Balkan LDAs embracing new challenges together

7 LDAs from the Balkans, together with ALDA Skopje and representatives of municipalities involved in the project, ALDA and LDA Albania met in Podgorica for three days to discuss the activities in the 4th year of the Balkan Regional Platform for Youth Participation and Dialogue, as well as their development as a network and the new projects they’re implementing.

2018 is the final year of the implementation of the Balkan Regional Platform for Youth Participation and Dialogue, but it’s not the end for the Regional Network for Local Democracy. This network consists of 7 LDAs from Serbia, Bosnia and Herzegovina, Montenegro and Kosovo and ALDA Skopje. Together, they work on the improvement of the cooperation and the coordination between civil society and the public authorities with the active participation of youngsters.
The final year of the project will include regional forum, an international youth event, youth taking over days in the local municipalities and celebration of youth day, besides the ongoing functioning of Regional youth advisory groups, team of Youth Engagement Workers, Youth Correspondents and Info Points in the involved municipalities.

The Balkan Regional Platform for Youth Participation is coordinated by ALDA, and realized by LDA Central and Southern Serbia, LDA Kosovo, LDA Mostar, LDA Montenegro, LDA Prijedor, LDA Subotica, LDA Zavidovici and ALDA Skopje. It is financed by the European Union.

CRISCO project. ALDA’s approach in supporting the EU Cohesion Policy: engaging citizens in social inclusion

With the Brexit and the migrant crisis impacting the future of Europe, these issues have become even more acute. Often, foreign and migrant communities are not enough involved in local life. Reasons for this weak integration of foreign, migrant or ‘different’ populations are diverse (discrimination, education, training, employment, access to information and services, housing, etc.) and often local in their characteristics, therefore the solutions are often local too.

ALDA is a leading actor if fostering communities’ cohesion across EU and its neighbourhood in particular in small and medium towns. We facilitate social inclusion thanks to a better involvement of all citizens in local activities, by working with a diversified demographic profile, including the natives, expats, newly arrived migrants, precarious and vulnerable categories.

To help communities explore their own local cohesion challenges and develop appropriate integration and cohesion measures, ALDA and its partners are currently implementing CRISCO: CROSSROAD OF REGIONS – FOSTERING INVOLVEMENT OF ALL CITIZENS IN LOCAL LIFE TO IMPROVE SOCIAL COHESION project, focused on improving mutual understanding and intercultural dialogue between communities of different origins living together in European towns.

The project will be implemented with:

During the project lifetime and beyond, ALDA will support CRISCO towns and their citizens to experiment new or consolidate existing integration initiatives and, by doing so, gain empowerment and become long-lasting actors and ’ambassadors’ of an enhanced social cohesion in Europe.

ALDA gets ready to launch the SW-UP project

ALDA’s team is currently preparing a kick off meeting of the SWUP Project (SW-UP – Sport for Women in Urban Places). The meeting will take place on Feb 27-28 and will be hosted by the project partners: municipality of Guimaraes and Tempo Livre (Portugal). SW-UP aims to (1) tackle women’s barriers to outdoor sports/physical activity in urban spaces, (2) promote an increased participation of women in outdoor physical activity/sports and (3) provide access to urban spaces for outdoor sports. The involved partners are research institutes: Mulier Institute (The Netherlands) and IRS (Istituto per la ricerca sociale, Italy), municipalities (Câmara municipal de Guimarães, Comune di Corbetta, Ajuntament de Granollers, Uat Ramnicu Sarat) and municipal organisations (Tempo livre ciprl, Association La margherita blu, Sofia – European capital for sport).

ALDA is a leading partner in the project and is responsible for the project management, communication and dissemination of project results. ALDA will also support the project partners in their responsibilities which include research into obstacles to practicing sport by women in outdoor urban areas, pilot programmes in the municipalities and finally, drafting of the guidelines and roadmap for actions at the local level which help increase women’s participation in outdoor activities.

While there are numerous advocacy and communication initiatives to enhancing women’s participation into sports, less attention has been paid to designing women friendly urban environments for sports/physical activity, and in particular outdoor sports/physical activity, and to gathering evidence on how to do it. As the EU Council specifies sport can be an effective tool for equal opportunities and social inclusion, but still more women than men lead a sedentary life and face additional barriers to practicing physical activities with respect to men. Thus, the SW-UP project is an excellent opportunity to foster women’s participation not only in sport activities but also in the daily life of their cities. It empowers them to take care of their daily environment and contribute to designing cities friendly for all sorts of users.

International Meeting France-Balkans in Dijon

ALDA as coordinator of the France-Balkans Multilateral Decentralized Cooperation Program participates in the initiative of أفكري and the city of Dijon in the organization of the international meeting France-Balkans which will take place on 16 and 17 March 2018 in Dijon.

This meeting is intended for elected officials and local leaders from France and various countries of the Western Balkans, as well as for association leaders and young people involved in exchanges and cooperation in these different countries.

In a geopolitical context where the stability of the Western Balkans is still fragile, the question of their European perspective is back at the forefront of current events, as evidenced by the “European Strategy for the Western Balkans” recently adopted by the European Commission.

This international meeting will focus on the European future of the Western Balkans. The objective is to identify, while putting local and regional authorities at the forefront, the challenges related to the European integration process of the Balkan countries. It will also aim to highlight the actions and projects carried out or planned within the framework of exchanges and partnerships between France and the Balkans in areas such as culture, citizenship, solidarity, without forgetting the economic cooperation linked to the development and attractiveness of the territories.

Through specific events, particular importance will also be given to the participation and involvement of young people in exchanges and cooperation between France and the Balkans.

LDA of Dnipropetrovsk Region defended 1100 families in condominium dispute in Ukraine

Since January 1, 2018, amendments to the Ukranian legislation on the monetization of benefits and subsidies have come into effect.

As a consequence of the changes, people living in condominiums were deprived of the opportunity to receive benefits and subsidies which they were previously entitled to because they are socially unprotected. The problem escalated at the end of January, when it became clear that subsidies and benefits would not fall into the accounts of condominiums for the month of January.

Condominiums looked everywhere for help and an action started across the whole country. Public organisations from Kharkiv, Zaporizhia, Kyiv, Dnipro and other cities of Ukraine organized to write a letter to the Cabinet of Ministers and the Ministry of Finance and coordinated their actions. In Dnipro, different condominiums contacted Local Democracy Agency (LDA) of Dnipropetrovsk Region to help them take part in such initiative. In total, LDA of Dnipropetrovsk Region helped prepare appeals to the Cabinet of Ministers from 198 apartment buildings. About 600 people (roughly 200 families) lives in each house.

As a result of such a surge, the Cabinet of Ministers suspended the legislative provisions on subsidies and benefits until a proper mechanism for their implementation would be drawn up. In the end, the accrual of benefits and subsidies for residents of condominiums for the year 2018 will still follow the same mechanism as before. The actions of LDA of Dnipropetrovsk Region helped protect about 1100 families who will now keep receiving benefits and subsidies.

L’Agence de la démocratie locale de la région de Dnipropetrovsk a défendu 1100 familles dans le conflit des immeubles collectifs en Ukraine

Depuis le 1er janvier 2018, des modifications de la législation ukrainienne sur la monétisation des avantages et des subventions sont entrées en vigueur.

À la suite de ces changements, les personnes vivant dans des immeubles collectifs ont été privées de la possibilité de recevoir des prestations et des subventions auxquelles elles avaient droit auparavant parce qu’elles étaient socialement non protégées. Le problème s’est aggravé à la fin de janvier, quand il est devenu clair que les subventions et les avantages ne seront pas versés dans les comptes des immeubles collectifs pour le mois de janvier.

Les représentants des immeubles ont cherché partout de l’aide et une action a été lancée dans tout le pays. Des organisations publiques de Kharkiv, Zaporijia, Kiev, Dnipro et d’autres villes d’Ukraine se sont organisées pour écrire une lettre au Cabinet des ministres et au ministère des Finances et ont coordonné leurs actions. À Dnipro, différents immeubles ont contacté l’Agence de la démocratie locale (ADL) de la région de Dnipropetrovsk pour les aider à prendre part à une telle initiative. Au total, l’Agence de la démocratie locale de la région de Dnipropetrovsk a aidé à préparer des appels au Cabinet des ministres de 198 immeubles d’habitation. Environ 600 personnes (environ 200 familles) vivent dans chaque maison.

À la suite d’un mouvement puissant, le Conseil des ministres a suspendu les dispositions législatives sur les subventions et les avantages jusqu’à ce qu’un mécanisme approprié pour leur mise en œuvre soit élaboré. En fin de compte, l’accumulation des avantages et des subventions pour les résidents des immeubles collectifs pour l’année 2018 suivra toujours le même mécanisme que précédemment. Les actions de l’Agence de la démocratie locale de la région de Dnipropetrovsk ont aidé à protéger environ 1100 familles qui continueront à recevoir des avantages et des subventions.

L’ADL della regione Dnipropetrovsk difende 1100 famiglie nelle dispute condominiali in Ucraina

Dall’1 gennaio 2018, emendamenti alla legge ucraina sui benefici e sussidi sono entrati in vigore. Come conseguenza di tali cambiamenti, i residenti condominiali sono stati privati dell’opportunità di ricevere benefici e sussidi, ai quali avevano diritto in precedenza in quanto socialmente non protetti. Il problema si è palesato a fine gennaio, quando si è capito chiaramente che sussidi e benefici non sarebbero stati depositati sui conti dei residenti.

I condominii hanno cercato aiuto ovunque, scatenando così una protesta nazionale. Le organizzazioni pubbliche come Kharkiv, Zaporizhia, Kyiv, Dnipro e altre città ucraine si sono coordinate scrivendo una lettera indirizzata al Gabinetto dei Ministri e al Ministero dell’Economia. A Dnipro, diversi condominii hanno contattato l’Agenzia della Democrazia Locale (ADL) della regione Dnipropetrovsk per essere maggiormente coinvolti in questa iniziativa. L’ADL della regione Dnipropetrovsk ha contribuito a mettere in contatto 198 condominii con il Gabinetto dei Ministri, per un totale di circa 600 persone (più o meno 200 famiglie).

In seguito alle proteste, il Gabinetto dei Ministri ha sospeso le nuove normative sui sussidi e benefici finché non ne verrà decretato un meccanismo di implementazione efficiente. In definitiva, nel 2018 l’erogazione di sussidi e benefici prevista per residenti condominiali seguirà la stessa procedura degli anni scorsi. LDA Днепропетровской области защитила 1100 семей в вопросе ОСМД в Украине

С 1 января 2018 года вступили в силу поправки к украинскому законодательству о монетизации льгот и субсидий.
В результате этих изменений люди, живущие в ОСМД, были лишены возможности получать пособия и субсидии, на которые они ранее имели право, поскольку они социально незащищены. Проблема усилилась в конце января, когда стало ясно, что субсидии и льготы не будут попадать на счета ОСМД за январь.

ОСМД повсюду искали помощь, и действие началось по всей стране. Общественные организации из Харькова, Запорожья, Киева, Днепра и других городов Украины направили письма в Кабинет министров и Министерство финансов и согласовали их действия. В Днепре различные ОСМД связались с Агентством местной демократии (LDA) Днепропетровской области, чтобы помочь им принять участие в такой инициативе. В общей сложности LDA Днепропетровской области помогло подготовить обращения в Кабинет министров для 198 многоквартирных домов. Около 600 человек (примерно 200 семей) живут в каждом доме.

В результате такого роста Кабинет министров приостановил действие законодательных положений о субсидиях и льготах до тех пор, пока не будет разработан надлежащий механизм их реализации. В конце концов, начисление льгот и субсидий жителям кондоминиумов на 2018 год по-прежнему будет следовать тому же механизму, что и раньше. Действия LDA Днепропетровской области помогли защитить около 1100 семей, которые теперь будут получать пособия и субсидии.

LDA Dnjepropetrovskeoblasti branila je 1100 porodica u sporu sa stambenim kompleksom u Ukrajini

Od 1. januara 2018. godine stupile su na snagu izmene ukrajinske legislative o monetizaciji naknada i subvencija.
Kao posledica promena, ljudi koji žive u kondominijumima su lišeni mogućnosti da primaju beneficije i subvencije na koje su ranije imali parvo zato što su društveno nezaštićeni. Problem je eskalirao krajem januara, kada je postalo jasno da subvencije i koristi ne bi ušle u račune stanova za mesec januar.

Stanovnici kondominijuma su tražili pomoć i akcija je pokrenuta širom cele zemlje. Javne organizacije iz Harkova, Zaporožja, Kijeva, Dnjepra i drugih gradova u Ukrajini organizovano su napisale pismo Kabinetu ministara i ministarstvu finansija i koordiniraju svoje aktivnosti. U Dnjepru, su kontaktirali lokalnu LDA Dnjepropetrovske oblasti kako bi im pomogli da učestvuju u takvoj inicijativi. LDA Dnjepropetrovske oblasti je pripremio žalbe za Kabinet ministara iz 198 stambenih zgrada. U svakoj zgradi živi oko 600 ljudi (oko 200 porodica).

Kao rezultat ovog talasa, Kabinet ministara suspendovao je zakonske odredbe o subvencijama i beneficijama dok ne naprave odgovarajući mehanizam za njihovo sprovođenje. Na kraju, obračunavanje naknada i subvencija za stanare stambenih zgrada za 2018. godinu i dalje će pratiti isti mehanizam kao i pre. Akcije LDA Dnjepropretrovske oblasti pomogle su u zaštiti 1100 porodica koje će sada nastaviti da primaju naknade i subvencije.

وكالة الديمقراطية المحلية لمنطقة دنيبروبتروفسك تدافع عن 1100 عائلة دخلت في نزاعات حول الملكية المشتركة في أوكرانيا

دخلت, منذ غرة جانفي (كانون الثاني) 2018, التنقيحات على القانون الأوكراني حول مزايا التداول النقدي ومنظومة الدعم, حيز التنفيذ.

ونتيجة لهذه التعديلات,  حرم الأشخاص القاطنون في المساكن المشتركة من فرصة التمتع بالمزايا والدعم الذي كانوا يحصلون عليه في السابق, وذلك بسبب عدم التمتع بالتغطية الاجتماعية. احتدت هذه المشكلة مع نهاية شهر جانفي (كانون الثاني) عندما أصبح الأمر جليا أن أشكال الدعم والمنافع سوف لن تشمل, ابتداء من شهر جانفي (كانون الثاني)  تلك الفئات الاجتماعية التي تقطن في المساكن المشتركة.

توجه قاطنو المساكن المشتركة إلى كافة الأطراف بحثا عن المساعدة وانطلقت المساعي حثيثة في كافة أنحاء البلاد لمد يد المساعدة لهم. كما نظمت المنظمات العمومية صفوفها, في مدن كل من كركيف زابوريجيا وكيف ودنيبرو, لإرسال خطاب مكتوب إلى رئاسة الوزراء ووزارة المالية, إضافة إلى تنسيق جهودها والتحرك بصفة موحدة إزاء هذا المشكل. في مدينة دنيبرو, على سبيل المثال, اتصل العديد من قاطني المساكن المشتركة بوكالة الديمقراطية المحلية, بمنطقة دنيبروبتروفسك, لمساعدتهم على المساهمة في مثل هذه المبادرة. لذا, قامت وكالة الديمقراطية المحلية لمنطقة دنيبروبتروفسك بإعداد ما لا يقل عن 198 حالة استئناف حول المساكن المشتركة  تم إرسالها إلى وزراء الحكومة. يعيش في كل بيت ما يقارب 600 شخص (أي ما يعادل 200 أسرة).

Since January 1, 2018, amendments to the Ukranian legislation on the monetization of benefits and subsidies have come into effect.

As a consequence of the changes, people living in condominiums were deprived of the opportunity to receive benefits and subsidies which they were previously entitled to because they are socially unprotected. The problem escalated at the end of January, when it became clear that subsidies and benefits would not fall into the accounts of condominiums for the month of January.

Condominiums looked everywhere for help and an action started across the whole country. Public organisations from Kharkiv, Zaporizhia, Kyiv, Dnipro and other cities of Ukraine organized to write a letter to the Cabinet of Ministers and the Ministry of Finance and coordinated their actions. In Dnipro, different condominiums contacted Local Democracy Agency (LDA) of Dnipropetrovsk Region to help them take part in such initiative. In total, LDA of Dnipropetrovsk Region helped prepare appeals to the Cabinet of Ministers from 198 apartment buildings. About 600 people (roughly 200 families) lives in each house.

As a result of such a surge, the Cabinet of Ministers suspended the legislative provisions on subsidies and benefits until a proper mechanism for their implementation would be drawn up. In the end, the accrual of benefits and subsidies for residents of condominiums for the year 2018 will still follow the same mechanism as before. The actions of LDA of Dnipropetrovsk Region helped protect about 1100 families who will now keep receiving benefits and subsidies.

L’Agence de la démocratie locale de la région de Dnipropetrovsk a défendu 1100 familles dans le conflit des immeubles collectifs en Ukraine

Depuis le 1er janvier 2018, des modifications de la législation ukrainienne sur la monétisation des avantages et des subventions sont entrées en vigueur.

À la suite de ces changements, les personnes vivant dans des immeubles collectifs ont été privées de la possibilité de recevoir des prestations et des subventions auxquelles elles avaient droit auparavant parce qu’elles étaient socialement non protégées. Le problème s’est aggravé à la fin de janvier, quand il est devenu clair que les subventions et les avantages ne seront pas versés dans les comptes des immeubles collectifs pour le mois de janvier.

Les représentants des immeubles ont cherché partout de l’aide et une action a été lancée dans tout le pays. Des organisations publiques de Kharkiv, Zaporijia, Kiev, Dnipro et d’autres villes d’Ukraine se sont organisées pour écrire une lettre au Cabinet des ministres et au ministère des Finances et ont coordonné leurs actions. À Dnipro, différents immeubles ont contacté l’Agence de la démocratie locale (ADL) de la région de Dnipropetrovsk pour les aider à prendre part à une telle initiative. Au total, l’Agence de la démocratie locale de la région de Dnipropetrovsk a aidé à préparer des appels au Cabinet des ministres de 198 immeubles d’habitation. Environ 600 personnes (environ 200 familles) vivent dans chaque maison.

À la suite d’un mouvement puissant, le Conseil des ministres a suspendu les dispositions législatives sur les subventions et les avantages jusqu’à ce qu’un mécanisme approprié pour leur mise en œuvre soit élaboré. En fin de compte, l’accumulation des avantages et des subventions pour les résidents des immeubles collectifs pour l’année 2018 suivra toujours le même mécanisme que précédemment. L’ADL della regione Dnipropetrovsk difende 1100 famiglie nelle dispute condominiali in Ucraina

Dall’1 gennaio 2018, emendamenti alla legge ucraina sui benefici e sussidi sono entrati in vigore. Come conseguenza di tali cambiamenti, i residenti condominiali sono stati privati dell’opportunità di ricevere benefici e sussidi, ai quali avevano diritto in precedenza in quanto socialmente non protetti. Il problema si è palesato a fine gennaio, quando si è capito chiaramente che sussidi e benefici non sarebbero stati depositati sui conti dei residenti.

I condominii hanno cercato aiuto ovunque, scatenando così una protesta nazionale. Le organizzazioni pubbliche come Kharkiv, Zaporizhia, Kyiv, Dnipro e altre città ucraine si sono coordinate scrivendo una lettera indirizzata al Gabinetto dei Ministri e al Ministero dell’Economia. A Dnipro, diversi condominii hanno contattato l’Agenzia della Democrazia Locale (ADL) della regione Dnipropetrovsk per essere maggiormente coinvolti in questa iniziativa. L’ADL della regione Dnipropetrovsk ha contribuito a mettere in contatto 198 condominii con il Gabinetto dei Ministri, per un totale di circa 600 persone (più o meno 200 famiglie).

In seguito alle proteste, il Gabinetto dei Ministri ha sospeso le nuove normative sui sussidi e benefici finché non ne verrà decretato un meccanismo di implementazione efficiente. LDA Днепропетровской области защитила 1100 семей в вопросе ОСМД в Украине

С 1 января 2018 года вступили в силу поправки к украинскому законодательству о монетизации льгот и субсидий.
В результате этих изменений люди, живущие в ОСМД, были лишены возможности получать пособия и субсидии, на которые они ранее имели право, поскольку они социально незащищены. Проблема усилилась в конце января, когда стало ясно, что субсидии и льготы не будут попадать на счета ОСМД за январь.

ОСМД повсюду искали помощь, и действие началось по всей стране. Общественные организации из Харькова, Запорожья, Киева, Днепра и других городов Украины направили письма в Кабинет министров и Министерство финансов и согласовали их действия. В Днепре различные ОСМД связались с Агентством местной демократии (LDA) Днепропетровской области, чтобы помочь им принять участие в такой инициативе. В общей сложности LDA Днепропетровской области помогло подготовить обращения в Кабинет министров для 198 многоквартирных домов. Около 600 человек (примерно 200 семей) живут в каждом доме.

В результате такого роста Кабинет министров приостановил действие законодательных положений о субсидиях и льготах до тех пор, пока не будет разработан надлежащий механизм их реализации. В конце концов, начисление льгот и субсидий жителям кондоминиумов на 2018 год по-прежнему будет следовать тому же механизму, что и раньше. LDA Dnjepropetrovskeoblasti branila je 1100 porodica u sporu sa stambenim kompleksom u Ukrajini

Od 1. januara 2018. godine stupile su na snagu izmene ukrajinske legislative o monetizaciji naknada i subvencija.
Kao posledica promena, ljudi koji žive u kondominijumima su lišeni mogućnosti da primaju beneficije i subvencije na koje su ranije imali parvo zato što su društveno nezaštićeni. Problem je eskalirao krajem januara, kada je postalo jasno da subvencije i koristi ne bi ušle u račune stanova za mesec januar.

Stanovnici kondominijuma su tražili pomoć i akcija je pokrenuta širom cele zemlje. Javne organizacije iz Harkova, Zaporožja, Kijeva, Dnjepra i drugih gradova u Ukrajini organizovano su napisale pismo Kabinetu ministara i ministarstvu finansija i koordiniraju svoje aktivnosti. U Dnjepru, su kontaktirali lokalnu LDA Dnjepropetrovske oblasti kako bi im pomogli da učestvuju u takvoj inicijativi. LDA Dnjepropetrovske oblasti je pripremio žalbe za Kabinet ministara iz 198 stambenih zgrada. U svakoj zgradi živi oko 600 ljudi (oko 200 porodica).

Kao rezultat ovog talasa, Kabinet ministara suspendovao je zakonske odredbe o subvencijama i beneficijama dok ne naprave odgovarajući mehanizam za njihovo sprovođenje. Na kraju, obračunavanje naknada i subvencija za stanare stambenih zgrada za 2018. godinu i dalje će pratiti isti mehanizam kao i pre. Akcije LDA Dnjepropretrovske oblasti pomogle su u zaštiti 1100 porodica koje će sada nastaviti da primaju naknade i subvencije.

وكالة الديمقراطية المحلية لمنطقة دنيبروبتروفسك تدافع عن 1100 عائلة دخلت في نزاعات حول الملكية المشتركة في أوكرانيا

دخلت, منذ غرة جانفي (كانون الثاني) 2018, التنقيحات على القانون الأوكراني حول مزايا التداول النقدي ومنظومة الدعم, حيز التنفيذ.

ونتيجة لهذه التعديلات,  حرم الأشخاص القاطنون في المساكن المشتركة من فرصة التمتع بالمزايا والدعم الذي كانوا يحصلون عليه في السابق, وذلك بسبب عدم التمتع بالتغطية الاجتماعية. احتدت هذه المشكلة مع نهاية شهر جانفي (كانون الثاني) عندما أصبح الأمر جليا أن أشكال الدعم والمنافع سوف لن تشمل, ابتداء من شهر جانفي (كانون الثاني)  تلك الفئات الاجتماعية التي تقطن في المساكن المشتركة.

توجه قاطنو المساكن المشتركة إلى كافة الأطراف بحثا عن المساعدة وانطلقت المساعي حثيثة في كافة أنحاء البلاد لمد يد المساعدة لهم. كما نظمت المنظمات العمومية صفوفها, في مدن كل من كركيف زابوريجيا وكيف ودنيبرو, لإرسال خطاب مكتوب إلى رئاسة الوزراء ووزارة المالية, إضافة إلى تنسيق جهودها والتحرك بصفة موحدة إزاء هذا المشكل. في مدينة دنيبرو, على سبيل المثال, اتصل العديد من قاطني المساكن المشتركة بوكالة الديمقراطية المحلية, بمنطقة دنيبروبتروفسك, لمساعدتهم على المساهمة في مثل هذه المبادرة. لذا, قامت وكالة الديمقراطية المحلية لمنطقة دنيبروبتروفسك بإعداد ما لا يقل عن 198 حالة استئناف حول المساكن المشتركة  تم إرسالها إلى وزراء الحكومة. يعيش في كل بيت ما يقارب 600 شخص (أي ما يعادل 200 أسرة).

Although I am not directly involved in the scandal erupted on the Haiti case, I want to express that I am close to Oxfam, which I know – and we know – well both at Italian level and at European level. ALDA is a member of Concord Italia, through its Italian office, and also of Concord Europe, through its European work, as well as Oxfam is. Therefore, we attend and often collaborate with our colleagues.
What happened in Haiti and the total responsibility of the staff in the field is an alarm bell for all the associations that recruit workers who work in difficult and distant conditions. The speed of humanitarian intervention increases the risk of making mistakes. We need to be more vigilant and double check the people we hire. This concerns possibilities of behavior that may damage the dignity and health of the person, but also ethical issues (corruption and other harmful and illegal behaviors). We all need to know how to do better and more.
However, Oxfam is an organization that – as far as I know it – has been able to do a lot, and with a strong ethical sense. It is a huge reality that manages large resources, but this should not be considered an “evil” aspect. Their resources represent public and private funding, like for many of us. Relationships are built on long paths of trust and permanent controls by the institutions that finance us.
This media attack against Oxfam and, together with them, against the associations that make programs for development and humanitarian aid seems to me a witch hunt, a piece of meat to be bitten at all costs. The BBC journalist who insistently asked the director of Oxfam “if you can quantify how many risky people you have in your structure” makes no sense. The scandal has not been recurrent and I have no memory of a similar case. If you knew how many risky people you have in your team, they would have already been expelled. Certainly a higher level of transparency on the removal of personnel for illegal and unethical behavior is desirable, so that the staff in question would not be “recycled” in other positions of cooperation. At the same time, I hope that in the face of greater transparency, media and institutions would not stigmatize the association that dismisses the staff.
On one hand, we all agree that using public resources and working with vulnerable people implies a greater responsibility. But I believe that Oxfam is up to the challenge, like we try to be as well, every day. Public money, on the other hand, also funds national structures and institutions in which, unfortunately, there are real black holes …
Although it is right and necessary to improve, always and continuously, we should be able to recognize the added value work when it is in front of us.

Fighting stigmatisation of migrants and building a new narrative together

The Europe we are living in today is very complex and it is striving with challenges which have global dimension and cannot be tackled by the local communities or even national states alone.

Urban fragmentation, socio-spatial exclusion of the most vulnerable residents, and stigmatization of the areas where they live are at the roots of the problem. New physical and symbolic boundaries are being erected within European cities at its internal and external borders, fuelled by growing xenophobia, intolerance and discriminations.

To address these challenges, ALDA together with its partners have worked closely to combat stigmatisation of migrants and build counter narratives to foster intercultural dialogue and mutual understanding in targeted cities, as well as debate on the future of Europe within the Project network and the citizenship at large.

The ‘Urban Regeneration: European Network of Towns (URGENT)’ project is funded by the Europe for Citizens Programme and started in September 2016.  Being now close to the project completion, the thirteen project partners can already put forward the good practices and experience accumulated throughout the international seminars and work at the local level, which have been implemented so far.

The project methodology allowed eleven cities to develop territorial analyses and familiarise with the local migration issues. Based on the identified local needs, each partner has launched a consultation process to develop a pilot project and further implement it in their cities.

The three international seminars allowed the participants not only to exchange knowledge and experience on socio-spatial inclusion but also to develop a network capable to put forward position papers and recommendation on the addressed issue.

Project partners are meeting in Athens on 30 May -1 June to share the results of the pilot projects and to conclude the project. During the last international seminar, the partners will develop city manifestos to build a common understanding about interculturalism, social inclusion, integration of migrants. The project results will be valorised in a handbook collecting the experiences of the enactment that overcome stereotypes about immigrants and build counter narratives.

ALDA invites all interested stakeholders to join our work on fostering social inclusion of migrants and vulnerable groups at the local level and to make urban spaces a better place to live in.

The solutions are at local level, in our every day practices!
