Since the year 2000 SOLIDAR organises every year the Silver Rose Awards Ceremony in the European Parliament with the support of the Progressive Alliance of Socialists and Democrats. Launching conference LADDER project - 5 June 2015

The Launching Conference of LADDER will be held on 5 June and will be hosted by the Committee of the Regions in Brussels.

The Launching conference of LADDER project will be a very important occasion to discuss how to improve the promotion of Development Education at local level; how Local Authorities and CSOs are essential for Development Education and Raising awareness; how to efficiently act local, thinking global.
The event will host relevant representatives of Association of LAs, networks of Civil Society Organisations and experts on the field. Mr Lambertz, Vice-President of the Committee of the Regions will be representing the hosting Institution.
What LADDER project is about?
- One common EU-project (3 years) coordinated by ALDA
- 26 partners & 20 associates, coming from 18 EU and 17 non EU-countries
- One major challenge: Development Education and Awareness Raising (DEAR)
LADDER, a 3-year project co-funded by the EU, seeks to enhance the action of Local Authorities for Development Education and Raising Awareness in the EU & the European Neighborhood. Local Authorities, in cooperation with Civil Society, have a considerable multiplier capacity and become drivers for change.
The final beneficiaries of LADDER are ordinary citizens, enhancing their awareness on global issues (short term), promoting their engagement in global challenges & poverty eradication (mid term) & leading to a change of attitudes (long term).

La conférence de lancement du projet LADDER aura lieu le 5 juin auprès du Comité des Régions à Bruxelles.
La conférence est une occasion très importante pour discuter sur comment améliorer la promotion de l’éducation au développement au niveau local; comment les organismes locaux et les organisations de la société civile (CSO) résultent essentiels pour l’éducation au développement et à la sensibilisation du public; et comment faire pour agir efficacement au niveau local, à travers un raisonnement universel.
L’évènement accueillera parmi les participants représentants d’associations d’organismes locaux et des réseaux de la société civile experts sur la thématique. M. Lambertz, Vice-Président du Comité des Régions, représentera l’organisme accueillant.

Les organismes locaux, en coopération avec la société civile, ont en effet la capacité de devenir des multiplicateurs et de conduire le changement dans les communautés impliquées.
Les bénéficiaires finals du projet sont les citoyens, qui seront bientôt sensibilisés sur le thème, pour après être stimulés à agir dans les défis globaux et dans la lutte à la pauvreté à moyen terme, tout en pointant sur un changement d`attitude à long terme.

LADDER è un progetto di tre anni finanziato dalla UE, che mira ad aumentare l’azione degli enti locali nell’educazione allo sviluppo all’interno dell’Unione Europea e del Vicinato. Gli enti locali, in cooperazione con la società civile, hanno infatti la capacità di diventare moltiplicatori e guidare il cambiamento nelle comunità coinvolte.
I beneficiari finali del progetto sono i cittadini, che nel breve termine verranno sensibilizzati sul tema, per poi essere stimolati ad agire nelle sfide globali e nella lotta alla povertà nel medio termine, e puntando a un cambio attitudinale nel lungo periodo.

LADDER это трехлетний проект, финансируемый ЕС, который стремится повысить воздействие местных органов на образование в интересах развития внутри Европейского Союза и стран соседства. При сотрудничестве с гражданским обществом местные органы способны стать катализаторами и руководить переменами в вовлеченных в этот процесс сообществах.
Конечными адресатами проекта являются граждане, с которыми в короткие сроки будет проведена работа по сенсибилизации по данной теме. Дальнейшая цель состоит в стимулировании действовать в сложных условиях, в борьбе с бедностью (в качестве промежуточной цели) и стремлению к изменениям качественного характера (в качестве окончательной цели).

Otvarajuća konferencija projekta LADDER biće održana 5. juna, u Komitetu regiona u Briselu.
Biće to veoma važna prilika da se razgovara o tome kako poboljšati promociju obrazovanja za razvoj na lokalnom nivou; kako su lokalne vlasti i organizacije civilnog društva od suštinskog značaja za razvojnu edukaciju i podizanje svesti ; kako da efikasno delujemo lokalno, misleći globalno.
Manifestacija će ugostiti relevantne predstavnike udruženja lokalnih vlasti, mreža organizacija civilnog društva i eksperata sa terena. G. Lambertz, potpredsednik Komiteta regiona će predstavljati instituciju domaćina.

DECIDE – LDA Sisak and Town of Petrinja, Croatia, launched the testing phase

The Local Democracy Agency Sisak in cooperation with the Town of Petrinja (Croatia) initiated the process of designing Sisak Local Voluntary Policy.

The new policy is meant to strengthen the successful work of the Volunteer Centre Sisak which operates within the LDA Sisak’s program. Local network of 20 institutions and civil society organisations formed a working group and designed the policy which will be presented publically.
The public discussion will take place on 21 May 2015. It is one of the measures of democratic compact which was suggested for testing by the Bulgarian partners. The purpose of the public discussion is to present the draft of Sisak Local Voluntary Policy to citizens and to all interested local stakeholders in order to make public consensus on the policy before the submission to the Sisak Town Council with proposal for official adoption. The draft version of the policy is available to citizens on websites of LDA Sisak (www.Lda-sisak.hr) and Town of Sisak (www.sisak.hr).
The process of drafting the Sisak Local Voluntary Policy is contributed with the funds of Croatian Ministry of Social Policy and Youth and DECIDE project.

Italian stakeholders and a representative of ALDA discussed ECI revision

On 12th May, Aldo Xhani, Coordinator of ALDA Europe, participated in the meeting of the Italian Alliance for the European Year of Citizens, held in Rome, Italy, in order to launch the discussion on the process of possible revision concerning the implementation of Regulation No. 211/2011 on the European Citizens` Initiative (ECI).

ECI, an innovative tool introduced by the article 11 of the Treaty of Lisbon which came into force on 1st April 2012, gives citizens of the EU a unique opportunity to directly place their interests to the center of European policy-making by asking the European Commission to legislate on a matter of its competence. However, the instrument has shown severe limitations when it comes to its complicated procedure, low registration rate and insignificant real impact on European legislation.
The participants of the meeting discussed the Commission and the Ombudsman critical reports and also the draft report of the Committee on Constitutional Affairs and reform proposal presented by the Democracy International. Highlighted were particularly the issues of establishment and competencies of the Europe Direct Contact Centre; the need to provide more detailed guidelines on the interpretation of legal bases and more information on data protection obligations in each Member State; the European Economic and Social Committee’s proposal to provide free translations of ECI texts.

Objectives
The EU Project Development Course organised by ALDA provides participants with the necessary information and tools to take one`s first steps in the field of European Union project development, in relation with the new programming period 2014-2020. Thanks to the proposed course, participants will:
- Get to know the communitarian programmes;

The Local Democracy Dnipropetrovsk, Ukraine, is officially established! Paving the way to local democracy, dialogue, and participation

On 18 May 2015, the Local Democracy Dnipropetrovsk was officially inaugurated. The event was hosted by the Regional Council of the Dnipropetrovsk Region, and saw the participation of:
– Mr Evgeniy Udod, Chairman of the Dnipropetrovsk Regional Council of the Dnipropetrovsk Region;
– H.E. Mr Jan Tombinski, Ambassador, Head of the EU Delegation to Ukraine;
– Mr Detlef Wolter, Consul General of Germany in Donetsk, Ukraine;
– Ms Natalia Romanova, Representative of the Congress of Local and Regional Authorities of the Council of Europe;
– Mr Bartlomiej Ostrowski, Senior Expert, Jan Nowak-Jezioranski College of Eastern Europe
– Ms Paulina Haijanen, Representative of the Committee of the Regions/Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP);
– Mr Blazej Zajac, Association of East-West Understanding, Wroclaw, Poland;

ALDA was represented by its President Oriano Otočan, its Secretary General Antonella Valmorbida, EaP Coordinator Ela Horoszko, and EaP support Alena Damaronak. The opening followed two preparatory years of work, and is a milestone for ALDA and all partners involved, being the Agency the first set up in Ukraine.
The lead partner of the newly created LDA Dnipropetrovsk is the Region Lower Silesia, Poland. The international, mixed partnership supporting the Agency includes as partners:

The partners elected the Delegate who will lead the Agency, Ms Angelica Pilipenko, and the Deputy Delegate, Mr Kirill Batalov. On 19 May, the kick-off meeting will take place, in order to get the agency up and running, ready to support its activities through fundraising.
The mission of the Agency, the 14th in the network of ALDA, will be to promote dialogue and cooperation between local authorities and civil society in the region of Dnipropetrovsk, to build good governance and citizens’ engagement, completing the work of ALDA in the Eastern Partnership region (ALDA has opened an LDA in Armenia, Gyumri, and in Georgia, in Kutaisi, and operates in Belarus with projects. It is working to open an LDA in Moldova.
There is no need to highlight how crucial the Local Democracy Agency Dnipropetrovsk is, for the region, as well as for the whole country, especially in light of the conflict affecting Ukraine. We all hope that it will pave the way for local development, governance, and participation, and that it will be the first of several LDAs in the country!

Zvanično otvorena Agencija lokalne demokratije Dnjepropetrovsk, Ukrajina! Otvoren put do lokalne demokratije, dijaloga i učešća
Dana 18. maja 2015. godine, Agencija lokalne demokratije Dnjepropetrovsk zvanično je osnovana. Domaćin događaja je bio Regionalnoi savet Djnepropetrovsk regiona, a učestvovali su:

Misija Agencije, koja je 14. u mreži ALDA, biće da promoviše dijalog i saradnju između lokalnih vlasti i civilnog društva u regionu Dnjepropetrovsk, za izgradnju dobrog upravljanja i angažovanje građana, kao i podršku radu ALDA u regiji istočnog partnerstva (ALDA je otvorla ALD u Jermeniji, Gyumri; u Gruziji, u Kutaisi, i deluje u Belorusiji preko projekata. Radi se na otvaranju ALD u Moldaviji).
Nema potrebe da se istakne koliko je presudna Agencije lokalne demokratije Dnjepropetrovsk, kako za region, tako i za cijelu zemlju, posebno u svetlu sukoba u Ukrajini. Svi se nadamo da će otvoriti put za lokalni razvoj, upravljanje i učešće, kao i da će biti prva od nekoliko ALD u zemlji!

The partners elected the Delegate who will lead the Agency, Ms Angelica Pilipenko, and the Deputy Delegate, Mr Kirill Batalov. On 19 May, the kick-off meeting will take place, in order to get the agency up and running, ready to support its activities through fundraising.
The mission of the Agency, the 14th in the network of ALDA, will be to promote dialogue and cooperation between local authorities and civil society in the region of Dnipropetrovsk, to build good governance and citizens’ engagement, completing the work of ALDA in the Eastern Partnership region (ALDA has opened an LDA in Armenia, Gyumri, and in Georgia, in Kutaisi, and operates in Belarus with projects. It is working to open an LDA in Moldova.
There is no need to highlight how crucial the Local Democracy Agency Dnipropetrovsk is, for the region, as well as for the whole country, especially in light of the conflict affecting Ukraine. We all hope that it will pave the way for local development, governance, and participation, and that it will be the first of several LDAs in the country!

Ouverture officielle de l’Agence de la Démocratie Locale Dnipropetrovsk, Ukraine! Un grand pas pour la démocratie locale, le dialogue et la participation.
Le 18 mai 2015, l’Agence de la Démocratie Locale Dnipropetrovsk a été officiellement inaugurée.

L’ouverture de l’ADL est le résultat de deux années de travail, et représente une étape importante pour ALDA et pour tous les partenaires engagés, étant la première Agence établie en Ukraine.

La mission de l’Agence, 14° du réseau d’ALDA, sera de promouvoir le dialogue et la coopération entre les autorités locales et la société civile dans la région de Dnipropetrovsk, promouvoir la bonne governance et la participation des citoyens, être complémentaire au travail d’ALDA dans les régions du Partenariat Oriental (ALDA a ouvert une ADL en Arménie, à Gyumri, et en Géorgie, à Kutaisi, et opère avec quelques projets en Biélorussie. Elle est en plus en train de travailler pour ouvrir une ADL en Moldavie).
Il n’est pas nécessaire de souligner combien le rôle de l’Agence de la Démocratie Locale Dnipropetrovsk soit crucial, pour la région et pour le pays entier, surtout en concomitance du conflit qui en train et d’affliger l’Ukraine. Nous espérons tous, que sa présence puisse contribuer au développement local, à la bonne governance et à la participation, et qu’elle puisse être la première parmi d’autres ADL dans le pays!

18 мая 2015 года прошла официальная инаугурация Агентства местной демократии Днепропетровска. В мероприятии, которое принимал областной совет Днепропетровской области, приняли участие:

Миссия агентства, 14°-го в сети ALDA, будет заключаться в том, чтобы продвигать диалог и сотрудничество между местными властями и гражданским обществом Днепропетровской области, продвигать эффективное управление и участие граждан, работать с ALDA в регионах Восточного Партнерства (ALDA открыла АDL в Армении, в Гюмри, и в Грузии, в Кутаиси, и работает над некоторыми проектами в Беларуси. Zvanično otvorena Agencija lokalne demokratije Dnjepropetrovsk, Ukrajina! Otvoren put do lokalne demokratije, dijaloga i učešća
Dana 18. maja 2015. godine, Agencija lokalne demokratije Dnjepropetrovsk zvanično je osnovana. Domaćin događaja je bio Regionalnoi savet Djnepropetrovsk regiona, a učestvovali su:

Otvaranju je prethodilo dve godine priprema, i ono predstavlja prekretnicu za ALDA i sve uključene partnere, kako je Agencija prvi put osnovana u Ukrajini.
Vodeći partner novoformirane LDA Dnjepropetrovsk je region Donja Šlezija, Poljska. Međunarodno, mešovito partnerstvo koje podržava Agenciju obuhvata sledeće partnere:

Partneri su izabrali Angeliku Pilipenko za delegata koji će voditi Agenciju, i Kirilla Batalova za zamenika delegata. Dana 19. maja, održaće se inicijalni sastanak, kako bi agencija postal operativna, spremna da podrži svoje aktivnosti kroz različite projekte i akcije.
Misija Agencije, koja je 14. u mreži ALDA, biće da promoviše dijalog i saradnju između lokalnih vlasti i civilnog društva u regionu Dnjepropetrovsk, za izgradnju dobrog upravljanja i angažovanje građana, kao i podršku radu ALDA u regiji istočnog partnerstva (ALDA je otvorla ALD u Jermeniji, Gyumri; u Gruziji, u Kutaisi, i deluje u Belorusiji preko projekata. Radi se na otvaranju ALD u Moldaviji).
Nema potrebe da se istakne koliko je presudna Agencije lokalne demokratije Dnjepropetrovsk, kako za region, tako i za cijelu zemlju, posebno u svetlu sukoba u Ukrajini. Svi se nadamo da će otvoriti put za lokalni razvoj, upravljanje i učešće, kao i da će biti prva od nekoliko ALD u zemlji!

LDA Georgia on the road - Study visit in Strasbourg

Right after participating to ALDA General Assembly and 15th anniversary in Montenegro, the Director of the Local Democracy Agency Kutaisi – Georgia, Nino Tvaltvadze, took part in a study visit in Strasbourg.

From 11 to 13 May, Mrs Tvaltvadze participated into the visit together with Tamar Gvaramadze, Executive Director of the Georgian Young Lawyers` Association, and Irma Pavliashvili, GYLA expert on governance issues. GYLA is a partner of the Local Democracy Agency Georgia.
Strasbourg, lead partner of the agency, was the setting for several important meetings with the following stakeholders:
- Andreas Kiefer, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe
- Agnieszka Szklanna, Secretary to the Committee on Legal Affairs and Human Rights, Parliamentary Assembly of the Council of Europe

The statement is signed by Antonella Valmorbida, Secretary General of ALDA and Chair of the EPAN Working group of CONCORD.

Upcoming Opening of the Local Democracy Agency in Dnipropetrovsk – Ukraine
After two years of preparation, ALDA is ready to open – with the support of the partners – the Local Democracy Agency in Dnipropetrovsk (Ukraine). The event will take place on the 18th of May at the Regional Council. The LDA Dnipropetrovsk has the support of the Region Lower Silesia (Poland) and Region Alsace as well as the support of the Regional Council of Dnipropetrovsk. NGOs from Poland and from Ukraine will also be signatories of the Memorandum of Understanding launching the LDA.
The mission of the Agency, which will be the 14th of the network of ALDA, will be to promote dialogue and cooperation between local authorities and civil society in the region of Dnipropetrovsk, to build good governance and citizens’ engagement. It will represent the first LDA in Ukraine, completing the work of ALDA in the Eastern Partnership region (ALDA has opened an LDA in Armenia (Gyumri) and Georgia (Kutaisi) and operates in Belarus with projects. Предстоящее открытие Агентства Местной Демократии в Днепропетровске – Украина
После двух лет подготовительной работы, Ассоциация Агентств Местной Демократии (ААМД), при поддержке партнеров Региона Нижней Силезии (Польша) и региона Эльзас (Франция), готова к открытию Агентства Местной Демократии (АМД) в Днепропетровске. В рамках открытия АМД ожидается подписание Меморандума о Взаимопонимании между НКО из Польши и Украины. Само мероприятие состоится 18 Мая в Днепропетровском Областном Совете.
Миссия Агентства, 14-го в сети Ассоциации, будет заключаться в продвижении диалога и сотрудничества между органами местного самоуправления и гражданским обществом в Днепропетровской области, построении эффективного управления, а также стимулирования гражданской вовлеченности. Данное АМД станет первым агентством открытым в Украине, являясь в то же время кульминационным моментом в работе ААМД в регионе Восточного Партнерства (наряду с уже функционирующими АМД в Армении (Гуимри), Грузии (Кутаиси), а также работе ААМД в Беларуси над рядом проектов). Данное мероприятие станет ключевым моментом в рамках Европейской недели в Украине с последующей первой встречей партнеров по запуску деятельности агентства. Кроме того, в первой половине дня состоится встреча рабочей группы LADDER по странам Восточного партнерства.
After two years of preparation, ALDA is ready to open – with the support of the partners – the Local Democracy Agency in Dnipropetrovsk (Ukraine). The event will take place on the 18th of May at the Regional Council. The LDA Dnipropetrovsk has the support of the Region Lower Silesia (Poland) and Region Alsace as well as the support of the Regional Council of Dnipropetrovsk. NGOs from Poland and from Ukraine will also be signatories of the Memorandum of Understanding launching the LDA.
The mission of the Agency, which will be the 14th of the network of ALDA, will be to promote dialogue and cooperation between local authorities and civil society in the region of Dnipropetrovsk, to build good governance and citizens’ engagement. It will represent the first LDA in Ukraine, completing the work of ALDA in the Eastern Partnership region (ALDA has opened an LDA in Armenia (Gyumri) and Georgia (Kutaisi) and operates in Belarus with projects. The future step will be to strengthen the ALDA’s presence in Ukraine and open an LDA soon in Moldova. Please find more information here.
The opening and conference will be attended by:
- Ms Olena Lytvynenko, Deputy Head of Office, Representation of the Council of Europe in Ukraine;
- Mr Evgeniy Udod, Chairman of the Dnipropetrovsk Regional Council of the Dnipropetrovsk Region;
- Mr Cezary Przybylski, Marshall of the Lower Silesia Voivodship;
- H.E. Mr Jan Tombinski, Ambassador, Head of the EU Delegation to Ukraine;
- Mr Oriano Otočan, President of ALDA;
- Ms Natalia Romanova, Representative of the Congress of Local and Regional Authorities of the Council of Europe
- Ms Paulina Haijanen, Representative of the Committee of the Regions/Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP).

The event will be a key event within the European week in Ukraine. The morning will be dedicated to the meeting of the EaP LADDER group.
The event will be followed by the first partner meeting that will kick off the activities of the Agency.

Предстоящее открытие Агентства Местной Демократии в Днепропетровске – Украина
После двух лет подготовительной работы, Ассоциация Агентств Местной Демократии (ААМД), при поддержке партнеров Региона Нижней Силезии (Польша) и региона Эльзас (Франция), готова к открытию Агентства Местной Демократии (АМД) в Днепропетровске. В рамках открытия АМД ожидается подписание Меморандума о Взаимопонимании между НКО из Польши и Украины. Само мероприятие состоится 18 Мая в Днепропетровском Областном Совете.
Миссия Агентства, 14-го в сети Ассоциации, будет заключаться в продвижении диалога и сотрудничества между органами местного самоуправления и гражданским обществом в Днепропетровской области, построении эффективного управления, а также стимулирования гражданской вовлеченности. Данное АМД станет первым агентством открытым в Украине, являясь в то же время кульминационным моментом в работе ААМД в регионе Восточного Партнерства (наряду с уже функционирующими АМД в Армении (Гуимри), Грузии (Кутаиси), а также работе ААМД в Беларуси над рядом проектов). Speech by the Ambassador Mitja Drobnič, Head of the Delegation of the EU to Montenegro, at ALDA’s Conference “Capitalisation and relaunch”

On 9th May the Conference “Capitalisation and relaunch” took place in Podgorica, Montenegro, with the kind participation of Mr. Mitja Drobnič, Head of the Delegation of the EU to Montenegro.

It was a very important occasion to share with ALDA’s members, partners and associates the achievements gathered during 15 years of work on the field, and to discuss the step forwards to improve the cooperation between EU and its neighbourhood.
The Ambassador introduced his speech mentioning the 65th anniversary of the “Shuman Declaration”, that marked the beginning of the creation of Europe, and the 15th anniversary of ALDA, which works hard to achieve the same goal driven by the values of democracy and active participation.
He also underlined the importance of civil society organisations, that foster the cooperation between citizens and authorities, and the significance of programmes like “Europe for Citizens” that gives this great network the opportunity to be involved in building Europe through exchanges, debates, reflections, learning and many other activities.
The 50 key European organisations, thanks to the help, support and resources provided by the European Commission are now able to cooperate, having also developed a strong and efficient dialogue. ALDA is among them, contributing in particular in developing citizens’ understanding of the EU, its history and diversity, but also fostering citizenship and improving conditions for civic and democratic participation at local, national and European level.
ALDA is grateful to Mr. Mitja Drobnič for his kind participation to the Conference and for his relevant words, hoping to have more opportunities to strengthen the cooperation with Montenegro, which already hosts one of the LDAs.
