Dnipropetrovsk welcomed the regional conference on Decentralization of Power in Ukraine

Monday, 15th June 2015, Dnipropetrovsk welcomed the regional conference on Decentralization of Power in Ukraine. The number of participants counted more than 250 people, representing both local citizen’s organizations and local authorities.

Anzhelika Pylypenko from the LDA of the Dnipropetrovsk Region made a presentation, where she indicated the main mission and purposes of the organization, offering space for cooperation. The Reform Office of the Dnipropetrovsk region showed interest in the offer, as well as many other local authorities and organizations. The conference gave an opportunity to exchange contacts among the participants.

EYES – 44 youth workers on the way to Vicenza

More than 40 youth workers form 15 different countries all across wider Europe are finalizing their preparation for the International training EYES (European Youth Environmental Sentinels) on citizen participation, health and environment which will kick-off next Sunday, 21 June in Vicenza (Italy). The initiative is organised by ALDA in partnership with ISBEM and other 18 organisations active in environmental protection and youth participation.

The project aims at putting the civic participation of young Europeans at the service of health and environment by offering young people from diverse backgrounds an opportunity to interact, share knowledge and debate.

The objective of the activity is to train 44 youth workers already involved in environmental activities to become “sentinels” and promote multiplying effect at local level. The outcomes will be the basis for the involvement of all 15 local communities and particularly youngsters, to tackle environmental violations affecting public health. Non-formal methodologies will be applied to foster debate and intercultural exchanges throughout the training.

Concluso con successo corso avanzato di europrogettazione a Villafranca, Verona

Si è concluso lunedi 10 giugno il corso avanzato in europrogettazione voluto e sponsorizzato dalla Fondazione CIS di Villafranca di Verona e interamente tenuto da ALDA. La formazione, della durata di 40 ore, ha affrontato le varie tappe del project cycle management, dall’idea progettuale alla gestione del progetto approvato, adottando un’impostazione laboratoriale e interattiva, che ha coinvolto i partecipanti in lavori di gruppo, simulazioni ed esercizi di volta in volta analizzati in classe. Sono stati illustrati elementi chiave per la presentazione di un progetto vincente, esempi concreti di problematiche e sfide che si affrontano nell’implementazione di un progetto. Inoltre, i partecipanti hanno potuto esaminare e valutare progetti realmente inviati (e già valutati) alla Commissione Europea.

L’esperienza pluriannuale di ALDA nella scrittura e gestione di progetti europei è stata condivisa con i corsisti e questo elemento pratico ha dato un valore aggiunto alla formazione.

Il corso è stato rivolto a 22 motivati partecipanti provenienti da background e interessi molto diversi. Questo fattore ha permesso di arricchire il corso di contenuti variegati e molteplici prospettive.

L’esperienza è stata molto positiva, soprattutto in prospettiva futura, dal momento che alcuni corsisti hanno deciso di portare avanti le idee di progetto formulate e di collaborare con ALDA o tra di loro. La migliore conclusione per questo nostro corso!

ALDA is present in various events on civil society in Brussels during this week

Representatives of ALDA are participating in various events on civil society and citizen participation which are taking place in Brussels during this week. On 15th June, Aldo Xhani attended the Civil Dialogue meeting where participants discussed the policy developments related to the Citizenship portfolio and the “Europe for Citizens” Programme.

This event was followed by the annual Civil Society Day on the 16th June. This year’s event, which held a title “Civil dialogue: a tool for better legislation in the general interest” aimed at laying down principles and guidelines for a permanent and structured civil dialogue at European level. The work of the conference was based on the Road Map that had been adopted at the NGO Forum in Riga in March 2015 and focused on how to implement it through specific actions.

ALDA also regularly follows the events on European Citizens’ Initiative and was present on the conference titled as “The European citizens’ initiative and the promise of participatory democracy” on the 16th June. The aim of the conference was to inform about ECI, analyze its weaknesses and place the instrument in the broader context of European participatory democracy and growing citizen expectations for more direct involvement in public policy, including via digital platforms.

15th anniversary of the South Eastern Europe Initiative of the Franco - German Youth Office

On 11 of June 2015 in Sarajevo, the Franco-German Youth Office (OFAJ) celebrated its fifteenth years of commitment in the Balkans.

The celebration gathered the French, German and Balkan partners that have participated in this initiative in the previous years. A regional conference for the partner organisation was organized on the topic: “Daring more dialogue…” with presentations and workshops in order to strengthen intercultural youth exchange programmes in the Western Balkans.

The initiative in South-Eastern Europe started in 2000 in order to reinforce the civil society organisations and to establish an intercultural dialogue between Youth in the Balkan countries.

Franco-German history often inspires and it’s a model for international understanding.

ALDA participates at the Eastern Partnership Civil Society Forum Working Group 1 conference in Brussels

Ela Horoszko, Eastern Partnership Project Manager and Coordinator, took part at the Eastern Partnership Civil Society Forum Working Group 1 conference on 9 June in Brussels on civil society contributions to human rights and the reform agenda.

The conference gathered all the members of the EaP CSF WG1 that participated at the last CSF meeting in Batumi in 2014. The representatives of a few EU NGOs with projects in the EaP countries were also present.

The speakers included a number of EU officials in charge of the EaP at the European Commission and the EEAS. It was a good opportunity to hear more from them on the follow-up to the Riga EaP summit last May but also to discuss the open consultation on the European Neighbourhood Policy revision.

ALDA chairs the sub-group on public administration reform that met following the official part of the conference. The sub-group discussed recent and upcoming initiatives in the run up to the next CSF in Kyiv in the autumn of 2015.

Ela Horoszko, Responsable projets et Coordinatrice pour le Partenariat Oriental, a participé à la conférence du Groupe de travail 1 du Forum de la Société Civile pour le Partenariat Oriental (CSF EaP) le 9 juin à Bruxelles, sur le thème de la contribution de la société civile en matière des droits humains et des réformes.
La conférence a réuni tous les membres du Groupe de travail 1 qui ont participé à la dernière rencontre du Forum, à Batumi (Georgia) en 2014. Les représentants de quelques NGO européennes qui ont des projets dans les pays du partenariat oriental étaient présents.

Parmi les speaker, différents représentants EU responsables du partenariat oriental auprès de la Commission Européenne et de l’EEAS. L’occasion a donc été importante pour suivre le follow-up du summit qui s’est tenu à Riga en mai, et en plus pour discuter sur la consultation ouverte su la révision de la Politique Européenne du Voisinage.

ALDA préside le sous-groupe sur la réforme de l’administration publique, qui s’est réuni à la suite de la conférence, pour discuter des initiatives récentes et prochaines en vue du prochain CSF à Kyiv, Ukraine, en automne 2015.

Ela Horoszko, Responsabile progetti e Coordinatrice per il Partenariato Orientale, ha partecipato alla conferenza del Gruppo di Lavoro 1 del Forum della Società Civile per il Partenariato Orientale (CSF EaP) il 9 giugno a Bruxelles, sul tema del contributo della società civile in materia di diritti umani e di riforme.
La conferenza ha riunito tutti i membri del Gruppo di lavoro 1 che hanno partecipato allo scorso incontro del Forum, a Batumi (Georgia) nel 2014. Erano presenti anche i rappresentanti di alcune NGO europee che hanno progetti nei paesi del partenariato orientale.

Tra gli speaker, diversi rappresentanti EU responsabili del partenariato orientale presso la Commissione Europea e l’EEAS. L’occasione è stata quindi importante per seguire il follow-up del summit tenutosi a Riga in maggio, oltre che per discutere la consultazione aperta sulla revisione della Politica Europea di Vicinato.

ALDA presiede il sotto-gruppo sulla riforma della pubblica amministrazione, che si è incontrato a seguito della conferenza, per discutere iniziative recenti e prossime in vista del prossimo CSF a Kyiv, Ucraina, nell’autunno 2015.

Эла Хорошко, ответственная за проекты и координатор по восточному партнерству, приняла участие в конференции рабочей группы 1 Форума гражданского общества Восточного партнерства (CSF EaP) 9 июня в Брюсселе по вкладу гражданского сообщества в вопросы реформ и прав человека.
На конференции собрались все члены Рабочей группы 1, которые приняли участие в предыдущей встрече форума в Батуми (Грузия) в 2014 году. Присутствовали и некоторые представители европейских НПО, которые имеют проекты в странах восточного партнерства.

Среди выступающих были различные представители ЕС ответственные за восточное партнерство в Европейской Комиссии и ЕСВД. Это стало важным продолжением саммита, прошедшего в мае в Риге, а также возможностью обсудить открытые консультации по вопросу пересмотра европейской политики соседства.

ALDA руководит подгруппой по реформе общественной администрации, которая собралась после конференции для того, чтобы обсудить недавние и будущие инициативы ввиду следующего CSF в Киеве, в Украине осенью 2015 года.

ALDA učestvuje na konferenciji radne grupe foruma civilnog društva Istočno partnerstvo u Briselu

Ela Horoszko, projektni menadžer i koordinator za Istočno partnerstvo, učestvovala je na konferenciji radne grupe foruma civilnog društva Istočno partnerstvo, 9.juna u Briselu, o doprinosima civilnog društva ljudskim pravima i programu reformi.

Konferencija je okupila sve članove EAP CSF RG1 koje su učestvovale na poslednjem sastanku u CSF Batumi 2014. Predstavnici nekoliko nevladinih organizacija sa EU projekatima u zemljama EAP su takođe bili prisutni.

Među govornicima su bili veliki broj zvaničnika EU koji su zaduženi za EAP u Evropskoj komisiji i Evropskoj službi za spoljne poslove. To je bila dobra prilika da se čuje više od njih, kao nastavak na EAP samit u Rigi maja prošle godine, ali i da se otvoreno razgovara o konsultacijama o reviziji Evropske politike susedstva.
ALDA predsedava podgrupom za reformu javne uprave koja se sastala nakon zvaničnog dela konferencije. Podgrupa je razmatrala nedavne i predstojeće inicijative uoči sledećeg CSF u Kijevu u jesen 2015. godine.

ALDA učestvuje na konferenciji radne grupe foruma civilnog društva Istočno partnerstvo u Briselu

Konferencija je okupila sve članove EAP CSF RG1 koje su učestvovale na poslednjem sastanku u CSF Batumi 2014. Predstavnici nekoliko nevladinih organizacija sa EU projekatima u zemljama EAP su takođe bili prisutni.

Među govornicima su bili veliki broj zvaničnika EU koji su zaduženi za EAP u Evropskoj komisiji i Evropskoj službi za spoljne poslove. To je bila dobra prilika da se čuje više od njih, kao nastavak na EAP samit u Rigi maja prošle godine, ali i da se otvoreno razgovara o konsultacijama o reviziji Evropske politike susedstva.
ALDA predsedava podgrupom za reformu javne uprave koja se sastala nakon zvaničnog dela konferencije. Podgrupa je razmatrala nedavne i predstojeće inicijative uoči sledećeg CSF u Kijevu u jesen 2015. godine.


"Tourism in Armenia and Cooperation" - workshop in Gyumri

To promote tourism perspectives in Armenia a workshop on “Tourism in Armenia and Cooperation” took place in Gyumri, on 11-12 June, 2015 at the initiative of Region Rhone-Alpes, France United Cities of France, Armenia Country Group, “Local Democracy Agency” foundation in Gyumri.

The workshop brought together local authorities, tourism operators, Rhone-Alpes region-Armenia cooperation partners, representatives from the French Embassy in Armenia to discuss the main priorities and problems in three thematic issues such as “Hiking and valorization of natural areas”, “Guesthouse development” and “ Tourism information and promotion”.

The seminar was officially opened by the head of external relations and programs of Gyumri municipality Armen Hovhannsiyan, who underlined the importance of tourism promotion for Gyumri as the city really has great potential that should be developed. Head of Tourism Department of the Ministry of Economics Mekhak Apresyan presented the difficulties in the sphere and the expectation from the seminar.

Ela Horoszko, Project Manager and Eastern Partnership Coordinator of European Association for Local Democracy attended the workshop and brought her contribution for the opening session.

As Rhone-Alpes region is implementing projects in Armenia since 2007, the seminar summarized the main directions and enabled the possibility how to proceed further. The responsible of cooperation with Armenia and Mediterranean countries Anna Fiorini Beriot from Region Rhone-Alpes stated: “It is clear for us that we will try to promote the development of local tourism working with the citizens of these areas”.

The second day of the seminar was followed by a technical work that summarized the results of 3 thematic workshops pointing out the main difficulties and solutions and for the further road mapping.

Region Rhone-Alpes is the lead partner of “Local Democracy Agency” foundation in Gyumri and the foundation took the responsibility for all organizational issues for the seminar. This initiative enabled the foundation to become visible among tourism stakeholders and establish further cooperation with communities in Armenia.

Séminaire “Tourisme en Arménie et Coopération” à Gyumri, Arménie

Le workshop “Tourisme en Arménie et Coopération” a été organisé à Gyumri du 11 au 12 juin 2015 pour promouvoir le potentiel touristique du pays, sur l’initiative de la Région française Rhône-Alpes, Cités Unies France, Arménie Country Group, et l’Agence de la Démocratie Locale de Gyumri.

L’évènement a regroupé des organismes locaux, opérateurs touristiques, les partenaires de la coopération entre la Région Rhône-Alpes et l’Arménie, représentants de l’Ambassade Française en Arménie, afin de parler des priorités et des problèmes sur trois priorités: “Randonnées et valorisation des aires naturelles”, “Développement des hotels” et “Promotion et information touristique”.

Le séminaire a été officiellement ouvert par le Responsable des Relations externes et des programmes de la Commune de Gyumri, Armen Hovhannsiyan, qui a souligné l’importance de la promotion touristique de la ville, qui a un grand potentiel à développer. Le Responsable du Département Touristique du Ministère pour l’Economie Mekhak Apresyan a présenté les difficultés et les attentes par rapport au séminaire.

Ela Horoszko, Coordinatrice pour le Partenariat Oriental d’ALDA, a participé en portant la contribution de l’Association durant la session introductive.

Puisque la Région Rhône-Alpes implémente des projets en Arménie depuis 2007, le séminaire a résumé les principaux axes de travail et les possibilités pour des développements futurs. La Responsable pour la Coopération avec l’Arménie et les Pays de la méditerranée Anna Fiorini Beriot, de la Région Rhône-Alpes, a commenté: “Il est clair que nous continueront a essayer de promouvoir le tourisme local, en travaillant avec les citoyens des aires engagées”.

La deuxième journée du séminaire a été consacrée sur le travail technique qui a résumé le résultat des 3 workshop thématiques en identifiant les principales difficultés et les solutions pour planifier les actions futures.

La Région Rhône-Alpes est le principal partenaire de l’Agence de la Démocratie Locale de Gyumri, qui a entièrement gérée l’organisation du séminaire. L’initiative a permis à l’ADL d’améliorer la propre visibilité entre les sujet qui opèrent dans le secteur touristique, et d’établir d’ultérieurs collaborations avec des communautés locales arméniennes.

Il workshop “Turismo in Armenia e Cooperazione” è stato organizzato a Gyumri in data 11-12 giugno 2015 per promuovere il potenziale turistico del paese, su iniziativa della Regione francese di Rhone-Alpes, Cités Unies France, Armenia Country Group, e l’Agenzia della Democrazia Locale di Gyumri.

L’evento ha raggruppato enti locali, operatori turistici, i partner della cooperazione tra la Regione di Rhone-Alpes e l’Armenia, rappresentanti dell’Ambasciata Francese in Armenia, al fine di discutere le priorità e i problemi su tre priorità: “Escursionismo e valorizzazione delle aree naturali”, “Sviluppo degli alberghi” e “Promozione e informazione turistica”.

Il seminario è stato aperto ufficialmente dal Responsabile delle Relazioni esterne e dei programmi del Comune di Gyumri, Armen Hovhannsiyan, che ha sottolineato l’importanza della promozione turistica della città, che ha un grande potenziale da sviluppare. Il Responsabile del Dipartimento Turistico del Ministero per l’Economia Mekhak Apresyan ha presentato le difficoltà e le aspettative in merito al seminario.

Ela Horoszko, Coordinatrice per il Partenariato Orientale di ALDA, ha partecipato portando il contributo dell’Associazione durante la sessione introduttiva.

Dato che la Regione di Rhone-Alpes implementa progetti in Armenia dal 2007, il seminario ha riassunto i principali assi di lavoro e le possibilità per sviluppi futuri. La Responsabile per la Cooperazione con l’Armenia e i Paesi mediterranei Anna Fiorini Beriot, della Regione di Rhone-Alpes, ha commentato: “E’ chiaro che continueremo a cercare di promuovere il turismo locale, lavorando con i cittadini delle aree coinvolte”.

La seconda giornata del seminario ha visto lavoro tecnico che ha riassunto il risultato dei 3 workshop tematici identificando le principali difficoltà e soluzioni per pianificare azioni future.

La Regione di Rhone-Alpes è il partner principale dell’Agenzia della Democrazia Locale di Gyumri, che ha interamente gestito l’organizzazione del seminario. L’iniziativa ha permesso all’ADL di migliorare la propria visibilità tra i soggetti che operano nel settore turistico, e di stabilire ulteriori collaborazioni con comunità locali armene.

Семинар “Туризм в Армении и сотрудничество” в Гюмри, Армения

Рабочая группа “Туризм в Армении и сотрудничество” была организована в Гюмри 11-12 июня 2015 года по инициативе французского Региона Рона-Альпы, Cités Unies France, Armenia Country Group, и Агентства местной демократии Гюмри с целью продвижения туристического потенциала страны.

Мероприятие объединило местные органы, туристические организации, партнеров по сотрудничеству между Регионом Рона-Альпы и Арменией, представителей Французского Посольства в Армении для обсуждения приоритетов и проблем по трем основным направлениям: “Экскурсионный туризм и повышение ценности природных зон”, “Развитие гостиниц” и “Продвижение и туристическая информация”.

Семинар официально открыл заведующий внешними связями и программами муниципалитета Гюмри, Армен Ованнисян, который подчеркнул важность стимулирования туризма в городе, у которого есть большой потенциал, и который необходимо развивать. Заведующий департамента по туризму Министерства экономики Мехак Апресян рассказал о возникающих трудностях и ожиданиях от семинара.

В мероприятии приняла участие Эла Хорошко, координатор по Восточному Партнерству ALDA, она выступила от Ассоциации во вступительной части семинара.

Поскольку Регион Рона-Альпы разрабатывает проекты в Армении с 2007 года, семинар подвёл основные итоги работы и возможности для будущего развития. Ответственная за сотрудничество с Арменией и Средиземноморскими странами Анна Фьорини Берио, из Региона Рона-Альпы, прокомментировала это следующим образом: “Ясно, что мы будем продолжать заниматься продвижением местного туризма, работая с гражданами вовлеченных территорий”.

Во второй день семинара проводилась техническая работа, которая подвела итоги 3 тематических рабочих групп и определила основные трудности и решения для того, чтобы планировать дальнейшие мероприятия.

Регион Рона-Альпы – основной партнер Агентства местной демократии Гюмри, который полностью руководил организацией семинара. Эта инициатива позволила ADL показать себя среди субъектов, действующих в туристическом секторе, и установить дальнейшее сотрудничество с местными армянскими сообществами.


“Turizam i saradnja u Jermeniji” – radionica u Gyumri

Radi promocije turističke perspektive u Jermeniji održana je radionicu u Gyumri, od 11-12 juna 2015. na temu “Turizam i saradnja u Jermeniji ” na inicijativu Regiona Rona-Alpi, Francuska, Ujedinjenih gradova Francuske, Jermeniji Country Grupe, fondacije Agencija lokalne demokratije u Gyumri.

Radionica je okupila lokalne vlasti, turističke operatere, partnere saradnje Rona-Alpi regije-Jermenije, predstavnika francuske ambasade u Jermeniji, koji su raspravljali o glavnim prioritetima i problemima u tri tematske oblasti kao što su “Planinarenje i valorizacija prirodnih područja”, ” Razvoj motela pansiona” i “promocija i informisanje o turizmu”.

Seminar je zvanično otvorio šef za spoljne poslove i programe opštine Gyumri Armen Hovhannsiyan, koji je naglasio značaj promocije turizma za Gyumri kao koji grad zaista ima veliki potencijal za razvoj. Šef Odeljenja za turizam u Ministarstvu ekonomije Mekhak Apresyan predstavila je poteškoće u ovoj oblasti kao i očekivanja od seminara.
Ela Horoszko, projektni menadžer i koordinator za Istočno partnerstvo Evropske asocijacije za lokalnu demokratiju, je prisustvovala radionici i dala svoj doprinos na početku sednice.
Kako Rona-Alpi region sprovodi projekte u Jermeniji od 2007. godine, seminar je predstavio pregled glavnih pravaca i mogućnost za nastavak saradnje. Ana Fiorini Beriot iz regiona Rona-Alpi, odgovorna za saradnju sa Jermenijom i mediteranskim zemljama, izjavila je da će nastojati da promovišu razvoj lokalnog turizma u radu sa građanima ovih područja.

Drugi dan seminara bio je propraćen radom koji je sumirao rezultate 3 tematske radionice koje su ukazale na glavne teškoće i rešenja kao i dalje pravce delovanja.

Regija Rona-Alpi je vodeći partner fondacije fondacije Agencije lokalne deokratije iz Gyumri, koja je bila glavna za organizaciju seminara. Ova inicijativa je omogućila da fondacija postane vidljiva među turističkim akterima i uspostavi dalju saradnju sa zajednicama u Jermeniji.

To promote tourism perspectives in Armenia a workshop on “Tourism in Armenia and Cooperation” took place in Gyumri, on 11-12 June, 2015 at the initiative of Region Rhone-Alpes, France United Cities of France, Armenia Country Group, “Local Democracy Agency” foundation in Gyumri.

The workshop brought together local authorities, tourism operators, Rhone-Alpes region-Armenia cooperation partners, representatives from the French Embassy in Armenia to discuss the main priorities and problems in three thematic issues such as “Hiking and valorization of natural areas”, “Guesthouse development” and “ Tourism information and promotion”.

The seminar was officially opened by the head of external relations and programs of Gyumri municipality Armen Hovhannsiyan, who underlined the importance of tourism promotion for Gyumri as the city really has great potential that should be developed. Head of Tourism Department of the Ministry of Economics Mekhak Apresyan presented the difficulties in the sphere and the expectation from the seminar.

Ela Horoszko, Project Manager and Eastern Partnership Coordinator of European Association for Local Democracy attended the workshop and brought her contribution for the opening session.

As Rhone-Alpes region is implementing projects in Armenia since 2007, the seminar summarized the main directions and enabled the possibility how to proceed further. The responsible of cooperation with Armenia and Mediterranean countries Anna Fiorini Beriot from Region Rhone-Alpes stated: “It is clear for us that we will try to promote the development of local tourism working with the citizens of these areas”.

The second day of the seminar was followed by a technical work that summarized the results of 3 thematic workshops pointing out the main difficulties and solutions and for the further road mapping.

Region Rhone-Alpes is the lead partner of “Local Democracy Agency” foundation in Gyumri and the foundation took the responsibility for all organizational issues for the seminar. This initiative enabled the foundation to become visible among tourism stakeholders and establish further cooperation with communities in Armenia.

Le Responsable du Département Touristique du Ministère pour l’Economie Mekhak Apresyan a présenté les difficultés et les attentes par rapport au séminaire.

La Responsable pour la Coopération avec l’Arménie et les Pays de la méditerranée Anna Fiorini Beriot, de la Région Rhône-Alpes, a commenté: “Il est clair que nous continueront a essayer de promouvoir le tourisme local, en travaillant avec les citoyens des aires engagées”.

La deuxième journée du séminaire a été consacrée sur le travail technique qui a résumé le résultat des 3 workshop thématiques en identifiant les principales difficultés et les solutions pour planifier les actions futures.

La Région Rhône-Alpes est le principal partenaire de l’Agence de la Démocratie Locale de Gyumri, qui a entièrement gérée l’organisation du séminaire. L’initiative a permis à l’ADL d’améliorer la propre visibilité entre les sujet qui opèrent dans le secteur touristique, et d’établir d’ultérieurs collaborations avec des communautés locales arméniennes.

Basic Training Course - European Civic Observer: Active Citizens for the Environment

ALDA is pleased to present the free training course “European Civic Observer” that will involve the province of Lecce (Italy).

The course is organized by C.S.V. Salento in collaboration with ISBEM – Euro-Mediterranean Biomedical Scientific Institute – implementer for Italy of the European project COHEIRS, coordinated by ALDA, which aims to create a European network of “civic observatories” to verify how the precautionary principle enshrined in the European Treaties is applied in the Member States.

The training course aims to provide volunteers in the province of Lecce with specific skills on these issues that allow them to become “sentinels for the environment” able to monitor the territory, to report any abuses, to propose solutions to the institutions, and to initiate in turn training actions aimed at all citizenship and in particular to young people.

The course includes a basic course and an advanced course that will be realized later. Overall, this course aims to train the first 200 “European Civic Observers” throughout the province of Lecce.

100 years ago, the genocide of the Armenians, to be remembered to protect minorities and diversity in the Europe of today and for tomorrow

At the end of the long reign of the Ottoman Empire – just a century ago –   Europe faced the conflict that would have affected a whole century, the world was witnessing first the persecution and then the genocide of the Armenians.

April 2015 was the month dedicated to remembrance and ALDA – the European Association for Local Democracy – wants to make the importance of this tragedy and the impact it had for the future of Europe.

The massacre  of a national minority, such as the Armenians, sadly set the ground for decades of conflicts and further massacres. In Europe of that time, just a few admitted what could not be hidden anymore – taking a stand on the issue.

Before the casus belli, in Sarajevo, which initiated the First World War, only few pacifists  clearly saw how deep  was the black hole in front of them. We could here only remember the famous and historical brave stand taken by Jean Jaurès at the French National Assembly: he was among of a very few group stating that “Armenians have to be saved” and, if not, all of us would have suffered the consequences in our souls and in this way we would have shaped our future. And that’s was what happened. Jean Jaurès was assassinated on 31st July 1914, the day before of the general mobilisation that  break out  the First World War.

Europe was marked by the tragedy of Armenians for not having acted and for having forgotten a people that had an important role in the European history. So they were mostly eliminated from their land, becoming people that mainly lived and live in the diaspora spread throughout the world. The State called nowadays Armenia represents just a small part of what the land inhabited by a majority of Armenians was before – which obviously included part of the modern Turkey, as well as Syria, and in particular in the area of Aleppo, sadly famous in these last days.

The conflict and the instability of Southern Caucasus, that sees the opposition between Armenia and Azerbaijan for the land of Nagorno Karaback, has also its roots in this history, which – through violence – laid the foundations for further conflicts.

This land, between Europe and Asia –  in the Soviet Union until 1990 – is a junction point that continuously vibrates. Furthermore it is located in a strategic area between the Black Sea and the Caspian Sea, the  ground of which is full of petrol. It is located south of Russia, being consequently included in that area influenced by the overall logic “with me or against me”. Challenges  are faced and happen at the same time and some of them are the results of those facts happened a century ago.

Today, a warning for us all – and in the ongoing construction of Europe – it’s represented by the necessity of being able  to admit  and valorise differences. Each minority has to be considered and respected, also knowing that one day we may be – as a minority – in a bigger group that points us as “the different”. Rights and respect of diversity is at the very root of the post-war European construction. Without this value, Europe would not have made progress, becoming what it is today. We must not succumb to the one minute information and therefore, accepting of having a short-term memory. We must remember and build a peaceful Europe with a common and shared future, based on the values of respect of human rights, minorities and differences.

ALDA works in Gyumri, in northern Armenia, supported by the Friuli Venezia-Giulia Region (Italy) and the Rhone-Alpes Region (France). Several associations from the Shirak Region (Northern Armenia) collaborate with us. Since 2011 we develop projects to support the local community with the European partnership.

And that’s was what happened. Jean Jaurès was assassinated on 31st July 1914, the day before of the general mobilisation that  break out  the First World War.

Europe was marked by the tragedy of Armenians for not having acted and for having forgotten a people that had an important role in the European history. So they were mostly eliminated from their land, becoming people that mainly lived and live in the diaspora spread throughout the world. The State called nowadays Armenia represents just a small part of what the land inhabited by a majority of Armenians was before – which obviously included part of the modern Turkey, as well as Syria, and in particular in the area of Aleppo, sadly famous in these last days.

The conflict and the instability of Southern Caucasus, that sees the opposition between Armenia and Azerbaijan for the land of Nagorno Karaback, has also its roots in this history, which – through violence – laid the foundations for further conflicts.

This land, between Europe and Asia –  in the Soviet Union until 1990 – is a junction point that continuously vibrates. Furthermore it is located in a strategic area between the Black Sea and the Caspian Sea, the  ground of which is full of petrol. It is located south of Russia, being consequently included in that area influenced by the overall logic “with me or against me”. Challenges  are faced and happen at the same time and some of them are the results of those facts happened a century ago.

Today, a warning for us all – and in the ongoing construction of Europe – it’s represented by the necessity of being able  to admit  and valorise differences. Each minority has to be considered and respected, also knowing that one day we may be – as a minority – in a bigger group that points us as “the different”. Rights and respect of diversity is at the very root of the post-war European construction. Without this value, Europe would not have made progress, becoming what it is today. We must not succumb to the one minute information and therefore, accepting of having a short-term memory. We must remember and build a peaceful Europe with a common and shared future, based on the values of respect of human rights, minorities and differences.
