local du Mouvement européen en Serbie ont organisé la visite de M. Michael Davenport, Ambassadeur de l’UE en Serbie, à Subotica.
Lors de leur rencontre avec les représentants des autorités locales, d’organisations de la société civile et d’associations de jeunesse, M. Davenport et le nouveau Ministre serbe pour l’intégration européenne, Mme. Jadranka Joksimovic, ont présenté les principaux défis liés à l’ouverture des négociations pour l’accession à l’UE, et le rôle des participants dans ce cadre. Comme l’a mis en évidence un débat animé, la mise en œuvre de l’acquis communautaire au niveau local et les procédures de consultation sont des préconditions indispensables pour entreprendre des réformes rassemblant le plus large consensus possible. C’est pourquoi le rôle des organisations de la société civile est indispensable. A ce titre, la ville de Subotica a été mentionné comme un exemple d’efficacité dans l’utilisation des fonds communautaires, en particulier pour ses projets de coopération transfrontalière.
Suite à la réunion, M. Davenport a officiellement ouvert l’exposition « Mythes et préjugés – Perceptions réciproques de la Serbie et de l’UE », qui rassemble les bandes dessinées d’auteurs serbes sélectionnées dans le cadre d’un concours organisé par la Délégation de l’UE en Serbie.

L’Agenzia della Democrazia Locale della città di Subotica e il Consiglio Locale del Movimento Europeo della Serbia, hanno collaborato per organizzare la visita del Sig. Michael Davenport, ambasciatore serbo all’UE, nella città di Subotica.
Durante l’incontro con i funzionari dell’amministrazione locale, un gruppo di organizzazioni della società civile e delle associazioni giovanili, il signor Davenport e la signora Jadranka Joksimovic, Ministro Serbo per l’integrazione Europea recentemente eletto, hanno presentato alcune delle nuove sfide più importanti poste con l’apertura del processo di negoziazione e il ruolo di organizzazioni della società civile, giovani e amministrazioni autonome locali nella prossima fase di adesione all’UE.
Come sottolineato in un vivace dibattito, l’implementazione dell’ ‘Acquis’ a livello locale, così come il processo di consultazione, sono una condizione necessaria per un ampio consenso sociale, affinché vengano applicate le riforme. È per questo che il ruolo delle organizzazioni delle società civili è indispensabile. La città di Subotica è stata intanto citata come esempio positivo in Serbia per l’approvvigionamento dei fondi UE, in particolare per i programmi di cooperazione transfrontaliera.
Dopo il meeting, il Sig. Davenport ha ufficialmente aperto la mostra dei fumetti creati da autori serbi, selezionati tramite il concorso lanciato dalla delegazione UE in Serbia: “Miti e pregiudizi – come la Serbia e l’Europa si vedono a vicenda. La mostra è stata effettuata presso la Open University Gallery, e sarà possibile visitarla anche in occasione del tradizionale programma culturale della città: La Notte dei Musei.

Агентство местной демократии города Суботица и Местный совет европейского движения Сербии, сотрудничали для организации визита господина Михаэля Давенпорта, сербского посла в ЕС, в город Суботица.
В ходе встречи со служащими местных органов власти, группой организаций гражданского общества и молодежных ассоциаций, господин Давенпорт и госпожа Ядранка Йоксимович, недавно избранный Сербский министр по Европейской интеграции, представили некоторые из наиболее важных новых сложных задач ЕС, возникших с открытием процесса переговоров и роль организаций гражданского общества, молодежи и независимой местной администрации в ближайшей фазе присоединения к ЕС.
Как было подчеркнуто в оживленном обсуждении, внедрение ‘достижений’ на местном уровне, также, как и процесс консультации, являются необходимым условием для широкого общественного согласия для того, чтобы реформы были применены. Именно поэтому роль организаций гражданского общества необходима. Город Суботица был упомянут как положительный пример в Сербии для снабжения фондов ЕС, в частности для программ приграничного сотрудничества.
После совещания господин Давенпорт официально открыл выставку комиксов, созданных сербскими авторами, отобранных на конкурсной основе, запущенного делегацией ЕС в Сербии: “Мифы и предрассудки – какими Сербия и Европа видят друг друга”. Tokom sastanka sa predstavnicima lokalne vlasti i grupa OCD i omladinskih udruženja, g. Devenport i novoimenovani ministar Srbije za evropske integracije, g-đa Jadranka Joksimović predstavili su neke od najvažnijih novih izazova u otvaranju pregovaračkog procesa i uloge OCD, omladine i lokalne samouprave u narednoj fazi pristupanja EU. Kako je naglašeno u debati, sprovođenje pravnih tekovina EU na lokalnom nivou, kao i proces konsultacija kao neophodnog preduslova za najširi društveni konsenzus za reforme koje treba preduzeti. To je razlog zbog čega je uloga OCD neophodna, a grad Subotica pominje se kao pozitivan primer apsorpcije sredstava EU u Srbiji, posebno iz programa prekogranične saradnje.

Successful partner meeting of the Local Democracy Agency in Georgia
Thanks to the active support of all the partners of the LDA Georgia, the last meeting of the group took place on the 15th of May, in the office of NALAG (National Association of Local Authorities of Georgia) in Tblisi.

At the event almost all the partners of the Agencyparticipated or were represented. ALDA was represented by Antonella Valmorbida, the Director and by Mariam Kothenashvili, project manager EaP and responsible of the Brussels office.
At the meeting the necessary changes for the LDA were discussed and agreed, being updated and active in this very important time in Georgia in supporting local democracy and citizens’ participation. The Agency is operational from Kutaisi, the second biggest city in the country.
The Delegate, M. Joseph Khakaleishvili, had to resigned since January the 1st of this year, and for the time, being a managment responsibility, it has been attributed to NALAG – and its Director – M. David Melua, for a temporary period since the election of the final Delegate. Recruitment is on going! The lead partner of the Agency is the the city of Strasbourg (France). The focus of the LDA on the field will be to support the steps on decentralisation and strengthening local governance, within the next European perspectives of the Country. It also has a potential regional agenda.
Update from 30 June 2014: the new delegate for the LDA will be Ms Nino Tvaltvadze.
Thanks to the active support of all the partners of the LDA Georgia, the last meeting of the group took place on the 15th of May, in the office of NALAG (National Association of Local Authorities of Georgia) in Tblisi.

Barouf Orkestar – French musicians playing in the tradition of the Balkan countries
The Barouf Orkestar is an eclectic music band with a unique vision. Even though they come from Lower Normandy, France, this band is imprinted in the musical tradition of the Balkan countries.

Their goal is to participate in the preservation of a traditional musical heritage that comes from the Eastern and Central European countries, through practicing and sharing this music in France, but also through exchanges with musicians from the Balkans.
As a part of the Programme for Decentralized cooperation between Lower Normandy and Macedonia, the Barouf Orkestar pursued their aim, and visited Macedonia from 28th April until 9th May. They started their music tour in the capital, the city of Skopje, with a small concert in the old city. The public was danced and sang in the traditional brass music, wanting to hear and know more. Their tour continued in the city of Ohrid where they performed by the lake and held a concert in the cultural center of Ohrid, in the presence of a large number of young enthusiastic people and representatives of the municipality. Next on the list was the city of Bitola, where the band did an open air performance in front of the Yeni mosque. Their tour finished with a concert in the municipality Mogila, a small Macedonian town in the Pelagonia Region, where the traditional sounds of the Balkan enchanted the locals by the same familiar emotion.
Throughout their visit the Barouf Orkestar enriched their musical repertoire with traditional Macedonian music due to exchanges with local musicians. The “orkestar” continues their musical adventure to convey this musical heritage from the Balkans countries in Lower Normandy. To this effect, during the month of May several concerts are scheduled in Lower Normandy, such as the 33rd edition of the Jazz sous les pommiers Festival, in Coutances, France.

This project of exchanges and circulation of the musical heritage from the Eastern and Central European countries by the Barouf Orkestar is within the framework of Decentralized Cooperation between Lower Normandy and Macedonia and includes several partners on both territories: the French Institute in Paris, the Conservatory of Caen la Mer, the association Balkans-Transit, the association Maison de l’Europe of Caen Low Normandy, the fanfare Blezeri under the tutelage of the association Alarm from Skopje, the association Lokomotiva from Skopje, the municipality Mogila and the Youth Cultural Center from Bitola.

The Barouf Orkestar is an eclectic music band with a unique vision. Even though they come from Lower Normandy, France, this band is imprinted in the musical tradition of the Balkan countries.

Their goal is to participate in the preservation of a traditional musical heritage that comes from the Eastern and Central European countries, through practicing and sharing this music in France, but also through exchanges with musicians from the Balkans.
As a part of the Programme for Decentralized cooperation between Lower Normandy and Macedonia, the Barouf Orkestar pursued their aim, and visited Macedonia from 28th April until 9th May. They started their music tour in the capital, the city of Skopje, with a small concert in the old city. The public was danced and sang in the traditional brass music, wanting to hear and know more. Their tour continued in the city of Ohrid where they performed by the lake and held a concert in the cultural center of Ohrid, in the presence of a large number of young enthusiastic people and representatives of the municipality. Next on the list was the city of Bitola, where the band did an open air performance in front of the Yeni mosque. Their tour finished with a concert in the municipality Mogila, a small Macedonian town in the Pelagonia Region, where the traditional sounds of the Balkan enchanted the locals by the same familiar emotion.

Europe Day 2014: EU labyrinth comes to Serbia
The Local Democracy Agency in Subotica, in collaboration with the European House Hungary, and thanks to the support of the Provincial Secretariat of Youth and Sport of Vojvodina and the local governments, organized some public events for the Europe Day in the municipalities of Kanjiza and Subotica.

Respectively on the 8th and on the 9th of May, the main city squares of Kanjiza and Subotica became “home for a day” to a 100 square meters labyrinth installation. Hundreds of citizens attended the events and participated to the exploration of the setting.
Within the labyrinth, people were asked to answer 10 questions regarding the European Union, with the view to both examining their knowledge and contributing to a further learning and interest. Once the labyrinth “exploration” was successfully completed, people had the chance to receive a symbolic EU Passport and promotion and information material regarding several topics connected to the European Union, from working and studying opportunities to general descriptions of its history and institutions.
The event was pleasantly attended by a large number of young people coming from the local schools in both the municipalities. This, while showing the contemporary relevance of the topic, represents a solid proof of the attractive power that the EU can wield towards the younger generations.

Members of ALDA at the first EGTC “Euroregion without borders" in Croatia

On Europe Day, 9 May 2014, the Assembly of the European grouping of territorial cooperation (EGTS) “Euroregion without borders” was held in Poreč, organized by the Region of Istria, Veneto Region, Autonomous Region Friuli Venezia Giulia and Region Carinthia. On this occasion, the decision of the accession of the Region of Istria was adopted, and therefore, Istria will became the first Croatian region joining this kind of regional cooperation.
On the first Assembly of EGTC held on Croatian territory, three of the members of ALDA participated – Region of Istria, Veneto Region and Autonomous region Friuli Venezia Giulia. It was attended by the President of the Autonomous Region of Friuli Venezia Giulia Debora Serracchiani, President of the Region of Carinthia Peter Kaiser and President of Veneto Region Luca Zaia.
Istria, Veneto and Friuli Venezia Giulia are very active members in the work of ALDA, with the President Oriano Otočan coming from the Region of Istria and Vice President Alessandro Perelli from the the Autonomous Region Friuli Venezia Giulia. In the Region of Istria, the Agency of Local Democracy in Brtonigla has been active active for many years.
The opportunity for joining such a group for the Region of Istria opened after the Croatian accession to the EU in July 2013. As part of an EGTC, regions will be able to cooperate more closely in the areas of renewable energy, environment, transport, culture, education, health, social welfare, research and development, agriculture, tourism, rural development, etc.
European grouping of territorial cooperation “Euroregion without borders” enables stronger connection between regions and the development of common projects. From the Croatian accession to the EU, the borders between border areas of Croatia, Italy and Austria are becoming less relevant. Also, EGTC goals have in mind common services for the benefit of citizens. The importance of cooperation within the EGTC “Euroregion without borders” has great importance in the possibility to onnect the activities of two European macro-regional strategies, Danube strategy and Adriatic-Ionian strategy, which is still in development.

Alla luce delle recenti iniziative avviate dalla Regione Veneto in materia di Garanzia Giovani, per informare e facilitare l’accesso dei giovani al lavoro, Urban Center del Comune di Thiene promuove la rete degli YOUTH CORNER proponendo gli sportelli informativi in cui poter sperimentare delle azioni di accompagnamento nella ricerca del lavoro.
Attraverso azioni di coaching verranno affrontate le seguenti tematiche:
- verifica delle azioni ricerca del lavoro
- presentazione di servizi e strumenti utili per la ricerca di lavoro
- utilizzo del web e dei social media nella ricerca di lavoro
- accesso alla Garanzia Giovani Veneto

ALDA at the coordination meeting of the German Association of Municipalities in Freiburg
ALDA and its activities to support local governance and citizens participation were presented to the German Municipalities attending the Coordination meeting on international cooperation, that took place in Freiburg on the 9th of May 2014.

For the German Association of Municipalities, the meeting was a good opportunity to share good practices and to hear new possible hints to improve the work and impact of the german stakeholders. Key presentation where held from the city of Leipzig (twinned with Kiev and Moscow) and by the city of Bonn – also twinned with Minsk. The German Agency for International Cooperation (GIZ) introduced a future project on best practice sharing for world wide forum. As for ALDA, the Director, Mrs. Antonella Valmorbida, was present introducing the concept of the work of ALDA and the Local Democracy Agencies. Of particular interest was the process initiated in Ukraine, which engaged a meaningful debate on the role of city diplomacy and the stabilisation and networking role of the subnational actors.
This important event was among the first steps for ALDA to enlarge its contacts in Germany and the discussion brought to a very positive and promising set of activities.
