Elections in Tunisia: substantial step towards democracy and Europe

“Legislative elections in Tunisia were carried out peacefully and without any civil disorders in the last days. This marked a substantial and important step towards democracy and Europe” said Alessandro Perelli, Vice President of ALDA and coordinator of the working group for Mediterranean Africa. “Tunisians, after the Jasmin Revolution of 2010, showed great maturity and demonstrated that they want to continue on the path that already led to a modern Constitution, which contains also significant laws on gender equality”, added Perelli.

“These elections force us to work harder on the opening of a Local Democracy Agency in Tunisia, as ALDA Governing Board decided. Now we working on the last tests concerning logistics issues, operational partnership, and citizenship participation. These last events represent a sign of optimism for Europe and stress the importance of neighbourhood policy, in which the countries of Mediterranean Africa are fully involved” concluded Perelli.

ALDA in mourning for the death of Rossana Fontanari

ALDA is in mourning for the death of Rossana Fontanari, a passionate cooperation worker who spent her life promoting dialogue and peace in the Balkans.

Rossana Fontanari had an extensive experience in the Balkans, managing projects aimed at stimulating dialogue, fostering remembrance, and promoting local democracy, human rights, and peace. She had worked with our member associations “Tavolo per il Kossovo” and “Tavolo Trentino per i Balcani”, very important Italian associations in the Region Trentino-Alto Adige.

Our deepest condolences to her family, friends and colleagues. She will be missed, and we need to continue her work.

Interesting debate “Youth and interculturality: how can we foster the development of our territories?” in the framework of France/ Balkan cooperation

On Wednesday 5th November 2014 in Strasbourg, ALDA, in collaboration with the Association française du Conseil et Régions d’ Europe ( AFCCRE), organised the debate “Youth and interculturality : how can we foster the development of our territory? “ (« Jeunesse et Interculturalité : quel enjeu pour le développement de nos territoires »)

The event was organized in the framework of France/ Balkans multilateral decentralized cooperation programme and its focus was on intercultural dialogue, as an element of diversity enhancement and social cohesion, and the contribution of local and regional authorities in raising public and young people awareness on this issue, in destroying prejudices and diffusing good practices in order to favour the development of individuals and the territory.

To what extent can the action of local authorities be really effective in promoting the development of intercultural competences? How can we justify their action in a economic context characterized by youth unemployment? Is raising awareness on intercultural dialogue among young people a priority, an answer to these problems? These were some of the questions that were at the centre of the conference.

Citizens interested in these issues could attend the event together with the representatives of French and Balkan local authorities. The film “Sur le pas d’Albert Londre dans les Balkans” was projected after the conference.

L’évènement a été organisé dans le cadre du Programme de coopération décentralisée multilatérale France/ Balkans et s’est concentré sur le dialogue interculturel, envisagé à la fois comme un vecteur de valorisation de la diversité et de la cohésion sociale, et sur le rôle des collectivités territoriales dans la sensibilisation du grand public et des jeunes dans la déconstruction des préjugés et dans la diffusion des bonnes pratiques pour favoriser le développement des individus et des territoires.

Dans quelle mesure l’action extérieure des collectivités territoriales peut-elle offrir un cadre de concertation et d’action collective pour répondre à ces enjeux? Et comment justifier l’action extérieure dans un contexte économique contraint, marqué notamment par un fort chômage des jeunes ? La sensibilisation au dialogue interculturel des jeunes citoyens constitue-t-elle une priorité, une réponse à ces problèmes ? Voici quelques-unes des questions qui ont été au centre de la conférence.

Mercoledì 5 Novembre 2014 a Strasburgo, ALDA, in collaborazione con l’Associazione Francese del Consiglio dei Comuni e delle Regioni d’Europa, ha organizzato il dibattito “ Giovani e interculturalità: le scommesse per lo sviluppo del nostro territorio”.

L’evento, organizzato all’interno del Programma di cooperazione decentrata multilaterale Francia/ Balcani, si focalizzava sul dialogo interculturale, come elemento di valorizzazione della diversità e della coesione sociale, e sul ruolo degli enti locali e regionali nel tentativo di sensibilizzare l’opinione pubblica e dei giovani sulla questione, di combattere i pregiudizi e di diffondere le buone pratiche per lo sviluppo degli individui e del territorio.

Fino a che punto l’azione delle autorità locali può essere davvero efficace per lo sviluppo di competenze interculturali? Come possiamo giustificare la loro azione in un contesto economico in cui il tasso di disoccupazione giovanile è altissimo? Sensibilizzare i giovani sul dialogo interculturale è una priorità, una risposta a queste questioni? Queste erano solo alcune delle domande al centro della conferenza.

В среду 5 ноября 2014 года в Страсбурге, ALDA, в сотрудничестве с Французской ассоциацией совета муниципалитетов и регионов Европы, организовала конференцию – дискуссию “Молодежь и интеркультура: попытки развития нашей территории”.

Мероприятие, организованное в рамках Программы многостороннего децентрализованного сотрудничества Франция / Балканы, было сфокусировано на межкультурном диалоге, как на признаке повышения ценности различий и социальной сплоченности, а также на роли местных и региональных организаций в попытке сенсибилизировать мнение общества и молодежи по данному вопросу, бороться с предрассудками и распространять рекомендуемые практики для развития личности и территории.

До какого момента действия местных властей могут быть действительно эффективными для развития межкультурной компетенции? Как можно оправдать их действия в экономическом контексте, в котором процент молодежной безработицы высочайший? Сенсибилизировать молодежь на межкультурный диалог – это приоритет, каков ответ на эти вопросы? Это были только некоторые из вопросов в центре внимания конференции.

Call for Azerbaijan to end crackdown on civil society and uphold Council of Europe Commitments

Global civil society alliance, CIVICUS, and the Center for National and International Studies (CNIS) are gravely concerned at the unprecedented crackdown on civil society and democratic freedoms in Azerbaijan. This is particularly worrying given Azerbaijan’s recent appointment as chair of the Council of Europe, which serves as the region’s preeminent human rights body.

Azerbaijan’s government, indeed, is using a number of repressive tactics to silence dissent and destroy independent civil society associations in the country, which represents a violation to European traditional values. “Since May 2014, the government has opened criminal investigations and frozen the assets of over 20 national and international groups including the Center for National and International Studies (CNIS), Transparency International and Oxfam. As a result of the investigations, the vast majority of the organisations have ceased their operations or left the country, while the leaders of many of the national groups have been forced into exile”, said Leila Alieva, President of CNIS.

On the 17th October, Azerbaijan’s National Assembly passed new amendments to the laws governing the operations of civil society organizations that will enable relevant government ministries to individually approve all international grants to national civil society organisation or even to deny the approval, if the support goes against the interests of the state: thus, it will be impossible for CSOs to operate independently in the country.

Several activists were arrested for protesting against the government’s decisions, lawyer Intigam Aliyev of the Legal Education Society, Leyla Yunus, Director of the Institute for Peace and Democracy (IPD), her husband and historian Arif Yunus, and Rasul Jafarov, chair of the civil society group Human Rights Club. CIVICUS and CNIS urge the members of the Council of Europe to urgently address violations of the European Convention on Human Rights with Azerbaijan’s government, in order to see the activists released

The municipality of Knjaževac (Serbia) is officially a new member of ALDA!

With the official signing of the Letter of Intent between the Municipality of Knjaževac and ALDA – European Association for Local Democracy, Knjazevac became full member of ALDA Europe wide network.

On this occasion, during the 20th and 21st of October, Secretary General Antonella Valmorbida, and regional coordinator of ALDA, Stanka Parać Damjanović, accompanied by the delegate of LDA Subotica, Silvija Patarčić, visited Knjaževac. During this two-day mission they were able to meet with a wide range of local partners of recently opened LDACSS’ office in Knjaževac: representatives of local authorities, institutions and associations. Membership in this network will enable active connection of the Municipality of Knjaževac with other ALDA members, municipalities and cities throughout Europe, the implementation of joint projects and exchange of good practices in good governance and citizen participation at the local level.

Within the scope of newly established cooperation between Knjaževac and ALDA, LDACSS has now also officially open its headquarters in Knjaževac. In this way, the aforementioned municipality has joined the group of nine cities and municipalities from the Balkan region in which LDA offices operate.

The new headquarters of Local Democracy Agency for Central and Southern Serbia is located in the House of Partnerships, at Trg oslobođenja 1, 19350 Knjaževac, Serbia.


La municipalité de Knjaževac (Serbie) est officiellement un nouveau membre de ALDA!

Avec la signature officielle de la lettre d’intention entre la municipalité de Knjaževac et ALDA – l’Association européenne pour la démocratie locale, Knjazevac est devenu membre officiel de l’ensemble du réseau ALDA Europe.

A cette occasion, au cours du 20 et 21 Octobre, la secrétaire générale Antonella Valmorbida, et la coordinatrice régionale de l’ALDA, Stanka Parać Damjanović, accompagné par ls déléguée de l’ADL Subotica, Silvija Patarčić, ont visité Knjaževac. Au cours de cette mission de deux jours, ils ont pu rencontrer un large éventail de partenaires locaux de bureau récemment ouvert de l’ADL CSS à Knjaževac: représentants des autorités locales, institutions et associations. Con la firma ufficiale della lettera d’intenti tra il comune di Knjaževac e ALDA, l’Associazione Europea per la Democrazia Locale, il Comune di Knjaževac è diventato a tutti gli effetti un membro delle rete europea di ALDA.

In questo modo, il comune di Knjževac si è unito al gruppo delle nove città e comuni dalla regione balcanica, nelle quali gli uffici delle ADL operano.

Муниципалитет Княжевац в Сербии, – официально новый член ALDA – а также местонахождение ADL CSS

С официальным подписанием протокола о намерениях между муниципалитетом Княжевац и ALDA, Европейской ассоциацией местной демократии, муниципалитет Княжевац стал полноправным членом европейской сети ALDA.

По случаю этого события 20 и 21 октября, Генеральный секретарь ALDA, Антонелла Вальморбида, Региональный координатор ALDA, Станка Парач Дамьянович, в сопровождении делегата ADL Суботицы, Сильвии Патарчич, посетили город. В ходе этой краткой двухдневной командировки у них была возможность встретить многочисленных местных партнеров нового офиса Агентства местной демократии Центральной и Южной Сербии (LDACSS), открытого в Княжевац: от представителей местных властей, до учреждений и ассоциаций. Присоединение к нашей сети обеспечит прямую связь между муниципалитетом Княжевац и другими членами ALDA, муниципалитетами и городами и во всей Европе, поможет в осуществлении совместных проектов, а также обменом рекомендуемыми практиками, касающимися хорошего управления и гражданского участия на местном уровне.

В рамках нового сотрудничества, установленного между Княжевац и ALDA, Агентство местной демократии Центральной и Южной Сербии (LDA CSS) торжественно официально открыло свой новый офис именно в сербском городке. Таким образом, муниципалитет Княжевац присоединился к группе девяти городов и муниципалитетов балканского региона, в котором действуют офисы ADL.

Opština Knjaževac (Srbija) zvanično novi član ALDA!

Zvaničnim potpisivanjem Pisma o namerama između opštine Knjaževac i ALDA – Evropske asocijacije za lokalnu demokratiju, Knjaževac je postao punopravni član ALDA evropske mreže.

Ovom prilikom, 20. i 21. oktobra, generalni sekretar Antonella Valmorbida, i regionalni koordinator ALDA, Stanka Parać Damjanović, u pratnji delegata LDA Subotica, Silvije Patarčić, posetili su Knjaževac. Tokom ove dvodnevne misije imali su priliku da se sastanu sa širokim spektrom lokalnih partnera nedavno otvorene LDACSS kancelarije u Knjaževcu: predstavnicima lokalnih vlasti, institucija i udruženja. Članstvo u ovoj mreži će omogućiti aktivnu vezu opštine Knjaževac sa drugim članovima ALDA, opštinama i gradovima širom Evrope, realizaciju zajedničkih projekata i razmenu dobrih praksi, dobre lokalne uprave i učešća građana na lokalnom nivou.

U okviru novonastale saradnje Knjaževca i ALDA-e, LDACSS je sada i zvanično otvorila svoje sedište u Knjaževcu. Na ovaj način se opština pridružila grupi od devet gradova i opština sa Balkana u kojem LDA kancelarije delluju.

Novo sedište Agencije lokalne demokratije za centralnu i južnu Srbiju nalazi se u Domu partnerstva, u ulici Trg oslobođenja 1, 19350 Knjaževac, Srbija.

With the official signing of the Letter of Intent between the Municipality of Knjaževac and ALDA – European Association for Local Democracy, Knjazevac became full member of ALDA Europe wide network.

On this occasion, during the 20th and 21st of October, Secretary General Antonella Valmorbida, and regional coordinator of ALDA, Stanka Parać Damjanović, accompanied by the delegate of LDA Subotica, Silvija Patarčić, visited Knjaževac. During this two-day mission they were able to meet with a wide range of local partners of recently opened LDACSS’ office in Knjaževac: representatives of local authorities, institutions and associations. Membership in this network will enable active connection of the Municipality of Knjaževac with other ALDA members, municipalities and cities throughout Europe, the implementation of joint projects and exchange of good practices in good governance and citizen participation at the local level.

Within the scope of newly established cooperation between Knjaževac and ALDA, LDACSS has now also officially open its headquarters in Knjaževac. In this way, the aforementioned municipality has joined the group of nine cities and municipalities from the Balkan region in which LDA offices operate.

The new headquarters of Local Democracy Agency for Central and Southern Serbia is located in the House of Partnerships, at Trg oslobođenja 1, 19350 Knjaževac, Serbia.


La municipalité de Knjaževac (Serbie) est officiellement un nouveau membre de ALDA!

Avec la signature officielle de la lettre d’intention entre la municipalité de Knjaževac et ALDA – l’Association européenne pour la démocratie locale, Knjazevac est devenu membre officiel de l’ensemble du réseau ALDA Europe.

A cette occasion, au cours du 20 et 21 Octobre, la secrétaire générale Antonella Valmorbida, et la coordinatrice régionale de l’ALDA, Stanka Parać Damjanović, accompagné par ls déléguée de l’ADL Subotica, Silvija Patarčić, ont visité Knjaževac. Au cours de cette mission de deux jours, ils ont pu rencontrer un large éventail de partenaires locaux de bureau récemment ouvert de l’ADL CSS à Knjaževac: représentants des autorités locales, institutions et associations. L’appartenance à ce réseau permettra une connexion active de la municipalité de Knjaževac avec d’autres membres de l’ALDA, les municipalités et villes à travers l’Europe, la mise en œuvre de projets conjointes et l’échange de bonnes pratiques en matière de bonne gouvernance et de participation citoyenne au niveau local .

Dans le cadre de la coopération nouvellement établie entre Knjaževac et l’ALDA, l’ADL CSS a maintenant ouvert officiellement son siège à Knjaževac. Ainsi, la municipalité susmentionnée a rejoint le groupe des neuf villes et municipalités de la région des Balkans dans lequel opèrent les bureaux des ADLs.

Le nouveau siège de l’Agence de la démocratie locale pour le centre et le sud de la Serbie (CSS) est située à la Chambre des partenariats, Trg Oslobodjenja 1, 19350 Knjaževac, Serbie.

 


Il comune di Knjaževac, in Serbia, è ufficialmente un nuovo membro di ALDA – nonché sede dell’ADL CSS

Con la firma ufficiale della lettera d’intenti tra il comune di Knjaževac e ALDA, l’Associazione Europea per la Democrazia Locale, il Comune di Knjaževac è diventato a tutti gli effetti un membro delle rete europea di ALDA.

In occasione di questo evento, il 20 e 21 Ottobre, il Segretario Generale di ALDA, Antonella Valmorbida, la Coordinatrice Regionale di ALDA, Stanka Parać Damjanović, accompagnate dalla Delegata dell’ADL di Subotica, Silvija Patarčić, hanno visitato la città. Durante questa breve missione di due giorni, hanno avuto modo di incontrare numerosi partner locali del nuovo ufficio dell’Agenzia per la Democrazia Locale della Serbia Centrale e Meridionale (LDACSS) aperto a Knjaževc: dai rappresentanti delle autorità locali, a quelli delle istituzioni e delle associazioni. L’adesione alla nostra rete permetterà il collegamento diretto tra il comune di Knjaževac ed altri membri di ALDA, comuni e città in tutta Europa, la realizzazione di progetti congiunti, oltre allo scambio delle buone pratiche riguardanti il buon governo e la partecipazione cittadina a livello locale.

Nell’ambito della nuova cooperazione stabilita tra Knjževac e ALDA, l’Agenzia della Democrazia Locale del Centro e Sud della Serbia (LDA CSS) ha inaugurato ufficialmente la sua nuova sede proprio nella cittadina serba. Delegation from Subotica hosted in Monfalcone (Gorizia)- discussing the promotion of democratic rights and active citizenship

On Saturday 25th October 2014, Nebojsa Darabor, member of the City Council of Subotica in charge of the Economy, attended with a group of town functionaries, in Monfalcone (Gorizia), a conference about the development and promotion of democratic rights and active citizenship, which interested the province of Vojvodina, Montenegro and in particular the LDA of Subotica and the LDA of Niksic, represented on that occasion by its Delegate Kerim Medjedovic.

The event is organized in the framework of an international cooperation project, funded by Friuli-Venezia- Giulia Region, and has as lead partner the Municipality of Dolegna del Collio ( Gorizia). Alessandro Perelli, Vice president of ALDA, and Lucio Gregoretti, member of the Governing Board, and Rada Orescanin, member of the scientif commitee of ALDA, took part to the meeting, in addition to Paolo Perugini, Honorary President of the Italian Community in Montenegro.

On Sunday, the delegations participated to a wine and food exposition in Dolegna del Collio, which is famous for its high-quality wines. The delegations were greeted by Major Bernardis and the town council.

Delegation from Vojvodina in Trieste for “Festival of Mind”

A delegation from the Autonomous Province of Vojvodina, in the Republic of Serbia, led by the Vice-president Nyilas Mihaly, attended the competition for schools “ Festival of Mind”, held in Unità square in Trieste. Besides Friuli-Venezia-Giulia Region, also Kiev Region (Ukraine), Olomouc (Czech Republic), Styria (Austria), and the Province of Lodz (Poland) were selected for the 2014 edition of the initiative. In 2015 the regions involved will be 15.

The Festival mainly consists in a competition among students and groups of students, who have to use their imagination and creativity to create news forms, using the 24 pieces of the so-called “ Doris’s puzzle”, invented in Vojvodina. Every image created by the students will be photographed and evaluated by an international panel of judges.

The schools from Trieste that participated to the competition were Liceo Classico Dante Alighieri and Istituto d’Arte Enrico e Umberto Nordio. The Serbian delegation, which included the Under Secretary of Education, Mato Groznica, and the puzzle creator, Zdravko Zivkovic, visited the two schools. Under Secretary Groznica stressed to ALDA Vice President, Alessandro Perelli, the role of the LDA in Subotica in promoting democratic rights, reminding also the recent visit in Novi Sad of ALDA President, Oriano Otocan, and ALDA Secretary General, Antonella Valmorbida.

Contromafie, the General States of antimafia is an event offered by Libera to the antimafia movement – at the Italian, European and any other level – in which associations and organizations committed against the various forms of organized and transnational crime and related corruption practices meet to compare strategies and paths, develop legal and administrative proposals, elaborate civil and non-violent actions, promote best practices and experiences in the field of freedom, citizenship, information, law, justice and solidarity.

The third edition of Contromafie, merged with the final activity of the project TIE, comes after five years from the previous one and has to take into account a social and political context which has changed dramatically, due to the serious repercussions caused by the global economic recession – unfortunately still ongoing – whose devastating effects were exasperated by the loss of ethical references and values, the lack of civil and cultural antibodies able to counter – especially among the younger generations – the perverse appeal of the apparently successful model of crime and lawlessness.

Contromafie is not a conference, not a showcase, but rather a space and a time for comparison, study, in-depth analysis: in the spotlight there are projects, routes, ideas to take stock of all the results achieved by the civil, social and responsible antimafia. Contromafie is a place for introducing to institutions the legislative and regulatory changes resulting from daily work, and to develop shared solutions to the problems and difficulties encountered met by who aims at enhancing the human being and his dignity in our country, liberating him from the slavery of mafia yoke and corruption, called “plague” first by Cardinal Carlo Maria Martini and then by Pope Francis.

ALDA will join the event as key partner of the Tackling Illegal Economy project and will bring in its expertise in promoting good governance and citizen participation at local level. Aldo Xhani, ALDA project manager, will showcase the recommendations that the TIE partnership drafted on the occasion of the event on “Tackling money laundering and tax heavens in Europe” that ALDA organised at the European Parliament last 8-9 October 2014.

Call for proposals - extraordinary opportunity for our members and partners in building active citizenship in Europe.

ALDA continuously supports activities in the field of active European citizenship. In this perspective, we have decided to open a call for proposals in that sphere for activities and events, which take place by the end of 2014 and which will need a partial support from our side to get realised.
The applications should be committed to the advancement of ALDA’s main goals, which are local democracy i good governance in partnership with civil society organisations and with participation of citizens to the decision-making. They should promote an active involvement by citizens EU public affairs, debates and policies and work towards an ever-integrated European Union. The applications should show links to the previous and forthcoming European years (EY Citizens – 2013/2014; EY Development – 2015)
The applicants – local authorities i civil society organisations – are in charge of organizing events ( conferences, debates, seminars, training courses, campaigns or any other visibility elements) in one of these countries: Belgium, Czech Republic, Estonia, Finland, Germany, Greece, Luxembourg, Slovakia and the Netherlands.

Welcome Montenegro!

The fact that Montenegro joined the European Civil Protection network is an additional and important step towards its EU membership.
There are still some issues concerning the adaptation to economic regulations, justice and the respect of democratic rights that need to be solved, but with the recent improvements we hope that the accession process will be quick.

The LDA Niksic has been working effectively in Montenegro for 15 years in Montenegro, both as a support in the processes of democratization and as partner in several projects concerning social and economic issues.

The proposal to hold ALDA general assembly in Montenegro, which is due to be examined in the next Governing Board, “proves the attention of the associations, civil society and European Council towards this country in the Balkan area” said our Vice President, Alessandro Perelli.
