For the purpose of the implementation needs of project LADDER, Local Authorities as Drivers of Development Education and Awareness Raising, funded by Europe Aid and coordinated by ALDA, we are recruiting an evaluation & monitoring expert/team who will be involved in the project to support the co-applicants to understand, ensure, monitor and evaluate the overall impact of the project, being also involved in the planning of its follow up (after 2017).

The evaluation and monitoring team will support the LADDER’s consortium to reach the objectives of the project, by providing professional and expert advice for the timely and efficient implementation of its activities.

The expression of interest shall be structured as follows:

– presentation of the expert/team of experts and past relevant experience/references about similar tasks and assignments, especially related to EU projects on Development & DEAR policies – (2 pages)

– presentation of the methodological approach for the monitoring and evaluation of the project (max 4 pages)

Proposals including a concept note (max 7 pages) and budget should be sent by email to nikos.gamouras@aldaintranet.org by the 20th of April 2015 the latest.

ALDA and the European Federalist Movement go back to school

ALDA, in cooperation with the Vicenza branch of the European Federalist Movement, offered to several secondary schools in Vicenza training sessions to promote knowledge of Europe and European citizenship among young people.

Marco Boaria, Coordinator of ALDA’s Resource and Development Unit, Anna Ditta, ALDA’s Project Manager, and Irene Zanetti, Communication Manager, found an audience very interested in the topics, and particularly involved in the non-formal teaching methods used.

“There is nothing nicer than coming back to school in a different guise, and being infected by the enthusiasm and curiosity of young European citizens. Paths of participatory citizenship and knowledge of the European Union are not only necessary and educational, but also extremely stimulating, as confirmed by the warm welcome of the students” commented our trainers.

Training on youth volunteerism in Serbia

Today, 23 March in Knjazevac, Serbia, starts the one-week training for youth workers on the topic of Volunteerism. This training is part of the annual activities of the Balkan regional platform for youth participation and dialogue. It gathers youth workers from the 5 Balkans countries: Macedonia, Serbia, Montenegro, Bosnia and Herzegovina and Kosovo.

The goal of this training is to introduce the youth workers to the basics of voluntary work, the idea, the challenges and benefits for the community. This training helps the youngsters to analyze the needs of volunteerism in the communities as well as selection, management and motivation of volunteers. The program includes sharing information about legislative bases as well as practices for volunteerism in different Balkan countries among the youngsters.

Voluntary work is one of the most important topics when it comes to youth participation and dialogue, since it is the prior engagement of youth. Volunteerism, especially youth volunteerism is a very popular subject of today’s modern society especially in the Balkans. Not only the voluntary practice increases the chances for employability of youngsters because of its capacity building component but the volunteerism can also create positive long-term society changes and cooperation.

The training also included the visit to the local museum and the meeting where the youth could meet the municipality youth council representatives from Knjazevac.

The training is part of the IPA Operational Grant, Balkan Regional Platform for Youth Participation and Dialogue Project, coordinated by ALDA with eight Balkans Partners: ALDA Skopje, LDA Mostar, LDA Knjazevac, LDA Subotica, LDA Prijedor, LDA Zavidovici, LDA Peja and LDA Niksic.

Moving ahead with a stronger LDA in Albania

ALDA reaffirms once more its strong commitment to continue to support citizen participation and community development in Albania. Antonella Valmorbida, Secretary General of ALDA, and Aldo Xhani, Coordinator of the Citizenship programme, had a 4-day mission to Albania and Italy to relaunch the Local Democracy Agency on a more solid basis.

Based upon the multiannual strategic cooperation with the Centre for Research, Cooperation and Development (CRCD), the new agency will flourish in Vlora, in the south of the country. CRCD will be the main operational partner among a wide consortium of stakeholders gathering both institutions such as the Region of Vlora, the Apulia Region and the Municipality of Bari as well as CSOs and Universities from both Albania and Europe. The LDA will continue to act as a unique platform for a structured decentralised cooperation between the two sides of the Adriatic.

Within the framework of the territorial reform designing a more decentralised country, the LDA will be a key stakeholder in further accompanying the new local authorities in developing structured processes of citizen participation at the local level. The reform represents a big step forward for a too long centralised country and the LDA reaffirms its mission of working as a strong partner to promote Albania’s integration into the EU by initiating strong impact oriented actions at the local and regional level.

New potentialities and challenges are ahead of us in developing a mature participatory democracy system in the country and we are now working in the implementation of the action plan to bring LDA Albania back operative in the family of the LDAs. All stakeholders interested in the process are still welcome to join the consortium.

ALDA réitère de nouveau son fort engagement à continuer à soutenir la participation des citoyens et le développement de la communauté en Albanie. Antonella Valmorbida, Secrétaire Générale d’ALDA, et Aldo Xhani, Coordinateur du programme de citoyenneté, ont conclu une mission de 4 jours en Albanie et en Italie pour relancer l’Agence de la Démocratie Locale sur des bases plus solides.
Sur la base de la coopération stratégique pluriannuelle avec le Centre pour la Recherche, la Coopération et le Développement (CRCD), la nouvelle agence naitra à Valona, ​​dans le sud du pays. CRCD sera le principal partenaire opératif dans un grand consortium de sujets comme les institutions, comme la Région de Valona, ​​la Région Puglie et la Commune de Bari, et également les organisations de la société civile et universités albanaises et européennes. L’ADL continuera à agir comme une plateforme unique pour une coopération décentrée structurée entre les deux rives de l’Adriatique.

On 12-13 March, ALDA Secretary General, Antonella Valmorbida, and Project Manager and Eastern Partnership Coordinator, Ela Horoszko, visited Chisinau to meet with the Executive Director, Viorel Furdui, and Alexandru Osadci, Project Manager and External Relations Coordinator of the Congress of Local Authorities of Moldova (CALM).

The visit was an opportunity to exchange on the ongoing excellent cooperation between the two organisations, and meet some of the CALM members to discuss how the cooperation can be further strengthened in the regions. There is a strong interest to open an LDA in Moldova, and in particular in the context of the current debate on decentralisation and how it can be best taken forward. CALM members confirmed that the local authorities are keen on sharing ideas and exchanging best practices with European partners.

ALDA will be back in Moldova following the local elections later in 2015 to visit the regions interested in hosting an LDA in order to find the best localisation for our future projects in the country.

Le 12 et 13 mars, la secrétaire générale d’ALDA, Antonella Valmorbida, et la Project manager et coordinatrice du Partenariat Oriental, Ela Horoszko, ont visité Chisinau pour rencontrer le Directeur Exécutif, Viorel Furdui, et Alexandru Osadci, Project manager et coordinateur des relations externes, du Congrès des Organismes Locaux de Moldavie (CALM).
La visite a été l’occasion pour parler de l’excellente coopération en cours entre les deux organisations, et pour rencontrer quelques membres de CALM et discuter de comment la coopération peut être ultérieurement renforcée dans la région. Il existe une forte volonté d’ouvrir une ADL en Moldavie, en particulier dans le contexte du débat actuel sur la décentralisation et sur les meilleurs moyens pour l’actualiser. Les membres de CALM ont confirmé que les organismes locaux sont très intéressés au partage des idées et à l’échange de bonnes pratiques avec les partenaires européens.
ALDA sera de nouveau en Moldavie après les élections locales en 2015 pour visiter les régions intéressées à accueillir une ADL, afin de trouver le meilleur siège pour notre futur projet dans le pays.

La visita è stata l’occasione per parlare dell’eccellente cooperazione in corso tra le due organizzazioni, e per incontrare alcuni membri di CALM e discutere di come la cooperazione possa essere ulteriormente rafforzata nella regione. C’è la forte volontà di aprire un’ADL in Moldavia, in particolare nel contesto del dibattito attuale sulla decentralizzazione e sui metodi migliori per attuarla. I membri di CALM hanno confermato che gli enti locali sono molto interessati alla condivisione di idee e allo scambio di buone pratiche con i partner europei.

Poseta je bila prilika za razmenu o kontinuiranoj odličnoj saradnji između dve organizacije, i sastanke sa članovima Kongresa o tome kako saradnja u regionu može biti dodatno ojačana. Postoji veliko interesovanje za otvaranje ALD u Moldaviji, a posebno u kontekstu aktuelne rasprave o decentralizaciji i njenom razvoju. Članovi Kongresa su potvrdili da lokalne vlasti žele da razmene ideje i najbolje prakse sa evropskim partnerima.

We are totally close and in solidarity with the Tunisian people, who have been so severely affected by the terrorist attack on the Bardo Museum that left more than 20 dead.

Tunisia was the first country to be involved in the so-called Arab Spring and the only one, so far, that has succeeded in building democratic constitutional rules and a change of government by electoral means and with full institutional legitimacy

We are extremely close and in solidarity with Tunisian people, seriously affected by the terroristic attack at the Bardo Museum, which caused more than 20 victims.

Tunisia was the first country actively involved in the so-called Arab Spring, and the only country which succeeded so far in establishing democratic constitutional rules and a Governmental change through the elections, with full institutional legitimation. Probably because of this reason, it became a target for those who want to hinder this process and the reforms of freedom, protection of civil rights and equality, and freedom of religion, that Tunisian people and Parliament freely want to set up.

ALDA, together with the Tunisian associations and local authorities, remains committed to the promotion of democratic rights and values, furthermore motivated by the reaction of the last few hours to the suffered attack: a brave and solid answer, which reaffirms the common desire to go on, without hesitation and rejecting the threats of terrorism.

We will keep moving along our path, and confirm our objective of opening our first Local Democracy Agency in the Mediterranean Africa in Tunisia.

ALDA Skopje, a fundamental actor for international development

What is the crucial role of ALDA Skopje in Macedonia?

ALDA has been developing its activities for more than 10 years in Macedonia, in particular in the framework of the cooperation between the French region of Lower Normandy and Macedonia. Thanks to several projects and partnerships consolidated on the territory, ALDA realised a solid base for the development of actions. Therefore, few years ago, ALDA officially established one of its branches in Skopje. Today, we are very proud of the importance achieved in the country by ALDA Skopje as developer of local democracy through international cooperation. We are currently running projects involving a wide range of stakeholders: government departments, local communities, associations, schools, cultural institutions. Macedonia is looking for its way to join the European family, and ALDA Skopje supports this effort creating new opportunities of development between the several Macedonian actors and their European counterpart.
