Partner meeting of LDA Albania in Bari

A step further in finalising the relaunching process of LDA Albania was realised on Thursday, 9 July in Bari, Italy, on the occasion of the partner meeting promoted by ALDA. The objective of the meeting was to discuss the state of play of the whole relaunching process, to define the concrete mission and objectives of LDA’s action in Albania and to finalise the action plan for the upcoming two year initiatives.

The meeting brought together the delegation of ALDA represented by Antonella Valmorbida, Secretary General, and Aldo Xhani, Coordinator of the Citizenship programme, and all the partners committed to support the new LDA in Vlora. The event was hosted by Mr Vito Leccese, Advisor of the Mayor of the Città Metropolitana of Bari, who together with Mr Vincenzo Deruvo and Ms Simona Mazzone, respectively Vice President and Director of UNISCO, represented the Italian delegation. The Albanian delegation was composed of Mr Vllasi Nasaj, Secretary General of the Region of Vlora, Mr Armand Musta, Deputy Mayor of the Municipality of Vlora, Ms Rajmonda Balilaj, Mayor of the Municipality of Patos, Mr Florjan Muca, Mayor of the Municipality of Fier, Ms Madlina Puka and Mr Pirro Cenko, respectively Executive Director and Board Member of the Center for Research, Cooperation and Development.

The partners identified the 17th of October as the date in which the LDA will be officially launched via the signature of the MoU and the Statute. The signing event will also be an occasion to kick-off the international seminar on “Citizen Participation and good governance at local and regional level”, with particular focus on its intercultural element, to be held the same day in Vlora.

The meeting gave a strong impetus to the relaunching phase: new potential partners were proposed to be contacted in order to join the consortium and budget issues were further discussed and clarified. The partners agreed upon the need to make LDA Albania a strong partner of both local authorities and citizens in order to fully implement the territorial reform recently adopted in the country. Promoting good governance at local level will be a key factor in strengthening Albania’s EU accession process.

Un autre pas en avant pour finaliser le relancement de l’ADL Albanie a été réalisé jeudi 9 juillet à Bari, en Italie, à l’occasion de cette rencontre entre les partenaires voulue par ALDA. Le but de la réunion était celui de discuter de l’état actuel du processus de relancement, de définir la mission concrète et les objectifs de l’action de l’ADL en Albanie et de finaliser le plan stratégique pour les initiatives des deux prochaines années.

La rencontre a eu lieu en présence de la délégation d’ALDA, représentée par la Secrétaire Générale, Antonella Valmorbida, et par Aldo Xhani, Coordinateur du Programme de citoyenneté active, et tous les partenaires engagés dans le soutien et dans la réouverture de l’ADL à Vlora. L’évènement a également été l’occasion pour le lancement du séminaire international sur la “Participation des citoyens et la bonne gouvernance au niveau local et régional”, avec un accent particulier sur l’aspect interculturel, qui se tiendra le même jour à Vlora.

La rencontre a été un pas important vers la phase de relancement: en plus de la possibilité d‘impliquer de nouveaux partenaires, en vue de leur potentielle participation au consortium, on y a discuté et trouvé un accord sur les principales questions économiques. Les partenaires se sont démontrés d’accord sur la nécessité de faire de l’ADL un partenaire fort pour les organismes locaux, comme pour les citoyens, de manière à implémenter avec succès la réforme territoriale récemment adoptée dans le pays. La promotion de la bonne gouvernance au niveau local sera un facteur clé pour le renforcement du processus d’adhésion de l’Albanie à l’Union Européenne.

Un altro passo in avanti per finalizzare il rilancio dell’ADL Albania è stato compiuto giovedì 9 luglio a Bari, in Italia, in occasione dell’incontro tra i partner promosso da ALDA. Lo scopo della riunione era quello di discutere dello stato attuale dell’intero processo di rilancio, di definire la missione concreta e gli obiettivi dell’azione dell’ADL in Albania e di finalizzare il piano strategico per le iniziative dei prossimi due anni.

L’incontro ha riunito la delegazione di ALDA, rappresentata dal Segretario Generale, Antonella Valmorbida, e da Aldo Xhani, Coordinatore del Programma di cittadinanza attiva, e tutti i partner impegnati nel sostegno e nella riapertura dell’ADL a Vlora. L’evento è stato organizzato da Vito Leccese, Consigliere Comunale della Città Metropolitana di Bari, che insieme a Vicenzo Deruvo e Simona Mazzone, rispettivamente Vicepresidente e Direttore di UNISCO, rappresentava la delegazione italiana. Еще один шаг на пути возобновления работы ADL Албания был сделан в четверг 9 июля в Бари, в Италии, по случаю встречи между партнерами, организованной ALDA. Цель собрания состояла в обсуждении настоящего состояния всего процесса возобновления, определения конкретной задачи и работы ADL в Албании и завершении стратегического плана по инициативам на следующие два года.

На встрече были делегация ALDA, представленная генеральным секретарем, Антонеллой Вальморбида, и Альдо Ксани, координатором программы активного гражданства, и все партнеры, занятые в поддержке и в возобновлении ADL в Влёра. Мероприятие было организовано Вито Леччезе, муниципальным советником города Бари, который вместе с Виченцо Деруво и Симоной Маццоне, соответственно вице-президентом и директором UNISCO, представляли итальянскую делегацию. В албанской делегации были Влази Насай, генеральный секретарь региона Влёрa, Арманд Муста, вице-мэр муниципалитета Влёра, Раймонда Балилай, мэр города Патос, Флорьян Мука, мэр Фиери, Мадлина Пука и Пирро Ценко, соответственно исполнительный директор и член совета администрации Центра исследований, сотрудничества и развития.

Партнеры в качестве официальной даты, чтобы вновь открыть ADL подписанием Меморандума о взаимопонимании и устава, выбрали 17 октября. Мероприятие станет также поводом для запуска международного семинара “Участие граждан и эффективное управление на местном и региональном уровне”, который пройдет в тот же день во Влёре и уделит особое внимание межкультурному аспекту.

Встреча явила собой важный шаг к возобновлению: кроме возможности вовлекать новых партнеров, ввиду их потенциального участия в концерне, прошло обсуждение и нашлось решение основных экономических вопросов. Партнеры продемонстрировали согласие в необходимости сделать из ADL сильного партнера, как для местных организаций, так и для граждан, таким образом, чтобы с успехом провести территориальную реформу, недавно принятую в стране. Продвижение эффективного управления на местном уровне будет ключевым фактором для укрепления процесса присоединения Албании к Европейскому Союзу.

Načinjen je korak dalje u procesu ponovnog otvaranja LDA Albanije, u četvrtak, 9. jula u Bariju, u Italiji, povodom sastanka partnera u organizaciji ALDA. Cilj sastanka bio je da se predstavi stanje procesa ponovnog pokretanja agencije, da se definiše konkretna misija i ciljeve aktivnosti ALD u Albaniji, kao i da se završi akcioni plan za predstojeće dve godine.

Sastanak je okupio delegaciju ALDA koju su zastupali Antonella Valmorbida, generalni sekretar, i Aldo Xhani, koordinator programa za aktivno građanstvo, kao i svih partnera koji su posvećeni da daju podršku novoj ALD u Valoni. Domaćin događaja je bio g. Vito Leccese, savetnik gradonačelnika Grada Bari, koji je zajedno sa g. Vincenzo Deruvom i g-đom Simonom Mazzone, odnosno potpredsednikom i direktorom UNISCO, predstavljali italijansku delegaciju. Albanska delegacija su predstvaljali g. Vllasi Nasaj, generalni sekretar regije Vlora, g. Armand Crna, zamenik predsednika opštine Vlora, g-đa Rajmonda Balilaj, gradonačelnica opštine Patos, g. Florjan Muca, gradonačelnik opštine Fier, g-đa Madlina Puka i g. Pirro Cenko, izvršni direktor i član Upravnog odbora Centra za istraživanje, saradnju i razvoj.

Ovaj događaj će takođe biti prilika za početni međunarodni seminar na temu “Učešće građana i dobro upravljanje na lokalnom i regionalnom nivou”, sa posebnim fokusom na njegov interkulturalni aspekt, koji će biti održan istog dana u Valoni.

Sastanak je dao snažan podsticaj za fazu ponovnog pokretanja: novim potencijalnim partnerima je predloženo da se zvanično pridruže konzorcijumu, a takođe se raspravljalo o pitanjima oko budžeta koja su dalje razjašnjena. Partneri su se dogovorili oko potrebe da se od LDA Albanije načini jak partner kako lokalnim vlastima, tako i građanima kako bi se u potpunosti sprovele teritorijalne reforme nedavno usvojene u zemlji. Promovisanje dobrog upravljanja na lokalnom nivou će biti ključni faktor u jačanju procesa pristupanja Albanije u EU.

ALDA at the 6th edition of Citizens Participation University (CPU) in Hungary

Citizens Participation University (CPU) took place from 6th to 10th of July 2015 in Hungary, close to Kunszentmiklós, south of Budapest.

In its 6th edition, the CPU focused on the role of citizens in organizing and engaging in local affairs for improving their lives and the community. Nikos Gamouras attended the CPU on behalf of ALDA  to participate and share best practices on citizen involvement in local life, fighting extremism and promoting democracy, and also took part  in several workshops on Campaigning, Community Development & Organising, engaging citizens in local affairs and many more.

Very interesting sessions and lectures were also held on the current situation of democracy in Europe and the Neighborhood, the rise of extremism, which allowed also an exchange of best practices, tools and methodologies for creating bridges and taking down walls.

Citizens Participation University (CPU) took place from 6th to 10th of July 2015 in Hungary, close to Kunszentmiklós, south of Budapest.

Imislawa Gorska, Vice President of ALDA, takes part in the discussion about future challenges of European Neighbourhood Policy at 11th Self-Government Forum in Poland

On 23rd and  24th June 2015,  the 11th Self-Government Forum took place in Kolobrzeg, Poland. ALDA’s Vice-President, Mrs. Imislawa Gorska, on behalf of ALDA, took part in one of the seminar discussing the eastern aspect of the European Neighbourhood Policy in the view of conclusions from the Riga Summit, and the policy regarding southern neighbouring regions, with an accent on instruments for supporting the implementation of the European Neighbourhood Policy at the regional level.

The speakers discussed the challenges of ENP in order to serve the purpose of developing the most suitable measures to shape the future of the European Regions in terms of their cooperation and development. The event gathered over 400 people, including guests of honour and speakers, from over 30 countries.

On 23rd and  24th June 2015,  the 11th Self-Government Forum took place in Kolobrzeg, Poland. ALDA’s Vice-President, Mrs. Imislawa Gorska, on behalf of ALDA, took part in one of the seminar discussing the eastern aspect of the European Neighbourhood Policy in the view of conclusions from the Riga Summit, and the policy regarding southern neighbouring regions, with an accent on instruments for supporting the implementation of the European Neighbourhood Policy at the regional level.

Solidarity, common vision and responsibility should guide the EU common approach to migration

The European Association for Local Democracy (ALDA) invites national and local governments, as well as all European institutions to reaffirm solidarity and a shared responsibility towards immigrants and refugees.

The topic of immigrants and shared quotas, should not divide EU Member States but should be discussed together in order to put in place a common EU migration policy.

Oriano Otočan, ALDA President, stated: “All European countries agreed in joining a project of peace, stability and solidarity, by overwhelming national and local divisions, in order to create a common space of rule of law, human rights, and democracy. That is the spirit that should keep driving us now”

A commonly agreed migration policy, based on the EU values of solidarity, unity, and responsibility, means also a stronger credibility of the Union, especially in the Neighbourhood, where several transformations occurred in the last years. The European Union and its Member States may not elude their engagement in the Neighbouring countries, notably in Ukraine, Syria, Libya and Maghreb.

ALDA strengthening its work in Ireland and Northern Ireland

In the framework of LADDER training held in Donegal on 15th-17th July,Marco Boaria, Head of Resource and Development Unit and Mattia Brazzale, Assistant to the Secretary General met some stakeholders in Derry (Northern Ireland) and in Letterkenny (Donegal County).

In Derry, Marco Boaria met the representatives of 12 NGOs, LAs as well as the University of ULSTER: the meeting was coordinated by the Community Foundation for Northern Ireland, thanks to the cooperation of Mr. Sean Feenan, Development Officer for the International Fund for Ireland, Peace Impact Programme.

The second meeting, with active discussions and high participation, was organized by the Donegal County and gathered together many representatives from local associations working in the fields of health, social policies, equal opportunities, youth, education and integration of unemployed and marginalized social groups.

During the meetings, Mr. Marco Boaria and Mr. Mattia Brazzale presented ALDA, in order to discuss the possibilities provided by the European projects in the area of cooperation. The presentations were highly welcomed and generated interests towards ALDA’s activities, in particular due to the low level of LAs and CSOs involvement in European projects characterizing Northern Ireland.

LADDER project: meeting with the MED path in Palermo, Sicily

On 26th of June, ALDA partner COPPEM organized an event to promote the concept of “Ecomuseum”, a concept initiated and supported by UNESCO in which communities and ordinary citizens get involved in the management of given territory, working together with LAs and CSOs.

The sense of local ownership is very much supported and promoted. The definition of Ecomuseum is wide and flexible enough to allow tackling a diversity of topics including sustainable development, cohesion & solidarity, migration & identities, youth & unemployment, culture and many more. “ECO”-museum, deriving from “ecology” proves to be a very concrete action taking place at the very local level, with the motto “Thinking global acting local” being fully applicable.

The event provided the opportunity to hold a MED Path meeting, within the LADDER project coordinated by ALDA. On the invitation of COPPEM, a small delegation of LADDER partners were present at the event, and had the opportunity to brainstorm and exchange on the strategy for the MED area within the LADDER project, taking stock of the current situation in the MED area and considering also the level of transferability of the ecomuseum concept in other communities as a good practice for local engagement & action with a global dimension, that is sustainability of our actions!

ALDA welcomes the Luxembourg EU Council Presidency

On 1st July 2015, following the six month Latvian presidency, Luxembourg took over its 12th Presidency of the Council of the European Union. ALDA welcomes the new presidency and encourages it to keep the active participation of citizens in the European governance high in the political agenda.

ALDA at the core of the process consultation on European Neighbourhood Policy

In March 2015, the European Commission launched a process of consultation open to CSOs and other stakeholders to submit recommendations regarding the ENP (European Neighbourhood Policy), addressing the challenges, shortcomings and problems.

Joint Consultation Paper aimed to improve the ENP by giving ideas, recommendations and advices. The process has now come to a conclusion, collecting all recommendations of CSOs and stakeholders involved.

ALDA followed this process of consultation, through the contribution coming from both MED path and EaP path members of project LADDER – Local Authorities as Drivers for Development Education and Raising Awareness – but also with contribution coming from EPAN – the Enlargement Pre-Accession and Neighbourhood – in cooperation with HRDN – Human Rights and Democracy Network – Working Groups of CONCORD.

The main points of the LADDER recommendations stressed that:

  • ENP is a positive policy, but it needs to be better framed and adapted to the circumstances of each country
  • The consultation and implementation should be open to LAs & CSOs, and their Associations & networks
  • The ENP should promote the regional approach, but in parallel allowing the differentiation according to the needs of the partner country

As for EPAN and HRDN, their recommendations focus on five pillars:

  • Global issues in the framework of the ENP Review
  • Principles for genuine mutual partnership
  • Strengthening the Human Rights dimension
  • Strengthening the Democracy dimension
  • Change in business as usual approach
