Project PATHS is launched by kick-off coordination meeting in Portugal
ALDA is currently launching the implementation phase of the project PATHS (Youth for Solidarity Economy and Entrepreneurship in Europe) in cooperation with B-LIVE INTERNATIONAL NETWORK (Spain) and 4 other partner organizations from Spain, England, Greece and Portugal. The kick-off coordination meeting of the PATHS Steering Committee is taking place on 12-15th March in Portugal. PATHS is a strategic partnership between European organizations which are active in the field of education, training and youth, designed to promote cooperation and innovation in young social entrepreneurship.
PATHS is funded by the European Commission under the programme ERASMUS+ KA2 Strategic Partnership. The project arises from the analysis of the context in which organizations develop their activities and their previous experience in this field. The activities that contribute to mapping solidarity entrepreneurship in Europe will follow the coordination meeting.
Considering the current social context and future prospects of the youth in Europe, young entrepreneurship could be the only chance for a new generation. The objectives of the project are therefore to promote cooperation and networking among participating organizations and develop activities maintained over time (integrated promotion of youth entrepreneurship) based on ongoing collaboration between European organizations (strategic alliance); to strengthen capacity of organizations working on the promotion of youth entrepreneurship through resources, materials and tools that will improve the quality of its activities and results; to promote the development of specific skills by workers of the organizations involved (trainers, youth workers) and to provide professional training for them as for facilitators of youth entrepreneurship projects in the field of solidarity economy.

The municipality of Vevcani signs cooperation agreement with ALDA Skopje
On March the 6th 2015, the Mayor of Vevcani, Mr. Cvetomir Ugrinoski, and Mrs. Ivana Dimitrovska, Head of ALDA Office in Skopje, signed the cooperation agreement between the Municipality and ALDA.

LDA Dnipropetrovsk introductory meeting: the first Ukranian LDA will be opened soon
The Local Democracy Agency (LDA) Dnipropetrovsk introductory meeting took place on 6 March back-to-back with the youth event organised by the Congress of the Council of Europe within the framework of its project on “Strengthening the capacity of local authorities in Ukraine”.

ALDA, in collaboration with its partners, is planning to launch the LDA in Dnipropetrovsk on 18th May 2015 in line with the Europe Day celebrations. The current confirmed partners include the regions of Lower Silesia (Poland), Alsace (France), and the region of Dnipropetrovsk (Ukraine). The LDA is endorsed by the Congress of Local and Regional Authorities, by the UNDP ART initiative and CORLEAP (The Conference of the Regional and Local Authorities for the Eastern Partnership) of the Committee of the Regions (CoR).
The introctory meeting gathered young leaders from the Dnipropetrovsk city, the region and the neighbouring regions, and experts and civic activists from Kyiv, Odessa, Kharkiv, Lviv, and Rivne.
Mr Volodymyr Peregudov, Deputy Chairman of the Dnipropetrovsk Regional Council, welcomed the participants on behalf of Mr Yevgeny Udod, Chairman of the Dnipropetrovsk Regional Council, who was travelling to the partner region of Lower Silesia at that time. He confirmed the commitment of the local authorities to the LDA and its planned activities.
ALDA’s Secretary General, Ms Antonella Valmorbida, outlined the LDA concept stressing the role of both local and international partners, civil society organisations as well as that of the local authorities, in developing the activities of the LDA.
Her words were echoed in two presentations that followed. Mr Blazej Zajac, President of the Wroclaw-based Association for the East-West Mutual Understanding, spoke about the ongoing cooperation between Lower Silesia and Dnipropetrovsk, while Mr Jan Szebesczyk, Project Coordinator with the House of Meetings of Angelus Silesius in Wroclaw, stressed the role of youth exchanges in breaking the stereotypes, bringing youngsters together, leading to improved understanding between the neighbouring countries.
The participants could hear from the top experts, such as Mr Andrii Krupnik of the all-Ukrainian Association for Community Self-Organisation Assistance, on the available mechanisms of public participation in formulation and implementation of policies locally. Mr Oleksii Orlovsky, Director of the International Renaissance Foundation, discussed the challenges of ensuring participation in local democracy in view of the current legislation in Ukraine.
The presentation of Mr Dobrica Milovanovic, Member of the Congress of Local and Regional Authorities of the Council of Europe, focused on the LDA work in the Balkans accompanying the transition from the 1990s onwards. In his words, the Balkan LDAs represented a milestone of the communities for dialogue between civil society and local authorities. They were providing better conditions for developing local democracy and citizen participation by building their capacities, initiating cooperation and helping in finding partners for joint projects.
The afternoon session was an opportunity to discuss the various aspects of LDA Dnipropetrovsk practical work in smaller groups, in particular how, and through which means, to maximise its impact on the ground.
There was a lot of enthusiasm in the room and many expressions of interest and questions from the participants as to how they can be involved with LDA Dnipropetrovsk. Equally, the civil society representatives travelling from other regions were convinced that there is a need to set up LDAs in other cities in Ukraine, quoting Odessa and Kharkiv as the next possible locations.
The objectives of the meeting – in particular to make aware the potential stakeholders of the May 18th inauguration of the LDA Dnipropetrovsk but also to discuss with them the role of the LDA, exchange ideas on how to best cooperate with the local authorities and civil society in the regional context, and identify needs and priorities for the initial work of the LDA – were met.

Réunion préparatoire pour l’ouverture de l’Agence de la Démocratie Locale à Dnipopetrovsk: la première ADL Ukraine sera bientôt opérative!
Une réunion importante en vue de l’ouverture de l’Agence de la Démocratie Locale (ADL) à Dnipropetrovsk, en Ukraine, a eu lieu le 6 mars dernier, en stricte collaboration avec l’événement consacré aux jeunes organisé par le Congrès du Conseil d’Europe, à propos du projet “Strengthening the capacity of local authorities in Ukraine” (Renforcer la capacité des organismes locaux en Ukraine).

ALDA, en collaboration avec ses partenaires, a l’intention d’inaugurer l’ADL Dnipropetrovsk le 18 mai 2015, en même temps que les célébrations de l’ ‘Europe Day’. La liste des partenaires confirmés inclut avec les autres, la région de la Basse Slesia (Pologne), l’Alsace (France), et la Région de Dnipropetrovsk (Ukraine). L’ADL est soutenue par le Congrès des Pouvoirs Locaux et Régionaux du Conseil d’Europe, par l’Initiative ART du UNDP et par CORLEAP – la Conférence des Organismes Régionaux et locaux pour le Partenariat Oriental du Comité des Régions (CoR).
La réunion introductive a réuni les jeunes leaders de la ville de Dnipropetrovsk, représentants de la région et des régions voisines, experts et activistes civiques de Kiev, Odessa, Charvik, Leopoli e Rivne.
Volodymyr Peregudov, Vice Président du Conseil Régional de Dnipropetrovsk, a accueilli les participants au nom de Yevgeny Udod, Président du Conseil Régional de Dnipropetrovsk, qui se trouvait en voyage ces jours là dans la région partenaire de la Basse Slesia. Peregudov a confirmé l’engagement des organismes locaux par rapport à ADL et aux activités en programme.
La Secrétaire Générale d’ALDA, Antonella Valmorbida, a expliqué le concept et le rôle d’ADL, en soulignant l’importance non seulement des partenaires locaux et internationaux, mais aussi des organisations de la société civile et des organismes locaux, dans le développement des activités de l’ADL.
A son discours ont fait écho les deux présentations successives. Blazej Zajac, Président de l’Association for the East-West Mutual Understanding de la ville de Breslavia, a parlé de la coopération actuelle entre Bassa Slesia et Dnipropetrovsk, alors que Jan Szebesczyk, Coordinateur du projet avec l’House of Meetings of Angelus Silesius di Breslavia, a souligné l’importance des échanges de la jeunesse pour dépasser les stéréotypes, mobiliser les jeunes et pour améliorer la compréhension entre les pays voisins.
Les participants ont eu l’occasion d’assister aux présentations des experts Andrii Krupnik, de all-Ukrainian Association for Community Self-Organisation Assistance, qui a parlé des mécanismes existants pour la participation publique dans la formulation et l’implémentation des politiques locales. Oleksii Orlovsky, Directeur d’International Renaissance Foundation, a parlé plutôt des défis à affronter pour assurer la participation à la démocratie locale considérant la législation courante en Ukraine.
La présentation de Dobrica Milovanovic, membre du Congrès des Pouvoirs Locaux et Régionaux du Conseil d’Europe et aussi du Conseil Directif d’ALDA, s’est focalisée sur le travail effectué par les ADL des Balkans à partir des années ’90, pendant l’époque de la transition. Les ADL des Balkans, selon son opinion, représentent un évènement capital pour les communautés, surtout pour soutenir le dialogue entre société civile et organismes locaux. Elles ont été en mesure de créer les conditions pour le développement de la démocratie locale et de la participation des citoyens, en les aidant à développer leurs capacités, en commençant la coopération et en les aidant à trouver les partenaires pour des projets communs.
La section de l’après-midi a été consacrée aux groupes de discussion des différents aspects pratiques du travail de l’ADL, en particulier par rapport à comment et à travers quels moyens augmenter l’impact sur le territoire.
Grand enthousiasme des participants, qui ont exprimé leur intérêt et leur curiosité sur comment pouvoir être engagés directement dans les activités de l’ADL. En même temps, les représentants de la société civile provenant d’autres régions soutenaient la nécessité d’ouvrir d’ultérieures ADL dans d’autres villes d’Ukraine, parmi lesquelles Odessa et Charvik comme possibles options.
Les objectifs de la rencontre, informer les potentiels stakeholder de l’inauguration du 18 mai, mais aussi discuter du rôle de la future ADL, échanger des idées sur comment tirer parti au mieux de la coopération avec les organismes locaux et la société civile de la région, et identifier les besoins et les priorités de la nouvelle ADL, ont pleinement été atteints.

Un’importante riunione in vista dell’apertura dell’Agenzia della Democrazia Locale (ADL) a Dnipropetrovsk, in Ucraina, si è tenuta lo scorso 6 marzo, in stretta collaborazione con l’evento dedicato ai giovani organizzato dal Congresso del Consiglio d’Europa, nell’ambito del progetto “Strengthening the capacity of local authorities in Ukraine” (Rafforzare la capacità degli enti locali in Ucraina)

ALDA, in collaborazione con i suoi partner, ha intenzione di inaugurare l’ADL Dnipropetrovsk il 18 maggio 2015, in linea con le celebrazioni dello ‘Europe Day’. La lista dei partner confermati include tra gli altri la regione della Bassa Slesia (Polonia), l’Alsazia (Francia), e la Regione di Dnipropetrovsk (Ucraina). L’ADL è sostenuta dal Congresso dei Poteri Locali e Regionali del Consiglio d’Europa, dall’Iniziativa ART dell’UNDP e dal CORLEAP – la Conferenza degli Enti Regionali e locali per il Partenariato Orientale del Comitato delle Regioni (CoR).

Il Segretario Generale di ALDA, Antonella Valmorbida, ha spiegato il concetto e il ruolo di ADL, sottolineando l’importanza non solo dei partner locali ed internazionali, ma anche delle organizzazioni della società civile e degli enti locali, nello sviluppo delle attività dell’ADL.
Alle sue parole hanno fatto eco le due presentazioni successive. I partecipanti hanno avuto l’occasione di assistere alle presentazioni di esperti quali Andrii Krupnik, di all-Ukrainian Association for Community Self-Organisation Assistance, che ha parlato dei meccanismi esistenti per la partecipazione pubblica nella formulazione e implementazione delle politiche locali. Oleksii Orlovsky, Direttore di International Renaissance Foundation, ha discusso invece delle sfide da affrontare per assicurare la partecipazione alla democrazia locale considerata, la legislazione corrente in Ucraina.
La presentazione di Dobrica Milovanovic, membro del Congresso dei Poteri Locali e Regionali del Consiglio d’Europa oltre che del Consiglio Direttivo di ALDA, si è focalizzata sul lavoro svolto dalle ADL dei Balcani a partire dagli anni ’90, durante l’epoca della transizione. Le ADL dei Balcani, secondo la sua opinione, rappresentano una pietra miliare per le comunità, soprattutto nel sostenere il dialogo tra società civile ed enti locali. Sono state in grado di creare le condizioni per lo sviluppo della democrazia locale e della partecipazione dei cittadini, aiutandoli a sviluppare le loro capacità, iniziando la cooperazione ed aiutandoli ad individuare i parter per progetti congiunti.
La sessione pomeridiana è stata dedicata a gruppi di discussione dei diversi aspetti pratici del lavoro dell’ADL, in particolare riguardo a come e attraverso quali mezzi massimizzare l’impatto sul territorio.
Grande entusiasmo dei partecipanti, che hanno espresso il loro interesse e la loro curiosità su come poter essere coinvolti direttamente nelle attività dell’ADL. Allo stesso tempo, i rappresentanti della società civile provenienti da altre regioni sostenevano la necessità di aprire ulteriori ADL in altre città dell’Ucraina, tra le quali Odessa e Charvik come possibili opzioni.
Gli obiettivi dell’incontro, vale a dire informare i potenziali stakeholder dell’inaugurazione del 18 maggio, ma anche discutere del ruolo della futura ADL, scambiare idee su come trarre il meglio dalla cooperazione con gli enti locali e la società civile della regione, e identificare i bisogni e le priorità della nuova ADL, sono quindi stati pienamente raggiunti.

Подготовительное заседание по открытию Агентства местной демократии в Днепропетровске: первое украинское ADL скоро приступит к работе!
Важное мероприятие в преддверии открытия Агентства местной демократии (ADL) в Днепропетровске, Украине, прошло 6 марта в тесной связи с мероприятием, посвященным молодежи и организованным Конгрессом Совета Европы в рамках проекта “Strengthening the capacity of local authorities in Ukraine” (Укреплять способности местных организаций в Украине).

ALDA, при сотрудничестве своих партнеров, намеревается провести торжественное открытие ADL Днепропетровск 18 мая 2015 года, одновременно с празднованием ‘Europe Day’. В список партнеров, давших свое подтверждение, включены также и регион Нижняя Силезия (Польша), Эльзас (Франция) и Днепропетровская область (Украина). ADL поддерживается Конгрессом местных и региональных властей Совета Европы, инициативой АРТ ПРООН и CORLEAP – Конференцией региональных иместныхоргановвластистранВосточного партнерства Комитета Регионов (CoR).
На вступительном заседании собрались молодежные лидеры города Днепропетровска, представители области и близлежащих областей, эксперты и гражданские активисты из Киева, Харькова, Львова и Ровно.
Владимир Перегудов, заместитель председателя Днепропетровского областного совета, встретил участников от имени Евгения Удода, председателя Днепропетровского областного совета, в эти дни находящегося с поездкой в дружественном регионе Нижняя Силезия. Перегудов подтвердил обязательства местных органов в отношении ADL и запланированных мероприятий.
Генеральный секретарь ALDA Антонелла Вальморбида разъяснила концепцию и роль ADL, подчеркнув важность в развитии деятельности ADL не только местных и международных партнеров, но и организаций гражданского общества и местных организаций.
Ее слова подтвердили два следующих выступления. Блажей Заяч, председатель Association for the East-West Mutual Understanding города Вроцлава, говорил о сотрудничестве между Нижней Силезией и Днепропетровском, в то время как Ян Сцебежик, координатор проекта с House of Meetings of Angelus Silesius Вроцлава, подчеркнул важность молодежных обменов для борьбы со стереотипами, мобилизации молодежи и улучшения взаимопонимания между странами-соседями.
Участники получили возможность присутствовать на презентациях таких экспертов, как Андрей Крупник, председатель Всеукраинской ассоциации содействия самоорганизации населения, который говорил о существующих механизмах общественного участия в формулировании и осуществлении местной политики. А Олексий Орловский, руководитель International Renaissance Foundation, обсудил те трудности, которые нужно преодолеть, чтобы гарантировать участие в процессе местной демократии, принимая во внимание действующее законодательство в Украине.
Презентация Добрыцы Миловановича, члена Конгресса местных и региональных властей Совета Европы, а также руководящего совета ALDA, сконцентрировалась на работе, проведенной ADL Балкан начиная с 90-х годов, во время переходного периода. По его мнению, ADL Балкан представляют собой важную веху для сообщества, особенно в том, что касается поддержания диалога между гражданским обществом и местными органами. Они смогли создать условия для развития местной демократии и участия граждан, помогая им развивать их способности, инициируя сотрудничество и помогая находить партнеров для совместных проектов.
Послеобеденное заседание было посвящено дискуссионным группам по различным вопросам практической деятельности ADL, в частности, как, и посредством каких средств максимизировать воздействие на территорию.
Большой энтузиазм участников, которые выразили заинтересованность в том, как быть напрямую вовлеченными в деятельность ADL. В то же время, представители гражданского общества из других областей заявляли о необходимости открытия ADL и в других городах Украины, среди которых в качестве возможных вариантов были названы Одесса и Харьков.
Цель встречи состояла в том, чтобы информировать потенциальных участников о торжественном открытии 18 мая, а также, чтобы обсудить роль будущей ADL, обменяться идеями о том, как наилучшим образом сотрудничать с местными органами и гражданским обществом области и определить нужды и приоритеты нового ADL, что было полностью достигнуто.

Uvodni sastanak ALD Dnjepropetrovsk: uskoro će biti otvorena prva ukrajinska ALD
Uvodni sastanak Agencije lokalne demokratije (ALD) Dnjepropetrovsk održan je 6. septembra uporedno sa omladinskim događajem organizovanim od strane Kongresa Saveta Evrope u okviru projekta “Jačanje kapaciteta lokalnih vlasti u Ukrajini”.
ALDA, u saradnji sa svojim partnerima, planira da otvori ALD u Dnjepropetrovsku, 18. maja 2015. godine u okviru proslave Dana Evrope. Dosadašnji potvrđeni partneri su region Donja Šlezija (Poljska), Alzas (Francuska), kao i region Dnjepropetrovsk (Ukrajina). ALD je podržana od strane Kongresa lokalnih i regionalnih vlasti, inicijative UNDP- ART i CORLEAP (Konferencije regionalnih i lokalnih vlasti za Istočno partnerstvo) Komiteta regiona (CoR).
Uvodni sastanak je okupio mlade lidere iz grada Dnjepropetrovsk, ali iz regiona i susednih oblasti, kao i eksperte i građanske aktiviste iz Kijeva, Odese, Harkova, Lavova i Rivne.
Volodimir Peregudov, zamenik predsednika Dnjepropetrovsk Regionalnog saveta, pozdravio je učesnike u ime Jevgenija Udoda, predsednika, koji je u to vreme bio u poseti partnerskoj regiji Donje Šlezije. On je potvrdio posvećenost lokalnih vlasti ALDu i planiranim aktivnostima.
Generalni sekretar ALDA, Antonella Valmorbida, istakla je concept ALD naglašavajući ulogu lokalnih i međunarodnih partnera, organizacija civilnog društva, kao i lokalnih vlasti u razvijanju aktivnosti ALD.
Blazej Zajac, predsednik Udruženja za međusobno razumevanje Istoka i Zapada sa sedištem u Vroclavu, govorio je o saradnji između Donje Šlezije i Dnjepropetrovska, dok je Jan Szebesczik , koordinator projekata pri Domu susreta Angelus Silesius iz Vroclava, naglasio je ulogu omladinskih razmena u razbijanju stereotipa, upoznavanju mladih, koje dovodi do boljeg razumevanja između susednih zemalja.
Učesnici su mogli čuti izlaganja od vrhunskih stručnjaka, kao što su Andrii Krupnik iz ukrajinskog Udruženja za samo-organizovanje zajednice, o raspoloživim mehanizmima za učešće javnosti u formulisanju i sprovođenju politike na lokalnom nivou. Oleksii Orlovski, direktor Međunarodne renesansne fondacije, govorio je o izazovima obezbeđivanja učešća u lokalnoj demokratiji u pogledu postojećeg zakonodavstva u Ukrajini.
Dobrica Milovanović, član Kongresa lokalnih i regionalnih vlasti Saveta Evrope, prezentovao je rad ALD na Balkanu prateći period tranzicije iz 1990-ih na ovamo. Prema njegovim rečima, balkanske Agencije lokalne demokratije predstavljaju prekretnicu u dijalogu između civilnog društva i lokalnih vlasti. One obezbeđuju bolje uslove za razvoj lokalne demokratije i učešće građana izgradnjom njihovih kapaciteta, iniciranjem saradnje i pomoći u pronalaženju partnera za zajedničke projekte.
Popodnevna sesija je bila prilika za razgovor u manjim grupama o različitim praktičnim aspektima ALD Dnjepropetrovsk, naročito kako, i na koje načine, da maksimizira svoj uticaj na terenu.
Učesnici su bili veoma motivisani i puni entuzijazma, koji su izrazali svoju zainteresovanost kroz veliki broj pitanja o tome kako mogu biti uključeni u rad ALD Dnjepropetrovsk. Pored toga, predstavnici civilnog društva koji su došli iz drugih regiona bili su ubeđeni da postoji potreba za uspostavljanjem agencija i u drugim gradovima u Ukrajini, predlažući Odesu i Harkiv kao naredne moguće lokacije.
Ciljevi sastanka bili su ispunjeni. Potencijalnim zainteresovanim akterima je promovisana inauguracija LDA Dnjepropetrovsk zakazana za 18.maj, a takođe se sa njima razgovaralo ulozi ALD, razmenile su se ideje o tome kako da najbolje sarađuje sa lokalnim vlastima i civilnim društvom u regionalnom kontekstu, i identifikovale su se potrebe i prioriteti za početak rada ALD.

The Local Democracy Agency (LDA) Dnipropetrovsk introductory meeting took place on 6 March back-to-back with the youth event organised by the Congress of the Council of Europe within the framework of its project on “Strengthening the capacity of local authorities in Ukraine”.

ALDA, in collaboration with its partners, is planning to launch the LDA in Dnipropetrovsk on 18th May 2015 in line with the Europe Day celebrations. The current confirmed partners include the regions of Lower Silesia (Poland), Alsace (France), and the region of Dnipropetrovsk (Ukraine). The LDA is endorsed by the Congress of Local and Regional Authorities, by the UNDP ART initiative and CORLEAP (The Conference of the Regional and Local Authorities for the Eastern Partnership) of the Committee of the Regions (CoR).
The introctory meeting gathered young leaders from the Dnipropetrovsk city, the region and the neighbouring regions, and experts and civic activists from Kyiv, Odessa, Kharkiv, Lviv, and Rivne.
Mr Volodymyr Peregudov, Deputy Chairman of the Dnipropetrovsk Regional Council, welcomed the participants on behalf of Mr Yevgeny Udod, Chairman of the Dnipropetrovsk Regional Council, who was travelling to the partner region of Lower Silesia at that time. He confirmed the commitment of the local authorities to the LDA and its planned activities.
ALDA’s Secretary General, Ms Antonella Valmorbida, outlined the LDA concept stressing the role of both local and international partners, civil society organisations as well as that of the local authorities, in developing the activities of the LDA.
Her words were echoed in two presentations that followed. Mr Blazej Zajac, President of the Wroclaw-based Association for the East-West Mutual Understanding, spoke about the ongoing cooperation between Lower Silesia and Dnipropetrovsk, while Mr Jan Szebesczyk, Project Coordinator with the House of Meetings of Angelus Silesius in Wroclaw, stressed the role of youth exchanges in breaking the stereotypes, bringing youngsters together, leading to improved understanding between the neighbouring countries.
The participants could hear from the top experts, such as Mr Andrii Krupnik of the all-Ukrainian Association for Community Self-Organisation Assistance, on the available mechanisms of public participation in formulation and implementation of policies locally. Mr Oleksii Orlovsky, Director of the International Renaissance Foundation, discussed the challenges of ensuring participation in local democracy in view of the current legislation in Ukraine.
The presentation of Mr Dobrica Milovanovic, Member of the Congress of Local and Regional Authorities of the Council of Europe, focused on the LDA work in the Balkans accompanying the transition from the 1990s onwards. In his words, the Balkan LDAs represented a milestone of the communities for dialogue between civil society and local authorities. They were providing better conditions for developing local democracy and citizen participation by building their capacities, initiating cooperation and helping in finding partners for joint projects.
The afternoon session was an opportunity to discuss the various aspects of LDA Dnipropetrovsk practical work in smaller groups, in particular how, and through which means, to maximise its impact on the ground.
There was a lot of enthusiasm in the room and many expressions of interest and questions from the participants as to how they can be involved with LDA Dnipropetrovsk. Equally, the civil society representatives travelling from other regions were convinced that there is a need to set up LDAs in other cities in Ukraine, quoting Odessa and Kharkiv as the next possible locations.
The objectives of the meeting – in particular to make aware the potential stakeholders of the May 18th inauguration of the LDA Dnipropetrovsk but also to discuss with them the role of the LDA, exchange ideas on how to best cooperate with the local authorities and civil society in the regional context, and identify needs and priorities for the initial work of the LDA – were met.

Réunion préparatoire pour l’ouverture de l’Agence de la Démocratie Locale à Dnipopetrovsk: la première ADL Ukraine sera bientôt opérative!
Une réunion importante en vue de l’ouverture de l’Agence de la Démocratie Locale (ADL) à Dnipropetrovsk, en Ukraine, a eu lieu le 6 mars dernier, en stricte collaboration avec l’événement consacré aux jeunes organisé par le Congrès du Conseil d’Europe, à propos du projet “Strengthening the capacity of local authorities in Ukraine” (Renforcer la capacité des organismes locaux en Ukraine).

ALDA, en collaboration avec ses partenaires, a l’intention d’inaugurer l’ADL Dnipropetrovsk le 18 mai 2015, en même temps que les célébrations de l’ ‘Europe Day’. La liste des partenaires confirmés inclut avec les autres, la région de la Basse Slesia (Pologne), l’Alsace (France), et la Région de Dnipropetrovsk (Ukraine). L’ADL est soutenue par le Congrès des Pouvoirs Locaux et Régionaux du Conseil d’Europe, par l’Initiative ART du UNDP et par CORLEAP – la Conférence des Organismes Régionaux et locaux pour le Partenariat Oriental du Comité des Régions (CoR).
La réunion introductive a réuni les jeunes leaders de la ville de Dnipropetrovsk, représentants de la région et des régions voisines, experts et activistes civiques de Kiev, Odessa, Charvik, Leopoli e Rivne.
Volodymyr Peregudov, Vice Président du Conseil Régional de Dnipropetrovsk, a accueilli les participants au nom de Yevgeny Udod, Président du Conseil Régional de Dnipropetrovsk, qui se trouvait en voyage ces jours là dans la région partenaire de la Basse Slesia. Peregudov a confirmé l’engagement des organismes locaux par rapport à ADL et aux activités en programme.
La Secrétaire Générale d’ALDA, Antonella Valmorbida, a expliqué le concept et le rôle d’ADL, en soulignant l’importance non seulement des partenaires locaux et internationaux, mais aussi des organisations de la société civile et des organismes locaux, dans le développement des activités de l’ADL.
A son discours ont fait écho les deux présentations successives. Blazej Zajac, Président de l’Association for the East-West Mutual Understanding de la ville de Breslavia, a parlé de la coopération actuelle entre Bassa Slesia et Dnipropetrovsk, alors que Jan Szebesczyk, Coordinateur du projet avec l’House of Meetings of Angelus Silesius di Breslavia, a souligné l’importance des échanges de la jeunesse pour dépasser les stéréotypes, mobiliser les jeunes et pour améliorer la compréhension entre les pays voisins.
Les participants ont eu l’occasion d’assister aux présentations des experts Andrii Krupnik, de all-Ukrainian Association for Community Self-Organisation Assistance, qui a parlé des mécanismes existants pour la participation publique dans la formulation et l’implémentation des politiques locales. Oleksii Orlovsky, Directeur d’International Renaissance Foundation, a parlé plutôt des défis à affronter pour assurer la participation à la démocratie locale considérant la législation courante en Ukraine.
La présentation de Dobrica Milovanovic, membre du Congrès des Pouvoirs Locaux et Régionaux du Conseil d’Europe et aussi du Conseil Directif d’ALDA, s’est focalisée sur le travail effectué par les ADL des Balkans à partir des années ’90, pendant l’époque de la transition. Les ADL des Balkans, selon son opinion, représentent un évènement capital pour les communautés, surtout pour soutenir le dialogue entre société civile et organismes locaux. Elles ont été en mesure de créer les conditions pour le développement de la démocratie locale et de la participation des citoyens, en les aidant à développer leurs capacités, en commençant la coopération et en les aidant à trouver les partenaires pour des projets communs.
La section de l’après-midi a été consacrée aux groupes de discussion des différents aspects pratiques du travail de l’ADL, en particulier par rapport à comment et à travers quels moyens augmenter l’impact sur le territoire.
Grand enthousiasme des participants, qui ont exprimé leur intérêt et leur curiosité sur comment pouvoir être engagés directement dans les activités de l’ADL. En même temps, les représentants de la société civile provenant d’autres régions soutenaient la nécessité d’ouvrir d’ultérieures ADL dans d’autres villes d’Ukraine, parmi lesquelles Odessa et Charvik comme possibles options.
Les objectifs de la rencontre, informer les potentiels stakeholder de l’inauguration du 18 mai, mais aussi discuter du rôle de la future ADL, échanger des idées sur comment tirer parti au mieux de la coopération avec les organismes locaux et la société civile de la région, et identifier les besoins et les priorités de la nouvelle ADL, ont pleinement été atteints.

Un’importante riunione in vista dell’apertura dell’Agenzia della Democrazia Locale (ADL) a Dnipropetrovsk, in Ucraina, si è tenuta lo scorso 6 marzo, in stretta collaborazione con l’evento dedicato ai giovani organizzato dal Congresso del Consiglio d’Europa, nell’ambito del progetto “Strengthening the capacity of local authorities in Ukraine” (Rafforzare la capacità degli enti locali in Ucraina)

ALDA, in collaborazione con i suoi partner, ha intenzione di inaugurare l’ADL Dnipropetrovsk il 18 maggio 2015, in linea con le celebrazioni dello ‘Europe Day’. La lista dei partner confermati include tra gli altri la regione della Bassa Slesia (Polonia), l’Alsazia (Francia), e la Regione di Dnipropetrovsk (Ucraina). Alle sue parole hanno fatto eco le due presentazioni successive. I partecipanti hanno avuto l’occasione di assistere alle presentazioni di esperti quali Andrii Krupnik, di all-Ukrainian Association for Community Self-Organisation Assistance, che ha parlato dei meccanismi esistenti per la partecipazione pubblica nella formulazione e implementazione delle politiche locali. Oleksii Orlovsky, Direttore di International Renaissance Foundation, ha discusso invece delle sfide da affrontare per assicurare la partecipazione alla democrazia locale considerata, la legislazione corrente in Ucraina.
La presentazione di Dobrica Milovanovic, membro del Congresso dei Poteri Locali e Regionali del Consiglio d’Europa oltre che del Consiglio Direttivo di ALDA, si è focalizzata sul lavoro svolto dalle ADL dei Balcani a partire dagli anni ’90, durante l’epoca della transizione. Le ADL dei Balcani, secondo la sua opinione, rappresentano una pietra miliare per le comunità, soprattutto nel sostenere il dialogo tra società civile ed enti locali. Sono state in grado di creare le condizioni per lo sviluppo della democrazia locale e della partecipazione dei cittadini, aiutandoli a sviluppare le loro capacità, iniziando la cooperazione ed aiutandoli ad individuare i parter per progetti congiunti.
La sessione pomeridiana è stata dedicata a gruppi di discussione dei diversi aspetti pratici del lavoro dell’ADL, in particolare riguardo a come e attraverso quali mezzi massimizzare l’impatto sul territorio.
Grande entusiasmo dei partecipanti, che hanno espresso il loro interesse e la loro curiosità su come poter essere coinvolti direttamente nelle attività dell’ADL. Allo stesso tempo, i rappresentanti della società civile provenienti da altre regioni sostenevano la necessità di aprire ulteriori ADL in altre città dell’Ucraina, tra le quali Odessa e Charvik come possibili opzioni.
Gli obiettivi dell’incontro, vale a dire informare i potenziali stakeholder dell’inaugurazione del 18 maggio, ma anche discutere del ruolo della futura ADL, scambiare idee su come trarre il meglio dalla cooperazione con gli enti locali e la società civile della regione, e identificare i bisogni e le priorità della nuova ADL, sono quindi stati pienamente raggiunti.

Подготовительное заседание по открытию Агентства местной демократии в Днепропетровске: первое украинское ADL скоро приступит к работе!
Важное мероприятие в преддверии открытия Агентства местной демократии (ADL) в Днепропетровске, Украине, прошло 6 марта в тесной связи с мероприятием, посвященным молодежи и организованным Конгрессом Совета Европы в рамках проекта “Strengthening the capacity of local authorities in Ukraine” (Укреплять способности местных организаций в Украине).

ALDA, при сотрудничестве своих партнеров, намеревается провести торжественное открытие ADL Днепропетровск 18 мая 2015 года, одновременно с празднованием ‘Europe Day’. В список партнеров, давших свое подтверждение, включены также и регион Нижняя Силезия (Польша), Эльзас (Франция) и Днепропетровская область (Украина). ADL поддерживается Конгрессом местных и региональных властей Совета Европы, инициативой АРТ ПРООН и CORLEAP – Конференцией региональных иместныхоргановвластистранВосточного партнерства Комитета Регионов (CoR).
На вступительном заседании собрались молодежные лидеры города Днепропетровска, представители области и близлежащих областей, эксперты и гражданские активисты из Киева, Харькова, Львова и Ровно.
Владимир Перегудов, заместитель председателя Днепропетровского областного совета, встретил участников от имени Евгения Удода, председателя Днепропетровского областного совета, в эти дни находящегося с поездкой в дружественном регионе Нижняя Силезия. Перегудов подтвердил обязательства местных органов в отношении ADL и запланированных мероприятий.
Генеральный секретарь ALDA Антонелла Вальморбида разъяснила концепцию и роль ADL, подчеркнув важность в развитии деятельности ADL не только местных и международных партнеров, но и организаций гражданского общества и местных организаций.
Ее слова подтвердили два следующих выступления. Блажей Заяч, председатель Association for the East-West Mutual Understanding города Вроцлава, говорил о сотрудничестве между Нижней Силезией и Днепропетровском, в то время как Ян Сцебежик, координатор проекта с House of Meetings of Angelus Silesius Вроцлава, подчеркнул важность молодежных обменов для борьбы со стереотипами, мобилизации молодежи и улучшения взаимопонимания между странами-соседями.
Участники получили возможность присутствовать на презентациях таких экспертов, как Андрей Крупник, председатель Всеукраинской ассоциации содействия самоорганизации населения, который говорил о существующих механизмах общественного участия в формулировании и осуществлении местной политики. А Олексий Орловский, руководитель International Renaissance Foundation, обсудил те трудности, которые нужно преодолеть, чтобы гарантировать участие в процессе местной демократии, принимая во внимание действующее законодательство в Украине.
Презентация Добрыцы Миловановича, члена Конгресса местных и региональных властей Совета Европы, а также руководящего совета ALDA, сконцентрировалась на работе, проведенной ADL Балкан начиная с 90-х годов, во время переходного периода. По его мнению, ADL Балкан представляют собой важную веху для сообщества, особенно в том, что касается поддержания диалога между гражданским обществом и местными органами. Они смогли создать условия для развития местной демократии и участия граждан, помогая им развивать их способности, инициируя сотрудничество и помогая находить партнеров для совместных проектов.
Послеобеденное заседание было посвящено дискуссионным группам по различным вопросам практической деятельности ADL, в частности, как, и посредством каких средств максимизировать воздействие на территорию.
Большой энтузиазм участников, которые выразили заинтересованность в том, как быть напрямую вовлеченными в деятельность ADL. В то же время, представители гражданского общества из других областей заявляли о необходимости открытия ADL и в других городах Украины, среди которых в качестве возможных вариантов были названы Одесса и Харьков.
Цель встречи состояла в том, чтобы информировать потенциальных участников о торжественном открытии 18 мая, а также, чтобы обсудить роль будущей ADL, обменяться идеями о том, как наилучшим образом сотрудничать с местными органами и гражданским обществом области и определить нужды и приоритеты нового ADL, что было полностью достигнуто.

Uvodni sastanak ALD Dnjepropetrovsk: uskoro će biti otvorena prva ukrajinska ALD
Uvodni sastanak Agencije lokalne demokratije (ALD) Dnjepropetrovsk održan je 6. septembra uporedno sa omladinskim događajem organizovanim od strane Kongresa Saveta Evrope u okviru projekta “Jačanje kapaciteta lokalnih vlasti u Ukrajini”.
ALDA, u saradnji sa svojim partnerima, planira da otvori ALD u Dnjepropetrovsku, 18. maja 2015. godine u okviru proslave Dana Evrope. Dosadašnji potvrđeni partneri su region Donja Šlezija (Poljska), Alzas (Francuska), kao i region Dnjepropetrovsk (Ukrajina). ALD je podržana od strane Kongresa lokalnih i regionalnih vlasti, inicijative UNDP- ART i CORLEAP (Konferencije regionalnih i lokalnih vlasti za Istočno partnerstvo) Komiteta regiona (CoR).
Uvodni sastanak je okupio mlade lidere iz grada Dnjepropetrovsk, ali iz regiona i susednih oblasti, kao i eksperte i građanske aktiviste iz Kijeva, Odese, Harkova, Lavova i Rivne.
Volodimir Peregudov, zamenik predsednika Dnjepropetrovsk Regionalnog saveta, pozdravio je učesnike u ime Jevgenija Udoda, predsednika, koji je u to vreme bio u poseti partnerskoj regiji Donje Šlezije. On je potvrdio posvećenost lokalnih vlasti ALDu i planiranim aktivnostima.
Generalni sekretar ALDA, Antonella Valmorbida, istakla je concept ALD naglašavajući ulogu lokalnih i međunarodnih partnera, organizacija civilnog društva, kao i lokalnih vlasti u razvijanju aktivnosti ALD.
Blazej Zajac, predsednik Udruženja za međusobno razumevanje Istoka i Zapada sa sedištem u Vroclavu, govorio je o saradnji između Donje Šlezije i Dnjepropetrovska, dok je Jan Szebesczik , koordinator projekata pri Domu susreta Angelus Silesius iz Vroclava, naglasio je ulogu omladinskih razmena u razbijanju stereotipa, upoznavanju mladih, koje dovodi do boljeg razumevanja između susednih zemalja.
Učesnici su mogli čuti izlaganja od vrhunskih stručnjaka, kao što su Andrii Krupnik iz ukrajinskog Udruženja za samo-organizovanje zajednice, o raspoloživim mehanizmima za učešće javnosti u formulisanju i sprovođenju politike na lokalnom nivou. Oleksii Orlovski, direktor Međunarodne renesansne fondacije, govorio je o izazovima obezbeđivanja učešća u lokalnoj demokratiji u pogledu postojećeg zakonodavstva u Ukrajini.
Dobrica Milovanović, član Kongresa lokalnih i regionalnih vlasti Saveta Evrope, prezentovao je rad ALD na Balkanu prateći period tranzicije iz 1990-ih na ovamo. Prema njegovim rečima, balkanske Agencije lokalne demokratije predstavljaju prekretnicu u dijalogu između civilnog društva i lokalnih vlasti. One obezbeđuju bolje uslove za razvoj lokalne demokratije i učešće građana izgradnjom njihovih kapaciteta, iniciranjem saradnje i pomoći u pronalaženju partnera za zajedničke projekte.
Popodnevna sesija je bila prilika za razgovor u manjim grupama o različitim praktičnim aspektima ALD Dnjepropetrovsk, naročito kako, i na koje načine, da maksimizira svoj uticaj na terenu.
Učesnici su bili veoma motivisani i puni entuzijazma, koji su izrazali svoju zainteresovanost kroz veliki broj pitanja o tome kako mogu biti uključeni u rad ALD Dnjepropetrovsk. Pored toga, predstavnici civilnog društva koji su došli iz drugih regiona bili su ubeđeni da postoji potreba za uspostavljanjem agencija i u drugim gradovima u Ukrajini, predlažući Odesu i Harkiv kao naredne moguće lokacije.
Ciljevi sastanka bili su ispunjeni. Potencijalnim zainteresovanim akterima je promovisana inauguracija LDA Dnjepropetrovsk zakazana za 18.maj, a takođe se sa njima razgovaralo ulozi ALD, razmenile su se ideje o tome kako da najbolje sarađuje sa lokalnim vlastima i civilnim društvom u regionalnom kontekstu, i identifikovale su se potrebe i prioriteti za početak rada ALD.

Another step towards the LDA Tunisia, and ALDA activities of social responsibility in the country
The Communication officer of ALDA, Irene Zanetti, was in Tunis from 2 to 6 March 2015 in the framework of the association activities in the country.
The mission was yet another step for ALDA’s work to establish the future Local Democracy Agency Tunisia, which according to the plan will be opened in 2016. Meetings with key partners of the Association took place, especially with Mr. Moncef Ben Slimane, President of the network of CSO Lam Echaml, and with Mr. Imed Abdeljaoued, Director of the Civil Society Strengthening Programme (Programme d’Appui à la Société Civile – PASC Tunisie).
At the same time, the mission was part of ALDA’s social responsibility activities. ALDA Communication officer participated as an expert volunteer to two projects led by the American NGO Financial Service Volunteer Corps, aimed at building communication capacities for the Tunisian Ministry of Finance, and for two civil society organizations – the Tunisian Association of Public Auditors, and Transparency First. It goes without saying that the role of these stakeholders in the country is huge, and that transparency is a key pre-requisite for citizens trust and engagement.

Azeri youngsters on study visit in Macedonia
A group of young Azeri attended from 2nd to 6th of March 2015 in Macedonia a training on the issues of employment and social inclusion in the frame of the project YES TODAY! Youth Employment and Social Inclusion: Training and opportunities for Developing Azeri Youth, implemented by ALDA.

The purpose of this training was to enhance the knowledge of the young Azeri about youth unemployment, social and economic inclusion and local development through a multidisciplinary and multicultural approach. The methods and tools used helped the youngsters in gaining abilities to increase their personal employability and open various opportunities.
The young Azeri had the chance to visit the most relevant institutions and organisations present in Skopje, to learn about the opportunities offered for youth employment and to exchange positive practices and experiences.
The group visited the Agency for Employment and the State Agency for Youth and Sport of the Republic of Macedonia, where they had a presentation on the institutional frame of employment and youth policies. Moreover, they had an interesting exchange of practices with the UNDP office in Skopje, especially about the opportunities offered to start ups. They also had the chance to visit local organisations for young people.
The young Azeri presented their country, their culture and traditions, and offered a degustation of Azeri delights to the Macedonian peers.
The program of the study visit, at a later stage, focused on the personal skills of the participants through Project cycle management training, which aims at bolstering and strengthening the management and entrepreneurial abilities of the participants.
This study visit was the follow-up of the project FUNNY and part of the project YES TODAY! Youth Employment and Social Inclusion: Training and opportunities for Developing Azeri Youth, implemented by ALDA in partnership with SEGA, Coalition of Youth Organizations, and with the financial support of Waldesian Evangelical Church.

ALDA meets Italian MEP Brando Benifei: discussing about the challenges and opportunities of Europe.
ALDA staff are interviewing MEPs as well as other important stockholders at European level, to hear their views and positions on topics concerning local democracy, and citizen participation in the European Union. Aldo Xhani, Active Citizenship Project Manager, interviewed the new elected MEP Brando Benifei to discuss about the challenges that Europe is facing and opportunities it can offer.
According to MEP Brando Benifei, a general climate of mistrust is affecting Europe. In this sense, the greatest challenge in this moment is recovering the mutual trust not only among ruling class and civil society, but also among the countries of the European Union. Mutual solidarity and cohesion are essential in order to avoid the breaking up of Europe, which is perceived as a real danger. The European Union is not a real Union yet: governments and MEPs do have a fundamental role in building a real integration.
Another great challenge is to reconnect citizens to Europe, promoting their participation at the local level in order to build a common ideal of integration. Europe is often perceived as a distant concept, but at the same time, its decisions concretely influence citizens’ lives, often without people realizing it. The success of activities organised in the framework of Youth in Action and Erasmus + programmes are contributing to this growing feeling of integration and common sense of belonging to Europe, something which is very important in a period dominated by Euroscepticism.
Although Europe offers several opportunities, it has to improve the accessibility to these opportunities, broadening the number of individuals, authorities and associations that can have access to the European funds.
The interview was also the occasion to discuss about the five-year break from the European Union enlargement: actions fostering mutual dialogue and citizen participation among people coming from EU and Neighbourhood countries are essential to establish peace and cohesion also beyond European borders. In particular, international relations with Neighbouring countries are often limited to political and economic agreements, but it should include also exchanges among students, local authorities and civil society associations.
As MEP, Mr. Benifei’s priorities are: the improvement of social integration and union within the European Union, since there is gap between economic and fiscal integration and the convergence of social parameters among the different countries of the EU; the strengthening of Europe as an actor able to represent our interests and values across the world; and the direct commitment in social policies focusing on youth, people with disabilities and European digital agenda.

DECIDE - Testing process launched by the Union of Bulgarian Black Sea Local Authorities - UBBSLA
On 18th April 2015, the Union of Bulgarian Black Sea Local Authorities – UBBSLA – will launch the testing phase of the project DECIDE in Varna, Bulgaria. UBBSLA initiates the process to raise youg people’s awareness and to foster their active participation in the local community life in Varna. The aim is to educate and motivate young people, aged between 15-17, to demonstrate their understanding and ownership of the EU democratic life in a participatory approach.
The practice to be tested during the second stage of project implementation is the measure “Raise the awareness of young people on active civic participation”. The participants of the workshop will be youngsters representing high schools, youth organizations and other non-governmental organizations. They will meet and debate on the opportunities to which young people can participate in order to influence local democratic processes within the EU agenda.
A discussion platform is to be established to exchange ideas, practices and innovative solutions for young people facing with the local government. The outcomes of the workshop should fully contribute to the “Innowave” concept of Varna as awarded European Youth Capital 2017,which is to showcase youth policy making at the local level and to design new projects fostering young people’s commitment in the life of their city.

Legality, trust and social cohesion are not starting points but the outcome of good governance and citizen participation
Representatives and officials of local authorities are more and more suffering from intimidations: in this article we collected the answers of mayors of municipalities that are among the network of ALDA’s members.

An article by G. Baldessaro, published in the Italian newspaper La Repubblica on 2nd March 2015, reveals a shocking truth: around 8% of Italian municipalities, without no discrimination for dimensions and geographical position, suffers from acts of intimidation, concretely addressed to mayors and councillors.
According to the data presented, the phenomenon is constantly increasing: in 2013, the registered cases were 870, while in the first four moth period of 2014 the cases were 395. In the last 16 months the number of intimidations counts up to 1,265.
Although the situation is alarming, the European Association for Local Democracy – ALDA, with more than 15 years of experience in the field of citizen participation at the local level, wants to highlight some good examples identified during these years. ALDA is a membership-based organisation, gathering more than 170 members – including local authorities and NGOs coming from Italy, Europe and Neighboring countries. Constant collaboration with civil society and local authorities allows discovering the authenticity of relations, fostering mutual trust and good governance, and giving relevance to the values of democracy, participation, development and legality.
The puzzling report by La Repubblica made ALDA and its Italian member reflect on this issue, in particular with the mayors of municipalities that are among our members. The Mayor of Mesagne, in the province of Brindisi, and the Mayor of Thiene, Vicenza, underlined the importance of involving citizens and joining the European network for an effective local democracy.
Franco Scoditti, Mayor of the Municipality of Mesagne, affirmed: “ When the organised crime affected the historic, social and economic fabric of the territory, as the Sacra Corona Unita in Mesagne, the risk of intimidations is constant, although the bench and good sense struggled against it. In this sense, we, as municipal administrators, keep dealing effectively with goods seized to mafia, working on social cohesion and taking part to national and international networks, which are able to accelerate cultural regenerating processes and to foster the exchange of good practices that are necessary for a real and healthy development of the territory. We decided to join the network of ALDA for these reasons, in order to support citizens’ awareness that there are many experts working on that.”
“Although nowadays our territory seems to be free from the the organized crime, at the environmental and urbanistic level, we cannot be naïf regarding this issue”, declared Giovanni Battista Casarotto, Mayor of Thiene (Vicenza). “It is essential to make more transparent administrations, allowing citizens to participate directly to the activities of the local administration. Integrity is pursued through the internal regulations, such as the anti-corruption plan and the program for transparency, which are approved every year, and the regular update of the information on the municipality website, in a particular the section called “Transparent administration”. In addition, citizens can ask to publish information that is not present or updated in the website. The exchange of good practices is essential to educate the bureaucracy system and citizens the culture of legality, transparency and mutual collaboration, in particular to reach the European citizenship. In this context, ALDA represent the ideal interlocutor between different national and European municipalities, aiming to contrast those phenomena that threaten integrity and good governance”.
“The network and our members’ opinions on our work is really important to us” said Antonella Valmorbida, Secretary General of ALDA. “Our members and partners have to be satisfied of joint work and should perceive our collaborations as an added value. We live in a world where transparency is not common and where serenity is not always taken for granted. But we want to highlight those experiences and cooperation marked by authenticity and commitment of people working with passion. We hope to create stronger relations, marked by respect, cohesion and mutual trust.”
