LDA Georgia supports Homeowners association to improve housing sector in EaP

Local Democracy Agency Georgia, Charity Humanitarian Center “Abkhazeti” and Civil Society Institute published a paper on the topic of reforms in the housing sector of the Eastern Partnership countries - Azerbaijan Belarus, Georgia, Moldova and Ukraine.


The authors draw our attention to the role and importance of the Homeowners Association in Georgia, claiming that their empowerment can bring the countries forward towards reforms in the housing sector. The EU-funded project „HOME- the way forward for reforms in the housing sector: empowering grass-root homeowners associations in Azerbaijan, Belarus, Georgia, Moldova and Ukraine” led by „Housing Initiative for Eastern Europe (IWO)” promotes improvement of a lower-level management in a housing management sector since 2015 in Tbilisi, Kutaisi and Batumi.

The research makes an analysis of the legal and de facto situation, studying state regulations and challenges of the associations. Further, the authors study and compare the similar “Homeowners Union” property management in Germany, and make a list of recommendations for overcoming problems and further development. LDA Georgia presented the research results during an event in the framework of the project "Strengthen the election and political capacity for disabled persons".
