LDA Kosovo is operational again! MoU signed with “Trentino con i Balcani”

On 21st of April 2015 our Secretary General Antonella Valmorbida and the Director of Association Trentino con i Balcani, Maurizio Camin, signed a Memorandum of Understanding which reestablishes the cooperation between the three entities, ALDA, LDA Kosovo and the Association Trentino con i Balcani, which supported and cooperated with LDA Kosovo for a long time.

The Memorandum of Understanding is an important step towards the LDA Kosovo fully operational again, reintegrated to the network of LDAs and serving as ALDA’s partner and point of reference in Kosovo. The delegate of the LDA Kosovo is going to be Elbert Krasniqi who was acting as a delegate already before. Focus will be put on activities promoting local economic development, health and education.

In June representatives of Association Trentino con i Balcani, LDA Kosovo and ALDA will meet to further boost their cooperation and the LDA activities, and to celebrate the restart of LDA Kosovo.

DECIDE Testing phase of the project kicked-off by the Municipality Velje, Denmark

On 16th May 2015, the Municipality of Vejle, Denmark, will launch the testing phase of the project DECIDE by implementing one of the measures of democratic compact – Bazaar of NGOs. The event will be arranged as a fair for associations and volunteer groups in the area and will be hosted in the city centre.

More than 30 good practices promoting citizen participation have been collected during the first phase of the project and exchanged through an international platform. The aim of this phase is to test existing forms of participation and to analyse the possibilities of forming Bazaar of NGO in Velje based on the experiences of other municipalities.

Specific target group of the Danish local event are expats and newcomers to the country (migrants and refugees). The focus is therefore specifically on communicating the variety and diversity of possibilities and options to be active in the local community through volunteering and joining associations. The event though, will also be open to the general public. The event will be presented by different speakers and presentations as well as cultural inputs. Expected outcomes of this phase are: stronger visibility of NGO’s and associations, specifically among expats and newcomers; knowledge of the diversity in associations and volunteer work; networking, spreading knowledge and experience between the participating associations and groups.

What we talk about when we talk about development - The world of LADDER

The project “LADDER – Local Authorities as Drivers for Development Education and Raising awareness – has started in January 2015, during the milestone of the European Year for Development 2015.

Funded by EuropeAid, during the next 36 months, LADDER will seek to enhance and increase the action of Local Authorities in EU DEAR policies, with special reference to the EU Neighborhood area.

The first Steering Committee meeting, held in Modena (Italy) in February, brought together the 26 partners & 20 associates of the projects, coming from 18 EU and 17 non-EU countries. All of them bring a heavy luggage of field work on local development, making the project a crucial platform for exchange of best practices, capacity building, and highlight the importance of acting at local level, globally.

During the next partner meeting, on 6/7 May in Podgorica (Montenegro), the project partners will focus on how to monitor the implementation and the results of the project, in order to make the most out of it. “We are all extremely aware of the high challenges we have set with the project LADDER, and all our efforts will be coordinated and consistent, in order not to miss out a crucial opportunity during EYD2015 and beyond” said Mr Nikos Gamouras, ALDA Project Manager. “The project partners represent thousand municipalities and organizations in the enlarged Europe, a unique network which, together, can be the promoter of the only type of development we believe in – which starts at the local level, and involves communities and citizens”, he concluded.

ALDA interviews MEP Reintke - Youth and civil society empowerment are the EU top challenges

Mattia Brazzale, ALDA Secretary General’s Assistant, met and interviewed the young German MEP, Ms Terry REINTKE, member of the Group of the Greens/European Free Alliance, on 14th April.

During the podcast interview, MEP Reintke explained her priorities for her mandate, which are the fight against youth unemployment, strictly linked to the crisis, affecting the EU. In her opinion civil society should be empowered, both in the EU member states and in the Neighbouring countries. Indeed, she believes that the instruments, which are foreseen by the Lisbon Treaty, have to been improved. Besides her political action focuses also on environmental issues, as well as on the fight against corruption.

Finally, she is deeply committed in the promotion of a better use and access to European funds by the civil society and the Local Authorities: indeed in her opinion, only through the involvement of civil society and LAs the European Union may become stronger.

Durant l’interview, EP Reintke a expliqué la priorité pour son propre mandat: la lutte au chômage des jeunes, étroitement liée à la crise, qui frappe l’ UE. La société civile, de son point de vue, devrait être soutenue à l’intérieur de l’Union, et dans son Voisinage. Les instruments prévus par le Traité de Lisbonne devraient être améliorés, selon elle. EP Reintke a également souligné le propre focus sur les problèmes de l’environnement, et sur la lutte à la corruption.

Durante l’intervista, EP Reintke ha spiegato la priorità per il proprio mandato: la lotta alla disoccupazione giovanile, strettamente connessa alla crisi, che colpisce l’UE. La società civile, dal suo punto di vista, dovrebbe essere sostenuta sia all’interno dell’Unione, che nel suo Vicinato. Gli strumenti previsti dal Trattato di Lisbona dovrebbero essere migliorati, a suo parere. EP Reintke ha anche sottolineato il proprio focus su questioni ambientali, e sulla lotta alla corruzione.

14 апреля Маттия Браццале, ассистент генерального секретаря ALDA, встретился и взял интервью у молодого немецкого представителя Европарламента Терри Райнтке, члена Группы Зеленых /Свободный Европейский Альянс.
В ходе интервью Европарламентарий Райнтке разъяснила свои приоритетные направления работы: борьба с молодежной безработицей, напрямую связанной с кризисом, поразившим ЕС. Гражданское сообщество, по ее мнению, должно поддерживаться как изнутри Союза, так и со стороны соседства. Также должны были быть улучшены средства, предусмотренные Лиссабонским Договором. Европарламентарий Райнтке подчеркнула также свое внимание к вопросам окружающей среды и борьбы с коррупцией.
Кроме того, Европарламентарий Райнтке подчеркнула свои усилия в содействии тому, чтобы европейские фонды были более доступными и лучше использовались гражданским сообществом и местными органами. Mattia Brazzale, pomoćnik generalnog sekretara ALDA, sastao se 14. aprila sa mladom nemačkom poslanicom u Evropskom parlamentu, gđom Teri Reintke, članicom Grupe zelenih/ Evropskog slobodnog saveza.Tokom intervjua, Teri Reintke je objasnila svoje prioritete u njenom mandatu, koji su borba protiv nezaposlenosti mladih koja je strogo vezana za krizu i veoma utiče na EU. Po njenom mišljenju civilno društvo treba osnažiti, kako u zemljama članicama EU tako i u zemljama Istočnog partnerstva. Ona smatra da instrumenti koji su predviđeni Lisabonskim ugovorom, moraju biti unapređeni. Takođe njena politička angažovanost je fokusirana na ekološka pitanja, kao i na borbu protiv korupcije.

Na kraju, ona je duboko posvećena promociji boljeg korišćenja i pristupa evropskim fondovima od strane civilnog društva i lokalnih vlasti: po njenom mišljenju, samo kroz uključivanje civilnog društva i lokalnih vlasti Evropska unija može postati jača.

BET on EU - Second international conference in Ravenna, Italy

The second international conference of the project BET ON EU, gathering 18 partner organisations, was held in Ravenna (Italy) on 14-16 April. On behalf the host city, the participants from 18 Western Balkan countries, Hungary, Romania and Bulgaria were greeted by Ms Martina Monti, Councillor in charge with Cooperation of Ravenna Municipality, and by Ms Valentina Morigi, Councillor in charge for International Relationships of the city.

The main topic of the conference “Rethinking the Balkans today: main challenges and perspectives” were presented by Ms Antonella Valmorbida, ALDA Secretary General, and by Prof. Federico Montanari, Professor of Semiotics of Media and Visual Communication of the University of Modena – Reggio Emilia.

The thematic session was dedicated to Western Balkan countries’. Experiences were shared from partner participants, as well as good practices in the field of engaging the local communities in the public debate related to the EU public policies, in order to help the EU integration process get closer to citizens, and ensure both transparency and ownership of the reforms.

The panelists from the Balkan countries were Jelena Vujovic (Municipality of Niksic, Montenegro), Dzeraldina Milicevic (Municipality of Zavidovici, Bosnia and Herzegovina), Dragan Milutinovic (Municipality Knjazevac, Serbia) and Goran Mitevski (Municipality Kumanovo, Macedonia).

During the field visit to the city of Ravenna, the participants could see a number of cultural heritage sites and institutions for social protection for migrants, funded by different EU programmes.

For the purpose of the implementation needs of project LADDER, Local Authorities as Drivers of Development Education and Awareness Raising, funded by Europe Aid and coordinated by ALDA, we are recruiting an evaluation & monitoring expert/team who will be involved in the project to support the co-applicants to understand, ensure, monitor and evaluate the overall impact of the project, being also involved in the planning of its follow up (after 2017).

The evaluation and monitoring team will support the LADDER’s consortium to reach the objectives of the project, by providing professional and expert advice for the timely and efficient implementation of its activities.

The expression of interest shall be structured as follows:

– presentation of the expert/team of experts and past relevant experience/references about similar tasks and assignments, especially related to EU projects on Development & DEAR policies – (2 pages)

– presentation of the methodological approach for the monitoring and evaluation of the project (max 4 pages)

Proposals including a concept note (max 7 pages) and budget should be sent by email to nikos.gamouras@aldaintranet.org by the 20th of April 2015 the latest.

European Citizens’ Initiative Day: Bringing ECI back to life

Representatives of ALDA were among the key stakeholders invited to discuss main challenges and possibilities for improvements in the European Citizen’s Initiative regulations within the “ECI Day” 2015 that took place on 13 April in the premises of the European Economic and Social Committee in Brussels.

The European Citizens’ Initiative (ECI) that came into force on 1 April 2012 gives citizens of the EU a unique opportunity to directly place their interests to the center of European policy-making by asking the European Commission to legislate on a matter of its competence. However, the instrument has shown severe limitations when it comes to its complicated procedure, low registration rate and insignificant real impact on European legislation.

Throughout the sessions of the event, ECI was criticized for unclear and inconsistent reasons for rejections of registrations causing that only two initiatives managed to complete the procedure since the instrument was launched. Complains have been also raised for reasons of insufficient time given for collecting the signatures, divergent requierements of EU member states, exclusion of citizens living outside their countries and lack of communication and promotion of the instrument.

Participants had a chance to discuss the issues and take part in proposing their ideas for improvements in afternoon open agenda workshop. In the final session, ALDA contributed along with other stakeholders to the adoption of recommendations. Those that passed the voting – for example proposals concerning improvement in communication, creation of the centralized help desk or tool for collecting the contacts of the signatories in order to provide them with a feedback – will be presented to the Commission and be open to the public debate.
