ALDA Vice President in Požarevac, Serbia

Upon invitation of the municipality of Požarevac, Serbia, the Vice President of ALDA Alessandro Perelli participated to the 50th anniversary of the traditional celabration of the horses racing games on 1st September.

The event had some 20,000 participants and consisted of three days of cultural and sport activities.

Perelli also met with the Mayor of Požarevac Miomir Ilić, presenting him ALDA’s activities and the presence of two LDAs in Serbia, in Subotica and Nis. Veljko Albunivic, responsible for the international relations of the municipality, also attended the meeting.
The Mayor expressed his interest in the work of ALDA in the Balkans and in Serbia, as well as in being part of the association.

ALDA at the launching conference of the Civil Society Facility for Eastern Partnership networking event in Tbilissi

ALDA was invited by the European Commission and Konrad Adenauer Stiftung to take part in their launching event of the EU funded project “Strengthening Non-State Actors – Capacities to Promote Reform and Increase Accountability in Eastern Partnership Countries” in Tbilissi on 5-6th September 2013.
More than 100 representatives of civil Society organisations and a small number of local authorities from Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine gathered for this networking conference around the themes of civil society and public institutions cooperation.
The aim of the event was two-fold: to gather the grantees of the Civil Society Facility in an exchange of best practices among them and to present the future activities of the Civil Society Facility. The Konrad Adenauer Foundation gathered a wide consortium on CSOs from the mentioned countries and developed a complex programme around mapping the capacities in each country, capacity building for CSO and other relevant activities at regional and national level.
Mrs Biljana Zasova, Senior Programme Coordinator met with Miroslav Kobasa, President of the Lev Sapieha Foundation, ALDA’s main partner in the Civil Society Facility granted project SPREAD. ALDA’s work in Belarus focuses on strengthening civil society organisations and local community groups and their cooperation with local authorities. In practice, the projects in Belarus often involve subgranting, which allows civic initiative groups to implement their own projects to develop cooperation with local authorities and strive for development of their local communities.

L’ALDA a participé à la conférence de lancement du Fond de la Société Civile pour l’événement de mise en réseau des partenaires orientaux à Tbilissi.

L’ALDA a été invité conjointement par la Commission européenne et la Fondation Konrad Adenauer à participer à la cérémonie de lancement du projet “Renforcement des acteurs non-étatiques – Capacité à promouvoir la Réforme et la croissance de la responsabilité dans les pays du Partenariat Oriental”, financé par l’Union Européenne, qui s’est déroulé à Tbilissi le 5 et 6 Septembre 2013.

Plus d’une centaine de représentants d’organisations de la société civile ainsi qu’un petit nombre d’autorités locales de l’Arménie, de l’Azerbaïdjan, de la Biélorussie, de la Géorgie, de la Moldavie et de l’Ukraine se sont réunis pour cette conférence de mise en réseau autour des thématiques de la société civile et de la coopération des institutions publiques.

L’objectif de l’événement était double : rassembler les bénéficiaires du Fond de la société civile dans le cadre de l’échange des bonnes pratiques et présenter les activités futures du Fonds de la Société civile. La Fondation Konrad Adenauer a réuni un large consortium sur les OSC des pays mentionnés ci-dessus et a élaboré un programme complexe autour de la cartographie des capacités des chacun des pays, du renforcement des capacités des OSC et d’autres activités significatives à l’échelle régionale et nationale.

Madame Biljana Zasova, coordinatrice des Programmes à l’ALDA, a rencontré Miroslav Kobasa, président de la Fondation Lev Sapieha, qui est par ailleurs le principal partenaire de l’ALDA dans le projet SPREAD, soutenu par le Fond de la société civile. Le travail de l’ALDA en Biélorussie se concentre sur le renforcement des organisations de la société civile et des groupes communautaires locaux ainsi que sur leur coopération avec les autorités locales. En réalité, les projets en Biéolorussie entraînent des sous-subvention, ce qui permet à des groupes d’initiatives de citoyens de mettre en place leurs propres projets afin de développer des coopérations avec les autorités locales et de déployer tous leurs efforts pour le développement des communautés locales.

ALDA alla conferenza di lancio della Civil Society Facility per il Partenariato Europeo a TbilisiALDA è stata invitata dalla Commissione Europea e da Konrad Adenauer Stiftung a partecipare all’evento di lancio del progetto finanziato dall’UE “Rafforzare gli attori non statali – Capacità di promuovere la riforma e aumentare la responsabilità nei Paesi del Partenariato Orientale” a Tbilisi il 5-6 settembre 2013.

Più di 100 rappresentanti di organizzazioni della società civile e delle autorità locali provenienti da Armenia, Azerbaigian, Bielorussia, Georgia, Moldavia e Ucraina si sono riuniti per la conferenza sui temi della cooperazione della società civile e delle istituzioni pubbliche.

L’obiettivo della manifestazione era duplice: raccogliere i beneficiari della Civil Society Facility in uno scambio di migliori pratiche tra di loro e presentare le loro attività future.

La Fondazione Konrad Adenauer ha raccolto un’ampia gamma di organizzazioni della società civile dei paesi menzionati e sviluppato un programma complesso sulle capacità di ciascun paese, il potenziamento delle capacità delle organizzazione della società civile e di altre attività pertinenti a livello sia regionale che nazionale.

La coordinatrice del programma Biljana Zasova ha incontrato Miroslav Kobasa, Presidente della Fondazione Lev Sapieha, principale partner di ALDA nella Civil Society Facility. Il lavoro di ALDA in Bielorussia si concentra sul rafforzamento delle organizzazioni della società civile e delle associazioni locali, nonché della loro cooperazione con le autorità locali. A livello pratico, i progetti in Bielorussia spesso prevedono sovvenzioni ai gruppi di iniziativa civica di implementare i propri progetti per sviluppare la cooperazione con le autorità locali e impegnarsi per lo sviluppo delle loro comunità locali.

ALDA на конференции по продвижению Форума гражданского общества по Европейскому Партнерству в Тбилиси

ALDA была приглашена Европейской Комиссией и Конрадом Аденауером Стифтунгом принять участие в мероприятии по продвижению проекта, финансируемого ЕС ” Усиливать негосударственные органы – Способность продвигать реформу и увеличивать ответственность в Странах Восточного Партнерства” в Тбилиси 5-6 сентября 2013 года.

Более 100 представителей организаций гражданского общества и местные власти, из Армении, Азербайджана, Белоруссии, Грузии, Молдавии и Украины собрались на конференции по вопросам сотрудничества гражданского общества и государственных учреждений.

Цель мероприятия была двойной: собрать бенефициаров проекта SPREAD, финансируемого Форумом гражданского общества, для обмена рекомендуемыми практиками и презентации их будущих мероприятий.

Фонд Конрада Аденауера собрал широкую гамму организаций гражданского общества упомянутых выше стран и разработал сложную программу относительно способностей каждой страны, усилению способностей организаций гражданского общества и других мероприятий, касающихся как регионального, так и национального уровня.

Координатор программы Бильяна Цазова встретила Мирослава Кобаса, Президента фонда имени Льва Сапеги, основного партнера ALDA на Форуме гражданского общества. Работа ALDA в Белоруссии концентрируется на укреплении организаций гражданского общества и местных ассоциаций, а также их сотрудничестве с местными властями. С практической точки зрения проекты в Белоруссии часто предусматривают субсидии группам гражданской инициативы для осуществления своих проектов, развития сотрудничества с местными властями и участия в развитии местных сообществ.

Seminar ‘Active Citizenship and Learning Communities 2014-2020 – opening the doors...’ – Udine, 23-25 Septembe

The seminar ‘Active Citizenship and Learning Communities 2014-2020 – opening the doors…’ will take place in Udine, Italy, from 23 to 25 September.
Jointly organised by ALDA, Università delle LiberEtà del FVG, and by the Region Friuli Venezia Giulia, it will focus on the new programming period 2014-2020.
The first day will be an information day focusing on the programmes Europe for Citizens and Erasmus+. The experts intervening will include Cecilia Liljegren, Coordination Team of the  LL Programme  of the EACEA, Elena Maddalena, Italian LLP National Agency, and Franca Fiacco, Leonardo da Vinci Programme, National Agency for  Lifelong Learning.
The following two days will be dedicated to practical workshops, allowing the participants to present their best practices, share experiences, and built new partnerships for future projects.
The seminar will be concluded with the celebration party on the occasion of the 20 years of activities of Università delle LiberEtà.

Towards an LDA in Tunisia - Meeting of the working group on Euro-Mediterranean cooperation in Trieste

A meeting of ALDA’s working group on Euro-Mediterranean cooperation will be held on 10 September in Trieste, Italy.
On that occasion, the process of the development of our activities in the Med region will be launched. Furthermore, it will be an important step to investigate the possibility and moving towards the opening of a Local Democracy Agency in Tunisia.
The coordinator of the working group, ALDA’s Vice President Alessandro Perelli from the Region Friuli Venezia Giulia, will host the meeting at the premises of the region.

A meeting of ALDA’s working group on Euro-Mediterranean cooperation will be held on 10 September in Trieste, Italy.
On that occasion, the process of the development of our activities in the Med region will be launched. Furthermore, it will be an important step to investigate the possibility and moving towards the opening of a Local Democracy Agency in Tunisia.

ALDA launches the project DECIDE

ALDA has launched the project DECIDE – DEmocratic Compact: Improving Democracy in Europe.

The project, within the “Europe for Citizen” Programme, will foster the creation of a network of towns committed to increasing the quality of democracy and citizen participation in enlarged Europe. The network will be key to generate a democratic compact, a set of measures that will be tested and further disseminated in Europe.

The partnership is composed of 24 partners from 14 countries: 4 countries of the “old” EU15, 6 countries accessing the EU between 2004 and 2007 and 4 IPA countries. This will allow an enriching exchange among partners with a different track record in the EU and will contribute to developing a sense of belonging to a common “house”.
The project will run until May 2015 and will be coordinated by ALDA.

ALDA accredited for the European Voluntary Service - EVS

ALDA had been accredited once more as sending and coordinating organisation for the European Voluntary Service (EVS) for the next three years.
Within the Youth in Action Programme, EVS aims to develop solidarity and promote active citizenship and mutual understanding among young people. It represents a unique chance for young Europeans aged 18-30 to engage in full-time voluntary activities in a foreign country within or outside the EU for 2 to 12 months.
Not only does it promote mobility within and beyond the EU borders, non-formal learning and intercultural dialogue, but it also encourages the inclusion of all young people, regardless of their educational, social and cultural background.

Annual meeting of the CORLEAP in Vilnius

The annual meeting of the Conference of the Regional and Local Authorities for the Eastern Partnership (CORLEAP) took place in Vilnius on 3 September 2013.

The Director of ALDA Antonella Valmorbida participated in her capacity of coordinator of the Civil Society Forum Eastern Partnership Subgroup on Local Government and Public Administration Reform.
‘The target in front of us is the Summit EaP in Vilnius soon’, stressed Mrs Valmorbida. ‘We need to work hard, all of us, to have all three priorities (fiscal decentralisation, territorial cooperation and public administration) enshrined in the final documents and secure the commitments of the head of States. The Corleap and the CSF EaP managed to make a breach in the “heart” of high politics of the EU and we can now understand that our Awareness campaign is making some progress’, she continued.
The CORLEAP is a platform for dialogue between local and regional authorities from the partner countries and the EU established by the Committee of the Regions (CoR). The EaP CSF has an official observer status to CORLEAP and its cooperation with CORLEAP has been a success. CORLEAP’s focus on fiscal decentralisation can be regarded as an achievement of the Subgroup which worked hard to have the topic as a shared priority.


Rencontre annuelle de CORLEAP à Vilnius

La réunion annuelle de la Conférence des Régions et des Autorités Locales pour un Partenariat Oriental (CORLEAP) s’est tenue à Vilnius le 3 Septembre 2013.
La directrice de l’ALDA, Antonella Valmorbida, a participé en tant que coordinatrice du sous-comité du Forum de la société civile du Partenariat oriental chargé du gouvernement local et de la réforme de l’administration publique (CSF EaP).
“L’objectif c’est le Sommet du partenariat Oriental qui se tiendra prochainement à Vilnius”, a souligné Madame Valmorbida. “Nous devons travailler dur, nous tous, afin de rendre possible les trois priorités (décentralisation fiscale, coopération territoriale et administration publique) qui sont inscrits dans les documents finaux et assurent les engagements des Chefs d’Etats. Le CORLEAP et le CSF EaP, sont parvenus à faire une brèche au “cœur” de la haute politique de l’UE et nous sommes maintenant en mesure de comprendre que notre campagne de sensibilisation connaît certains progrès”, a-t-elle poursuivie.
Le CORLEAP est une plateforme pour le dialogue entre les autorités locales et régionales des pays partenaires et de l’Union Européenne, établie par le Comité des Régions (CdR). Le EaP CSF a le rôle d’observateur officiel de CORLEAP avec qui les coopérations ont été très fructueuses. L’accent mis par CORLEAP sur la décentralisation fiscale peut être considéré comme une réussite du sous-comité qui a travaillé dur pour que le sujet soit considéré comme une priorité partagée.

La riunione annuale della Conferenza delle Autorità Regionali e Locali per il Partenariato Orientale (CORLEAP) si è svolta a Vilnius il 3 settembre 2013.
La Direttrice di ALDA Antonella Valmorbida ha partecipato in qualità di coordinatrice del Sottogruppo per il Governo Locale e la Riforma della Pubblica Amministrazione del Forum della Società Civile per i Partenariato Orientale (CSF EaP).
‘L’obiettivo davanti a noi è il prossimo Summit dei Partenariato Orientale a Vilnius’, ha evidenziato la Dott.ssa Valmorbida. ‘Dobbiamo impegnarci tutti perché le tre priorità (decentralizzazione fiscale, cooperazione territoriale e amministrazione pubblica) facciano parte dei documenti finali assicurando l’impegno dei capi di Stato. Il CORLEAP e il CSF EaP sono riusciti a entrare nel cuore di importanti politici in Europa, e possiamo vedere che la nostra campagna di consapevolezza sta facendo progressi’, ha continuato.
Il CORLEAP è una piattaforma per il dialogo tra autorità locali e regionali dei paesi partner ed EU istituita dal Comitato delle Regioni (COR). Il EaP CSF ha un ruolo ufficiale di osservatore nel CORLEAP, e la cooperazione è stata molto fruttuosa. Il focus del CORLEAP sulla decentralizzazione fiscale può essere considerato come un risultato dell’attività del sottogruppo, che ha lavorato molto perché questo tema diventasse una priorità condivisa.

Ежегодное собрание Конференции региональных и местных органов власти стран Восточного Партнерства(CORLEAP) прошло в Вильнюсе 3 сентября 2013 года.
Директор ALDA АНТОНЕЛЛА ВАЛЬМОРБИДА приняла участие в качестве координатора подгруппы по вопросам местного управления и реформы государственной администрации Форума гражданского общества Восточного Партнерства (CSF EaP).
‘Наша цель – предстоящая встреча на высшем уровне стран Восточного Партнерства в Вильнюсе’, подчеркнула госпожа Вальморбида. ‘Мы должны позаботиться о том, чтобы три приоритета (фискальная децентрализация, территориальное сотрудничество и государственная власть) были частью итоговых документов, гарантируя обязательства со стороны глав государств. CORLEAP и CSF EaP смогли проникнуть в сердца важных европейских политиков и мы можем увидеть, что наша кампания повышения сознательности делает успехи’, продолжила она.
CORLEAP – платформа для диалога между местными и региональными властями стран- партнеров и ЕС, учрежденная Комитетом Регионов (COR). EaP CSF имеет официальную роль наблюдателя в CORLEAP, сотрудничество с которым было очень плодотворым. Центр внимания CORLEAP на фискальной децентрализации может считаться результатом деятельности подгруппы, которая много работала над тем, чтобы эта тема стала разделенным приоритетом.

The annual meeting of the Conference of the Regional and Local Authorities for the Eastern Partnership (CORLEAP) took place in Vilnius on 3 September 2013.

The Director of ALDA Antonella Valmorbida participated in her capacity of coordinator of the Civil Society Forum Eastern Partnership Subgroup on Local Government and Public Administration Reform.
‘The target in front of us is the Summit EaP in Vilnius soon’, stressed Mrs Valmorbida. ‘We need to work hard, all of us, to have all three priorities (fiscal decentralisation, territorial cooperation and public administration) enshrined in the final documents and secure the commitments of the head of States. The Corleap and the CSF EaP managed to make a breach in the “heart” of high politics of the EU and we can now understand that our Awareness campaign is making some progress’, she continued.
The CORLEAP is a platform for dialogue between local and regional authorities from the partner countries and the EU established by the Committee of the Regions (CoR). The EaP CSF has an official observer status to CORLEAP and its cooperation with CORLEAP has been a success. CORLEAP’s focus on fiscal decentralisation can be regarded as an achievement of the Subgroup which worked hard to have the topic as a shared priority.


Rencontre annuelle de CORLEAP à Vilnius

La réunion annuelle de la Conférence des Régions et des Autorités Locales pour un Partenariat Oriental (CORLEAP) s’est tenue à Vilnius le 3 Septembre 2013.
La directrice de l’ALDA, Antonella Valmorbida, a participé en tant que coordinatrice du sous-comité du Forum de la société civile du Partenariat oriental chargé du gouvernement local et de la réforme de l’administration publique (CSF EaP).
“L’objectif c’est le Sommet du partenariat Oriental qui se tiendra prochainement à Vilnius”, a souligné Madame Valmorbida. “Nous devons travailler dur, nous tous, afin de rendre possible les trois priorités (décentralisation fiscale, coopération territoriale et administration publique) qui sont inscrits dans les documents finaux et assurent les engagements des Chefs d’Etats. Le CORLEAP et le CSF EaP, sont parvenus à faire une brèche au “cœur” de la haute politique de l’UE et nous sommes maintenant en mesure de comprendre que notre campagne de sensibilisation connaît certains progrès”, a-t-elle poursuivie.
Le CORLEAP est une plateforme pour le dialogue entre les autorités locales et régionales des pays partenaires et de l’Union Européenne, établie par le Comité des Régions (CdR). Le EaP CSF a le rôle d’observateur officiel de CORLEAP avec qui les coopérations ont été très fructueuses. L’accent mis par CORLEAP sur la décentralisation fiscale peut être considéré comme une réussite du sous-comité qui a travaillé dur pour que le sujet soit considéré comme une priorité partagée.
