The current economic crisis in Greece hasled to an alarming rise of the poverty and social exclusion rates. According to a recent OECD study, 1/3 of Greek population lives in poverty conditions while the high unemployment rates worsen further the existing social unrest.
This economic crisis has shaped a complex social status quo in which the vulnerable social groups have been the first “victims”, living in high risk of poverty and social exclusion. As the European Commission states, ‘on the one side the inequalities gap between the vulnerable social groups and the rest of population widens and on the other side the number of these groups is multiplied’. The vulnerable social groups (persons with special needs, elderly people, minorities, drug users, etc.) have been enriched with the single-parent families and the in-work poor. Apart from this, the existing social changes have affected the social structures and thus ad hoc sensitive groups have been created, for example families with the couple living in different countries due to migration. Lastly, the current migration and refugee crisis has put forward new social needs such as the primary care for migrants and refugees (healthcare, etc.) as well as their social integration through their formal and informal education and socialization processes.
This conference aims at presenting a series of contemporary research results and policy proposals for vulnerable social groups and relative thorny social issues.
- What are the key characteristics of the vulnerable social groups and what are the main challenges these groups face?
- Which social groups have been more affected by the economic crisis and how do they cope with it?
- How do the state and non-state actors have mainstreamed the EU policy tools?
- How do refugees and migrants as well as the local population perceive the refugee and migration crisis? What are the main challenges for Greece and for Europe?
- How can the civil society organizations react and act?
At a second level, the conference aims at building partnerships and co-operations between organizations, foundations and associations (at a national or international level) that promote human rights protection and coordinate programs which both focus on social integration and solidarity andcombat social exclusion. In any case, it is expected that a common ground for further cooperation and new ways of citizens’ awareness raising on considerable social issues will be constructed. Workshop on entrepreneurship for Sisak youth, Croatia
Local Democracy Agency Sisak organised a “Workshop on entrepreneurship” for students of Sisak Technical School. This opportunity became possible in the framework of “RAISE – Raising the Advantages of Youth through Innovation and Social Entrepreneurship” project

On 24 January 2017, nineteen students of Sisak Technical School had a chance to learn about the importance of taking an active role in planning their professional development and being active in their local community. Similarly to the workshop held in December 2016, students studied the most important concepts of entrepreneurship and competences needed to be a successful entrepreneur. Important to say that young people were also encouraged to brainstorm and develop their own ability of finding the ways to translate their entrepreneurship ideas into practice.
We thank the learning facilitators, Lahorka Zec, a professor in Sisak Technical School and Antonela Gajdek, an LDA Sisak volunteer who gained their skills and knowledge about non-formal education for young people on the training for trainers in Albania in 2016, for educating youth on entrepreneurship and social entrepreneurship. The workshops showed us the importance of lifelong learning and non-formal education on raising young people’ awareness on active involvement in local community life.
The main goal of the RAISE project is to improve the employability and professional competences of young people in partner organisations, so the main purpose of the workshop was to introduce the concept of the entrepreneurship and transfer useful knowledge to students. The project is funded by the EU Erasmus Plus program.

Multiculturalism, Integration and Contact amongst Socio-Ethnic Groups in Malta
On the 20 January, the University of Malta hosted a symposium on “Multiculturalism, Integration and Contact amongst Socio-Ethnic Groups in Malta”.

The symposium was held at Valletta University Campus, in the framework of the project RE.CRI.RE – between the Representation of the Crisis and the Crisis of Representation – and aimed at communicating the results of international studies concerning intercultural relations.
Thanks to this event, the results of the studies were delivered not only to the local academic community but also to government officials. What is more, Arab members, as well as other immigrants, had the opportunity to share their thoughts and experiences on the topic. The participation of experts on International Studies, Youth Studies and Social Policy enabled the interpretation of the results and the exchange on directions to further policies.
The Re.Cri.Re study investigated social representations concerning the integration of Arabs amongst the Maltese. This was achieved through the identification of different argument structures that support or oppose integration. These argument structures pertained to six thematic clusters: sociopolitical, psychological, economic, religious, stigmatizing and cultural. The activity mainly focused on findings from research concerning intercultural relations in Malta, led by Dr Gordon Sammut (Psychology Lab).
The participants highlighted the need for more psychological studies directed at intercultural argumentative strategies, due to its invaluable transnational potential. The findings of these studies were discussed by a multidisciplinary panel of speakers and the myriad implications of the results for Maltese society were debated. Participants also exchanged on integration, Arabs in Malta, Islam and immigration in general.
Finally, the event was covered by television and the radio and a personal meeting between Dr Gordon Sammut and the President of the Republic of Malta was arranged, in order to discuss the findings of the project.

Projekat ENLARGE, a two-year initiative funded by the Horizon 2020 programme, is launching a call for participatory practices in the sustainable energy field. All stakeholders (local authorities, civil society organisations, business sector, etc.) are invited to share successful (and not successful) practices. ENLARGE is a two-year project funded by the Horizon 2020 programme aiming at at exploring existing models of participatory governance in the field of sustainable energy and, in particular, their legitimacy, effectiveness, sustainability and success mechanisms, by drawing together theoretical knowledge and on-the-ground experiences. The key outcome will be the production of an interactive knowledge tool for raising awareness among public administrators about different alternative participatory approaches, methodologies and tools and the potential consequences of these alternative scenarios based on concrete experiences and pragmatic examples.

ALDA started 2017 with an extensive mission in East Europe
During the week starting on 23 January, the Secretary General of ALDA – Antonella Valmorbida held meetings in Minsk (Belarus) and in Kiev and Dnipro (Ukraine).

Being a coordinator of sub-group of WG1 of Civil Society Forum of Eastern Partnership, Antonella Valmorbida takes part in the brainstorming session on “Good governance and Public Administration Reform – corridor for opportunities of civil society in Belarus” organized by the National Platform of Belarus. Together with other local and international experts, Antonella Valmorbida is presenting the role of civil society in Public administration reform. Alongside this event the meetings with the European Commission delegation and the Steering Committee of the project of ALDA – SPREAD II- Sustainable Partnership for Reinforcement of Active Development – implemented in Belarus with our partner Lev Saphieha Foundation – are held. It is of utmost importance the meeting with the representatives of the Council of Republic of Belarus. ALDA shares the information about activities and discuss possible cooperation with Chairman of the Committee on Regional Policy and Local Self-Government as well as with the Commission for international affairs and national security.
In Kiev, Ukraine very important meetings are held with different international and national stakeholders. Being actively involved in Ukraine since 2015, ALDA is invited by its partner Center for Cultural Management, to take part in the workshop in Dnipro organized in the project “BRIDGES – Bridging Gaps for inclusive civic engagement”. Antonella Valmorbida presents the importance of the EU support to different community initiatives as well as good practices of community mobilization.
The visit in the City of Dnipro foresees a number of meetings and activities. ALDA is also part of the project of Local Democracy Agency of the Dnipropetrovsk Region, funded by NED – National Endowment for Democracy. The project’s objective is to promote the idea of democratization of society, democratic participation of citizens in the process of administrative reform and decision making at the level of local governments. It has a strong research component. On 26-27 January, workshops are be led by ALDA on the following topics: “Decentralization of power: the realities, opportunities and prospects” and “Participatory democracy and public engagement and the authorities in the EU countries”. EAP Coordinator and project manager of ALDA – Nino Tvaltvadze presents “Organizational-legal methods of monitoring the activities of local authorities. Georgia experience”.

Participatory processes at the local level – promote your practices!
ALDA – the European Association for Local Democracy – calls all its members and partners to contribute to the ‘Toolkit on citizen participation’ and promote their local practices! More than 30 practices have been already collected and disseminate within ALDA’s network.

We aim to reinforce the tool with additional experiences and make it a key instrument to support our members and partners’ work for participatory democracy. The purpose of the toolkit is to provide local authorities and civil society associations with a set of tested practices promoting the participation of citizens in the public and political life of their community.
Fostering cooperation between local authorities and civil society has been proven to be an efficient approach to create the necessary conditions for political and social development of communities all across the European Union and its Neighbourhood. An efficient cooperation brings better results in terms of equality, welfare, security and sustainability. Engaging citizens in all aspects of the life of their community and making their voices heard through peaceful and legal forms of participation is also an antidote to populism and anti-democratic movements that are nowadays raising up across Europe.
Local authorities are called to increase their transparency and accountability as well as to develop mechanisms effectively involving citizens in the decision making process. Civil society organisations also play a key role, they being a unique link between citizens and their local and regional governments. Together they can provide the needed mechanisms towards participatory democracy, and strengthen democratic institutions at the local level.

The document studies the current state of reforms in Georgia, Moldova, Ukraine, Belarus, Armenia and Azerbaijan, giving a detailed overview in the areas of decentralisation, local finance and budgets, control and supervision, public administration etc. The paper is particularly important, as Public Administration and Local Government Reform in the Eastern Partnership countries is considered one of the main objectives to reach in the upcoming years that was reflected in Review of the European Neighbourhood Policy in 2015 as well as underlined in CORLEAP Action Plan 2016-2017. It has been also proven that EAP region is today in the process of significant challenges, expectations and reforms.

The event is organised in partnership of ALDA, the City of Brussels, the ADAM Museum and the ATOMIUM; with the participation of the European Alliance for Culture and the Arts (a coalition of 30 European cultural networks). LIKE’s members and participants to this event will gather to look into the 5 crises, which are questioning the future of our community: economic, migratory, institutional, democratic, cultural crises.
Crises shall not destroy Europe, but encourage supporters of the European ideal to re-think the foundations of our community of nations. With the perspective of the White Book on the Future of Europe by Jean-Claude Juncker, President of the European Commission, LIKE wishes to give a clear statement on what they are calling for: a Europe of local governments and culture.
About LIKE network. The network is committed to the collaborative development of cultural policies in Europe and gathers in its network a set of elected representatives from carious local authorities and cultural structures. The network works to build a Europe of culture made by territories to open up new horizons in the field of culture.

On 8-10 February, LIKE, network of European cities and regions for the culture, organises the first event of 2017 [R]evolutionally programme – La Rencontre de Bruxelles “What kind of Europe for the future?”.

YouthMetre International Seminar: An innovative tool for e-participation of youth in policy making across Europe
ALDA – the European Association for Local Democracy, in partnership with the European Association of Geographers (EUROGEO), the University of Zaragoza (UNIZAR), the European Youth Press, ARS for Progress People and CESIE, invites you to participate in the international seminar on “YouthMetre: an innovative tool for e-participation of youth in policy making across Europe".
The event will be taking place at the EU Committee of the Regions in Brussels, on the 14th of February and will bring together representatives of European institutions, regional and local authorities, civil society associations, universities and experts from different countries to exchange knowledge, experience and good practice on the topic.
The seminar is part of the project “YouthMetre: a tool for forward looking youth participation”, co-funded by the Erasmus+ programme. The initiative aims at supporting EU Member States, municipalities and regions in carrying out effective policy reforms in the field of Youth, in line with the indications provided by the EU Youth Strategy and according to the priorities perceived by its target population: young Europeans.
The registration to the event is requested to access the CoR. The registrations are opened until 30 January. Click here to register.
