Project LADDER on the starting blocks - 26 partners, 20 associates, one major challenge for the EU and its Neighborhood!
The project “LADDER – Local Authorities as Drivers for Development Education and Raising awareness” is about to start. The preview event of the 3-year project, led by ALDA together with other 25 partners and 20 associates from the European Union and its Neighborhood, will take place on 21-22 February in Modena, Italy, in the framework of the festival BUK.
Funded by EuropeAid, LADDER aims at raising awareness and strengthening the capacity of associations of local authorities and civil society organizations to act in a sustainable way as drivers for development, fostering their role of multipliers within their countries, communities and networks, to develop a multi-level active engagement in global challenges.
The European Year of Development 2015 is the right time to address these ambitious goals. ALDA together with all the project partners and associates will start this journey with passion and commitment, aware of the relevance of development cooperation and of its future for citizens, local authorities, and organized civil society in the enlarged Europe.

Latvian Presidency and European Year for Development 2015: an important start of the year for ALDA
With January 2015, the Latvian Presidency is setting the agenda of the main political lines of the European Union, by chairing the Council. Among the important issues to follow, Latvia selected Eastern Partnership as one of the core of its activities. Indeed, it will host in May the Summit of the Eastern Partnership that will probably pave the way for a reform of this important instrument of the European Union with its Eastern Neighbours.
This part of the European Neighbourhood is of particular interest of ALDA and its members since the organisation is supporting two fully operational Local Democracy Agencies (LDAs) – in Gyumi, Armenia and in Kutaisi, Georgia. ALDA is also working for setting up – hopefully in May – a Local Democracy Agency in Dnipropetrovsk, Ukraine, with the support of the Region Lower Silesia (PL) and Region Alsace (France). The challenge is important considering the need to work in a particular area, at the border with the conflict zone of the Donbass.
In addition to these fundamental elements to promote local democracy and local governance as one of the main pillar of the stabilisation and development in the Eastern Partnership countries, ALDA is also working steadily in Belarus and with programmes in Georgia. The Association also runs some youth programmes in Azerbaijan. Therefore, for all of us – the LDAs and ALDA members – the Latvian Presidency will be of fundamental important to raise the profile of citizen participation at the local level as a top item on the agenda of the European decision makers.
It is also crucial to underline the importance of this year 2015, dedicated by the EU to Development policies. And ALDA is – among its activities – a real promoter of development with projects making Local Authorities and Civil Society work together. We actively participated to the development of the Alliance for the European Year for Development, working closely with CONCORD and we will be active all year long to make citizens more aware and involved in development issues.
For many reasons, ALDA – the European Association for Local Democracy will be at the core of the European programmes and policies with many activities and projects. We will work hard to implement our actions with all members and partners.

Mourning for the tragedy in Gyumri, Armenia
On 12 January, a whole Armenian family was killed in Gyumri. The investigations pointed to a soldier working in the Russian military base in the city.
Captured within 24 hours from the murder, the soldier, Valery Permyakov is detained in the Russian base. Russian authorities promised to thoroughly investigate the crime, but so far refused to handover the suspect to the Armenian authorities.
This led to wide protests and demonstrations both in Gyumri and Yerevan, demanding for the soldier to face trial within the Armenian justice system. Tensions increased a few days ago when the only survivor of the family, a six-month baby, died in the hospital. One week after the attack, several questions raised by the Armenian authorities have not been answered.
We all deeply share the sorrow of the Armenian population, and closely follow the events together with the Delegate of the Local Democracy Agency in Gyumri, Lusine Aleksandryan.

ALDA launches the project "Work on Social Cooperation (WOSOCOOP)”!
In cooperation with Consorzio Leonardo and other 17 organisations from across wider Europe, ALDA will be launching on 25th January the seven-day training course activity of the project Work on Social Cooperation (WOSOCOOP). The project is funded by the European Commission within the Erasmus + programme under the K Action 1 – Learning Mobility of Individuals Vocational Education and Training (VET) learner and staff mobility.
The aim of the project is to tackle youth unemployment by bringing together 40 youth workers from Azerbaijan, Armenia, Moldova, Ukraine, France, Czech Republic, Turkey, Romania, Georgia, Bosnia and Herzegovina, Albania, Macedonia, Croatia, Slovenia and Spain to exchange experience and good practices on social cooperation.
Through a coherent set of tools including working groups, experts’ inputs and feedback, study visits and intercultural practices, the training course will strengthen participants’ knowledge and skills in acting as multipliers in their own countries to promote the access of disadvantaged youth into the labour market.

Launch of the operating grant for the LDAs - Balkan regional platform for youth participation and dialogue
From January 2015, ALDA and the Balkan LDAs are starting the implementation of the operating grant – Balkan regional platform for youth participation and dialogue, a new platform in the Balkans that aims to establish a network of organizations that will contribute in structuring regional thematic cooperation and coordination between civil society and public authorities from targeted countries to improve the environment for youth activism and participation, in particular of young people with fewer opportunities. The first meeting will be held in Mostar, Bosnia and Herzegovina, on 27th and 28th January.
The project is initiated by ALDA, with LDAs from Mostar, Zavidovici, Prijedor (Bosnia and Herzegovina), Subotica, Knjazevac (Serbia), Niksic (Montenegro), Peja (Kosovo) as co-applicants and ALDA Macedonia as an affiliated entity, who will jointly implement the activities locally. This very important project is financed by the European Union through the programme Civil Society Facility – Operating Grants to IPA CSO Associations (Support to regional thematic associations).
Through the course of the project a series of conferences, trainings, exchanges, workshops and meetings will be held in five targeted countries from the region, through the following main components of activities: 1) network coordination and management of activities; 2) network capacity building; 3) awareness-raising and visibility actions; 4) exchange of good practice among the region countries, and 5) research and analysis.

Focus on EaP - ALDA Interview with MeP Bogdan Andrzej Zdrojewski, Chair of the Delegation for relations with Belarus
On 7 January, ALDA interviewed Mr. Bogdan Andrzej Zdrojewski, the MEP, Chair of the Delegation for relations with Belarus and member of the European People’s Party (Christian Democrats), to discuss issues regarding citizen’s participation and decentralization in the European context.
According to Mr. Zdrojewski, the EU currently faces several challenges related to various interests and values among its member countries and their neighbours. It is therefore very difficult to create a general spectrum of issues that should be taken care of in such a large area, and a lot of time is devoted to blocking inappropriate laws at the EU level. He suggests that greater focus should be given to specific rather than wide European issues. However, according to his opinion local matters such as social justice and coherence in policies can be more efficiently if managed at the local level, with the support of central governments but without strong interference of the EU.
Mr. Zdrojewski highlighted the advantages of Internet access in terms of significant improvement in communication between the local authorities and local civil society organizations, as well as in terms of information exchange between them and citizens all over Europe.
As a former Minister of Culture and shadow Minister of Defense, he referred to the importance of relation between security and culture. Building bridges between the two can contribute to tolerance and openness which is crucial for countering present security threats such as terrorism. His priority as a MEP for his 5-years mandate is the focus on overlapping responsibilities and overly complicated communication in defense system and fiscal barriers in connection to culture.

Le 7 Janvier, l’ALDA a interviewé le Parlementaire Européen Bogdan Andrzej Zdrojewski, Chef de la Délégation pour les relations avec la Biélorussie et membre du Parti Populaire Européen (chrétien-démocrate), pour discuter des questions liées à la participation des citoyens et à la décentralisation sur le territoire européen.
Selon Zdrojewski, l’Europe est en train d’affronter différents défis qui concernent des intérêts multiples et valeurs des pays membres et des pays limitrophes. Il est donc très difficile d’avoir une idée complète de toutes les problématiques dont il est nécessaire de s’occuper sur un territoire aussi vaste, sans compter le fait que beaucoup de temps est employé à bloquer les lois non appropriées au niveau européen. Pour cela, une plus grande attention devrait être donnée aux problématiques spécifiques, par rapport à celles de caractère général concernant l’Europe entière.
Dans tout les cas, toujours selon son opinion, les questions locales liées à la justice sociale et à la cohérence dans les politiques peuvent être gérées de façon plus efficace avec le soutien des gouvernements centraux, mais sans une forte interférence de la part des institutions européennes.
Le parlementaire Zdrojewski a souligné en plus les avantages de l’accès à Internet en termes de nette amélioration dans la communication entre les autorités locales et les organisations de la société civile et dans l’échange des informations entre celles-ci et les citoyens dans toute l’Europe.
Comme ex Ministre de la culture et Ministre ombre de la Défense, il a rappelé l’attention sur la relation entre la sécurité et la culture: relier les deux sphères peut contribuer à la tolérance et à l’ouverture, toutes les deux cruciales pour lutter contre les menaces à la sécurité actuelle, comme le terrorisme. La priorité pour son mandat comme Parlementaire européen dans les cinq prochaines années sera celle de se concentrer sur les responsabilités superposées et sur les communications trop compliquées dans les systèmes de défense et des barrières fiscales en relation au domaine culturel.

Il 7 gennaio scorso, ALDA ha intervistato il Parlamentare europeo Bogdan Andrzej Zdrojewski, Capo della Delegazione per le relazioni con la Bielorussia e membro del Partito Popolare Europeo (cristiano- democratici), per discutere di questioni legate alla partecipazione dei cittadini e alla decentralizzazione nel territorio europeo.
Secondo Zdrojewski, l’Europa sta affrontando diverse sfide riguardanti molteplici interessi e valori dei paesi membri e dei paesi di vicinato. È dunque molto difficile avere una idea complessiva di tutte le problematiche di cui è necessario occuparsi in un territorio così vasto, senza contare il fatto che molto tempo viene dedicato a bloccare le leggi non appropriate a livello europeo. Maggiore attenzione, per questo, dovrebbe essere concessa a problematiche specifiche, rispetto a quelle generiche riguardanti l’Europa intera. Comunque, sempre secondo la sua opinione, le questioni locali legate alla giustizia sociale e alla coerenza nelle politiche possono essere gestite in maniera più efficiente con il sostegno dei governi centrali, ma senza una forte interferenza da parte delle istituzioni europee.
Il Parlamentare Zdrojewski ha sottolineato inoltre i vantaggi dell’accesso ad Internet in termini di miglioramento significativo sia nella comunicazione tra autorità locali e organizzazioni della società civile, sia nello scambio di informazioni tra queste e i cittadini in tutta Europa.
Come ex Ministro della Cultura e Ministro ombra della Difesa, ha richiamato l’attenzione sulla relazione tra la sicurezza e la cultura: collegare le due sfere può contribuire alla tolleranza e all’apertura, entrambi cruciali nel contrastare i pericoli alla sicurezza attuale, come il terrorismo. Priorità per il suo mandato come Parlamentare europeo nei prossimi cinque anni sarà quella di concentrarsi sulle responsabilità sovrapposte e sulle comunicazioni troppo complicate nei sistemi di difesa e delle barriere fiscali in relazione al settore culturale.

7 января ALDA взяла интервью у представителя Европейского Парламента Богдана Анджея Здроевски, главы делегации по вопросам отношений с Республикой Беларусь и члена Народной европейской партии (христианско – демократической), чтобы обсудить вопросы, связанные с участием граждан в децентрализации на территории Европы.
По мнению Здроевски, Европа сталкивается с различными задачами, касающимися многочисленных интересов и ценностей стран членов и стран соседства. В связи с этим, очень трудно иметь обобщенное представление обо всех проблемах, которыми нужно заниматься на такой обширной территории, не считая того факта, что много времени уходит на то, чтобы блокировать законы, не соответствующие европейскому уровню. Поэтому, больше внимания должно быть уделено особым проблемам, чем тем, которые в целом касаются всей Европы.
Во всяком случае, все также согласно его мнению, вопросы местного характера, связанные с социальной справедливостью и правосудием в обществе и с последовательностью действий в политике, могут более эффективно руководится при поддержке центральных правительств, но без усиленного вмешательства со стороны европейских учреждений.Кроме того, член парламента Здроевски подчеркнул преимущества доступа к Интернету в плане значительного улучшения средств коммуникации, как между местными властями и организациями гражданского общества, так и в обмене информацией между ними и гражданами во всей Европе.
В качестве бывшего министра культуры и министра обороны, он обратил внимание на связь между безопасностью и культурой: объединение этих двух сфер может способствовать развитию терпимости и открытости, являющимися решающими в препятствовании угрозе современной безопасности, такой как терроризм. Его приоритеты в качестве члена европейского парламента на следующие пять лет будут состоять в том, чтобы сконцентрироваться на совмещенной ответственности и на слишком сложной системе сообщения в системе обороны и фискальных барьеров в отношении культурного сектора.

Fokus na EAP – ALDA Intervju sa članom Evropskog parlamenta (EP) Bogdanom Andrzejem Zdrojewskim, predsedavajući Delegacije za odnose sa Belorusijom
Dana 7. januara, ALDA je intervjuisala g.Bogdana Andrzeja Zdrojewskog, člana EP, predsjedavajućeg Delegacije za odnose sa Belorusijom i člana Evropske narodne partije (Demohrišćanka stranka), kako bi razgovarali o pitanjima koja se tiču učešća građana i decentralizacije u evropskom kontekstu.
Prema g. Zdrojewskom, EU se trenutno suočava sa nekoliko izazova koji se odnose na različite interese i vrednosti među zemljama članicama i njihovim susedima. Zbog toga je veoma teško stvoriti opšti spektar pitanja o kojima se treba voditi računa, na tako velikom prostoru , a mnogo vremena je posvećeno blokiranju neprikladnih zakone na nivou EU. On sugeriše da se veći fokus treba dati konkretnim umesto širokim evropskim pitanjima. Međutim, prema njegovom mišljenju lokalnim pitanjima kao što su socijalna pravda i koherentnost u politikama, se može efikasnije upravljati na lokalnom nivou, uz podršku centralne vlade, ali bez jakog mešanja EU.
Gospodin Zdrojewski je istakao prednosti interneta u smislu značajnog poboljšanja komunikacije između lokalnih vlasti i lokalnih organizacija civilnog društva, kao i u pogledu razmene informacija između njih i građana širom Evrope.
Kao bivši ministar kulture i ministar odbrane, on je govorio o značaju odnosa bezbednosti i kulture. Izgradnja mostova između njih mogu doprineti stvaranju tolerancije i otvorenosti, koje su ključne za suzbijanje prisutnih bezbednosnih pretnji, kao što je terorizam. Njegov prioritet kao člana Evropskog parlamenta tokom petogodišnjeg mandata je fokus na preklapanje nadležnosti i previše komplikovanu komunikaciju u sistemu odbrane i fiskalne barijera u vezi sa kulturom.

Il est donc très difficile d’avoir une idée complète de toutes les problématiques dont il est nécessaire de s’occuper sur un territoire aussi vaste, sans compter le fait que beaucoup de temps est employé à bloquer les lois non appropriées au niveau européen. Pour cela, une plus grande attention devrait être donnée aux problématiques spécifiques, par rapport à celles de caractère général concernant l’Europe entière.
Dans tout les cas, toujours selon son opinion, les questions locales liées à la justice sociale et à la cohérence dans les politiques peuvent être gérées de façon plus efficace avec le soutien des gouvernements centraux, mais sans une forte interférence de la part des institutions européennes.
Le parlementaire Zdrojewski a souligné en plus les avantages de l’accès à Internet en termes de nette amélioration dans la communication entre les autorités locales et les organisations de la société civile et dans l’échange des informations entre celles-ci et les citoyens dans toute l’Europe.
Comme ex Ministre de la culture et Ministre ombre de la Défense, il a rappelé l’attention sur la relation entre la sécurité et la culture: relier les deux sphères peut contribuer à la tolérance et à l’ouverture, toutes les deux cruciales pour lutter contre les menaces à la sécurité actuelle, comme le terrorisme. La priorité pour son mandat comme Parlementaire européen dans les cinq prochaines années sera celle de se concentrer sur les responsabilités superposées et sur les communications trop compliquées dans les systèmes de défense et des barrières fiscales en relation au domaine culturel.

Focus sul Partenariato orientale – ALDA intervista il Parlamentare Europeo Bogdan Andrzej Zdrojewski, Capo della Delegazione per le relazioni con la Bielorussia
Il 7 gennaio scorso, ALDA ha intervistato il Parlamentare europeo Bogdan Andrzej Zdrojewski, Capo della Delegazione per le relazioni con la Bielorussia e membro del Partito Popolare Europeo (cristiano- democratici), per discutere di questioni legate alla partecipazione dei cittadini e alla decentralizzazione nel territorio europeo.
Secondo Zdrojewski, l’Europa sta affrontando diverse sfide riguardanti molteplici interessi e valori dei paesi membri e dei paesi di vicinato. È dunque molto difficile avere una idea complessiva di tutte le problematiche di cui è necessario occuparsi in un territorio così vasto, senza contare il fatto che molto tempo viene dedicato a bloccare le leggi non appropriate a livello europeo. Maggiore attenzione, per questo, dovrebbe essere concessa a problematiche specifiche, rispetto a quelle generiche riguardanti l’Europa intera. Comunque, sempre secondo la sua opinione, le questioni locali legate alla giustizia sociale e alla coerenza nelle politiche possono essere gestite in maniera più efficiente con il sostegno dei governi centrali, ma senza una forte interferenza da parte delle istituzioni europee.
Il Parlamentare Zdrojewski ha sottolineato inoltre i vantaggi dell’accesso ad Internet in termini di miglioramento significativo sia nella comunicazione tra autorità locali e organizzazioni della società civile, sia nello scambio di informazioni tra queste e i cittadini in tutta Europa.
Come ex Ministro della Cultura e Ministro ombra della Difesa, ha richiamato l’attenzione sulla relazione tra la sicurezza e la cultura: collegare le due sfere può contribuire alla tolleranza e all’apertura, entrambi cruciali nel contrastare i pericoli alla sicurezza attuale, come il terrorismo. Priorità per il suo mandato come Parlamentare europeo nei prossimi cinque anni sarà quella di concentrarsi sulle responsabilità sovrapposte e sulle comunicazioni troppo complicate nei sistemi di difesa e delle barriere fiscali in relazione al settore culturale.

7 января ALDA взяла интервью у представителя Европейского Парламента Богдана Анджея Здроевски, главы делегации по вопросам отношений с Республикой Беларусь и члена Народной европейской партии (христианско – демократической), чтобы обсудить вопросы, связанные с участием граждан в децентрализации на территории Европы.
По мнению Здроевски, Европа сталкивается с различными задачами, касающимися многочисленных интересов и ценностей стран членов и стран соседства. В связи с этим, очень трудно иметь обобщенное представление обо всех проблемах, которыми нужно заниматься на такой обширной территории, не считая того факта, что много времени уходит на то, чтобы блокировать законы, не соответствующие европейскому уровню. Поэтому, больше внимания должно быть уделено особым проблемам, чем тем, которые в целом касаются всей Европы.
Во всяком случае, все также согласно его мнению, вопросы местного характера, связанные с социальной справедливостью и правосудием в обществе и с последовательностью действий в политике, могут более эффективно руководится при поддержке центральных правительств, но без усиленного вмешательства со стороны европейских учреждений.Кроме того, член парламента Здроевски подчеркнул преимущества доступа к Интернету в плане значительного улучшения средств коммуникации, как между местными властями и организациями гражданского общества, так и в обмене информацией между ними и гражданами во всей Европе.
В качестве бывшего министра культуры и министра обороны, он обратил внимание на связь между безопасностью и культурой: объединение этих двух сфер может способствовать развитию терпимости и открытости, являющимися решающими в препятствовании угрозе современной безопасности, такой как терроризм. Его приоритеты в качестве члена европейского парламента на следующие пять лет будут состоять в том, чтобы сконцентрироваться на совмещенной ответственности и на слишком сложной системе сообщения в системе обороны и фискальных барьеров в отношении культурного сектора.

Fokus na EAP – ALDA Intervju sa članom Evropskog parlamenta (EP) Bogdanom Andrzejem Zdrojewskim, predsedavajući Delegacije za odnose sa Belorusijom
Dana 7. januara, ALDA je intervjuisala g.Bogdana Andrzeja Zdrojewskog, člana EP, predsjedavajućeg Delegacije za odnose sa Belorusijom i člana Evropske narodne partije (Demohrišćanka stranka), kako bi razgovarali o pitanjima koja se tiču učešća građana i decentralizacije u evropskom kontekstu.
Prema g. Zdrojewskom, EU se trenutno suočava sa nekoliko izazova koji se odnose na različite interese i vrednosti među zemljama članicama i njihovim susedima. Zbog toga je veoma teško stvoriti opšti spektar pitanja o kojima se treba voditi računa, na tako velikom prostoru , a mnogo vremena je posvećeno blokiranju neprikladnih zakone na nivou EU. On sugeriše da se veći fokus treba dati konkretnim umesto širokim evropskim pitanjima. Međutim, prema njegovom mišljenju lokalnim pitanjima kao što su socijalna pravda i koherentnost u politikama, se može efikasnije upravljati na lokalnom nivou, uz podršku centralne vlade, ali bez jakog mešanja EU.
Gospodin Zdrojewski je istakao prednosti interneta u smislu značajnog poboljšanja komunikacije između lokalnih vlasti i lokalnih organizacija civilnog društva, kao i u pogledu razmene informacija između njih i građana širom Evrope.
Kao bivši ministar kulture i ministar odbrane, on je govorio o značaju odnosa bezbednosti i kulture. Izgradnja mostova između njih mogu doprineti stvaranju tolerancije i otvorenosti, koje su ključne za suzbijanje prisutnih bezbednosnih pretnji, kao što je terorizam. Njegov prioritet kao člana Evropskog parlamenta tokom petogodišnjeg mandata je fokus na preklapanje nadležnosti i previše komplikovanu komunikaciju u sistemu odbrane i fiskalne barijera u vezi sa kulturom.

Panel discussion “Active Citizenship versus populism: the path of democracy ”
On 15th January, ALDA, the European Association for Local Democracy, together with FONDACA – Fondazione per la Cittadinanza Attiva- and Rete dell’Università per l’Europa, organised the panel discussion “Active Citizenship versus populism: the path of democracy ” in Rome.
The event was the occasion to present the publication edited by Antonella Valmorbida, Secretary General of ALDA, “Citizens participation at the Local Level in the EU and in the Neighbouring Countries”. The book focused on the 15 years’ experience of ALDA and its members in the field of citizenship participation.
After the speeches of Giovanni Moro, FONDACA President, and of Antonella Valmorbida, Secrétaire Générale de l'ALDA, the debate, chaired by Professor Francesco Guy, Coordinator of Rete Università per l’Europa, was opened to the public. Giovanni Moro, President of Fondaca, underlined that Antonella Valmorbida’s book allows dealing with the issues related to active citizenship and citizen participation, which are effective solutions against populism, if they are seriously implemented like in ALDA.
Stefano Ceccanti, Professor at the University “La Sapienza” in Rome, pointed out that populism related to European policies is due to the absence of a real European government.
Paolo Ponzano, Institutional Affairs Advisor at the General Secretariat of the European Commission, stressed the importance of Article 11 of the Treaty of Lisbon, which firstly acknowledged citizens’ right of participation. Before that, in fact, the consultation of civil society consisted in collecting the experts’ opinions and not in a direct involvement of citizens in decision-making processes.
Alessandro Perelli, ALDA Vice President and Responsible of the International Relations in Friuli-Venezia-Giulia Region, declared: “The work we are doing is the cure against populism and the growing inattention towards the system and democratic mechanisms”.
Pier Virgilio Dastoli, President of CIME, underlined the importance of the Aarhus Convention. Participatory democracy is stronger when representative democracy itself is strong.
Serena Foracchia, Member of Reggio Emilia Council, presented the experience of Forum del Terzo Settore -Third Sector Forum – of the city, which contributes in crucial way to the life of the Municipality and attempts to establish relationships also at the European level. The municipality, which has always been in the forefront for its democratic practices, is a really active member in ALDA.

ALDA endorses the 25 proposals to revive the European project adopted at the occasion of the conference on citizenship and twinning “Citizens in Europe, Citizens in the World”, organised by CEMR in Rome on 15th and 16th December 2014, and where our Secretary General, Antonella Valmorbida, participated as speaker.
The text entitled “Hope for Europe! 25 proposals to revive the European project” has been designed with both local and regional elected representatives and European institutions in mind. It presents solutions to reconnect citizens with public action at every level: local, regional, national and European. To this aim, it stresses the importance of active participation in the decision-making process including, in particular, those people from social groups that are still poorly represented – especially women, young people and migrants.
