Umjetnik iz Donje Normandije u rezidenciji u Kokinu, Makedonija

Tijekom mjeseca listopada, Fleur Helluin, mlada vizualna umjetnica iz regije Donja Normandija u Francuskoj, sudjelovala je u programu umjetnika u Makedoniji. Fleur Helluin radila je na projektu u Kokinu, arheološkom nalazištu brončanog doba koje je drevna zvjezdarnica. Tijekom boravka u Makedoniji, Fleur je počela crtati i hvatati neke zvukove. Izložba njezinog rada trebala bi se održati u Skoplju i u regiji Donja Normandija 2014. godine.
Mobilnost i kultura su ključni u projektima decentralizirane suradnje između regije Donja Normandija i Republike Makedonije. Fleur Helluin imala je priliku surađivati s Lokomotivom - Centrom za nove inicijative u umjetnosti i kulturi, izložbenim centrom Osten, kao i s Francuskim kulturnim institutom iz Skoplja.
Ovu je rezidenciju financijski podržao Francuski institut u Parizu u suradnji s Regionalnim vijećem Donje Normandije. Za 2014. planiran je još jedan projekt Rezidencije u Makedoniji za umjetnika iz regije Donje Normandije. Alexis Debœuf će u rezidenciji dočekati Lokomotiva i Kulturni centar iz Bitolja.

20th anniversary of LDAs Subotica and Osijek
The cross-border café organised for twelve municipalities in the border area of Croatia and Serbia, hosted by the city of Subotica was a more than symbolic framework and excellent opportunity to mark the 20th anniversary of the two “oldest” LDAs in the Western Balkans, established as early as in 1993.
Considering the many years of joint work within the ALDA network, symbolic were also the title and the content of the action jointly developed and being implemented by the two LDAs whose communication and co-operation has become a daily routine in the course of implementing of the series of cross-border capacity building and networking activities of the project: Support to networking and twinning at European level – SNET.EU (IPA CBC Croatia-Serbia Programme).
During the introductory part, the four LDA Delegates got together and addressed the participants: Miljenko Turniski, Delegate and president of LDA Osijek, Olga Perusic, former Delegate of LDA Subotica (2009-11), Silvija Patarcic, Delegate of LDA Subotica, and Stanka Parac Damjanovic, ALDA Regional programme Coordinator (Delegate of LDA Subotica, 2002-2008). The newly elected Deputy Mayor of Subotica, Sinisa Babickovic, responsible for international and regional co-operation awarded the two Local Democracy Agencies with a symbolic Certificate of Partnership, complementary also with the signed Cooperation Agreement between the cities of Osijek and Subotica.
During the event gathering some 50 representatives of Local governments and CSOs successful EU funded projects were presented, while the recently established LDA Subotica Resource and Training Centre was the venue of exchange of good practice and cross-border co-operation planning process. After the seminar, the guests from Croatia visited the traditional Christmas Fair in the city centre of Subotica.

Le café transfrontalière a organisé un événement pour douze municipalités de la région de frontière entre la Croatie et la Serbie. L’événement, organisé dans la ville de Subotica, a représenté aussi au niveau symbolique une excellente occasion de célébrer le 20e anniversaire de deux «vieux» ADL dans les Balkans occidentaux, établis en 1993.
Compte tenu des nombreuses années de travail fait en commun au sein du réseau de l’AADL, symbolique était aussi le titre et le contenu de l’action développée conjointement et mis en œuvre par les deux ADL, dont la communication et la coopération est devenue une routine quotidienne lors du renforcement des capacités transfrontalières et du renforcement du réseautage du projet: Appui à la mise en réseau et de jumelage au niveau européen – SNET.EU (IPA CBC Programme Croatie-Serbie).
Au cours de la partie introductive, les quatre délégués LDA ont rencontré et salué les participants: Miljenko Turniski, Delegué et Président de l’ADL d’Osijek, Olga Perusic, ancien Directeur de l’ADL de Subotica (2009-11), Silvija Patarcic, Délégué de l’ADL Subotica, et Stanka Parac Damjanovic, coordonnateur du Programme Régional AADL (Délégué de l’ADL de Subotica, 2002-2008). L’adjoint au maire nouvellement élu de Subotica, Sinisa Babickovic, responsable de la coopération internationale et régionale, a décerné aux deux Agences de la Démocratie Locale un certificat symbolique de partenariat, aussi complémentaire à l’accord de coopération signé entre la ville d’Osijek et Subotica.
Pendant l’événement, qui a réuni quelque 50 représentants des gouvernements locaux et des organisations de la société civile, ont été présentés avec succès des projets financés de la parte de l’UE; dans cette occasion a également été présenté l’ « ADL Subotica Resource and Training Centre »que, récemment créé, a été le lieu d’échange de bonnes pratiques et de planification des processus de coopération transfrontalière. Après le séminaire, les clients de la Croatie ont visité la traditionnelle Foire de Noël dans le centre de la ville de Subotica.

Il ‘caffé transfrontaliero’, organizzato per dodici comuni della zona di confine tra la Croazia e la Serbia e ospitato dalla città di Subotica, ha rappresentato la cornice ideale per celebrare il 20 ° anniversario delle due più vecchie ADL nei Balcani occidentali, istituite già nel 1993.
Considerando i tanti anni di lavoro congiunto all’interno della rete di ALDA, simbolico era anche il titolo e il contenuto dell’azione sviluppata congiuntamente e in corso di implementazione da parte delle due ADL, la cui la comunicazione e cooperazione è diventata una routine quotidiana nel corso dell’attuazione di rafforzamento delle capacità transfrontaliere e delle attività di networkingdel progetto: Sostegno alla creazione di reti e gemellaggio a livello europeo – SNET.EU (IPA CBC Programma Croazia-Serbia).
Durante la parte introduttiva, i quattro Delegati delle ADL si sono riuniti e hanno salutato i partecipanti: Miljenko Turniski, Delegato e presidente della ADL Osijek, Olga Perusic, ex Delegata della ADL Subotica (2009-11), Silvija Patarcic, Delegata ADL Subotica, e Stanka Parac Damjanovic, Coordinatrice del Programma Regionale ALDA (Delegata della ADL Subotica, 2002-2008). Durante l’evento che ha riunito circa 50 rappresentanti dei governi locali e delle organizzazioni della società civile sono stati presentati con successo i progetti finanziati dall’UE, mentre la recente istituzione ADL Subotica Resource e Training Centre è stata la sede di scambio di buone pratiche e di pianificazione della cooperazione del processo transfrontaliero. Dopo il seminario, gli ospiti dalla Croazia hanno visitato la tradizionale Fiera di Natale nel centro della città di Subotica.

‘Приграничное кафе’, организованное для двенадцати муниципалитетов приграничной зоны между Хорватией и Сербией, которое принимал у себя город Суботица, явилось идеальным контекстом для празднования 20 годовщины двух наиболее старых ADL на западных Балканах, основанных уже в 1993 году.
Принимая во внимание многие годы совместного сотрудничества в рамках сети ALDA, символичным было как название, так и содержание совместно проведенного двумя ADL мероприятия, общение и сотрудничество которых стало привычным в ходе осуществления и усиления приграничных возможностей и установления деловых контактов в рамкахпроекта: Поддержка в налаживании связей и побратимства на европейском уровне – SNET.EU (IPA CBC Программа Хорватия-Сербия).
В ходе вступительной части четыре делегата ADL собрались вместе и поприветствовали участников: Миленко Турниски, делегат и президент ADL г. Осиек, Ольга Перусич, бывший делегат ADL Суботица (2009-11), Сильвия Патарчич, делегат ADL Суботица и Станка Прач Дамьянович, координатор региональной программы ALDA (делегат ADL Суботица, 2002-2008). Prekogranična kafa organizovana za dvanaest opština iz pograničnog područja Hrvatske i Srbije, čiji je domaćin bila grad Subotica je više od simboličnog povoda i odlična prilika za obeležavanje 20. godišnjice dve “najstarije ” Agencije lokalne demokratije na Zapadnom Balkanu, osnovane još 1993. godine.
Imajući u vidu mnoge godine zajedničkog rada u okviru ALDA mreže, simbolični su i naslov i sadržaj aktivnosti zajednički razvijenih i implementiranih od strane dve ALD čija jekomunikacija i saradnja postala dnevna rutina u toku sprovodjenja serija prekograničnih aktivnosti na izgradnji kapaciteta i umrežavanju u okviru projekta: Podrška umrežavanju i evropskoj saradnji gradova i opština – SNET.EU (IPA CBC Hrvatska – Srbija Program).
Tokom uvodnog dela, četiri LDA delegata su se obratili učesnicima: Miljenko Turniški, delegat i director LDA Osijek, Olga Horvat, bivši delegat LDA Subotica (2009-11), Silvija Patarčić, delegat LDA Subotica, i Stanka Parać Damjanović, ALDA Regionalni program koordinator (delegat LDA Subotica, 2002-2008). Novoizabrani pomoćnik gradonačelnika Subotice, Siniša Babičković, odgovoran za međunarodnu i regionalnu saradnju dodelio je dvema Agencijama lokalne demokratije simboličnu povelju o partnerstvu, komplementarnu i sa potpisanim Sporazumom o saradnji između gradova Osijeka i Subotice.
Tokom manifestacije koja je okupila oko 50 predstavnika lokalnih samouprava i organizacija civilnog društva predstavljeni su uspešni projekti koje finansira EU, a nedavno osnovani LDA Subotica Resursni Centar za obuku je bio mesto razmene dobre prakse i procesa planiranja prekogranične saradnje. VP Reding receiving EYCA recommendations from Roirant: I know how much effort it took for our citizens to build them
We are happy to share the verbatim of what the Vice-President Viviane Reding said while receiving the EYCA’s policy recommendations from its chairmain, Jean-Marc Roirant:
“80 sentences… There are days and nights, months inside this piece of works. Meetings, reflections coming out from those meetings from an uncountable number of citizens from all countries.
I know what efforts were put into those 80 recommendations, and I can say today that all those 80 recommendations will be analysed and used for our actions.
At the end of the European Year of Citizens, next May, the Commission will present a report on citizens, on what they have communicated, to me and to other commissioners, through the 1 million questions received every year by the Commission and to what the Commission has to answer – and answers, and to the 80 recommendations you put together.
So they will be part of our report on citizenship, a report which will go on the table of political parties so that they can use them, in front of their electors, because we want a participatory debate, with high involvement, during the campaign; this debate would lead to a better election for European MEP, those who will have the burden to make laws, to pave the way for 507 million citizens. You are very well represented, you have something important to say and that ‘someting’ is there, I thank you and ensure it will be taken into consideration.”

Ukrainian women in Vicenza support the European choice of their country
On 21 December 2013, ALDA, together with the Association Orizzonti Comuni and Ufficio Migrantes organized an event at Palazzo delle Opere Sociali, in Piazza Duomo in Vicenza.
The aim of the meeting was to discuss the ongoing situation in Ukraine. The event was attended by many Ukrainian women, all caretakers for families in the area.
Isabella Sala, Councilor for the community and the family of the Municipality of Vicenza, participated at the event as well as the Councilor for Education, Youth and equal opportunities in Bassano del Grappa, Anna Toniolo and the Regional Councillor Stefano Fracasso.
All the participants expressed a strong concern about the situation faced by the country, as well as solidarity with their compatriots who guard all the day and night Maidan square in Kiev. They all support a change of government and its policies, which are not addressed to the well-being of the population, but to the interests of political parties. Axcess in the Europe Union would mean a different future for young people thanks to the role played by citizens, who really want to participate in economic and social policies, and to contribute to a peaceful coexistence and cooperation between peoples. For this reasons, it is important to keep Ukraine united, avoiding any division between West and East of the country.
The meeting ended with the commitment of the Ukrainian women to be more united in Italy, to support each other while away from their Country, without losing hope in the future of their children, grandchildren and the beloved Ukraine.
On 21 December 2013, ALDA, together with the Association Orizzonti Comuni and Ufficio Migrantes organized an event at Palazzo delle Opere Sociali, in Piazza Duomo in Vicenza.
The aim of the meeting was to discuss the ongoing situation in Ukraine. The event was attended by many Ukrainian women, all caretakers for families in the area.
Isabella Sala, Councilor for the community and the family of the Municipality of Vicenza, participated at the event as well as the Councilor for Education, Youth and equal opportunities in Bassano del Grappa, Anna Toniolo and the Regional Councillor Stefano Fracasso.
All the participants expressed a strong concern about the situation faced by the country, as well as solidarity with their compatriots who guard all the day and night Maidan square in Kiev. They all support a change of government and its policies, which are not addressed to the well-being of the population, but to the interests of political parties. Axcess in the Europe Union would mean a different future for young people thanks to the role played by citizens, who really want to participate in economic and social policies, and to contribute to a peaceful coexistence and cooperation between peoples. For this reasons, it is important to keep Ukraine united, avoiding any division between West and East of the country.
The meeting ended with the commitment of the Ukrainian women to be more united in Italy, to support each other while away from their Country, without losing hope in the future of their children, grandchildren and the beloved Ukraine.

2013 was the European Year of Citizens and we were all very much involved in actions, disseminations, recommendations and debates on this topics! We are pleased to deliver to all of you the Recommendations of the Alliance for the EYC 2013 (.pdf).
Next year, we will work hard to produce a change and make sure that the institutions at all levels put our recommendations into action! We will act to make it happen, especially at the local level.
We are celebrating Christmas and New Year’s Eve thinking and supporting those who are promoting the European choice in Ukraine. Many of them are our friends and colleagues with whom we have been working for many years. Our thoughts go to all those who are searching their way in democracy, fighting for human rights, and struggling to find a way out of the crisis in the EU, in South Eastern Europe and in our Neighborhood partners countries.

Digital mapping of organic producers in the county
Participants of the EU project “POPEYE” completed the educational seminar and ICT training, and started mapping organic producers in Osijek-Baranja and Vukovar-Srijem county
OSIJEK, 22 November 2013.
Local Democracy Agency Osijek is currently implementing a project “POPEYE – Promoting Organic Production, Enhancing Youth Employment” which is financially supported by the European Union (Youth in Action program, measure 4.4. Projects that encourage innovation and quality) in Osijek-Baranja nad Vukovar-Srijem county, which is also carried out in France, Bulgaria, Estonia, Croatia, Italy and Cyprus. Project participants are young people between 15 and 25 from the two project counties who have undergone training seminar on sustainable development, ecology and organic food production. The aim of the seminar was to encourage young people from rural areas to participate in community life, to provide them an opportunity for better understanding of the concept of active citizenship and sustainable development, and economic and environmental needs and problems of their own community in the European context.
After this education, participants have undergone practical ICT training in which they have gained practical knowledge of designing websites and digital mapping. Together they made a questionnaire that will help in the collection of basic data and mapping of organic farmers in the geographical area of the project progress. Fifteen selected participants began with fieldwork in which they will contact and visit farmers, collect necessary data, process and publish them on the web stranici which serves as a point of contact between young and organic producers.
Top ten, most active and motivated participants will be selected for the final international event which will be held at the beginning of next year in Strasbourg, France, in which young people from Osijek-Baranja and Vukovar-Srijem county will have the opportunity to meet international participants and partners, share experiences and establish contacts with international entrepreneurial world of organic agriculture.

On Sunday 15 December 2013, a meeting in Banja Luka, in Republika Srpska in Bosnia and Herzegovina, was organised between a delegation from Friuli Venezia Giulia Region, including the President of the Health Commission of the Regional Council Franco Rotelli, the Vice President of ALDA Alessandro Perelli, and the head from Trentino for mental health of the WHO Roberto Mezzina, with the Minister for Labour and Welfare of the Republika Srpska Petar Dokic.
The organisation of the meeting was supported by Zoran Lukic, member of ALDA’s Scientific Committee.
During the meeting, the basis for the development of services in the local community for people with mental problems were discussed. The beneficiaries have the right to receive psychiatric treatment and be respected in their personal dignity, therefore mental hospitals need to be closed.

ALDA staff back to school to discuss European citizenship
Within the project ‘Zero km’, in collaboration with the European Federalist Movement, ALDA organised an informative session on the topic of European citizenship with 13-year-old students of the Scuola Media “Ambrosoli” in Vicenza, Italy.
The event was possible thanks to the interest and support of the Professors Marina Petroni and Francesca Pelizzaro. In the spotlight the principles of European identity, the rights and duties of the European citizens.
The non-formal and participatory methods used contributed to actively involve the youngsters, who were informed and interested to Europe and its challenges, and actively discussed the rights connected with European citizenship, and the limits they see in it. The debate was lively and two-way, and ALDA representatives Marco Boaria and Anna Ditta were definitely happy to have gone back to school.

A Turkish delegation meeting the Regional Council of FVG

Yesterday, 18 December a meeting in Trieste was held in the Regional Council. A Turkish delegation from two municipality of Zonguldak and Karadeniz Eregli, twinned with the municipality of Monfalcone, were welcomed by Emiliano Edera, representing the Regional Council, in the framework of the project of the United Nations LAR2.
The Turkish delegation was composed by Muharrem Akdemir and Riza Kemal Cangoz (Mayor and Deputy Mayor of Zonguldak), Necati Akkas (International Relations of Zonguldak), Baki Kara (Executive sector Culture and Social Policies of Karadeniz eregli), Murat Cetinel and Meltem Göktan (International Relations of Karadeniz Eregli). The Turkish Delegation was accompanied by Diego Santaliana from the Municipality of Monfalcone and Alessandro Perelli, Vice President of ALDA, and the Communication Officer of the association Irene Zanetti were also present.
The municipality of Monfalcone and ALDA are both partners in the “Law of 19 IT-Turkey” project, in order to present the best practices of the FVG Region that will be transferred from January 2014 to the two service centers that Turkish municipalities are activating.
Emiliano Edera confirmed its will to deepen the collaboration between the Region and the Turkish reality and stressed the intense commercial exchanges and historical cultural relations with Turkey.
