For the needs of the project “Balkan regional platform for youth participation and dialogue,” ALDA-Skopje recruits 2 people for the position of Youth engagement worker.
The Youth engagement workers will be engaged in the local and regional activities of the project as well as in the promotion of the activities and support of the local team. To apply please send your motivation letter and CV in English to aldaskopje@aldaintranet.org.

While celebrating Christmas and New Year’s Eve, we cannot but think of the ongoing crisis in Ukraine and in other part of the world where people are suffering. We should never take peace and democracy for granted – and always keep promoting freedom, human rights, and dialogue. That’s why we are striving for the launch of a Local Democracy Agency in Dnipropetrovsk, Ukraine.

Nuova sede del Centro Servizi Volontariato di Vicenza - complimenti e in bocca al lupo!
Un grande in bocca al lupo e tantissimi complimenti al Centro Servizi Volontariato di Vicenza per l’apertura della nuova sede a Vicenza!
All’inaugurazione c’era anche l’ALDA, rappresentata dal Segretario Generale Antonella Valmorbida, che ha portato il saluto di tutta l’Associazione. Il CSV Vicenza è un socio attivo dell’ALDA e svolge insieme a noi attività per la promozione dei valori europei di pace, solidarietà e costruzione della democrazia, ogni giorno, intorno a noi.
“Cerchiamo – insieme al CSV – di dare valore al contributo del volontariato non solo nel suo aspetto sociale ma anche nelle idee e proposte da dare alle politiche locali, nazionali e europee. Consideriamo il volontariato una parte essenziale di vivere la comunità on impegno e costanza”, ha detto Antonella Valmorbida. E’ un grandissimo risultato per tutti i volontari della Provincia. Ringraziamenti vanno sopratutto alla Presidente Maria Rita Dal Molin, che ha saputo fare rete in tutti questi anni, intorno a questo grande progetto

Progress in Sisak local voluntary policy development
The joint process of volunteering development planning in Sisak gets enriched by the involvement of new interested stakeholders in a Working group for Sisak Local Voluntary Policy development.
The process of Sisak Local Voluntary Policy Development started in 2012, continues by enlargement of the Working group gathering 18 representatives of CSOs and institutions in Sisak that include volunteers in their programs and are interested in more quality volunteering development and in providing institutional support to volunteers.
عُقد Sisak Local Voluntary Policy development Working group meeting held on the 16 December 2014 in Sisak City Hall is initiated by the Local Democracy Agency Sisak. LDA Sisak started the process due to strong need for improvement of conditions for volunteering and its acknowledgment at the local level, namely through defining and adopting an enforceable local policy. Providing instruments for better implementation of the Law on Volunteering in accordance to the needs and possibilities of a local community is the aim of local voluntary policy.
During the meeting, the Working group got acquaint with already done, with examples of voluntary policies development in nearby area, discussed the policy draft and agreed on joint work.
The local voluntary policy is developing as part of the projects „Sisak Volunteer Network“ and „Volunteer Centre Sisak“ funded by the Croatian Ministry of social policy and youth and Town of Sisak.

Revision of the procedures for the European Citizen Initiative - approaching citizens to the European institutions and agenda

On 14th December 2014, ALDA Secretary General, Antonella Valmorbida, and the President of the European Movement Italy, Piervirgilio Dastoli, sent a letter to Barbara Spinelli, Member of the European Parliament, concerning a possible revision of the procedures for the European Citizen Initiative (ECI).
The revision aims to make the initiative more accessible, in order to approach citizens to the agenda of European institutions and to make Europe itself more democratic.
The ECI is an essential instrument towards the involvement of citizens at the European level, but some problems related to the collection of signatures and the way it is performed have been identified during the first months of the implementation. A great diffusion should be guaranteed, especially among those citizens who have been so far excluded from the initiative.
Finally, according to the procedure, the European Commission can reject the proposal once the signatures are collected, allowing the space for a political judgement on the validity of the proposal. This, in fact, risks blocking citizens’ participation to the European decision-making process.

ALDA statement on future EU enlargement
ALDA – the European Association for Local Democracy – and the Local Democracy Agencies in the Western Balkans express their concern over the official five-year break from the European Union enlargement, announced recently by the European Commission and call for a persistent commitment to strengthened dialogue and cooperation with the candidate countries and potential candidate countries preparing to join the European Union, community of shared values and standards.
By the same token we call for a much stronger commitment of the governments in the Western Balkans to the democratic reform process by supporting good governance and citizen participation as well as to alignment with the political and economic European Union membership criteria.
There are many good reasons in support to keeping the momentum of strengthening the democratic legitimacy of the integration process in the Western Balkan countries, particularly in relation to the current severe financial and economic crisis. These reasons can be condensed in three words clearly indicated in the newly elected Commission President’s statement: Experience, Solidarity, and Future. We consider these guiding principles fundamental for the EU enlargement strategy thus providing the space for integrating the lessons learnt from the regional experience of the Western Balkans into the future of Europe. Therefore, creating a common vision, based on experience, solidarity and the future, requires responses allowing for enlargement perspective beyond the present “fatigue” or even more beyond alternative alliances outside the EU.
We recognize the importance of the 2014-2020 Instrument of Pre-Accession launched, and its deep anchorage with the reform process in the candidate countries and potential candidate countries, which expressed a strong political commitment to the full membership perspective.
Important steps have been made within the Europe for Citizens Programme, enabling the space for co-operation and dialogue on EU integration related issues among those who will actually carry out the reform process – citizens in local communities, local and regional authorities and civil society.
In support to those very actors who will carry out the reform process on the way to EU integration, ALDA – the European Association for Local Democracy, the Local Democracy Agencies in Serbia, Montenegro, Bosnia and Herzegovina (representing a network of more than 150 European and local members and partners):
- Call for stronger commitment from the European Council, European Commission and European Parliament to support the Enlargement process with clear agenda and visible steps, with political engagement. We are firmly convinced that there is no alternative to the EU integration perspective of the Western Balkan countries.
- Fully support the development of the EU and EC actions, in full cooperation with the governments, local institutions and civil society organizations of South Eastern Europe for strengthening the European values of respect for human rights and democratic principles.
- Salute the signature of the Memorandum of Understanding with Serbia and with Montenegro on 27th October 2014, for participation in Europe for Citizens Programme 2014-2020, and call for all other countries in the Western Balkans to sign the document providing the framework for furthering the co-operation and engaging citizens, CSOs and local communities in dialogue on EU integration related issues.
Déclaration de l’ALDA sur l’avenir de l’élargissement de l’UE
ALDA – l’Association européenne pour la démocratie locale – et les Agences de la démocratie locale dans les Balkans occidentaux expriment leur inquiétude sur la pause officielle de cinq ans de l’élargissement de l’Union européenne, annoncé récemment par la Commission européenne, et appellent à un engagement persistant à renforcer le dialogue et la coopération avec les pays candidats qui se préparent à joindre l’Union européenne, une communauté de valeurs, de principes et de normes communes.
Nous appelons également à un engagement beaucoup plus fort des gouvernements des pays de Balkans occidentaux dans le processus de réforme démocratique, en soutenant la bonne gouvernance et la participation citoyenne, ainsi que l’alignement aux les critères politiques et économiques d’adhésion à l’Union Européenne.
Il y a de nombreuses bonnes raisons pour soutenir la légitimité démocratique du processus d’intégration dans les pays des Balkans occidentaux, particulièrement par rapport à la grave crise financière et économique actuelle. Cettes raisons peuvent être condensées dans les trois mots clairement indiquées dans la déclaration du nouveau Président de la Commission élue: Expérience, Solidarité, et Avenir. Nous considérons ces principes fondamentaux pour la stratégie d’élargissement de l’UE, fournissant ainsi l’espace pour intégrer la leçon apprise de l’expérience régionale des Balkans occidentaux dans l’avenir de l’Europe. Par conséquent, la création d’une vision commune, fondée sur l’expérience, la solidarité et l’avenir, a besoin des réponses qui permissent une perspective d’élargissement au-delà de la présente «fatigue», ou encore plus au-delà des alliances alternatives hors de l’UE. Nous reconnaissons l’importance de l’Instrument de Préadhésion 2014-2020, et son lien profonde avec le processus de réforme dans les pays candidats et les pays candidats potentiels, et cela exprime un engagement politique fort vers la perspective de l’adhésion complète. Des pas importantes ont été faits avec le programme « Europe pour les citoyens », qui crée de l’espace pour la coopération et le dialogue sur les questions liées à l’intégration européenne parmi ceux qui mèneront à bien le processus de réforme – les citoyens dans les collectivités territoriales, régionales et les organisations de la société civile.
Pour soutenir les acteurs du processus de réforme sur le chemin de l’intégration européenne, L’ALDA – l’Association européenne pour la démocratie locale, les Agences de la Démocratie Locale en Serbie, en Monténégro, en Bosnie-Herzégovine (représentant un réseau de plus de 150 associés et partenaires européens et locaux):
- Appellent à un engagement plus fort du Conseil de l’Europe, de la Commission Européenne et du Parlement Européen pour soutenir le processus d’élargissement avec un ordre du jour clair, des mesures visibles et un engagement politique. Nous sommes convaincus qu’il n’y a pas d’alternative à la perspective d’intégration européenne pour les pays des Balkans occidentaux.
- Soutient pleinement le développement des mesures actions de l’UE et de la CE, en pleine coopération avec les gouvernements, les collectivités territoriales et les organisations de la société civile de l’Europe du Sud-est pour le renforcement des valeurs européennes du respect des droits de l’homme et des principes démocratiques.
- Saluent la signature du Protocole d’Accord avec la Serbie et le Monténégro le 27 Octobre 2014, pour la participation au programme « Europe pour les citoyens » 2014-2020, et invitent tous les autres pays des Balkans occidentaux à signer le document fournissant le cadre pour favoriser la coopération et la participation des citoyens, de la société civile et des collectivités territoriales locales dans le dialogue sur les questions liées à l’intégration de l’UE.
Dichiarazione di ALDA sul processo di allargamento dell’Unione Europea
ALDA, l’Associazione Europea per la Democrazia Locale, assieme alle Agenzie della Democrazia Locale nei Balcani occidentali, esprime le proprie preoccupazioni in merito all’interruzione di cinque anni dell’allargamento dell’Unione Europea, recentemente annunciato dalla Commissione Europea, e richiede un impegno continuo per rafforzare il dialogo e la collaborazione con i Paesi candidati e candidati potenziali che si preparano a far parte dell’Unione Europea, i suoi valori, e i suoi standard.
Allo stesso tempo, chiediamo un impegno molto maggiore da parte dei governi nei Balcani occidentali nel processo di riforma democratica, sostenendo la buona governance e la partecipazione dei cittadini, oltre che al rispetto dei criteri politici ed economici necessari per l’ingresso nella UE.
Ci sono numerose valide ragioni per mantenere alta l’attenzione sul rafforzamento della legittimazione democratica del processo di integrazione nei paesi dei Balcani occidentali, specialmente in relazione alla grave crisi economica e finanziaria. Queste ragioni possono essere riassunte in tre parole, chiaramente indicate nel discorso del Presidente della Commissione eletto di recente: Esperienza, Solidarietà e Futuro. Consideriamo questi principi-guida fondamentali per la strategia di allargamento della UE, perché danno spazio per integrare le lezioni apprese dall’area dei Balcani occidentali nel futuro dell’Europa. Perciò creare una visione comune, basata sull’esperienza, sulla solidarietà e sul futuro, richiede risposte che permettano una prospettiva di allargamento che vada oltre la “fatica” attuale, o addirittura oltre alleanze alternative al di fuori della UE.
Riconosciamo l’importanza degli Strumenti di Pre-Accessione 2014-2020 lanciati, e il loro legame profondo con il processo di riforma nei paesi candidati e potenziali candidati, che esprime un impegno politico forte verso la prospettiva di adesione.
Passi importanti sono anche stati fatti dal programma Europa per i Cittadini, che ha creato spazi di collaborazione e dialogo sulle questioni dell’integrazione della UE tra coloro che stanno implementando il processo di riforma (cittadini delle comunità locali, autorità locali e regionali e società civile).
Per sostenere questi stessi attori che lavorano al processo di riforma guardando all’integrazione europea, ALDA – l’Associazione Europea per la Democrazia Locale, le Agenzia della Democrazia Locale in Serbia, Montenegro, Bosnia ed Erzegovina (rappresentando una rete di oltre 150 soci e partner Europei e locali):
- Richiedono un impegno maggiore da parte del Consiglio Europeo, della Commissione Europea e del Parlamento Europeo per supportare il processo di allargamento attraverso un’agenda chiara e passi concreti, e impegno politico. Siamo fermamente convinti che non ci sia alternativa alla prospettiva di integrazione nella UE dei paesi dei Balcani occidentali.
- Sostengono completamente lo sviluppo di azioni di EU e EC, in cooperazione con i governi, le istituzioni locali, e le organizzazioni della società civile dell’Europa Sud-Orientale per rafforzare i valori europei di rispetto dei diritti umani e dei principi democratici.
- Salutano la firma del Memorandum d’Intesa con la Serbia e il Montenegro il 27 ottobre 2014 per la partecipazioni del programma Europa per i Cittadini 2014-2020, e richiedono che gli altri paesi dei Balcani occidentali sottoscrivano i documenti che permettono di aumentare la cooperazione e coinvolgere i cittadini, le ONG e le comunità locali all’interno del dialogo sulle questioni relative all’integrazione UE.
Декларация ALDA по процессу расширения Европейского Союза
ALDA, Европейская ассоциация местной демократии, вместе с Агентствами местной демократии на западных Балканах, выражает свою озабоченность в отношении пятилетнего перерыва в расширении Европейского Союза, недавно объявленного Европейской Комиссией, и требует непрерывных усилий для укрепления диалога и сотрудничества со странами- кандидатами и потенциальными кандидатами, которые готовятся к тому, чтобы стать частью Европейского Союза, его ценностей, и его стандартов.
В то же время мы просим гораздо больших усилий со стороны правительств на западных Балканах в процессе демократических реформ, поддерживая хорошее управление и участие граждан, а также уважения политических и экономических критериев, необходимых для вхождения в ЕС.
Существует множество значимых причин, чтобы сосредотачивать особое внимание на вопросах усиления демократического узаконивания процесса интеграции в странах западных Балкан, особенно в связи с тяжелым экономическим и финансовым кризисом. Эти причины могут быть обобщены в трех словах, ясно обозначенных в речи недавно избранного президента Комиссии: опыт, солидарность и будущее. Мы считаем эти руководящие принципы основными для стратегии расширения ЕС, потому что они дают возможность сделать уроки, усвоенные территорией западных Балкан, частью будущего Европы. Поэтому поиск единого видения, основанного на опыте, на солидарности и на будущем, требует ответов, которые обеспечили бы перспективу расширения, преодолевающую современные “трудности”, или идущую дальше альтернативных союзов вне ЕС.
Мы признаем важность вводимых мер, предшествующих вступлению 2014-2020 годов, и их глубокую связь с процессом реформы в странах – кандидатах и потенциальных кандидатах, которая отражает политически сильную направленность на перспективу присоединения.
Важные шаги были сделаны программой Европа для граждан, которая дала место сотрудничеству и диалогу в вопросах интеграции ЕС среди тех, кто осуществляет процесс реформ (граждане местных сообществ, местные и региональные власти и гражданское общество).
Чтобы поддержать самих действующих лиц, которые работают над процессом реформы, касающейся европейскую интеграции, ALDA – Европейская ассоциация местной демократии, Агентство местной демократии в Сербии, Черногории, Боснии и Герцеговине (представляют сеть из более 150 компаньонов и Европейских и местных партнеров):
- Требуют больших усилий со стороны Совета Европы, Европейской Комиссии и Европейского Парламента в поддержку процесса расширения посредством ясной и конкретной повестки дня и политических усилий. Мы твердо убеждены, что не существует альтернативы перспективе интеграции стран западных Балкан в ЕС.
- Полностью поддерживают действия Европейского Союза и Европейской Комиссии в сотрудничестве с правительствами, местными учреждениями и организациями гражданского общества Юго-Восточной Европы, по укреплению европейских ценностей уважения прав человека и демократических начал.
- Приветствуют подписание Меморандума соглашения с Сербией и Черногорией от 27 октября 2014 года для участия в программе Европа для граждан 2014-2020, и требуют, чтобы другие страны западных Балкан подписали документы, которые позволили бы укрепить сотрудничество и вовлечь граждан, неправительственные организации и местные сообщества в диалог по вопросам, связанным с интеграцией ЕС.
ALDA izjava o budućem proširenju EU
ALDA – Evropska asocijacija za lokalnu demokratiju i Agencije lokalne demokratije u zemljama Zapadnog Balkana izražavaju zabrinutost zbog službene pauze od pet godina u proširenju Evropske unije, koja je nedavno najavljena od strane Evropske komisije i pozivaju na posvećenost ojačanju dijaloga i saradnje sa zemljama kandidatima i potencijalnim kandidatima koje se pripremaju za ulazak u Evropsku uniju, zajednicu zajedničkih vrednosti i standarda.
Po istom principu pozivamo na mnogo veću spremnost vlada na Zapadnom Balkanu za proces demokratskih reformi kroz podršku dobrog upravljanja i učešća građana, kao i da usklađivanje sa političkim i ekonomskim kriterijumima za članstvo Evropske unije.
Postoji mnogo dobrih razloga za podršku održavanja zamaha u jačanju demokratskog legitimiteta procesa integracija u zemljama Zapadnog Balkana, posebno u odnosu na sadašnju tešku finansijsku i ekonomsku krizu. Ovi razlozi mogu da se kondenzuju u tri reči jasno naznačenih u izjavi novoizabranog predsednika Komisije: iskustvo, solidarnost i budućnost. Smatramo ove vodeće principe fundamentalnim za strategiju proširenja EU in a taj način obezbediti prostor za integrisanje naučenih lekcija iz iskustva iz regiona Zapadnog Balkana u budućnost Evrope. Prema tome, stvaranje zajedničke vizije, na osnovu iskustva, solidarnosti i budućnosti, zahteva odgovore koje omogućavaju perspektive proširenja izvan sadašnjeg “zamora ” ili posebno van alternativnih saveza izvan EU. Mi prepoznajemo značaj pokrenutog 2014-2020 Instrumenta za pretpristupnu pomoć i njegovu duboku utemeljenost sa procesom reformi u zemljama kandidatima i potencijalnim kandidatima, koji su izrazili snažnu političku posvećenost punoj perspektivi članstva. Važni koraci su učinjeni u okviru programa Evropa za građane, koji omogućava prostor za saradnju i dijalog o pitanjima vezanim sa u EU integracijama među onima koji će zaista sprovoditi proces reforme – građani u lokalnim zajednicama, lokalne i regionalne vlasti i civilno društvo.
Radi podrške tim istim akterima koji će izvršiti proces reformi na putu ka integraciji u EU, ALDA – Evropska asocijacija za lokalnu demokratiju, Agencije lokalne demokratije u Srbiji, Crnoj Gori, Bosni i Hercegovini (koji predstavljaju mrežu od više od 150 evropskih i lokalnih članova i partnera):
- Pozivaju na veću spremnost Evropskog saveta, Evropske komisije i Evropskog parlamenta da podrže proces proširenja sa jasnim planom i vidljivim koracima, sa političkim angažmanom. Mi smo čvrsto uvereni da ne postoji alternativa EU integracijama u zemaljama zapadnog Balkana.
- Potpuno podržavaju razvijanje aktivnosti EU i EK, u punoj saradnji sa vladama, lokalnim institucijama i organizacijama civilnog društva jugoistočne Evrope za jačanje evropskih vrednosti poštovanja ljudskih prava i demokratskih principa.
- Pozdravljamo potpis Memoranduma o razumevanju sa Srbijom i sa Crnom Gorom 27. oktobra 2014. godine, za učešće u Programu Evropa za građane 2014-2020 i pozivamo sve ostale zemlje Zapadnog Balkana da potpišu dokument kojim se predviđa okvir za unapređenje saradnje i angažovanje građana, organizacija civilnog društva i lokalne zajednice u dijalog o pitanjima u vezi evropskih integracija.
ALDA – the European Association for Local Democracy – and the Local Democracy Agencies in the Western Balkans express their concern over the official five-year break from the European Union enlargement, announced recently by the European Commission and call for a persistent commitment to strengthened dialogue and cooperation with the candidate countries and potential candidate countries preparing to join the European Union, community of shared values and standards.
By the same token we call for a much stronger commitment of the governments in the Western Balkans to the democratic reform process by supporting good governance and citizen participation as well as to alignment with the political and economic European Union membership criteria.
There are many good reasons in support to keeping the momentum of strengthening the democratic legitimacy of the integration process in the Western Balkan countries, particularly in relation to the current severe financial and economic crisis. These reasons can be condensed in three words clearly indicated in the newly elected Commission President’s statement: Experience, Solidarity, and Future. We consider these guiding principles fundamental for the EU enlargement strategy thus providing the space for integrating the lessons learnt from the regional experience of the Western Balkans into the future of Europe. Therefore, creating a common vision, based on experience, solidarity and the future, requires responses allowing for enlargement perspective beyond the present “fatigue” or even more beyond alternative alliances outside the EU.
We recognize the importance of the 2014-2020 Instrument of Pre-Accession launched, and its deep anchorage with the reform process in the candidate countries and potential candidate countries, which expressed a strong political commitment to the full membership perspective.
Important steps have been made within the Europe for Citizens Programme, enabling the space for co-operation and dialogue on EU integration related issues among those who will actually carry out the reform process – citizens in local communities, local and regional authorities and civil society.
In support to those very actors who will carry out the reform process on the way to EU integration, ALDA – the European Association for Local Democracy, the Local Democracy Agencies in Serbia, Montenegro, Bosnia and Herzegovina (representing a network of more than 150 European and local members and partners):
- Call for stronger commitment from the European Council, European Commission and European Parliament to support the Enlargement process with clear agenda and visible steps, with political engagement. We are firmly convinced that there is no alternative to the EU integration perspective of the Western Balkan countries.
- Fully support the development of the EU and EC actions, in full cooperation with the governments, local institutions and civil society organizations of South Eastern Europe for strengthening the European values of respect for human rights and democratic principles.
- Salute the signature of the Memorandum of Understanding with Serbia and with Montenegro on 27th October 2014, for participation in Europe for Citizens Programme 2014-2020, and call for all other countries in the Western Balkans to sign the document providing the framework for furthering the co-operation and engaging citizens, CSOs and local communities in dialogue on EU integration related issues.
Déclaration de l’ALDA sur l’avenir de l’élargissement de l’UE
ALDA – l’Association européenne pour la démocratie locale – et les Agences de la démocratie locale dans les Balkans occidentaux expriment leur inquiétude sur la pause officielle de cinq ans de l’élargissement de l’Union européenne, annoncé récemment par la Commission européenne, et appellent à un engagement persistant à renforcer le dialogue et la coopération avec les pays candidats qui se préparent à joindre l’Union européenne, une communauté de valeurs, de principes et de normes communes.
Nous appelons également à un engagement beaucoup plus fort des gouvernements des pays de Balkans occidentaux dans le processus de réforme démocratique, en soutenant la bonne gouvernance et la participation citoyenne, ainsi que l’alignement aux les critères politiques et économiques d’adhésion à l’Union Européenne.
Il y a de nombreuses bonnes raisons pour soutenir la légitimité démocratique du processus d’intégration dans les pays des Balkans occidentaux, particulièrement par rapport à la grave crise financière et économique actuelle. Cettes raisons peuvent être condensées dans les trois mots clairement indiquées dans la déclaration du nouveau Président de la Commission élue: Expérience, Solidarité, et Avenir. Nous considérons ces principes fondamentaux pour la stratégie d’élargissement de l’UE, fournissant ainsi l’espace pour intégrer la leçon apprise de l’expérience régionale des Balkans occidentaux dans l’avenir de l’Europe. Par conséquent, la création d’une vision commune, fondée sur l’expérience, la solidarité et l’avenir, a besoin des réponses qui permissent une perspective d’élargissement au-delà de la présente «fatigue», ou encore plus au-delà des alliances alternatives hors de l’UE. Nous reconnaissons l’importance de l’Instrument de Préadhésion 2014-2020, et son lien profonde avec le processus de réforme dans les pays candidats et les pays candidats potentiels, et cela exprime un engagement politique fort vers la perspective de l’adhésion complète. Des pas importantes ont été faits avec le programme « Europe pour les citoyens », qui crée de l’espace pour la coopération et le dialogue sur les questions liées à l’intégration européenne parmi ceux qui mèneront à bien le processus de réforme – les citoyens dans les collectivités territoriales, régionales et les organisations de la société civile.
Pour soutenir les acteurs du processus de réforme sur le chemin de l’intégration européenne, L’ALDA – l’Association européenne pour la démocratie locale, les Agences de la Démocratie Locale en Serbie, en Monténégro, en Bosnie-Herzégovine (représentant un réseau de plus de 150 associés et partenaires européens et locaux):
- Appellent à un engagement plus fort du Conseil de l’Europe, de la Commission Européenne et du Parlement Européen pour soutenir le processus d’élargissement avec un ordre du jour clair, des mesures visibles et un engagement politique. Nous sommes convaincus qu’il n’y a pas d’alternative à la perspective d’intégration européenne pour les pays des Balkans occidentaux.
- Soutient pleinement le développement des mesures actions de l’UE et de la CE, en pleine coopération avec les gouvernements, les collectivités territoriales et les organisations de la société civile de l’Europe du Sud-est pour le renforcement des valeurs européennes du respect des droits de l’homme et des principes démocratiques.
- Saluent la signature du Protocole d’Accord avec la Serbie et le Monténégro le 27 Octobre 2014, pour la participation au programme « Europe pour les citoyens » 2014-2020, et invitent tous les autres pays des Balkans occidentaux à signer le document fournissant le cadre pour favoriser la coopération et la participation des citoyens, de la société civile et des collectivités territoriales locales dans le dialogue sur les questions liées à l’intégration de l’UE.
Dichiarazione di ALDA sul processo di allargamento dell’Unione Europea
ALDA, l’Associazione Europea per la Democrazia Locale, assieme alle Agenzie della Democrazia Locale nei Balcani occidentali, esprime le proprie preoccupazioni in merito all’interruzione di cinque anni dell’allargamento dell’Unione Europea, recentemente annunciato dalla Commissione Europea, e richiede un impegno continuo per rafforzare il dialogo e la collaborazione con i Paesi candidati e candidati potenziali che si preparano a far parte dell’Unione Europea, i suoi valori, e i suoi standard.
Allo stesso tempo, chiediamo un impegno molto maggiore da parte dei governi nei Balcani occidentali nel processo di riforma democratica, sostenendo la buona governance e la partecipazione dei cittadini, oltre che al rispetto dei criteri politici ed economici necessari per l’ingresso nella UE.
Ci sono numerose valide ragioni per mantenere alta l’attenzione sul rafforzamento della legittimazione democratica del processo di integrazione nei paesi dei Balcani occidentali, specialmente in relazione alla grave crisi economica e finanziaria. Queste ragioni possono essere riassunte in tre parole, chiaramente indicate nel discorso del Presidente della Commissione eletto di recente: Esperienza, Solidarietà e Futuro. Consideriamo questi principi-guida fondamentali per la strategia di allargamento della UE, perché danno spazio per integrare le lezioni apprese dall’area dei Balcani occidentali nel futuro dell’Europa. Perciò creare una visione comune, basata sull’esperienza, sulla solidarietà e sul futuro, richiede risposte che permettano una prospettiva di allargamento che vada oltre la “fatica” attuale, o addirittura oltre alleanze alternative al di fuori della UE.
Riconosciamo l’importanza degli Strumenti di Pre-Accessione 2014-2020 lanciati, e il loro legame profondo con il processo di riforma nei paesi candidati e potenziali candidati, che esprime un impegno politico forte verso la prospettiva di adesione.
Passi importanti sono anche stati fatti dal programma Europa per i Cittadini, che ha creato spazi di collaborazione e dialogo sulle questioni dell’integrazione della UE tra coloro che stanno implementando il processo di riforma (cittadini delle comunità locali, autorità locali e regionali e società civile).
Per sostenere questi stessi attori che lavorano al processo di riforma guardando all’integrazione europea, ALDA – l’Associazione Europea per la Democrazia Locale, le Agenzia della Democrazia Locale in Serbia, Montenegro, Bosnia ed Erzegovina (rappresentando una rete di oltre 150 soci e partner Europei e locali):
- Richiedono un impegno maggiore da parte del Consiglio Europeo, della Commissione Europea e del Parlamento Europeo per supportare il processo di allargamento attraverso un’agenda chiara e passi concreti, e impegno politico. Siamo fermamente convinti che non ci sia alternativa alla prospettiva di integrazione nella UE dei paesi dei Balcani occidentali.
- Sostengono completamente lo sviluppo di azioni di EU e EC, in cooperazione con i governi, le istituzioni locali, e le organizzazioni della società civile dell’Europa Sud-Orientale per rafforzare i valori europei di rispetto dei diritti umani e dei principi democratici.
- Salutano la firma del Memorandum d’Intesa con la Serbia e il Montenegro il 27 ottobre 2014 per la partecipazioni del programma Europa per i Cittadini 2014-2020, e richiedono che gli altri paesi dei Balcani occidentali sottoscrivano i documenti che permettono di aumentare la cooperazione e coinvolgere i cittadini, le ONG e le comunità locali all’interno del dialogo sulle questioni relative all’integrazione UE.

ALDA, Европейская ассоциация местной демократии, вместе с Агентствами местной демократии на западных Балканах, выражает свою озабоченность в отношении пятилетнего перерыва в расширении Европейского Союза, недавно объявленного Европейской Комиссией, и требует непрерывных усилий для укрепления диалога и сотрудничества со странами- кандидатами и потенциальными кандидатами, которые готовятся к тому, чтобы стать частью Европейского Союза, его ценностей, и его стандартов.
В то же время мы просим гораздо больших усилий со стороны правительств на западных Балканах в процессе демократических реформ, поддерживая хорошее управление и участие граждан, а также уважения политических и экономических критериев, необходимых для вхождения в ЕС.
Существует множество значимых причин, чтобы сосредотачивать особое внимание на вопросах усиления демократического узаконивания процесса интеграции в странах западных Балкан, особенно в связи с тяжелым экономическим и финансовым кризисом. Эти причины могут быть обобщены в трех словах, ясно обозначенных в речи недавно избранного президента Комиссии: опыт, солидарность и будущее. Мы считаем эти руководящие принципы основными для стратегии расширения ЕС, потому что они дают возможность сделать уроки, усвоенные территорией западных Балкан, частью будущего Европы. Поэтому поиск единого видения, основанного на опыте, на солидарности и на будущем, требует ответов, которые обеспечили бы перспективу расширения, преодолевающую современные “трудности”, или идущую дальше альтернативных союзов вне ЕС.
Мы признаем важность вводимых мер, предшествующих вступлению 2014-2020 годов, и их глубокую связь с процессом реформы в странах – кандидатах и потенциальных кандидатах, которая отражает политически сильную направленность на перспективу присоединения.
Важные шаги были сделаны программой Европа для граждан, которая дала место сотрудничеству и диалогу в вопросах интеграции ЕС среди тех, кто осуществляет процесс реформ (граждане местных сообществ, местные и региональные власти и гражданское общество).
Чтобы поддержать самих действующих лиц, которые работают над процессом реформы, касающейся европейскую интеграции, ALDA – Европейская ассоциация местной демократии, Агентство местной демократии в Сербии, Черногории, Боснии и Герцеговине (представляют сеть из более 150 компаньонов и Европейских и местных партнеров):
- Требуют больших усилий со стороны Совета Европы, Европейской Комиссии и Европейского Парламента в поддержку процесса расширения посредством ясной и конкретной повестки дня и политических усилий. Мы твердо убеждены, что не существует альтернативы перспективе интеграции стран западных Балкан в ЕС.
- Полностью поддерживают действия Европейского Союза и Европейской Комиссии в сотрудничестве с правительствами, местными учреждениями и организациями гражданского общества Юго-Восточной Европы, по укреплению европейских ценностей уважения прав человека и демократических начал.
- Приветствуют подписание Меморандума соглашения с Сербией и Черногорией от 27 октября 2014 года для участия в программе Европа для граждан 2014-2020, и требуют, чтобы другие страны западных Балкан подписали документы, которые позволили бы укрепить сотрудничество и вовлечь граждан, неправительственные организации и местные сообщества в диалог по вопросам, связанным с интеграцией ЕС.
ALDA izjava o budućem proširenju EU
ALDA – Evropska asocijacija za lokalnu demokratiju i Agencije lokalne demokratije u zemljama Zapadnog Balkana izražavaju zabrinutost zbog službene pauze od pet godina u proširenju Evropske unije, koja je nedavno najavljena od strane Evropske komisije i pozivaju na posvećenost ojačanju dijaloga i saradnje sa zemljama kandidatima i potencijalnim kandidatima koje se pripremaju za ulazak u Evropsku uniju, zajednicu zajedničkih vrednosti i standarda.
Po istom principu pozivamo na mnogo veću spremnost vlada na Zapadnom Balkanu za proces demokratskih reformi kroz podršku dobrog upravljanja i učešća građana, kao i da usklađivanje sa političkim i ekonomskim kriterijumima za članstvo Evropske unije.
Postoji mnogo dobrih razloga za podršku održavanja zamaha u jačanju demokratskog legitimiteta procesa integracija u zemljama Zapadnog Balkana, posebno u odnosu na sadašnju tešku finansijsku i ekonomsku krizu. Ovi razlozi mogu da se kondenzuju u tri reči jasno naznačenih u izjavi novoizabranog predsednika Komisije: iskustvo, solidarnost i budućnost. Smatramo ove vodeće principe fundamentalnim za strategiju proširenja EU in a taj način obezbediti prostor za integrisanje naučenih lekcija iz iskustva iz regiona Zapadnog Balkana u budućnost Evrope. Prema tome, stvaranje zajedničke vizije, na osnovu iskustva, solidarnosti i budućnosti, zahteva odgovore koje omogućavaju perspektive proširenja izvan sadašnjeg “zamora ” ili posebno van alternativnih saveza izvan EU. Mi prepoznajemo značaj pokrenutog 2014-2020 Instrumenta za pretpristupnu pomoć i njegovu duboku utemeljenost sa procesom reformi u zemljama kandidatima i potencijalnim kandidatima, koji su izrazili snažnu političku posvećenost punoj perspektivi članstva. Važni koraci su učinjeni u okviru programa Evropa za građane, koji omogućava prostor za saradnju i dijalog o pitanjima vezanim sa u EU integracijama među onima koji će zaista sprovoditi proces reforme – građani u lokalnim zajednicama, lokalne i regionalne vlasti i civilno društvo.
Radi podrške tim istim akterima koji će izvršiti proces reformi na putu ka integraciji u EU, ALDA – Evropska asocijacija za lokalnu demokratiju, Agencije lokalne demokratije u Srbiji, Crnoj Gori, Bosni i Hercegovini (koji predstavljaju mrežu od više od 150 evropskih i lokalnih članova i partnera):

Kick-off meeting of the project BESPAT
The partnership of the project BESPAT – Best European Policies, Analysis and Transference – gathered on 15-16 December in Madrid to hold the first transnational partner meeting and officially launch the project. ALDA was represented by Aldo Xhani, project manager of BESPAT.
The meeting was an occasion to define the key pillars of the preparatory activities in order to launch the implementation phase and pave the way for meeting the objectives of the project. As outcome of the two-day meeting, the partners agreed on a common action plan, on its communication strategy and on its monitoring and evaluation system. Particular focus was given to the methodology and criteria to be used in the identification and collection of good practices when it comes to policies and actions in the sector of personal and household services.
BESPAT is a key project within ALDA’s 2015 Economic and Social programme. Its aim is to identify and exchange good practices regarding the policies and actions in the sector of personal and household services carried out by local, regional or national governments of the countries involved in the project as a way to define a Policies and Actions Proposal to encourage the efficiency of these services and to contribute trough the creation of new jobs to the objectives of the European 2020 Strategy.
The project will encourage new forms of collaboration through partnerships between public and private actors in the labor market. The project consortium is composed by organisations formed by private companies of the social economy sector with a high relevance in the public sector, belonging to national advising boards such as CONFESAL and SNS, and networks of local authorities, associations of local authorities, regional authorities as well as NGOs and Universities such as ALDA, DIESIS and REVES.

Boosting citizen participation on health and environment in Italy – the success of the project COHEIRS beyond its EU funding timeframe
In a territory strongly affected by environmental violations and increasing severe diseases such as the renowned “Terra dei Fuochi” area in the region Campania in Italy, the project COHEIRS developed a structured process of citizen participation by promoting the cooperation between the consortium made up of civic associations active in tackling environmental misconducts directly or collaterally threatening the public health, schools and research institutions, on one side, and Campania Region and the representative of the Italian Ministry of Internal Affairs, Mr. Donato Cafagna, on the other.
The project COHEIRS was a key means in the promotion of this structured dialogue. The memorandum of understanding signed between the partnership of the project and Mr. Cafagna aimed to officially recognise the civic observers in the region as partners in facing the environmental emergency of the territory was a significant step to pave the way to a long lasting collaboration among the civil society and regional and national authorities.
Within this framework, more than 100 civic observers led by ISBEM and ISDE Italy are now active on the ground in the whole region to monitor and report environmental violations as well as to raise awareness, inform and train citizens on the precautionary principle stated in the article 191 of the Treaty of the Functioning of the European Union.
The success of the initiative is leading the consortium to make further efforts and coordinate the action through the establishing of the National Federation COHEIRS. The mission of the association will be to further promote the dialogue between national, regional and local authorities and civil society associations on issues of strong relevance to the whole community such as environment and health.
The initiative, strongly supported by ALDA, has seen the participation of broad society and is open to all those associations, educational and research institutions as well as simple individuals to whom environmental protection and public health are dear.

Promouvoir la participation des citoyens italiens en matière de santé et environnement: le succès du projet COHEIRS au-delà de sa période de financement.
Sur un territoire fortement touché par les désastres de l’environnement et de l’augmentation de graves pathologies, comme la triste et fameuse ” Terre de Feux” dans la région Campanie, le projet COHEIRS a fait démarrer un processus de participation des citoyens bien structuré, en encourageant la coopération entre le consortium composé d’associations civiques, actives pour contrer les dommages de l’environnement directs ou collatéraux qui menacent la santé publique, avec les écoles et les instituts de recherches d’un coté, et la Région Campanie avec le représentant du Ministère de l’Intérieur italien, le Préfet Donato Cafagna, de l’autre.
Le projet COHEIRS a été un instrument clé pour la promotion d’un dialogue structuré. Le protocole d’accord signé entre les partenaires du projet et le préfet Cafagna, dans le but de reconnaitre les observateurs civiques dans la région comme des alliés au moment d’affronter l’émergence de l’environnement sur le territoire, a représenté un pas fondamental pour ouvrir le chemin à une collaboration durable entre société civile et autorités nationales et régionales.
Dans ce contexte, plus de cents observateurs civiques guidés par ISBEM et ISDE Italie, sont actuellement actifs dans toute la région pour contrôler et rapporter les infractions environnementales commises et pour sensibiliser, informer et former les citoyens sur le principe de précaution énoncé dans l’article 191 du Traité sur le Fonctionnement de l’Union Européenne.
Le succés de l’initiative est en train de pousser le consortium à augmenter les efforts et à coordonner l’action à travers la fondation de la Fédération Nationale COHEIRS. La mission de l’association sera celle de promouvoir ultérieurement le dialogue entre les collectivités nationaux, régionaux et locaux et les associations de la société civile sur des questions de particulière importance pour toute la communauté, comme l’environnement et la santé.
L’initiative, soutenue fortement par l’ALDA, a vu la participation diffuse de la société et elle est ouverte à toutes les associations, instituts de recherche et d’éducation, ainsi qu’à tous les citoyens qui ont à cœur la défense de l’environnement et la santé publique.

Promuovere la partecipazione dei cittadini italiani in materia di salute e ambiente: il successo del progetto COHEIRS oltre il suo periodo di finanziamento
In un territorio fortemente colpito da disastri ambientali e dall’incremento di gravi patologie, come la tristemente famosa “Terra dei Fuochi”, nella regione Campania, il progetto COHEIRS ha dato il via a un processo di partecipazione cittadina ben strutturato, promuovendo la cooperazione tra il consorzio, composto da associazioni civiche, attive nel contrastare i danni ambientali diretti o collaterali che minacciano la salute pubblica, scuole e istituti di ricerca da un lato, e la Regione Campania insieme al rappresentante del Ministero degli Interni italiano, il Prefetto Donato Cafagna, dall’altro.
Il progetto COHEIRS è stato uno strumento chiave nella promozione di un dialogo strutturato. Il protocollo d’intesa firmato tra i partner del progetto e il Prefetto Cafagna, con lo scopo di riconoscere gli osservatori civici nella regione come alleati nell’affrontare l’emergenza ambientale nel territorio, ha rappresentato un passo fondamentale per aprire la strada ad una collaborazione duratura tra società civile e autorità nazionali e regionali.
In questo contesto, più di cento osservatori civici guidati da ISBEM e ISDE Italia, sono ora attivi in tutta la regione per monitorare e riportare i reati ambientali commessi e per sensibilizzare, informare e formare i cittadini sul principio precauzionale enunciato nell’articolo 191 del Trattato sul Funzionamento dell’Unione Europea.
Il successo dell’iniziativa sta spingendo il consorzio ad aumentare gli sforzi e a coordinare l’azione attraverso la fondazione della Federazione Nazionale COHEIRS. La mission dell’associazione sarà quella di promuovere ulteriormente il dialogo tra enti nazionali, regionali e locali e le associazioni della società civile su questioni di particolare rilevanza per tutta la comunità, come l’ambiente e la salute.
L’iniziativa, sostenuta fortemente da ALDA, ha visto la partecipazione diffusa della società ed è aperta a tutte le associazioni, istituti di ricerca ed educazione, oltre ai singoli cittadini che hanno a cuore la difesa dell’ambiente e la salute pubblica.

Продвигать участие итальянских граждан в области здоровья и окружающей среды: успех проекта COHEIRS по окончании его периода финансирования
На такой территории, как печально известная “Земля Огней”в регионе Кампания, сильно пострадавшей от катастроф, связанных с окружающей средой, и в связи с увеличением тяжелых патологий, проект COHEIRS положил начало структурированному процессу гражданского участия и продвижения сотрудничества между сообществом, состоящим из гражданских ассоциаций, активных в препятствовании прямому или побочному вреду для окружающей среды и угрожающему общественному здоровью, школами и исследовательскими институтами с одной стороны, и Регионом Кампания вместе с представителем итальянского Министерства внутренних дел, Префектом Донато Кафанья, с другой.
Проект COHEIRS был ключевым средством в продвижении структурированного диалога. Протокол о намерениях, подписанный между партнерами проекта и Префектом Кафанья, с целью признания гражданских наблюдателей в регионе в качестве союзников в противостоянии чрезвычайной ситуации окружающей среды на территории, стал основным шагом, чтобы проложить путь к долгосрочному сотрудничеству между гражданским обществом и национальными и региональными властями.
В этом контексте во всем регионе действуют уже более ста гражданских наблюдателей, руководимых ISBEM и ISDE Италия, чтобы контролировать и сообщать о совершенных правонарушениях в отношении окружающей среды, а также сенсибилизировать, информировать и обучать граждан на основе принципа предосторожности, изложенного в статье 191 Договора о функционировании Европейского Союза.
Успех инициативы побуждает сообщество к тому, чтобы увеличивать усилия и координировать действия через основание Национальной федерации COHEIRS. Миссия ассоциации будет состоять в дальнейшем продвижении диалога между национальными, региональными и местными организациями и ассоциациями гражданского общества по вопросам особой важности для всего сообщества, таким как среда и здоровье.
Инициатива, усиленно поддерживаемая ALDA, стала свидетелем широкомасштабного участия общества и открыта для всех ассоциаций, исследовательских и образовательных учреждений , а также отдельных граждан, которым близки вопросы защиты окружающей среды и общественного здоровья.

Jačanje učešća građana u oblasti zdravlja i životne sredine u Italiji – uspeh projekta COHEIRS van njegovog vremenskog okvira EU finansiranja
Na području pod snažnim uticajem ekoloških prestupa i povećanja učestalosti teških bolesti, kao što je “Terra dei Fuochi” područje u regionu Campania u Italiji, projekat COHEIRS je razvio strukturirani proces učešća građana kroz promovisanje saradnje između konzorcijuma sastavljenog od udruženja građana aktivnih u borbi protiv ekoloških prekršaja koji predstavljaju direktnu ili kolateralnu pretnju javnom zdravlju, škola i istraživačkih institucija, na jednoj strani i predstavnika Campania regije i italijanskog Ministarstva unutrašnjih poslova, g. Donata Cafagna, s druge strane.
Projekat COHEIRS je bio ključno sredstvo u promociji ovog strukturiranog dijaloga. Memorandum o razumevanju potpisan između partnerstva projekta i gospodina Cafagne s ciljem da zvanično prizna građanske posmatrače u regionu kao partnere u suočavanju sa ekološkim vanrednim stanjem na teritoriji, je bio značajan korak da se utre put višegodišnjoj saradnji između civilnog društva i regionalne i nacionalne vlasti.
U ovom okviru, više od 100 građanskih posmatrača na čelu sa ISBEM i ISDE Italija su sada aktivni na terenu u celom region, prate i izveštavaju o ekološkim prekršajima, i takođe rade na podizanju svesti, informišu i obučavaju građane o principu predostrožnosti navedenog u članku 191 Ugovora o funkcionisanju Evropske unije.
Uspeh inicijative navodi konzorcijum da uloži dodatne napore i koordinira akciju kroz formiranje Nacionalne Federacije COHEIRS. Misija udruženja biće dodatno promovisanje dijaloga između nacionalnih, regionalnih i lokalnih vlasti i udruženja građana o pitanjima od snažnog značaja za celu zajednicu, kao što su životna sredina i zdravlje.
Inicijativa, snažno podržana od strane ALDA, je uspostavila učešće širokog spektra društva i otvorena je za sva ona udruženja, obrazovne i istraživačke institucije, kao i pojedince kojima je važna tema zaštite životne sredine i javnog zdravlja.

In a territory strongly affected by environmental violations and increasing severe diseases such as the renowned “Terra dei Fuochi” area in the region Campania in Italy, the project COHEIRS developed a structured process of citizen participation by promoting the cooperation between the consortium made up of civic associations active in tackling environmental misconducts directly or collaterally threatening the public health, schools and research institutions, on one side, and Campania Region and the representative of the Italian Ministry of Internal Affairs, Mr. Donato Cafagna, on the other.
The project COHEIRS was a key means in the promotion of this structured dialogue. The memorandum of understanding signed between the partnership of the project and Mr. Cafagna aimed to officially recognise the civic observers in the region as partners in facing the environmental emergency of the territory was a significant step to pave the way to a long lasting collaboration among the civil society and regional and national authorities.
Within this framework, more than 100 civic observers led by ISBEM and ISDE Italy are now active on the ground in the whole region to monitor and report environmental violations as well as to raise awareness, inform and train citizens on the precautionary principle stated in the article 191 of the Treaty of the Functioning of the European Union.
The success of the initiative is leading the consortium to make further efforts and coordinate the action through the establishing of the National Federation COHEIRS. The mission of the association will be to further promote the dialogue between national, regional and local authorities and civil society associations on issues of strong relevance to the whole community such as environment and health.
The initiative, strongly supported by ALDA, has seen the participation of broad society and is open to all those associations, educational and research institutions as well as simple individuals to whom environmental protection and public health are dear.

Promouvoir la participation des citoyens italiens en matière de santé et environnement: le succès du projet COHEIRS au-delà de sa période de financement.
Sur un territoire fortement touché par les désastres de l’environnement et de l’augmentation de graves pathologies, comme la triste et fameuse ” Terre de Feux” dans la région Campanie, le projet COHEIRS a fait démarrer un processus de participation des citoyens bien structuré, en encourageant la coopération entre le consortium composé d’associations civiques, actives pour contrer les dommages de l’environnement directs ou collatéraux qui menacent la santé publique, avec les écoles et les instituts de recherches d’un coté, et la Région Campanie avec le représentant du Ministère de l’Intérieur italien, le Préfet Donato Cafagna, de l’autre.
Le projet COHEIRS a été un instrument clé pour la promotion d’un dialogue structuré. Le protocole d’accord signé entre les partenaires du projet et le préfet Cafagna, dans le but de reconnaitre les observateurs civiques dans la région comme des alliés au moment d’affronter l’émergence de l’environnement sur le territoire, a représenté un pas fondamental pour ouvrir le chemin à une collaboration durable entre société civile et autorités nationales et régionales.
Dans ce contexte, plus de cents observateurs civiques guidés par ISBEM et ISDE Italie, sont actuellement actifs dans toute la région pour contrôler et rapporter les infractions environnementales commises et pour sensibiliser, informer et former les citoyens sur le principe de précaution énoncé dans l’article 191 du Traité sur le Fonctionnement de l’Union Européenne.
Le succés de l’initiative est en train de pousser le consortium à augmenter les efforts et à coordonner l’action à travers la fondation de la Fédération Nationale COHEIRS. La mission de l’association sera celle de promouvoir ultérieurement le dialogue entre les collectivités nationaux, régionaux et locaux et les associations de la société civile sur des questions de particulière importance pour toute la communauté, comme l’environnement et la santé.
L’initiative, soutenue fortement par l’ALDA, a vu la participation diffuse de la société et elle est ouverte à toutes les associations, instituts de recherche et d’éducation, ainsi qu’à tous les citoyens qui ont à cœur la défense de l’environnement et la santé publique.

Focus on citizenhip and twinning: ALDA at the CEMR conference in Rome

Our Secretary General Antonella Valmorbida participated in the conference “Citizen in my City – Citizen in Europe”, organized by CEMR on 15-16 December in Rome, Italy.
Mrs. Valmorbida was among the panelists of the session “Citizens in Europe, Citizens in the World“, organised in cooperation with Platforma today, from 14:30 to 16:30. عُقد session is still available in streaming.

On the occasion of the conference, the Structured Dialogue of the programme Europe for Citizens was also organised, and Mrs. Valmorbida participated representing ALDA and its wide experience with the programme.

After the event, a document containing 25 proposals to revive the European project was drafted and endorsed also by ALDA. The text entitled “Hope for Europe! 25 proposals to revive the European project”, designed with both local and regional elected representatives and European institutions in mind, presents solutions to reconnect citizens with public action at every level: local, regional, national and European. To this aim, it stresses the importance of active participation in the decision-making process including, in particular, those people from social groups that are still poorly represented – especially women, young people and migrants.

Meeting in Montenegro to assess possible routes

The Vice President of ALDA Alessandro Perelli and the Delegate of the Local Democracy Agency from Niksic Kerim Medjedovic participated to a workshop involving the three tourist ports of Kotor, Tivat e Budva. The workshop took place in Kotor, on 12 December, and was aimed at identifying possibilities to add in the routes of luxury boats in Montenegro, harbours in the northern Adriatic, in particular Trieste and Venice, in Italy.
Opened by the Executive Director of Luka Kotor Vasiljie Kusovac, the meeting also tackled the topic of winter manteinance, which would be qualitatively higher if conducted in Italian harbours in northern Adriatic, and would also positively impact on the employment situtation.
