ALDA Director at the Lisbon Forum 2013 - Valuing civil society as actor of governance. Perspectives for the South Mediterranean

The 2013 Lisbon Forum was held in the Ismaili Centre in Lisbon on 6 and 7 November, within the framework of the Joint EU/CoE Programme “Strengthening democratic reform in the southern Neighbourhood”. It was organised in cooperation with the Anna Lindh Foundation, the International Institute for Democracy and Electoral Assistance (International IDEA) and the Aga Khan Development Network (AKDN).

The Forum had the objective to strengthen dialogue between civil society on the one hand and national governments and parliaments, as well as local and regional authorities on the other. The debate fostered internal dialogue and restructuring within civil society, and provide an opportunity to determine the potential role of international organisations in empowering civil society to become more involved in national political processes. It will try to answer the question: how can the governments, parliaments, and local and regional authorities contribute to making civil society an actor of governance?

The Forum yielded operational conclusions and policy recommendations that will provide guidelines to improve consultation, inclusive participation and cooperation of civil society as a partner in governance for governments, parliaments, local and regional authorities, civil society and international organisations.

The Director of ALDA, Antonella Valmorbida, attended the Forum and introduced a workshop on the topic of ‘Interactive dialogue with civil society: role of local and regional authorities’ on 7 November.

Regional workshop on the European social model in Sisak

The Centre for non-profit organisations’ development (CERANEO) from Zagreb, in cooperation with four Croatian partner organisations – Local Democracy Agency Sisak, Gradska radionica Pula, Croatian Institute for local self-government Osijek and Association SRMA Sinj – is implementing the project “ESM2: Strengthening local capacities for the implementation of the European social model and access to European social networks“, funded by the Croatian National Foundation for Civil Society Development.

Within this project, regional thematic workshops have been already held in the Croatian tows of Pula, Osijek and Split, and followed with the fourth one held on 24-25 October 2013 in Sisak.

The regional thematic workshop in Sisak gathered almost all local stakeholders working in the area of social policy – volunteers, civil society organisations and institutions; this ares has great importance for Sisak and for the whole Sisak-Moslavina County.

The Delegate of the Local Democracy Agency Sisak , Ms Paula Raužan, gave the opening address and presented the local and regional situation regarding social policy and social situations in Sisak-Moslavina County.

Before each mini-workshop (6 in total), experts held introductory lectures on the topic. The experts were Ms Marina Dimić Vugec from CERANEO, and Ms Jelena Matančević and Mr Danijel Baturina from the Social Work Study Centre Zagreb.

During these two days, participants developed concrete project ideas, in line with European social model, aiming at increasing social cohesion and social innovations development.

One of the objectives of the ESM2 project is to strengthen local capacities for the implementation of the European social model. Moreover, the project is addressing local stakeholders to better understanding and apply the concepts advocated and promoted by the European social model, which will enhance development of their local social agendas.

Education activities within the project POPEYE

Within the project POPEYE – Promoting organic production, Enhancing youth employment, a five days educational activity for 40 young people from the Unione dei Comuni Alto Calore, province of Salerno, Italy, took place during the past week.

ALDA, lead applicant, provided staff to train the youngsters: the first days were dedicated to improving knowledge on the topics of active citizenship and organic farming in the territory. The participants worked with the facilitation of ALDA Project Officer Anna Ditta, and discussed about the possibilities to improve their territories, and on how to better promote their resources. Thanks to the support of the Parco Nazionale del Cilento, Vallo di Diano e Alburni, an agronomist was also present, to discuss organic agriculture and its implication at local level.

An ICT and digital mapping training was also delivered to the participants by ALDA Communication Officer Irene Zanetti. The project will in fact continue with the selection of 10 participants who will identify local organic farmers, collect information, and set up a “national” webpage bringing together all the information. The website of the project will therefore list all the farms “mapped”, and provide characteristics of the possible traineeships.

On Friday 25 October, a conference was held about the project with the participants, trainers, and local authorities. The mayor of Laurino, Romano Gregorio, welcomed the participants and gave his opening speech. Carmine Pacente, Coordinator of the Europe Service of the province of Milan, gave a speech about the importance of active European citizenship and its concrete implications, also related to the projects. Angelo de Vita, the Director of Parco Nazionale del Cilento, Vallo di Diano e Alburni also discussed the potentialities related to being part of the EU, while giving an overview of the specificieties of the territory. Irene Zanetti presented the objectives and the methodology of POPEYE, and the participants presented the communication campaigns produced during the group work, to promote the environment they Iive in and its resources.

ALDA Governing Board in Tirana

ALDA Governing Board meeting took place in Tirana, on 25-26 October. It was organised on the occasion of the French Assises on Decentralised Cooperation, where ALDA President, Mr. Oriano Otočan, and the Head of ALDA office in Skopje, Ms Ivana Dimitrovska, appeared within the speakers.

ALDA Governing Board opening addresses were delivered by ALDA President, Mr. Oriano Otočan, Mr Fatos Hodaj, Director of the Association of Albanian Municipalities, and Mrs. Marie-Madeleine Mialot Muller (Vice-president of the Regional Council of the Centre Region), on behalf of the President of the Congress of Local and Regional Authorities of the Council of Europe.

The Governing Board analyzed and debated different topics concerning the Association of the Local Democracy Agencies, such as the LDA Dnipropetrovsk, budgetary issues, the involvement of ALDA in the European Year of Citizens, and the activities of ALDA Working Groups.

 

 

Le Conseil d’administration de l’ALDA à Tirana

La réunion du Conseil d’administration de l’ALDA a eu lieu le 25 et 26 Octobre dernier à Tirana. Organisé à l’occasion des Assises Françaises de la Coopération Décentralisée, elle a réunit le President de l’ALDA, M. Oriano Otočan et la Chef du bureau de l’ALDA, Mme Ivana Dimitrovska, qui sont apparus aux côtés des autres intervenants.

Le discours d’ouverture du Conseil d’Administration de l’ALDA a été assuré par le Président de l’ALDA, Mr Oriano Otočan, par Mr Fatos Hodaj, Directeur de l’association des municipalités d’Albanie et de Madame Marie-Madeleine Mialot Muller (Vice-Présidente du Congrès des autorités locales et régionales du Conseil de l’Europe).

Le Conseil d’administration a analysé et débattu sur les différents sujets concernant l’Association des Agences de Démocratie Locale, et notamment à propose de l’ouverture de l’ADL Dnipropetrovsk, des questions budgétaires, de l’implication de l’ALDA dans l’année européenne des citoyens, ainsi que des activités des groupes de travail de l’ALDA.

Una riunione del Consiglio Direttivo di ALDA si è tenuto a Tirana il 25 e il 26 Ottobre. E’ stato organizzato in occasione delle Assise francesi sulla cooperazione decentrata, dove il Presidente di ALDA, Oriano Otočan, e la responsabile dell’ufficio di ALDA a Skopje, Ivana Dimitrovska, erano tra gli speaker.

I saluti di apertura del Consiglio Direttivo di ALDA sono stati effettuati dal Presidente di ALDA, Oriano Otočan, da Fatos Hodaj, Direttore dell’Associazione dei Comuni albanesi, e da Marie-Madeleine Mialot Muller (Vice-presidente del Consiglio Regionale della Regione Centro), per conto del Presidente del Congresso dei Poteri Locali e Regionali del Consiglio d’Europa.

Собрание руководящего совета ALDA прошло в Тиране 25 и 26 октября. Оно было организовано в рамках французского съезда по децентрализованной кооперации, где президент ALDA Ориано Оточан и руководитель офиса ALDA в Скопье Ивана Димитровска выступили в роли докладчиков.

Приветственные речи по случаю открытия Руководящего совета ALDA произнесли президент ALDA, Ориано Оточан, Фатос Ходай, директор ассоциации албанских муниципалитетов и Мари-Маддалена Миалот Мюллер (Вице-президент регионального совета региона Центр) от имени Президента Конгресса местных и региональных властей совета Европы.

ALDA sastanak Upravnog Odbora je održan u Tirani od 25-26 oktobra . Bila je organizovana povodom francuskog Assises o decentralizovanoj saradnje, i tom prilikom se predsednik ALDA, gospodin Oriano Otočan i šef ALDA kancelarije u Skoplju , Ivana Dimitrovska, obratili su se učesnicima skupa..

Tokom uvodnih obraćanja na ALDA Upravnom odboru su govorili predsednik ALDA , g. Oriano Otočan , g. Fatos Hodaj, direktor Asocijacije albanskih opština , i gđa Marie-Madeleine Mialot Muller (potpredsednik Regionalnog saveta za Centralnu regiju ), u ime predsednika Kongresa lokalnih i regionalnih vlasti Saveta Evrope .

Upravni odbor je raspravljao i analizirao različite teme u vezi Asocijacije agencija lokalne demokratije , kao što je LDA Dnjepropetrovsk, budžetska pitanja, učešće ALDA u Evropskoj godini građana, i aktivnosti ALDA radnih grupa.

Oriano Otocan and an ALDA delegation at the Assises of Decentralised Cooperation in Tirana

The Second edition of the French Balkan Assises of decentralised cooperation took place in Tirana on 24th and 25th October 2013. Co-organised by the French Embassy in Albania, the Delegation for External Action of the Ministry of Foreign Affairs and the AFCCRE – the French member of the CEMR, the Assises was an excellent opportunity for broadening ALDA’s cooperation network in the Balkans as well as a presentation of  its activities. Mr. Oriano Otocan presented a broad view of the methodology of the LDAs and a special contribution on local development from his experience in the Region Istria. Ivana Dimitrovska, managing ALDA office in Skopje, presented the Lower Normandy-Macedonia cooperation programme and the findings for the last three year programme and expectations for the new one.

As a side meeting, the Network France Balkans held its annual steering committee on 23rd October in order to officially launch the new three-year programming period 2013-2016. The new and old partners of the Network discussed the forthcoming priorities and the 2013-2014 action plan and budget. This meeting was held in the presence of the French Ministry of Foreign Affairs, the Pays Vichy Auvergne, leader of the programme, the ACCRE and ALDA.

Fliers for the project "Improvement of local government services"

The Local Democracy Agency Mostar within the project “Improvement of local government services,” produced and distributed flyers that clearly indicate competence of the Administration of the City of Mostar (5 departments with associated services).

A total of 17.500 flyers were produced, of which 8.000 were distributed in the first round. Flyers were distributed in six regional offices plus Info point in the center, 6 registry offices and 40 local communities in the city of Mostar.

The second round of distribution of flyers is planed for December 2013th year.

Project: “Improving local government services” is financially supported by the Open Society Fund BiH.

Agencija lokalne demokratije Mostar u sklopu projekta „Poboljšanje usluga lokalne samouprave“  izradila i distribuirala flayere koji zorno ukazuju nadležnosti Gradske Uprave Grada Mostara (5 odjela sa pripadajućim službama).

Ukupno je izrađeno 17500 flayera, od kojih je distribuirano 8000 u prvom krugu. Flayeri su distribuirani u 6 Područnih ureda plus šalter sala u centru, 6 matičnih ureda i 40 mjesnih zajednica u Gradu Mostaru.

“A new paradigm shift for development” – CIVICUS Webinar

Today at 2 p.m. CIVICUS is hosting the webinar “A new paradigm shift for development: views from civil society”.

This event will bring together representatives of civil society organisations to discuss the need for a new approach to development and key reforms needed in global governance.

Oriano Otočan at the 9th International Forum of the Aquileia Euro-Region

On Friday 18 October the 9th International Forum of the Aquileia Euro-Region “Europe: From Aachen to Frankfurt” was held in Udine, organized by the Cultural Association Mitteleuropa and sponsored by Ministry of Foreign Affairs of Italian Republic.

In this event event, which annually gathers numerous diplomats and politicians from countries of Central and Southeastern Europe, Association of the Local Democracy Agencies and the Region of Istria were represented by Mr. Oriano Otočan, ALDA President and Head of Department for International Relations and European Affairs of the Region of Istria.

Mr. Otočan presented the work of ALDA and the Region of Istria. He highlighted the importance of Croatian Accession to the EU, the importance of cooperation on national level, but also the cooperation on the regional and local level, where knowledge and experience are exchanged on common development projects and in the creation of balanced development. He also emphasized the initiatives of regional cooperation in the Adriatic, the process of connecting the Adriatic and Alpine area and the importance of Macroregional Strategy of Adriatic-Ionian Macroregion, expected to be adopted in 2014.

Plenary Session of the European Year of Citizens Alliance 2013

The programme of the European Year of Citizens 2013 is almost at the end and the recommendations should be soon delivered to the European Commission, to be integrated in the official documents for the final presentation in Vilnius, on 12th and 13th December 2013.

The Plenary session of the EYCA 2013 had the goad to reach a final agreement on the activities of the Working Groups and the compilation of the final document. More than 60 European networks took part in the elaboration of the document.

ALDA was among the initiator of the European Alliance and coordinator of the WG 1 on Democracy and citizens’ dialogue. ALDA was also very active in setting up the Italian Alliance together with CIME (european section of the European Movement International) and the Forum del Terzo Settore.

Le programme de l’Année Européenne des Citoyens 2013 arrive bientôt à son terme et les recommandations de la Commission Européenne devraient être bientôt publiées et être intégrées dans les documents officiels pour la présentation finale à Vilnius, les 12 et 13 Décembre 2013.
La session plénière de l’AAEC 2013 (« EYCA 2013 ») devait permettre d’atteindre un accord final sur les activités des Groupes de travail et la mise en forme du document final. Plus de 60 réseaux européens ont pris part à l’élaboration de ce document.
ALDA était parmi les acteurs initiateurs de l’Alliance Européenne et coordinatrice du Groupe de travail 1 sur la Démocratie et le dialogue avec les citoyens. ALDA était également particulièrement active dans la mise sur pied de l’Alliance italienne en coopération avec CIME (Session européenne du Mouvement européen international) et le Forum del Terzo Settore.

Il programma dell’Anno Europeo dei Cittadini 2013 è quasi al termine e le raccomandazioni presto saranno consegnate alla Commissione Europea, per essere integrate nei documenti ufficiali per la presentazione finale a Vilnius, che si terrà il 12 e 13 dicembre 2013.

La sessione plenaria di EYCA 2013 aveva l’obiettivo di raggiungere un accordo finale sulle attività dei Gruppi di Lavoro e la compilazione di un documento finale. Più di 60 reti europee hanno preso parte all’elaborazione del documento.

ALDA è tra i promotori dell’Alleanza Europea e coordinatrice e del Gruppo di Lavoro 1, sulla democrazia e sul dialogo dei cittadini. ALDA è stata anche molto attiva nella creazione dell’Alleanza italiana insieme a CIME (sezione italiana del Movimento Europeo Internazionale) e al Forum del Terzo Settore.

Программа Европейского года Граждан 2013 почти подошла к концу, и вскоре Европейской Комиссии будут представлены рекомендации для внесения в официальные документы для заключительной презентации в Вильнюсе, которая пройдет 12 и 13 декабря 2013 года.

Пленарное заседание Европейского года Граждан 2013 имело своей целью достижение окончательной договоренности относительно деятельности рабочих групп и заполнение финального документа. Более 60 европейских сетей приняло участие в разработке документа.

ALDA является одним из организаторов Европейского Альянса и координатором рабочей группы по вопросам демократии и диалога с гражданами. ALDA была очень активна в создании Итальянского альянса совместно с CIME (Итальянским отделением Международного европейского движения) и Форумом третьего сектора.

Program Evropske godine građana 2013 se bliži kraju i preporuke bi uskoro trebale da budu dostavljene Evropskoj komisiji, da se uključe u zvanične dokumente za završnu prezentaciju u Viljnusu, 12. i 13. decembra 2013 .

Plenarna sednica EYCA 2013 imala je za cilje da postigne konačan dogovor o aktivnostima radnih grupa i izradu završnog dokumenta . Više od 60 evropskih mreža je učestvovalo u izradi tog dokumenta .

ALDA je među inicijatorima Evropske alijanse i koordinator radne grupe 1 za demokratiju i dijaloga građana . ALDA je takođe bila veoma aktivna u uspostavljanju italijanskog saveza zajedno sa CIME ( evropski deo Međunarodnog evropskog pokreta ) i Forumom Treći Sektor.
