The objective of the Consultancy is to execute a regional, comparative research on the topic of youth cultural participationin the Balkans, providing support to the European Association for Local Democracy (ALDA), lead applicant, and coaplicants of the project (Local Democracy Agencies: Central and Southern Serbia, Subotica, Kosovo*, Montenegro, Mostar, Prijedor, Zavidovici in Bosnia and Herzegovina and ALDA Skopje). It demonstrates an important cultural gap not only within the society as a whole, but also in the professional figures which play an important role for the individuals in transition periods – especially for those youngsters who might be easily influenced. Professionals working with youngsters therefore need to increase their skills and competences on gender equality, thus raising awareness on gender stereotypes at the workplace.
In this context, ALDA and its partners launched within the framework of the project GET UP (Gender Equality Training to overcome Unfair discrimination Practices in education and labour market) a survey aiming to collect views and opinions on the issue of gender-related bias in education and at the workplace in the European Union member states.
Answering our survey will require only 5 minutes. We would be grateful if you could support us with your contribution!

Caravan Next is a grand European Social Community Theatre project with 13 different artistic partners from 11 different countries. From 2015 till 2019 Caravan Next connects professional artists with communities and local citizens in a huge network of European theatre organisations and cultural institutions.
Furthermore 5 international conferences will be held in order to share knowledge and experience in United States, Uruguay, Taiwan, Australia and Morocco as well as in 5 countries within Europe.
The concept of Social Community Theatre is to use art and theatre to make community empowerment. It is an art form that expands the traditional concept of both “theatre” and ”audience” and rethinks theatre in a process of social and artistic meetings between local citizens and professional artists.
In Social Community Theatre, the theatre process is made with and in the local community. Artists and citizens meet in a process of mutual exchange and the nal performance or artistic creation is the result of the participators from the community being both co-actors and co-authors. Thus, Social Community Theatre is also a way to get into contact with the present challenges of the different communities and a way to establish new networks within the community.
Social Community Theatre often takes place outside regular theatres and includes activities such as parades, theatre festivals, square performances, workshops, visual installations in town, cultural barters and other forms of artistic creations.

Local Democracy Agency Moldova in Cimișlia officially established
On 3 March 2017, the official inauguration of the Local Democracy Agency Moldova in Cimișlia was held.

More than 50 representatives of local governments, civil society, international organizations and donors, as well as the representatives of the Congress of Local and Regional Authorities of the Council of Europe and the CORLEAP attended the event.
Oriano Otočan, President of ALDA opened the meeting, proudly welcoming the 12th Local democracy Agency joining the network of ALDA, as well a 4th in the Eastern Partnership dimension. Among the speakers, the Vice President of the Congress of Local and Regional Authorities of COE, and Mayor of Chisinau, Dorin Chirtoaca; the President of CALM, Tatiana Badan, representing also the Conference of Regional and Local Authorities of Eastern Partnership; Marco Gemmer, representing the Delegation of EU to Moldova and representatives of French Embassy of Moldova, contributed to the opening part, supporting the idea of cooperation between LAs and civil society. Partners of LDA Moldova expressed their readiness to contribute to the local democracy development in Cimișlia and in the whole country.
Migration, capacity building of Local Authorities, regional development, support to EU integration, involvement of youth and women are the future activities of new LDA. A Memorandum of Understanding was signed by five partners of LDA: the City of Cimişlia, CALM – Congress of Local Authorities Moldova, IASCI – International Agency for Source Country Information (Representative Office Moldova), NEXUS Moldova, Institute of Administrative Sciences of the Republic of Moldova, and Solidarité Eau Europe. They will work together to create a platform for cooperation, improve dialogue and mutual exchange of experience in all aspects (cultural, social and economic) between local communities and communities of European partners.
The LDA Moldova in Cimișlia operates within a wider network of LDAs in the European Neighborhood, with the aim to foster educational, economic and professional exchanges, and support building of the democratic institution, as a vital European Neighborhood Policy objective. Its role, including the implementation of jointly defined priorities and projects while reinforcing the working level relationship between the local authorities and civil society/ citizens, is of particular importance in the context of improving quality of life of citizens of Moldova.
The celebration continued with two conferences organized in the framework of two ALDA’s projects, LADDER and CHOICE. Migration was in the spotlight as it is one of the topics LDA’s partners decided to focus their joint work on, on top of a challenge for which the multi-stakeholder approach (engagement of LAs, CSOs, private sector, education sector, citizens etc.) has proven to be effective and with a clear added-value in achieving specific objectives at a different scale, from community to international level.
ALDA brought the successful experience of the EU-funded project LADDER on the migration issues to the event and Nicolaas de Zwager – founding director of IASCI, and the partner of LDA Moldova had presented the statistical data on migration in Moldova, as well discuss the current situation and reflect to the recommendations what can be done to make the situation better. Tatiana Badan – the President of CALM and other participants took active part in conversation and debates, the role of local authorities to support migrants was one of the topics of the discussion. ALDA is working in Moldova since 2015, in the frame of the EU-funded regional project CHOICE-Cultural Heritage: Opportunity for Improving Civic Engagement – implemented also in Armenia, Ukraine and Belarus.
The inauguration in Cimișlia was accompanied by an exhibition of photos illustrating the activities performed in the frame of the action to protect cultural heritage and involve communities. Seven small projects have been funded in Moldova, aimed at supporting the cultural heritage and enhancing civil participation. ICOM coordinating the work of “CHOICE” in Moldova organized Public discussion to bring the local perspectives into the policy on culture of the country. The discussion was moderated by the representative of the Ministry of Culture in Moldova – Svetlana Pociuban, Head of Department of Policy.
A partner meeting of LDA concluded this intensive day, during which an action plan, including priorities and lead partner, was identified and adopted. The candidacies of new delegate Nicolae Hristov and his assistant Ana Sofia Raileanu were also approved, and a full list of activities was defined.
With new hopes and energy, we are starting to contribute to the development of local democracy in Moldova. We wish successful and fruitful work to our new delegate, Mr Nicolae Hristov, and we believe that through joint efforts we can improve citizens’ life!

ALDA Secretary General and AETS lay foundation for Algerian participative democracy

ALDA Secretary General, Antonella Valmorbida with the consortium of AETS implemented the programme that supports “Participative Democracy and Citizens Participation at the local level in Algeria”, with support of the European Commission and the Ministry of Interior and Local Authorities of Algeria.

90 participants were trained to be future trainers in their local authorities throughout the country. In 2016, Algeria has adopted a new Constitution, where it is provisioned to support local, participative democracy. Fully coordinated by the Directorate for training for public servants of Algeria, this initiative was a first attempt to equip local officials and civil society representatives for developing the democracy. In September there will be another round of training and the drafting of a “Guide on Citizens participation at the local level” for all local authorities of the country.
The work implemented in Algeria fits well within the strategy of ALDA, aiming to support local democracy and citizens’ participation throughout Europe and its Neighbourhood.

Objectives
ALDA’s practical workshop on Europlanning offers concrete and high-profile operational tools for the drafting, presentation and management of projects funded by the European Commission in response to specific calls for proposals. Through the proposed course, participants will learn to:
Identify European funding opportunities of interest
Draft a logical and coherent project proposal
Draft a successful budget
Manage a project from a financial and administrative point of view
Understand what are the elements to optimally coordinate an international partnership
Understand how to communicate with the actors involved in the project and how to effectively disseminate the activities carried out

The course develops the following themes, articulated in the following program:
Introduction and classification of EU funding sources
Project cycle management and logical framework
Project drafting: elaboration of a quality proposal
Budget management and reporting
Project management
Communication and dissemination

The practical workshop of euro design is aimed at all those who are interested in developing skills to prepare a project proposal and / or learn how to manage an initiative already funded, in its content and administrative / financial aspects. A basic knowledge of English is recommended. No basic skills are required.

All meetings will be held in the form of in-depth workshops, which will be divided into moments of frontal lessons and practical exercises in groups.

High school students discover the traces of the First World War in Dojran, Macedonia
On 27 and 28 February 2017, the second workshop within the project “First World War and youth – peace and reconciliation” was implemented in Dojran.

High school students from several cities in Macedonia participated in a field visit and interactive workshops on the topic of First World War. This activity helped to build up their knowledge of the historical period in their country.
The students, accompanied by their teachers and researchers had the opportunity to visit the front line near Dojran, thus seeing the conditions in which the soldiers have fought and the local citizens have lived during that period.
After the first workshop, implemented in November 2016 in Bitola, this is the second project activity and in conclusion, on 15 March in Skopje there was a student exhibition of art pieces on the topic.
The project is implemented by ALDA Skopje and it’s supported by the British Embassy in Skopje.
