A Memorandum of Understanding between ALDA and AFCCRE in support of local communities

On Thursday, January 23rd, 2020 ALDA and its member AFCCRE (the French Association of the Council of European Municipalities and Regions) signed their joint Memorandum of Understanding in Orléans, France to make their partnership all the more official.
ALDA President Oriano Otočan, who signed together with AFCCRE President Philippe Laurent, shared a few words to celebrate the event:
“This occasion isn’t the first step of our relationship, which actually started quite a long time ago, but it is certainly a new beginning to lay the basis for an intense and useful collaboration in support of local authorities and their communities. Our desire is to continue to work together on the issues that unite us, through our efforts and actions“.
In particular, the issues that ALDA and AFCCRE plan on tackling together include promoting the European project and respect for local and regional self-government; promoting good European practices and exchanges of experience between local and regional authorities in the context of good governance; but also affirming the principles of gender equality; promoting decentralised cooperation; and supporting the prospect of the Balkan countries joining the European Union.
The partnership is especially strong and meaningful in virtue of the two associations being similar but different and complementary as well: while ALDA can be defined as a project & field organisation that works throughout Europe and beyond, AFCCRE is a large organisation that represents the strength of French local authorities – and the two have the same ambition, that of enabling local communities to face the enormous challenges of the present and the future knowing that they (we!) have the duty and the privilege of being close to the citizens.
The Memorandum of Understanding was signed in the presence of ALDA Secretary-General Antonella Valmorbida.

Naime, pitanja kojim se ALDA i AFCCRE planiraju baviti zajedno su promocija Evropskog projekta i poštovanje lokalnih i regionalnih samouprava; promocija dobrih evropskih praksi i razmejna iskustava između lokalnih i regionalnih vlasti u kontekstu dobrog upravljanja; ali i afirmacijom principa rodne ravnopravnosti; promocijom decentralizovane saradnje; i podrškom perspective pristupanja balkanskih zemalja Evropskoj Uniji.

Empowering citizens for the future of Europe: 42 CSOs join forces to make civil society's voice heard

On January 8th, 2020 in Milan, Italy, a group of 42 Civil Society Organizations signed a Declaration on the Rule of Law, the Multiannual Financial Framework, the European Conference on the Future of Europe and an Empower Roadmap; and decided to send it to the attention of some of the most important European institutions in order to make civil society’s voice heard on a variety of crucial topics.
ALDA is one of these CSOs and joined the discussion on what to include in the documents, which have now been received by the European Parliament, the European Commission, the European Council, the Council of the Union, the Economic and Social Committee and the Committee of the Regions.
The group deems in fact necessary and urgent that an update of the European Union take place for many reasons, such as the planetary instability; the financial and subsequent economic and social crisis with the increasing gap between the rich and the poor; the follow-up of Brexit as a result of lies and fake news; the rise of nationalism; the manipulation of information; recent phenomena in terms of migrations and human rights; the challenges of climate change; and more.
It hence believes that the EU needs to adapt its governance and make a leap towards higher resilience, solidarity, justice and trust, suggesting that a public debate on the future of Europe should be opened and a discussion held on the need to (1) protect and enhance European values; (2) secure coherence between EU values, objectives and actions; and (3) adopt a democratic and efficient method to change the course of the EU and build a united, fair and resilient Europe where citizens are empowered and involved in a truly participatory democracy.
ALDA and its 41 parters in the Declaration therefore pledge a series of priorities and next steps for the EU with regards to the following areas:
- The respect of the Rule of Law and the European democracy
- The Multiannual Financial Framework (MFF) from 2021 to 2025 and from 2026 to 2030
- The Conference on the Future of Europe (and the Citizens’ Agora)
- An Empower Roadmap
