First coordination meeting of the Regional Network for Local Democracy for this year in Knjaževac - Dobrica Milovanović, member of the Governing Board, contributes to the event

The first meeting of the Regional Network for Local Democracy for this year in the framework of the project ‘’Balkan Regional Platform for Youth Participation and Dialogue’’, took place in one of the host cities of the project – Knjaževac (Serbia), from 8 till 11 February 2016.
The coordination meeting brought together the partners and members of the project from the Local Democracy Agencies from Bosnia and Herzegovina, Montenegro, Kosovo* and Serbia, ALDA Skopje and ALDA, represented by the Secretary General, Antonella Valmorbida. The young people and representatives of local authorities from Mostar, Prijedor, Zavidovići, Nikšić, Skopje, Kavadarci, Subotica, Peja and Knjaževac, also joined the meetings and discussed the next phase of the project.

“This meeting is an opportunity to determine the second phase of this project and how to ensure better participation of the young people in the society. All the representatives of the LDAs, together with the cities and municipalities within the network and the youth in this project are all focused on the youth and their options and opportunities to act on municipal, but also on European level,” said Dobrica Milovanović, member of the Governing Board of ALDA (video (ovdje)).

The four working days were packed with numerous meetings of the working bodies of the Regional Network, aimed to evaluate and improve the work within the Network, and strengthen the regional cooperation of the partners.
This event was also an excellent opportunity to attend a side program, designed especially for the representatives of local authorities of the project, in order to boost their further cooperation within the Regional Network for Local Democracy.
The Regional Network for Local Democracy is supported by EU, through Civil Society Facility Operating Grants to IPA CSO Associations.

We are pleased to inform you that the General Assembly of ALDA this year will be held on 12-13 May 2016 with the support and partnership of the French Ministry of Foreign Affairs and International Development in Paris, France.
This important event, titled “Building trust, empowering communities”, will be organized in partnership with UNDP ART Initiative, with AFCCRE : Association Française du Conseil des Communes et Regions d’Europe, and with the network of decentralized cooperation France/Balkans.
The General Assembly will elect the new Governing Board of the Association (we will soon send you specific information on the election). The event will be connected to several networking meetings for us and the Local Democracy Agencies – among these, numerous meetings of the project LADDER, including a capitalization event on the European Year of Development 2015. Joint Declaration on the ENP by LADDER Consortium and PLATFORMA

The Joint Declaration of LADDER & PLATFORMA on the ENP has been just published.
It includes policy recommendations, further to the open consultation process and the publication of the updated framework for the ENP by the EU.
PLATFORMA & the LADDER consortium strongly believe that the role of the Local and Regional governments should be reinforced and that the ENP should pay more attention to a series of policy issues, including the process of decentralisation in the Neighbourhood.

Slogan Competition Results!

The slogan competition of the LADDER project is over! Congratulations to all participating countries and participants for their inventive, creative and meaning-full proposals! It has been a huge success with more than 750 proposals submitted across participating countries!
A multiple team formed from project partners carefully analyzed the submitted proposals, following a multiple level analysis. All the slogans were evaluated taking into account several criteria, including: the link with the project major theme, relevance to DEAR, the communication strength, originality & creativity.
You can find the best 34 slogans selected and the 5 winners on the dedicated news of LADDER website.
All the winning slogans will be promoted widely, within the project network & during events organized by the project partners. Future promotional materials realized within the project will also make a mention / promote the winning slogans.

New ALDA's Toolkit of good practices on Citizen Participation

Fostering cooperation between local authorities and civil society has been proven to be an efficient tool to create the necessary conditions for political and social development of communities all across the European Union and its Neighbourhood.
An efficient cooperation brings better results in terms of equality, welfare, security and sustainability. Engaging citizens in all aspects of the life of their community and making their voices heard through peaceful and legal forms of participation is also an antidote to populism and anti-democratic movements that are nowadays raising up across Europe.
Local authorities are called to increase their transparency and accountability as well as to develop mechanisms effectively involving citizens in the decision making process. Civil society organisations also play a key role, they being a unique link between citizens and their local and regional governments. Together they can provide the needed mechanisms towards participatory democracy, and strengthen democratic institutions at the local level.
This toolkit aims at providing local authorities and civil society associations with a set of tested practices promoting the participation of citizens in the public and political life of their community. The collection of good practices is an ongoing process kicked-off within the framework of the two year EU funded project DECIDE – DEmocratic Compact: Improving Democracy in Europe! Through the establishment of a thematic network of towns and a bottom-up approach, more than 30 measures were identified, exchanged, further elaborated and tested by all 26 project partners. The Democratic Compact will be a permanent tool opened to contributions from all members of the network.

The first Steering group meeting gathering representatives of all the partners was hosted by UCLL Diepenbeek, project lead applicant on 4-5 February 2016 in Hasselt, Belgium.

The kick- off event was an opportunity for interaction and debate on the main topic and presentation of local practice in fighting discrimination against Roma people in education and employment. Detailed activity plan was adopted in the workshops on coordination and management, while three parallel workshops were organized to elaborate specific work packages:  Awareness raising campaigns and exchange of best practice “It is not too late” and “Employ me”, workshop on the comparative research study and the workshop on implementation of services for non-discrimination and Roma integration.

Opportunity for one young Macedonian to be a European Volunteer in Italy

ALDA Skopje is looking for one Macedonian youngster (18-30 years) to be volunteer in Vicenza, Italy. Within the project #Welcome, the Italian organisation Insieme cooperativa sociale ONLUS will host one European volunteer from Macedonia for one year from July 2016.

During this EVS (European Volunteer Service), the young Macedonian selected will participate in those main activities:
  1. Youth field: promotion of Youth projects, like the Social Day project, to raise awareness of young people about volunteering (www.socialday.org); and the Human Library project (www.humanlibrary.org). These activities are run in cooperation with schools.
  2. Social Bar: the Cooperative manages a social bar to improve its links with the local community with themed evening, and cultural events promoting sustainable development. The volunteer can propose initiatives to make the bar more original (i.e. organising concerts, art exhibitions, reading, cultural events, workshops, etc.). The volunteer will also help the Staff members of the bar to prepare the daily lunches for all the colleagues.
  3. Reconditioning of goods: the Cooperative reclaims used goods to be inserted in the market, part of them needs a “handcraft intervention”, to give them new life (furniture and wood objects restoration, textile laboratory, etc.). The volunteer will learn manufacturing techniques, and will work with disadvantaged people. Furthermore, the volunteer will get the satisfaction to see his/her works on sale in the Cooperative shop!
  4. Pensiero unico:  the volunteer will help the staff members by setting up the second hand shop to make it appealing, proposing and arranging thematic exhibitions (i.e. “toys”, “books”, etc.), following the whole process of items, from the delivery of a citizen to the final sale, creating activities in the children area, participating in the promotional events and workshops, etc.
All activities listed are run in cooperation with disadvantaged people (coming from different backgrounds, for example former detainees, former drug or alcohol addicted people, etc.) providing them a job that could become an educational programme.
The precise timetable will be discussed with the staff and with the project coordinator, to meet the organisation’s needs as well as the volunteer’s wishes. The service foresees: 30 service hours/week, 5 days per week, 2 days off per week and 2 days of holiday per month.
The EVS is open to all Macedonian youngsters from 18 to 30 years all interested to participate in international volunteering project in Italy.
According to the rules of the Erasmus plus programme, the project covers the EVS’s expenses for travel (up to 275 EUR for round ticket) as well as the living expenses for Vicenza.
Project dates: 7th July 2016 – 6th July 2017 (12 months)

All activities listed are run in cooperation with disadvantaged people (coming from different backgrounds, for example former detainees, former drug or alcohol addicted people, etc.) providing them a job that could become an educational programme.
The precise timetable will be discussed with the staff and with the project coordinator, to meet the organisation’s needs as well as the volunteer’s wishes. The service foresees: 30 service hours/week, 5 days per week, 2 days off per week and 2 days of holiday per month.
The EVS is open to all Macedonian youngsters from 18 to 30 years all interested to participate in international volunteering project in Italy.
According to the rules of the Erasmus plus programme, the project covers the EVS’s expenses for travel (up to 275 EUR for round ticket) as well as the living expenses for Vicenza.
Project dates: 7th July 2016 – 6th July 2017 (12 months)

Letter to Commissioner Timmermans for the SDGs

On 9 February 2016 a letter for the implementation of SDGs has been sent to Commissioner Timmermans.

“We call on the EU and each of its Member States to develop an overarching Sustainable Development Strategy with a timeline of 2030 and a concrete implementation plan which coordinates the achievement of the 17 goals, 169 targets and their indicators.”
Further to their adoption in New York by the UN, the implementation of the SDGs (Sustainable Development Goals) at all levels are of utmost importance. At the EU level, LADDER consortium (within its EYD2015 & follow up Thematic Path) is part of a wide coalition of CSOs to monitor their implementation.
The LADDER consortium further supports the creation of mechanisms of accountability which would allow CSOs to support and monitor the implementation of the 2030 agenda at the EU level.

Lettre au Commissaire Timmermans pour les ODD

Une lettre de mise en œuvre des objectifs de développement durable a été envoyée au Commissaire européen Timmermans le 9 février 2016.
“Nous demandons à l’UE et chacun de ses États membres d’élaborer une stratégie globale de développement durable jusqu’en 2030 et un plan de mise en œuvre concret qui coordonnera la réalisation des 17 buts, des 169 cibles et de leurs indicateurs.”
Suite à leur adoption à New York par l’ONU, la mise en œuvre des ODD (Objectifs de Développement Durable) à tous les niveaux est d’une haute importance. Au niveau de l’UE, le consortium LADDER (dans l’Année européenne pour le développement 2015 & le suivi des Parcours thématiques) fait partie d’une large coalition d’organisations de la société civile pour surveiller leur mise en œuvre.
Le consortium LADDER continue de soutenir la création de mécanismes de responsabilité qui permettrait aux organisations de la société civile de soutenir et de suivre la mise en œuvre de l’agenda de 2030 au niveau de l’UE.

Il 9 febbraio è stata inviata una lettera sull’implementazione della Strategia di Sviluppo Sostenibile (SDG) al Commissario Timmermans.
“Chiediamo alla UE e ai suoi Stati Membri di sviluppare una Strategia di Sviluppo Sostenibile con una mappatura temporale fino al 2030 e un piano concreto di implementazione che coordini il raggiungimento dei 17 obiettivi, 169 traguardi, e degli indicatori relativi”.
In seguito alla loro adozione a New York da parte delle Nazioni Unite, l’implementazione della SDG a tutti i livelli è di importanza cruciale. A livello europeo, il consorzio del progetto LADDER (nell’ambito del suo percorso tematico sull’Anno Europeo dello Sviluppo 2015 e follow up) è parte di un’ampia coalizione di associazioni della società civile che ne monitorerà l’implementazione.
Il consorzio di LADDER sostiene la creazione di meccanismi di accountability che diano la possibilità alla società civile organizzata di monitorare l’implementazione dell’agenda per il 2030 a livello europeo.

Письмо Комиссару Тиммерману в отношении Целей устойчивого развития

9 февраля 2016 Консорциум проекта LADDER направил письмо по внедрению Целей Устойчивого развития адресованное Коммисару Тиммерману.
Мы призываем Европейский союз и всех его стран-членов к развитию всеобъемлющей стратегии устойчивого развития до 2030 года, а также конкретного плана ее внедрения направленного на достижение 17 целей, 169 конкретных результатов и соответствующих индикаторов“.
Следуя за принятием Целей устойчивого развития в Нью-Йорке ООН, их внедрение является вопросом особой важности на всех уровнях. На Европейском уровне, Консорциум проекта LADDER (в рамках Европейского года развития и тематических направлений проекта) является частью широкой коалиции организаций гражданского общества занимающейся мониторингом процесса их внедрения. Консорциум  LADDER также поддерживает создание механизма отчетности который позволил бы организациям гражданского общества поддерживать и проводить мониторинг внедрение Повестки на 2030 год на Европейском уровне.

“Pozivamo EU i svaku od njenih država članica da razviju strategiju sveobuhvatnog održivog razvoja za period do 2030. godine i konkretnog plana implementacije koji koordinira ostvarivanje 17 ciljeva, 169 meta i njihovih indikatora.”
Pored usvajanja u Njujorku od strane UN-a, implementacija ciljeva održivog razvoja na svim nivoima je od izuzetnog značaja. Na nivou EU, LADDER konzorcijum (u okviru EYD2015 i  tematske radne grupe) je deo široke koalicije OCD koje prate njihovo sprovođenje.
LADDER konzorcijum dalje podržava stvaranje mehanizama odgovornosti koji će omogućiti OCD da podržavaju i prate sprovođenje agende 2030 na nivou EU.
