ALDA’s Ambassadors Coordination Meeting - More engagement means more democracy!
On October 29th, Mrs. Antonella Valmorbida, Secretary General of ALDA, leaded the online coordination meeting among the Ambassadors of ALDA.
During this meeting, the 20 Ambassadors of ALDA exchanged best practices, difficulties and experiences on the work done in the 18 countries and areas where they have been working. So far, the Ambassadors of ALDA strongly increased ALDA partnerships with local actors in a decentralized approach of our work, especially in the countries where we were less present, like Scotland and Poland.
In the framework of the coordination meeting, a wide range of new ideas for cooperation with new actors and among the ambassadors themselves came up.
In conclusion, remarkably important has been the set-up of a new tool for the coordination of Ambassadors’ work and actions.This cross-coordination system is available online and it makes possible to manage all ALDA’s members, as well as actions and projects ongoing in different countries.

Tearing down walls – WEMIN project empowers migrant and refugee women living in Europe
On 9th November 1989 the Wall of Berlin was torn down overnight, ending almost 30 years of division in the German capital. Almost 30 years after, 9th November marked the launching date for the project WEMIN, which also intends to tear down walls and barriers in European cities, by ensuring migrant and refugee women are fully integrated in the communities they live in. Each project partner organized a joint launch event on 9 November 2018 in its community, and ALDA held its own in the city of Strasbourg. Living together as an integrated society means breaking barriers day by day – on a linguistic, social, educational, and professional level. During the events, participants discussed how to build bridges among local and migrant citizens in our cities, while fighting the growing approach of raising new walls to stop migration. This lauch event was also the occasion to present the “Guide for Policy Makers” and its findings, produced by WEMIN project’s consortium. Its insights are particularly relevant for local policy makers dealing with migrant and refugee population, especially with women. The guide highlights effective tools to facilitate their social integration in the host communities. By making sure migrant women are fully integrated in the European cities they live in, WEMIN empowers them to play an important role in their host communities. At the same time, the close interaction between migrant women and local citizens will challenge existing narratives on migration, strengthening the communities involved, thus making our cities better places to live in, for current and future generations. ALDA and WEMIN believe inclusion and dialogue are the path ahead to prevent violence and radicalism in French cities. Abattre les murs – Le projet WEMIN donne du pouvoir aux femmes migrantes et réfugiées vivant en Europe
Durant la nuit du 9 novembre 1989, le mur de Berlin a été détruit et a mis fin à presque 30 ans de division dans la capitale allemande. Presque 30 ans après, le projet WEMIN a été lancé le 9 novembre, ayant aussi l’objectif de détruire les murs et les barrières présentes dans les villes européennes, en veillant à ce que les femmes migrantes et réfugiées soient intégrées dans leurs communautés d’accueil. Le 9 novembre 2018 les partenaires du projet ont organisé un évènement conjoint dans chacune des communautés impliqué, ALDA ayant déroulé le sien à Strasbourg. Vivre ensemble en tant que société intégrée veut dire détruire les barrières jour après jour – au niveau linguistique, social, éducationnel et professionnel. Pendant ces évènements, les participants discuteront des méthodes efficaces pour construire des ponts entre les habitants locaux et les migrants dans nos villes, et en même temps, se battre contre les nouveaux murs qui se forment contre l’immigration.
L’événement d’ouverture a aussi été l’occasion pour présenter le « Guide pour les décideurs politiques » et ses résultats, produits par le consortium du projet WEMIN. Les indications contenues sont particulièrement pertinentes pour les décideurs politiques qui doivent se rapporter avec une population de migrants et réfugiés, surtout si féminine.
Le guide met en lumière des outils utiles et efficaces qui peuvent favoriser l’intégration sociale dans les communautés d’accueil. En s’assurant que les femmes migrantes soient complètement intégrées dans les villes européennes où elles vivent, WEMIN leurs donne la possibilité de jouer un rôle important dans leurs communautés actuelles. Les interactions entre les femmes migrantes et les citoyens locaux permettront aussi de questionner les discours existants sur la migration, de renforcer les communautés, tout en améliorant ainsi les conditions de vie dans nos villes pour les générations présentes et futures. ALDA et WEMIN pensent que le dialogue et l’intégration sont le chemin à prendre pour éviter la violence et la radicalisation des villes françaises. Abbattere le barriere – Il progetto WEMIN per l’empowerment delle donne migranti e rifugiate in Europa
Durante la notte del 9 novembre 1989 il muro di Berlino fu abbattuto, marcando la fine di quasi un trentennio di divisione della capitale tedesca. A distanza di circa 30 anni, lo scorso 9 novembre ha segnato la data del lancio del progetto WEMIN, che intende a sua volta abbattere i muri e le barriere tuttora presenti nelle città europee, assicurando che le donne migranti e rifugiate siano del tutto integrate all’interno delle comunità in cui vivono. A tal fine, ciascun partner del progetto ha organizzato un evento di inaugurazione congiunto, il 9 novembre, ognuno nel proprio contesto locale ed ALDA ha tenuto il proprio a Strasburgo.
Vivere assieme in una società ben integrata significa abbattere barriere giorno dopo giorno – che siano queste di tipo linguistico, sociale, educativo e professionale. Durante gli eventi, i partecipanti hanno discusso sui metodi per creare ponti tra i cittadini locali ed i migranti, combattendo contro l’attuale propensione alla costruzione di muri per fermare le migrazioni.
L’evento di inaugurazione è stato anche l’occasione per presentare la “Guida per decisori politici” (Guide for Policy Makers) ed i risultati portati alla luce dal consorzio del progetto WEMIN. Gli spunti contenuti in questo manuale sono particolarmente rilevanti per i decisori politici locali che hanno a che fare con migranti e rifugiati, specialmente donne. La guida segnala strumenti efficaci per facilitare la loro integrazione sociale all’interno delle comunità di accoglienza. Assicurandosi che le donne migranti siano ben integrate nelle città europee in cui vivono, WEMIN fornisce loro gli strumenti per diventare protagoniste e “fare la differenza” nelle loro comunità ospitanti. Allo stesso tempo, la stretta interazione tra le donne migranti ed i cittadini locali sfiderà le narrative esistenti sui migranti, rafforzerà le comunità coinvolte, rendendo così le nostre città dei posti migliori nei quali vivere, per le generazioni attuali e future.
ALDA e WEMIN credono fermamente che l’inclusione e il dialogo siano i percorsi giusti per prevenire la violenza e la radicalizzazione nelle città francesi.
I media locali e nazionali giocheranno un ruolo chiave nella percezione dei cittadini sul tema della migrazione – contattaci e unisciti a noi per essere parte del cambiamento!

Ломаем стену – проект WEMIN дает возможность женщинам-мигрантам и беженцам жить в Европе
9 ноября 1989 года Берлинская стена была снесена за ночь после почти 30 лет существования в немецкой столице. Почти через 30 лет, 9 ноября была назначена дата запуска проекта WEMIN, который также намерен разрушить стены и барьеры в европейских городах, благодаря тому, что женщины-мигранты и беженцы станут полностью интегрированы в сообщества, в которых они живут. Каждый партнер по проекту организовал мероприятия 9 ноября 2018 года в своем сообществе, а ALDA – в Страсбурге.
Совместная жизнь как интегрированного общества означает ежедневное нарушение барьеров – на лингвистическом, социальном, образовательном и профессиональном уровнях. В ходе этих мероприятий участники обсудили, как “строить” мосты среди местных и мигрантов в наших городах, борясь с растущей тенденцией в создании новых стен для прекращения миграции. Это мероприятие также стало поводом для представления «Руководства для разработчиков политики» и его результатов, подготовленных консорциумом проекта WEMIN.
Убедившись, что женщины-мигранты полностью интегрированы в европейские города, в которых они живут, WEMIN дает им возможность играть важную роль. В то же время, тесное взаимодействие между женщинами-мигрантами и местными гражданами будет оспаривать существующие повествования о миграции, укреплять вовлеченные общины, тем самым делая наши города более удобными для проживания, для нынешних и будущих поколений.
ALDA и WEMIN считают, что инклюзия и диалог – это путь вперед с целью предотвратить насилие и радикализм во французских городах. Местные и национальные СМИ играют ключевую роль в вопросе граждан о миграции – обращайтесь к нам, чтобы стать частью изменений!

Rušenje zidova – WEMIN projekat osnažuje žene migrante i izbeglice koje žive u Evropi
9. novembra 1989. Berlinski zid je srušen preko noći, okončavajući gotovo 30 godina podele u nemačkoj prestonici. Skoro 30 godina nakon toga, 9. novembra započet je projekat WEMIN, koji takođe namerava da sruši zidove i barijere u evropskim gradovima, osiguravajući da žene migranti i izbeglice budu potpuno integrisane u zajednice u kojima žive. Svaki projektni partner organizovao je zajednički početni događaj 9. novembra 2018. godine u svojoj lokalnoj zajednici, a ALDA je održala svoj događaj u Strazburu. Vodič ističe efikasne alate za olakšavanje njihove društvene integracije u zajednicama domaćina. Vivere assieme in una società ben integrata significa abbattere barriere giorno dopo giorno – che siano queste di tipo linguistico, sociale, educativo e professionale. Durante gli eventi, i partecipanti hanno discusso sui metodi per creare ponti tra i cittadini locali ed i migranti, combattendo contro l’attuale propensione alla costruzione di muri per fermare le migrazioni.
L’evento di inaugurazione è stato anche l’occasione per presentare la “Guida per decisori politici” (Guide for Policy Makers) ed i risultati portati alla luce dal consorzio del progetto WEMIN. Gli spunti contenuti in questo manuale sono particolarmente rilevanti per i decisori politici locali che hanno a che fare con migranti e rifugiati, specialmente donne. La guida segnala strumenti efficaci per facilitare la loro integrazione sociale all’interno delle comunità di accoglienza. Assicurandosi che le donne migranti siano ben integrate nelle città europee in cui vivono, WEMIN fornisce loro gli strumenti per diventare protagoniste e “fare la differenza” nelle loro comunità ospitanti. Allo stesso tempo, la stretta interazione tra le donne migranti ed i cittadini locali sfiderà le narrative esistenti sui migranti, rafforzerà le comunità coinvolte, rendendo così le nostre città dei posti migliori nei quali vivere, per le generazioni attuali e future.
ALDA e WEMIN credono fermamente che l’inclusione e il dialogo siano i percorsi giusti per prevenire la violenza e la radicalizzazione nelle città francesi.
I media locali e nazionali giocheranno un ruolo chiave nella percezione dei cittadini sul tema della migrazione – contattaci e unisciti a noi per essere parte del cambiamento!

Ломаем стену – проект WEMIN дает возможность женщинам-мигрантам и беженцам жить в Европе
9 ноября 1989 года Берлинская стена была снесена за ночь после почти 30 лет существования в немецкой столице. Почти через 30 лет, 9 ноября была назначена дата запуска проекта WEMIN, который также намерен разрушить стены и барьеры в европейских городах, благодаря тому, что женщины-мигранты и беженцы станут полностью интегрированы в сообщества, в которых они живут. Каждый партнер по проекту организовал мероприятия 9 ноября 2018 года в своем сообществе, а ALDA – в Страсбурге.
Совместная жизнь как интегрированного общества означает ежедневное нарушение барьеров – на лингвистическом, социальном, образовательном и профессиональном уровнях. В ходе этих мероприятий участники обсудили, как “строить” мосты среди местных и мигрантов в наших городах, борясь с растущей тенденцией в создании новых стен для прекращения миграции. Это мероприятие также стало поводом для представления «Руководства для разработчиков политики» и его результатов, подготовленных консорциумом проекта WEMIN.
Убедившись, что женщины-мигранты полностью интегрированы в европейские города, в которых они живут, WEMIN дает им возможность играть важную роль. В то же время, тесное взаимодействие между женщинами-мигрантами и местными гражданами будет оспаривать существующие повествования о миграции, укреплять вовлеченные общины, тем самым делая наши города более удобными для проживания, для нынешних и будущих поколений.
ALDA и WEMIN считают, что инклюзия и диалог – это путь вперед с целью предотвратить насилие и радикализм во французских городах. Местные и национальные СМИ играют ключевую роль в вопросе граждан о миграции – обращайтесь к нам, чтобы стать частью изменений!

Rušenje zidova – WEMIN projekat osnažuje žene migrante i izbeglice koje žive u Evropi
9. novembra 1989. Berlinski zid je srušen preko noći, okončavajući gotovo 30 godina podele u nemačkoj prestonici. Skoro 30 godina nakon toga, 9. novembra započet je projekat WEMIN, koji takođe namerava da sruši zidove i barijere u evropskim gradovima, osiguravajući da žene migranti i izbeglice budu potpuno integrisane u zajednice u kojima žive. Svaki projektni partner organizovao je zajednički početni događaj 9. novembra 2018. godine u svojoj lokalnoj zajednici, a ALDA je održala svoj događaj u Strazburu. Partneri u projektu će organizovati zajednički početni događaj 9. novembra 2018. godine u svojim zajednicama. Živeti zajedno kao integrisano društvo znači rušenje barijera iz dana u dan – na jezičkom, društvenom, obrazovnom i profesionalnom nivou. Tokom događaja učesnici su razgovarali o tome kako izgraditi mostove među lokalnim i migrantskim građanima u našim gradovima, dok se vodi borba protiv rastuće tendencije izgradnje novih zidova kako bi se zaustavila migracija. Ovaj početni događaj je takođe bio prilika i da se predstavi “Vodič za donosioce politika” i njegovi nalazi, koji je kreirao konzorcijum projekta WEMIN. Njegovi uvidi su posebno relevantni za lokalne donosioce politika koji se bave migrantskim i izbegličkim stanovništvom, posebno ženama. Vodič ističe efikasne alate za olakšavanje njihove društvene integracije u zajednicama domaćina. Osiguravajući da su žene migranti u potpunosti integrisane u evropske gradove u kojima žive, WEMIN ih osnažuje da igraju važnu ulogu u svojim novim lokalnim zajednicama. Istovremeno, bliska interakcija između migrantskih žena i lokalnih građana će biti izazov za postojeći narativ o migraciji, jačajući uključene zajednice, čime će naši gradovi biti bolje mesto za stanovanje, za sadašnje i buduće generacije. WEMIN – Women from all the world meet in Strasbourg
Open workshops in Kairouan – An inspiring example of active citizenship
On 20 October 2018, the Mayor of Strasbourg Roland Ries and his deputies visited the twinned city of Kairouan, in Tunisia.
During the visit, the Local Democracy Agency (LDA)Tunisia proposed to the municipality of Kairouan to integrate an artistic moment to visit “Dar Bouras”, one of the oldest residences in the heart of the medina, built there more than two centuries and which testifies the beauty of the cultural and local architectural heritage. This house has been transformed by the engaged artist Omor Kraiem in the headquarter of the handicraft house called Ateliers Ouverts.
The LDA chose this meeting place to present its partner association, and the project they are developing together. The project aims to retain traditional crafts and build the capacity of young art students, craftswomen and artisans in the region through trainings and participatory learning. The LDA was asked to support this project in its civic dimension, to allow these artistic ateliers to open to the community and share the values of citizenship.
The LDA sees Heritage as an axis of citizenship, social inclusion and wealth creation for the city’s economy. The LDA’s contribution to the project will focus on raising awareness and involvement of the Municipality and stakeholders in their roles in the preservation and enhancement of heritage, in order to achieve the strategic vision of the city of Kairouan: “an inclusive and diversified city, capitalizing on its cultural heritage”. During this visit, the Mayor and his team discovered the exhibitions of the artist Omor Kraiiem, the products of craftswomen and the creations of young artists in the fields of painting, jewelry, sculptures and tapestry, inspired by tangible and intangible heritage but presenting a young and modern twist, revealing the secrets of a rich heritage that can make the happiness of current and future generations.
This visit was a great opportunity to discover the existing potential and to present a niche of decentralized cooperation that the city could develop as part of its twinning with the city of Strasbourg. Today, the LDA is committed to contributing to the evolution of this project through its multi-stakeholder and multidisciplinary approach on the one hand, and on the other hand through its expertise in active citizenship. The involvement of young people and women in the preservation of heritage and the discovery of the potential of the city of Kairouan, classified world heritage by UNESCO since 1988, is a pillar of the intervention of LDA Tunisia.

#WISE Project in Action!
The WISE Project – While Innovating and Strengthening Europe – has been launched last March in Rome, with an international event, gathering together over 50 peoples by the local context and the international partners. In contrast with the general raise of Euroscepticism in the Union, WISE project focuses on promoting democratic engagement and active participation in policy-making processes, from the local to a broader level. This kick-off meeting represented the occasion to discuss about the hot topics of the European Union nowadays, and to exchange opinions on the local process to be implemented in each one of the 16 countries.
In the last months, all the partners started to implemented the first phase of the Local Processes: EU LEARN! The current stage aspires to approach young people and to set a joint discussion about the history of Europe, its major achievements, and what still needs to be implemented.

The discovery of the Balkans continues during the Regional Network meeting in Novi Sad
The sixth Regional Network meeting of the project “Balkan regional platform for youth participation and dialogue“ took place in Novi Sad, Serbia from October 17th to 19th, 2018. For the occasion, all project partners gathered to evaluate and to promote the achievements made over the past four years. Participants also discussed the creation of a strategy for the Balkan Network for Local Democracy, willing to be a comprehensive vision of the road map necessary for working together in the forthcoming years. To this end, the integrating evaluation findings have been presented, in an effort to improve the performances of the Network at a local and regional level, also in view of the EU integration-related priorities from 2018 to 2025. A particular attention was drawn to the Regional Round Table, an event gathering regional and local youth policy stakeholders, which took place on October 19th in Novi Sad, being the city the “European Youth Capital 2019”.
The event was entitled: “Millennial of the Balkans: Making smart and long term plans vs packing the bags and leaving in search for a more comfortable life” and it consisted in a moderate debate with guest speakers. This round table saw the participation of ALDA Vice President Mr. Alessandro Perelli, together with the representative of the EU delegation to Serbia, Mr. Steffen Hudolin and the President of the Novi Sad Municipal Assembly, Mr. Jelusic. During his speech Perelli underlined “ALDA’s activity to support democratic rights and values, as well as its engagement in the promotion of equal opportunities, active citizenship andin the protection of minorities and vulnerable groups”. Another key event of the Regional Network meeting was the visit at the Vojvodina Assembly, where participants had the chance to get to know Mr. Damir Zobenica, vice president of the Assembly of Vojvodina, Chairperson of the Assembly Committee for inter regional cooperation.
Those intensive days of activities have been deeply appreciated by project partners, and useful in terms of knowledge gained about the regional cooperation between the Balkan countries and the Youth Fund and to learn more about new measures and mechanism put in action as a tool for preventing “brain drain”. If on the one hand the meeting was the final event within the framework of the project, on the other, this won’t represent the end of this adventure, because partners will continue their collaboration through the Balkan Network for Local Democracy.
La découverte des Balkans se poursuit lors de la réunion du Réseau Régional à Novi Sad
La sixième rencontre régionale du projet « Plateforme pour la participation et le dialogue des jeunes des Balkans» a eu lieu du 17 au 19 octobre 2018 à Novi Sad, en Serbie.
Tous les partenaires du projet se sont rassemblés pour promouvoir et évaluer les accomplissements de ces quatre dernières années. Les participants ont aussi discuté à propos de la création d’une stratégie pour le Réseau des Balkans pour la Démocratie Locale, afin de faciliter la coopération dans les années à suivre.
C’est pour cela que les résultats de l’évaluation d’intégration ont été présentés car cela pourrait améliorer les performances au niveau local et régional, aussi en vue des priorités européennes liées à l’intégration de 2018 à 2025. Une attention toute particulière a été portée sur la table ronde régionale, un événement rassemblant des acteurs de la politique régionale et locale pour la jeunesse, qui a eu lieu le 19 octobre à Novi Sad, nommée « capitale européenne de la jeunesse 2019 ». Cette session était intitulée : « Millénaires des Balkans : èlaborer des plans à long terme VS faire ses bagages et partir vers une vie plus confortable » et cela consistait dans un débat modéré avec des conférenciers invités. Le vice président d’ALDA, M. Alessandro Perelli ainsi que le représentant de la délégation de l’UE en Serbie, M. Steffen Hudolin et le président de l’assemblée de la municipalité de Novi Sad, M. Jelusic ont participé à cette table ronde.
Lors de son discours, Perelli a parlé des « efforts de l’ALDA pour supporter les valeurs et les droits démocratiques, ainsi que son engagement pour la promotion de l’égalité des chances, pour la citoyenneté active et pour la protection des minorités et des groupes vulnérables.
Un autre évènement clé de cette rencontre a été la visite à l’assemblée de Vojvodina, où les participants ont eu l’opportunité de rencontrer M. Damir Zobenica, le vice-président de l’assemblée de Vojvodina et le président de la Commission de l’Assemblée pour la coopération interrégionale. Ces journées ont été très appréciées par les partenaires du projet, et très utiles en terme de connaissances acquises sur la coopération régionale entre les pays des Balkans et le Fonds pour la jeunesse. Les paticipants ont aussi échangé sur de nouvelles mesures et nouveaux mécanismes existants pour prévenir la “fuite des cerveaux”. Même si cette réunion était l’événement final du projet, ceci ne marque pas la fin de l’aventure, car les partenaires poursuivront leur collaboration par le biais du Réseau des Balkans pour la Démocratie Locale.
La scoperta dei Balcani continua durante il meeting del Network Regionale a Novi Sad
Il sesto meeting del Network Regionale del progetto “Piattaforma Regionale dei Balcani per la partecipazione ed il dialogo giovanile” (Balkan Regional platform for youth participation and dialogue”), si è tenuto a Novi Sad, in Serbia, dal 17 al 19 Ottobre 2018.
Questo evento ha visto riuniti tutti i partner del progetto al fine di valutare e promuovere i traguardi raggiunti negli scorsi quattro anni. I partecipanti hanno anche discusso della creazione di una strategia per il Network dei Balcani per la Democrazia Locale, intenzionato a fornire una visione globale che faciliti la collaborazione negli anni avvenire.
A tal fine sono stati presentati i risultati della valutazione finale, i quali sono visti come strumenti utili per contribuire al miglioramento della Piattaforma a livello locale e regionale, anche in vista delle priorità che l’Europa ha fissato in tema di integrazione dal 2018 al 2025.
Una speciale attenzione è stata riservata alla Tavola Rotonda Regionale, un evento che ha radunato attori interessati alle politiche giovanili del panorama locale e regionale. La Tavola Rotonda si è tenuta il 19 ottobre a Novi Sad, essendo quest’ultima stata eletta “Capitale europea della gioventù 2019”. L’evento principale di questa Tavola Rotonda era intitolato “Millennial dei Balcani: Elaborare piani intelligenti ed a lungo termine vs fare I bagagli e partire alla ricerca di un futuro migliore” e si trattava di un dibattito moderato tra i relatori ed il pubblico. La tavola rotonda ha visto anche la partecipazione del Vice Presidente di ALDA, Alessandro Perelli, insieme al rappresentante delle delegazioni europee della Serbia, Steffen Hudolin ed il Presidente dell’Assemblea Municipale di Novi Sad, il sig. Jelusic.
Durante il suo discorso Perelli ha sottolineato l’impegno di ALDA “nel supporto dei valori e diritti democratici, insieme al suo impegno nella promozione delle eque opportunità, cittadinanza attiva e nella protezione delle minoranze e dei gruppi piu vulnerabili”.
Altro evento chiave del meeting del Network Regionale è stata la visita all’Assemblea della Vojvodina, dove i partecipanti hanno potuto incontrare Damir Zobenica, vice presidente dell’Assemblea, e capo del Comitato per la cooperazione inter regionale.
Le attività sono state nel complesso molto apprezzate dai partner del progetto, ed utili in termini di conoscenza acquisita sulla cooperazione regionale tra i paesi dei Balcani ed il Fondo Giovanile, nonchè per saperne di più sulle nuove misure per prevenire la fuga di cervelli. Se da un lato l’evento ha coronato la fine degli incontri all’interno del quadro del progetto, dall’altro questo non ne rappresenta la fine, in quanto i partner continueranno la loro collaborazione attraverso il Network dei Balcani per la Democrazia Locale.

Шестое совещание Региональной сети проекта «Балканская региональная платформа для участия и диалога молодежи» состоялось в Нови-Саде, Сербия, 17-19 октября 2018 года.
По этому случаю все партнеры проекта собрались для оценки и продвижения достижений за последние четыре года. Участники также обсудили создание Стратегии для балканской сети местной демократии, желающей быть всеобъемлющим видением «дорожной карты», необходимой для совместной работы в предстоящие годы. С этой целью были представлены интеграционные результаты оценки в целях улучшения деятельности Сети на местном и региональном уровнях, а также с учетом приоритетов интеграции в ЕС с 2018 по 2025 год. Особое внимание было уделено Региональному круглому столу, мероприятию, в котором собираются участники региональной и местной молодежной политики, которое состоялось 19 октября в г
. Нови-Саде, являясь городом «Европейского молодежного капитала 2019 года». Мероприятие получило название: «Тысячелетие на Балканах: создание долгосрочных смарт-планов вместо того, чтоб собрать вещи и уйти в поисках более комфортной жизни», и он заключалось в проведении умеренных дискуссий с приглашенными докладчиками. В этом круглом столе приняли участие вице-президент ALDA г-н Алессандро Перелли вместе с представителем делегации ЕС в Сербии г-ном Штеффеном Худолиным и президентом муниципальной ассамблеи штата Нови-Сад г-ном Джелусисо
м. В своем выступлении Перелли подчеркнул, что «деятельность ALDA направлена на поддержку демократических прав и ценностей, а также на ее участие в содействии равным возможностям, активной гражданственности и защите меньшинств и уязвимых групп». Другим ключевым событием встречи Региональной сети стал визит на Ассамблею Воеводины, где участники получили возможность ознакомиться с вице-президентом Ассамблеи Воеводины г-ном Дамиром Зобеницей, председателем Комитета
Ассамблеи по межрегиональному сотрудничеству. Эти интенсивные дни были глубоко оценены партнерами по проекту, и полезны с точки зрения знаний о региональном сотрудничестве между балканскими странами и Молодежным фондом, и дали возможность узнать больше о новых мерах и механизмах, действующих в качестве инструмента предотвращения “утечки мозгов”. Если, с одной стороны, встреча была заключительным событием в рамках проекта, с другой стороны, это не будет означать конец этого приключения, поскольку партнеры будут продолжать свое сотрудничество через балканскую сеть для местной демократии.
Razotkrivanje Balkana se nastavlja na regionalnom sastanku mreže u Novom Sadu
Šesti sastanak Regionalne mreže projekta “Regionalna platforma za učešće i dijalog mladih” održan je u Novom Sadu od 17. do 19. oktobra 2018. godine.
Ovom prilikom svi partneri iz projekta su se okupili kako bi ocenili i promovisali postignute rezultate poslednje četiri godine. Učesnici su takođe razgovarali o kreiranju strategije za Balkansku mrežu za lokalnu demokratiju, sa željom i voljom da kreiraju sveobuhvatnu viziju i plan neophodan za zajednički rad u narednim godinama. U tu svrhu, predstavljeni su integrisani rezultati evaluacije u nastojanju da se poboljšaju performanse mreže na lokalnom i regionalnom nivou, takođe s obzirom na prioritete u vezi sa integracijom u EU od 2018. do 2025. godine.
Posebna pažnja skrenuo je Regionalni okrugli sto, događaj koji je okupio regionalne i lokalne partnere iz oblasti omladinske politike, koji se održao 19. oktobra u Novom Sadu, gradu koji ima titulu “Evropske prestonice mladih 2019”. Događaj pod naslovom “Mladi Balkana: Pametni dugoročni plan ili odlazak u potrazi za lagodnijim životom”, sastojao se u umerenoj raspravi sa gostujućim govornicima. Na okruglom stolu prisustvovali su potpredsednik ALDA Alessandro Perelli, zajedno sa predstavnikom delegacije EU u Srbiji, gospodinom Steffenom Hudolinom i predsednikom Skupštine grada Novog Sada gospodinom Jelušićem.
Tokom svog govora Perelli je istakao “aktivnost ALDA-e za podršku demokratskim pravima i vrednostima, kao i angažman u promociji jednakih mogućnosti, aktivnog građanstva i zaštite manjina i ugroženih grupa”.
Još jedan ključni događaj sastanka Regionalne mreže bio je poseta Skupštini Vojvodine, gde su učesnici imali priliku da upoznaju g. Damira Zobenicu, potpredsednika Skupštine Vojvodine, predsedavajućeg Skupštinskog odbora za međuregionalnu saradnju. Ovi intenzivni dani, sa mnoštvom aktivnosti veoma su cenjeni od strane partnera projekta i korisni u pogledu znanja stečenog o regionalnoj saradnji između balkanskih zemalja i Fonda za mlade, i mogućnost da saznaju više o novim merama i pokrenutim mehanizmima kao sredstvom za sprečavanje “odliva mozgova”. Ako je s jedne strane sastanak bio konačni događaj u okviru projekta, sa druge strane, to neće predstavljati kraj ove pustolovine, jer će partneri nastaviti saradnju kroz Balkansku mrežu za lokalnu demokratiju.
اكتشاف البلقان يتواصل من خلال لقاء الشبكة الإقليمية المنتظم بمنطقة نوفي ساد
انتظم اللقاء السادس للشبكة الإقليمية الخاصة بمشروع “المنصة الإقليمية لمنطقة البلقان حول مشاركة وحوار الشباب” بمنطقة نوفي ساد, في صربيا, وذلك خلال الفترة 17-19 أكتوبر (تشرين الأول), 2018. وبهذه المناسبة, التقى كافة المساهمين في المشروع بهدف تقييم الوضع وتعزيز الانجازات المحققة على مدى الأربع سنوات الأخيرة. كما استغل المشاركون هذه المناسبة لمناقشة إمكانية صياغة استراتيجية لفائدة شبكة البلقان للديمقراطية المحلية, والإعراب عن رغبتهم في اعتماد رؤية شاملة إزاء خارطة طريق تعتبر ضرورية للعمل المشترك في السنوات القادمة. لذلك, تم تقديم الاستنتاجات المضمنة في تقييم منظومة المشاركة بهدف تحسين نتائج الشبكة على المستويين المحلي والإقليمي مع مراعاة الأولويات المحددة في علاقة بعملية المشاركة في الاتحاد الأوروبي خلال الفترة 2018-2025. وفي ذات السياق, تمت الإشارة إلى الاهتمام الخاص الذي حظيت به الطاولة المستديرة الإقليمية, وهي تظاهرة مكنت مجموعة من الأطراف الفاعلة من التلاقي لمناقشة السياسيات الإقليمية والمحلية حول الشباب. انتظمت هذه التظاهرة بتاريخ 19 أكتوبر (تشرين الأول) بمدينة نوفي ساد التي تم انتخابها “عاصمة الشباب الأوروبي لسنة 2019”. تضمنت هذه التظاهرة, التي انعقدت تحت عنوان: “ألفية منطقة البلقان: تصميم خطط ذكية ومستدامة مقابل جمع الحقائب والمغادرة للبحث عن حياة أكثر رفاه وأريحية”, نقاشا تمت إدارته بمشاركة عدد من المحاضرين. كما شهدت الطاولة المستديرة هذه مشاركة نائب رئيس ألدا السيد ألساندرو بارالي, إلى جانب السيد ستيفان هيدولين الممثل عن مفوضية الاتحاد الأوروبي بصربيا وكذلك ديلوزيتش رئيس المجلس البلدي لمدينة نوفي ساد. خلال الكلمة التي ألقاها بهذه المناسبة, أكد السيد بارالي “على الأنشطة التي تقوم بها ألدا لدعم الحقوق وتعزيز قيم الديمقراطية إضافة إلى التزامها بالدفاع عن المساواة في الفرص والمواطنة النشطة وحماية الأقليات والمجموعات المستضعفة”. كما تمثل اللقاء الآخر الذي نظمته الشبكة الإقليمية في الزيارة إلى المجلي في فويفودينا حيث حظي المشاركون بفرصة التعرف على دامير زوبينيتشا, نائب رئيس المجلس في فويفودينا ورئيس لجنة المجلس المكلفة بالتعاون بين الأقاليم, كما نوه كافة الشركاء في المشروع بهذه الأنشطة المكثفة التي تواصلت على مدى عدة أيام وأفضت إلى نتائج مثمرة نظرا للمعلومات التي مكنت من تحصيلها حول منظومة التعاون الإقليمي القائم بين بلدان البلقان وصندوق الشباب لمزيد الاطلاع على الإجراءات الحديثة والآليات المتبعة كوسائل ناجعة لتفادي “هجرة الأدمغة”. بالرغم من أن هذه التظاهرة هي الأخيرة من نوعها التي تنظم في إطار المشروع, إلا أنها لن تمثل نهاية الرحلة لأن الشركاء عاقدون العزم على المضي قدما ومواصلة جهود التعاون التي ما انفكوا يبذلونها من خلال شبكة منطقة البلقان بهدف تعزيز منظومة الديمقراطية المحلية ودعمها.
The sixth Regional Network meeting of the project “Balkan regional platform for youth participation and dialogue“ took place in Novi Sad, Serbia from October 17th to 19th, 2018. For the occasion, all project partners gathered to evaluate and to promote the achievements made over the past four years. Participants also discussed the creation of a strategy for the Balkan Network for Local Democracy, willing to be a comprehensive vision of the road map necessary for working together in the forthcoming years. To this end, the integrating evaluation findings have been presented, in an effort to improve the performances of the Network at a local and regional level, also in view of the EU integration-related priorities from 2018 to 2025. A particular attention was drawn to the Regional Round Table, an event gathering regional and local youth policy stakeholders, which took place on October 19th in Novi Sad, being the city the “European Youth Capital 2019”.
The event was entitled: “Millennial of the Balkans: Making smart and long term plans vs packing the bags and leaving in search for a more comfortable life” and it consisted in a moderate debate with guest speakers. This round table saw the participation of ALDA Vice President Mr. Alessandro Perelli, together with the representative of the EU delegation to Serbia, Mr. Steffen Hudolin and the President of the Novi Sad Municipal Assembly, Mr. Jelusic. During his speech Perelli underlined “ALDA’s activity to support democratic rights and values, as well as its engagement in the promotion of equal opportunities, active citizenship andin the protection of minorities and vulnerable groups”. Another key event of the Regional Network meeting was the visit at the Vojvodina Assembly, where participants had the chance to get to know Mr. Damir Zobenica, vice president of the Assembly of Vojvodina, Chairperson of the Assembly Committee for inter regional cooperation.
Those intensive days of activities have been deeply appreciated by project partners, and useful in terms of knowledge gained about the regional cooperation between the Balkan countries and the Youth Fund and to learn more about new measures and mechanism put in action as a tool for preventing “brain drain”. If on the one hand the meeting was the final event within the framework of the project, on the other, this won’t represent the end of this adventure, because partners will continue their collaboration through the Balkan Network for Local Democracy.
La découverte des Balkans se poursuit lors de la réunion du Réseau Régional à Novi Sad
La sixième rencontre régionale du projet « Plateforme pour la participation et le dialogue des jeunes des Balkans» a eu lieu du 17 au 19 octobre 2018 à Novi Sad, en Serbie.
Tous les partenaires du projet se sont rassemblés pour promouvoir et évaluer les accomplissements de ces quatre dernières années. Les participants ont aussi discuté à propos de la création d’une stratégie pour le Réseau des Balkans pour la Démocratie Locale, afin de faciliter la coopération dans les années à suivre.
C’est pour cela que les résultats de l’évaluation d’intégration ont été présentés car cela pourrait améliorer les performances au niveau local et régional, aussi en vue des priorités européennes liées à l’intégration de 2018 à 2025. Une attention toute particulière a été portée sur la table ronde régionale, un événement rassemblant des acteurs de la politique régionale et locale pour la jeunesse, qui a eu lieu le 19 octobre à Novi Sad, nommée « capitale européenne de la jeunesse 2019 ». Cette session était intitulée : « Millénaires des Balkans : èlaborer des plans à long terme VS faire ses bagages et partir vers une vie plus confortable » et cela consistait dans un débat modéré avec des conférenciers invités. Le vice président d’ALDA, M. Alessandro Perelli ainsi que le représentant de la délégation de l’UE en Serbie, M. Steffen Hudolin et le président de l’assemblée de la municipalité de Novi Sad, M. Jelusic ont participé à cette table ronde.
Lors de son discours, Perelli a parlé des « efforts de l’ALDA pour supporter les valeurs et les droits démocratiques, ainsi que son engagement pour la promotion de l’égalité des chances, pour la citoyenneté active et pour la protection des minorités et des groupes vulnérables.
Un autre évènement clé de cette rencontre a été la visite à l’assemblée de Vojvodina, où les participants ont eu l’opportunité de rencontrer M. Damir Zobenica, le vice-président de l’assemblée de Vojvodina et le président de la Commission de l’Assemblée pour la coopération interrégionale. Ces journées ont été très appréciées par les partenaires du projet, et très utiles en terme de connaissances acquises sur la coopération régionale entre les pays des Balkans et le Fonds pour la jeunesse. Les paticipants ont aussi échangé sur de nouvelles mesures et nouveaux mécanismes existants pour prévenir la “fuite des cerveaux”. Même si cette réunion était l’événement final du projet, ceci ne marque pas la fin de l’aventure, car les partenaires poursuivront leur collaboration par le biais du Réseau des Balkans pour la Démocratie Locale.
La scoperta dei Balcani continua durante il meeting del Network Regionale a Novi Sad
Il sesto meeting del Network Regionale del progetto “Piattaforma Regionale dei Balcani per la partecipazione ed il dialogo giovanile” (Balkan Regional platform for youth participation and dialogue”), si è tenuto a Novi Sad, in Serbia, dal 17 al 19 Ottobre 2018.
Questo evento ha visto riuniti tutti i partner del progetto al fine di valutare e promuovere i traguardi raggiunti negli scorsi quattro anni. I partecipanti hanno anche discusso della creazione di una strategia per il Network dei Balcani per la Democrazia Locale, intenzionato a fornire una visione globale che faciliti la collaborazione negli anni avvenire.
A tal fine sono stati presentati i risultati della valutazione finale, i quali sono visti come strumenti utili per contribuire al miglioramento della Piattaforma a livello locale e regionale, anche in vista delle priorità che l’Europa ha fissato in tema di integrazione dal 2018 al 2025.
Una speciale attenzione è stata riservata alla Tavola Rotonda Regionale, un evento che ha radunato attori interessati alle politiche giovanili del panorama locale e regionale. La Tavola Rotonda si è tenuta il 19 ottobre a Novi Sad, essendo quest’ultima stata eletta “Capitale europea della gioventù 2019”. L’evento principale di questa Tavola Rotonda era intitolato “Millennial dei Balcani: Elaborare piani intelligenti ed a lungo termine vs fare I bagagli e partire alla ricerca di un futuro migliore” e si trattava di un dibattito moderato tra i relatori ed il pubblico. La tavola rotonda ha visto anche la partecipazione del Vice Presidente di ALDA, Alessandro Perelli, insieme al rappresentante delle delegazioni europee della Serbia, Steffen Hudolin ed il Presidente dell’Assemblea Municipale di Novi Sad, il sig. Jelusic.
Durante il suo discorso Perelli ha sottolineato l’impegno di ALDA “nel supporto dei valori e diritti democratici, insieme al suo impegno nella promozione delle eque opportunità, cittadinanza attiva e nella protezione delle minoranze e dei gruppi piu vulnerabili”.
Altro evento chiave del meeting del Network Regionale è stata la visita all’Assemblea della Vojvodina, dove i partecipanti hanno potuto incontrare Damir Zobenica, vice presidente dell’Assemblea, e capo del Comitato per la cooperazione inter regionale.

انتظم اللقاء السادس للشبكة الإقليمية الخاصة بمشروع “المنصة الإقليمية لمنطقة البلقان حول مشاركة وحوار الشباب” بمنطقة نوفي ساد, في صربيا, وذلك خلال الفترة 17-19 أكتوبر (تشرين الأول), 2018. وبهذه المناسبة, التقى كافة المساهمين في المشروع بهدف تقييم الوضع وتعزيز الانجازات المحققة على مدى الأربع سنوات الأخيرة. كما استغل المشاركون هذه المناسبة لمناقشة إمكانية صياغة استراتيجية لفائدة شبكة البلقان للديمقراطية المحلية, والإعراب عن رغبتهم في اعتماد رؤية شاملة إزاء خارطة طريق تعتبر ضرورية للعمل المشترك في السنوات القادمة. لذلك, تم تقديم الاستنتاجات المضمنة في تقييم منظومة المشاركة بهدف تحسين نتائج الشبكة على المستويين المحلي والإقليمي مع مراعاة الأولويات المحددة في علاقة بعملية المشاركة في الاتحاد الأوروبي خلال الفترة 2018-2025. وفي ذات السياق, تمت الإشارة إلى الاهتمام الخاص الذي حظيت به الطاولة المستديرة الإقليمية, وهي تظاهرة مكنت مجموعة من الأطراف الفاعلة من التلاقي لمناقشة السياسيات الإقليمية والمحلية حول الشباب. انتظمت هذه التظاهرة بتاريخ 19 أكتوبر (تشرين الأول) بمدينة نوفي ساد التي تم انتخابها “عاصمة الشباب الأوروبي لسنة 2019”. تضمنت هذه التظاهرة, التي انعقدت تحت عنوان: “ألفية منطقة البلقان: تصميم خطط ذكية ومستدامة مقابل جمع الحقائب والمغادرة للبحث عن حياة أكثر رفاه وأريحية”, نقاشا تمت إدارته بمشاركة عدد من المحاضرين. كما شهدت الطاولة المستديرة هذه مشاركة نائب رئيس ألدا السيد ألساندرو بارالي, إلى جانب السيد ستيفان هيدولين الممثل عن مفوضية الاتحاد الأوروبي بصربيا وكذلك ديلوزيتش رئيس المجلس البلدي لمدينة نوفي ساد. خلال الكلمة التي ألقاها بهذه المناسبة, أكد السيد بارالي “على الأنشطة التي تقوم بها ألدا لدعم الحقوق وتعزيز قيم الديمقراطية إضافة إلى التزامها بالدفاع عن المساواة في الفرص والمواطنة النشطة وحماية الأقليات والمجموعات المستضعفة”. كما تمثل اللقاء الآخر الذي نظمته الشبكة الإقليمية في الزيارة إلى المجلي في فويفودينا حيث حظي المشاركون بفرصة التعرف على دامير زوبينيتشا, نائب رئيس المجلس في فويفودينا ورئيس لجنة المجلس المكلفة بالتعاون بين الأقاليم, كما نوه كافة الشركاء في المشروع بهذه الأنشطة المكثفة التي تواصلت على مدى عدة أيام وأفضت إلى نتائج مثمرة نظرا للمعلومات التي مكنت من تحصيلها حول منظومة التعاون الإقليمي القائم بين بلدان البلقان وصندوق الشباب لمزيد الاطلاع على الإجراءات الحديثة والآليات المتبعة كوسائل ناجعة لتفادي “هجرة الأدمغة”. بالرغم من أن هذه التظاهرة هي الأخيرة من نوعها التي تنظم في إطار المشروع, إلا أنها لن تمثل نهاية الرحلة لأن الشركاء عاقدون العزم على المضي قدما ومواصلة جهود التعاون التي ما انفكوا يبذلونها من خلال شبكة منطقة البلقان بهدف تعزيز منظومة الديمقراطية المحلية ودعمها.
A training in Derry on the importance of project management and conflict resolution
ALDA has strengthened its ties with Northern Ireland last week, where a training course has been delivered in the city of Derry to over 30 participants. People involved in the sessions were predominantly representatives of associations, NGOs, and community groups, locally active in Northern Ireland and in the Republic of Ireland.
The topic of the training was about project management, especially focused on conflict resolution and citizens’ engagement, a thematic which found all participants truly interested and committed to contribute to the development of their communities by increasing their sense of belonging at the local level through developing and implementing, with a bottom-up approach, different kinds of activities in various sectors, such as youth unemployment, culture, social issues youth education, peace building and conflict resolution.
Marco Boaria, ALDA’s project manager, delivered the training and punctually provided participants with the methodology to develop and implement successful projects, sharing the experience of ALDA.
A session on fundraising and EU funds was also proposed, followed by workshops aimed in identifying common goals and projects which may foster cooperation among different organizations in Northern Ireland as well as other partners in Europe (and beyond).
Following up on the positive outcome of the experience, a second training is foreseen in Belfast at the end of November, where other organizations will benefit from ALDA’s knowledge and experience, which will surely be a great opportunity to identify other common paths of cooperation.

The output has been the drafting of the paper of common proposals, which has been adopted by all the 30 members of the high level multi-stakeholder platform on SDGs, on October 11th, 2018.

WEMIN dissemination event in Strasbourg
On Thursday 20th of September, ALDA hosted in Strasbourg the first dissemination event of the project WEMIN (Migrant Women Empowerment and Integration), which is a two-year project funded by the “Asylum, Migration and Integration Fund” (AMIF) of the European Union.

Call for IT company/consultancy within the APProach project
ALDA is launching a call for “IT companies/consultancies for the development and management of a digital ecosystem” as part of the APProach project, supported through the Rights, Equality and Citizenship Programme of the European Union.
The project APProach aims at improving the inclusion of EU mobile citizens and their political societal participation by designing and setting up a digital ecosystem aimed at increasing information-sharing between the municipalities and the EU mobile citizens. The digital ecosystem to be developed will aim to create new direct communication channels between EU mobile citizens and the municipalities partners of the project (Paris, Milan, Lisbon, Etterbeek, Vejle, Nea Smyrni).
The digital ecosystem shall be co-developed in cooperation with the partners of APProach, the civil servants of the municipalities and the EU mobile citizens, using a co-design approach. The IT company/consultancy selected will follow the design, development and follow-up of the digital ecosystem from November 2018 to March 2020.
