ALDA in the frontline of the democratic process in Tunisia

“In north-western Africa, significant steps forward have been made in the fields of decentralization and strengthening of the local communities” affirms Alessandro Perelli, Vice President of ALDA and coordinator of the working group on Euro-Mediterranean cooperation. In Morocco, only a few months ago a regional reform was implemented, which gives stronger power and autonomy to regions, thus positively impacting the citizens’ needs and lives. In Algeria, on the initiative of the Ministry of Internal Affairs, a body called “Observatory for the modernization of local authorities” has recently been created, which among its tasks has to promote participation and active citizenship.”

“In Tunisia, only a few days ago the date of the next local elections has been set, for 26 March 2017. This will mean the end of the mayors nominated after the revolution, and the start of the legitimation of citizens’ vote for their representatives. It is a democratic process which looks at Europe and seems, now, unstoppable. ALDA is in the frontline to support this process, as demonstrated during its recent General Assembly in Paris, which saw Mr Mohammed Salhi from Morocco as a new member of the Association Governing Board. The pre-agreement signed with the Mayor of the City of Kairouan, in Tunisia, to open the future Local Democracy Agency (the first in Africa) October, is a strong sign. We will keep being committed to engaging civil society, associations, and local authorities of the Neighborhood to promote the European Union values, as we firmly believe this matches citizens’ expectations towards progress” concluded Perelli.

Capitalising EYD2015: LADDER special initiative investigates decentralized cooperation as a tool for good local governance

In the framework of the project LADDER and of its General Assembly in Paris, ALDA launched a special initiative titled ‘’Capitalisation of the European Year for Development: The added value of Decentralised Cooperation to promote local governance’’.

The event, organized by ALDA in cooperation with the French Ministry of Foreign Affairs, with the Art Initiative of the United Nations Development Programme (UNDP) and with the French Association of the Council of European Municipalities and Regions (AFCCRE), was aimed at capitalizing and consolidating the lessons learned from the European Year for Development 2015, within the new development framework: the 2030 Global Agenda and its Sustainable Development Goals (SDGs). What are the next steps seen from the perspective of local authorities working together with civil society to face the challenge of SDGs implementation at local level? A series of speakers representing institutions, local authorities, and civil society participated and stimulated debate on the topic.
Local Authorities (LAs) and Civil Society Organisations (CSO) are major stakeholders for development. Having a considerable potential to reach out to citizens and create impact and a change in development policies and practices, they shall be recognized and their actions supported. Furthermore, the local level has been recognized a key element, as “localizing development” in the Sustainable Development Goals.
At the same time, innovative approaches are needed to enable international cooperation to tackle SDGs. The event showcased decentralised cooperation as a powerful tool to foster global action for peace building, social cohesion and sustainable development, by stimulating action on the implementation of the SDGs at local level.
The event was opened with the words of Bertrand Fort, Delegate for the external action of local authorities of the Ministry of Foreign Affairs of France, and it led to the adoption of recommendation on the promotion of decentralized cooperation as a tool for development and good governance.

Meet the New Governing Board of ALDA


ALDA General Assembly 2016: Building a bottom-up Europe is possible, thanks to the cooperation of local authorities and civil society

The General Assembly of ALDA, the European Association for Local Democracy, was held on 12 May in Paris, at “La Convention”, French Ministry of Foreign Affairs.

ALDA counts today over 200 members among local authorities, associations of local authorities, and civil society organizations and their networks in the enlarged Europe. Over 80 members attended the event, this year focused on decentralized cooperation and on its potential as a tool to enhance good local governance.
The partnership and support of the French Ministry of Foreign Affairs, together with the partnership with the Art Initiative of the United Nations Development Programme (UNDP) and with the French Association of the Council of European Municipalities and Regions (AFCCRE), transformed the day and all related events into high-level debates, while constituting the occasion for ALDA’s members to decide and live the Association strategic choices.
On top of approving the accounts, the activity report, and the programme, the General Assembly 2016 elected the nouveau Conseil d'Administration, which will lead the activities of ALDA during the next four years. The former President Oriano Otočan, representative of the Croatian Region Istria, was confirmed, thus proving his engagement and vision supporting the association expansion.
The Assembly decided on the status of the three former Local Democracy Agencies in Croatia (Verteneglio/Brtonigla, Osijek, and Sisak), which are now Operational Partners of ALDA (see change to ALDA Statute approved). The Assembly also approved the recommendations on tackling migration arising from the initiative on the topic and on the inquiry run by ALDA and the LADDER consortium.
“Witnessing the increase in our members’ participation year after year cannot but fill us with pride and hope” stated Antonella Valmorbida, Secretary General of ALDA. “The new Governing Board is a perfect synthesis of ALDA’s soul – local authorities and civil society, women and man, European Union, Balkans, Eastern Partnership, and Mediterranean area. They all share knowledge, skills, and the wish to promote local democracy, improving their citizens’ lives, and building a bottom-up Europe. I am extremely confident they – we – will do a great work”, concluded Mrs Valmorbida.
As part of the event, the 4th edition of the annual scholarship Gianfranco Martini was awarded to Eva Komlossyova and Lenka Dušková of the Palacký University of Olomouc, in Czech Republic, for their study project titled “Assessing Impact of Local Democracy Agencies in Bosnia and Herzegovina”.

L’Assemblée générale de l’ALDA 2016 : Construire une Europe « citoyenne » est possible, grâce à la coopération des autorités locales et de la société civile

L’Assemblée générale de l’ALDA, l’Association européenne de la démocratie locale, a eu lieu le 12 mai à Paris à  “La Convention”, au  Ministère français des affaires étrangères.***
L’ALDA compte aujourd’hui plus de 200 membres parmi les autorités locales, les associations de collectivités locales et les organisations de la société civile et leurs réseaux dans l’Europe élargie. Plus de 80 membres ont assisté à l’événement, qui, cette année, s’est concentré sur la coopération décentralisée et sur son potentiel comme outil pour l’amélioration de la bonne gouvernance locale.

Le partenariat et le soutien du Ministère français des affaires étrangères, ainsi que le partenariat avec l’Initiative ART du Programme des Nations Unies pour le Développement (PNUD) et l’Association française du Conseil des Communes et Régions d’Europe (AFCCRE), ont tous fait de cette journée et de tous les évènements liés des  moments de débat de haut niveau, tout en donnant l’opportunité aux membres de l’ALDA de décider et de vivre les choix stratégiques de l’Association.

En plus de l’approbation des comptes, le rapport d’activité et le programme, l’Assemblée générale de 2016 a élu le nouveau conseil d’administration, qui mènera les activités de l’ALDA au cours des quatre prochaines années. L’ancien président Oriano Otočan, représentant de la région croate Istrie, a été confirmé à son poste, prouvant ainsi son engagement et sa vision pour soutenir l’expansion de l’association.

L’Assemblée a aussi pris une décision sur le statut des trois anciennes Agences de la démocratie locale en Croatie (Verteneglio / Brtonigla, Osijek et Sisak), qui sont maintenant des partenaires opérationnels de l’ALDA (le changement de Statut de l’ALDA approuvé). L’Assemblée a également approuvé les recommandations sur la gestion des migrations liées à l’initiative sur le sujet et sur l’étude dirigée par l’ALDA et le consortium LADDER.

« En constatant l’augmentation constante de la participation de nos membres, nous ne pouvons que nous remplir de fierté et d’espoir», a déclaré Antonella Valmorbida, la Secrétaire générale de l’ALDA. « Le nouveau conseil d’administration est une synthèse parfaite de l’âme de l’ALDA – les autorités locales et la société civile, les femmes et les hommes, l’Union européenne, les Balkans, le Partenariat oriental et la région Méditerranée. Ils ont tous partagé des connaissances, des compétences et la volonté de promouvoir la démocratie locale, l’amélioration de la vie de leurs citoyens, et la construction d’une Europe « bottom-up ». Je suis extrêmement confiante qu’ils –  que nous – allons faire un excellent travail », a conclu Mme Valmorbida.

Dans le cadre de l’événement  s’est déroulée  la 4ème édition de la remise de la bourse d’étude annuelle Gianfranco Martini, cette dernière a été accordée à Eva Komlossyova et Lenka Dušková de l’Université Palacky d’Olomouc, en République tchèque, pour leur projet d’étude intitulé «Évaluation de l’impact des Agences de la démocratie locale en Bosnie-Herzégovine».

Assemblea Generale di ALDA 2016: Costruire un’Europa dal basso è possibile, grazie alla collaborazione tra gli enti locali e la società civile

L’Assemblea Generale di ALDA, l’Associazione Europea per la Democrazia Locale, sì è tenuta il 12 maggio a Parigi, presso la “La Convention”, sede del Ministero Francese degli Affari Esteri.

ALDA conta oggi oltre 200 soci tra enti locali, associazioni di enti locali, organizzazioni della società civile ed i loro network nell’Europa allargata. Oltre 80 soci hanno partecipato all’Assemblea, che quest’anno si è incentrata sulla cooperazione decentrata e sul suo potenziale come strumento per migliorare la buona governance locale.

La partnership e il supporto del Ministero Francese degli Affari Esteri, insieme alla partnership con l’Iniziativa Art del Programma delle Nazioni Unite per lo Sviluppo (UNDP) e quella con l’Associazione Francese del Consiglio dei Comuni e delle Regioni Europee (AFCCRE), ha trasformato la giornata e i suoi eventi correlati in dibattiti di alto profilo, fornendo l’occasione ai soci di ALDA di decidere e vivere le scelte strategiche dell’Associazione.

Oltre ad approvare il bilancio, il report delle attività, e il programma 2016, l’Assemblea Generale 2016 ha eletto il nuovo Consiglio Direttivo, che guiderà le attività di ALDA nei prossimi quattro anni. Il presidente uscente Oriano Otočan, rappresentante della regione croata dell’Istria, è stato confermato, a dimostrazione del suo impegno e della sua visione a sostegno dell’espansione dell’Associazione.

L’Assemblea ha deciso sullo status delle tre ex Agenzie della Democrazia Locale in Croazia (Verteneglio/Brtonigla, Osijek e Sisak), le quali sono ora Partner Operazionali di ALDA (vedi cambi apportati allo Statuto di ALDA). L’Assemblea ha inoltre approvato le raccomandazioni riguardo come affrontare la migrazione, emerse dall’iniziativa sull’argomento e dall’indagine lanciate da ALDA e dal consorzio del progetto LADDER.
“Osservare anno dopo anno la crescita della partecipazione dei nostri soci non può che riempirci di orgoglio e speranza” ha dichiarato Antonella Valmorbida, Segretario Generale di ALDA. “Il nuovo Consiglio Direttivo è una sintesi perfetta dell’anima di ALDA – enti locali e società civile, donne e uomini, Unione Europea, Balcani, Partenariato Orientale, e area Mediterranea. Condividono tutti conoscenze, capacità, e il desiderio di promuovere la democrazia locale, migliorare le vite dei loro cittadini, e costruire un’Europa dal basso. Sono profondamente convinta che faranno − e faremo – un gran lavoro”, ha concluso la dott.sa Valmorbida.

Come parte dell’evento, la 4a edizione dell’annuale Borsa di Studio Gianfranco Martini è stata conferita a Eva Komlossyova e Lenka Dušková dell’Università Palacký di Olomouc, in Repubblica Ceca, per il loro progetto di studi intitolato “Assessing Impact of Local Democracy Agencies in Bosnia and Herzegovina” (Valutare l’impatto delle Agenzie della Democrazia Locale in Bosnia ed Erzegovina).

ALDA Генеральная Ассамблея 2016: Построение Европы снизу-вверх возможно благодаря сотрудничеству местных органов власти и гражданского общества

Генеральная Ассамблея ALDA, Европейской ассоциации по местной демократии, была проведена 12 мая в Париже, на улице La Convention, в здании французского Министерства иностранных дел.

ALDA насчитывает сегодня более 200 членов – представителей местных органов власти, ассоциаций местных органов власти и организаций гражданского общества, а также их сети в Европе. Более 80 участников мероприятия в этом году сосредоточили внимание на децентрализованном сотрудничестве, а также на его потенциале в качестве инструмента для эффективного местного управления.

При партнерстве и поддержке Министерства иностранных дел Франции, совместно с Программой развития Организации Объединенных Наций (ПРООН ART), Французской ассоциацией Совета европейских муниципалитетов и регионов (AFCCRE), были проведены мероприятия, организованы дискуссии на высоком уровне с целью определения стратегических решений Ассоциации её членами.

Помимо утверждения бюджета, отчета о мероприятиях, а также Программы, Генеральная Ассамблея 2016 избрала новый Совет управляющих, который будет руководить деятельностью ALDA в течении последующих четырех лет.
Действующий президент Ориано Оточан, представитель хорватского региона Истрия, был переизбран, что доказывает его активное вовлечение в расширение деятельности Ассоциации.

Ассамблея также приняла решение о статусе трех бывших Агентств местной демократии в Хорватии (Вертенеглио/Бртонигла, Осиек и Сисак), которые в настоящее время стали оперативными партнерами ALDA (одобренные изменения в Уставе ALDA). Кроме того, Ассамблея приняла рекомендации по борьбе с миграцией, вытекающие из инициативы консорциума ALDA и группы LADDER.

“Повышение вовлечения наших членов в участии в мероприятиях в этом году не может не наполнять нас гордостью и надеждой”, – заявила Антонелла Вальморбида, Генеральный секретарь ALDA. “Новый Совет управляющих отображает дух ALDA – это представители местных органов власти и гражданского общества, женщины и мужчины из стран Европейского Союза, Балкан, Восточного партнерства и Средиземноморского региона. Все они имеют знания, навыки и желание содействовать развитию местной демократии, улучшению жизни своих граждан, а также построению Европы снизу-вверх. Я уверен, что мы ”, – сказала г-жа Вальморбида.

4-ю премию ежегодной стипендии Gianfranco Martini получили Ева Комлоссева и Ленка Душкова из Палацкого университета г. Оломоуц, в Чехии, для изучения их совместного проекта под названием “Оценка воздействия Агентств местной демократии в Боснии и Герцеговине”.

ALDA Generalna skupština 2016: Evropska integracija temelji se na saradnji lokalnih vlasti i civilnog društva

Generalna skupština ALDA, Evropske asocijacije za lokalnu demokratiju, održana je 12. maja u Parizu, u zgradi “La Convention”, francuskog Ministarstva spoljnih poslova.

ALDA danas broji preko 200 članova: lokalnih vlasti, asocijacija lokalnih vlasti i organizacija civilnog društva i njihovih mreža u proširenoj Evropi. Preko 80 članova prisustvovalo je Generalnoj skupštini, koja je ove godine bila fokusirana na decentralizovanu saradnju i na njen potencijal kao sredstvo za jačanje dobre lokalne uprave.

Partnerstvo i podrška Ministarstva spoljnih poslova Francuske, zajedno sa partnerstvom sa UNDP Art inicijativom i sa francuskim Udruženjem saveta evropskih opština i regiona (AFCCRE), doprineli su stručnim debatama,  a predstavljli su priliku za članove ALDA da se upoznaju sa strateškim odlukama Udruženja iz prve ruke.

Pored usvajanja završnog računa, izveštaja o aktivnostima i programa, Generalna skupština je izabrala novi Upravni odbor, koji će voditi aktivnosti ALDA u naredne četiri godine. Predsednik Oriano Otočan, predstavnik hrvatske regije Istre, je potvrdio još jedan mandat i na taj način dokazao svoj angažman i viziju pružanja podrške širenju Asocijacije.

Skupština je odlučila o statusu tri bivše Agencije lokalne demokratije u Hrvatskoj (Verteneglio /Brtonigla, Osijek, Sisak) , koji su sada Operativni partneri ALDA (pogledajte izmene u ALDA Statutu). Skupština je takođe usvojila  preporuke o pitanju migracija na osnovu inicijative na ovu temu i istraživanja koje vodi ALDA i LADDER konzorcijum.

“Povećanje broja naših članova iz godine u godinu nam predstavlja izuzetnu čast i ispunjava nas verom u budućnost”, izjavila je Antonella Valmorbida, generalna sekretarka ALDA. “Novi Upravni odbor je savršena sinteza duha ALDA zajednice – lokalnie vlasti i civilno društvo, žene i muškarci, Evropska unija, Balkan, Istočno partnerstvo i Mediteran. Svi oni imaju znanje, veštine i želju da promovišu lokalnu demokratiju, poboljšaju život građana  i doprinese evropskoj integraciji.  الجمعية العامة لألدا 2016: يبقى بناء  أوروبا تصاعديا ممكنا بفضل تعاون السلطات المحلية والمجتمع المدني

عقدت الجمعية العامة لألدا – الجمعية الأوروبية للديمقراطية المحلية – يوم 12 ماي (أيار), بباريس, ب’الكنفنسيون”, وزارة الشؤون الخارجية الفرنسية.

تعد ألدا اليوم أكثر من 200 جمعية عضوة ممثلة في السلطات المحلية, وجمعيات السلطات المحلية, ومنظمات المجتمع المدني وشبكاتها التي تغطي كامل أوروبا الموسعة. نظمت هذه التظاهرة, التي نظمت بحضور أكثر من 80 عضو, استغلها المشاركون هذه السنة للتركيز على منظومة التعاون اللاّمركزي والفرص الكبيرة التي تتيحها هذه الآلية لتعزيز إدارة الحوكمة المحلية الرشيدة.
تمكن المشاركون من تحويل يوم العمل هذا, وكافة التظاهرات الأخرى ذات الصلة, إلى نقاشات رفيعة المستوى وذلك بفضل الشراكة والدعم المقدم من قبل وزارة الشؤون الخارجية الفرنسية, إضافة إلى الشراكة المتأتية من مبادرة الفن لبرنامج الأمم المتحدة للإنمائي والجمعية الفرنسية للمجلس الأوروبي للبلديات والمناطق. كما مثلت هذه التظاهرة فرصة سانحة لأعضاء ألدا كي يتخذوا قرارات هامة ويتفاعلوا مع الخيارات الإستراتيجية للجمعية.

إضافة إلى اعتماد >التقرير المالي وتقرير الأنشطة والبرنامج, تولت الجمعية العامة 2016 انتخاب مجلس الإدارة الجديد الذي سيتولى قيادة أنشطة ألدا خلال الأربع سنوات القادمة. كما تم تثبيت أوريانو أودشان, الرئيس السابق مندوب عن منطقة إستريا الكرواتية, في منصبه والتأكيد على التزامه ورؤيته في دعم برنامج الجمعية وتوسيع نطاقها.
بتت الجمعية العامة في وضع وكالات الديمقراطية المحلية الثلاث السابقة في كرواتيا (فرتنجليو/بروتونجليا, أوزياك وسيزاك),  والتي رفعت كلها إلى مرتبة الشركاء العمليين لألدا (انظر الموافقة على تغيير النظام للدخول في نظام ألدا). :ما وافقت الجمعية العامة على التوصيات الخاصة بمعالجة مسألة الهجرة المنبثقة عن المبادرة حول المحور والتحقيق الذي يتم تحت إشراف ألدا ومجمع  ÉCHELLE (السلطات المحلية كعناصر محركة للتربية على التنمية وإذكاء التوعية).

” لا يسعنا, أمام نسبة مشاركة أعضائنا, التي ما انفكت تتضاعف من سنة لأخرى, إلا أن نشعر بالفخر والأمل”, كما جاء على لسان أنتونلا فلموربيدا, الأمينة العامة لجمعية ألدا. “يمثل مجلس الإدارة الجديد اختزالا رائعا للروح التي تتسم بها جمعية ألدا – على مستوى السلطات المحلية والمجتمع المدني والمرأة والرجل والإتحاد الأوروبي ومنطقة البلقان والشراكة الشرقية والمنطقة المتوسطية. جميعها تتقاسم نفس نصيبا من المعرفة والمهارات ويحدوها الأمل في تعزيز منظومة الديمقراطية المحلية وتحسين مستوى عيش المواطنين وبناء أوروبا تصاعديا. واختتمت السيدة فلموربيدا بالقول “ثقتي كبيرة في أنهم – أننا – قادرين على إنجاز عمل ممتاز”.
وفي سياق متصل بالتظاهرة, تم إسناد منحة الدورة السنوية الرابعة جيانفرانكو مرتيني إلى إيفا كملوسيوفا و لنكا دشكوفا, من جامعة بلاكي بأولوموك, من جمهورية التشيك,  لمشروعهما الدراسي تحت عنوان ” تقييم  مدى الأثر الذي تولده وكالات الديمقراطية المحلية في كل من البوسنة والهرسك”.

The General Assembly of ALDA, the European Association for Local Democracy, was held on 12 May in Paris, at “La Convention”, French Ministry of Foreign Affairs.

ALDA counts today over 200 members among local authorities, associations of local authorities, and civil society organizations and their networks in the enlarged Europe. Over 80 members attended the event, this year focused on decentralized cooperation and on its potential as a tool to enhance good local governance.
The partnership and support of the French Ministry of Foreign Affairs, together with the partnership with the Art Initiative of the United Nations Development Programme (UNDP) and with the French Association of the Council of European Municipalities and Regions (AFCCRE), transformed the day and all related events into high-level debates, while constituting the occasion for ALDA’s members to decide and live the Association strategic choices.
On top of approving the accounts, the activity report, and the programme, the General Assembly 2016 elected the nouveau Conseil d'Administration, which will lead the activities of ALDA during the next four years. The former President Oriano Otočan, representative of the Croatian Region Istria, was confirmed, thus proving his engagement and vision supporting the association expansion.
The Assembly decided on the status of the three former Local Democracy Agencies in Croatia (Verteneglio/Brtonigla, Osijek, and Sisak), which are now Operational Partners of ALDA (see change to ALDA Statute approved). The Assembly also approved the recommendations on tackling migration arising from the initiative on the topic and on the inquiry run by ALDA and the LADDER consortium.
“Witnessing the increase in our members’ participation year after year cannot but fill us with pride and hope” stated Antonella Valmorbida, Secretary General of ALDA. “The new Governing Board is a perfect synthesis of ALDA’s soul – local authorities and civil society, women and man, European Union, Balkans, Eastern Partnership, and Mediterranean area. They all share knowledge, skills, and the wish to promote local democracy, improving their citizens’ lives, and building a bottom-up Europe. I am extremely confident they – we – will do a great work”, concluded Mrs Valmorbida.
As part of the event, the 4th edition of the annual scholarship Gianfranco Martini was awarded to Eva Komlossyova and Lenka Dušková of the Palacký University of Olomouc, in Czech Republic, for their study project titled “Assessing Impact of Local Democracy Agencies in Bosnia and Herzegovina”.

L’Assemblée générale de l’ALDA 2016 : Construire une Europe « citoyenne » est possible, grâce à la coopération des autorités locales et de la société civile

L’Assemblée générale de l’ALDA, l’Association européenne de la démocratie locale, a eu lieu le 12 mai à Paris à  “La Convention”, au  Ministère français des affaires étrangères.***
L’ALDA compte aujourd’hui plus de 200 membres parmi les autorités locales, les associations de collectivités locales et les organisations de la société civile et leurs réseaux dans l’Europe élargie. Plus de 80 membres ont assisté à l’événement, qui, cette année, s’est concentré sur la coopération décentralisée et sur son potentiel comme outil pour l’amélioration de la bonne gouvernance locale.

Le partenariat et le soutien du Ministère français des affaires étrangères, ainsi que le partenariat avec l’Initiative ART du Programme des Nations Unies pour le Développement (PNUD) et l’Association française du Conseil des Communes et Régions d’Europe (AFCCRE), ont tous fait de cette journée et de tous les évènements liés des  moments de débat de haut niveau, tout en donnant l’opportunité aux membres de l’ALDA de décider et de vivre les choix stratégiques de l’Association.

En plus de l’approbation des comptes, le rapport d’activité et le programme, l’Assemblée générale de 2016 a élu le nouveau conseil d’administration, qui mènera les activités de l’ALDA au cours des quatre prochaines années. L’ancien président Oriano Otočan, représentant de la région croate Istrie, a été confirmé à son poste, prouvant ainsi son engagement et sa vision pour soutenir l’expansion de l’association.

L’Assemblée a aussi pris une décision sur le statut des trois anciennes Agences de la démocratie locale en Croatie (Verteneglio / Brtonigla, Osijek et Sisak), qui sont maintenant des partenaires opérationnels de l’ALDA (le changement de Statut de l’ALDA approuvé). L’Assemblée a également approuvé les recommandations sur la gestion des migrations liées à l’initiative sur le sujet et sur l’étude dirigée par l’ALDA et le consortium LADDER.

« En constatant l’augmentation constante de la participation de nos membres, nous ne pouvons que nous remplir de fierté et d’espoir», a déclaré Antonella Valmorbida, la Secrétaire générale de l’ALDA. « Le nouveau conseil d’administration est une synthèse parfaite de l’âme de l’ALDA – les autorités locales et la société civile, les femmes et les hommes, l’Union européenne, les Balkans, le Partenariat oriental et la région Méditerranée. Ils ont tous partagé des connaissances, des compétences et la volonté de promouvoir la démocratie locale, l’amélioration de la vie de leurs citoyens, et la construction d’une Europe « bottom-up ». Je suis extrêmement confiante qu’ils –  que nous – allons faire un excellent travail », a conclu Mme Valmorbida.

Dans le cadre de l’événement  s’est déroulée  la 4ème édition de la remise de la bourse d’étude annuelle Gianfranco Martini, cette dernière a été accordée à Eva Komlossyova et Lenka Dušková de l’Université Palacky d’Olomouc, en République tchèque, pour leur projet d’étude intitulé «Évaluation de l’impact des Agences de la démocratie locale en Bosnie-Herzégovine».

Assemblea Generale di ALDA 2016: Costruire un’Europa dal basso è possibile, grazie alla collaborazione tra gli enti locali e la società civile

L’Assemblea Generale di ALDA, l’Associazione Europea per la Democrazia Locale, sì è tenuta il 12 maggio a Parigi, presso la “La Convention”, sede del Ministero Francese degli Affari Esteri.

ALDA conta oggi oltre 200 soci tra enti locali, associazioni di enti locali, organizzazioni della società civile ed i loro network nell’Europa allargata. Oltre 80 soci hanno partecipato all’Assemblea, che quest’anno si è incentrata sulla cooperazione decentrata e sul suo potenziale come strumento per migliorare la buona governance locale.

La partnership e il supporto del Ministero Francese degli Affari Esteri, insieme alla partnership con l’Iniziativa Art del Programma delle Nazioni Unite per lo Sviluppo (UNDP) e quella con l’Associazione Francese del Consiglio dei Comuni e delle Regioni Europee (AFCCRE), ha trasformato la giornata e i suoi eventi correlati in dibattiti di alto profilo, fornendo l’occasione ai soci di ALDA di decidere e vivere le scelte strategiche dell’Associazione.

Oltre ad approvare il bilancio, il report delle attività, e il programma 2016, l’Assemblea Generale 2016 ha eletto il nuovo Consiglio Direttivo, che guiderà le attività di ALDA nei prossimi quattro anni. Il presidente uscente Oriano Otočan, rappresentante della regione croata dell’Istria, è stato confermato, a dimostrazione del suo impegno e della sua visione a sostegno dell’espansione dell’Associazione.

L’Assemblea ha deciso sullo status delle tre ex Agenzie della Democrazia Locale in Croazia (Verteneglio/Brtonigla, Osijek e Sisak), le quali sono ora Partner Operazionali di ALDA (vedi cambi apportati allo Statuto di ALDA). L’Assemblea ha inoltre approvato le raccomandazioni riguardo come affrontare la migrazione, emerse dall’iniziativa sull’argomento e dall’indagine lanciate da ALDA e dal consorzio del progetto LADDER.
“Osservare anno dopo anno la crescita della partecipazione dei nostri soci non può che riempirci di orgoglio e speranza” ha dichiarato Antonella Valmorbida, Segretario Generale di ALDA. “Il nuovo Consiglio Direttivo è una sintesi perfetta dell’anima di ALDA – enti locali e società civile, donne e uomini, Unione Europea, Balcani, Partenariato Orientale, e area Mediterranea. Condividono tutti conoscenze, capacità, e il desiderio di promuovere la democrazia locale, migliorare le vite dei loro cittadini, e costruire un’Europa dal basso. Sono profondamente convinta che faranno − e faremo – un gran lavoro”, ha concluso la dott.sa Valmorbida.

Come parte dell’evento, la 4a edizione dell’annuale Borsa di Studio Gianfranco Martini è stata conferita a Eva Komlossyova e Lenka Dušková dell’Università Palacký di Olomouc, in Repubblica Ceca, per il loro progetto di studi intitolato “Assessing Impact of Local Democracy Agencies in Bosnia and Herzegovina” (Valutare l’impatto delle Agenzie della Democrazia Locale in Bosnia ed Erzegovina).

ALDA Генеральная Ассамблея 2016: Построение Европы снизу-вверх возможно благодаря сотрудничеству местных органов власти и гражданского общества

Генеральная Ассамблея ALDA, Европейской ассоциации по местной демократии, была проведена 12 мая в Париже, на улице La Convention, в здании французского Министерства иностранных дел.

ALDA насчитывает сегодня более 200 членов – представителей местных органов власти, ассоциаций местных органов власти и организаций гражданского общества, а также их сети в Европе. Более 80 участников мероприятия в этом году сосредоточили внимание на децентрализованном сотрудничестве, а также на его потенциале в качестве инструмента для эффективного местного управления.

При партнерстве и поддержке Министерства иностранных дел Франции, совместно с Программой развития Организации Объединенных Наций (ПРООН ART), Французской ассоциацией Совета европейских муниципалитетов и регионов (AFCCRE), были проведены мероприятия, организованы дискуссии на высоком уровне с целью определения стратегических решений Ассоциации её членами.

Помимо утверждения бюджета, отчета о мероприятиях, а также Программы, Генеральная Ассамблея 2016 избрала новый Совет управляющих, который будет руководить деятельностью ALDA в течении последующих четырех лет.
Действующий президент Ориано Оточан, представитель хорватского региона Истрия, был переизбран, что доказывает его активное вовлечение в расширение деятельности Ассоциации.

Ассамблея также приняла решение о статусе трех бывших Агентств местной демократии в Хорватии (Вертенеглио/Бртонигла, Осиек и Сисак), которые в настоящее время стали оперативными партнерами ALDA (одобренные изменения в Уставе ALDA). Кроме того, Ассамблея приняла рекомендации по борьбе с миграцией, вытекающие из инициативы консорциума ALDA и группы LADDER.

“Повышение вовлечения наших членов в участии в мероприятиях в этом году не может не наполнять нас гордостью и надеждой”, – заявила Антонелла Вальморбида, Генеральный секретарь ALDA. “Новый Совет управляющих отображает дух ALDA – это представители местных органов власти и гражданского общества, женщины и мужчины из стран Европейского Союза, Балкан, Восточного партнерства и Средиземноморского региона. Все они имеют знания, навыки и желание содействовать развитию местной демократии, улучшению жизни своих граждан, а также построению Европы снизу-вверх. Я уверен, что мы ”, – сказала г-жа Вальморбида.

4-ю премию ежегодной стипендии Gianfranco Martini получили Ева Комлоссева и Ленка Душкова из Палацкого университета г. Оломоуц, в Чехии, для изучения их совместного проекта под названием “Оценка воздействия Агентств местной демократии в Боснии и Герцеговине”.

ALDA Generalna skupština 2016: Evropska integracija temelji se na saradnji lokalnih vlasti i civilnog društva

Generalna skupština ALDA, Evropske asocijacije za lokalnu demokratiju, održana je 12. maja u Parizu, u zgradi “La Convention”, francuskog Ministarstva spoljnih poslova.

ALDA danas broji preko 200 članova: lokalnih vlasti, asocijacija lokalnih vlasti i organizacija civilnog društva i njihovih mreža u proširenoj Evropi. Preko 80 članova prisustvovalo je Generalnoj skupštini, koja je ove godine bila fokusirana na decentralizovanu saradnju i na njen potencijal kao sredstvo za jačanje dobre lokalne uprave.

Partnerstvo i podrška Ministarstva spoljnih poslova Francuske, zajedno sa partnerstvom sa UNDP Art inicijativom i sa francuskim Udruženjem saveta evropskih opština i regiona (AFCCRE), doprineli su stručnim debatama,  a predstavljli su priliku za članove ALDA da se upoznaju sa strateškim odlukama Udruženja iz prve ruke.

Pored usvajanja završnog računa, izveštaja o aktivnostima i programa, Generalna skupština je izabrala novi Upravni odbor, koji će voditi aktivnosti ALDA u naredne četiri godine. Predsednik Oriano Otočan, predstavnik hrvatske regije Istre, je potvrdio još jedan mandat i na taj način dokazao svoj angažman i viziju pružanja podrške širenju Asocijacije.

Skupština je odlučila o statusu tri bivše Agencije lokalne demokratije u Hrvatskoj (Verteneglio /Brtonigla, Osijek, Sisak) , koji su sada Operativni partneri ALDA (pogledajte izmene u ALDA Statutu). Skupština je takođe usvojila  preporuke o pitanju migracija na osnovu inicijative na ovu temu i istraživanja koje vodi ALDA i LADDER konzorcijum.

“Povećanje broja naših članova iz godine u godinu nam predstavlja izuzetnu čast i ispunjava nas verom u budućnost”, izjavila je Antonella Valmorbida, generalna sekretarka ALDA. “Novi Upravni odbor je savršena sinteza duha ALDA zajednice – lokalnie vlasti i civilno društvo, žene i muškarci, Evropska unija, Balkan, Istočno partnerstvo i Mediteran. Svi oni imaju znanje, veštine i želju da promovišu lokalnu demokratiju, poboljšaju život građana  i doprinese evropskoj integraciji. Veoma sam uverena da ćemo zajedno postići svoje ciljeve “, zaključila je g-đa Valmorbida.

 الجمعية العامة لألدا 2016: يبقى بناء  أوروبا تصاعديا ممكنا بفضل تعاون السلطات المحلية والمجتمع المدني

عقدت الجمعية العامة لألدا – الجمعية الأوروبية للديمقراطية المحلية – يوم 12 ماي (أيار), بباريس, ب’الكنفنسيون”, وزارة الشؤون الخارجية الفرنسية.

تعد ألدا اليوم أكثر من 200 جمعية عضوة ممثلة في السلطات المحلية, وجمعيات السلطات المحلية, ومنظمات المجتمع المدني وشبكاتها التي تغطي كامل أوروبا الموسعة. نظمت هذه التظاهرة, التي نظمت بحضور أكثر من 80 عضو, استغلها المشاركون هذه السنة للتركيز على منظومة التعاون اللاّمركزي والفرص الكبيرة التي تتيحها هذه الآلية لتعزيز إدارة الحوكمة المحلية الرشيدة.
تمكن المشاركون من تحويل يوم العمل هذا, وكافة التظاهرات الأخرى ذات الصلة, إلى نقاشات رفيعة المستوى وذلك بفضل الشراكة والدعم المقدم من قبل وزارة الشؤون الخارجية الفرنسية, إضافة إلى الشراكة المتأتية من مبادرة الفن لبرنامج الأمم المتحدة للإنمائي والجمعية الفرنسية للمجلس الأوروبي للبلديات والمناطق. كما مثلت هذه التظاهرة فرصة سانحة لأعضاء ألدا كي يتخذوا قرارات هامة ويتفاعلوا مع الخيارات الإستراتيجية للجمعية.

إضافة إلى اعتماد >التقرير المالي وتقرير الأنشطة والبرنامج, تولت الجمعية العامة 2016 انتخاب مجلس الإدارة الجديد الذي سيتولى قيادة أنشطة ألدا خلال الأربع سنوات القادمة. كما تم تثبيت أوريانو أودشان, الرئيس السابق مندوب عن منطقة إستريا الكرواتية, في منصبه والتأكيد على التزامه ورؤيته في دعم برنامج الجمعية وتوسيع نطاقها.
بتت الجمعية العامة في وضع وكالات الديمقراطية المحلية الثلاث السابقة في كرواتيا (فرتنجليو/بروتونجليا, أوزياك وسيزاك),  والتي رفعت كلها إلى مرتبة الشركاء العمليين لألدا (انظر الموافقة على تغيير النظام للدخول في نظام ألدا). :ما وافقت الجمعية العامة على التوصيات الخاصة بمعالجة مسألة الهجرة المنبثقة عن المبادرة حول المحور والتحقيق الذي يتم تحت إشراف ألدا ومجمع  ÉCHELLE (السلطات المحلية كعناصر محركة للتربية على التنمية وإذكاء التوعية).

” لا يسعنا, أمام نسبة مشاركة أعضائنا, التي ما انفكت تتضاعف من سنة لأخرى, إلا أن نشعر بالفخر والأمل”, كما جاء على لسان أنتونلا فلموربيدا, الأمينة العامة لجمعية ألدا. “يمثل مجلس الإدارة الجديد اختزالا رائعا للروح التي تتسم بها جمعية ألدا – على مستوى السلطات المحلية والمجتمع المدني والمرأة والرجل والإتحاد الأوروبي ومنطقة البلقان والشراكة الشرقية والمنطقة المتوسطية. جميعها تتقاسم نفس نصيبا من المعرفة والمهارات ويحدوها الأمل في تعزيز منظومة الديمقراطية المحلية وتحسين مستوى عيش المواطنين وبناء أوروبا تصاعديا. واختتمت السيدة فلموربيدا بالقول “ثقتي كبيرة في أنهم – أننا – قادرين على إنجاز عمل ممتاز”.
وفي سياق متصل بالتظاهرة, تم إسناد منحة الدورة السنوية الرابعة جيانفرانكو مرتيني إلى إيفا كملوسيوفا و لنكا دشكوفا, من جامعة بلاكي بأولوموك, من جمهورية التشيك,  لمشروعهما الدراسي تحت عنوان ” تقييم  مدى الأثر الذي تولده وكالات الديمقراطية المحلية في كل من البوسنة والهرسك”.

LDA Georgia's General Assembly: new Executive Director and new partners from Poland!

On 5 May the General Assembly of Local Democracy Agency Georgia was held at the premises of the Kutaisi City Hall.

The aim of the General Assembly was to elect the new members of the governing board, to accept new partners – Kujawsko-Pomorskie Region from Poland, to adopt the Report of 2014-2015 of the Executive Director of LDA Georgia Nino Tvaltvadze, and to get acquainted with Nino Khukhua, the new candidate for the position of Executive Director of the LDA.

The meeting was attended by the Mayor of Kutaisi, Shota Murgulia; Nino Beglarishvili, Head of Internal Relations of Tbilisi City Hall; David Melua, Executive Director of the National Association for Local Authorities; Nodar Jikia, Georgian Young Lawyers’ Association Kutaisi branch; and Ioseb Khakhaleishvili, Vice Governor of Imerety Region. The City of Strasbourg sent their proxy to Nino Tvaltvadze to take part in the decision-making process. The meeting was also attended by the delegation of Kujawsko-Pomorskie Region, Poland, which has been accepted as partner of the LDA Georgia.

The General Assembly was informed about the changes in the organization; the Governing Board approved the candidacy of Nino Khukhua as Executive Director and the decision was proceeded for registration procedures.

From May a new phase will start for LDA Georgia, with the contribution of a new excellent Executive Director, Nino Khukhua, and new partners from Poland, the Kujawsko-Pomorskie Region!

“ALDA at work to build more Europe” - Statement of ALDA President celebrating 9 May

Aujourd'hui, nous célébrons l'Europe et la déclaration Schuman signée en 1950. L'Europe a vu le jour dans le but de créer une communauté de paix, de stabilité et de prospérité pour ses citoyens. Aujourd'hui, la même Europe est touchée par la crise économique et migratoire et est entourée de guerres dans ses régions voisines. Mais plus important encore, nous assistons à une crise des valeurs européennes.
Nous avons besoin de plus de solidarité et de moins d'égoïsme. Nous avons besoin d'une Europe sans frontières, offrant la libre circulation des personnes, des biens et des idées, qui puisse répondre aux besoins de ses citoyens et des habitants de notre voisinage. L'Europe doit également trouver des moyens de s'étendre plus rapidement.
ALDA, the European Association for Local Democracy, is an organisation living, acting, and believing in such a Europe. We are therefore ready to keep working to build “more Europe” for the prosperity of our citizens, and our neighbours.

Educational process on sustainable development and recycling in Novo Mesto, Slovenia

Within the framework of the project WE-NET (Working for Environmentally Educated Towns) funded by the programme Europe for Citizens, the Association for Developing Voluntary Work Novo mesto organised on 14-16 April two educational activities on the themes of recycling waste management and sustainable development. More than 60 participants, mainly youngsters attended and contributed to the event.

The project WE-NET brings together local authorities and civil society associations from 8 countries to work together on issues of mutual concern and exchange ideas. The emphasis of the local processes is on raising young people’s awareness on sustainable development and the concept of circular economy. Collaborative partnerships among municipalities, educational facilities, like-minded institutions and businesses, and community organisations is seen as crucial to maximise reach and impact of the project.

In the educational process in Novo mesto, children and teenagers had a unique opportunity to get to know more about the recycling circle and selective waste sorting. They contributed in the workshop session to create a sustainable model of Novo Mesto today and in the future by using recycled materials. They also had the opportunity to debate on the screening “The True Cost”, documentary giving inputs on the fashion industry, its huge costs for the environment and workers’ human rights. Participants reflected and exchanged upon how to bring better alternatives for customers.

ALDA in Lampedusa to exchange experience and good practices on managing the emergency and integration of migrants

In cooperation with the Municipality of Lampedusa and the Science Po, ALDA launched the initiative “The Gates of Europe: Global migrants and local development”. The event took place on 6 May in Lampedusa, symbol of the migration flows in Europe in the last decade. The activity had the objective of identifying feasible solutions for all local communities affected by global challenges such as migration. Participants exchanged on what local communities can do for Europe and what Europe can do for local communities affected by the migration emergency.

The debate was opened by Ms Cécile Kyenge, MEP, rapporteur of the “Report on the Mediterranean”, showcased as an EU global and holistic approach to migration. The report has been recently adopted by the European Parliament and approaches the migration issue by a short, medium and long term perspective. “Migration is a complex phenomenon and it is unthinkable to manage it with the same tools used in the previous decade. It cannot be tackled but only managed via a global approach, involving all stakeholders, particularly local authorities and civil society associations. Europe can get out of the migration crisis only via an effective internal and external solidarity”, stated Ms Kyenge.

Ten points summarise the key elements of the Report: to put human life at the heart of the EU policy on migration; to overcome Dublin’ regulations no longer able to manage the current migration flows with a new European centralised asylum system; force Member states to respect the reallocation mechanism; open humanitarian corridors; revise the visa system; strengthen EU action against human trafficking; save Schengen; open legal channels of migration; set up an action plan at EU level on migrants’ integration; relaunch Europe’s action to tackle the root causes of migration. The objective of the document is to also fight populistic movements that exploit the crisis for electoral purposes against the actual needs of European communities.

Mr Alessandro Perelli, Vice-President of ALDA, welcomed the emphasis of the report on the role of local authorities and civil society associations in managing the migration emergency and promoting integration. The European institutions and Member States should acknowledge such role and set up proper responses and mechanisms to support all the successful initiatives promoted at the local level. Support local authorities’ decentralised cooperation action in partnership with civil society is key in managing the migration phenomenon. ALDA’s programme of Local Democracy Agencies, developed in most of the Neighbourhood region, represents a successful tool to get inspired from. Mr Perelli stressed the necessity to base European and national policies on migration on the success of concrete practices developed at the local level as in Lampedusa.

The second panel promoted the exchange of good practices among the Municipalities of Grande-Synthe, Ventimiglia, Lampedusa, Barcelona, Palermo and Lampedusa. “Solutions will come from successful local practices”, stated Mr Careme, Mayor of Grande-Synthe while showcasing the initiative welcoming and providing shelter to more than 2800 migrants in a local community with around 22 000 inhabitants. Not only incoming flows but also expelled migrants from France has particularly been affecting the Municipality of Ventimiglia. Mr Enrico Ioculano, Mayor, underlined the need of a better governance in migrants’ management. Local authorities should be empowered with more competencies rather than these being spread among too many institutional actors at different level with scares cooperation. The panel also benefited of the videos interventions of Ada Colau, Mayor of Barcelona and Leoluca Orlando, Mayor of Palermo. “We need to change EU policies on migration by getting together and bringing in our experience and perspective. A different Europe more linked to the principles of the founding fathers has to be built”, stated the first. Mr Orlando’s intervention can be summarised by his closing remarks “Migrants contribute to make the globalisation image more human. They make us, Europeans, reflect upon how we apply human rights within our borders”.

Mr Francesco lo Piccolo, President of the Association of the European Schools of Planning, concluded the session by bringing in the perspective of how urban planning and citizenship are close interrelated, with particular reference to migrants’ integration processes. Integration cannot be exclusively promoted through the legislative mechanism, barriers to a fulfilled citizenship need to be removed substantially and urban planning does play an important role. When public spaces able to bring different parts of the community together are not existent, access to rights is denied by substantial factors and this can be the results of conscious or unconscious policies.
