Le Congrès des autorités locales et régionales du Conseil d’Europe a accueilli deux séminaires dont le thème était “Promotion de la participation citoyenne en Arménie” dans les villes de Yeghegnadzor et Agveran, le 14 et le 16 juillet 2015. Notre Secrétaire Générale, Antonella Vamorbida, et le Délégué de l’ADL Arménie, Lusine Aleksndryan, ont participé aux évènements et ont partagé leur expérience avec les maires et les conseillers municipaux présents en représentation des régions arméniennes, et avec d’autres organisations locales et internationales et experts.

Il Congresso dei poteri locali e regionali del Consiglio d’Europa ha ospitato due seminari sul tema “Promozione della partecipazione cittadina in Armenia” nelle città di Yeghegnadzor e Agveran (Arthus), il 14 e 16 luglio 2015. Il nostro Segretario Generale, Antonella Vamorbida, e il Delegato dell’ADL Armenia, Lusine Aleksndryan, hanno partecipato agli eventi e hanno condiviso la loro esperienza con i sindaci e i consiglieri municipali presenti in rappresentanza delle provincie armene, e con altre organizzazioni locali e internazionali ed esperti.
Antonella Valmorbida, Segretario Generale di ALDA, ha affermato: “L’evento è stato molto importante per il lavoro di ALDA e dell’ADL Armenia, con sede a Gyumri. La nostra azione, centrata sulla partecipazione dei cittadini a livello locale, ha rappresentato uno dei pilastri della seconda fase del Programma “Rafforzare la democrazia Locale in Armenia”, promosso dal Congresso del Consiglio d’Europa. Per me e Lusine Alexandryan è stata un’occasione speciale, anche perchè abbiamo avuto la possibilità di condurre insieme un seminario nel pomeriggio. La mia esperienza a livello europeo è stata completata dalla profonda conoscenza sull’Armenia della mia collega. Abbiamo incontrato più di duecento rappresentanti di enti locali e sono stata particolarmente colpita dalle poche ma forti donne che hanno questa responsabilità. Penso ci sia da investire anche su questo. Il progetto aveva lo scopo di sensibilizzare e sviluppare nuove capacità, e per la prima volta i partecipanti hanno potuto discutere insieme ed apertamente del loro lavoro quotidiano in materia partecipazione cittadina. Un’opportunità che dovrà necessariamente ripetersi in futuro”.

Конгресс местных и региональных властей Совета Европы принял два семинара по теме “Продвижение гражданского участия в Армении” в городах Ехегнадзор и Агверан (Артурс), 14 и 16 июля 2015 года. Наш Генеральный секретарь, Антонелла Вальморбида, и делегат ADL Армения, Лузине Александрян, приняли участие в мероприятиях и поделились опытом с мэрами и муниципальными советниками, представляющими армянские провинции, и с другими местными и международными организациями и экспертами.

ALDA i ALD Jermenija promovisali učešće građana u Jermeniji
Kongres lokalnih i regionalnih vlasti Saveta Evrope bio jedomaćin dva seminara na temu “Promovisanje učešća građana u Jermeniji” u Yeghegnadzor i Aghveran 14. i 16. jula 2015. Generalni sekretar ALDA, Antonella Valmorbida i delegat ALD Jermenije, Lusine Aleksndryan učestvovale su na ovim seminarima i podelila svoje znanje sa predsednicima opština i odbornicima pokrajina Jermenije i drugim domaćim i međunarodnim organizacijama i stručnjacima.
Antonella Valmorbida predstavils je mogućnosti učešća građana i korištenje Kodeksa dobre prakse Saveta Evrope. Zajedno sa Lusine Aleksndryan, moderirala je sesiju grupe o angažovanju civilnog društva, sa praksama i savetima za rešavanje izazova za poboljšanje nivoa učešća građana u donošenju odluka na lokalnom nivou u Jermeniji.
Dva seminara su finansirana od strane vlade Danske, kao deo projekta ”Podrška za konsolidaciju lokalne demokratije u Jermeniji ” i doprinosa Saveta Evrope i Kongresa razvoju lokalne političke uprave u Jermeniji i povećanje poverenja građana u demokratske institucije.G-đa Valmorbida, generalni sekretar ALDA, izjavila je: “Ceo događaj je bio veoma važan za rad ALDA i ALD u Jermeniji-Gyumri. Naše aktivnosti, fokusirane na učešće građana na lokalnom nivou, bile su jedan od stubova ove druge faze programa “Jačanje lokalne demokratije u Jermeniji” promovisane od strane Kongresa Saveta Evrope. Za mene i za Lusine Alekandryan, seminar je bio poseban i zbog toga što smo imali mogućnost da zajedno moderiramo radionicu u popodnevnim satima. Moje evropsko iskustvo je bio upotpunjen širokim znanjem koje moja koleginica ima o Jermeniji. Sreli smo više od 200 predstavnika lokalnih vlasti i bila sam posebno impresionirana sa nekoliko jakih žena, koje imaju tu odgovornost. Pretpostavljam da je i nešto u šta treba da se investira. Projekat doprineo podizanju svesti i izgradnji kapaciteta, i za sve učesnike svakako je bio prvi put das su imali mogućnost da otvoreno i zajedno diskutuju o tome kako oni rade na učešće građana na dnevnoj osnovi. Prilika koja obavezno treba da se ponovi u budućnosti”.

Concorso “Diventiamo cittadini europei”: ALDA sostiene la cittadinanza attiva tra i più giovani
Il Movimento Federalista Europeo ha bandito anche quest’anno il concorso “Diventiamo cittadini europei”, riservato agli studenti del triennio delle scuole superiori, e pensato per promuovere la cittadinanza attiva fra i più giovani e sensibilizzarli sulle tematiche europee.
L’iniziativa è stata promossa all’interno del progetto BE-EU BEYOND EUCLASS, gestito da ENAC-Ente Nazionale Canossiano e finanziato dalla Commissione europea nell’ambito del Programma Erasmus +, Azione Jean Monnet. Quest’anno l’iniziativa si è estesa agli istituti superiori di ben 8 province italiane (Belluno, Brescia, Gorizia, Padova, Treviso, Venezia, Verona, Vicenza) grazie soprattutto al contributo offerto dalle associazioni ed enti quali ADEC, Circolo Veneto, Lions Club , Rotary Club ed ALDA, la quale metterà a disposizione due borse di studio per i vincitori del concorso.
I 42 vincitori, 21 dalla Provincia di Verona e 21 dalle restanti province, sono stati premiati con un soggiorno presso il Castello di Neumarkt, in Austria, dal 27 luglio al 1 agosto, durante il quale parteciperanno a conferenze, gruppi di lavoro, escursioni, gare sportive e visite guidate alle città della Stiria e della Carinzia.
Alla cerimonia di premiazione, svoltasi lo scorso 30 giugno a Verona, presso la sede della Provincia, hanno partecipato tra gli altri, Antonio Pastorello, Presidente della Provincia di Verona, Giorgio Anselmi, Presidente del Movimento Federalista Europeo ed alcuni rappresentanti degli enti ed associazioni che hanno contribuito al concorso.

ALDA announces the death of Mr. Rinaldo Locatelli
It was with great sadness that we learned of Mr. Rinaldo Locatelli’s passing last week, on 8th July 2015.
Mr. Locatelli was former Secretary General of the Congress of local and regional authorities of the Council of Europe and member of ALDA. He shared and supported our mission, working close to ALDA since the beginning of the activity of our organisation.
“Rinaldo Locatelli was Secretary General of the congress when we started. The programme of the LDAs was also very much his vision, and we are grateful for this. We will remember his engagement and devotion by our side. Our thoughts are with his family. We will miss him”, says Mrs. Antonella Valmorbida, Secretary General of ALDA.

Human rights education training soon in Caen!
The International Institute of Human Rights (L’Institut International des Droits de l’Homme) organizes the Training for trainers of the human rights education. The training is going to take place on 7 – 11 September 2015 in Caen, France, and is going to be realized in cooperation with Council of Europe and the Region Lower Normandy.
The main objective of this training is to provide participants with the practical tools of how to encourage young people to participate actively in the promotion of human rights. During the five days training the focus will be put on the experiences of the participants and their active approach.
The training is meant mainly for residents in French territory and exceptionally for the people resident in the territory of a member state of the Council of Europe. The costs for one participant are 180 euro, accommodation and food included. To apply for this training please fill this form and send it to the email address: hre@2idhp.eu before 26th July 2015.

Strengthening the capacity of national and local NGOs on fighting violence against women
ALDA recently took over the coordination of the project Bridges of Expertise to Fight Gender Based Violence and now is working close together with the Lead Partner – Kapadokya Kadin Dayanisma Dernegi – Women’s Solidarity Association, for the implementation and successful completion of the project activities, including the preparation for the closing conference, which will be held in Nevsehir, Turkey, from 16th to 18th September, and the presentation of the guide “Bridges of expertise to fight gender based violence – an overview of local practice in Turkey and EU MS”, which will be organised in the Council of Europe, from 20th to 22nd October, during the 29th Session of the CoE Congress of Local and Regional Authorities.
The entire project is addressing the issue of fighting gender based violence and the presentation of local practices in Turkey and EU partner countries in prevention and protection of women victims of domestic violence. It is at the same time an opportunity to support, announce and plan activities for the 2016 European Year of fighting violence against women.
The activities held from 21st to 28th June gathered some 40 participants from Turkey and EU partner countries 28, and encompassed the organisation of three-day workshops, the presentation of the key findings of the survey conducted in local communities in Turkey, and presentation of local practices and policy measures by public education institutions, local authorities and CSOs from Turkey and EU partner countries in the project.
Further to this, a study visit for the EU project partners was organised in the Municipalities of Zonguldak and Karadeniz Eregli. There, the participants could meet with the mayors, local government officials responsible for family and social care, cultural associations, and CSOs providing legal aid to the victims of domestic violence. Specific attention was given to the follow-up potential communication and co-operation linking local expertise, best practice, institutional provision of help and counselling services.
PROJECT PARTNERS:
The Turkish partners of the project include:
-NGO “Cappadocia Woman Solidarity Association” (as applicant),
– the University of Nevşehir (Women Research Center),
– the Municipalities of Nevşehir and Kirşehir from Cappadocia Region
– the Municipalities of Karadeniz Ereğli and Zonguldak from the Black Sea Region and
– Ahiler Development Agency engaged in five Turkish Provinces: Nevşehir, Kirşehir, Aksaray, Kırıkkale, Niğde.
EU partners are:

– Provincial Administration of Gorizia (Italy),
– the Municipalities of Monfalcone and Sacile (Italy),
– the “Centre for Social Assistance” of Municipality of Koper (Slovenia),

Since 1999 ALDA coordinates and supports a network of Local Democracy Agencies (LDAs), which have been established in the Western Balkans by the Congress of the Council of Europe since 1992, as a support programme to strengthen local democracy, foster respect for human rights and inclusive sustainable development. In Bosnia and Herzegovina, the three LDAs in Mostar, Zavidovići and Prijedor, have been committed to promoting the inter-ethnic and inter-religious tolerance, whilst particularly fostering participation of young people in regional co-operation programmes.
Support the European perspective and further accession process of BiH and all Western Balkan countries because the European integration process is the best way to promote peace and reconciliation as a precondition for further economic development.

Vingtième anniversaire en souvenir des victimes du génocide de Srebrenica: la déclaration officielle d’ALDA.
Il y a vingt ans Srebrenica, une petite communauté de la Bosnie Herzégovine, a été le théâtre d’une violente purification ethnique: le plus grand massacre en Europe après la Deuxième Guerre Mondiale. D’horribles crimes, atrocités et de massives violations des lois humanitaires internationales ont été commis durant la désagrégation de l’Ex Yougoslavie, dont les victimes et leurs familles respectives vivent encore dans le tourment du génocide, de la lente réconciliation et dans la recherche de la vérité.
Aujourd’hui, pendant que nous nous souvenons des victimes de Srebrenica et de toutes les atrocités commises durant les guerres de l’Ex Yougoslavie, nous affirmons avec décision que l’histoire ne doit plus se répéter. Nous croyons fortement que les leaders des Pays Balkans seront les promoteurs du changement, en s’engageant dans le dialogue et dans la consolidation de la paix, non seulement en vue de l’intégration européenne, mais pour assurer plus que jamais à tous les citoyens des Balkans un présent et un futur meilleur. Assurer une paix durable, sans haine raciale et divisions religieuses ou d’autres types, représente une question urgente pour les gouvernements, qui n’ont plus d’excuses et ne peuvent plus déplacer l’investissement sur la consolidation de la démocratie, qui consentirait l’existence des sociétés inclusives et tolérantes, capables de tirer un enseignement du passé.
ALDA accueille:
– la décision unanime du Conseil des Ministres de la Bosnie Herzégovine de proclamer le 11 juillet “Journée de deuil national en Bosnie Herzégovine”.
– La Résolution adoptée par le Parlement Européen sur la Commémoration du génocide de Srebrenica le 9 juillet.

– l’implémentation de programmes éducatifs et culturels pour la promotion des droits humains et de la tolérance interethnique et interreligieuse, en particulier entre les jeunes.
Depuis 1999, ALDA coordonne et supporte le réseau des Agences de la Démocratie Locale (ADL), établies dans les Balkans Occidentaux du Congrès du Conseil d’Europe en 1992, comme programme de support pour le renforcement de la démocratie locale et pour la promotion du respect des droits humains et d’un développement durable et inclusif. Vent’anni fa Srebrenica, una piccola comunità della Bosnia Erzegovina, è stata sconvolta da una violenta pulizia etnica: il più grande massacro in Europa dopo la Seconda Guerra Mondiale. Orribili crimini, atrocità e massive violazioni delle leggi umanitarie internazionali sono stati commessi durante la disgrezazione dell’Ex Jugoslavia, le cui vittime e rispettive famiglie sono ancora oggi tormentate dal ricordo del genocidio, della lenta riconciliazione e ricerca della verità.
Oggi, mentre ricordiamo le vittime di Srebrenica e tutte le atrocità commesse durante le guerre dell’Ex Jugoslavia, affermiamo con decisione che la storia non si deve ripetere. Crediamo fortemente che i leader dei Paesi balcanici si faranno promotori del cambiamento, impegnandosi nel dialogo e nel consolidamento della pace, non solo in vista della dell’integrazione europea, ma per assicurare più che mai a tutti i cittadini dei Balcani un presente e un futuro migliori . Assicurare una pace durevole, senza odio razziale e divisioni religiose o di altro tipo, rappresenta una questione urgente per i governi, che non hanno più scuse e non possono più posticipare l’investimento sul consolidamento dalla democrazia, il quale consentirebbe l’esistenza di società inclusive e tolleranti, capaci di trarre insegnamenti dal passato.
ALDA accoglie:
– la decisione unanime del Consiglio dei Ministri della Bosnia Erzegovina di proclamare l’11 luglio “Giornata di lutto nazionale in Bosnia Erzegovina”.
– La Risoluzione adottata dal Parlamento Europeo sulla Commemorazione del genocidio di Srebrenica il 9 luglio.

Двадцатая годовщина в память жертв геноцида в Сребренице: официальная декларация ALDA.
Двадцать лет назад Сребреница, маленькая община Боснии и Герцеговины, была перевернута жестокой этнической чистке: это самая крупная резня в Европе после Второй мировой войны. Ужасные преступления, жестокость и массовые нарушения международных гуманитарных законов были совершены в ходе распада бывшей Югославии, жертв которой и их семьи еще сегодня мучают воспоминания о геноциде, о медленном примирении и поиске правды.
Сейчас, когда мы вспоминаем жертв в Сребренице, и все жестокости, совершенные в ходе войн в бывшей Югославии, мы решительно утверждаем, что это не должно повториться. Мы крепко верим в то, что лидеры Балканских стран станут инициаторами перемен, возьмут на себя обязательства диалога и укрепления мира, не только ввиду европейской интеграции, но и чтобы гарантировать сейчас больше чем когда-либо всем гражданам Балкан лучшее настоящее и будущее. Гарантировать длительный мир без расовой ненависти и религиозных или других распрей является важнейшим вопросом для правительств, у которых нет больше оправданий, и которые не могут больше откладывать вклад в укрепление демократии, что обеспечило бы существование инклюзивных и толерантных обществ, способных извлечь уроки из прошлого.
ALDA принимает:
– единодушное решение Совета Министров Боснии и Герцеговины провозгласить 11 июля “Днём национального траура в Боснии и Герцеговине”.
– постановление, принятое Европейским Парламентом о Памяти геноцида в Сребренице 9 июля.
ALDA по случаю дня Памяти требует:
– внедрения образовательных и культурных программ для продвижения прав человека и межэтнической и межрелигиозной терпимости, главным образом среди молодежи.
С 1999 года ALDA координирует и поддерживает сеть Агентств местной демократии (ADL), основанных на Западных Балканах Конгрессом Совета Европы в 1992 году, в качестве программы поддержки для усиления местной демократии и продвижения уважения прав человека и устойчивого и инклюзивного развития. В Боснии и Герцеговине ADL Мостар Завидовичи и Приедор берут на себя обязательство воспитания терпимости между этносами и религиями, и, главным образом, продвижения активного участия молодежи в программах регионального сотрудничества.

ALDA izjava: 20 godina posle, u znak sećanja na žrtve genocida u Srebrenici
Pre dve decenije, u Srebrenici, maloj lokalnoj zajednici u Bosni i Hercegovini dogodio se najveći masakr i etničko čišćenje koje se desilo u Evropi nakon Drugog svetskog rata. Užasni zločini, zverstva i masovna kršenja međunarodnog humanitarnog prava počinjena su tokom raspada bivše Jugoslavije, sa žrtvama i njihovim porodicama koje još uvijek progoni ovaj čin genocida, kao i spori tempo pomirenja i utvrđivanja istine.
Danas, povodom sećanja na žrtve Srebrenice i svih zločina počinjenih tokom ratova u bivšoj Jugoslaviji, mi čvrsto verujemo da se istorija ne sme ponoviti i da će se balkanski lideri iskreno okrenuti dijalogu i saradnji. Ne samo zbog perspektive EU integracija, već ponajviše značajnije nego ikada, zbog vizije bolje sadašnjosti i budućnosti za sve građane balkanskih zemalja. Zaštita trajnog mira bez etničke mržnje, verskh i drugih podela, je hitno neophodna za vlade koji bez ikakvih daljih odlaganja ili izgovora treba da investiraju u obrazovanje i izgradnju demokratskih institucija, kako bi se obezbedilo inkluzivno i tolerantno društvo, sposobno da izvuče lekcije iz prošlosti.
ALDA pozdravlja:
– Odluku Veća ministara Bosne i Hercegovine, jednoglasno donešene, da proglasi 11. juli kao Dan žalosti u Bosni i Hercegovini .
– Rezoluciju Evropskog parlamenta o Srebrenici koja je usvojena 9. Jula, od strane Evropskog parlamenta
ALDA, povodom godišnjice poziva:
– Na obrazovne i kulturne programe kao sredstva za promovisanje ljudskih prava, međuetničke i međuverske tolerancije, posebno među mladim generacijama.
Od 1999. godine ALDA koordinira i podržava mrežu Agencija lokalne demokratije (ALD) , koji su uspostavljeni u zemljama Zapadnog Balkana od strane Kongresa Saveta Evrope od 1992. godine, kao program podrške za jačanje lokalne demokratije , podsticanje poštovanja ljudskih prava i inkluzivni održivi razvoj. U Bosni i Hercegovini, tri Agencije lokalne demokratije: u Mostaru, Zavidovićima i Prijedoru, su posvećene promovisanju međuetničke i međuverske tolerancije, posebno podstičući učešće mladih u regionalnim programima saradnje.
Potrebno je takođe podsticati podršku evropskoj perspektivi i daljem procesu pridruživanja BiH i svih zemalja Zapadnog Balkana, jer je process evropskih integracija najbolji način da se podstiče mir i pomirenje, kao preduslov za dalji ekonomski razvoj.

Сейчас, когда мы вспоминаем жертв в Сребренице, и все жестокости, совершенные в ходе войн в бывшей Югославии, мы решительно утверждаем, что это не должно повториться. Мы крепко верим в то, что лидеры Балканских стран станут инициаторами перемен, возьмут на себя обязательства диалога и укрепления мира, не только ввиду европейской интеграции, но и чтобы гарантировать сейчас больше чем когда-либо всем гражданам Балкан лучшее настоящее и будущее. Гарантировать длительный мир без расовой ненависти и религиозных или других распрей является важнейшим вопросом для правительств, у которых нет больше оправданий, и которые не могут больше откладывать вклад в укрепление демократии, что обеспечило бы существование инклюзивных и толерантных обществ, способных извлечь уроки из прошлого.
ALDA принимает:
– единодушное решение Совета Министров Боснии и Герцеговины провозгласить 11 июля “Днём национального траура в Боснии и Герцеговине”.
– постановление, принятое Европейским Парламентом о Памяти геноцида в Сребренице 9 июля.
ALDA по случаю дня Памяти требует:
– внедрения образовательных и культурных программ для продвижения прав человека и межэтнической и межрелигиозной терпимости, главным образом среди молодежи.
С 1999 года ALDA координирует и поддерживает сеть Агентств местной демократии (ADL), основанных на Западных Балканах Конгрессом Совета Европы в 1992 году, в качестве программы поддержки для усиления местной демократии и продвижения уважения прав человека и устойчивого и инклюзивного развития. В Боснии и Герцеговине ADL Мостар Завидовичи и Приедор берут на себя обязательство воспитания терпимости между этносами и религиями, и, главным образом, продвижения активного участия молодежи в программах регионального сотрудничества.
Мы поддерживаем европейское видение и последующий процесс присоединения для Боснии и Герцеговины и для всех стран Западных Балкан, так как путь европейской интеграции – лучший способ продвигать мир и примирение, как условие, предшествующее дальнейшему экономическому развитию.

ALDA izjava: 20 godina posle, u znak sećanja na žrtve genocida u Srebrenici
Pre dve decenije, u Srebrenici, maloj lokalnoj zajednici u Bosni i Hercegovini dogodio se najveći masakr i etničko čišćenje koje se desilo u Evropi nakon Drugog svetskog rata. Užasni zločini, zverstva i masovna kršenja međunarodnog humanitarnog prava počinjena su tokom raspada bivše Jugoslavije, sa žrtvama i njihovim porodicama koje još uvijek progoni ovaj čin genocida, kao i spori tempo pomirenja i utvrđivanja istine.
Danas, povodom sećanja na žrtve Srebrenice i svih zločina počinjenih tokom ratova u bivšoj Jugoslaviji, mi čvrsto verujemo da se istorija ne sme ponoviti i da će se balkanski lideri iskreno okrenuti dijalogu i saradnji. Ne samo zbog perspektive EU integracija, već ponajviše značajnije nego ikada, zbog vizije bolje sadašnjosti i budućnosti za sve građane balkanskih zemalja. Zaštita trajnog mira bez etničke mržnje, verskh i drugih podela, je hitno neophodna za vlade koji bez ikakvih daljih odlaganja ili izgovora treba da investiraju u obrazovanje i izgradnju demokratskih institucija, kako bi se obezbedilo inkluzivno i tolerantno društvo, sposobno da izvuče lekcije iz prošlosti.
ALDA pozdravlja:
– Odluku Veća ministara Bosne i Hercegovine, jednoglasno donešene, da proglasi 11. juli kao Dan žalosti u Bosni i Hercegovini .
– Rezoluciju Evropskog parlamenta o Srebrenici koja je usvojena 9. Jula, od strane Evropskog parlamenta
ALDA, povodom godišnjice poziva:
– Na obrazovne i kulturne programe kao sredstva za promovisanje ljudskih prava, međuetničke i međuverske tolerancije, posebno među mladim generacijama.
Od 1999. godine ALDA koordinira i podržava mrežu Agencija lokalne demokratije (ALD) , koji su uspostavljeni u zemljama Zapadnog Balkana od strane Kongresa Saveta Evrope od 1992. godine, kao program podrške za jačanje lokalne demokratije , podsticanje poštovanja ljudskih prava i inkluzivni održivi razvoj. U Bosni i Hercegovini, tri Agencije lokalne demokratije: u Mostaru, Zavidovićima i Prijedoru, su posvećene promovisanju međuetničke i međuverske tolerancije, posebno podstičući učešće mladih u regionalnim programima saradnje.
Potrebno je takođe podsticati podršku evropskoj perspektivi i daljem procesu pridruživanja BiH i svih zemalja Zapadnog Balkana, jer je process evropskih integracija najbolji način da se podstiče mir i pomirenje, kao preduslov za dalji ekonomski razvoj.

Young reporters “On the footsteps of Albert Londres"
Since 2011, the association France-Balkans, a network of French local authorities in cooperation with the Balkan region, organizes each year a programme about journalism, related to Albert Londres, a famous French journalist and writer, one of the inventors of investigative journalism.
During 3 weeks in August, 12 amateur journalists coming from France and the Balkan regions will leave on a tour, where they will gather experience in various journalistic topics by doing researches, interviews, recordings, taking pictures and writing articles.
Albert Londres, a French journalist of the beginning of 20th century, is still considered in the contemporary context as an international point of reference in investigative journalism. This year’s programme “On the footsteps of Albert Londres” will be dedicated to the Eastern front of the First World War, as we are commemorating the first centenary of the beginning of the Great War in the Eastern Europe.
The trip will follow Albert Londres’ journeys in the Eastern Front, in the cities of Skopje, Bitola, Ohrid (Macedonia) and Korça (Albania), following the articles he wrote.The participants will also shoot short video reportages based on interviews with locals in Macedonia and Albania. This experience will allow them to discover the world of journalism but also to develop new skills in the field of reportage.
The multilateral cooperation program France-Balkan is piloted by the Pays Vichy-Auvergne. The programme is co-financed by the French Foreign Ministry, with the technical support of ALDA. This years’ programme arrangement is supported by ALDA branch in Skopje.

Depuis 2011, l’association France-Balkans, réseau de collectivités territoriales françaises en coopération avec la région des Balkans, organise chaque année un programme sur la question du journalisme et plus particulièrement sur le travail d’Albert Londres.
Albert Londres est un journaliste français du début du 20e siècle, toujours reconnu comme une référence internationale dans le domaine du journalisme d’investigation. En 2015, le programme « sur les pas d’Albert Londres » sera consacré au Front d’Orient de la Première Guerre mondiale alors que le Monde célèbre cette année le centenaire de l’ouverture de ce Front.
Les jeunes suivront le séjour d’Albert Londres sur le Front d’Orient dans les villes Skopje, Bitola, Ohrid en Macédoine et de Korça en Albanie, sur les traces des articles écrits par le journaliste. Pendant 3 semaines en août, 12 journalistes amateurs venus de France et des Balkans expérimenteront différentes pratiques journalistiques en faisant des recherches, en réalisant des prises de vue, des interviews ou encore en écrivant des articles. Les jeunes prépareront également de courts reportages grâce aux interviews qu’ils auront réalisés avec les acteurs locaux.Cette expérience leur permettra de découvrir la profession de journaliste mais aussi d’acquérir de nouvelles compétences dans le domaine du reportage.
ALDA et la Région Basse-Normandie font partie intégrante de ce réseau et soutiennent l’organisation de ce programme à travers la participation du Bureau de Skopje.

Alessandro Perelli, Vice-president of ALDA, supporting the cooperation with Mediterranean area and Balkans
The Conference on “Perspectives for an efficient regional cooperation with Mediterranean and West-Balkans countries”, took place on 9th July, at the Ministry of the Foreign Affairs in Rome, with participation of the cooperation department managers of Farnesina, Cespi, the Italian regions and the principal embassies of Balkan and Mediterranean Africa areas, all together to deepen the issues of development cooperation.
Mr. Alessandro Perelli, Vice-president of ALDA, attended this event as representative of Friuli Venenzia-Giulia Region, and also had a meeting with the Councillor of the Tunisian Embassy in Italy, Mrs. Saida Fatnassi Ghazouani. Mr. Perelli presented the activities of ALDA and the planned opening of a Local Democracy Agency (LDA) in Tunisia in 2016. “We are working with some Tunisian partners to achieve this goal – says Mr. Perelli – and recent tragic events related to terrorism strengthen our motivation in contributing, through the opening of an LDA and with the support of the Council of Europe, to the promotion of democratic rights, which are the values that lie at the heart of the European Union”.
The Councillor of the Tunisian Embassy welcomed the initiative, by defining it as a “concrete example of how Europe wants to support Tunisia in this difficult period”, and confirming her commitment to communicate the issues discussed during the meeting to the Ambassador, Mr. Naceur Mestiri.

A la rencontre ont participé des dirigeants du secteur coopération de la Farnesina, le Cespi, les régions italiennes et les principales ambassades de l’aire des Balkans et de l’Afrique méditerranéenne, tous réunis pour approfondir les thèmes de la coopération au développement.
Le vice-président d’ALDA, Alessandro Perelli, qui a participé comme représentant de la région Friuli Venezia-Giulia, a rencontré la conseillère de l’ambassade tunisienne en Italie, Saida Fatnassi Ghazouani, et lui a illustré l’activité d’ALDA et le projet d’ouvrir en 2016 une Agence de la Démocratie Locale (ADL) en Tunisie. “Nous travaillons avec les partenaires tunisiens pour rejoindre cet objectif – dit Perelli – et les récents faits tragiques de terrorisme ont renforcé notre motivation dans le désir de contribuer, à travers l’ouverture des ADL et avec le soutien du Conseil d’Europe, à la promotion des droits démocratiques qui sont à la base des valeurs sur lesquelles se fondent l’union européenne”.

Si è tenuta a Roma, giovedì 9 luglio, presso la Sala Onofri del Ministero degli Esteri, l’incontro “Prospettive per un’efficace cooperazione regionale coi paesi della sponda sud del Mediterraneo e dei Balcani occidentali”. L’incontro ha visto la partecipazione dei dirigenti del settore cooperazione della Farnesina, il Cespi, le regioni italiane e le principali ambasciate dell’area balcanica e dell’Africa mediterranea, tutti riuniti per approfondire i temi della cooperazione allo sviluppo.
Il vicepresidente di ALDA, Alessandro Perelli, che ha partecipato in rappresentanza della regione Friuli Venezia-Giulia, ha tenuto un incontro con la consigliera dell’ambasciata tunisina in Italia, Saida Fatnassi Ghazouani, illustrando l’attività di ALDA e il progetto di aprire nel 2016 un’Agenzia della Democrazia Locale (ADL) in Tunisia. “Stiamo lavorando con partner tunisini per raggiungere questo obiettivo – dice Perelli – e i recenti tragici fatti di terrorismo hanno rafforzato la nostra motivazione nel voler contribuire, attraverso l’apertura dell’ADL e con il supporto del Consiglio d’Europa, alla promozione dei diritti democratici che sono alla base dei valori su cui si fonda l’unione europea”.
La consigliera dell’ambasciata tunisina ha manifestato apprezzamento per l’iniziativa, definendola “la concreta testimonianza di come l’Europa non voglia lasciare sola la Tunisia in questo difficile momento”, e si è impegnata a riferire all’Ambasciatore Naceur Mestiri quanto discusso durante l’incontro.

В четверг 9 июля в Риме в зале Онофори Министерства иностранных дел прошла конференция “Перспективы эффективного регионального сотрудничества со странами южного берега Средиземного моря и Западных Балкан”. Во встрече приняли участие руководители отдела по вопросам сотрудничества Министерства иностранных дел, исследовательский центр международной политики, итальянские регионы и основные посольства Балкан и Средиземноморской Африки, которые собрались для обсуждения вопросов сотрудничества в интересах развития.

Konferencija na temu “Perspektive za efikasnu regionalnu saradnju sa područjem Mediterana i zemljama Zapadnog Balkana”, održana je 9. jula, u Ministarstvu spoljnih poslova u Rimu, uz učešće rukovodilaca odeljenja saradnje: Farnesina, Cespi, italijanskih regija i glavnih ambasade sa Balkana i Mediteranske Afrike, s cijem produbljivanja pitanja razvojne saradnje.
G-din Alessandro Perelli, potpredsednik ALDA, prisustvovao ovom događaju kao predstavnik regije Friuli Venenzia – Giulia, a takođe je imao sastanak sa članom veća ambasade Tunisa u Italiji, g-đom Saidom Fatnassi Ghazouani. G-din Perelli predstavio je aktivnosti ALDA i planirano otvaranje Agencije lokalne demokratije (LDA) u Tunisu 2016. Godine. “Radimo sa partnerima iz Tunisa na postizanju ovog cilja – kaže Perelli – i nedavni tragični događaji vezani za terorizam, ojačali su našu motivaciju za doprinos promociji demokratskih prava, vrednostima koji leže u srcu Evropske unije, kroz otvaranje ALD uz podršku Saveta Evrope”.

Si è tenuta a Roma, giovedì 9 luglio, presso la Sala Onofri del Ministero degli Esteri, l’incontro “Prospettive per un’efficace cooperazione regionale coi paesi della sponda sud del Mediterraneo e dei Balcani occidentali”. L’incontro ha visto la partecipazione dei dirigenti del settore cooperazione della Farnesina, il Cespi, le regioni italiane e le principali ambasciate dell’area balcanica e dell’Africa mediterranea, tutti riuniti per approfondire i temi della cooperazione allo sviluppo.
Il vicepresidente di ALDA, Alessandro Perelli, che ha partecipato in rappresentanza della regione Friuli Venezia-Giulia, ha tenuto un incontro con la consigliera dell’ambasciata tunisina in Italia, Saida Fatnassi Ghazouani, illustrando l’attività di ALDA e il progetto di aprire nel 2016 un’Agenzia della Democrazia Locale (ADL) in Tunisia. “Stiamo lavorando con partner tunisini per raggiungere questo obiettivo – dice Perelli – e i recenti tragici fatti di terrorismo hanno rafforzato la nostra motivazione nel voler contribuire, attraverso l’apertura dell’ADL e con il supporto del Consiglio d’Europa, alla promozione dei diritti democratici che sono alla base dei valori su cui si fonda l’unione europea”.
La consigliera dell’ambasciata tunisina ha manifestato apprezzamento per l’iniziativa, definendola “la concreta testimonianza di come l’Europa non voglia lasciare sola la Tunisia in questo difficile momento”, e si è impegnata a riferire all’Ambasciatore Naceur Mestiri quanto discusso durante l’incontro.

В четверг 9 июля в Риме в зале Онофори Министерства иностранных дел прошла конференция “Перспективы эффективного регионального сотрудничества со странами южного берега Средиземного моря и Западных Балкан”. Во встрече приняли участие руководители отдела по вопросам сотрудничества Министерства иностранных дел, исследовательский центр международной политики, итальянские регионы и основные посольства Балкан и Средиземноморской Африки, которые собрались для обсуждения вопросов сотрудничества в интересах развития.
Вице-президент ALDA, Алессандро Перели, который принимал участие в качестве представителя региона Фриули Венеция Джулия, провел встречу с советником тунисского посольства в Италии, Саидой Фатнасси Газуани, осветил деятельность ALDA и проект открытия в 2016 году Агентства местной демократии (ADL) в Тунисе. “Мы работаем с тунисскими партнерами над достижением этой цели”, – говорит Перелли, – ”и недавние трагические факты терроризма усилили наше желание, благодаря открытию ADL и при поддержке Совета Европы, способствовать продвижению демократических прав, лежащих в основе ценностей, на которых основывается Европейский Союз”.

Alessandro Perelli, potpredsednik ALDA, podrška saradnji sa područjima Mediterana i Balkana
Konferencija na temu “Perspektive za efikasnu regionalnu saradnju sa područjem Mediterana i zemljama Zapadnog Balkana”, održana je 9. jula, u Ministarstvu spoljnih poslova u Rimu, uz učešće rukovodilaca odeljenja saradnje: Farnesina, Cespi, italijanskih regija i glavnih ambasade sa Balkana i Mediteranske Afrike, s cijem produbljivanja pitanja razvojne saradnje.
G-din Alessandro Perelli, potpredsednik ALDA, prisustvovao ovom događaju kao predstavnik regije Friuli Venenzia – Giulia, a takođe je imao sastanak sa članom veća ambasade Tunisa u Italiji, g-đom Saidom Fatnassi Ghazouani. G-din Perelli predstavio je aktivnosti ALDA i planirano otvaranje Agencije lokalne demokratije (LDA) u Tunisu 2016. Godine. “Radimo sa partnerima iz Tunisa na postizanju ovog cilja – kaže Perelli – i nedavni tragični događaji vezani za terorizam, ojačali su našu motivaciju za doprinos promociji demokratskih prava, vrednostima koji leže u srcu Evropske unije, kroz otvaranje ALD uz podršku Saveta Evrope”.
Član veća ambasade u Tunisu pozdravio je inicijativu, definišući ga kao “konkretan primer kako Evropa želi da podrži Tunis u ovom teškom periodu”, potvrđujući svoju posvećenost da pitanja koja su se razmatrala tokom sastanka, prenese ambasadorki, g-đi Naceur Mestiri.
