Connecting EU mobile citizens with their welcoming cities
The APProach project launches the first steps of its digital ecosystem to facilitate communication between local authorities and EU mobile citizens.
If you are an EU citizen living in another EU country, you are officially considered an EU mobile citizen! You can thus exercise fully your free movement rights in your country of residence. Exercising your free movement rights can include access to vote in the local and European elections, enrolling in school, participating in the local life of your welcoming city…
Right now APProach has gathered all the deadlines for EU mobile citizens to register to be able to vote in the European Parliament elections from 23 to 26 May 2019. If you would like to vote for EU candidates standing for elections in your HOST country or if you would prefer to vote for EU candidates standing for elections in your HOME country, have a look at APProach’s website.
APProach is a project co-funded by the European Union’s Rights, Equality and Citizenship programme that aims as facilitating the circulation of information towards EU mobile citizens for them to effectively exercise their rights in their welcoming city. The cities partner to the project Etterbeek (Belgium), Milan (Italy), Nea Smyrni (Greece), Paris (France), Vejle (Denmark), Lisbon (Portugal) and associate to the project Amsterdam (Netherlands) and Warsaw (Poland) will contribute to the design of a digital ecosystem where guidelines and information for EU mobile citizens will be found in one place.

First Regional Thematic Network Forum in Tirana
The First Regional Thematic Network Forum and Annual Conference of the ALDA – Western Balkans Network for Local Democracy will be organised on 26 and 27 February 2019 in Tirana.
This event will be a studious gathering of representatives of the civil sector and youth from the Western Balkans and Turkey in order to engage in discussion on the key reforms needed in the region to further the EU integration processes.
The panel discussions will feature presentations and debates on key issues such as rule of law, fundamental rights, social policy and employment and public administration reform. The focus will be put on youth policies and bringing the EU integration process closer to youth.
The Conference will bring together participants from civil society organisations, the public and the business sector in order to showcase and share good local practices on implementation and monitoring of reforms.
This event will be an opportunity to capitalise on efforts and established partnerships on a regional level to recognise the EU reform processes as joint responsibility for a better future.
The Regional Thematic Network Forum and the Annual Conference is organised by Youth Act Albania, in the framework of the project “Regional youth compact for Europe” implemented by the Center for Democracy Foundation, Balkan Network for Local Democracy, CRTA, Youth Act and Sodem. The legacy of Pawel Adamowicz in Gdańsk, in ALDA, and in the enlarged Europe
Supporting local democracy and citizens’ participation for communities development as well as offering European perspectives for the future of Eastern Partnership countries
Last month, Pawel Adamowicz, Mayor of Gdańsk – one of the main cities in Poland – lost his life under tragic circumstances. For everyone in ALDA, this was shocking news. With the spirit that has built our relationship, we would like to continue the legacy of Adamowicz, and make sure that all what we have started together will continue, stronger and empowered.
The success of the city of Gdańsk is an example of the continuous commitment in local democracy as a mean for local development. ALDA will therefore capitalize this experience and further strengthen its efforts to make it crystal clear, with a powerful example, that citizens mobilisation at the local level and their participation in the decision-making process is a real tool for the social and economic development of a community. We worked together with the city of Gdańsk on practices of citizens panels, which identified the paths to follow to make the society grow and develop. Gdańsk was involved in several projects designed by ALDA for sustainable and inclusive development in the metropolitan areas of Gdańsk (such as the project MEANING), and this will continue.
As for upcoming European Parliament elections, ALDA will be close to its members, as the city of Gdańsk, to support a widespread awareness raising campaign on the challenges coming up. The European orientations of Central Europe should be strengthened, and with that the whole European project. The added value of Poland in Europe should never be underestimated – we have to work together to enhance Polish citizens’ participation and involvement.
Pawel Adamowicz was the initiator, together with the city of Mariupol in Eastern Ukraine, of the Local Democracy Agency Mariupol. We are strongly committed to continuing this endeavour to keep hearing his voice loud and clear in our work: “Europe gave us so much, that we should be committed now to sharing with others all what we have received”. The LDA Mariupol is active in promoting citizens’ participation and local governance in a difficult place of Ukraine, at the border with the area of the Donbass. The partnership with Gdańsk will continue and further increase. The work with CORLEAP of the Committee of the Regions, of which Adamowicz was a member, will also continue and be empowered.
In many ways, our friend and mentor, in many ways, will be part of ALDA. We feel the responsibility to do better and more, remembering him for all what he did for our common vision and endeavour.
L’héritage de Pawel Adamowicz à Gdańsk, à ALDA et à l’Europe entière
Soutenons la démocratie locale et la participation des citoyens au développement des communautés et offrons des perspectives européennes pour l’avenir des pays du Partenariat oriental
Le mois dernier, Pawel Adamowicz, le maire de Gdańsk, l’une des villes principales de Pologne, a perdu la vie dans des circonstances tragiques. Pour tout le monde à ALDA, c’était une nouvelle choquante. Avec le même esprit avec lequel notre relation a été construite, nous voudrions poursuivre le chemin d’Adamowicz et nous assurer que tout ce que nous avons commencé ensemble continuera, plus fort et puissant.
Le succès de la ville de Gdańsk est un exemple de comment un engagement constant dans la démocratie locale mène au développement local. ALDA capitalisera donc sur cette expérience et intensifiera ses efforts pour faire comprendre, avec un exemple frappant, que la mobilisation des citoyens au niveau local et leur participation au processus de prise de décision, constituent des véritables outils de développement social et économique. Nous avons collaboré avec la ville de Gdańsk sur les pratiques des comités citoyens, utiles au développement et au bien-être de la société. Gdańsk a été impliquée dans plusieurs projets conçus par ALDA pour le développement durable et inclusif dans les zones métropolitaines de la ville (comme le projet MEANING), et cela se poursuivra.
En ce qui concerne les prochaines élections au Parlement européen, l’ALDA sera proche de ses membres, en de la Ville de Gdańsk, afin de soutenir une vaste campagne de sensibilisation aux défis à venir. Les tendances pro-européennes de l’Europe centrale doivent être renforcées, ainsi que l’ensemble du projet européen. La valeur ajoutée de la Pologne en Europe ne doit pas être sous-estimée, au contraire il est indispensable de travailler ensemble pour améliorer la participation des citoyens polonais.
Pawel Adamowicz était l’initiateur, avec la ville de Marioupol, en Ukraine orientale, de l’Agence de la démocratie locale de Marioupol. Nous sommes fermement déterminés à poursuivre cet effort pour continuer à faire entendre sa voix dans notre travail : « L’Europe nous a tant donné, que nous devons nous engager maintenant afin de partager avec les autres tout ce que nous avons reçu ». L’ADL Mariupol travaille activement pour la promotion de la participation des citoyens et de la gouvernance locale dans un endroit difficile de l’Ukraine, à la frontière avec la région du Donbass. Le partenariat avec Gdańsk se poursuivra et se développera davantage. Le travail avec le CORLEAP du Comité des régions, dont Adamowicz était membre, se poursuivra et sera également renforcé.
Pawel, notre ami et mentor, fera toujours partie de l’ALDA. Nous sentons la responsabilité de faire mieux et plus, en nous souvenant de lui pour tout ce qu’il a fait pour notre vision et nos efforts communs.
L’eredità di Pavel Adamowicz a Danzica, ad ALDA e all’Europa intera
Sosteniamo la democrazia locale e la partecipazione cittadina per lo sviluppo delle comunità, ed offriamo prospettive europee per il futuro dei Paesi del partenariato orientale.
Un mese fa Pawel Adamowicz, sindaco di Danzica – una delle maggiori città polacche, è venuto tragicamente a mancare. Per tutta ALDA si è trattato di un evento estremamente scioccante. Con lo spirito che ha da sempre contraddistinto il nostro partenariato, ci impegniamo a portare avanti l’eredità di Adamowicz, assicurandoci che quanto iniziato insieme continui e si rafforzi.
Il successo della città di Danzica è un esempio di come l’impegno continuo nella democrazia locale sia strumento effettivo di sviluppo. ALDA farà tesoro di quanto appreso, utilizzando i risultati fino ad ora ottenuti per rendere chiaro a tutti, attraverso il potente esempio di Adamowicz, che la mobilitazione dei cittadini a livello locale e la loro partecipazione nei processi decisionali sono strumenti concreti per lo sviluppo economico e sociale della comunità. Abbiamo lavorato insieme alla città di Danzica sulle pratiche del comitato cittadino, che ha individuato le vie da seguire per guidare la società alla crescita e al progresso. La città di Danzica è stata coinvolta in diversi progetti ideati da ALDA e volti allo sviluppo sostenibile e inclusivo nelle aree metropolitane di Danzica (come ad esempio il progetto MEANING), e tutto questo continuerà.
Così come ALDA sarà vicina ai suoi soci in vista delle prossime elezioni al Parlamento Europeo, così la città di Danzica lo sarà appoggiando un’ampia campagna di sensibilizzazione sulle prossime sfide. La propensione europeo dell’Europa Centrale dovrebbe essere rafforzata e con questa, l’intero progetto europeo. Il valore aggiunto che la Polonia porterebbe in Europa non deve essere mai sottovalutato – dobbiamo lavorare insieme per accrescere la partecipazione e il coinvolgimento dei cittadini polacchi.
Pawel Adamowicz è stato l’iniziatore, insieme alla città di Mariupol, in Ucraina orientale, dell’Agenzia della Democrazia Locale di Mariupol. Siamo estremamente motivati al fine di far sentire la sua voce forte e chiara nel nostro operato: “L’Europa ci ha dato così tanto, al punto da dover condividerlo ora con tutti gli altri”. L’ADL Mariupol è attiva nella promozione della partecipazione dei cittadini e della governance locale in un luogo difficile come l’Ucraina, al confine con l’area del Donbass. Il partenariato con Danzica continuerà e si rafforzerà, così come il lavoro con il CORLEAP del Comitato delle Regioni, di cui Adamowicz era membro, continuerà e sarà potenziato.
In molti modi Pawel, amico e mentore, sarà ancora parte di ALDA. Sentiamo la responsabilità di inseguire il miglioramento, ricordandoci di lui e del suo prezioso contributo al nostro impegno e visione comuni.
Наследие Павла Адамовича в Гданьске, в ALDA и в расширенной Европе
Поддержка местной демократии и участия граждан в развитии сообществ, а также предложение европейских перспектив для будущего стран Восточного партнерства
В прошлом месяце Павел Адамович, мэр Гданьска – одного из главных городов Польши – погиб при трагических обстоятельствах. Для всех в ALDA это была шокирующая новость. С духом, который выстроил наши отношения, мы хотели бы продолжить наследие Адамовича и сделать так, чтобы все, что мы начали вместе, продолжалось, укреплялось и расширялось.
Успех города Гданьска является примером постоянной приверженности местной демократии как средству местного развития. Таким образом, ALDA будет использовать этот опыт и активизировать свои усилия, чтобы наглядно продемонстрировать на убедительном примере, что мобилизация граждан на местном уровне и их участие в процессе принятия решений является реальным инструментом социально-экономического развития страны, сообщества. Мы работали вместе с городом Гданьском над практиками групп граждан, которые определили пути, по которым нужно развиваться обществу. Павел Адамович был инициатором, вместе с г. Мариуполем на востоке Украины, создания Агентства местной демократии Мариуполя. Мы твердо намерены и впредь слышать его голос громко и четко в нашей работе: «Европа дала нам так много, что мы должны быть привержены тому, чтобы делиться с другими всем, что мы получили». LDA Мариуполь активно содействует участию граждан и местному самоуправлению в проблемном городе Украины, на границе с районом Донбасса. Партнерство с Гданьском будет продолжаться и расширяться. Работа с проектом CORLEAP от Комитета Регионов, членом которого был Адамович, также будет продолжаться.
Во многом наш друг и наставник будет всегда частью ALDA. Мы чувствуем ответственность за наши поступки, за их улучшение, вспоминая его за все то, что он сделал для нашего общего видения.
Zaostavština Pavela Adamovica u Gdanjsku, ALDA-i i celoj Evropi
Podrška lokalnoj demokratiji i učešću građana u razvoju zajednica, kao i pružanje evropskih perspektiva za budućnost zemalјa Istočnog partnerstva
Prošlog meseca, Pavel Adamovic, gradonačelnik Gdanjska – jedan od glavnih gradova u Polјskoj – izgubio je život pod tragičnim okolnostima. Za sve u ALDA-i, ovo je bila šokantna vest. U duhu našeg odnosa, želeli bismo da nastavimo nasleđe Adamovica, i da se pobrinemo da da sve ono što smo započeli zajedno nastavimo još jače i bolje.
Uspeh grada Gdanjska je primer kontinuirane posvećenosti lokalnoj demokratiji kao sredstvu za lokalni razvoj. ALDA će stoga iskoristiti ovo iskustvo i dodatno ojačati svoje napore kako bi pojasnili, uz snažan primer, da je mobilizacija građana na lokalnom nivou i njihovo učešće u procesu donošenja odluka pravi alat za društveni i ekonomski razvoj zajednice. Radili smo zajedno sa gradom Gdanjskom na skupovima građana, koji su identifikovali puteve koje treba pratiti kako bi društvo raslo i razvijalo se. Gdanjsk je bio uklјučen u nekoliko projekata koje je ALDA osmislila za održivi i inkluzivni razvoj u gradskim područjima Gdanjska (kao što je projekat “MEANING”), i ta saradnja će se nastaviti.
Što se tiče predstojećih izbora za Evropski parlament, ALDA će biti uz svoje članice, kao i grad Gdanjsk, kako bi podržali kampanju zagovaranja o izazovima koji se pojavlјuju. Evropska orijentacija centralne Evrope treba da ojača, a time i čitav evropski projekat. Dodata vrednost Polјske u Evropi nikada ne bi trebalo da se potcenjuje – moramo da radimo zajedno kako bismo pobolјšali učešće i uklјučenost polјskih građana.
Pavel Adamovic je bio inicijator, zajedno sa gradom Marijupoljem u Istočnoj Ukrajini, Agencije lokalne demokratije Marijupolj. Snažno smo posvećeni nastojanju da nastavimo da čujemo njegov glas glasno i jasno u našem daljem radu: „Evropa nam je dala toliko mnogo, da bismo sada trebali biti posvećeni delјenju sa drugima svega što smo dobili“. LDA Marijupolj koja se nalazi u oblasti Ukrajine sa komplikovanom situacijom, na granici sa područjem Donbasa, aktivna je u promovisanju učešća građana i lokalne uprave. Partnerstvo sa Gdanjskom će se nastaviti i povećavati i ubuduće. Rad sa CORLEAP-om Komiteta regiona, čiji je Adamovic bio član, takođe će se nastaviti i biti osnaženo.
Naš prijatelј i mentor će, na mnogo načina, i dalje biti deo ALDA-e. Osećamo odgovornost da činimo bolјe i više, prisećajući se svega što je učinio za našu zajedničku viziju i napore.
تراث بافل أدموفيتش بغدانسك, في كل من ألدا و أوروبا الموسعة
دعم الديمقراطية المحلية ومشاركة المواطنين لتنمية المجتمعات وتعزيز الآفاق الأوروبية أمام بلدان الشراكة الشرقية
لقي بافل أدموفيتش, عمدة مدنية غدانسك, إحدى أهم المدن البولندية, حتفه الشهر الماضي في ظروف مريعة. مثل هذا الخبر, لكل واحد في ألدا, صدمة هائلة. كما نود التذكير أنه بفضل الروح التي مكنتنا من ربط العلاقة بيننا, نحن نرغب فعلا في مواصلة التراث الذي خلفه بافل أدموفيتش والـتأكيد على أن كل العمل الذي بدأناه معا سيتواصل, بل وبأكثر قوة وفعالية.
إن النجاح الذي حققته مدينة غدانسك يعد مثلا يحتذى به في مواصلة العمل والالتزام بمبادئ الديمقراطية المحلية كوسيلة ناجعة وناجحة في إدراك التنمية المحلية. وبالتالي, ستستغل ألدا هذه التجربة الناجحة لتعزيز قدراتها وبذل قصارى جهدها, لتقديم الحجج الدامغة والتأكيد بكل وضوح, أن عميلة تعبئة المواطنين, على المستوى المحلي, وتأمين مشاركتهم في مسار أخذ القرار هي الأداة الفاعلة والحقيقية لتمكين المجتمع المحلي من تحقيق كافة أهداف التنمية الاقتصادية والاجتماعية. لقد عملنا جنبا إلى جنب, مع مدينة غدانسك, على تنظيم دورات حول ممارسة المواطن, الشيء الذي مكننا من تحديد الطرق التي يتعين اتباعها لتمكين المجتمع من تحقيق مزيد التقدم والازدهار. لقد شاركت مدينة غدانسك في العديد من المشاريع التي صممتها ألدا لتحقيق التنمية المستدامة والشاملة في المناطق المحيطة بالعاصمة غدانسك (على غرار مشروع ميننغ – (MEANING), مع التأكيد على نيتنا في مواصلة هذه التجربة.
بمناسبة الانتخابات التشريعية الأوروبية المرتقبة, تنوي ألدا البقاء قريبا من أعضائها, على غرار مدينة غدانسك, لدعم حملة واسعة حول تعزيز التوعية بخصوص التحديات الممكنة أثناء هذا الحدث الأوروبي. كما يجب أخذ كافة الاجراءات الضرورية لتعزيز التوجهات الأوروبية في أوروبا الوسطى, وبالتالي, العمل على إنجاح المشروع الأوروبي برمته. لا يجب التقليل أبدا من أهمية القيمة المضافة التي تقدمها بولندا لفائدة أوروبا – لذا يتعين علينا العمل معا لتعزيز مساهمة المواطن البولندي ودعم مشاركته في هذا المشروع.

Nous avons collaboré avec la ville de Gdańsk sur les pratiques des comités citoyens, utiles au développement et au bien-être de la société. Gdańsk a été impliquée dans plusieurs projets conçus par ALDA pour le développement durable et inclusif dans les zones métropolitaines de la ville (comme le projet MEANING), et cela se poursuivra.
En ce qui concerne les prochaines élections au Parlement européen, l’ALDA sera proche de ses membres, en de la Ville de Gdańsk, afin de soutenir une vaste campagne de sensibilisation aux défis à venir. Les tendances pro-européennes de l’Europe centrale doivent être renforcées, ainsi que l’ensemble du projet européen. La valeur ajoutée de la Pologne en Europe ne doit pas être sous-estimée, au contraire il est indispensable de travailler ensemble pour améliorer la participation des citoyens polonais.
Pawel Adamowicz était l’initiateur, avec la ville de Marioupol, en Ukraine orientale, de l’Agence de la démocratie locale de Marioupol. Nous sommes fermement déterminés à poursuivre cet effort pour continuer à faire entendre sa voix dans notre travail : « L’Europe nous a tant donné, que nous devons nous engager maintenant afin de partager avec les autres tout ce que nous avons reçu ». L’ADL Mariupol travaille activement pour la promotion de la participation des citoyens et de la gouvernance locale dans un endroit difficile de l’Ukraine, à la frontière avec la région du Donbass. Le partenariat avec Gdańsk se poursuivra et se développera davantage. Le travail avec le CORLEAP du Comité des régions, dont Adamowicz était membre, se poursuivra et sera également renforcé.
Pawel, notre ami et mentor, fera toujours partie de l’ALDA. Nous sentons la responsabilité de faire mieux et plus, en nous souvenant de lui pour tout ce qu’il a fait pour notre vision et nos efforts communs.
L’eredità di Pavel Adamowicz a Danzica, ad ALDA e all’Europa intera
Sosteniamo la democrazia locale e la partecipazione cittadina per lo sviluppo delle comunità, ed offriamo prospettive europee per il futuro dei Paesi del partenariato orientale.
Un mese fa Pawel Adamowicz, sindaco di Danzica – una delle maggiori città polacche, è venuto tragicamente a mancare. Per tutta ALDA si è trattato di un evento estremamente scioccante. Con lo spirito che ha da sempre contraddistinto il nostro partenariato, ci impegniamo a portare avanti l’eredità di Adamowicz, assicurandoci che quanto iniziato insieme continui e si rafforzi.
Il successo della città di Danzica è un esempio di come l’impegno continuo nella democrazia locale sia strumento effettivo di sviluppo. ALDA farà tesoro di quanto appreso, utilizzando i risultati fino ad ora ottenuti per rendere chiaro a tutti, attraverso il potente esempio di Adamowicz, che la mobilitazione dei cittadini a livello locale e la loro partecipazione nei processi decisionali sono strumenti concreti per lo sviluppo economico e sociale della comunità. Abbiamo lavorato insieme alla città di Danzica sulle pratiche del comitato cittadino, che ha individuato le vie da seguire per guidare la società alla crescita e al progresso. La città di Danzica è stata coinvolta in diversi progetti ideati da ALDA e volti allo sviluppo sostenibile e inclusivo nelle aree metropolitane di Danzica (come ad esempio il progetto MEANING), e tutto questo continuerà.
Così come ALDA sarà vicina ai suoi soci in vista delle prossime elezioni al Parlamento Europeo, così la città di Danzica lo sarà appoggiando un’ampia campagna di sensibilizzazione sulle prossime sfide. La propensione europeo dell’Europa Centrale dovrebbe essere rafforzata e con questa, l’intero progetto europeo. Il valore aggiunto che la Polonia porterebbe in Europa non deve essere mai sottovalutato – dobbiamo lavorare insieme per accrescere la partecipazione e il coinvolgimento dei cittadini polacchi.
Pawel Adamowicz è stato l’iniziatore, insieme alla città di Mariupol, in Ucraina orientale, dell’Agenzia della Democrazia Locale di Mariupol. Siamo estremamente motivati al fine di far sentire la sua voce forte e chiara nel nostro operato: “L’Europa ci ha dato così tanto, al punto da dover condividerlo ora con tutti gli altri”. L’ADL Mariupol è attiva nella promozione della partecipazione dei cittadini e della governance locale in un luogo difficile come l’Ucraina, al confine con l’area del Donbass. Il partenariato con Danzica continuerà e si rafforzerà, così come il lavoro con il CORLEAP del Comitato delle Regioni, di cui Adamowicz era membro, continuerà e sarà potenziato.
In molti modi Pawel, amico e mentore, sarà ancora parte di ALDA. Sentiamo la responsabilità di inseguire il miglioramento, ricordandoci di lui e del suo prezioso contributo al nostro impegno e visione comuni.
Наследие Павла Адамовича в Гданьске, в ALDA и в расширенной Европе
Поддержка местной демократии и участия граждан в развитии сообществ, а также предложение европейских перспектив для будущего стран Восточного партнерства
В прошлом месяце Павел Адамович, мэр Гданьска – одного из главных городов Польши – погиб при трагических обстоятельствах. Для всех в ALDA это была шокирующая новость. С духом, который выстроил наши отношения, мы хотели бы продолжить наследие Адамовича и сделать так, чтобы все, что мы начали вместе, продолжалось, укреплялось и расширялось.
Успех города Гданьска является примером постоянной приверженности местной демократии как средству местного развития. Таким образом, ALDA будет использовать этот опыт и активизировать свои усилия, чтобы наглядно продемонстрировать на убедительном примере, что мобилизация граждан на местном уровне и их участие в процессе принятия решений является реальным инструментом социально-экономического развития страны, сообщества. Мы работали вместе с городом Гданьском над практиками групп граждан, которые определили пути, по которым нужно развиваться обществу. Гданьск участвовал в нескольких проектах, разработанных ALDA для устойчивого и всестороннего развития в столичных районах Гданьска (напр. MEANING), и эта деятельность продолжится.
Что касается предстоящих выборов в Европейский парламент, ALDA будет рядом со своими членами, одним из которых является и город Гданьск, чтобы поддержать широкую кампанию по повышению осведомленности о предстоящих проблемах. Европейские ориентации Центральной Европы должны быть усилены, а вместе с этим и весь европейский проект. Не следует недооценивать значимость Польши в Европе – мы должны работать вместе для расширения вовлечения польских граждан.
Павел Адамович был инициатором, вместе с г. Мариуполем на востоке Украины, создания Агентства местной демократии Мариуполя. Мы твердо намерены и впредь слышать его голос громко и четко в нашей работе: «Европа дала нам так много, что мы должны быть привержены тому, чтобы делиться с другими всем, что мы получили». LDA Мариуполь активно содействует участию граждан и местному самоуправлению в проблемном городе Украины, на границе с районом Донбасса. Партнерство с Гданьском будет продолжаться и расширяться. Работа с проектом CORLEAP от Комитета Регионов, членом которого был Адамович, также будет продолжаться.
Во многом наш друг и наставник будет всегда частью ALDA. Мы чувствуем ответственность за наши поступки, за их улучшение, вспоминая его за все то, что он сделал для нашего общего видения.
Zaostavština Pavela Adamovica u Gdanjsku, ALDA-i i celoj Evropi
Podrška lokalnoj demokratiji i učešću građana u razvoju zajednica, kao i pružanje evropskih perspektiva za budućnost zemalјa Istočnog partnerstva
Prošlog meseca, Pavel Adamovic, gradonačelnik Gdanjska – jedan od glavnih gradova u Polјskoj – izgubio je život pod tragičnim okolnostima. Za sve u ALDA-i, ovo je bila šokantna vest. U duhu našeg odnosa, želeli bismo da nastavimo nasleđe Adamovica, i da se pobrinemo da da sve ono što smo započeli zajedno nastavimo još jače i bolje.
Uspeh grada Gdanjska je primer kontinuirane posvećenosti lokalnoj demokratiji kao sredstvu za lokalni razvoj. ALDA će stoga iskoristiti ovo iskustvo i dodatno ojačati svoje napore kako bi pojasnili, uz snažan primer, da je mobilizacija građana na lokalnom nivou i njihovo učešće u procesu donošenja odluka pravi alat za društveni i ekonomski razvoj zajednice. Radili smo zajedno sa gradom Gdanjskom na skupovima građana, koji su identifikovali puteve koje treba pratiti kako bi društvo raslo i razvijalo se. Gdanjsk je bio uklјučen u nekoliko projekata koje je ALDA osmislila za održivi i inkluzivni razvoj u gradskim područjima Gdanjska (kao što je projekat “MEANING”), i ta saradnja će se nastaviti.
Što se tiče predstojećih izbora za Evropski parlament, ALDA će biti uz svoje članice, kao i grad Gdanjsk, kako bi podržali kampanju zagovaranja o izazovima koji se pojavlјuju. Evropska orijentacija centralne Evrope treba da ojača, a time i čitav evropski projekat. Dodata vrednost Polјske u Evropi nikada ne bi trebalo da se potcenjuje – moramo da radimo zajedno kako bismo pobolјšali učešće i uklјučenost polјskih građana.
Pavel Adamovic je bio inicijator, zajedno sa gradom Marijupoljem u Istočnoj Ukrajini, Agencije lokalne demokratije Marijupolj. Snažno smo posvećeni nastojanju da nastavimo da čujemo njegov glas glasno i jasno u našem daljem radu: „Evropa nam je dala toliko mnogo, da bismo sada trebali biti posvećeni delјenju sa drugima svega što smo dobili“. LDA Marijupolj koja se nalazi u oblasti Ukrajine sa komplikovanom situacijom, na granici sa područjem Donbasa, aktivna je u promovisanju učešća građana i lokalne uprave. Partnerstvo sa Gdanjskom će se nastaviti i povećavati i ubuduće. Rad sa CORLEAP-om Komiteta regiona, čiji je Adamovic bio član, takođe će se nastaviti i biti osnaženo.
Naš prijatelј i mentor će, na mnogo načina, i dalje biti deo ALDA-e. Osećamo odgovornost da činimo bolјe i više, prisećajući se svega što je učinio za našu zajedničku viziju i napore.
تراث بافل أدموفيتش بغدانسك, في كل من ألدا و أوروبا الموسعة
دعم الديمقراطية المحلية ومشاركة المواطنين لتنمية المجتمعات وتعزيز الآفاق الأوروبية أمام بلدان الشراكة الشرقية
لقي بافل أدموفيتش, عمدة مدنية غدانسك, إحدى أهم المدن البولندية, حتفه الشهر الماضي في ظروف مريعة. مثل هذا الخبر, لكل واحد في ألدا, صدمة هائلة. كما نود التذكير أنه بفضل الروح التي مكنتنا من ربط العلاقة بيننا, نحن نرغب فعلا في مواصلة التراث الذي خلفه بافل أدموفيتش والـتأكيد على أن كل العمل الذي بدأناه معا سيتواصل, بل وبأكثر قوة وفعالية.
إن النجاح الذي حققته مدينة غدانسك يعد مثلا يحتذى به في مواصلة العمل والالتزام بمبادئ الديمقراطية المحلية كوسيلة ناجعة وناجحة في إدراك التنمية المحلية. وبالتالي, ستستغل ألدا هذه التجربة الناجحة لتعزيز قدراتها وبذل قصارى جهدها, لتقديم الحجج الدامغة والتأكيد بكل وضوح, أن عميلة تعبئة المواطنين, على المستوى المحلي, وتأمين مشاركتهم في مسار أخذ القرار هي الأداة الفاعلة والحقيقية لتمكين المجتمع المحلي من تحقيق كافة أهداف التنمية الاقتصادية والاجتماعية. لقد عملنا جنبا إلى جنب, مع مدينة غدانسك, على تنظيم دورات حول ممارسة المواطن, الشيء الذي مكننا من تحديد الطرق التي يتعين اتباعها لتمكين المجتمع من تحقيق مزيد التقدم والازدهار. لقد شاركت مدينة غدانسك في العديد من المشاريع التي صممتها ألدا لتحقيق التنمية المستدامة والشاملة في المناطق المحيطة بالعاصمة غدانسك (على غرار مشروع ميننغ – (MEANING), مع التأكيد على نيتنا في مواصلة هذه التجربة.
بمناسبة الانتخابات التشريعية الأوروبية المرتقبة, تنوي ألدا البقاء قريبا من أعضائها, على غرار مدينة غدانسك, لدعم حملة واسعة حول تعزيز التوعية بخصوص التحديات الممكنة أثناء هذا الحدث الأوروبي. كما يجب أخذ كافة الاجراءات الضرورية لتعزيز التوجهات الأوروبية في أوروبا الوسطى, وبالتالي, العمل على إنجاح المشروع الأوروبي برمته. لا يجب التقليل أبدا من أهمية القيمة المضافة التي تقدمها بولندا لفائدة أوروبا – لذا يتعين علينا العمل معا لتعزيز مساهمة المواطن البولندي ودعم مشاركته في هذا المشروع.

Trentino con i Balcani and their Director have been coordinating for decades decentralized cooperation of communities from Trentino (Italy). Strengthening the cooperation with the whole network of ALDA presents unique opportunities in these times, and we look forward to a renovated effort for participatory governance and community development in the Western Balkans.

After green roofs, Milan bids on nature-based solutions to fight climate change. On October 30, 2018, the Metropolitan City of Milan hosted a meeting of a new project: LIFE Metro-Adapt, a project funded by the European fund for the environment (LIFE). LIFE Metro-Adapt is a three-year project aimed at improving the ability of the Metropolitan City of Milan to adopt adaptation strategies to climate change.
The partners’ consortium is led by the Metropolitan City of Milan, and includes Ambiente Italia, Alda, CAP Holding, e-GEOS and Legambiente Lombardia. LIFE Metro-Adapt is based on the idea that by combining local adaptation strategies together with common and well-structured governance, the capacity of the local authorities of Milan to adapt to climate change can improve.
The project will produce different outputs, the most important being the mainstreaming of adaptation measures to climate change in the urban plans of the municipalities of the Metropolitan City of Milan, the production and integration of data sets and monitoring tool to carry out high quality vulnerability analysis and the implementation of 2 Nature- Based Solutions. The project has also the ambition to share the results with other Italian and European cities and raise citizens’ awareness about the importance of adaptation strategies. The dissemination activities include an online platform and manual on Nature-Based Solutions, thematic and information sessions with citizens, national and international conferences and webinars.

The European Association for Local Democracy (ALDA) grants an annual scholarship since 2013, in memory of its Honorary President, Gianfranco Martini. This is intended to be aimed at a student or researcher who develops a study or work project related to the following topics: local democracy, engagement of civil society and/or interethnic dialogue.
The objective is to encourage high-quality academic research and analysis for ALDA’s fields of activity, to develop new strategies of action and further promote these values. The successful candidate will be awarded a grant of 3000 euros during the General Assembly of ALDA, occurring this year in May in France.
This year’s proposed focuses will be:
- The European Elections and the Neighbourhood Countries
- The state of art in the accession process for the Western Balkans countries
- Support to Participative Democracy all around enlarged Europe
- The participatory approaches in multi-ethnic communities
