What is the POR FESR?
The Regional Operational Program, synthetically called POR, is the instrument through which the Veneto Region, thanks to about 600 million euros made available by the European Union, the State and the Region itself, will develop from 2014 to 2020 a plan for social and economic growth that will involve research and innovation, the digital agenda, industrial policies, energy and environmental protection.
Why participate?
The course is particularly dedicated to professionals active in the various sectors of small and medium enterprises (tourism, manufacturing, environment, ICT and new technologies, etc.) and to those who intend to open a new business (start-up). Through frontal lessons and practical exercises, it will help to understand which are the specific opportunities that the program offers to their working reality.
Where.
The course will be held at ALDA’s offices in Vicenza, Viale Milano 66.
When?
The course will be held over 3 days: November 10, 17 and 24. Classes will be held from 9.30-13.30 in the morning and from 14.30-18.00 in the afternoon.

Forum of project CHOICE in Ukraine: focus on challenges in the work with cultural heritage in the EaP
From 29 September to 1 October, in frames of the “CHOICE- Cultural Heritage: Opportunity to improve Civic Engagement” project, regional Forum made its start. Project is funded by the European Commission and is coordinated by ALDA.

The forum became possible with the support of our partners from the countries of the Eastern Partnership:
- Ukraine: Centre for Cultural management – civic organization, Lviv
- Moldova: Public Association National Committee ICOM Moldova private Association, Chisinau Municipality
- Armenia: Millennium Foundation for education and research private company, Yerevan
- Belarus: Public Association “Centre for Social Innovations”, public association, Minsk
- Lithuania: International Non-Governmental Organization “EuroBelarus”, Vilnius
Today the peculiarity of the multiculturalism issue with respect to the development/formation of national cultures, whether for the countries of the Eastern Partnership region, or for the European Union, lies in obviously aggravating danger of tending to one of two opposite approaches:
- Globalization, in fact meaning the loss of identity, standardization, merger and de-personalisation against the (exported, imposed by mass media) common or dominating cultural codes.
- Fundamentalism and emphasised focus on the own authenticity, traditional paradigms. We all know examples of the results of ideologically exploited “purity and primordial accuracy of the culture”, lack of extraneous admixtures.
The countries of both, post-Soviet space and the European Union, face the challenge of how to find their own way, the balance formula between these two dangers, in order not to repeat the mistakes known to us from not so remote historical experience, or to solve the situations where such mistakes have been already made or still repeated with respect to our cultures.
Is there any alternative to such duality? How can we form the line of the values of our communities, while working with the heritage and using it as a tool? Can the experience of neighbouring countries be useful? – These and other issues were proposed to be negotiated in the Forum.
On the opening panel, moderated by the Eastern Partnership coordinator of ALDA, Nino Tvaltvadze, the representative of Ukrainian EC delegation and project coordinator, Colombe De Mercey, expressed the will and the commitment of European Union to support the issue of cultural heritage, preserving the principle of subsidiary of the EU. Two background reports were also presented by the experts: Igor Rakhanskiy about the conceptual/analytical outcomes of the 4 seminars held in the CHOICE, and Tatiana Poshevalova project coordinator in Belarus and representative of the international organization “EuroBelarus”. The forum continued working in different groups with different focuses, according to the self determination of participants:
- Restoration & revitalization
- City & communities
- Intangible cultural heritage
- Research & development
- Artists/Creators (“individualists”)
The forum was attended by more than 60 representatives of civil society from 4 countries of EaP, including the representatives of 34 sub-granted projects under the project CHOICE, the delegate of the LDA of Dnipropetrovsk region, Anzhelica Pylypenko, as well as experts and activists in the field of cultural heritage.

Making the scene for the upcoming LDA in Odessa, Ukraine
Nino Khukhua and Lusine Aleksandryan, respectively delegates of LDA Georgia and LDA Armenia, achieved the support of Odessa’s local authorities for the second LDA that will be opened in Ukraine.

International conference “Strategy for Proactive Participation and Empowerment of Civil Society” was organised in Odessa on 16-18 September, by the Romanian NGDO Platform as a part of the follow-up activities for the 8th edition of the Black Sea NGO Forum. The event gathered 30 representatives from civil society organisations from Romania, Georgia, Armenia, Moldova, Turkey and Ukraine to discuss the ways of achieving irreversible democratic changes in their countries, such as cooperation and cross initiatives. The main aim was to share the experience of strengthening civil society participation and its influence in decision-making process on national and regional level within the Black Sea Region. After the 4 thematic discussions a roadmap for further cooperation and civil society empowerment in the region was presented and will be elaborated by the coordinators as a guideline for share experience from various countries
Alongside with the conference, the delegates of LDA Georgia and LDA Armenia, together with Mr. Andrew Kroupnik, Chairman of the Association for Community Self-Organization Assistance which is member of ALDA, held a meeting with Odessa City Deputy Mayor Mr. Pavel Vulgelman, Director of Department of International Relations and other policymakers. After effective discussions, the Deputy Mayor confirmed that Odessa City will be contributing to the opening of the second Local Democracy Agency in Ukraine, and asked for the plan of further steps and cooperation principles. The fruitful discussion proved once again that activities run by LDAs would benefit the city and the country, building a bridge between local authorities, civil society organisations and citizens. Furthermore, at the initiative of Association for Community Self-Organization Assistance was organised another discussion future projects and joint initiatives with Odessa and among EAP countries.
ALDA is looking forward to the joint cooperation!

“EURECS: a European response to electoral cycle support”. Paper launched today at the European Parliament
On 28 September, within the celebration of the International Day of Democracy at the European Parliament, the EURECS report jointly released by ECES, EPD and its members has been launched.

The event has been held in cooperation with the European External Action Service and in partnership with International IDEA, European Network of Political Foundations i European Endowment for Democracy i EPD.
The EURECS report is a paper gathering lessons learnt in these last years in the field of democracy and electoral processes, as good practices for the implementation of projects and activities run in this framework.
" European Centre for Electoral Support (ECES) and other members of the European Partnership for Democracy (EPD), including ALDA, worked hard during these years to jointly ensure a global, empirical based understanding of the multiple challenges related to support throughout electoral cycles, stemming from extensive field experience from having implemented activities in more than 200 projects and in more than 130 countries for over 100 Million Euro.
The EURECS paper gives not only a dimension of the implementation of the “European response to electoral cycle support” strategy, but also a dimension of the intense commitment this partnership puts in the issue, and it wants to be a framework whereby all interested European non-profit actors and organisations of local authorities can be informed about possibilities of implementation of projects on electoral processes and democracy supported and funded by the EU.
ALDA, as active member of EPD and partner of ECES, proudly works with them, and always stands as valid support to all their activities in the field. “EURECS represents for ALDA a concrete possibility to support electoral processes in its local democracy dimension with a broad and qualified partnership” says Mrs. Antonella Valmorbida, secretary General of ALDA. “The proposal raises the best competences at the EU level and in the high level profile of the community of the European partnership of EPD. I am sure that all of us will be able to have a great impact – within this productive synergy – in the counties were we operate and for the good of the future of their communities. Elections are at the centre of democracy and their preparation and implementation are a condition for credibility and validity of democracy itself, at the national and local level. We are proud of being part of this collective endeavour” she concluded.

Paving the way to decentralisation in Togo: ALDA 20 years of experience in the spotlight
The European Delegation in Togo invited ALDA Secretary General Antonella Valmorbida as en expert on decentralization at the Annual General Assembly of the Union of Municipalities of Togo.

Nicolas Berlanga Martinez, Head of the EU Delegation, welcomed Antonella Valmorbida wishing that her presence in Lomé “will be the start of a strong cooperation between ALDA and the Union of Municipalities of Togo”.
Mrs Valmorbida put forward a strong case for decentralisation and citizen participation, explaining that “these are the tools that solve the problems of a community”.
Sharing ALDA’s 20 years of experience in the field to support the process of decentralization in Togo, she also highlighted that local democracy is an asset in this process. Democracy, with its fundamental election and representation function, enables decentralisation of power to the local authorities. “Responsibility must be local. Mayors and councillors have to be accountable to the citizens who elected them”, she added.
“The constant interaction between local politicians, decision makers, and citizens who are engaged in social life, education and economy is key to Togo’s development”, concluded Mrs Valmorbida.
In the hope that the experiences and practices presented will inspire Togolose stakeholders in their path towards decentralisation and local democracy, ALDA affirms its support to the country, and the EU, efforts.

Europe for Citizens - one programme, 500 million voices
The EU programme “Europe for Citizens” funds initiatives aimed at enhancing citizen participation in Europe. It is a fantastic programme, potentially accessible to all European towns, cities, and associations.

By promoting exchange and dialogue, Europe for Citizens gives a voice to each of the over 500 million Europeans. For this, ALDA believes it is a crucial programme, to be reinforced and empowered. So believe the other beneficiaries of the programme, who massively responded to our call asking for feedback and ideas to make it an even more powerful tool.
During the meeting hosted by MEP Teresa Gimenez Barbat to review the programme Europe for Citizens in September, gathering key actors working within Europe for Citizens, ALDA launched the idea to give birth to a joint communication campaign to remind to everybody in Europe – civil society, authorities, and institution – that listening to citizens’ needs, asks, and concerns is a key task implemented by the programme.
The campaign will soon be launched – stay tuned, and make yourself listened!

European cohesion and development in the post-Brexit context: the seminar of Re.Cri.Re. project
On 14 September, a seminar of Re.Cri.Re project was held in the city council of Aix-en-Provence, France. The seminar was entitled “How to promote European cohesion and territorial development within the post-Brexit context”.

The seminar, co-organised by ALDA and the University of Aix-Marseille, and supported by the city of Aix-en-Provence, gathered representatives of the 15 European universities involved in the project, European and local institutions, representatives of civil society organisations and citizens.
Among the panellists, also Mr. Francesco Zarzana, member of ALDA’s Governing Board, who held a speech mentioning the importance of an activity seeing such a participation from different actors of the society. In a sensitive context such as the post Brexit, he also he mentioned the importance of rethinking and rebuild a Europe together with citizens, though a bottom-up approach, to keep cohesion within citizens and institutions.
Creating a European identity, fixing the gap between European institutions and citizens, improving the promotion of good governance, and the importance of culture as glue to hold together all countries involved in this post Brexit context were crucial points of Mr. Zarzana’s intervention.
The seminar was a fruitful occasion to gather opinions and ideas from all participants, and to discover once again the will of being participative and united in the future of the European Union.

International Day of Democracy: Tunisia celebrates it for the first time, ALDA celebrates it as the instrument making a change in people’s life
“Democracy is a universal value based on the freely-expressed will of people to determine their own political, economic, social and cultural systems, and their full participation in all aspects of life”.

This is the preamble written by the United Nations General Assembly in 2007, while declaring 15 September as the date internationally dedicated to the value of Democracy. And this is the same preamble fully explaining the mission of ALDA, that since 1999 puts all efforts in fostering citizens’ participation at all levels, by strengthening the skills of local authorities and of civil society, protecting freedom of expression, making sure that the expressed opinions are listened and considered by competent authorities, thus ensuring full participation in decision-making processes.
Thus, 15 September is symbolically important for ALDA, since in this day, all around world, we remember and celebrate the importance of democracy, our Association’s lifeblood and key challenge.
This year ALDA is willing to dedicate a particular thought to a country that is celebrating the International Day of Democracy for the first time – Tunisia. A country that makes us proud of our work and efforts, showing the concrete results of day by day commitment of spreading the importance of democratic participation, becoming symbol and example of change.
In the last five years, in fact, Tunisia gave a strong and significant contribution to the values of citizen participation and involvement in political and social change. Starting from the Jasmine Revolution in December 2011, we accompanied the change of a country that refused political repressions, asking for freedom of expression, political and economic transparency, development and better quality of life and opportunities.
Within only 5 years Tunisia was able to make a real change: the civil society organisations were empowered; people were enabled to express their asks; activists reached cities, towns and rural areas to deliver information on participative democracy and citizens’ rights; citizens were involved in the national electoral process, and soon they will cast their ballot again during local elections, crucial to strengthen local democracy and reorganise local powers according to the value of decentralisation. All these changes strongly impact the biggest problems affecting the country, such as youth unemployment, lack of education and information in some remote areas, unbalanced economy, security issues, etc.
Tunisia is showing to citizens of countries living similar conditions, as well as to each one of us in the enlarged Europe, that citizens’ participation is key to make society change.
ALDA is extremely proud of working with civil society organisations and local authorities in Tunisia, particularly towards the opening of the first LDA in the country, for which a memorandum of understanding was signed in April in Kairouan.
“During these last months we intensified our relationship with civil society organisations and local authorities in Tunisia, also thanks to the precious work of Anne-Laure Joedicke, ALDA’s responsible for the Mediterranean area”, states Mr. Alessandro Perelli, Vice President of ALDA. “We are determined to intensify all efforts in order to promote the value of democracy as instrument for equality and development, making a change in people’s life, in a country that clearly shows to care about democratic values and citizen participation to political life”.
In this day of international celebration of Democracy, we want to thank Tunisian citizens for the passion and devotion they demonstrate every day towards the stability and development of their country, we renew our support to all actions run in the name of participative democracy, and we are looking forward to collecting together new successes, to be celebrated day by day.
