Sisak has its first certified volunteers’ coordinators!
The training for volunteers’ coordinators was held for the first time in Sisak, and 19 people from 15 organizations and institutions were successfully certified by the Croatian Volunteers’ Centre Network program.
Organised by the Local Democracy Agency Sisak, during October and November 2014, the training for volunteers’ coordinators was held by the Croatian Volunteers’ Centre Network curriculum. The training is part of the projects „Sisak Volunteer’ Network“ and „Volunteer’ Centre Sisak“ which LDA Sisak implements in partnership with Home for elderly and dependence people Sisak and Town of Sisak. Ivana Jeđut and Andrea Pandurović Ugrin, experts from the Volunteer Centre Zagreb, conducted the training.
Volunteer Centre Sisak work, which is part of LDA Sisak since 2011, showed that citizens are highly motivated to get involved in volunteering programs, especially in programs that are contributing to improvement of marginalised and excluded groups’ quality of life. It shows that it is necessary to strengthen the community stakeholders’ capacity to manage volunteers in their organisation / institution.
After this training, the participants got familiar with the concepts and values of volunteerism and with systematic approach to manage the work of volunteers and supported in developing their own competence to perform the role of volunteers’ coordinators.
The joint work continues with the development and advancement of volunteerism in Sisak with the support of the Volunteer Centre Sisak. The first activity that followed was the 6th Fair of organisations and institutions associations on the occasion of International Volunteer Day (December 5th) and International Human Rights Day (December 10th.).
As a pledge of sustainable development and evaluation of volunteering, a Local voluntary policy working group is established.

Law students and professors from Lower Normandy visit Macedonia for "the Day of the French-Macedonian comperative law"
On 9th December 2014, on the occasion of “the Day of French-Macedonian comparative law”, 20 students and 5 professors from the Faculty of Law of Caen (France) visited Skopje, in Macedonia.
This was “the Day of comparative law” fourth edition, that was organized by the International Institute for Human Rights and Peace of Caen, in cooperation with the Faculty of law of Skopje and Caen Universities. The event was supported in the framework of the Decentralized Cooperation between Lower Normandy and Macedonia.

LDA Sisak volunteers received the reward from the Town of Sisak
On the occasion of the International Volunteers Day (December 5th), the Town of Sisak organized the 6th reward giving to prominent Sisak` volunteers. The aim of this reward is to encourage other citizens to include in all sort of volunteer activities. Non-for-profit organisations that work in Sisak area (associations, foundations, religious communities, public institutions) nominated a person that they consider gave outstanding contribution in developing volunteer culture in their local communities during 2014. This year reward was given to 12 volunteers from Sisak, two of them LDA Sisak volunteers – Sanja Novaković and Marija Cvetković.
Sanja and Marija participated in developing the first comparative research about causes of youth unemployment, which included Croatia and five other European countries. They also volunteered during the national campaign “Croatia volunteers” which was held at Home for elderly and dependence people Sisak, and contributed in promoting Volunteer Centre Sisak. Sanja and Marija feature with their energy and empathy for those in need.
The reward to all twelve volunteers was delivered by the Deputy Mayor Marko Krička, who complimented the volunteers for gifting their free time to those in need. „This day shows that it is still nice to work with people; although sometimes it seems that that is the hardest job to do, but also that there are still people who want to give their free time to help others. Because of you this town has its beauty, because you try so hard to make your, and life of those in need, fulfilling and happier” said Krička to the awarded volunteers.
The ceremony was opened by LDA Sisak President Paula Raužan, presenting the work of Volunteer Centre Sisak which, during its three year work, connected over 80 persons on 40 various volunteer programs in 16 different associations and institutions in Sisak. Volunteers volunteered over 15000 volunteer hours with 5000 final beneficiaries. Training for volunteer management was successfully organised and Sisak now has 22 educated volunteer coordinators.
On behalf of Red Cross Sisak, one of largest volunteer organiser, Ivana Mioč presented Program of in house help and aid, and other implemented programs.

The role of regional and local authorities in development - Seminar of the Basque Government Delegation supported by ALDA
The seminar “International & European Development Agendas: Subsidiarity, Efficiency, Accountability and Citizenship -Time for an active role of regional and local authorities”, organized by the Basque Government Delegation to the European Union and Euskal Fondoa – Association of Basque Local Entities for Cooperation, with the support of ALDA, the European Association of Local Democracy, and the programme Europe for Citizens, will take place on 9th December 2014 in Brussels.
As the European Year of Development 2015 is approaching, the main objective of the seminar is to raise awareness of the European and international issues, where the regional and local authorities play an essential role, as main promoters of citizens participation. The seminar will also enhance the importance of the effective, multi-level alliances between regional and local authorities and civil society organizations, which is the inevitable to activate citizens participation on a larger scale in the future.

BET on EU – First international event in Osijek, Croatia
From 1st to 3rd December the City of Osijek, Croatia, hosted the first International event within the project BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification!, funded by Europe for Citizens programme.
As the project follows the metaphor of the bet, this kick-off event focused on the “rules of the game”, with the objective of raising awareness on the EU affairs, namely the enlargement process and the role that local authorities and citizens have in shaping the future of EU, and highlighting the methods of joint participation in the EU project.
After the welcoming speeches of the representatives of the host City of Osijek and of City of Subotica, lead partner of the project, Kornelija Mlinarevic, head of Department for EU programmes, projects and economy in Osijek, presented the Croatian experience with EU funds, project development and project management skills, and capacities development at local and regional level.
Antonella Valmorbida, ALDA Secretary General, addressed the participants and highlighted the importance of the project topic and its relevant timing, considering the recently announced official five-year break from the European Union enlargement, and concluded her speech saying that there is no alternative to the EU integration perspective for Western Balkan countries. She stressed the importance of keeping the impetus in order to strengthen the integration process. Professor Martin Dangerfield from the University of Wolverhampton, expert on EU integration, and Jean Monnet Chair gave an interesting presentation and introductory lecture on EU institutions, policies, the role of the European Union, and explained the importance of the EU and European integration, with the purpose of introducing the “rules of the game“ in the metaphor of the bet.
During the second and third day of the event, participants from 12 countries attended workshops in order to debate and exchange experiences on the role of EU and of local authorities in candidate countries in the enlargement process. Furthermore, the workshops were the occasion to discuss and identify the steps that need to be taken in order to maintain momentum for EU integration. Participants also took part in field visits of EU funded projects in the City of Osijek, for the exchange of good practices.
In the following months all the 19 partners – 12 from the EU 28 and 7 from the Balkans – will organize locally a series of activities, encompassing different methods and characteristics. The common aim is to multiply the effect at local level, providing an unbiased platform for exchanging, reflecting, debating and acting for the future of Europe, as ambassadors of the motto “United in diversity”.
BET on EU – premier événement international à Osijek, en Croatie
Du 1er au 3 Décembre la ville d’Osijek, en Croatie, a organisé le premier événement international dans le cadre du projet BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification!, financé par le programme Europe pour les Citoyens.
Alors que le projet suit la métaphore du pari, cet événement de lancement s’est concentré sur les “règles du jeu”, avec l’objectif de sensibiliser sur les affaires de l’UE, à savoir le processus d’élargissement et le rôle que les collectivités territoriales et les citoyens ont en influencer l’avenir de l’UE, et en soulignant les méthodes de participation conjointe dans le projet européen.
Après les discours de bienvenue des représentants de la ville hôte d’Osijek et de la ville de Subotica, chef de file du projet, Kornelija Mlinarevic, directeur du département des programmes, des projets et de l’économie de l’UE à Osijek, a présenté l’expérience croate avec des fonds de l’UE, le développement de projets et les compétences de gestion de projet, et les capacités de développement au niveau local et régional.
Antonella Valmorbida, Secrétaire Général de l’ALDA, s’est adressé aux participants et a souligné l’importance du thème du projet et son calendrier pertinent, compte tenu de l’officielle pause, récemment annoncée, de cinq années dans l’élargissement de l’Union européenne. Elle a conclu son discours en disant qu’il n’y a pas d’alternative à l’intégration européenne pour les pays des Balkans occidentaux. Elle a souligné l’importance de renforcer le processus d’intégration. Le Professeur Martin Dangerfield, expert d’intégration européenne dans l’Université de Wolverhampton, et Jean Monnet ont réalisé une intéressante présentation introductive sur les institutions de l’UE, les politiques, le rôle de l’Union européenne, et ont expliqué l’importance de l’UE et de l’intégration européenne avec le but d’introduire les “règles du jeu” dans la métaphore du pari.
Au cours des deuxième et troisième jours de l’événement, les participants des 12 pays ont participé à des ateliers pour débattre et échanger des expériences sur le rôle de l’UE et des collectivités territoriales dans les pays candidats impliqués dans le processus d’élargissement. En outre, les ateliers ont été l’occasion de discuter et d’identifier les mesures qui doivent être prises afin de maintenir l’élan de l’intégration européenne. Les participants ont également participé aux visites sur le terrain des projets financés par l’UE dans la ville d’Osijek, pour l’échange de bonnes pratiques.
Dans les mois suivants, toutes les 19 partenaires (12 de l’UE de 28 et 7 des Balkans) organiseront une série d’activités à niveau locale, englobant différentes méthodes et caractéristiques. L’objectif commun est celui de multiplier l’effet au niveau local, en fournissant une plate-forme impartiale pour échanger, réfléchir, débattre et agir pour l’avenir de l’Europe, en tant qu’ambassadeurs de la devise « Unis dans la diversité».
Bet on EU: Primo evento internazionale ad Osijek (Croazia)
Dal 1 al 3 dicembre, la città di Osijek, in Croazia, ha ospitato il primo evento internazionale nell’ambito del progetto BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification! (Balcani e Europa Insieme: Opportunità per Nuove Esperienze verso l’Unificazione!) finanziato dal programma Europa per i Cittadini.
Poiché il progetto segue la metafora della scommessa, l’evento di lancio si è focalizzato sulle “regole del gioco”, con l’obbiettivo di aumentare la consapevolezza sugli affari europei, in particolare riguardo il processo di allargamento e il ruolo degli enti locali e dei cittadini nel plasmare il futuro dell’Europa, sottolineando i metodi di partecipazione congiunta nei progetti europei.
Dopo i discorsi di benvenuto dei rappresentanti della città ospitante di Osijek e della città di Subotica, leader del progetto, Kornelija Mlinarevic, Responsabile del dipartimento che si occupa di programmi, progetti ed economia europea nella città di Osijek, ha presentato l’esperienza croata con i fondi europei e con le capacità di gestione di progetto e di sviluppo a livello locale e regionale.
Antonella Valmorbida, Segretario Generale di ALDA, si è rivolta ai partecipanti e ha sottolineato l’importanza del progetto, sia per il tema che per il tempismo, considerata la recente notizia dei cinque anni di pausa nel processo di allargamento dell’Unione Europea, e ha concluso il suo discorso dicendo che non esiste alternativa alla prospettiva di integrazione europea per i paesi dei Balcani. In questo senso, è necessario continuare a lavorare per rafforzare il processo di integrazione. Il professor Martin Dangerfiel, esperto in integrazione europea all’Università di Wolverhampton, e Jean Monnet Chair hanno inoltre fatto una presentazione introduttiva sulle istituzioni e le politiche europee e il ruolo dell’Unione Europea, spiegando l’importanza dell’Europa e del processo si integrazione europeo, con lo scopo di introdurre le regole del gioco nella metafora della scommessa.
Durante il secondo e il terzo giorno dell’evento, i partecipanti provenienti da 12 paesi hanno preso parte a laboratori per discutere e scambiare le reciproche esperienze sul ruolo che l’Unione Europea e gli enti locali nei paesi candidati giocano nel processo di allargamento. I laboratori, inoltre, sono stati l’occasione per discutere ed identificare i passi che bisogna intraprendere per mantenere vivo lo slancio verso l’integrazione europea. I partecipanti hanno anche effettuato a visite sul campo scoprendo progetti finanziati nella città di Osijek, al fine di apprendere buone pratiche.
Nei prossimi 19 mesi, tutti i partner (dodici dall’’Europa dei 28’ e sette dai Balcani) organizzeranno una serie di attività a livello locale, utilizzando differenti metodi e caratteristiche, che hanno lo scopo di moltiplicare l’effetto a livello locale, fornendo una piattaforma obbiettiva per lo scambio, la riflessione, il dibattito e l’azione diretta per il futuro dell’Europa come ambasciatori del motto “uniti nella diversità”.
Bet on EU: Первое международное мероприятие в Осиеке (Хорватия)
С 1 по 3 декабря город Осиек, Хорватия, принял первое международное мероприятие в рамках проекта BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification! (Балканы и Европа вместе: возможность нового опыта на пути к объединению!) финансируемое программой Европа для граждан.
Поскольку проект придерживается метафоры пари, мероприятие по запуску было сфокусировано на “правилах игры”, с целью повышения сознательности в европейских делах, с особым вниманием к процессу расширения и роли местных организаций и граждан в создании будущего Европы, подчеркивая методы совместного участия в европейских проектах.
После приветственных речей представителей приглашающей стороны, города Осиек и города Суботица, лидер проекта, Корнелия Млинаревич, ответственная департамента, который занимается программами, проектами и европейской экономикой в городе Осиек, представила хорватский опыт с европейскими фондами и умением руководить проектом и развитием на местном и региональном уровне.
Антонелла Вальморбида, генеральный секретарь ALDA, обратилась к участникам и подчеркнула важность проекта, как в связи с темой, так и со сроками, принимая во внимание недавнюю новость о пятилетнем перерыве в процессе расширения Европейского Союза, и подводя итоги сказала, что не существует альтернативы перспективе европейской интеграции для Балканских стран. В этом плане нужно продолжать работать для укрепления процесса интеграции. Профессор Мартин Дэнджерфилд, эксперт по европейской интеграции в университете г. Ву́лвергемптон и проф. Жан Моне сделали вводную презентацию об учреждениях и европейской политике и роли Европейского Союза, объясняя важность Европы и процесса европейской интеграции, чтобы познакомить с правилами игры в метафоре пари.
В ходе второго и в третьего дня мероприятия участники из 12 стран участвовали в обсуждениях и взаимном обмене опытом в отношении роли, которую Европейский Союз и местные организации в выдвинутых кандидатами странах играют в процессе расширения. Кроме того, совместная работа стала поводом обсудить и определить шаги, которые нужно предпринять, чтобы поддержать стремление к европейской интеграции. Участники провели также визиты на места, познакомились с финансируемыми в городе Осиек проектами, чтобы изучить рекомендуемые практики.
В последующие 19 месяцев все партнеры (двенадцать из “Европа 28 ‘ и 7 с Балкан) организуют серию мероприятий на местном уровне, используя различные методы и средства, с целью усиления эффекта на местном уровне и предоставления объективной платформы для обмена, размышления, обсуждения и прямых действий для будущего Европы как посланцы девиза“ объединены в различии ”.
BET na EU – Prvi međunarodni događaj u Osijeku , u Hrvatskoj
Od 1. do 3. decembra Grad Osijek, Hrvatska, bio je domaćin prvom međunarodnom događaju u okviru projekta BET on EU: Balkan i Evropa zajedno: Prilika za novo iskustvo ka ujedinjenju!, koji finansira program Evropa za građane.
Kako projekat prati metaforu opklade, ovaj događaj je bio fokusiran na “pravila igre”, sa ciljem podizanja svesti o pitanjima EU, sa naglaskom na proces proširenja i ulogu koju lokalne vlasti i građani imaju u oblikovanju budućnosti EU, ističući metode zajedničkog učešća u EU projektu.
Nakon uvodnih govora predstavnika domaćina Grada Osijeka i Grada Subotice, kao vodećeg partnera na projektu, Kornelija Mlinarević, šef Odeljenja za programe EU, projekte i ekonomiju Grada Osijeka, predstavila je iskustvo Hrvatske sa EU fondovima, razvijanjem projekata i unapređenjem veština i kapaciteta za upravljanje projektima, na lokalnom i regionalnom nivou.
Antonella Valmorbida, generalni sekretar ALDA, je u svom obraćanju prisutnima, istakla značaj projekne teme i njen relevantan tajming, s obzirom na nedavno najavljenu zvaničnu petogodišnju pauzu u proširenju Evropske unije, i zaključila da ne postoji alternativa integracijama EU za zemlje zapadnog Balkana. Ona je naglasila važnost održavanja ovog impulsa u cilju jačanja procesa integracija. Profesor Martin Dangerfield sa Univerziteta u Wolverhamptonu, ekspert za EU integracije i Žan Mone predsedavajući je održao zanimljivu prezentaciju i uvodno predavanje o institucijama EU, politikama, ulozi Evropske unije i takođe je objasnio značaj EU i evropskih integracija u cilju objašnjenja “pravila igre” u metafori opklade.
Tokom drugog i trećeg dana projektne aktivnosti, učesnici iz 12 zemalja su učestvovalo na radionicama u cilju diskusije i razmene iskustava o ulozi EU i lokalnih vlast zemalja kandidatima u procesu proširenja. Osim toga, radionice su bile povod da se razmatraju i identifikuju koraci koje je potrebno preduzeti kako bi se održao momentum EU integracija. Učesnici su takođe učestvovali u terenskim posetama projekatima koje finansira EU u gradu Osijeku, radi razmene dobre prakse.
U narednim mesecima svih 19 partnera – 12 iz EU28 i 7 sa Balkana – će organizovati niz lokalnih aktivnosti, koji obuhvataju različite metode i karakteristike. Zajednički cilj je da se umnoži efekat na lokalnom nivou, pružajući potrebnu platformu za razmenu, diskusiju, raspravu i delovanje za budućnost Evrope, kao ambasadori sloganom “Ujedinjeni u različitosti”.
From 1st to 3rd December the City of Osijek, Croatia, hosted the first International event within the project BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification!, funded by Europe for Citizens programme.
As the project follows the metaphor of the bet, this kick-off event focused on the “rules of the game”, with the objective of raising awareness on the EU affairs, namely the enlargement process and the role that local authorities and citizens have in shaping the future of EU, and highlighting the methods of joint participation in the EU project.
After the welcoming speeches of the representatives of the host City of Osijek and of City of Subotica, lead partner of the project, Kornelija Mlinarevic, head of Department for EU programmes, projects and economy in Osijek, presented the Croatian experience with EU funds, project development and project management skills, and capacities development at local and regional level.
Antonella Valmorbida, ALDA Secretary General, addressed the participants and highlighted the importance of the project topic and its relevant timing, considering the recently announced official five-year break from the European Union enlargement, and concluded her speech saying that there is no alternative to the EU integration perspective for Western Balkan countries. She stressed the importance of keeping the impetus in order to strengthen the integration process. Professor Martin Dangerfield from the University of Wolverhampton, expert on EU integration, and Jean Monnet Chair gave an interesting presentation and introductory lecture on EU institutions, policies, the role of the European Union, and explained the importance of the EU and European integration, with the purpose of introducing the “rules of the game“ in the metaphor of the bet.
During the second and third day of the event, participants from 12 countries attended workshops in order to debate and exchange experiences on the role of EU and of local authorities in candidate countries in the enlargement process. Furthermore, the workshops were the occasion to discuss and identify the steps that need to be taken in order to maintain momentum for EU integration. Participants also took part in field visits of EU funded projects in the City of Osijek, for the exchange of good practices.
In the following months all the 19 partners – 12 from the EU 28 and 7 from the Balkans – will organize locally a series of activities, encompassing different methods and characteristics. The common aim is to multiply the effect at local level, providing an unbiased platform for exchanging, reflecting, debating and acting for the future of Europe, as ambassadors of the motto “United in diversity”.
BET on EU – premier événement international à Osijek, en Croatie
Du 1er au 3 Décembre la ville d’Osijek, en Croatie, a organisé le premier événement international dans le cadre du projet BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification!, financé par le programme Europe pour les Citoyens.
Alors que le projet suit la métaphore du pari, cet événement de lancement s’est concentré sur les “règles du jeu”, avec l’objectif de sensibiliser sur les affaires de l’UE, à savoir le processus d’élargissement et le rôle que les collectivités territoriales et les citoyens ont en influencer l’avenir de l’UE, et en soulignant les méthodes de participation conjointe dans le projet européen.
Après les discours de bienvenue des représentants de la ville hôte d’Osijek et de la ville de Subotica, chef de file du projet, Kornelija Mlinarevic, directeur du département des programmes, des projets et de l’économie de l’UE à Osijek, a présenté l’expérience croate avec des fonds de l’UE, le développement de projets et les compétences de gestion de projet, et les capacités de développement au niveau local et régional.
Antonella Valmorbida, Secrétaire Général de l’ALDA, s’est adressé aux participants et a souligné l’importance du thème du projet et son calendrier pertinent, compte tenu de l’officielle pause, récemment annoncée, de cinq années dans l’élargissement de l’Union européenne. Elle a conclu son discours en disant qu’il n’y a pas d’alternative à l’intégration européenne pour les pays des Balkans occidentaux. Elle a souligné l’importance de renforcer le processus d’intégration. Le Professeur Martin Dangerfield, expert d’intégration européenne dans l’Université de Wolverhampton, et Jean Monnet ont réalisé une intéressante présentation introductive sur les institutions de l’UE, les politiques, le rôle de l’Union européenne, et ont expliqué l’importance de l’UE et de l’intégration européenne avec le but d’introduire les “règles du jeu” dans la métaphore du pari.
Au cours des deuxième et troisième jours de l’événement, les participants des 12 pays ont participé à des ateliers pour débattre et échanger des expériences sur le rôle de l’UE et des collectivités territoriales dans les pays candidats impliqués dans le processus d’élargissement. En outre, les ateliers ont été l’occasion de discuter et d’identifier les mesures qui doivent être prises afin de maintenir l’élan de l’intégration européenne. Les participants ont également participé aux visites sur le terrain des projets financés par l’UE dans la ville d’Osijek, pour l’échange de bonnes pratiques.
Dans les mois suivants, toutes les 19 partenaires (12 de l’UE de 28 et 7 des Balkans) organiseront une série d’activités à niveau locale, englobant différentes méthodes et caractéristiques. L’objectif commun est celui de multiplier l’effet au niveau local, en fournissant une plate-forme impartiale pour échanger, réfléchir, débattre et agir pour l’avenir de l’Europe, en tant qu’ambassadeurs de la devise « Unis dans la diversité».
Bet on EU: Primo evento internazionale ad Osijek (Croazia)
Dal 1 al 3 dicembre, la città di Osijek, in Croazia, ha ospitato il primo evento internazionale nell’ambito del progetto BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification! (Balcani e Europa Insieme: Opportunità per Nuove Esperienze verso l’Unificazione!) finanziato dal programma Europa per i Cittadini.
Poiché il progetto segue la metafora della scommessa, l’evento di lancio si è focalizzato sulle “regole del gioco”, con l’obbiettivo di aumentare la consapevolezza sugli affari europei, in particolare riguardo il processo di allargamento e il ruolo degli enti locali e dei cittadini nel plasmare il futuro dell’Europa, sottolineando i metodi di partecipazione congiunta nei progetti europei.
Dopo i discorsi di benvenuto dei rappresentanti della città ospitante di Osijek e della città di Subotica, leader del progetto, Kornelija Mlinarevic, Responsabile del dipartimento che si occupa di programmi, progetti ed economia europea nella città di Osijek, ha presentato l’esperienza croata con i fondi europei e con le capacità di gestione di progetto e di sviluppo a livello locale e regionale.
Antonella Valmorbida, Segretario Generale di ALDA, si è rivolta ai partecipanti e ha sottolineato l’importanza del progetto, sia per il tema che per il tempismo, considerata la recente notizia dei cinque anni di pausa nel processo di allargamento dell’Unione Europea, e ha concluso il suo discorso dicendo che non esiste alternativa alla prospettiva di integrazione europea per i paesi dei Balcani. In questo senso, è necessario continuare a lavorare per rafforzare il processo di integrazione. Il professor Martin Dangerfiel, esperto in integrazione europea all’Università di Wolverhampton, e Jean Monnet Chair hanno inoltre fatto una presentazione introduttiva sulle istituzioni e le politiche europee e il ruolo dell’Unione Europea, spiegando l’importanza dell’Europa e del processo si integrazione europeo, con lo scopo di introdurre le regole del gioco nella metafora della scommessa.
Durante il secondo e il terzo giorno dell’evento, i partecipanti provenienti da 12 paesi hanno preso parte a laboratori per discutere e scambiare le reciproche esperienze sul ruolo che l’Unione Europea e gli enti locali nei paesi candidati giocano nel processo di allargamento. I laboratori, inoltre, sono stati l’occasione per discutere ed identificare i passi che bisogna intraprendere per mantenere vivo lo slancio verso l’integrazione europea. I partecipanti hanno anche effettuato a visite sul campo scoprendo progetti finanziati nella città di Osijek, al fine di apprendere buone pratiche.
Nei prossimi 19 mesi, tutti i partner (dodici dall’’Europa dei 28’ e sette dai Balcani) organizzeranno una serie di attività a livello locale, utilizzando differenti metodi e caratteristiche, che hanno lo scopo di moltiplicare l’effetto a livello locale, fornendo una piattaforma obbiettiva per lo scambio, la riflessione, il dibattito e l’azione diretta per il futuro dell’Europa come ambasciatori del motto “uniti nella diversità”.
Bet on EU: Первое международное мероприятие в Осиеке (Хорватия)
С 1 по 3 декабря город Осиек, Хорватия, принял первое международное мероприятие в рамках проекта BET on EU: Balkans and Europe Together: Opportunity for a New Experience towards Unification! (Балканы и Европа вместе: возможность нового опыта на пути к объединению!) финансируемое программой Европа для граждан.
Поскольку проект придерживается метафоры пари, мероприятие по запуску было сфокусировано на “правилах игры”, с целью повышения сознательности в европейских делах, с особым вниманием к процессу расширения и роли местных организаций и граждан в создании будущего Европы, подчеркивая методы совместного участия в европейских проектах.
После приветственных речей представителей приглашающей стороны, города Осиек и города Суботица, лидер проекта, Корнелия Млинаревич, ответственная департамента, который занимается программами, проектами и европейской экономикой в городе Осиек, представила хорватский опыт с европейскими фондами и умением руководить проектом и развитием на местном и региональном уровне.
Антонелла Вальморбида, генеральный секретарь ALDA, обратилась к участникам и подчеркнула важность проекта, как в связи с темой, так и со сроками, принимая во внимание недавнюю новость о пятилетнем перерыве в процессе расширения Европейского Союза, и подводя итоги сказала, что не существует альтернативы перспективе европейской интеграции для Балканских стран. В этом плане нужно продолжать работать для укрепления процесса интеграции. Профессор Мартин Дэнджерфилд, эксперт по европейской интеграции в университете г. Ву́лвергемптон и проф. Жан Моне сделали вводную презентацию об учреждениях и европейской политике и роли Европейского Союза, объясняя важность Европы и процесса европейской интеграции, чтобы познакомить с правилами игры в метафоре пари.
В ходе второго и в третьего дня мероприятия участники из 12 стран участвовали в обсуждениях и взаимном обмене опытом в отношении роли, которую Европейский Союз и местные организации в выдвинутых кандидатами странах играют в процессе расширения. Кроме того, совместная работа стала поводом обсудить и определить шаги, которые нужно предпринять, чтобы поддержать стремление к европейской интеграции. Участники провели также визиты на места, познакомились с финансируемыми в городе Осиек проектами, чтобы изучить рекомендуемые практики.
В последующие 19 месяцев все партнеры (двенадцать из “Европа 28 ‘ и 7 с Балкан) организуют серию мероприятий на местном уровне, используя различные методы и средства, с целью усиления эффекта на местном уровне и предоставления объективной платформы для обмена, размышления, обсуждения и прямых действий для будущего Европы как посланцы девиза“ объединены в различии ”.
BET na EU – Prvi međunarodni događaj u Osijeku , u Hrvatskoj
Od 1. do 3. decembra Grad Osijek, Hrvatska, bio je domaćin prvom međunarodnom događaju u okviru projekta BET on EU: Balkan i Evropa zajedno: Prilika za novo iskustvo ka ujedinjenju!, koji finansira program Evropa za građane.
Kako projekat prati metaforu opklade, ovaj događaj je bio fokusiran na “pravila igre”, sa ciljem podizanja svesti o pitanjima EU, sa naglaskom na proces proširenja i ulogu koju lokalne vlasti i građani imaju u oblikovanju budućnosti EU, ističući metode zajedničkog učešća u EU projektu.
Nakon uvodnih govora predstavnika domaćina Grada Osijeka i Grada Subotice, kao vodećeg partnera na projektu, Kornelija Mlinarević, šef Odeljenja za programe EU, projekte i ekonomiju Grada Osijeka, predstavila je iskustvo Hrvatske sa EU fondovima, razvijanjem projekata i unapređenjem veština i kapaciteta za upravljanje projektima, na lokalnom i regionalnom nivou.
Antonella Valmorbida, generalni sekretar ALDA, je u svom obraćanju prisutnima, istakla značaj projekne teme i njen relevantan tajming, s obzirom na nedavno najavljenu zvaničnu petogodišnju pauzu u proširenju Evropske unije, i zaključila da ne postoji alternativa integracijama EU za zemlje zapadnog Balkana. Ona je naglasila važnost održavanja ovog impulsa u cilju jačanja procesa integracija. Profesor Martin Dangerfield sa Univerziteta u Wolverhamptonu, ekspert za EU integracije i Žan Mone predsedavajući je održao zanimljivu prezentaciju i uvodno predavanje o institucijama EU, politikama, ulozi Evropske unije i takođe je objasnio značaj EU i evropskih integracija u cilju objašnjenja “pravila igre” u metafori opklade.
Tokom drugog i trećeg dana projektne aktivnosti, učesnici iz 12 zemalja su učestvovalo na radionicama u cilju diskusije i razmene iskustava o ulozi EU i lokalnih vlast zemalja kandidatima u procesu proširenja. Osim toga, radionice su bile povod da se razmatraju i identifikuju koraci koje je potrebno preduzeti kako bi se održao momentum EU integracija. Učesnici su takođe učestvovali u terenskim posetama projekatima koje finansira EU u gradu Osijeku, radi razmene dobre prakse.

Great success of ALDA’s seminar on Monitoring and supporting the added value of citizen participation at the local level
The seminar on Monitoring and supporting the added value of citizen participation at the local level, organized on 5th December, successfully reunited practitioners from across Europe to debate successful practices and ideas. What has been achieved by far to promote a fruitful cooperation between citizens and local authorities in the decision making process, what are the best practices, what is the state of play of local democracy nowadays, what are the challenges ahead of us were the key topics that renowned stakeholders participating in the seminar exchanged on.
The event, held at the Committee of the Regions in Brussels, was promoted and launched by ALDA and was the occasion to present the “2014 State of Participatory Democracy Report” of UNDEF supported HUNGER project, showcased by Mr John Coonrod, ALDA’s project DECIDE and its Local Democracy Index, as well as the publication edited by ALDA Secretary General, Antonella Valmorbida, on “Citizens’ Participation at the Local Level in the EU and Neighbourhood Countries”.
ALDA was represented by its President Oriano Otočan, and by its Secretary General Antonella Valmorbida. “Today’s society is way more complex then it used to be only a few decades ago. It is now crucial to further work towards a more articulated governance, which sees the civil society at the core of the decision-making process. This is of course not the only way to face the many challenges coming ahead, but we are firmly convinced it is by far the best one. The fact that so many representatives of local and regional authorities, as well as of civil society organizations, participated today highlights the will for joint work, and is therefore an extremely positive signal” stated our President, Oriano Otočan.
The seminar was promoted within the framework of the project DECIDE and was a key opportunity to showcase ALDA’s work in the last programming period and its constant engagement all across wider Europe to promote local democracy and citizen participation.

ALDA at the lnterregional cooperation forum "Europe, let's cooperate"
ALDA attended the two-day launching event of the new interregional cooperation programme INTERREG EUROPE, held in Bologna on 2nd and 3rd December.
The forum welcomed policy makers and practitioners from all over Europe and aimed to present the new opportunities to benefit from interregional cooperation on research and innovation, competitiveness of SMEs, low-carbon economy, environment and resource efficiency.
The event represented also the opportunity to discuss the latest policy trends and to get inspiration from local and regional institutions and associations with similar interests and to start building new partnerships.
