Le projet P.L.A.Y approuvé par la Commission européenne dans le cadre du programme Erasmus + est une initiative lancée par un partenariat regroupant 9 organisations de différents pays en Europe.
Le but du projet est de développer et améliorer le sens de la créativité et l`esprit d`entreprise des jeunes chômeurs à travers les arts et les sports.
Dans ce cadre, le partenariat organise du 1 au 9 juillet 2015 à Recoaro Terme (VI), en Italie le séminaire thématique « Partnership Building Seminar ». Les participants pourront familiariser avec la Stratégie Européenne de la Jeunesse lancée par la Commission Européenne, tout en partageant des méthodes d`éducation non-formelle basés sur les arts et les sports. Le but de l’activité est de créer une nouvelle stratégie pour l`initiation et l`entrepreneuriat au niveau local et européen « triple T: Talents, Traditions, Together » Le groupe cible de l’initiative sont les travailleurs de jeunesse, les formateurs, les animateurs de jeunesse et les chargés de projets.
Le séminaire recueillera 24 participants provenant de France, de Portugal, de Hongrie, de Turquie, d’Espagne, de Croatie, de Pologne et de Roumanie.
En tant que partenaire, ALDA est à la recherche de trois participants français ou résidants en France. Tous les candidats ci-dessous sont éligibles à participer:
– Au moins 18 ans sans limite d`âge!

Le projet T-Trust approuvé par la Commission européenne dans le cadre du programme Erasmus + est une initiative lancée par un partenariat regroupant 8 organisations de différents pays en Europe actives dans le domaine de l`inclusion sociale.
Le but du projet est de prévenir le décrochage scolaire au cours de la transition du Collège au Lycée.
L’activité principale du projet sera le séminaire thématique sur le décrochage scolaire qui aura lieu à Sandriago, en Italie du 23 au 27 juin. Le groupe cible de l’activité seront les éducateurs et les formateurs de la jeunesse qui travaillent avec les élèves des écoles intermédiaires. Le but du séminaire est de donner aux éducateurs les moyens d`interagir avec les différentes figures professionnelles, d`apprendre des nouvelles méthodologies et compétences éducatives et relationnelles des différentes cultures. T-Trust donnera aux participants une occasion pour débattre sur sujet des politiques sociales en faveur des jeunes, des méthodes de création des réseaux sociaux et d`accompagnement des jeunes dans le marché du travail.
Le séminaire recueillera 30 éducateurs venant de la France, l’Espagne, la Serbie, la Slovénie, la Bulgarie, le Monténégro, la Croatie et l’Italie.
En tant qu’organisation d’envoie, ALDA est à la recherche de trois éducateurs de la jeunesse français (citoyens ou résidants en France). Tous les candidats ci-dessous sont éligibles à participer:
– Au moins 18 ans sans limite d`âge!
– Profil des éducateurs : toutes les différentes figures professionnelles et non-professionnelles qui travaillent avec et en faveur des jeunes élèves tels que les animateurs, les éducateurs professionnels, les bénévoles et les travailleurs sociaux.
– Avoir une expérience de travail avec la jeunesse;
– Prêt/e à prendre part à l`ensemble du séminaire;
– Anglais de base
Les frais d’hébergement et toutes les dépenses liées au projet sont couverts directement par les organisateurs. Les frais de voyage sont couverts sur la base des coûts réels jusqu’à la limite de 180 € par participant.

BESPAT - steering committee in Perugia
On 13 May, representatives of ALDA took part in the second transnational meeting of the project BESPAT – Best European Policies, Analysis and Transference in PHS in Perugia, Italy. The general objective of the project is to identify and exchange good practices regarding the policies and actions in the sector of personal and household services as a way to define a Policies and Actions Proposal to encourage the efficiency of these services and to contribute through the creation of new jobs to the objectives of European 2020 Strategy.
ALDA, as one of the four implementing organisations, has involved its members and partners to the European wide process of collection good practices in PHS and still provides the opportunity to participate and be given visibility through the dissemination campaign. The good practices identified deal specially with productivity gains, the introduction of new technologies and the development of new work organisations. The project will define a Policies and Actions Proposal to be carried out by governments in order to improve the efficiency of the PHS Sector. The results of the research and analysis will be gathered in the publication PHS Research and Proposals Guide. The implementation phase is still ongoing. Organisations can give visibility to their practices PHS sector through this form.

ALDA supports Republic of Macedonia and calls for dialogue and stabilization
Today, Republic of Macedonia is mourning the death of eight police officers in clashes with an armed group in Kumanovo on 9th of May. Locals from Kumanovo, Albanians and Macedonians gathered to express that there is no interethnic conflict and nobody wants the crisis from 2001 repeated. As of now, the situation in Kumanovo is stabilized.

The Conference “Capitalisation and relaunch” and the Celebration of the 15th anniversary of ALDA took place on 9th May in Podgorica, Montenegro, following ALDA General Assembly.

The conference was a great occasion to share with our members, partners and associates some thought about the success achieved until now and the steps forward.
The conference, made up of two panels, was introduced by Mr. Oriano OTOČAN, President of ALDA, and Mr. Veselin GRBOVIC, Mayor of Niksic, which is the city hosting the LDA Montenegro.
The first panel was dedicated to the EU Enlargement, focusing on the last 15 years achievements of ALDA and the challenges ahead. Among the speakers: His Excellency Ambassador Mitja DROBNIC, Delegation of the EU to Montenegro; Ms. Snežana RADOVIC, Director General for European Affairs, Montenegrin Ministry of Foreign Affairs and European Integration; Mrs. Nada DROBNJAK, Member of the Parliamentary Committee for EU Integration, Parliament of Montenegro and Mrs. Barbara TOCE, Congress of Local and Regional Authorities of the Council of Europe.
The second panel focused on the theme of Decentralisation and the multi-stakeholder approach towards the Enlargement and Neighborhood of the EU. Among the speakers: Ms. Daliborka ULJAREVIC, Director NGO Center for Civic education, Montenegro; Mr. Dragan POPOVIC , Belgrade Policy Center Director; Mr. Sasa SCEKIC, Assistant to the General Secretary, Union of Municipalities of Montenegro; Mrs. Sanja BOJANIC, Team Leader/Programme Analyst, Democratic Governments & Economy and Environment, UNDP Montenegro; Ms. Paula RAUZAN, Director LDA Sisak/Operational Partner ALDA, Croatia; Mrs. Dzenana DEDIC, Director LDA Mostar, Bosnia and Herzegovina; Mrs. Najeh SOUKI, Executive Director, Lam Echaml, Tunisia; Mr. Oleksiy ORLOVSKY, Democratic practice Program Initiative Director International Renaissance Foundation, Ukraine.
The Conferences was closed by the certificate delivery for the new members of ALDA and the official reception for the 15th anniversary.

Gianfranco Martini Scholarship 2015 awarded to Dr Vedran Ðulabić, for his project research on local democracy in the Balkans
In the framework of ALDA General Assembly 2015, which took place on 9 May in Podgorica, Montenegro, the ceremony of award of the scholarship Gianfranco Martini was held.
The winner of the edition 2015 is Dr Vedran Ðulabić, PhD Assistant Professor at the Faculty of Law of the University of Zagreb. Dr Ðulabić research project is particularly interesting and relevant with the work of the association, by analyzing what the status of local democracy in the Western Balkans is, 25 years after.
This year, a number of applications were received, and ALDA Governing Board reviewed them assessing their relevance, potential, and usefulness.

On 8 May 2015, a meeting of the Governing Board of ALDA took place in Podgorica, Montenegro, in the framework of the Association General Assembly and related events.
The meeting was hosted in Podgorica City Hall, and the Mayor Mr Slavoljub Stijepović welcomed the participants. The collaboration between ALDA, who supports the Local Democracy in Nikšić, and the City of Podgorica will soon be enhanced with the membership of the city in the network of the association.
The members of ALDA Governing Board discussed the documents to be discussed and approved the following day by the members of the Association during the annual General Assembly, with a particular attention to the new Strategic Views, which will lead ALDA`s activities for the next three years.

Parliament of Montenegro opened its doors to Balkan youth
On the 8th of May, 2015, Podgorica celebrated the Day of Europe. This same day, a group of young people, part of the Balkan regional platform for youth participation and dialogue, got the opportunity to engage and promote youth participation and democracy in the National Parliament of Montenegro. The Parliament opened its doors in welcome of these young people who saluted the preparedness and openness of this important institution.
The young participants had a chance not only to visit the Parliament but also engage in debate with Members of the Parliament. The panel discussion was held with seven MPs: who presented their work to the youth and discussed on the topic “Youth in the process of EU Integration”. The young group had the opportunity not only to hear the professional political approach towards youth in their part of EU accession, but also to ask questions and share ideas.
“The youth are the main reason why the Balkans is moving towards EU, the youth have the power to build stronger paths” said Marija Maja Ćatović, MP and President of the committee for European Integration. The youngsters were particularly interested in the state of youth participation in Montenegro and the Region. The MPs were glad to answer “it is because of the young that we are working really hard to modernize democracy, you are the future of our countries” stated MP Catovic.
The youngsters particularly enjoyed the visit of the Parliament plenary room where the members of the Parliament hold their sessions. They were sitting in the places of the Members of the Parliament and were being presented the work of the Parliament and its history. The group even had a short unofficial meeting with the President of the Parliament. It was a great opportunity to talk about the work of the Parliament.
This event was part of a three-day study visit, followed by visits to NGOs, Europe Day performance and the General Assembly of ALDA. The event is part of the IPA Operational Grant project funded by the EU, through the programme Civil Society Facility – Operating Grants to IPA CSO Associations. The programme is coordinated by the Association of the Local Democracy Agencies together with 8 LDAs from 5 Balkan countries: Macedonia, Serbia, Montenegro, Bosnia and Herzegovina and Kosovo.

On 6th and 7th May, the 26 partners and 20 associates of LADDER – Local Authorities as Drivers for Development Education and Raising awareness – met in Podgorica, Montenegro, to work on the 1st Monitoring Session of the project, coordinated by Nikos Gamouras, ALDA project manager, with the kind support of Mrs Monica Dimitriu, INOVA + expert from Romania, which delivered some presentations and cured some activities and exercises with the participants. The Monitorin Session also included the sharing experiences with some participants of “Local Coalitions for Community Development” project, coordinated by Stanka Parac, SEE Regional Programmes Coordinator of ALDA.
On 8th May, the 1st meeting of the South Eastern Europe Working Group of LADDER held successfully. The meeting provided the opportunity to hold a first vis-à-vis meeting between the member organisations of this Geographical Path (SEE Path) of the project, exchange on the priorities and themes to focus on , to promote the role of LAs in DEAR policies, and to support the cooperation with CSOs. The work will be followed online while the next meeting of the Path is foreseen on the 5th of June in Brussels, within the official kick off of the project.
