Picture form the main event – Civil Society Conference “Eastern Partnership Reality Check: Political Challenges and Future Agenda for Civil Society”

The event “Human development and social service delivery at local level – A shared challenge for LRA and CSO in the EaP area “ took place in Vilnius (Lithuania), on 29 November 2013, at 14:30 at the RadissonBlu Hotel.

The event was part of the Civil Society Conference “Eastern Partnership Reality Check: Political Challenges and Future Agenda for Civil Society” on 27 – 29 November

The debate addressed benefits and obstacles to cooperation between CSO and LRA around local development processes, particularly in human development and social service delivery in EaP countries.

In the framework of the EU supported project WTD (Working Together for Development), the event was organised by ALDA, together with EPAN, a working group of CONCORD – European Confederation of Relief and Development NGOs, and in cooperation with the National Lithuanian Platform of Development NGOs and the Lithuanian Association of Local Authorities.

WTD : Développement humain et services sociaux au niveau local – un défi commun pour les Autorités Locales et Régionales (ALR) et les Organisations de la Société Civile (OSC) dans la région du Partenariat Oriental – Vilnius 29 Novembre 2013.

L’événement a eu lieu à Vilnius (Lithuanie) le 29 Novembre 2013, à 14h30 au RadissonBlu Hotel. Il faisait partie intégrante du Conférence de la Société Civile : « Eastern Partnership Reality Check: Political Challenges and Future Agenda for Civil Society » du 27 au 29 Novembre.

Les discussions ont porté sur les bénéfices et les obstacles à la coopération entre les ALR et les OSC autour des processus de développement local, en particulier en ce qui concerne le développement humain et les services sociaux dans les pays du Partenariat Oriental.

WTD: Sviluppo umano e fornitura di servizi sociali a livello locale – Una sfida condivisa per LRA e CSO nel Partenariato Orientale – Vilnius, 29 novembre

L’evento “Sviluppo umano e fornitura di servizi sociali a livello locale – Una sfida condivisa per LRA e CSO nel Partenariato Orientale” si è svolto a Vilnius (Lituania), il 29 novembre 2013.

Il dibattito ha affrontato il tema dei benefici e degli ostacoli alla cooperazione tra CSO e LRA nei processi di sviluppo locale, in particolare nello sviluppo umano e nella fornitura di servizi sociali nei paesi del Partenariato Orientale.

Nel quadro del progetto sostenuto dall’UE, WTD (Lavorare insieme per lo sviluppo), l’evento è stato organizzato da ALDA, insieme con EPAN, un gruppo di lavoro di Concord – Confederazione europea delle soccorso e sviluppo delle ONG, ed in collaborazione con la Piattaforma Nazionale Lituana di Sviluppo delle ONG e l’Associazione Lituana delle Autorità Locali.

WTD: Развитие личности и предоставление социальных услуг на местном уровне – Испытание для LRA e CSO в Восточном Партнерстве – Вильнюс, 29 ноября

Мероприятие ” Развитие личности и предоставление социальных услуг на местном уровне – Испытание для LRA e CSO в Восточном Партнерстве” прошло в Вильнюсе (Литва) 29 ноября 2013.

На прениях была поднята тема преимуществ и препятствий для сотрудничества между CSO e LRA в процессах развития на местах, в частности, в развитии личности и предоставлении социальных услуг в странах Восточного Партнерства.

В рамках проекта поддерживаемого ЕС, WTD (Совместная работа по содействию развитию) мероприятие было организовано ALDA совместно с EPAN, рабочей группой «Конкорд» – Европейской конфедерацией поддержки и развития НПО, в сотрудничестве с Национальной литовской программой развития НПО и Литовской Ассоциацией местных властей.

WTD : Razvoj ljudskih resursa i pružanje socijalnih usluga na lokalnom nivou -zajednički izazov za lokalne i regionalne vlasti i OCD u oblasti EAP – Viljnus, 29. novembar

Manifestacija “Ljudski razvoj i pružanje socijalnih usluga na lokalnom nivou -zajednički izazov za lokalne i regionalne vlasti i OCD u oblasti EAP ” održana je u Viljnusu (Litvanija), 29. novembra 2013 , u 14:30 u RadissonBlu Hotelu.

Događaj je bio deo Konferencije civilnog društva ” Istočno partnerstvo provera realnosti: Politički izazovi i budući zadaci za civilno društvo ” 27 – 29. novembra

Debata se odnosila na prednosti i prepreke za saradnju između OCD i lokalnih regionalnih vlasti oko procesa lokalnog razvoja, posebno ljudskog razvoja i pružanja socijalnih usluga u zemljama EAP .

Uokviru WTD (Radimo zajedno na razvoju) projekta podržanog od strane EU,događaj je organizovan od strane ALDA , zajedno sa EPAN, radna grupa CONCORDa – Evropska konfederacija nevladinih organizacija za pomoć i razvoj , a u saradnji sa Nacionalnom litvanskom platformom NVO za razvoj, i litvanskom asocijacijom lokalnih vlasti .

The training course on Democratic Movements and Social Media started on 27 November and finished on 5 December in Dilijan, Armenia.

On 27 of November, within the EU Youth in Action programme, the Youth Cooperation Center of Dilijan, started the international training course “Democratic Movements and Social Media” in Dilijan, Armenia. Traininig course gathered 28 youth leaders and social workers from Czech Republic, Lithuania, Greece, Ukraine, Portugal, Switzerland, Georgia, Germany, Armenia, France, and Moldova in Dilijan, Armenia.

The training was dedicated to the role and influence of social media in democratization process in Europe. Looking at the Arab spring in 2011, social media played an important role in fostering the impact of democratic grass-root movements. Similarly civil initiatives in Eastern Europe e.g. Armenia and Georgia are widely using Web 2.0 tools to bypass censorship in order to bring their messages and demands for change to the public.

The training course was funded by Eastern Partnership Youth Window within Youth in Action programme of the European Commission.

As a partner of the project, ALDA was represented by two participants from France

On 26-27 November 2013, ALDA participated to the European Development Days, an event organized by the European Commission, gathering all main stakeholders involved in development cooperation.

In collaboration with UNDP Art Initiative, and with the Polish Region Lower Silesia, we organised an interactive session on multilateral decentralized cooperation in the framework of the project WTD – Working Together for Development.

Speakers and animators of the table discussions were Francesco Bicciato, ART Programme Advisor, United Nations Development Programme; Bartłomiej Ostrowski, Head of Unit for International Cooperation and Projects, Marshal’s Office of Lower Silesia, Poland; for ALDA, Marco Boaria, Resource and Development Unit Coordinator, and Irene Zanetti, Communication Officer.

Around 50 people attended and gave birth to lively discussion on the advantages of adapting a territorial cooperation approach in the framework of development cooperation as one of the main tools to reach the MDGs and to shape the post-2015 debate, and worked to develop “guidelines” on how “local actors” (LAs and CSOs) may better contribute to development cooperation.

The internship in the Projects Development Office takes place in Vicenza and normally lasts a minimum period of 6 months.

The main “areas” where the intern is involved are the following:

– Fundraising: research for grant opportunities, periodical checks of call for proposals and tenders…

-Projects development: partnership building activities, projects drafting, preparation of the application package..

After signing a cooperation agreement last year, the commune of Fleury-sur-Orne (the Lower Normandy region) and the municipality of Karpoš (Macedonia) implemented the very first project within the framework of the decentralised cooperation between the Lower Normandy region and the Republic of Macedonia. For that purpose, after filming a short video footage on the commune of Fleury-sur-Orne, a group of eight youth from Fleury-sur-Orne with mild intellectual disability accompanied by the expert staff from the Medical and Educational Institute “André Bodereau” from the Lower Normandy region, left their homeland for the very first time and visited Macedonia and the municipality of Karpoš in order to film another short film, this time on the Municipality of Karpoš. The goal of this video footage is to familiarize the French with the Macedonian culture and traditions through the vision of these young cultural enthusiasts.

During their five-day visit, the youngsters visited the local community in Vlae where they met people with special needs from Karpoš and were able to establish friendly relationships with them and familiarized them with the landmarks of the commune of Fleury via video screenings. The meeting was attended by the Mayor of the Municipality of Karpoš, Stevco Jakimovski, along with the Cooperation Attaché from the Embassy of France in Macedonia, Pascal Gallet.

On this occasion, the Municipal Head Mr. Stevco Jakimovski addressed his delight from the international municipal cooperation. – The Municipality of Karpoš is ready to honor the twinning agreement with Fleury-sur-Orne. When it comes to exchanging experiences, we would love for some of our schools to establish a cooperation with some of your schools.  Thousands of kilometers lay between us, but no matter how far the destination, the journey must always start with a single step. Today we made the first steps towards our cooperation, and for that reason we always stand at your service – stated Jakimovski.

The 2013 Lisbon Forum of the North-South Centre of the Council of Europe, chaired by Bernardino León, EU Special Representative for Southern Mediterranean, was held in Lisbon on 6 and 7 November 2013, on the topic “Valuing civil society as actor of governance: Perspectives for the South Mediterranean”.

The Director of ALDA, Antonella Valmorbida, attended the Forum and introduced a workshop on the topic of ‘Interactive dialogue with civil society: role of local and regional authorities’.

Organised in co-operation with the Anna Lindh Foundation, IDEA and the Aga Khan Development Network, the Forum was organised in the framework of the Joint EU/CoE Programme “Strengthening democratic reform in the southern Neighbourhood”.

At the end of its discussions, the Forum identified avenues to explore in order to address the challenges faced by the actors in governance. For each level of interaction with civil society, the Forum made a number of key conclusions and operational proposals, addressed to each player and to the international organisations, in order to achieve the objectives laid down.

Regard to local and regional authorities the Forum indicated ALDA as a benchmark framework for citizen participation at local level and dialogue between civil society and elected representatives, taking account of the “Code of good practice for civil participation in the decision-making process” drawn up by the Council of Europe’s Conference of INGOs, and approved by the Committee of Ministers

FOSTERING CIVIL SOCIETY IN THE CANDIDATE AND POTENTIAL CANDIDATE COUNTRIES

The EMI congress was organised by the International European Movement and the European Movement in Montenegro, in partnership with the European Commission, the Government of Montenegro and the Municipality of Budva. The aim of the conference, bringing together prominent public and civil society’s figures from Montenegro, the region and the EU, is to promote dialogue between civil society and public institutions in the EU candidate and potential candidate countries, and to contribute to enhanced regional co-operation of the civil society.

After the opening speeches by Mr. Diogo Pinto, Secreatry General of EMI and Mr. Momcilo Radulovic, Secretary General of European Movement Montenegro, the congress participants were addressed by the Prime Minister of Montenegro, Mr. Milo Djukanovic who underlined that  Montenegro is the first country to begin the EU accession talks with the opening of the Chapter 23 and 24, but also the first one to include civil society’s representatives in its negotiating team. He particularly referred to the sector’s role within the project titled “National Convention on European integration of Montenegro”, which is being implemented in partnership with the Government of Slovakia. Mr. Djukanovic reiterated that International European Movement have been making an invaluable contribution to the building of a united Europe since its establishment in 1948.

The key note speakers of the first panel “EU accession process as a framework for national reform and strengthening co-operation of governments and CSOs were Igor Luksic, the Minister of Foreign Affairs and EU integration of Montenegro, Mr. Branko Ruzic, Minister of EU integration of Serbia, Ms. Tanja Miscevic, the Chief Negotiator for the accession of the Republic of Serbia to the EU, Prof. Franz – Lothar Altman, Senior Research Fellow, Alexander Onassis Foundation, Athens, Ms. Gledis Gjipali, Executive Director of EM Albania.

Economic crisis and the European integration project constituting a wider context for fostering civil society in candidate and potential candidate countries were the main topics of the Congress in Budva gathering around one hundred participants representing European movement member organizations from the Western Balkan countries and Turkey as well as from EU MS. During interactive thematic sessions both the panelists and participants  exchanged ideas on modalities for creating grounds for a stronger union between civil society and the EU institutions so as to persuade the national governments in the region to undertake or speed up the reforms.

All the thematic panels attracted much attention and provoked a vivid debate and interaction. Particularly interesting was the one in which the panelists were the MPs responsible for EU integration of the National Parliaments and the one dedicated to the EU enlargement and economic crisis.
Many agreed that the further enlargement will be more cumbersome, not only because the new approach introduced as regards the negotiations for chapters 23 and 24 so as to allow maximum time needed to establish the necessary legislation, institutions and solid track of implementation before the negotiation is closed, but above all, because of the longest economic crisis in the last decade. Countries of the Western Balkans, regardless to their present status will need to create their own portfolio of EU integration and develop their own specific model of accession. Learning from those who have recently joined the full membership has been developed as good practice exchange approach and in many ways engaged all the relevant stakeholders – government officials, public administrators, MPs, and also the civil society organizations. However, as emphasized by Mr. Vlastimir Matejic, President of EM Serbia, it is the regional co-operation that requires continuity, mechanisms and people devoted to a common cause – social and economic reforms that would help make visible changes to the benefit of an overall development of the Western Balkans.

Considering the present economic crisis, it would be hard to expect that EU enlargement 2014-2020 would be similar to the previous Programming Period and as indicated by ALDA representative Stanka Parac Damjanovic, Regional Programme Coordinator, the main challenge of CSOs (and not only CSOs) in the Western Balkans will be how to do better with less resources.  Examples of effective networking of LDAs, agreement based co-operation and local memorandums with the local governments were specifically mentioned. Further to this, the need for establishing and further strengthening of NGO Resource and training centres could become a useful tool for both issue based networking and as a source of sustainability.

ALDA officially launches the project Tolerance in Youth Sport – TOYS. The project, granted by the European Commission under the programme Youth in Action, aims at tackling racism and discrimination in sport by promoting social inclusion and integration, volunteering and active citizenship among young people.

In order to achieve the final objective, a five days seminar will be organised in Mesagne (Italy) from 12-19 January 2014 in cooperation with the Euro Mediterranean Scientific and Biomedical Institute (ISBEM) and the ASD Mesagne Volley. The event will bring together as many as 40 youth workers coming from 9 different countries in wider Europe. Participants will be encouraged, through debates, discussions, workshops and in field visits to share best practices, views and ideas, bring in their own expertise and offer proposals on how to tackle racism in sport.

TOYS will therefore provide the participants with new skills and ideas on how to increase the quality and capacity of youth work when dealing with racism and tolerance in youth sport. The activity will also be an occasion for widely showcasing the new 2014-2020 programme for education, training, youth and sport Erasmus+

ALDA lance le project TOYS – Tolerance in Youth Sport (‘Tolérance dans le sport et les jeunes’)

ALDA a officiellement lancé le projet TOYS. Celui-ci, financé par la Commission Européenne dans le cadre du Programme Youth in Action (‘Jeunesse en Action’), vise à aborder et à lutter contre le racisme et la discrimination dans le sport par la promotion l’inclusion sociale et l’intégration, le volontariat et la citoyenneté active parmi les jeunes.

Afin d’atteindre cet objectif, un séminaire de 5 jours sera organisé à Mesagne (Italie) du 12 au 19 Janvier 2014 en coopération avec l’Institut Scientifique et Biomédical Euro-méditerranéen (ISBEM) et l’ASD Mesagne Volley. L’événement réunira près de 401 jeunes travailleurs provenant de 9 pays Européens différents. Les participants seront amenés, à travers des débats, des discussions, des ateliers et des visites de terrain, à partager des bonnes pratiques, des idées et des points de vue en apportant leur propre expertise et en faisant des propositions concernant la lutte contre le racisme dans le sport.

De ce fait, le projet TOYS apportera aux participants de nouvelles compétences et idées en termes d’amélioration de la qualité et de la capacité du travail des jeunes en matière de gestion du racisme et de la tolérance dans le sport. L’activité sera également une opportunité pour mettre en valeur le nouveau programme ERASMUS+ pour 2014-2020 pour l’éducation, la formation et la jeunesse.

ALDA lancia ufficialmente il progetto TOYS – Tolleranza nello Sport Giovanile. Il progetto, supportato dalla Commissione Europea nell’ambito del programma Gioventù in Azione, mira alla lotta contro il razzismo e la discriminazione nello sport, promuovendo l’inclusione e l’integrazione sociale, il volontariato e la cittadinanza attiva tra i giovani.

Al fine di raggiungere i suoi obiettivi, verrà organizzato un seminario di cinque giorni a Mesagne (Italia), 12-19 gennaio 2014, in collaborazione con l’ istituto Euro Mediterraneo Scientifico e Biomedico (ISBEM) e l’ASD Mesagne Volley. L’evento riunirà ben 40 giovani lavoratori provenienti da 9 diversi paesi dell’Europa allargata. I partecipanti saranno incoraggiati, attraverso dibattiti, discussioni, workshop e visite sul campo a condividere le buone pratiche, opinioni e idee, a portare le proprie proposte e competenza su come affrontare il razzismo nello sport.

TOYS fornirà ai partecipanti nuove competenze e idee su come aumentare la qualità e la capacità di lavoro con i giovani quando si tratta di razzismo e tolleranza nello sport giovanile. L’attività costituirà anche un’occasione per far conoscere il nuovo programma 2014-2020 per l’istruzione, la formazione, la gioventù e lo sport, Erasmus +

ALDA запускает проект TOYS – Толерантность в молодежном спорте

ALDA официально запускает проект TOYS – Толерантность в молодежном спорте. Проект, поддерживаемый Европейской Комиссией в рамках программы Молодежь в действии, нацелен на борьбу против расизма и дискриминации в спорте, продвигая включение и социальную интеграцию, волонтерство и активное гражданство среди молодежи.

Для достижения поставленных целей, будет организован пятидневный семинар в Мезанье (Италия), 12-19 января 2014 года, при сотрудничестве с Европейско-Средиземноморским научным и биомедицинским институтом (ISBEM) и ASD Mesagne Volley. Мероприятие объединит 40 молодых трудящихся из 9 различных стран расширенной Европы. Участникам будет предложено посредством дебатов, дискуссий, рабочих групп и визитов на местах поделиться рекомендуемыми практиками, мнениями и идеями, вносить свои предложения и передавать знания относительно того, как противостоять расизму в спорте.

TOYS снабдит участников новыми знаниями и идеями относительно того, как повысить качество и способность работы с молодежью когда речь идет о расизме и толерантности в молодежном сорте. Деятельность будет заключаться также и в возможности познакомить с новой программой на 2014-2020 годы по обучению, образованию, молодежи и спорту, Эразмус +

ALDA pokreće projekat TOYS – Tolerancija u Omladinskom sportu

ALDA zvanično lansira projekat Tolerancija u Omladinskom sportu – TOYS. Projekat, odobren od strane Evropske komisije u okviru programa Mladi u akciji, ima za cilj rešavanje rasizma i diskriminacije u sportu kroz promociju socijalne inkluzije i integracije, volontiranje i aktivno građanstvo među mladim ljudima.

U cilju postizanja konačnog cilja, biće organizovan petodnevni seminar u Mesagne (Italija) od 12-19 januara 2014 , u saradnji sa Euro Mediteranskim naučnim i biomedicinskim institutom (ISBEM ) i ASD Mesagne Vollei. Manifestacija će okupiti čak 40 omladinskih radnika iz 9 različitih zemalja širom Evrope. Učesnici će biti podsticani, da kroz debate, diskusije, radionice i posete na terenu, deli najbolje prakse, stavove i ideje, donesu svoju stručnost i ponude predloge o tome kako se uhvatiti u koštac sa rasizmom u sportu.

TOYS će stoga obezbediti učesnike sa novim veštinama i idejama o tome kako da se poveća kvalitet i kapacitet omladinskog rada na temu rasizma i tolerancije u omladinskom sportu. Aktivnost će takođe biti prilika za široko prezentovanje novog 2014-2020 programa za obrazovanje, obuku, omladinu i sport Erazmus +.
