Gianfranco Martini scholarship 2014 - Apply by 30 April

ALDA set up a scholarship in memory of its Honorary President Gianfranco Martini.
University students and researchers can apply by 30 April for the 2014 edition. Focus of their study or project have to be the development of theoretical and practical strategies to promote local democracy, engagement of civil society and/or interethnic dialogue.

The successful candidate will be announced at the annual General Assembly of ALDA in June 2014, where the scholar will present the results of his or her study, which will be widely disseminated.
Gianfranco Martini, who passed away in October 2012, was among the initiators of the concept of Local Democracy Agencies, and became the first President of ALDA when it was founded in 1999. Throughout his active life he passionately promoted local democracy, civic engagement, and interethnic dialogue, especially in Western Balkans.

Diventare Euro-Progettisti a Vicenza - ultime due settimane per iscriversi al corso di ALDA

ALDA organizza un corso di Euro-Progettazione sulla nuova programmazione europea 2014-2020. Il corso fornirà ai partecipanti le informazioni e gli strumenti necessari per muovere i primi passi e orientarsi nell’ambito della progettazione europea.

Attraverso il corso di formazione proposto, i partecipanti impareranno a:
• conoscere i programmi comunitari
• reperire le informazioni necessarie
• impostare una proposta progettuale
Il corso è particolarmente indicato per studenti, operatori sociali e culturali e per coloro che lavorano per associazioni o enti locali. Tra i formatori ci saranno Marco Boaria, Responsabile del Dipartimento Risorse e Sviluppo di ALDA, Anna Ditta, Progettista di ALDA, oltre ad esperti ad hoc.
Il corso si svolgerà in 7 incontri a partire dal 10 marzo per un totale di 20 ore di formazione e si terrà ogni lunedì, presso la sede ALDA di Vicenza, Viale Milano 66. L’orario sarà concordato in base alle esigenze dei partecipanti.  Al termine del corso verrà rilasciato, inoltre, un attestato di frequenza.

Dialogue between authorities and citizens key to address protests in Bosnia and Herzegovina

The Association of Local Democracy Agencies (ALDA) and the three Local Democracy Agencies based in Bosna i Hercegovina are deeply worried about the on-going protests in the country. This situation is a direct consequence of the current economic, social and political difficulties, and at the same time of the lack of actions from the institutions.

We call for a non-violent resolution of the protests, and we condemn the exploitation of citizens’ dissatisfaction and rage in the pursuit of political agendas, as well as to heighten ethnic divisions. We strongly encourage the start of a dialogue involving political institutions and the whole civil society

Friuli Venezia Giulia hosting a study visit from the region Istria

The President of ALDA Oriano Otocan and the President of the Regional Council of Friuli Venezia Giulia Franco Iacop (the first and the second persons on the left in the picture) took part to a study visit involving a delegation of 49 representatives of the Croatian region Istria, researchers and experts in the food and wine sector, who visited different producers and institutions in the territory of the region Friuli Venezia Giulia.

During this occasion, Mr Otocan and Mr Iacop went through the different projects in the field, and more generally involving cooperation between the regions Istria and FVG, realised by the Local Democracy Agencies based in Verteneglio.

Sara Tesi, member of the Board of the Local Democracy Agency Armenia, also attended the initiative.

ALDA Skopje is accredited EVS organisation

Association of Local Democracy Agencies (ALDA)-Skopje, coordinator of the decentralised cooperation Lower-Normandy/Macedonia, has been accredited to act as a Sending, Host and Coordinating organisation within the European Commission’s Youth in Action programme. The European Voluntary Service (EVS) aims to promote youth, mobility, active European citizenship, solidarity and non-formal education, as well as intercultural dialogue.
ALDA Skopje is happy to support the young volunteers towards their new experiences and skills in order to actively participate in the European society.
The accreditation is valid until February 2017.

ALDA presented the voice of active civil society in local governance in Eastern Partnership at the Civex Committee of the CoR

Now we need to go from assessment and recommendations, to action!

ALDA, represented by the Director Antonella Valmorbida, presented the voice of civil society active in Local Governance in the Eastern Partnership Countries at the Committee of the Regions on Monday 10 February.  During the session, the results achieved by the Corleap in Vilnius (for the Summit of the EaP in November 2013) were presented to the Civex Members. Mrs. Valmorbida raised the concern of the 25 NGOs present in the Subgroup on Local Government and Public Administration Reform of the Civil Society Forum for Eastern Partnership as for the non democratic process going on in Ukraine and she reminded the presence of political prisoners in Belarus and Azerbaijan.

As for the follow up of the Vilnius summit, the result achieved by the Corleap to focus on Fiscal Decentralisation and Territorial cooperation is considered a great success for the Subgroup of the CSF EaP and for ALDA. Those are concrete themes to start with: “Now we need to go from assessment and recommendations, to action! When we talk about local government and decentralisation, those are not abstract concepts. These aspect should be come the basis of conditionality for further development of the EaP process”.

The long standing cooperation between the CSF EaP and Corleap is an good example of building networking and synergies towards common goals and cooperation between local authorities and civil society.

During the session, the Civex committee adopted the Opinion on the Enlargement strategy and main challenges 2013-2014

Après l’évaluation et les recommandations, nous avons maintenant besoin d’action !
Lundi 10 février, l’ALDA – représentée par sa directrice Mme. Antonella Valmorbida – a porté la voix de la société civile active dans la gouvernance locale des pays du Partenariat oriental au Comité des Régions (CoR). Pendant la session, les résultats obtenus par la Conférence des collectivités régionales et locales pour le Partenariat oriental (CORLEAP) en novembre 2013 à Vilnius ont été présenté aux membres du Comité « Citoyenneté, gouvernance, affaires institutionnelles et extérieures » (CIVEX). Mme. Valmorbida attiré l’attention des 25 ONG présentes dans le groupe de travail sur la réforme de l’administration publique du Forum de la société civile du Partenariat oriental (CSF EaP) sur les récents développements antidémocratiques en Ukraine, et a rappelé la présence de prisonniers politiques en Biélorussie et en Azerbaïdjan.
Le groupe de travail du CSF EaP et l’ALDA considèrent le résultat de la CORLEAP de Vilnius sur le thème de la décentralisation fiscale et de la coopération territoriale comme un succès important. « Après l’évaluation et les recommandations, nous avons maintenant besoin d’action ! Lorsque nous parlons de gouvernement local et de décentralisation, il ne s’agit pas de concepts abstraits. Ces aspects doivent être à la base de la conditionnalité pour approfondir le développement du Partenariat oriental. »
La coopération de long terme entre le CSF EaP et la CORLEAP est un bon exemple de création de réseaux et de synergies dans la poursuite de buts communs et d’une coopération approfondie entre autorités locales et société civile.

Passiamo dalle analisi e dalle raccomandazioni all’azione!

ALDA, rappresentata dalla Direttrice Antonella Valmorbida, ha presentato la voce della società civile attiva nell’Amministrazione Locale nel Partenariato Orientale al Comitato delle Regioni (CoR) lunedì 10 febbraio. Durante la sessione, i risultati ottenuti dal Corleap a Vilnius (per il Summit dell’EaP del novembre 2013) sono stati presentati ai membri del Civex. La signora Valmorbida ha espresso la preoccupazione delle 25 NGO presenti nel Sottogruppo della Riforma del Governo Locale e della Pubblica Amministrazione del Forum della Società Civile per il Partenariato Orientale per i processi non democratici in corso in Ucraina, e ha ricordato la presenza di prigionieri politici in Bielorussia e Azerbaijan.
Relativamente al follow-up del meeting di Vilnius, il risultato ottenuto dal Corleap nel focus sulla Decentralizzazione Fiscale e la Cooperazione Territoriale è considerato un gran successo per il Sottogruppo del CSF EaP e per ALDA. Quelli sono temi concreti per iniziare: “Adesso abbiamo bisogno di passare dalle analisi e le raccomandazioni all’azione! Quando parliamo di governo locale e decentralizzazione, non si tratta di concetti astratti. Questi aspetti dovrebbero diventare le basi della condizionalità per un maggiore sviluppo del processo dell’EaP”.
La lunga cooperazione tra il CSF EaP e Corleap è un buon esempio di creazione di condivisioni e sinergie verso obiettivi comuni e cooperazioni tra autorità locali e società civili.

В ходе сессии, членам Комиссии по вопросам гражданства, управления, институтов и внешних связей (Civex) были представлены результаты, полученные Конференцией региональных и местных органов власти стран Восточного партнерства Corleap в Вильнюсе (на Встрече на высшем уровне ВП в ноябре 2013). Госпожа Вальморбида выразила озабоченность 25 присутствующих НПО в Подгруппе Реформы Местного Правительства и Государственного управления Форума Гражданского Общества для Восточного Сотрудничества недемократическими процессами, происходящими в Украине, и напомнила о существовании политических заключенных в Белоруссии и Азербайджане.
В связи с follow-up заседания в Вильнюсе, результат, полученный Corleap в рамках Фискальной Децентрализации и Территориальной Кооперации считается большим успехом для Подгруппы ФГО ВП и для ALDA. Это конкретные темы, которыми нужно заняться: “Теперь нам нужно перейти от анализа и рекомендаций к действию! Когда мы говорим о местном правительстве и децентрализации, речь не идет об абстрактных понятиях. Эти аспекты были бы должны стать основными условиями для большего развития процесса ВП”.
Длительное сотрудничество между ФГО ВП и Corleap хороший пример создания совместной работы и совместных усилий для достижения общих целей и сотрудничества между местными властями и гражданским обществом.

Sada moramo krenuti od procena i preporuka, u akciju!

ALDA, koju zastupa direktor AntonellaValmorbida, predstavila je glas civilnog društva aktivnog u lokalnoj samoupravi zemalja Istočnog partnerstva u Komitetu regiona u ponedeljak, 10. februara. Tokom sednice, postignuti rezultati Corleap-a u Viljnusu (za Samit EAP u novembru 201) predstavljeni su članovima Civex-a.

Gđa. Valmorbida je izrazila zabrinutost prisutnih 25 NVO u podgrupi za lokalnu samoupravu i reformu javne uprave Foruma civilnog društva za Istočno partnerstvo, vezanu za nedemokratski proces koji se dešava u Ukrajini i podsetila je na prisustvo političkih zatvorenika u Belorusiji i Azerbejdžanu.

Što se tiče nastavkaViljnus samita, rezultati postignuti od strane Corleap-a koji se odnose na fiskalnu decentralizaciju i teritorijalnu saradnju se smatra velikim uspehom podgrupe za CSF EAP i za ALDA-u . To su konkretne teme s kojima treba početi: ” Sada moramo da krenemo od procena i preporukea, u akciju! Kada govorimo o lokalnoj samoupravi i decentralizaciji, one nisu apstraktni pojmovi. Ovi aspekti trebaju postati osnova uslovljavanja za dalji razvoj. EAP procesa”.

Dugogodišnja saradnja između CSF EAP i Corleap je dobar primer izgradnje mreže i sinergija ka zajedničkim ciljevima i saradnji između lokalnih vlasti i civilnog društva.

Dugogodišnja saradnja između CSF EAP i Corleap je dobar primer izgradnje mreže i sinergija ka zajedničkim ciljevima i saradnji između lokalnih vlasti i civilnog društva.

Tokom sednice, Civex odbor je usvojio mišljenje o strategiji proširenja i glavnim izazovima 2013-2014.

Riscatto mediterraneo. Voci e luoghi di dignità e resistenza. Questo il titolo del libro di Gianluca Solera che sarà presentato a Vicenza il prossimo giovedì 13 febbraio.

L’iniziativa, organizzata da ALDA in collaborazione con Presenza Donna e «Salaam-Ragazzi dell’olivo», permetterà di incontrare l’autore di un libro che è un vero e proprio viaggio nel Mediterraneo dei nostri giorni. Gianluca Solera, attivo da anni su questi temi anche come consigliere al Parlamento europeo, dialogherà con la dott.ssa Elisabetta Bartuli, arabista del master MIM di Ca’ Foscari, intorno alle storie di paesi e popoli protagonisti di grandi cambiamenti, in un’area sempre più potentemente, e troppo spesso tragicamente, al centro delle cronache di questo tempo.

«È un libro che parte dalla Primavera araba» – scrive l’autore – «di cui sono stato diretto osservatore e partecipe, e attraversa i movimenti degli Indignati, interrogandosi sul perché il Mediterraneo sia diventato un fulcro del riscatto cittadino contro capitalismo selvaggio, de-democratizzazione e banalizzazione culturale».

ALDA meets with representatives from Serbia and Republic of Srpska

On Thursday 6 February, a meeting on economical and social relationship between Serbia, Republic of Srpska, and the city of Monfalcone was held.

Among the attendees Zoran Lukic, councilor of the Welfare Minister Djokic in Banja Luka, and member of ALDA’s Scientific Committee; the Vice President of ALDA Alessandro Perelli; the councilor for economics of the Serbian Government Ilja Ilic (in the picture with the Deputy Mayor of Monfalcone, Omar Greco). Lucio Gregoretti, member of ALDA Governing Board, and Rada Orescanin, member of the Scientific Committee of the association, were also present.

Different projects and cooperation in the field of promotion of democratic rights supported by ALDA were discussed. Previously, during the same day, Perelli, Ivic, and Lukic met in Trieste ALDA President Oriano Otocan, and discussed the topic of strengthening active citizenship in the Balkans.

Support to Consolidating Democracy in Armenia

On 5th February 2014, the lauching event “Support to Consolidating Democracy in Armenia” was organized in Yerevan, Armenia. More than 100 people were present at the event; the representatives of the civil society, NGOs, and communities leaders. Mr. Oleksandr Pavlyuk, Head of the Council of Europe Office in Yerevan, Mr. Armen Gevorgyan, RA Deputy Minister, Minister of Territorial Administration, Mr. Ole Rasmussen, Ministry of Foreign Affairs of Denmark and Mr. Knud Andersen, Vice-Chairman of the Chamber of Regions, Congress of Local and Regional Authorities were among the speakers of the event.

Mr. Pavlyuk announced the launching of the three-year long programme in collaboration with the Ministry of Territorial Administration and expressed special gratitude to the Government of Denmark.
Mr. Armen Gevorgyan greeted all the participants and wished fruitful years of hard working and tight collaboration. The European Union played a crucial role in the establishment procedure of the local democracy. They are all positive about the further results of the project, as it has emerged in a very difficult period, where many challenges are to be faced. The project will provide sustainable support to the consolidation of the democracy and enhance the rule of the law. The active participation and engagement of the civil society and the empowerment of the council of Aldermen system in all communities are the highlighted criteria of the project. The principle aim is to have big, financial communities, where the population can solve their problems at local level with the direct support of the local self-government bodies.

Mr. Ole Rasmussen stated that this project is about a fight against all the threats of transparent local democracy and good governance. Moreover, three components of the project, which are support of local government reforms, capacity building of local authorities and strengthening local elected representatives’ leadership have equal importance. First of all project implementers should cope with demographic challenges, understand what is happening and develop relevant tools and techniques. The European delegation doesn’t have any intention to teach lessons, rather than they are on the spot to implement the reforms together, to build atmosphere of transparency, trust and sense of leadership, to fill the missing gaps, remove what contradicts to the establishment of local democracy and find out together the best solutions and make steps forward. The project itself cannot achieve success without direct support of the government and the civil society.

Mr. Knud Andersen outlined the importance of the heads of the communities, as they are the people we will intensively promote democracy, form unique form of experiences and establish European standards of understanding of democracy and principles of good governance. Democracy is a progress and a long journey and there is no democracy without direct participation of the civil society. In Armenia he witnesses a big gap among the civil society and the local governance; hence project implementers should affectively cooperate with all levels of local authorities, involve nongovernmental organizations and do all possible to build trust among them. As a closing of the event there was a range of questions interesting for the participants.

MY EUROPE final event - Making European politics more inclusive

The final conference of the project MY EUROPE took place from 29 to 31 January in Mellieha, Malta. Hosted by the Local Government Association, leading the project, it gathered some 40 Maltese and international representatives of local authorities and civil society organizations.

Recommendations on how to improve the access and participation in politics by less advantaged groups of citizens – migrants, youngsters, and women – have been finalized in Malta, and will soon be ready to be presented to the European institutions. The conference was also the occasion to showcase the Political report on “The involvement of young people in democratic life at regional level” that ALDA has contributed to draft under the lead of the Assembly of European Regions and the Region Alsace.

The project started in October 2012 and was aimed at providing a well structured dialogue among twinned or keen-to-cooperate towns, with specific reference to active participation in political life of specific target groups: women, youngsters and immigrants. Fourteen partners from all over Europe were involved, namely from Albania, Bulgaria, France, Italy, Macedonia, and Malta.

Its first event held in February 2013 targeted migrants. It raised awareness about immigration policies in different European countries, and showed the importance of political rights to favour own migrant integration and, in the end, their commitment to policy-making process of their country of residence. Youth and politics was the focus of the event held in Strasbourg in June, organized by ALDA. In November the third event on Women and politics took place in Skopje, and ALDA brought the 30-years-experience of its Swedish partner BalticFem to the conference.
