Youth for EU – the document “The Voice of Youth”
What kind of future do young people have in Europe? What do they want from their Regions? These and many other important questions concerning their future were answered by 558 young people aged 16-26 in Istria, Sisak-Moslavina and Osijek-Baranja County. The answers were collected through questionnaires during an „open meeting“ that took place in high schools and associations. After a cycle of seminars on the European Union and the EU camp, this is the third activity envisaged by the project „Youth for Eu“, funded by the European Union within the IPA Info 2011 Programme.
From 6 to 8 November 2013, 10 young representatives who participated in this project’s previous activities, met in Brtonigla, in order to analyze the collected questionnaires and to write the „Voice of Youth“ document. This document will be given to representatives of local and regional authorities during the final meeting in Osijek on 24 January, 2014.
Lead partner of the „Youth for EU“ project is the Local Democracy Agency in Brtonigla and partners in this project are the Local Democracy Agency from Osijek and Sisak, Foundation for partnership and civil society development in Pula, youth association K.R.I.D from Petrinja, Croatian Press Centre for Environment, Europe Direct from Trieste, Giosef Italy Association and the Association of Local Democracy Agencies (ALDA).

Seminar on Neighborhood Instruments and territorial development
On 22 November at 4 p.m the University of Catania will host the seminar “Neighborhood Instruments and Territorial Development, politic and challenge of the European Union”. The event will take place in the Department of Political and Social Science, Aula Magna – Via Vittorio Emanuele II, n. 49 – Catania.
the seminar will see the participation of Giuseppe Barone, Director of the Department of Political and Social science, for the opening addresses; Tino Cutugno, expert on EU politics; and our Director, Antonella Valmorbida as a speaker. Giuseppe Sigismondo Martorana will moderate the meeting.

Local volunteer' centres - success in their communities
On 15 – 16 November was held in Sisak a meeting of two days regarding the evaluation of newly established local volunteer centres. The meeting was organised by Local Democracy Agency Sisak and Youth Communication Centre Banja Luka.
The meeting is part of the project “Cross-border Volunteers’ Networking for Local Development” and it gathered 20 participants from Croatia (Sisak, Ozalj, Vrginmost) and Bosnia and Herzegovina (Banja Luka, Laktaši, Gradiška).
“In the 7 months of local volunteer centres existing, they made great impact on beneficiaries of developed voluntary programs, especially in socialisation of vulnerable and marginalised groups. Many of these beneficiaries engaged themselves as volunteers as well.” – said Paula Raužan from LDA Sisak. She evaluated the meeting in a positive way highlighting that some of the project partners are working with their croos-border counterparts for the first time, but they are already planning possible future cooperation. The project is ending and its results will be presented at the Press conference on 26 November 2013.
The project is funded by the IPA Cross-border program Croatia-Bosnia and Herzegovina 2007-2013 and partly co-funded by the Office for NGO of the Government of the Republic of Croatia. Project leaders are LDA Sisak and YCC Banja Luka in partnership with associations Most (Gradiška), Centre for children, youth and family (Laktaši), Local action group Vallis Colapis (Ozalj) and Suncokret (Vrginmost). The aim of the project is to improve the accessibility of community-based services in border area through the establishment of 4 local voluntary centres; 2 in Croatia and 2 in Bosnia and Herzegovina.

Grundtvig training course in Strasbourg
The Grundtvig training course “Citizen Participation and funding opportunities to support participate initiatives” organized by ALDA took place since Monday, 18 November to 22 November at the European Youth Centre in Strasbourg, France.
In this framework, the first study visit was held by Mrs Magali Schaedelin, representative of the Local Mission Democracy at the City and Urban Community of Strasbourg. The main topic was the management of local democracy and proximity, as well as participatory citizenship policy in Strasbourg.
The Grundtvig training course gathered participants coming from Macedonia, Romania, Greece, Turkey, Hungary, and Italy to debate the concepts of active citizenship and citizen participation in the European context. It focused on the exchange of ideas and the sharing of local experiences and best practices to strengthen connections at European level.

Курс обучения Грундтвиг “Участие граждан и возможности финансирования для поддержания инициатив по участию”, организованный ALDA, прошел с 18 по 22 ноября в Европейском центре молодежи Страсбурга, во Франции.
В этом контексте учебный визит провела Магали Шаделин, представитель местной демократической миссии города и городского сообщества Страсбурга. Основная рассмотренная тема была управление процессом местной демократии, а также политика гражданского участия в Страсбурге.
Курс обучения Грундтвиг собрал участников из Македонии, Румынии, Греции, Турции, Венгрии и Италии для обсуждения понятий активного гражданства и участия граждан в Европе. Он сконцентрировался на обмене идей и местным опытом и рекомендуемыми практиками для укрепления связей на европейском уровне.

Grundtvig obuka” Učešće građana i mogućnosti finansiranja za podršku inicijativa učešća” u organizaciji ALDA održana je od ponedeljka, 18. novembra do 22. novembra u Evropskom omladinskom centru u Strazburu, Francuska.
U okviru obuke, prvu studijsku posetu je održala gospođa Magali Schaedelin , predstavnik Lokalne misije demokratije u gradskoj i urbanoj zajednici Strazbura. Glavna tema bila je upravljanje lokalnom demokratijom i blizinom, kao i participativna politika građanstva u Strazburu.
Grundtvig trening je okupio učesnike koji dolaze iz Makedonije, Rumunije, Grčke, Turske, Mađarske, Italije i da bi raspravljali o konceptu aktivnog građanstva i participacije građana u evropskom kontekstu . Fokus je bio na razmeni ideja i razmeni lokalnih iskustava i najboljih praksi u cilju jačanja veza na evropskom nivou.

President of ALDA Oriano Otočan guest on Round table in Vinkovci
In the great hall of Vukovar-Srijem County in Vinkovci on 15th November was held a Round table “The rights of citizens in the European Union and the role of local and regional authorities”, where the guest was Oriano Otočan, President of ALDA and Head of Department for International Cooperation and European Affairs of the Region of Istria.
Otočan presented the experience of the Region of Istria in European integration, the major projects related to the promotion of citizen involvement in the activities of the local community and in the use of EU funds. He also presented the work of the Association of Local Democracy Agencies (ALDA).
The aim of the Round table was to present the EU policy on human rights relating to the protection of civil, political, economic, social and cultural rights and to highlight the role and responsibility of local and regional authorities in the creation of a favorable climate for the rise of civic activism.
Participants were representatives of local and regional authorities, regional development agencies and numerous interested citizens. The Round table is one of the activities of the project “The Heart of Europe” organized by the Vukovar-Srijem County in cooperation with the European House Slavonski Brod.

27 November 2013 – Europe’s borders, tales of a journey
On 27 November 2013 at 8.30 p.m Trento will host the event “Europe’s borders, tales of a journey”. The event will take place at Sala Wolf – Palace of the Autonomous Region of Trento, Piazza Dante, 15.
The event will be a reflection about Europe with particularly attention on Balkans.
Trento has always been very attentive on the history of Balkans and has a long cooperation with ALDA.
On 27 November 2013 at 8.30 p.m Trento will host the event “Europe’s borders, tales of a journey”. The event will take place at Sala Wolf – Palace of the Autonomous Region of Trento, Piazza Dante, 15.

Presentation of ALDA strategy at the Council of Europe
ALDA presented its strategy at the Council of Europe in Strasbourg on 19 November.
The Director and senior staff of the association gave an overview of the mission and activities of ALDA. A more in-depth look on the projects of the association was presented by international partners, including Sasa Marinkov, leading the Local Democracy Agency (LDA) of Central and South Serbia, Tatiana Poshevalova, Programme Director of the International Consortium EuroBelarus, and Moncef Ben Slimane, President of the Tunisian association Lam Echaml, local partner for the foundation of LDA Tunisia.
Denis Huber, Executive Secretary of the Chamber of Regions, gave the welcoming speech on behalf of Andreas Kiefer, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe.

New partners and horizons for LDA Verteneglio/Brtonigla
On 15 November, the annual assembly of the LDA Verteneglio/Brtonigla was held in Duino-Aurisina/Devin Nebrežina. The participants were welcomed by the words of Umberto Ademollo, its president; Igor Gabrovec, Vice President of the Regional Council of Friuli Venezia Giulia; and Massimo Veronese, Deputy Mayor of the Municipality Duino-Aurisina.
ALDA was represented by its Vice President Alessandro Perelli, Lucio Gregoretti, sitting in the Governing Board, and Rada Orescanin, member of the Scientific Committee.
Elena Bernich, working for the LDA, presented all on-going projects and the wide range of the activities realized during the past year, highlighting the important efforts dedicated to activities for youngsters. MB Ghisletta, who opened the assembly as a representative of the city of Bellinzona, lead partner of the ADL, stated: “We are talking about important projects for the development of the concept of democracy among young people”.
The future of the agency was also in the spotlight, through the presentation of a project tackling bullying, and of another project facilitating the access of Roma women on the job market in Macedonia. Partners have also presented their projects and ideas, which will strengthen a cooperation more and more important, and from now, without borders.

Hearing on local and regional democracy in Ukraine – Committee of the Regions
On 18 November the Committee of the Regions hosted the “Hearing on local regional democracy in Ukraine” event. The meeting took place in Brussels at 2.30 p.m. ALDA’s Director Antonella Valmorbida attended the event.
This hearing discussed the perspectives of implementing local democracy in Ukraine and the role that the Council of Europe and EU can play to support the development of regions in the country.
The event follows up the adoption of the monitoring report of the Council of Europe on the state of local and regional democracy in Ukraine, which recommends that the Ukrainian authorities review their legislation in order to remove the restrictions on the powers of local authorities.
