Nessuno in Europa può vivere senza l'Europa! Evento finale del progetto REACTION
Dal 10 al 12 Aprile si terrà l’evento finale del progetto REACTION – REsources Anti Crisis: Town Twinning, Innovation, Openness and Networking, finanziato da Europa per i Cittadini nell’azione rete di città.
L’evento vedrà la partecipazione di tutti i partner internazionali di progetto, che si riuniranno a Sacile, Brugnera e Porcia, partner locali ospitanti la conferenza, al fine di discutere e sensibilizzare sul ruolo dell’Europa come risorsa per lo sviluppo delle sue comunità e per la costruzione di un progetto europeo che non solo superi la crisi globale, ma ponga le basi per uno crescita equa e sostenibile.
L’evento vedrà l’organizzazione di una sessione plenaria dal titolo “Nessuno in Europa può vivere senza l’Europa”, in cui interverrà, tra gli altri, la Direttrice di ALDA, Antonella Valmorbida. La plenaria sarà seguita da seminari tematici mirati ad approfondire aspetti chiave legati all’Unione Europea: nuove opportunità di finanziamento nella programmazione 2014 – 2020, tra cui Europa per i Cittadini e Cultura, e focus sulle elezioni europee e l’importanza del voto.
Visite sul campo a buone pratiche locali in tema di cittadinanza attiva saranno realizzate. L’evento si concluderà con la firma di Protocolli d’Intesa tra i partner di progetto per il proseguo e l’ampliamento della collaborazione in essere, già a sua volta risultato di un’iniziativa congiunta, anch’essa finanziata da Europa per i Cittadini: il progetto WELCOME.

President Martin Schulz pledges support for EYCA
Representatives of the European Year of Citizens Alliance (EYCA) Steering Committee met with the President of the European Parliament, Martin Schulz, on 3rd April 2014 in Brussels to discuss the EYCA recommendations aimed at enhancing European citizenship.

We raised a particular warning about the profound social and economic distress, but also the political distrust Europe is facing today. Deploring the institutional appetite for direct dialogue with “THE” citizen, we called for the recognition of associations and NGOs in their capacity of gathering together millions of citizens across Europe and for their involvement on equal footing with trade-unions and businesses in the policy dialogue and democratic processes.
Convinced that “Europe can no longer survive without a social pillar”, President Schulz pointed out the real risk of Europe’s failure, as highlighted by the lead in opinion polls from Eurosceptic and regressive forces, even in some founding Member States.
Aware that civil society organisations can be “valuable allies” for the institutions in working to bring about more solidarity, equality and democracy in Europe, and paying due attention to the EYCA recommendations, Mr. Schulz undertook to “seriously consider the issue and leave a strong legacy for his successor to integrate civil society organisations in a dialogue process with the European Parliament”.
This position goes totally in line with article 11 from the Treaty on the Functioning of the European Union, which underlines the need for “institutions to maintain an open, transparent and regular dialogue with representative associations and civil society”. We can therefore only welcome President Schulz’ will to make civil dialogue a reality and hope that this discussion will bear fruits and continue to work towards a more transparent and democratic Europe.
The EYCA worked throughout 2013 and drafted recommendations for a democratic European Citizenship. ALDA Director Antonella Valmorbida is part of the Steering Committee of EYCA, and co-chair of the group 1 working on participatory citizenship. During the EYCA meeting in Madrid on 31 March, all members further agreed to keep working together in 2014 to implement the recommendations.

Volunteering is key to citizens’ participation in Europe
On Sunday 6th April, during the event of Agorà della Solidarietà (Agora of Solidarity) in Vicenza (Italy), Mrs. Antonella Valmorbida, Director of ALDA – Association of Local Democracy Agencies – held an interesting speech on Volunteering.

“Volunteering is a fundamental element for citizens’ participation in Europe” said Mrs. Valmorbida. Indeed, volunteering is a way to be part of development, a simple as well as powerful sign of active participation, an important contribution to support ideas and values, sharing the same mission.

Monfalcone: Final workshop of COHEIRS
Friday 4th April, in the room of Monfalcone city council (Gorizia), the final workshop of COHEIRS project took place. Lucio Gregoretti, member of the Governing Board, and Rada Orescanin, member of ALDA Scientific Committee, were present at the event.

Having as partner ISBEM (Euro Mediterranean Scientific and Biomedical Institute), the final workshop followed the event held in Mesagne (Brindisi), which gathered an incisive participation of citizens, developing an important Recommendation on environmental issues which have been sent to the European Commission.
Many important actors took part to the final event, giving their contribution: Mr. Alessandro Perelli, Vice President of ALDA, strategic partner of the project; Mr. Giorgio Tessarolo, expert of EU programmes and head of the international relationship service of Friuli Venezia Giulia for many years; Mr. Franco Frigo, member of European Parliament and Secretary of the Presidential Office of the European Parliament; Mrs. Silvia Altran, mayor of Monfalcone.
After a deep analysis on 2014-2020 programmes and on the opportunities given by the European funding resources, the success of COHEIRS project was strongly underlined thanks to its important results: indeed, COHEIRS project gave finally the voice to citizens on the development of environmental and health issues at an European level.

Successful cooperation with the Sapieha Foundation in Belarus - Working at the local level is possible
The work of ALDA in Belarus started many years ago to support local governance, civil society and the development of local authorities in the country. Since 2006, the cooperation is intense with the Lev Sapieha Foundation based in Minsk thanks to the very similar approach adopted by this organisation and ALDA. Lev Sapieha Foundation is also member of ALDA since then.
Despite the difficult context in Belarus where local authorities are weak and not developed, in these last years, thanks to the support of the European Commission, it has been possible to strengthen activities and actions at the local level in particular with the development of Citizens centers and small regranting action programmes.

The training course Growing Steps will take place in Palermo, from 5 to 13 April. The main focus of the project is encouraging the enterprising spirit in youths from rural areas.

The project is funded by the European Commission within the framework of Youth in Action Programme, action 3.1. It will involve 40 youth workers from 17 European and EU neighbouring countries: Armenia, Azerbaijan, Belarus, Bulgaria, Estonia, Russian Federation, France, Georgia, Greece, Italy, Lithuania, Poland, Czech Republic, Romania, Slovenia, Turkey, Ukraine.
In a period marked by a profound financial crisis, Growing Steps would like to offer its contribution to dealing with issues related to depopulation of rural areas and their economic isolation.
Through the use of non-formal methodologies, Growing Steps would stimulate creativity, enterprising spirit and inventiveness in participants, so as to promote solidarity and fight social exclusion of people who live in remote areas.
CESIE – European Centre of Studies and Initiatives – is glad to invite you to participate in the Organization’s Bazar on April 6th and in intercultural evenings on 7th and 8th. The events will take place at Convento di Baida, in Via al Convento di Baida, 43.
You will have the occasion to learn more about traditions, usages and customs of different countries and to taste traditional dishes from European and EU neighbouring countries. In fact, you will have the chance to taste a piece of Europe, while enjoying music, dances and presentations from all the countries involved in the project.

Last session of trainings for the municipality staff of Gyumri
The last session of trainings for the municipality staff of Gyumri organized by LDA foundation Armenia, ALDA in cooperation with Counterpart Armenia took place on 1 and 2 April 2014.
Following the confirmed agenda the topics include community budget, service provision, PR and participatory and transparent governance. The participants again displayed very active and participatory behavior showing their team member capacities and strengths. Following the methodology of the first phase at the very beginning of the sessions the trainers distributed quizzes to the participants to check their level of knowledge. At the end of the sessions the same quizzes were given to be filled in to measure the differences before and after the sessions and assess the effectiveness and productivity of the trainings. Role games and team assignments were part of the chosen training methodology.
The only challenge the participants face in this phase was the community budget session, as the topic was very complicated and inclusive and hard to be absorbed by the employees from non-financial departments that have nothing with financial and budget activities in their everyday working procedure.
The training courses were wrapped up with the handing of certificates. Lusine Aleksandryan, the director of LDA foundation Armenia, presented and thanked the organizations with the assistance of which the trainings took place and were of great success.
Mr. Chartaryan, the department acting head of projects and analytics, gave the closing speech once more mentioning the importance of these courses for the municipality employees. He expressed his deep gratitude to the organizers for that useful initiation and stated the possible continuity of the trainings in future.
