SUMMARY:Migration Hub Event – “Citizens Without Citizenship”
DESCRIPTION:\n\n\n\nOn 18 December 2025, ALDA’s Migration Hub will organise the Migration Hub ( https://www.alda-europe.eu/thematic-hubs/migration/ ) Event titled “Citizens Without Citizenship” to mark the International Migrants Day. The Migration Hub Event provides a platform for reflection and dialogue on how people with migrant backgrounds can meaningfully participate in local democratic life, even when they do not hold formal citizenship.\nAcross Europe, millions of residents contribute daily to their communities while remaining excluded from political participation. This event aims to address that democratic gap by discussing inclusive practices, multi-level governance, and the role of municipalities and civil-society actors in building more open and participatory societies.\nThe panel will reunite experts and practitioners from different European cities, organisations, and networks working on migrant inclusion, active citizenship, and social participation. Speakers include:\n\n\nMohammed Mustafa, ALDA’s Migration Hub Coordinator\n\n\nMattia Pilan, Municipality of Vicenza\n\n\nRaisa Labaran, Municipality of Brescia\n\n\nKetevan Mtvarelidze, Kitev\n\n\nLianne Cassar, Malta Local Councils Association\n\n\nAndrea Rilievo, Studio Progetto\n\n\nIsmail Alkhateeb, PLACE Network\n\n\nCarolina Picot, Eurocities\n\n\nThe event will explore a range of topics, including:\n\n\ndemocratic participation beyond formal citizenship;\n\n\nlocal practices of co-creation, consultation, and representation;\n\n\nthe role of migrant-led organisations in shaping community life;\n\n\nmodels and tools for municipalities to become more inclusive;\n\n\nEuropean networks and cooperation supporting migrant engagement.\n\n\nA dedicated interactive session will allow participants to ask questions, share perspectives, and discuss concrete solutions applied at local level.\nParticipation is free and open to anyone interested in democracy, migration, integration, and local governance.\nFind the agenda here ( https://www.alda-europe.eu/wp-content/uploads/2025/12/agenda-migration-hub-event.pdf ).\nRegistration is required: Zoom Registration Link.\nOnline (Zoom)\n\n  18 December 2025 – 10:00–12:00 CET\n\n\n\n
