ALDA , in the framework of LADDER project, welcomes you to a special initiative entitled: ‘’Capitalisation of the European Year for Development: The added value of Decentralised Cooperation to promote local governance’’,  where speakers from different organisations and entities will have the opportunity to express their point of view about the EYD2015 and give us some food for thought about what is next.

Development Education, Local Authorities and the challenge of decentralised cooperation will be the main objects of the event which aims to put some further goals in the field of Development.

The event will take place on 12 and 13 of May 2016 in Paris, at the Ministry of Foreign Affairs, at “La Convention”.

Launching the cross-border project Kosovo-Montenegro

The Local Democracy Agency of Kosovo and the lead partner Associazione Trentino con i Balcani, have officially launched the Cross-Border (Kosovo-Montenegro) project with the first Steering Committee Group Meeting, led by the LDA Kosovo Delegate, Elbert Krasniqi.

In the framework of the cross-border project Kosovo – Montenegro, the first steering committee group meeting of the project  BorN- Biodiversity Protection and Development of Prokletije / Bjeshkët and Nemuna Natural Parks, a EU-funded project, implemented from LDA Kosovo with the lead partner Associazione Trentino con i Balcani, has been held in cooperation with the Municipality of Plav, the Enviromental Protection Agency of Kosovo and the Regional Development Centre of Rozaje.

The steering committee is composed by seven partners of the project representing Local Authorities and Civil Society Organizations. This first meeting gathered the Mayor of the Municipality of Petnjice Samir Agovic, the Secretary of the Municipality of Rozaj, Nezir Dacic, the Director of Economical Development of the Municipality of Plav, and the Director of Associazione Trentino Con i Balcani, Maurizio Camin, with the general aim to provide Kosovo and Montenegro stakeholders with skills and opportunities to enhance the cross-border cooperation in the field of environmental protection through joint multilevel initiatives aimed at protecting, promoting and managing the valuable and sensitive ecosystem of the project area, fostering the private-public (CSOs, private small local business and Local Administrations – LAs) dialogue.

Over its 18 months duration, the project will promote environmental protection and sustainable economic development in the cross-border area Kosovo – Montenegro.

L’Agence de la démocratie locale de Kosovo et le chef de file du projet Associazione Trentino con i Balcani ont officiellement lancé le projet transfrontalier (Kosovo-Monténégro), dans le cadre du premier Comité de pilotage, mené par le Délégué de l’ADL du Kosovo, Elbert Krasniqi.

Dans le cadre du projet transfrontalier Kosovo-Monténégro, le premier Comité de pilotage du projet
BorN – Biodiversity Protection and Development of Prokletije / Bjeshkët and Nemuna Natural Parks (Développement et protection de la biodiversité des parcs naturels de Prokletije / Bjeshkët et Nemuna), un projet financé par l’Union européenne, mis en œuvre par l’ADL Kosovo avec le chef de file du projet Associazione Trentino con i Balcani, a eu lieu en coopération avec la municipalité de Plav, l’Agence pour la protection de l’environnement du Kosovo et le Centre régional pour le  développement de Rozaje.

Le Comité de pilotage est composé des sept partenaires du projet représentant les autorités locales et les organisations de la société civile. La première réunion a rassemblé le maire de la Municipalité de Petnjice Samir Agovic, le Secrétaire de la Municipalité de Rozaj, Nezir Dacic, le Directeur du département du développement économique de la Municipalité de Plav, et le Directeur de l’Associazione Trentino Con i Balcani, Maurizio Camin. La réunion avait pour but de lier le Kosovo et le Monténégro à des parties prenantes qui disposent de compétences et de possibilités pour renforcer la coopération transfrontalière dans le domaine de la protection de l’environnement à travers des initiatives conjointes multiniveaux, visant à protéger, promouvoir et gérer l’écosystème précieux et sensible de la zone en question, et à favoriser le dialogue public-privé (entre les organisations de la société civile, les petites entreprises locales et les administrations locales).

Au cours des 18 mois sur lesquels vont se développer ce projet, ce dernier va promouvoir la protection de l’environnement et le développement économique durable dans la zone transfrontalière Kosovo – Monténégro.

L’Agenzia della Democrazia Locale del Kosovo e il suo partner principale, l’Associazione Trentino con i Balcani, hanno lanciato ufficialmente il Progetto Transfrontaliero (Kosovo-Montenegro) con la prima riunione del gruppo del Comitato di Pilotaggio, condotto dal Delegato della ADL Kosovo, Elbert Krasniqi.

Nell’ambito del progetto transfrontaliero Kosovo-Montenegro – in collaborazione con la Municipalità di Plav, la Agenzia di Protezione Ambientale del Kosovo e il Centro Regionale dello Sviluppo di Rozajem – si è tenuta la prima riunione del gruppo del Comitato di Pilotaggio del progetto BorN- Biodiversity Protection and Development of Prokletije / Bjeshkët and Nemuna Natural Parks, un progetto finanziato dalla UE, e implementato dalla ADL Kosovo insieme al suo partner principale, l’Associazione Trentino con i Balcani.

Il Comitato di Pilotaggio è composto da sette partner del progetto, rappresentanti di enti locali e delle organizzazioni della società civile. Questa prima riunione ha riunito il Sindaco della Municipalità di Petnjice Samir Agovic, il Segretario della Municipalità di Rozaje, Nezir Dadic, il Direttore dello Sviluppo Economico della Municipalità di Plav, e il Direttore dell’Associazione Trentino con i Balcani, Maurizio Camin, con lo scopo generale di fornire agli stakeholder di Kosovo e Montenegro le capacità e opportunità per poter aumentare la cooperazione transfrontaliera nel campo della protezione ambientale, attraverso iniziative congiunte su più livelli miranti a proteggere, promuovere e gestire il prezioso e sensibile ecosistema dell’area del progetto, rafforzando il dialogo tra pubblico e privato (OSC, piccole imprese private locali e amministrazioni locali).

Durante i 18 mesi della sua durata, il progetto promuoverà la protezione ambientale e lo sviluppo economico sostenibile nell’area transfrontaliera tra Kosovo e Montenegro.

Агентство местной демократии Косово и ведущий партнер Ассоиация Трентино кон я Балкани официально запустили проект Приграничное сотрудничество (Косово-Черногория), проведя первое заседание Руководящего комитета во главе с делегатом LDA Косово, Элбертом Красничи.

В рамках приграничного проекта Косово-Черногория был проведено первое совещание Руководящего комитета группы проекта BorN – защита биоразнообразия и развитие природных парков Проклечье/Бешкет и Немуна, финансируемого ЕС, реализуемого совместно с LDA Косово, главным партнером – Ассоциацией Трентино кон я Балкани, а также муниципалитетом Плав, Агентством по охране окружающей среды Косово, а также Центром регионального развития Розае.

Комитет состоит из семи партнеров проекта, представляющих местные органы власти и организации гражданского общества. На первой встрече присутствовали мэр г. Петнице Самир Аговиц, секретарь муниципалитета Розач, Нецир Дацич, директор Департамента экономического развития муниципалитета Плав и директор Ассоциации Трентино кон я Балкани, Маурицио Камин, которых объединяет общая цель – обеспечить заинтересованных сторон Косово и Черногории навыками и возможностями для усиления трансграничного сотрудничества в области охраны окружающей среды за счет совместных многоуровневых инициатив, направленных на защиту, продвижение и управление экосистемой, содействие ГЧП и диалогу между ОГО, МСБ и органами местного самоуправления.

За 18 месяцев реализации проект будет способствовать защите окружающей среды и устойчивому экономическому развитию в приграничной территории Косово-Черногория.


Pokretanje prekograničnog projekta Kosovo-Crna Gora

ALD Kosovo i vodeći partner Asocijacija Trentino con i Balcani, zvanično su započeli prekogranični (Kosovo-Crna Gora ) projekat sa prvim sastankom Upravnog odbora projekta, na čelu sa delegatom LDA Kosovo, Elbertom Krasniqi.

U okviru prekograničnog projekta Kosovo – Crna Gora, održan je prvi sastanak Upravniog odbora projekta BorN- Zaštita biodiverziteta i razvoj Prokletije / Bjeshket i Nemuna prirodnih parkova, koji finansira EU, a realizuje LDA Kosova sa vodećim partnerom Asocijacijom Trentino con i Balcani, i u saradnji sa opštinom Plav, Agencije za zaštitu životne sredine na Kosovu i Centra za regionalni razvoj Rožaje.

Upravni odbor se se sastoji od sedam partnera projekta koji predstavljaju lokalne vlasti i organizacije civilnog društva. Prvom sastanku prisustvovao je gradonačelnika opštine Petnjice Samir Agović, sekretar opštine Rožaje, Nezira Dačić, direktor za ekonomski razvoj opštine Plav, kao i direktor Asocijacije Trentino con i Balcani, Maurizio Camin, sa opštim ciljem da zainteresovane strane Kosova i Crne Gore unaprede svoje veštine i mogućnosti za poboljšanje prekogranične saradnje u oblasti zaštite životne sredine kroz zajedničke inicijative u cilju zaštite, promocije i upravljanje vrednim i osetljivim ekosistemom područja projekta, podsticanje privatnog- javnod ( OCD, lokalna mala privreda i lokalne uprave) dijaloga.

Tokom svog trajanja od 18 meseci, projekat će promovisati zaštitu životne sredine i održivi ekonomski razvoj u pograničnom području Kosovo – Crna Gora.

تولت كل من وكالة الديمقراطية المحلية بكوسوفو والشريك الرئيسي المتمثل في جمعية ترنتينو مع البلقان الإطلاق الرسمي للمشروع العابر للحدود (كوسوفو- الجبل الأسود)و بالشراكة مع أول لقاء نظمه فريق لجنة التسيير بقيادة ممثل وكالة التنمية المحلية لكوسوفو, ألبرت كراسنيكي.

في إطار المشروع العابر للحدود كوسوفو – الجبل الأسود,تواصل أول لقاء نظمه فريق لجنة التسيير, الخاص بمشروع بورن للحماية التنوع البيئي وتطوير وبركليتي / بيشيكات والمنتزهات الطبيعية لنومونا, وهو مشروع يمول من قبل الإتحاد الأوروبي, وينفذ من وكالة الديمقراطية المحلية بكوسوفو مع الشريك الأساسي جمعية ترنتينو مع البلقان, بفصل التعاون القائم مع بلدية بلاف, وكالة حماية البيئة بكوسوفو, ومركز التنمية الإقليمية بروزاجو.

تتركب لجنة التسيير من سبعة أعضاء, ينتمون للمشروع, ويمثلون السلطات المحلية ومنظمات المجتمع المدني. إلتأم هذا اللقاء الأول بحضور كل من رئيس بلدية بتنيتشي, سمير أغوفيتش, والأمين العام للبلدية, روزاج داسيتش, ومدير قسم التنمية الاقتصادية لبلدية بلاف, ومدير جمعية ترنتينو مع البلقان, موريتسيو كامين, بهدف تمكين الأطراف الفاعلة في كوسوفو والجبل الأسود من المهارات والفرص الضرورية لتعزيز منظومة التعاون عبر الحدود في مجال حماية البيئة ومن خلال مبادرات مشتركة ومتعددة المستويات تهدف إلى حماية وتدعيم وإدارة نظام المشروع البيئي الثمين والحساس وتعزيز الحوار بين القطاعين الخاص-العام (منظمات المجتمع المدني, الأعمال المحلية الصغيرة الخاصة والإدارات المحلية).

سيمكن هذا المشروع, الذي سيتواصل على مدى 18 شهرا, من تعزيز منظومة الحماية البيئية وتحقيق التنمية الاقتصادية المستدامة في منطقة عبر الحدود بين كوسوفو-الجبل الأسود.

Tourism and Culture: key areas of the spring activities for the twin-territories of Normandy and Macedonia

March and April 2016 were rich in events for local authorities of Normandy and Macedonia. In these last two months, three activities took place focused on the topics of tourism, culture and cultural heritage in Normandy and Macedonia.

In the end of March, the representatives of the Regional Center for Development of Pelagonija visited their partners of the commune Mont-Saint-Michel in Normandy. The objective of this visit was to gain from the extensive expertise that Normandy has on the topic of cultural heritage: the tools for promotion and for development of touristic attractiveness of the territory. While in Normandy, the representatives from Pelagonija presented their new smartphone application for tourists. This application is dedicated to the tourists wishing to visit the Baba Montain and its monasteries in the Pelagonija Region in Macedonia. This tool has been created with the support of the cooperation between Normandy and Macedonia.

In the beginning of April, the municipality of Berovo welcomed a group of hikers from their partners, the Municipality of Livarot. This activity is a new step in the cooperation between Livarot and Berovo, who are already working together for many years on the promotion of their territories on the topic of culture, cultural heritage and agriculture as well as the production of cheese which is a common specialty in both territories.

The last activity of April 2016 in the framework of twinning towns of the cooperation between Normandy and Macedonia, was the launch of the new “Strategy for integrated protection of the architectural heritage of the old town of Ohrid”. This strategy is the result of a 3-year project implemented by the Municipality of Ohrid. This strategy was created due to fruitful exchanges of experiences between Ohrid and their partners, the Municipality of Caen, Normandy. The Municipality of Caen is currently implementing their own strategy and it was a good oportunity to share their good practices as well as the difficulties they had to face.

These activities are representative of the Cooperation’s inclusiveness and ability to develop promising fields of the territories through good practice sharing and exchanges of experience.

March and April 2016 were rich in events for local authorities of Normandy and Macedonia. In these last two months, three activities took place focused on the topics of tourism, culture and cultural heritage in Normandy and Macedonia.

In the end of March, the representatives of the Regional Center for Development of Pelagonija visited their partners of the commune Mont-Saint-Michel in Normandy. The Winners of Slogan Competition

The Slogan Competition, as an initiative of LADDER project, aimed to raise awareness on development topics and cultivate development education among youngsters and in schools.

Seminar on “How has the crisis changed the symbolic context of societies and of European identities?” in the framework of the project Re.Cri.Re

On 28 April,   Mr Alfonso Santarpia, lecturer at the University of Aix-en-Provence and French partner of the Re.Cri.Re consortium, presented the project at Maison de la Recherche Schuman in the context of the seminar “How has the crisis changed the symbolic context of societies and of European identities?”.

The seminar brought together a varied group of participants including journalists, policy-makers, students, teachers, and members of political, social or cultural associations interested in the topic of European identity.

This event represented indeed the perfect occasion to disseminate information about Re.Cri.Re, which has precisely the goal of understanding the impact of the current socio-economic situation on the way people perceive the place they live in, to eventually be able to give policy-makers concrete advice on how to improve the effectiveness of their future actions at the local, national and European level.

Re.Cri.Re is a three-year project funded under the call “Europe in a changing world – Inclusive, innovative and reflective societies” in the framework of EU Programme Horizon 2020, and was launched in May 2015 by the European Association for Local Democracy in cooperation with a consortium of 15 universities across Europe.

Kairouan, host city of the upcoming Local Democracy Agency in Tunisia

On 28th and 29th April 2016, Mr Alessandro Perelli, Vice-president of ALDA, Ms Antonella Valmorbida, Secretary General, and Ms Anne-Laure Joedicke, Med Area Coordinator, were present in Kairouan in order to formalize the cooperation with the municipality of Kairouan in the context of the opening of a Local Democracy Agency in Tunisia.

The first step of this formalization took place within the public event organised the 28th April in co-operation with PASC – le Programme d’Appui à la société civile en Tunisie, in the presence of civil society, medias and representatives of the municipality and the Governorate of Kairouan.

On this occasion, the First Delegate of the Governorate, Mr Bassem Chrigui, and the Deputy Mayor, Mr Ahmed Amri, confirmed the will of the municipality to host the upcoming Local Democracy Agency (LDA), which will be the first LDA in the Mediterranean.

All the stakeholders who took part to the meeting have welcomed this new initiative and the efforts already undertaken in favour of local democracy in Tunisia. In this way, Mr Alessandro Perelli has declared during the press conference which followed the meeting: «I am proud and delighted not only to be here today, where so many struggles have been and still are conducted in favour of democracy, but also to feel that local democracy is under way».

The formalization continued on Friday 29th April 2016, when Mr Alessandro Perelli and Mr Lassad Ghdami, Mayor of Kairouan, signed a Memorandum of Understanding to formalize the will of the municipality of Kairouan to become host city of the upcoming Local Democracy Agency (LDA) in Tunisia.

The signing was done in presence of Mrs Antonella Valmorbida and of representatives of 15 organisations of the civil society that have submitted their application to be part of the LDA’s partnership.

ALDA is currently in the final stage of the identification of the international partners of the LDA Kairouan, in order to ensure the effective and successful opening of the agency in autumn 2016.

Les 28 et 29 avril 2016, M. Alessandro Perelli, vice-président de l’ALDA, Mme Antonella Valmorbida, Secrétaire générale, et Mme Anne-Laure Joedicke, Coordinatrice pour la Méditerranée, étaient présents à Kairouan pour l’officialisation de la coopération avec la Commune de Kairouan dans le cadre de l’ouverture d’une Agence de la Démocratie Locale en Tunisie.

La première étape de l’officialisation s’est faite autour d’une rencontre publique organisée le jeudi 28 avril en coopération avec le PASC – le Programme d’Appui à la Société Civile en Tunisie, en présence de la société civile, des médias et des représentants de la Commune et du Gouvernorat de Kairouan.

A cette occasion, le Premier Délégué du Gouvernorat, M. Bassem Chrigui, et le Maire adjoint, M. Ahmed Amri, ont confirmé la volonté de la Municipalité d’accueillir la future Agence de la Démocratie Locale (ADL), qui sera aussi la première ADL en Méditerranée.

Tous les acteurs présents ont salué cette nouvelle initiative et les efforts déjà entrepris en faveur de la démocratie locale en Tunisie. Ainsi, M. Alessandro Perelli a déclaré lors de la conférence de presse qui a suivi la rencontre : « C’est avec émotion et fierté que je suis ici aujourd’hui, là où tant de combats ont été et sont encore menés en faveur de la démocratie, et de sentir que la démocratie locale est bel et bien en marche ».

La mission à Kairouan s’est poursuivie le vendredi 29 avril 2016, lorsque M. Alessandro Perelli et M. Lassad Ghdami, Maire de Kairouan, ont signé un mémorandum d’accord officialisant la volonté de la Commune de Kairouan de devenir ville hôte de la future Agence de la Démocratie Locale (ADL) en Tunisie.

La signature s’est faite en présence de Mme Antonella Valmorbida, Secrétaire générale d’ALDA, et des représentants des 15 organisations de la société civile qui se sont portées candidates pour intégrer le partenariat constitutif de l’ADL.

ALDA est actuellement en phase finale d’identification des partenaires internationaux de l’ADL, afin de permettre l’ouverture effective de l’Agence à l’automne 2016, qui sera la première ADL en Méditerranée.

Kairouan, città ospite della prossima Agenzia della Democrazia Locale in Tunisia

Il 28 e 29 aprile 2016, il dott. Alessandro Perelli, Vicepresidente di ALDA, la dott.sa Antonella Valmorbida, Segretario Generale, e la dott.sa Anne-Laure Joedicke, Coordinatrice dell’Area Med, si sono recati a Kairouan con lo scopo di formalizzare la cooperazione con la Città di Kairouan, nel contesto dell’apertura di una Agenzia della Democrazia Locale in Tunisia.

Il primo passo di questa formalizzazione si è tenuto nell’ambito dell’evento pubblico organizzato il 28 aprile in collaborazione con PASC – le Programme d’Appui à la société civile en Tunisie – in presenza della società civile, media, ed rappresentanti della Comune e del Governatorato di Kairouan.

In questa occasione, il Primo Delegato del Governatorato, il dott. Bassem Chrigui, e il Vice-Sindaco, il dott. Ahmed Amri, hanno ribadito la volontà della municipalità di ospitare la prossima Agenzia della Democrazia Locale (ADL), che sarà la prima ADL nel Mediterraneo.
Tutti gli stakeholder che hanno preso parte all’incontro hanno ben accolto questa nuova iniziativa e gli sforzi già intrapresi in favore della democrazia locale in Tunisia. Alessandro Perelli, durante la conferenza stampa che ha seguito l’incontro, ha dichiarato: «Sono orgoglioso e onorato non solo di essere qui quest’oggi, dove così tanti sforzi sono stati fatti e ancora vengono condotti in favore della democrazia, ma anche di poter sentire che la democrazia locale è in corso d’opera».

La formalizzazione è continuata venerdì 29 aprile 2016, quando Alessandro Perelli e Lassad Ghdami, Sindaco di Kairouan, hanno firmato un Memorandum di Intesa per formalizzare la volontà del Comune di Kairouan di diventare la città ospite della prossima Agenzia della Democrazia Locale (ADL) in Tunisia.

Il Memorandum è stato firmato in presenza della dott.sa Antonella Valmorbida e dei rappresentanti di 15 organizzazioni della società civile che hanno presentato la richiesta per essere parte del partenariato della ADL.
ALDA è attualmente nella fase finale del processo di identificazione dei partner internazionali della ADL di Kairouan, in modo da assicurare il successo dell’effettiva apertura dell’agenzia nell’autunno del 2016.

Первый шаг по формализации этого процесса состоялся в рамках публичного мероприятия, организованного 28 апреля совместно с PASC – Программа поддержки гражданского общества в Тунисе , при участии гражданского общества, медиа и представителей муниципалитета и провинции Кайруан.

В связи с этим, Первый делегат губернаторства, г-н Бассем Шриги, а также заместитель мэра, г-н Ахмед Амри, подтвердил волю муниципалитета принять будущее Агентство местной демократии (LDA), которое станет первым LDA в Средиземноморье.

Все заинтересованные стороны, принимавшие участие в совещании, позитивно восприняли эту инициативу и усилия, которые уже были предприняты в пользу местной демократии в Тунисе. Таким образом, г-н Алессандро Перелли заявил в ходе последующей пресс-конференции следующее: «Я горд и рад не только быть сегодня здесь, где так много было сделано в становлении демократии, но и почувствовать, что местная демократия развивается полным ходом».

Процесс формализации продолжился в пятницу 29 апреля, когда г-н Алессандро Перелли и г-н Лассад Гхдами, мэр Кайруана, подписали Меморандум о взаимопонимании с целью формализации воли муниципалитета Кайруана стать принимающим городом будущего Агентства местной демократии (LDA) в Тунисе.

Подписание состоялось в присутствии г-жи Антонеллы Вальморбиды и представителей 15 организаций гражданского общества, которые выявили желание стать партнерами LDA.

ALDA в настоящее время находится на завершающей стадии идентификации международных партнеров LDA Кайруан, с целью обеспечения эффективного и успешного открытия Агентства осенью 2016 года.

Kairouan, grad domaćin buduće Agencije lokalne demokratije u Tunisu

28. i 29. aprila 2016. godine , Alessandro Perelli, potpredsednik ALDA, Antonella Valmorbida, generalni sekretar  i Anne-Laure Joedicke, koordinator MED oblasti, posetili su Kairouan, kako bi formalizovali saradnju sa ovom opštinom u vezi otvaranja Agencije lokalne demokratije u Tunisu.

Prvi korak u tom procesu formalizacije održan je na javnom skupu organizovanom 28. aprila u saradnji sa PASC – le Programme d’Appui à la société civile en Tunisie, uz učešće predstavnika civilnog društva, medija i predstavnika opštine i oblasti Kairouan.
Ovom prilikom, prvi delegat regije, Bassem Chrigui i zamenik gradonačelnika Ahmed Amri su potvrdili posvećenost opštine da bude domaćin buduće Agencije lokalne demokratije (LDA), koja će biti pra LDA na Mediteranu.

Svi učesnici na sastanku su pozdravili ovu novu inicijativu i već preduzete napore u korist lokalne demokratije u Tunisu. Povodom toga, Alesandro Perelli je na konferenciji za novinare koja je usledila posle sastanka izjavo: «Ja sam ponosan i oduševljen ne samo što sam danas ovde, gde su se vodile i još uvek vode tolike borbe u korist demokratije, već i zbog spoznaje da lokalna demokratija ovime pristiže u zajednicu.

Proces formalizacije je nastavljen u petak 29. aprila 2016, kada su Alessandro Perelli i Lassad Ghdami, gradonačelnik Kairouana, potpisali Memorandum o razumevanju kako bi formalizovali spremnost opštine Kairouan da postane grad domaćin buduće Agencije lokalne demokratije (LDA) u Tunisu.

Potpisivanje je upriličeno u prisustvu Antonelle Valmorbide i predstavnika 15 organizacija civilnog društva koje su predale svoju prijavu da budu deo partnerstva LDA.
ALDA je trenutno u završnoj fazi identifikacije međunarodnih partnera LDA Kairouan, kako bi se osiguralo efikasno i uspešno otvaranje Agencije u jesen 2016.

 مدينة القيروان هي التي ستحتضن مقر وكالة الديمقراطية المحلية بتونس

قام كل من السيد ألساندرو بيرلي, نائب رئيس ألدا, والسيدة أنتونلا فلموربيدا, الأمينة العامة للجمعية, والسيدة آن-لور جوديك, المنسقة للمنطقة المتوسطية, بزيارة إلى مدينة القيروان, يومي 28 و 29, أبريل (نيسان), 2016, تولوا خلالها إضفاء الطابع  الرسمي على الإتفاقية الممضاة مع بلدية القيروان والتي سيتم بموجبها فتح وكالة للديمقراطية المحلية بالبلاد التونسية.

تمثلت الخطوة الأولى لإضفاء هذا الطابع الرسمي في التظاهرة العمومية التي انتظمت يوم 28 أبريل (نيسان), بالشراكة مع برنامج دعم المجتمع المدني بتونس, وبحضور ممثلين عن المجتمع المدني ووسائل الإعلام والبلدية وولاية القيروان.
كما اغتنم كل من السيدين بسام الشريقي, المعتمد الأول للولاية, وأحمد العمري, نائب رئيس البلدية, هذه الفرصة للتأكيد على إرادة البلدية واستعدادها لاحتضان المقر الجديد لوكالة الديمقراطية المحلية, والذي سيكون أول مقر يفتح بالمنطقة المتوسطية.

رحبت كافة الأطراف التي شاركت في هذا اللقاء بالمبادرة الجديدة وثمنت الجهود التي تم بذلها لتعزيز منظومة الديمقراطية المحلية بالبلاد التونسية. كما استغل السيد ألساندرو بيرلي فرصة الندوة الصحية التي تم عقدها, على إثر التظاهرة, ليدلي بالتصريح التالي: ” أنا فخور وسعيد ليس بتواجدي هنا اليوم فحسب, حيث تم خوض العديد من المعارك, ومازالت الجهود متواصلة في هذا الإطار, بهدف تعزيز الديمقراطية, بل
وكذلك بإدراكي أن منظومة إرساء الديمقراطية المحلية قد انطلقت فعلا”.

كما تواصلت اجراءات إضفاء الطابع الرسمي على هذه التظاهرة يوم 28 أبريل (نيسان), عندما تولي كل من السيدين ألساندرو بيرلي ولسعد القظامي, رئيس بلدية مدينة القيروان, الإمضاء على مذكرة اتفاق تضفي الطابع الرسمي على   إرادة بلدية القيروان في احتضان المقر الجديد لوكالة الديمقراطية المحلية بالبلاد التونسية.
وتمت مراسم الإمضاء بحضور السيدة أنتونلا فلموربيدا وممثلي 15 جمعية من المجتمع المدني الذين قدموا طلبهم للمشاركة في منظومة الشراكة التي تدعو لها وكالة الديمقراطية المحلية.
دخلت ألدا الآن في المرحلة الأخيرة الخاصة بتحديد الشركاء الدوليين لوكالة الديمقراطية المحلية بالقيروان وذلك بهدف الاستجابة لكافة الشروط المطلوبة وتأمين الافتتاح الفاعل والناجح للوكالة خلال خريف 2016.

A cette occasion, le Premier Délégué du Gouvernorat, M. Bassem Chrigui, et le Maire adjoint, M. Ahmed Amri, ont confirmé la volonté de la Municipalité d’accueillir la future Agence de la Démocratie Locale (ADL), qui sera aussi la première ADL en Méditerranée.

Tous les acteurs présents ont salué cette nouvelle initiative et les efforts déjà entrepris en faveur de la démocratie locale en Tunisie. Ainsi, M. Alessandro Perelli a déclaré lors de la conférence de presse qui a suivi la rencontre : « C’est avec émotion et fierté que je suis ici aujourd’hui, là où tant de combats ont été et sont encore menés en faveur de la démocratie, et de sentir que la démocratie locale est bel et bien en marche ».

La mission à Kairouan s’est poursuivie le vendredi 29 avril 2016, lorsque M. Alessandro Perelli et M. Lassad Ghdami, Maire de Kairouan, ont signé un mémorandum d’accord officialisant la volonté de la Commune de Kairouan de devenir ville hôte de la future Agence de la Démocratie Locale (ADL) en Tunisie.

La signature s’est faite en présence de Mme Antonella Valmorbida, Secrétaire générale d’ALDA, et des représentants des 15 organisations de la société civile qui se sont portées candidates pour intégrer le partenariat constitutif de l’ADL.

ALDA est actuellement en phase finale d’identification des partenaires internationaux de l’ADL, afin de permettre l’ouverture effective de l’Agence à l’automne 2016, qui sera la première ADL en Méditerranée.

Kairouan, città ospite della prossima Agenzia della Democrazia Locale in Tunisia

Il 28 e 29 aprile 2016, il dott. Alessandro Perelli, Vicepresidente di ALDA, la dott.sa Antonella Valmorbida, Segretario Generale, e la dott.sa Anne-Laure Joedicke, Coordinatrice dell’Area Med, si sono recati a Kairouan con lo scopo di formalizzare la cooperazione con la Città di Kairouan, nel contesto dell’apertura di una Agenzia della Democrazia Locale in Tunisia.

Il primo passo di questa formalizzazione si è tenuto nell’ambito dell’evento pubblico organizzato il 28 aprile in collaborazione con PASC – le Programme d’Appui à la société civile en Tunisie – in presenza della società civile, media, ed rappresentanti della Comune e del Governatorato di Kairouan.

In questa occasione, il Primo Delegato del Governatorato, il dott. Bassem Chrigui, e il Vice-Sindaco, il dott. Ahmed Amri, hanno ribadito la volontà della municipalità di ospitare la prossima Agenzia della Democrazia Locale (ADL), che sarà la prima ADL nel Mediterraneo.
Tutti gli stakeholder che hanno preso parte all’incontro hanno ben accolto questa nuova iniziativa e gli sforzi già intrapresi in favore della democrazia locale in Tunisia. Alessandro Perelli, durante la conferenza stampa che ha seguito l’incontro, ha dichiarato: «Sono orgoglioso e onorato non solo di essere qui quest’oggi, dove così tanti sforzi sono stati fatti e ancora vengono condotti in favore della democrazia, ma anche di poter sentire che la democrazia locale è in corso d’opera».

La formalizzazione è continuata venerdì 29 aprile 2016, quando Alessandro Perelli e Lassad Ghdami, Sindaco di Kairouan, hanno firmato un Memorandum di Intesa per formalizzare la volontà del Comune di Kairouan di diventare la città ospite della prossima Agenzia della Democrazia Locale (ADL) in Tunisia.

Il Memorandum è stato firmato in presenza della dott.sa Antonella Valmorbida e dei rappresentanti di 15 organizzazioni della società civile che hanno presentato la richiesta per essere parte del partenariato della ADL.
ALDA è attualmente nella fase finale del processo di identificazione dei partner internazionali della ADL di Kairouan, in modo da assicurare il successo dell’effettiva apertura dell’agenzia nell’autunno del 2016.

28 и 29 апреля 2016 года, г-н Алессандро Перелли, вице-президент ALDA, г-жа Антонелла Вальморбида, Генеральный секретарь, и г-жа Анн-Лор Жодик, координатор Средиземноморского региона, присутствовали в Кайруане с целью формализовать сотрудничество с муниципалитетом Кайруан в контекст открытия Агентства местной демократии в Тунисе.

Первый шаг по формализации этого процесса состоялся в рамках публичного мероприятия, организованного 28 апреля совместно с PASC – Программа поддержки гражданского общества в Тунисе , при участии гражданского общества, медиа и представителей муниципалитета и провинции Кайруан.

В связи с этим, Первый делегат губернаторства, г-н Бассем Шриги, а также заместитель мэра, г-н Ахмед Амри, подтвердил волю муниципалитета принять будущее Агентство местной демократии (LDA), которое станет первым LDA в Средиземноморье.

Все заинтересованные стороны, принимавшие участие в совещании, позитивно восприняли эту инициативу и усилия, которые уже были предприняты в пользу местной демократии в Тунисе. Таким образом, г-н Алессандро Перелли заявил в ходе последующей пресс-конференции следующее: «Я горд и рад не только быть сегодня здесь, где так много было сделано в становлении демократии, но и почувствовать, что местная демократия развивается полным ходом».

Процесс формализации продолжился в пятницу 29 апреля, когда г-н Алессандро Перелли и г-н Лассад Гхдами, мэр Кайруана, подписали Меморандум о взаимопонимании с целью формализации воли муниципалитета Кайруана стать принимающим городом будущего Агентства местной демократии (LDA) в Тунисе.

Подписание состоялось в присутствии г-жи Антонеллы Вальморбиды и представителей 15 организаций гражданского общества, которые выявили желание стать партнерами LDA.

ALDA в настоящее время находится на завершающей стадии идентификации международных партнеров LDA Кайруан, с целью обеспечения эффективного и успешного открытия Агентства осенью 2016 года.

Kairouan, grad domaćin buduće Agencije lokalne demokratije u Tunisu

28. i 29. aprila 2016. godine , Alessandro Perelli, potpredsednik ALDA, Antonella Valmorbida, generalni sekretar  i Anne-Laure Joedicke, koordinator MED oblasti, posetili su Kairouan, kako bi formalizovali saradnju sa ovom opštinom u vezi otvaranja Agencije lokalne demokratije u Tunisu.

Prvi korak u tom procesu formalizacije održan je na javnom skupu organizovanom 28. aprila u saradnji sa PASC – le Programme d’Appui à la société civile en Tunisie, uz učešće predstavnika civilnog društva, medija i predstavnika opštine i oblasti Kairouan.
Ovom prilikom, prvi delegat regije, Bassem Chrigui i zamenik gradonačelnika Ahmed Amri su potvrdili posvećenost opštine da bude domaćin buduće Agencije lokalne demokratije (LDA), koja će biti pra LDA na Mediteranu.

Svi učesnici na sastanku su pozdravili ovu novu inicijativu i već preduzete napore u korist lokalne demokratije u Tunisu. Povodom toga, Alesandro Perelli je na konferenciji za novinare koja je usledila posle sastanka izjavo: «Ja sam ponosan i oduševljen ne samo što sam danas ovde, gde su se vodile i još uvek vode tolike borbe u korist demokratije, već i zbog spoznaje da lokalna demokratija ovime pristiže u zajednicu.

Proces formalizacije je nastavljen u petak 29. aprila 2016, kada su Alessandro Perelli i Lassad Ghdami, gradonačelnik Kairouana, potpisali Memorandum o razumevanju kako bi formalizovali spremnost opštine Kairouan da postane grad domaćin buduće Agencije lokalne demokratije (LDA) u Tunisu.

Potpisivanje je upriličeno u prisustvu Antonelle Valmorbide i predstavnika 15 organizacija civilnog društva koje su predale svoju prijavu da budu deo partnerstva LDA.
ALDA je trenutno u završnoj fazi identifikacije međunarodnih partnera LDA Kairouan, kako bi se osiguralo efikasno i uspešno otvaranje Agencije u jesen 2016.

قام كل من السيد ألساندرو بيرلي, نائب رئيس ألدا, والسيدة أنتونلا فلموربيدا, الأمينة العامة للجمعية, والسيدة آن-لور جوديك, المنسقة للمنطقة المتوسطية, بزيارة إلى مدينة القيروان, يومي 28 و 29, أبريل (نيسان), 2016, تولوا خلالها إضفاء الطابع  الرسمي على الإتفاقية الممضاة مع بلدية القيروان والتي سيتم بموجبها فتح وكالة للديمقراطية المحلية بالبلاد التونسية.

تمثلت الخطوة الأولى لإضفاء هذا الطابع الرسمي في التظاهرة العمومية التي انتظمت يوم 28 أبريل (نيسان), بالشراكة مع برنامج دعم المجتمع المدني بتونس, وبحضور ممثلين عن المجتمع المدني ووسائل الإعلام والبلدية وولاية القيروان.
كما اغتنم كل من السيدين بسام الشريقي, المعتمد الأول للولاية, وأحمد العمري, نائب رئيس البلدية, هذه الفرصة للتأكيد على إرادة البلدية واستعدادها لاحتضان المقر الجديد لوكالة الديمقراطية المحلية, والذي سيكون أول مقر يفتح بالمنطقة المتوسطية.

رحبت كافة الأطراف التي شاركت في هذا اللقاء بالمبادرة الجديدة وثمنت الجهود التي تم بذلها لتعزيز منظومة الديمقراطية المحلية بالبلاد التونسية. كما استغل السيد ألساندرو بيرلي فرصة الندوة الصحية التي تم عقدها, على إثر التظاهرة, ليدلي بالتصريح التالي: ” أنا فخور وسعيد ليس بتواجدي هنا اليوم فحسب, حيث تم خوض العديد من المعارك, ومازالت الجهود متواصلة في هذا الإطار, بهدف تعزيز الديمقراطية, بل
وكذلك بإدراكي أن منظومة إرساء الديمقراطية المحلية قد انطلقت فعلا”.

كما تواصلت اجراءات إضفاء الطابع الرسمي على هذه التظاهرة يوم 28 أبريل (نيسان), عندما تولي كل من السيدين ألساندرو بيرلي ولسعد القظامي, رئيس بلدية مدينة القيروان, الإمضاء على مذكرة اتفاق تضفي الطابع الرسمي على   إرادة بلدية القيروان في احتضان المقر الجديد لوكالة الديمقراطية المحلية بالبلاد التونسية.
وتمت مراسم الإمضاء بحضور السيدة أنتونلا فلموربيدا وممثلي 15 جمعية من المجتمع المدني الذين قدموا طلبهم للمشاركة في منظومة الشراكة التي تدعو لها وكالة الديمقراطية المحلية.
دخلت ألدا الآن في المرحلة الأخيرة الخاصة بتحديد الشركاء الدوليين لوكالة الديمقراطية المحلية بالقيروان وذلك بهدف الاستجابة لكافة الشروط المطلوبة وتأمين الافتتاح الفاعل والناجح للوكالة خلال خريف 2016.

Mediterranean in the spotlight: meeting of the LADDER Med Path in Tunis

On 29 April 2016, an important meeting of the Med Path of LADDER project took place in Tunis, in order to further develop two key documents drafted by the coordinators of the group focusing on the Mediterranean area, Mr. Ben Slimane and Mr. Giordano.

The event was organised by ALDA in cooperation with its Tunisian partner Lam Echaml, and represented the occasion to further discuss two important papers within the framework of LADDER project:

  • The “CHARMEDAL : Mediterranean Charter of Democracy and Local Autonomy”, drafted by Mr. Moncef Ben Slimane, President of the Tunisian Association Lam Echaml, aiming at defining the principles and new perspectives for the future on both sides of the Mediterranean, in the field of democracy and local autonomy;
  • The “Med-Path strategic document”, drafted by Mr. Giordano, representative of the Italian organisation COPPEM, aiming at providing a clear direction and a goal to the Med Path, including concrete actions that the Med Path can undertake in the two coming years.

The event saw the participation of several members of the Med Path, coming from both sides of the Mediterranean, and many young activists of Lam Echaml association. The work of ALDA, the strong cooperation with the partners, the LADDER project and the specific role of the LADDER Med Path were introduced during the opening of the event by Mr. Moncef Ben Slimane, President of Lam Echaml, Ms. Elena Debonis, representative of ALDA, and Mr. Natale Giordano, representative of COPPEM.

The Mediterranean Charter was then further analysed, gathering the opinion and inputs of the participants, and improved according to the main objectives the charter intend to stress at local, national and international levels: the valorisation of a common and shared Mediterranean identity, the role of LAs and CSOs in the realisation of the common goals of development in the respect of Human Rights and cultural differences considering the current difficulties that are still affecting the Mediterranean area, but also the actions of raising awareness about the processes of democratisation and decentralisation.

During the second session of the event, the representatives of the Med Path discussed about the “Med-Path strategic document” that represents a sort of action plan including concrete actions that need to be implemented in the Mediterranean area in line with the objectives of the LADDER project. During this brainstorming session, several topics reflecting the current difficulties were mentioned, such as youth, unemployment, migration, mobility, and many more. In this framework, participants discussed on the way Development Education and Awareness Raising could impact positively these issues.

The whole event represented an important moment of exchange where the participation of young activists played a relevant role, bringing new ideas and points of view of a generation particularly impacted by the situation and challenges of the Mediterranean area.

The new version of the two documents, i.e. the Mediterranean Charter of Democracy and Local Autonomy and the Med Path strategic documents will be shared with the Med Path members who were not able to attend the meeting in Tunis in order for them to bring their contributions. Then, the new draft versions will be definitely adopted during the next Med Path meeting that will be held in Paris on 13 May, during the 4th Steering Committee of the LADDER Project.
