One more CrossOver international event in Prague. The last sprint towards EP Elections!

On Monday the 20th of May the partners’ meeting took place at Galerie českých center. Ms Ivana Bursíková, director of Agora CE, and Ms Pavla Bednáriková, project manager, introduced the work of Agora CE and the local activities implemented in the framework of the CROSS OVER project. Moreover, all the partners coming from more than ten different countries were actively engaged and could experience various formats of political debate promoted by Agora CE, which enabled a positive exchange of perspectives on the EU.
In the evening, the meeting continued with a public debate among invited guests and politicians on the topic “EU elections and Euroscepticism”. The discussion was hosted by Mr Petr Honzejk, a journalist for the Hospodářské noviny newspaper. Mr Luděk Niedemayer, member of the European Parliament (EPP group), Mr. Mikuláš Peksa, member of the Czech Parliament (Czech Pirate Party) and Mr. Roman Joch, director of the Civic Institute (Občanský institut), exchanged their views on the relationship between the Czech Republic and the EU and answered questions coming from an interested and active audience. On Tuesday the 21st of May, the visiting partners presented the main activities of their organisations and took part in an engaging exchange of knowledge about the pre-election scenarios in their countries. In this context, to provide a further understanding of the Czech situation, Mr Vít Havelka, a research fellow at EUROPEUM Institute for European Policy, presented the results of his research on the Czech perception of the EU.
The next CROSS OVER international event will take place in Budapest, Hungary on 11th-12th June 2019. The CROSS OVER project is co-funded by the Europe for Citizens programme. The project aims at encouraging young people to reflect on political accountability through increased participation in the elections for the European Parliament. The basic idea of the project is to devise and stimulate actions that will effectively solve the lack of interest of youth in voting at the European level.

ALDA’s two new projects committing to good governance and citizens’ participation at the local level

In ALDA, we are always looking for innovative ways of fostering and promoting the local good governance and citizens’ participation at the local level in Europe, as well as in its neighbouring countries.
Over the next years, we will be working in this direction, also thanks to EuSave and ACHIEVE, two new European projects aiming at strengthening the link between civil society and communities across the continent.
The first project, EuSave, will involve eight countries (Belgium, Bulgaria, Croatia, Italy, Latvia, Portugal, Republic of North Macedonia, Spain) and it will aim at creating a network of European rural villages through the promotion of their material and immaterial cultural and natural heritage for a sustainable and inclusive social and economic development. Six international events will be organised in different countries, and ALDA will and host a 3-days workshop in Brussels, on the topic “The new European ruralities: Innovative local development strategies and historic villages 2”, in December 2020.
ACHIEVE will involve twelve partners from eleven countries (Albania, Bosnia and Herzegovina, Bulgaria, Czech Republic, Hungary, Italy, Kosovo, Macedonia, Montenegro, Romania, Serbia) and it will strengthen the European identity which links Eastern countries through their historic, religious and artistic heritage, in order to challenge Euroscepticism. In this case, ALDA will oversee the implementation of the project’s actions, through coordination and dissemination activities, and it will attend four international events and two international seminars on EU values as a tool for recognising common European roots and on how to involve citizens in local political life.
ALDA is ready for these two pan-European efforts to strengthen citizens’ participation in common politics and to foster democracy, in all its dimensions, in the Enlarged Europe.

Les deux nouveaux projets de l’ALDA pour la bonne gouvernance et la participation des citoyens au niveau local
Au sein de l’ALDA, nous recherchons toujours des moyens novateurs de promouvoir et de promouvoir la bonne gouvernance locale et la participation des citoyens au niveau local en Europe, ainsi que dans les pays voisins.
Au cours des prochaines années, nous travaillerons dans cette direction, également grâce à EuSave et ACHIEVE, deux nouveaux projets européens visant à renforcer le lien entre la société civile et les communautés à travers le continent.

ALDA organisera un atelier de trois jours à Bruxelles sur le thème «Les nouvelles ruralités européennes: stratégies de développement local innovantes et villages historiques 2» en décembre 2020.
ACHIEVE impliquera douze partenaires de onze pays (Albanie, Bosnie-Herzégovine, Bulgarie, République tchèque, Hongrie, Italie, Kosovo, Macédoine du Nord, Monténégro, Roumanie et Serbie) et renforcera l’identité européenne qui unit les pays de l’Est à travers leurs liens historiques, religieux et patrimoine artistique, afin de défier l’euroscepticisme. Dans ce cas, ALDA supervisera la mise en œuvre des actions du projet, par le biais d’activités de coordination et de diffusion, et participera à quatre événements internationaux et à deux séminaires internationaux sur les valeurs de l’Union Européenne en tant qu’outil de reconnaissance des racines européennes communes et sur la manière d’impliquer les citoyens dans les processus locaux et la vie politique.
L’ALDA est prête pour ces deux efforts paneuropéens visant à renforcer la participation des citoyens à la politique commune et à promouvoir la démocratie, dans toutes ses dimensions, dans l’Europe élargie.

Noi di ALDA siamo sempre alla ricerca di modi alternativi per favorire e promuovere pratiche di buon governo locale e la partecipazione attiva dei cittadini a livello locale, sia in Europa che nei Paesi del Vicinato.
Anche nei prossimi anni lavoreremo in questa direzione, grazie a EuSAVE e ACHIEVE, due nuovi progetti europei volti a rafforzare il legame tra società civile e comunità per tutto il continente.
Il primo progetto, EuSave, coinvolgerà otto Paesi (Belgio, Bulgaria, Croazia, Italia, Lettonia, Portogallo, Repubblica di Macedonia del Nord, Spagna) e cercherà di tessere una rete di villaggi rurali europei attraverso la promozione del loro patrimonio culturale – materiale e immateriale – e naturale al fine di uno sviluppo sociale ed economico inclusivo e solidale. Saranno organizzati sei eventi internazionali in diversi Paesi e ALDA parteciperà e ospiterà un workshop di 3 giorni a Bruxelles, sul tema “Le nuove realtà rurali europee: strategie di sviluppo locale innovativo e villaggi storici 2”, che si terrà nel 2020.
ACHIEVE coinvolgerà dodici partner da undici Paesi (Albania, Bosnia ed Erzegovina, Bulgaria, Italia, Kosovo, Macedonia, Montenegro, Repubblica Ceca, Romania, Serbia) per rafforzare l’identità europea che lega i Paesi dell’Est, attraverso il loro patrimonio storico, religioso e artistico, al fine di sfidare l’Euroscetticismo. In questo caso, ALDA supervisionerà la realizzazione delle varie attività del progetto, attraverso il loro coordinamento e la loro divulgazione, e parteciperà a quattro eventi internazionali e a due seminari internazionali sui valori dell’Unione Europea, interpretati come mezzo per riconoscere le radici comuni europee e su come coinvolgere i cittadini nella vita politica.
ALDA è pronta per affrontare questi due sforzi paneuropei, per rafforzare la partecipazione dei cittadini e incoraggiare la democrazia in tutte le sue forme, in tutta l’Europa allargata.

Два новых проекта ALDA, направленных на обеспечение эффективного управления и участия граждан на местном уровне
В ALDA мы всегда ищем инновационные способы поощрения и мотивации достойного местного управления и граждан на локальном уровне в Европе, а также в странах-соседях.
В течение следующих лет мы будем работать в этом направлении, в том числе благодаря EuSave и ACHIEVE, двум новым европейским проектам, направленным на укрепление связей между гражданским обществом и сообществами на всем континенте.
В первом проекте, EuSave, будут участвовать восемь стран (Бельгия, Болгария, Хорватия, Италия, Латвия, Португалия, Республика Северная Македония, Испания), и он будет направлен на создание сети европейских сельских поселений путем продвижения их материального и нематериального культурного наследия, а также и природного достояния для устойчивого и всестороннего социально-экономического развития. В разных странах будет организовано шесть международных мероприятий, и в декабре 2020 года ALDA проведет трехдневный семинар в Брюсселе на тему «Новые европейские сельские районы: инновационные стратегии местного развития и исторически значимых деревень 2».
ACHIEVE будет включать двенадцать партнеров из одиннадцати стран (Албания, Босния и Герцеговина, Болгария, Чешская Республика, Венгрия, Италия, Косово, Македония, Черногория, Румыния, Сербия) и укрепит европейскую идентичность, которая связывает восточные страны через их исторические, религиозные и художественное наследие, чтобы бросить вызов евроскептицизму. В этом случае ALDA будет наблюдать за реализацией заданий проекта, посредством координации и распространения информации, и примет участие в четырех международных мероприятиях и двух интернациональных семинарах по ценностям ЕС в качестве инструмента признания общих европейских корней и о том, как вовлечь граждан в местную политическую жизнь.
ALDA готова к этим двум общеевропейским проектам по усилению участия граждан в общей политике и развитию демократии во всех ее проявлениях в Европе.

Dva nova projekta ALDA koji se obavezuju na dobru upravu i učešće građana na lokalnom nivou
U ALDA-i, uvek tražimo inovativne načine podsticanja i promovisanja dobre uprave na lokalnom nivou i učešća građana na lokalnom nivou u Evropi, kao i u susednim zemlјama.
Tokom narednih godina, mi ćemo raditi u tom pravcu, takođe zahvalјujući EuSave i ACHIEVE, dva nova evropska projekta čiji je cilј jačanje veze između civilnog društva i zajednica širom kontinenta.
Prvi projekat, EuSave, obuhvatiće osam zemalјa (Belgija, Bugarska, Hrvatska, Italija, Letonija, Portugalija, Republika Severna Makedonija, Španija), a cilј će biti stvaranje mreže evropskih ruralnih područja kroz promociju njihovog materijalnog i nematerijalnog kulturnog i prirodnog nasleđa za održivi i inkluzivni društveni i ekonomski razvoj. Šest međunarodnih događaja biće organizovano u različitim zemlјama, a ALDA će biti domaćin trodnevne radionice u Briselu, na temu „Nove evropske ruralnosti: inovativne strategije lokalnog razvoja i istorijska sela 2“, u decembru 2020. godine.
ACHIEVE će uklјučiti dvanaest partnera iz jedanaest zemalјa (Albanija, Bosna i Hercegovina, Bugarska, Češka Republika, Mađarska, Italija, Kosovo*, Republika Severna Makedonija, Crna Gora, Rumunija, Srbija) i to će ojačati evropski identitet koji povezuje istočne zemlјe kroz njihovo istorijsko, religijsko i umetničko nasleđe, kako bi se suprotstavilo evroskepticizmu. U ovom slučaju, ALDA će nadgledati implementaciju aktivnosti projekta, kroz aktivnosti koordinacije i diseminacije, i prisustvovati na četiri međunarodna događaja i dva međunarodna seminara o vrednostima EU kao sredstvu za prepoznavanje zajedničkih evropskih korena i kako uklјučiti građane u lokalni politički život.
ALDA je spremna za ova dva panevropska napora za jačanje učešća građana u zajedničkoj politici i podsticanje demokratije, u svim njenim dimenzijama, širom Evrope.

في ألدا نحن نبحث دائما عن إيجاد الطرق المجددة لتعزيز منظومة الحكم المحلي وتأمين مشاركة المواطنين على المستوى المحلي في أوروبا وفي كافة دول الجوار, إضافة إلى سعينا الدائم لمساندة كافة هذه الجهود.
وسنعمل, خلال السنوات القادمة, على دعم هذا المسار, إضافة إلى عزمنا الراسخ على توثيق عرى التعاون بين كل من منظمات المجتمع المدني والمجتمعات المحلية في كافة البلدان الأوروبية, وذلك بفضل الدعم الذي نحظى به من قبل مشروعين أوروبيين جديدين: يو سايف (EuSave) و أتشيف ( ATTEINDRE).
سيمكن المشروع الأول, يو سايف (EuSave), من إشراك 8 بلدان (بلجيكا وبلغاريا وكرواتيا وإيطاليا ولتفيا والبرتغال وجمهورية شمال مقدونيا وإسبانيا) بهدف التوصل إلى إرساء شبكة القرى الريفية الأوروبية, وذلك من خلال مساهمة التراث الثقافي والطبيعي, على المستوى المادي واللامادي, في دعم منظومة التنمية الاجتماعية والاقتصادية المستدامة والشاملة. وسيتم تنظيم ست تظاهرات دولية في عدد من البلدان المختلفة, إضافة إلى ورشة العمل التي ستحتضنها العاصمة البلجيكية بروكسل على مدى ثلاثة أيام حول المحور التالي: “المناطق الريفية الأوروبية الجديدة: الاستراتيجيات المجددة للتنمية المحلية والقرى التاريخية2”, وذلك خلال شهر ديسمبر (كانون الأول), 2020.
سيضمن مشروع أتشيف ( ATTEINDRE) مشاركة 12 شريك من 11 بلد (ألبانيا والبوسنة والهرسك وبلغاريا وجمهورية التشيك والمجر وإيطاليا وكوسوفو ومقدونيا والجبل الأسود ورومانيا وصربيا), وسيمكن من تعزيز الهوية الأوروبية التي تربط بين البلدان الشرقية بفضل القواسم التراثية المشتركة على المستويات التاريخية والدينية والفنية, وذلك بهدف التصدي لكل من يدعم فكرة التشكيك الأوروبي. وفي ذات السياق, ستتولى ألدا, من خلال مساهمتها في التنسيق بين مختلف الأنشطة وتوزيعها, الإشراف على تنفيذ عدد من خطط المشاريع وتسجيل حضورها في أربع تظاهرات دولية ومنتديين دوليين اثنين حول القيم الأوروبية بصفتها وسائل كفيلة بتأمين الاعتراف بالجذور الأوروبية المشتركة والتاكيد على طريقة إشراك المواطنين الأوروبيين في الشؤون المحلية للحياة السياسية اليومية.
ألدا جاهزة للانضمام إلى هاته الجهود المبذولة بين مختلف الدول الأوروبية لمساندة مشاركة المواطنين في الحياء السياسة اليومية, وتعزيز منظومة الديمقراطية على مختلف المستويات وفي كافة أنحاء أوروبا الموسعة.

В первом проекте, EuSave, будут участвовать восемь стран (Бельгия, Болгария, Хорватия, Италия, Латвия, Португалия, Республика Северная Македония, Испания), и он будет направлен на создание сети европейских сельских поселений путем продвижения их материального и нематериального культурного наследия, а также и природного достояния для устойчивого и всестороннего социально-экономического развития. В разных странах будет организовано шесть международных мероприятий, и в декабре 2020 года ALDA проведет трехдневный семинар в Брюсселе на тему «Новые европейские сельские районы: инновационные стратегии местного развития и исторически значимых деревень 2».
ACHIEVE будет включать двенадцать партнеров из одиннадцати стран (Албания, Босния и Герцеговина, Болгария, Чешская Республика, Венгрия, Италия, Косово, Македония, Черногория, Румыния, Сербия) и укрепит европейскую идентичность, которая связывает восточные страны через их исторические, религиозные и художественное наследие, чтобы бросить вызов евроскептицизму. В этом случае ALDA будет наблюдать за реализацией заданий проекта, посредством координации и распространения информации, и примет участие в четырех международных мероприятиях и двух интернациональных семинарах по ценностям ЕС в качестве инструмента признания общих европейских корней и о том, как вовлечь граждан в местную политическую жизнь.
ALDA готова к этим двум общеевропейским проектам по усилению участия граждан в общей политике и развитию демократии во всех ее проявлениях в Европе.

Dva nova projekta ALDA koji se obavezuju na dobru upravu i učešće građana na lokalnom nivou
U ALDA-i, uvek tražimo inovativne načine podsticanja i promovisanja dobre uprave na lokalnom nivou i učešća građana na lokalnom nivou u Evropi, kao i u susednim zemlјama.
Tokom narednih godina, mi ćemo raditi u tom pravcu, takođe zahvalјujući EuSave i ACHIEVE, dva nova evropska projekta čiji je cilј jačanje veze između civilnog društva i zajednica širom kontinenta.
Prvi projekat, EuSave, obuhvatiće osam zemalјa (Belgija, Bugarska, Hrvatska, Italija, Letonija, Portugalija, Republika Severna Makedonija, Španija), a cilј će biti stvaranje mreže evropskih ruralnih područja kroz promociju njihovog materijalnog i nematerijalnog kulturnog i prirodnog nasleđa za održivi i inkluzivni društveni i ekonomski razvoj. Šest međunarodnih događaja biće organizovano u različitim zemlјama, a ALDA će biti domaćin trodnevne radionice u Briselu, na temu „Nove evropske ruralnosti: inovativne strategije lokalnog razvoja i istorijska sela 2“, u decembru 2020. godine.
ACHIEVE će uklјučiti dvanaest partnera iz jedanaest zemalјa (Albanija, Bosna i Hercegovina, Bugarska, Češka Republika, Mađarska, Italija, Kosovo*, Republika Severna Makedonija, Crna Gora, Rumunija, Srbija) i to će ojačati evropski identitet koji povezuje istočne zemlјe kroz njihovo istorijsko, religijsko i umetničko nasleđe, kako bi se suprotstavilo evroskepticizmu. U ovom slučaju, ALDA će nadgledati implementaciju aktivnosti projekta, kroz aktivnosti koordinacije i diseminacije, i prisustvovati na četiri međunarodna događaja i dva međunarodna seminara o vrednostima EU kao sredstvu za prepoznavanje zajedničkih evropskih korena i kako uklјučiti građane u lokalni politički život.
ALDA je spremna za ova dva panevropska napora za jačanje učešća građana u zajedničkoj politici i podsticanje demokratije, u svim njenim dimenzijama, širom Evrope.

في ألدا نحن نبحث دائما عن إيجاد الطرق المجددة لتعزيز منظومة الحكم المحلي وتأمين مشاركة المواطنين على المستوى المحلي في أوروبا وفي كافة دول الجوار, إضافة إلى سعينا الدائم لمساندة كافة هذه الجهود.
وسنعمل, خلال السنوات القادمة, على دعم هذا المسار, إضافة إلى عزمنا الراسخ على توثيق عرى التعاون بين كل من منظمات المجتمع المدني والمجتمعات المحلية في كافة البلدان الأوروبية, وذلك بفضل الدعم الذي نحظى به من قبل مشروعين أوروبيين جديدين: يو سايف (EuSave) و أتشيف ( ATTEINDRE).
سيمكن المشروع الأول, يو سايف (EuSave), من إشراك 8 بلدان (بلجيكا وبلغاريا وكرواتيا وإيطاليا ولتفيا والبرتغال وجمهورية شمال مقدونيا وإسبانيا) بهدف التوصل إلى إرساء شبكة القرى الريفية الأوروبية, وذلك من خلال مساهمة التراث الثقافي والطبيعي, على المستوى المادي واللامادي, في دعم منظومة التنمية الاجتماعية والاقتصادية المستدامة والشاملة. وسيتم تنظيم ست تظاهرات دولية في عدد من البلدان المختلفة, إضافة إلى ورشة العمل التي ستحتضنها العاصمة البلجيكية بروكسل على مدى ثلاثة أيام حول المحور التالي: “المناطق الريفية الأوروبية الجديدة: الاستراتيجيات المجددة للتنمية المحلية والقرى التاريخية2”, وذلك خلال شهر ديسمبر (كانون الأول), 2020.
سيضمن مشروع أتشيف ( ATTEINDRE) مشاركة 12 شريك من 11 بلد (ألبانيا والبوسنة والهرسك وبلغاريا وجمهورية التشيك والمجر وإيطاليا وكوسوفو ومقدونيا والجبل الأسود ورومانيا وصربيا), وسيمكن من تعزيز الهوية الأوروبية التي تربط بين البلدان الشرقية بفضل القواسم التراثية المشتركة على المستويات التاريخية والدينية والفنية, وذلك بهدف التصدي لكل من يدعم فكرة التشكيك الأوروبي. وفي ذات السياق, ستتولى ألدا, من خلال مساهمتها في التنسيق بين مختلف الأنشطة وتوزيعها, الإشراف على تنفيذ عدد من خطط المشاريع وتسجيل حضورها في أربع تظاهرات دولية ومنتديين دوليين اثنين حول القيم الأوروبية بصفتها وسائل كفيلة بتأمين الاعتراف بالجذور الأوروبية المشتركة والتاكيد على طريقة إشراك المواطنين الأوروبيين في الشؤون المحلية للحياة السياسية اليومية.
ألدا جاهزة للانضمام إلى هاته الجهود المبذولة بين مختلف الدول الأوروبية لمساندة مشاركة المواطنين في الحياء السياسة اليومية, وتعزيز منظومة الديمقراطية على مختلف المستويات وفي كافة أنحاء أوروبا الموسعة.

The Vice-president of the Normandy Region welcomes ALDA in Caen for its General Assembly

From the 15th to 17th of May,2019, the Normandy Region has been the location for the General Assembly of ALDA, which took place during the “European Citizens Week, bringing together many different activities, such as workshops, projects’ conferences and meetings. All events took place in the magnificent setting of the Abbaye-aux-Dames, a Benedectine monastery dating back to the XI century, today hosting the Headquarters of the Normandy Region, located in Caen.
The highlight of the week has been ALDA General Assembly that envisaged the participation of many actors of ALDA’s world, including high-level speakers and stakeholders, one of these being Mr François-Xavier Priollaud, Vice-President of the Normandy Region. In his speech, Mr Priollaud warmly welcomed ALDA and its guest in Normandy and in the premises of the Abbey and recalled many of the bonds and ties that link ALDA and its partners with Normandy, from the long-standing cooperation between the Regional Government and North-Macedonia to the present and future collaboration in the framework of the “Normandy for Peace” initiatives.
“Normandy has witnessed the war and the peace and has been the starting point of the liberation and pacification of a continent. We know well the importance of values such as the acceptance of the others, and the cross-border friendly cooperation, and we are therefore deeply committed to the dissemination of these, profoundly European, values”, Priollaud said while praising ALDA’s engagement in these issues. Finally, ALDA Governing Board, also addressed by the Vice-president in the representation of all ALDA network has expressed its gratitude for the excellent reception and the commitment to many more years of fruitful cooperation.

Xavier Cadoret sums up successes and paths of ALDA – CoE cooperation at ALDA General Assembly

With ALDA General Assembly just passed, it is time to make a balance of the many outputs that came out of it. It has been a long and fruitful day of discussion with many friends and actors of ALDA’s network who, each with its own unique and peculiar background, have contributed to the various outputs of the event.
Not only the discussion encompassed several issues related to the governance of ALDA as an organization, but it has also envisaged keynotes from many high-level stakeholders.
A particularly appreciated intervention has been that of Mr. Xavier Cadoret, President of the Congress of Local and Regional Authorities of the Council of Europe. With his presence and words, Mr. Cadoret has stressed the importance of various aspects of the collaboration between ALDA and the Council of Europe. It was an occasion to outline how, the overall asset of ALDA is in extreme continuity with many of the peculiar prerogatives of the Council of Europe. “All the network of LDAs, ALDA offices, members and partners represent – in Cadoret’s words – a unique tool at the service of local democracy and good governance”.
This was also an occasion to reflect on the prominent focus that ALDA has towards Local Authorities. President Cadoret pointed out how ALDA’s work with Local and Regional Authorities is crucial, not only because of the mandate of the Organisation but most importantly as it reflects, and in many cases precedes, the policy swift that many organizations are undergoing to better tackle the current structural changes like the general disaffection to politics, the need for local economic development and the citizens’ demand for representativity.
A last remarkable synergy mentioned is the alignment between the CoE and ALDA about the Mediterranean Area, where ALDA is significantly scaling up its presence and operations, and the CoE is also intensifying its work, for instance, granting of the status of “Local Democracy Partner” to Morocco. “The local level is the solution and not the problem. We need to rely on Local Authorities to save citizens’ trust in Institutions. Congratulations to ALDA for its results, and a wish for even more successes in the future.” were Mr. Cadoret’s last words for which ALDA expresses its most profound appreciation and pride and which will motivate our endeavors over the next period!

ALDA General Assembly 2019 took place in a particularly sensitive moment for the whole European Community. Only one week prior to the European Parliament Elections, when all the efforts to raise awareness on the importance of every single vote came to its end.

ALDA+ porta l'Europa nelle scuole di Vicenza

Si è appena concluso il percorso di Educazione Civica Europea tenuto da ALDA + con il coinvolgimento di 9 classi di 5 scuole, elementari e medie, di Vicenza. Grazie ai Fondi Regionali Europei, è stato possibile percorrere insieme a queste classi l’evoluzione dell’Unione Europea. L’esplorazione è iniziata con un approfondimento storico, geografico ed economico su come, e soprattutto perché, si è costituita l’Unione Europea per poi comprendere insieme quali sono i suoi contenuti e i valori su cui si basa, e continuare con l’analisi del concetto di cittadinanza europea, su cosa significa e cosa comporta dal punto di vista di diritti e opportunità. Attraverso 3 incontri, è stato possibile approfondire la conoscenza sulla Carta dei Diritti Fondamentali dell’Unione Europea che, pur non essendo formalmente una vera e propria Costituzione Europea, è comunque la base sui cui è costituita l’Unione. I ragazzi si sono resi conto che spesso è semplice parlare dei diritti e doveri come qualcosa di bello e giusto, ma nella vita quotidiana li rispettiamo davvero? O li esigiamo qualora ci accorgiamo che non sono rispettati? Per esempio, il diritto di non discriminazione (art 9) o quello sulla tutela dell’ambiente (art. 37), vengono messi in pratica ogni giorno? Grazie al lavoro volto in classe e in famiglia, i ragazzi hanno fatto delle indagini sull’applicazione e il rispetto dei diritti e dei doveri, i cui risultati sono stati raccontati attraverso disegni, filastrocche, video, racconti che sono stati presentati il 28 maggio al Teatro Comunale di Vicenza. Il percorso intrapreso è stato molto importante per stimolare lo scambio di idee e fornire agli studenti gli strumenti necessari per partecipare attivamente all’interno della propria classe, nella comunità locale e, in un futuro, anche a livello europeo, con la consapevolezza che esistono diritti e doveri, che devono essere rispettati sia in qualità di cittadini italiani, sia in qualità di cittadini europei.

SW-UP Guidelines
SW-UP guidelines gather ideas, recommendations and observations on how to enhance women’s sports participation in urban places and how to realise women friendly urban planning regarding outdoor sport facilities and spaces. The document builds on the knowledge and exchange deriving from this SWUP community of practice and from the relative publications.
While the first chapter reports the ideas, recommendations and observations on how to enhance women participation in outdoor physical activities, the second chapter focuses on how to enhance women-friendly urban environment that encourages women to practice physical activities outdoors.

An insight into the state of the Albanian Administrative Territorial Reform

The Association of Albanian Municipalities has just released its most recent paper on the progress of the Administrative reform that the country has undergone starting from 2014.
The main idea behind the whole process was that of achieving a real decentralisation after some previous not substantial efforts through the provision to local authorities of financial and economic powers, rights and responsibilities, and service competencies on essential functions, going one step further in the devolution of powers process.
However, five years and a half after the start of the implementing phase, many issues are still unaddressed. The new administrative boundaries – the report states – along with the reorganisation of local government units, highly fragmented, results today in the unsatisfactory provision of public services to local communities and a severe lack of economy of scale causing excessive administrative costs. Moreover, many local democracy-related aspects of the implementation of the reform remain unclear, particularly with regards to the rights to representation of citizens in the local governments, and the fiscal and administrative realisation of autonomy.
On this basis, the report brings to the attention of the reader the problems and difficulties of local governments in the provision of services, challenges posed by the Administrative Territorial Reform or inherited along with an appeal that undertaking such reform requires broad consensus and a more democratic approach. Issues, recommendations and suggestions contained in this report take in considerations possible solutions for the future, opportunities for further improvements and revisions.
