ALDA launches APProach, the application to promote the inclusion of European Mobile Citizens

On 4-5 July took place in Paris the official launch of the two-year project, APProach, carried out by ALDA and its partners, dedicated to improving the integration and participation of European Mobile Citizens (EUMC) in their welcoming cities.
The aim of the Consortium was to define the project’s issues and the next key steps in order to ensure successful results. Consultations involved different municipalities – Etterbeek (Belgium), Lisbon (Portugal), Milan (Italy), Nea Smyrni (Greece), Paris (France) and Vejle (Denmark), as well as Amsterdam (Netherlands) and Warsaw (Poland) as associate partners.

The objective of APProach is the creation of a digital platform and/or application, where citizens and municipalities, without any hierarchy among users, can be able to share information regarding three specific areas identified as crucial for a better integration of the EUMC: access to voting, school enrolment and active participation in local life. The development of this digital ecosystem will be accompanied by various awareness-raising activities on Europe mobility rights and citizenship, such as exchanges of the best practices among municipalities, the organization of working groups, language training, and community events dissemination.

The event culminated in the public lunching conference held in the beautiful framework of the wedding hall of the City Hall in the 3rd arrondissement in Paris. Mr. Hermano Sanches Ruivo, Delegate Adviser in charge of European Affairs to the Mayor of the City of Paris and Ms. Antonella Valmorbida, Secretary General of ALDA, shared with the participants their vision of local democracy and the importance of working together to facilitate the inclusion of EUMC in their respective welcoming cities. Many local partners attended the event, among which local authorities, embassies and consulates, cultural centers, representatives of civil society and expatriate associations. Their probable involvement throughout the process of co-construction of the application will certainly be important.

ENLARGE Gamebook is Ready: Start your Adventure in Collaborative Governance!

The project ENLARGE is approaching to its end and the gamebook on collaborative processes is now available online.
The Gamebook has been built on 31 real cases we collected and analyzed, and the chosen topic is a story about a local government that is attempting to formulate and implement an energy consumption reduction plan. The plan involves the location and construction of a new wind farm and the implementation of a series of interventions to improve energy efficiency in public and private buildings.

The book is intended to be a living tool for all communities wishing to kick off collaborative processes. Therefore, for two years beyond project completion, the book will be integrated with comments and suggestions by those who are using it.

Il progetto ENLARGE è quasi giunto al termine e il Gamebook sul tema dei processi collaborativi è adesso online.
Questo Gamebook è stato costruito sulla base di 31 casi di studio reali che sono stati raccolti e minuziosamente analizzati. Il tema scelto riguarda il tentativo di un’amministrazione locale di definire ed attuare un piano di riduzione del consumo energetico.
Il progetto in questione comporta l’ubicazione e la costruzione di un parco eolico, nonché l’attuazione di una serie di interventi volti al miglioramento dell’efficienza energetica in edifici pubblici e privati.

Il “libro” è destinato ad essere uno strumento interattivo per tutte le comunità desiderose di intraprendere un processo collaborativo. Per questo motivo, per due anni dal completamento del progetto, il libro verrà continuamente integrato con i commenti ed i suggerimenti degli utilizzatori.

Gamebook был составлен на основе 31 реального кейса, которые мы собрали и проанализировали; выбранная тема – это рассказ о местном правительстве, которое пытается сформулировать и реализовать план сокращения потребления энергии. План предусматривает размещение и строительство новой ветряной электростанции и осуществление ряда мер по повышению энергоэффективности в государственных и частных зданиях.

Книга предназначена для того, чтобы быть живым инструментом для всех сообществ, желающих начать совместные процессы. Поэтому в течение двух лет после завершения проекта книга будет интегрирована с комментариями и предложениями пользователей.

Projekat ENLARGE se približava kraju, a materijal sa “pravilima igre” ili “Gamebook” o zajedničkim procesima je već sada dostupan online.
Gamebook je kreiran na osnovu 31 slučaja koji smo prikupili i analizirali, a odabrana tema je priča o lokalnoj samoupravi koja pokušava da formuliše i implementira plan smanjenja potrošnje energije. Plan uključuje lokaciju i izgradnju nove vetroelektrane i implementaciju niza intervencija za poboljšanje energetske efikasnosti u javnim i privatnim zgradama.

Knjiga je namenjena da bude sredstvo za sve zajednice koje žele da otpočnu kolaborativne procese. Dakle, dve godine nakon završetka projekta, knjiga će biti integrisana sa komentarima i sugestijama onih koji je koriste.

What future for the European Citizens’ Initiative?

On July 5, the European Parliament voted to start institutional negotiations on the European Citizens’ Initiative (ECI) on the basis of the legislative report adopted by the Parliament’s Constitutional Affairs Committee (AFCO) on June 20. The European Parliament (EP) voted to take the report to interinstitutional negotiations, despite the fact that it does not contain any concrete, politically significant measure to improve the follow-up on successful ECIs. In particular, the report fails to commit the European Parliament to a debate and vote in plenary on every successful ECI before the Commission issues an official response, which was a demand of 89 civil society organizations, including all 5 successful ECIs, expressed by means of two consecutive open letters to the European Parliament, prior to the votes in AFCO and in plenary respectively. However, in an official statement in plenary, just prior to the vote, György Schöpflin (EP , European People’s Party) has announced that he, with the full support of The Progressive Alliance of Socialists and Democrats, shall initiate an amendment to the Parliament’s own Rules of Procedure, so as to ensure that plenary debates are held on successful ECIs.

“We are glad to see that the European Parliament, at long last, has heeded the emergency call from civil society and recognized its own responsibility in making sure that successful ECIs are treated fairly. Now this Parliament needs to make true on this promise and include the announced amendment in its own internal rules before the end of its mandate. While ALDA continues to believe that it would have been better to include the Parliament’s commitment to increase its structural involvement in the follow-up to successful ECIs in the new regulation, as a guarantee for ECI organizers, we recognize that the announced amendment to the Rules of Procedure constitutes a first step of the European Parliament towards taking more ownership of ECI and making the instrument more politically impactful. We will continue to insist that the plenary debate on successful ECIs should always be concluded by means of a vote, a motion for resolution containing a recommendation to the Commission on how to respond to the ECI in question. Civil society has for years demanded a strong revision of the ECI, as the world’s first transnational tool of participatory democracy has seen little political impact in its six years of existence, which has resulted in a considerable dose of frustration and scepticism about the ECI among civil society. Interinstitutional negotiations on the ECI revision between the European Parliament, the Commission and the Council are expected to begin this autumn. The new regulation is expected to come into effect as of 1 January 2020.

The European Committee of the Regions for the empowerment of local authorities in Eastern Partnership

The European Committee of the Regions (CoR) has recently issued a press release which underlines the importance of a more active policy in the Eastern countries, in order to best contribute to their development. To make this happen, the CoR underlines the need to dispose more funding  deeper collaboration among local authorities. Since most of the money often goes to regions around the capital, a stronger financial support would represent a key factor in the development of small and medium sizes enterprises. Soren Herbst, a CoR’s reporter, said that: “a wider perspective, a few new initiatives, and a modest increase in funds could improve the climate for the government, business and civil society outside national capitals”.

Since its establishment, ALDA promotes activities that facilitate cooperation between civil society and local and regional authorities. Alda also believes that  efficient collaboration at the local level is the crucial factor for significant  progress. The European Association for Local Democracy is actively engaged in cooperation with all six Eastern Partnership countries, where LDAs have been created in Georgia, Armenia, Ukraine and in Moldova. In addition, ALDA is eagerly involved in the Eastern Partnership Civil Society Forum, where is currently coordinator of the Subgroup on Local Government and Public Administration Reform.

A twinning has been signed between the towns of Gazzo Padovano and Mioveni

An important meeting has been held last week, between June 29th and July 2nd, when the mayor of the Italian town of Gazzo Padovano travelled to Mioveni, in Romania, in order to seal the twinning between the two municipalities.

Gazzo and Mioveni got to know each-other thanks to their participation to the project “SOLIDEUROPA – European network for women support”, promoting the exchange of good practice with regard to equal opportunities. This experience marked the beginning of a strong collaboration between the cities.
Gazzo and Mioveni are both members of ALDA and their twinning aims in promoting cultural exchange and international cooperation. ALDA proudly supports this initiative, being the promotion of active European citizenship our main goal!

ALDA at the award ceremony of the contest “Let’s Become European Citizens”

Last Thursday June 28th, in the beautiful framework of Loggia di San Giocondo, in Verona, took place the award ceremony of the XXIX edition of the contest “Let’s become European Citizens”.

 

This contest, organized by the European Federalist Movement (MFE), in collaboration with Europe Direct and under the patronage of the Province of Verona, awarded twenty high school students (who won) with an educational trip to Neumarkt Castel, in Austria.

 

Representatives of ALDA took part to the award ceremony, being the European Association for Local Democracy among the main sponsors of this project.

 

ALDA has been proud to be actively involved in the contest’s realization, especially in such a sensitive time for the whole European community. We strongly believe in the importance of the new generation as an active ambassador and a bearer of European values. To this end, it is crucial for young people to play a leading part in European processes as early as possible and to be aware of the advantages and privileges that being an European citizen means.

Si è tenuta lo scorso giovedì 28 giugno, nella bellissima cornice di Loggia San Giocondo, a Verona, la premiazione della XXIX edizione del concorso “Diventiamo cittadini europei”.

 

Il concorso, organizzato dal Movimento Federalista Europeo (MFE), in collaborazione con Europe Direct e sotto il patrocinio della provincia di Verona, ha premiato venti giovani studenti di istituti superiori, i quali hanno vinto un soggiorno-studio presso il castello austriaco di Neumarkt.

 

Alcuni rappresentanti di ALDA hanno partecipato alla cerimonia di premiazione, essendo l’Associazione Europea per la Democrazia Locale tra i principali sponsor del progetto.

 

ALDA è fiera di aver contribuito alla realizzazione del concorso, essendo quello della cittadinanza attiva un tema particolarmente delicato nella configurazione attuale dell’Unione Europea. Crediamo fermamente nell’importanza della nuova generazione come ambasciatore e diffusore dei principali valori europei. A tal fine riteniamo fondamentale che i giovani abbiano la possibilità di rendersi protagonisti attivi dei processi europei e acquisiscano consapevolezza dei vantaggi e dei privilegi che comporta l’essere cittadini europei.

Localising SDGs - A takeaway for 3 geographical regions impacted by the LADDER project

The LADDER Project had a significant impact on strengthening Development Education & Awareness Raising (DEAR) as well as on the localisation of the Sustainable Development Goals (SDGs).  In terms of the advocacy dimension the focus of the project was put on 3 geographical paths extending its outreach towards enlarged Europe.

Working in the Eastern Partnership (EaP), the Mediterranean area (MED), and the South-East Europe (SEE) paths allowed creating interdependencies between EU and its Neighbourhood by enhancing the role of LAs and CSOs in development issues, and especially their role as change makers at local level. For each of the geographical areas, a network of organisations was created being the key driver of raising awareness of different stakeholders (EU, national governments, other institutional and non-institutional actors) on SDGs, advocating and supporting the role of LAs and CSOs for development and DEAR.

The discussion of strategic approach among the members of each path in 2015 was followed by delivering outputs in 2016-2017. The overall result of the three geographic paths are 5 events and 8 outputs which strengthen DEAR and the localisation of the SDGs. Along with this, the last year of the project included reflection on the successes of the advocacy actions, best practices, recommendations for the future, etc.
