ALDA at the Civil Society Days 2016, organised by the European Economic and Social Committee

On 31 May and 1st of June, Mattia Brazzale and Matteo Mirigliano, Assistants to ALDA Secretary General, attended to the Civil Society Days 2016 which took place in Brussels at the European Economic and Social Committee (EESC).

The event was articulated in 2 days of activities, discussions and workshops, and this year it focused on migration and on how Europe can be made more open and adapt to this phenomenon, to reach more integration and inclusion, finding the responses to the refugee crisis.

On 31 May, the meeting was divided in two sessions: in the morning the plenary session was opened by the words of the President of the EESC, Georges Dassis, and amongst the speakers there were Mrs Gesine Schwan, President of the Humboldt-Viadrina governance platform, Mrs Cécile Kyenge, Italian MEP and EP Rapporteur for the Report on the situation in the Mediterranean, Mrs Emmanuelle Grance, Head of Unit “Disability and Inclusion” for the European Commission, and Mr Conny Reuter, Co-President of the EESC Liason Group.

Mrs. Schwan stressed the need to grant more projects focusing on migration and integration issues at regional and local level, in order to better face to the refugee crisis.

Mrs. Kyenge agreed with this local perspective and underlined the importance of seeing persons as resources, giving to refugees the access to labour market and public services, as well as she stresses on the importance to make them aware about their rights and duties, and to avoid any form of excessive unconditioned aid.

In the afternoon, participants were divided in three workshops according to their interests, on themes like: education and youth, role of the CSOs in social integration and responses to the root causes of migration.

Active European Citizenship in the spotlight in Barcelona - ALDA in the frontline

On 31 May and 1 June 2016, the Europe for Citizens Civil Dialogue and the event entitled “European Citizenship in Challenging Times” took place in Barcelona (Spain) and our Secretary General, Antonella Valmorbida participated in these events, dedicated to Active European Citizenship.

“European citizenship in Challenging times” was organised by the European Observatory on Memories (EUROM), Fundació Solidaritat UB, Universitat de Barcelona and Ajuntament de Barcelona, with the support of the European Commission. Different stakeholders from the European Commission, universities, governmental and non-governmental organisations from all over Europe attended. ALDA’s Secretary General, Antonella Valmorbida moderated the panel session on how to consolidate the European Union achievements and strengthen the Union citizens’ rights.

The Civil Dialogue Meeting took place on 1 June, with different conferences and workshops which also showcased some of the top initiatives of the European Commission in the area of Citizenship and Civil Participation. Within the workshops, a dialogue addressing the contentious topic of migration and refugee crisis in the current context of rising populism and Euroscepticism was organised.

A joint statement on migration policies issued by ALDA, the European Movement International (EMI) and the Social Platform, was presented in this framework. Entitled “A European migration policy beyond the humanitarian aid perspective”, it provides comprehensive perspective on migration crisis, highlighting aspects that may not usually be included in the main discourse from the media. It argues that the policies on migration “must be able to allow current migrants to fully integrate in their communities so as to maximize the benefits of migration, both for host communities and the migrants themselves, always keeping in mind that integration is a two-way process”.

ALDA at the EMI Federal Assembly 2016

Mattia Brazzale, Assistant to the Secretary General, took part to the European Movement International (EMI) Federal Assembly 2016, which took place in The Hague, on Friday 27th May.

The meeting, chaired by EMI President, Mr Jo Leinen, and Mr Petros Fassoulas, EMI Secretary General, gathered together the representatives of the national associations of the European movement.
During the Federal Assembly, different topics were discussed, such as the Brexit, the policy paper on Enlargement, and the policy position on Schengen. Indeed Jo Leinen, affirms that we do not need to reduce Schengen and to put fences, but we should enlarge the Schengen area to all 28 Member States and to pre-accession countries as well.
The Federal assembly approved also the budget, the annual activity report 2015, and the membership fees.

Open call! ALDA is offering support for activities promoting good governance and citizen participation at the local level in Europe.

ALDA – the European Association for Local Democracy – continuously supports activities in the field of active European citizenship. In this perspective, ALDA will be supporting the organization and implementation of the selected activities within this field. The call is open for proposals for activities and events which will take place from 1 September to 31 December 2016.

The applications should be committed to the advancement of ALDA’s main goal, which is promoting good governance and citizen participation at the local level in Europe. Eligible activities must promote the active involvement of citizens on the most current issues on the EU agenda and contribute to an ever-integrated European Union.

The call is open to local authorities and civil society organizations; based in the following countries: Finland, Sweden, Norway, Denmark, Austria, the Netherlands, Hungary, Portugal, Czech Republic, Slovakia, Estonia, Lithuania, Latvia, Germany, Cyprus, Luxembourg, UK, Ireland, Iceland. Partnerships between civil society and local authorities will be preferred.

The deadline for applying is 9 September 2016.

L’ALDA – l’Association européenne pour la démocratie locale – soutien de façon constante les activités dans le domaine de la citoyenneté européenne active. Dans cette perspective, l’ALDA soutiendra l’organisation et la mise en œuvre des activités sélectionnées dans ce domaine. L’appel est ouvert pour les propositions d’activités et d’évènements qui auront lieu du 1er septembre au 31 décembre 2016.

Les candidatures doivent être reliées aux progrès des buts principaux de l’ALDA, qui sont de promouvoir la bonne gouvernance et la participation des citoyens au niveau local en Europe. Les activités éligibles doivent promouvoir l’implication active des citoyens dans les domaines actuels de l’agenda de l’UE, ainsi que contribuer à une Union européenne toujours plus intégrée.

In questa prospettiva, ALDA sosterrà l’organizzazione e l’implementazione delle attività selezionate in questo settore. Le proposte di attività ed eventi dovranno avere luogo tra il 1 settembre e il 31 dicembre 2016.

Le proposte dovranno essere in linea con l’obiettivo principale di ALDA, ossia la promozione della buona governance e della partecipazione dei cittadini a livello locale in Europa. Le attività eleggibili dovranno promuovere il coinvolgimento attivo dei cittadini sui temi attuali presenti in agenda UE e contribuire a una maggiore integrazione nell’Unione Europea.

Otvoren poziv! ALDA nudi podršku za aktivnosti koje promovišu dobro upravljanje i učešće građana na lokalnom nivou u Evropi.

ALDA – Evropska asocijacija za lokalnu demokratiju – kontinuirano podržava aktivnosti u oblasti aktivnog evropskog građanstva. U tom smislu, ALDA će podržavati organizaciju i realizaciju odabranih aktivnosti u okviru ove oblasti. Poziv je otvoren za predlog aktivnosti i događaja koji će se održati od 1. septembra do 31. decembra 2016.

Prijave treba da budu posvećene unapređenju osnovnog cilja ALDA, promociji dobrog upravljanja i učešća građana na lokalnom nivou u Evropi. Prihvatljive aktivnosti moraju promovisati aktivno učešće građana o aktuelnim pitanjima EU i doprineti većoj integraciji Evropske unije.

Otvoren poziv! ALDA nudi podršku za aktivnosti koje promovišu dobro upravljanje i učešće građana na lokalnom nivou u Evropi.

ALDA – Evropska asocijacija za lokalnu demokratiju – kontinuirano podržava aktivnosti u oblasti aktivnog evropskog građanstva. U tom smislu, ALDA će podržavati organizaciju i realizaciju odabranih aktivnosti u okviru ove oblasti. Poziv je otvoren za predlog aktivnosti i događaja koji će se održati od 1. septembra do 31. decembra 2016.

Prijave treba da budu posvećene unapređenju osnovnog cilja ALDA, promociji dobrog upravljanja i učešća građana na lokalnom nivou u Evropi. Prihvatljive aktivnosti moraju promovisati aktivno učešće građana o aktuelnim pitanjima EU i doprineti većoj integraciji Evropske unije.

Poziv je otvoren za lokalne vlasti i organizacije civilnog društva sa sedištem u sledećim zemljama: Finska, Švedska, Norveška, Danska, Austrija, Holandija, Mađarska, Portugal, Češka, Slovačka, Estonija, Litvanija, Letonija, Nemačka, Kipar, Luksemburg, Velika Britanija, Irska, Island. Partnerstva između OCD i lokalnih vlasti će imati prednost.
Rok za prijavu je 9. septembar 2016.

ما انفكت ألدا – الجمعية الأوروبية للديمقراطية المحلية – تدعم الأنشطة الخاصة بالمواطنة الأوروبية الفاعلة. ومن هذا المنظور, ستتولى ألدا دعم المنظمة وكذلك تنفيذ الأنشطة المبرمجة في هذا المجال. وهذه الدعوة مفتوحة لتلقي كافة الاقتراحات المقدمة حول الأنشطة والأحداث المبرمجة خلال الفترة المتراوحة بين غرة سبتمبر (أيلول) و31 ديسمبر (كانون الأول), 2016.
يجب أن تعكس الطلبات التزام الأطراف المعنية بالمساهمة في مساندة البرنامج الأساسي الذي تدعو إليه ألدا والذي يتمثل في تعزيز الحوكمة الرشيدة ومشاركة المواطن على المستوى المحلي في أوروبا. يجب أن تحث الأنشطة المؤهلة  على الإشراك الفاعل للمواطنين ودمجهم في المسائل الراهنة الملحة التي تتصدر أجندا الإتحاد الأوروبي وتساهم في المحافظة على اتحاد أوروبي مندمج ومتناغم على الدوام.
هذه الدعوة مفتوحة لكل السلطات المحلية ومنظمات المجتمع المدني المتمركزة في البلدان التالية: فنلندا والسويد والنرويج والدنمرك والنمسا وهولندا والمجر والبرتغال وجمهورية التشيك وسلوفاكيا و استونيا وليتوانيا ولاتفيا وألمانيا وقبرص ولوكسمبورغ والمملكة المتحدة وأيرلندا وأيسلندا. ستمنح الأفضلية للشراكة بين منظمات المجتمع المدني والسلطات المحلية.

Transitional Justice: Non-formal education on dealing with the past and first Regional Skype Panel of 8 LDAs

On Monday 23 May 2016, the Stand Hub! took place at the Youth Centre, Pejë, Kosovo, in the framework of the project Balkan Regional Platform for Youth Participation and Dialogue.

In the framework of the “Youth Taking Over Day”, activity from the project Balkan Regional Platform for Youth Participation and Dialogue, the Local Democracy Agency Kosovo and the lead partner Associazione Trentino con i Balcani organized this useful workshop, focusing on these topics that are of great importance for the country, and for the other countries of the former Yugoslavia. The activities were done in cooperation with the Humanitarian Law Centre of Kosovo and based on their project of the non-formal education focusing on dealing with the past.

HLC Kosovo (Humanitarian Law Centre in Kosovo) is working since 2011 throughout Kosovo to reach high school and university students and to inform them about Transitional Justice mechanisms. The overall goal of the project is to include the TJ education as part of the official high school curricula. In addition to the official education institutions, HLC Kosovo also works with NGOs that work on dealing with the past and youth organizations.

It is important to keep the Kosovo’s public, especially secondary school students, aware and active on understanding transitional justice principles, and in addition, promoting the importance of the implementation of transitional justice mechanisms such as: criminal prosecutions, reparations, institutional reforms and truth commissions.

Based on the activity on transitional justice and dealing with the past, that LDA Kosovo and the Humanitarian Law Centre in Kosovo organised the Stand Hub!, held in the Youth Centre of Peja. During the event, the activity called: Regional Skype panels took place, including the 8 Local Youth Advisory Groups (LYAG), and more than 80 participants, responding to an objective from The Youth Platform.

The aim of this activity is to enable more structures and more frequent direct exchanges of opinions and contacts between youngsters from the region, with a more prominent role given to eight Local Youth Advisory Groups. Furthermore, the implementation of this activity aims to increase opportunities for additional inclusion of youngsters with fewer opportunities in regional activities, since it is open for all the interested young people from the participating communities.

These panels enable discussion, exchange of practices and comparative cross-cultural views on selected common topics relevant for youth in the region. Particular attention is put the topics related to the most vulnerable youth, while one of the topics will be connected with the theme of the European Year 2016. Each panel was filmed and will be uploaded on the website of the Regioonal Platform in order to inform a wider public as well.

International Day of Museums - Project CHOICE in the spotlight as an innovative model for cultural heritage preservation

On 18 May, the world celebrated International Day of Museums. Together with ICOM – partner of the project CHOICE – ALDA attended its celebration in Chisinau, Moldova, where some of the project activities are taking place.

Expressing his gratitude to museum workers and openly talking about the problems cultural heritage sector faces, the Vice-minister of culture – Mr Georghe Postica – has stressed the importance of decentralized approach on the issue, providing greater autonomy and resources to Local Municipalities which they can further employ for heritage revitalization and cultural development.

In this regard, The Vice-minister particularly referred to the project CHOICE as a successful model for civil society mobilization and valorization of cultural heritage through bottom up approach, which through the sub-granting schemes and capacity building activities provide local CSOs with opportunity to implement their own projects and contribute to cultural heritage revitalization and local development.

Journée internationale des musées – le projet CHOICE mis en avant en tant que modèle innovant pour la préservation du patrimoine culturel

Le 18 mai, le monde entier a célébré le Journée internationale des musées. Ensemble avec ICOM -partenaire du projet CHOICE – l’ALDA a participé à sa célébration à Chisinau, en Moldavie, où quelques activités du projet se sont déroulées.

En exprimant sa gratitude aux employés du musée et en parlant ouvertement des problèmes auxquels fait face le secteur du patrimoine culturel, le Vice-ministre de la Culture – M. Georghe Postica – a mis en avant l’importance d’une approche décentralisée sur cette question, en offrant une plus grande autonomie et plus de ressources aux Municipalités locales pour la revitalisation et le développement culturel.

A cet égard, le Vice-ministre a fait particulièrement référence au projet CHOICE en tant que modèle réussi pour la mobilisation de la société civile et la valorisation du patrimoine culturel à travers une approche citoyenne (bottom-up). A travers les schémas de subvention et des activités de renforcement des capacités, cette approche offre des opportunités aux organisations locales de la société civile de mettre en œuvre leurs projets et de contribuer à la revitalisation et au développement culturel.

Giornata Internazionale dei Musei – Il progetto CHOICE come esempio di modello innovativo per la conservazione del patrimonio culturale

Il 18 maggio il mondo ha festeggiato la Giornata Internazionale dei Musei. Assieme ad ICOM, partner del progetto CHOICE, ALDA ha preso parte alla sua celebrazione a Chisinau, Moldavia, dove si svolgono alcune attività del progetto.

Il Viceministro per la cultura Georghe Postica ha espresso la sua gratitudine nei confronti del personale dei musei, parlato apertamente dei problemi culturali affrontati dal settore, e sottolineato l’importanza dell’approccio decentralizzato alla tematica per dare alle autorità locali maggiore autonomia e risorse che possano essere utilizzate per la rivitalizzazione del patrimonio e lo sviluppo culturale.

In quest’occasione, il Viceministro ha fatto riferimento specifico al progetto CHOICE come esempio di modello per la mobilitazione della società civile e la valorizzazione del patrimonio culturale attraverso un approccio dal basso che, grazie a schemi di sovvenzioni a cascata e attività di capacity building, offre alle organizzazioni della società civile locali l’opportunità di implementare i propri progetti e contribuire alla rivitalizzazione del patrimonio culturale e lo sviluppo locale.

Международный День музеев — В фокусе: Проект CHOICE как инновационная модель для охраны культурного наследия

18 мая было ознаменовано празднованием Международного дня музеев. Вместе с ICOM – партнером проекта, ALDA приняла участие в его праздновании в Кишеневе, Молдова, где осуществляется ряд мини проектов в рамках схемы ре-грантинга.

Выражая свою благодарность музейным работникам и открыто говоря о проблемах сектора охраны культурного наследия, Вице-министр культуры — Георг Постика — подчеркнул важность децентрализованного подхода, предоставления большей автономии и ресурсов органам местного управления и их дальнейшего использования для ревитализации культурного наследия и развития.

В данном отношении, вице-министр обратился к примеру проекта CHOICE как успешной модели мобилизации гражданского общества и валоризации культурного наследия, которая посредством ре-грантинговой схемы и деятельности по укреплению потенциала, предоставляет организациям гражданского общества на местном уровне возможности разработки и внедрения собственных проектов, способствующих ревитализации культурного наследия и местному развитию.

Međunarodni Dan muzeja – projekat CHOICE u fokusu kao inovativan model za očuvanje kulturne baštine

Dana 18. maja, širom sveta je obeležen Međunarodni Dan muzeja. Zajedno sa ICOM – partnerom CHOICE projekta – ALDA je prisustvovao ovoj proslavi u Kišinjevu, Moldavija, gde su se odvijale neke od projektnih aktivnosti.

Izražavajući zahvalnost muzejskim radnicima i otvoreno govoreći o problemima sa kojim se suočava oblast kulturnog nasleđa, zamenik ministra kulture – Georghe Postica – ukazao je na značaj decentralizovanog pristupa po ovom pitanju, davanjem veće autonomije i sredstva lokalnim opštinama koje mogu dalje da ih upotrebe za revitalizaciju baštine i kulturni razvoj.

U tom smislu, zamenik ministra se posebno osvrnuo na CHOICE projekat kao uspešan model za mobilizaciju civilnog društva i valorizaciju kulturne baštine kroz pristup odozdo nagore, koji kroz program malih grantova i aktivnosti na podizanju kapaciteta obezbeđuje lokalnim OCD mogućnost da sprovedu sopstvene projekte i doprinose revitalizaciji kulturnog nasleđa i lokalnom razvoju.

اليوم العالمي للمتاحف – مشروع تشويس تحت الأضواء كنموذج مجدد للمحافظة على التراث الثقافي

يوم 18 من شهر ماي (أيار), وككل عام, احتفل المجموعة الدولية باليوم العالمي للمتاحف.حضرت ألدا, إلى جانب المجلس الدولي للمتاحف, شريك ألدا في مشروع تشويس, الاحتفال بهذه المناسبة التي احتضنتها مدينة شيزينو, مولدوفا, حيث نظمت العديد من الأنشطة في إطار هذا المشروع.

في إشارة منه إلى امتنانه لموظفي المتاحف وفي حديث صريح عن المشاكل التي يواجهها قطاع التراث الثقافي, أكد السيد خرخي بوستيكا, نائب وزير الثقافة, على أهمية المقاربة اللامركزية لهذه المسألة وأصر على ضرورة تأمين مزيد من الاستقلالية والموارد المحلية للبلديات حتى يتسنى لها استغلالها بشكل أفضل لإنعاش التراث الثقافي ودعم التنمية الثقافية.
وفي هذا الصدد, أشار نائب الوزير بالخصوص إلى مشروع تشويس كنموذج ناجح لتعبئة المجتمع المدني وتثمين التراث الثقافي, باعتماد المقاربة من أسفل إلى أعلى, والتي تمنح منظمات المجتمع المدني, من خلال خطط المنح الفرعية والأنشطة الرامية إلى بناء القدرات,  الفرص لتنفيذ مشاريعهم الخاصة والمساهمة في إنعاش التراث الثقافي ودفع التنمية المحلية.

It brought together representatives of CSOs and experts in the field of cultural policy and heritage preservation from 4 EaP countries – Armenia, Belarus, Ukraine and Moldova, facing similar challenges in addressing cultural heritage protection and revitalization issues and characterized, particularly, by underestimation of cultural heritage potential and underfinancing of the sector.
The topic of the workshop was devoted to presentation and discussion of best practices on watchdog functions of CSOs, advocacy and policy participation, and concluded the series of capacity-building activities aimed at strengthening knowledge and skills of CSOs involved, on employing cultural heritage potential for local development and civil society mobilization.
The workshop combined diverse activities, such as presentations, study visits and job shadowing providing a platform for learning, exchange, discussion and networking among CSOs from EaP countries.

The last workshop of the project CHOICE organized by one of its partners ICOM Moldova started on 18 May in Chisinau, Moldova.

How to Break Out for +40 unemployed people in Europe

On Friday 6 May, ALDA closed the final transnational event and steering committee of the Break Down or Break Out! Project.

Participants from the UK, Romania, Italy, Spain and France worked for five days in Strasbourg in order to finalise the intellectual inputs and local activities reports before the end of the project in August. The practice partners presented their inputs so far so that the knowledge partners can further develop the OBAMA methodology for alternative job search by unemployed adults older than 40. The Chester University in the UK and the Multidisciplinary Center Modiin from Israel, new member of ALDA were respectively leader and practice partner in this project.

Biljana Zasova, Co-ordinator in Strasbourg represented ALDA at this event. The Association pour le développement africain ADA was ALDA’s main counterpart in Strasbourg.

ALDA in the frontline of the democratic process in Tunisia

Statement of ALDA Vice President Alessandro Perelli, Coordinator of the Euro-Mediterranean cooperation working group.

“In north-western Africa, significant steps forward have been made in the fields of decentralization and strengthening of the local communities” affirms Alessandro Perelli, Vice President of ALDA and coordinator of the working group on Euro-Mediterranean cooperation. In Morocco, only a few months ago a regional reform was implemented, which gives stronger power and autonomy to regions, thus positively impacting the citizens’ needs and lives. In Algeria, on the initiative of the Ministry of Internal Affairs, a body called “Observatory for the modernization of local authorities” has recently been created, which among its tasks has to promote participation and active citizenship.”

“In Tunisia, only a few days ago the date of the next local elections has been set, for 26 March 2017. This will mean the end of the mayors nominated after the revolution, and the start of the legitimation of citizens’ vote for their representatives. It is a democratic process which looks at Europe and seems, now, unstoppable. ALDA is in the frontline to support this process, as demonstrated during its recent General Assembly in Paris, which saw Mr Mohammed Salhi from Morocco as a new member of the Association Governing Board. The pre-agreement signed with the Mayor of the City of Kairouan, in Tunisia, to open the future Local Democracy Agency (the first in Africa) October, is a strong sign. We will keep being committed to engaging civil society, associations, and local authorities of the Neighborhood to promote the European Union values, as we firmly believe this matches citizens’ expectations towards progress” concluded Perelli.
