DESCRIPTION:From 28 to 30 October 2025, the 45th Plenary Session of the Congress of Local and Regional Authorities of the Council of Europe takes place in Strasbourg. This institutional meeting brings together local and regional representatives from 46 member states to debate on democracy, citizen participation, and multilevel governance.\nThe programme includes plenary debates, committee sessions, and exchange of monitoring reports and best practices.
