What is local democracy and how can local democracy be promoted, in practice?

The European Partnership for Development (EPD) and ALDA illustrate in a fact sheet what is local democracy and local development and describe some key means with which local democratic governance can be promoted.

 

To understand what is local democracy is important also to have an idea of how to promote it and to reach the main and key means through which it can be possible.

Some of these key means at a glance are:

– Assigning clear-cut responsibilities to local government;

– Ensuring the accountability of local government;

– Engaging civil society in local decision-making;

– Fostering local participation.

 

The fact sheet also illustrates the following facts and figures:

– The number of elected local governments in the world’s least developed countries has increased 7% in the last 10 years.

– The EU committed EUR 32m to Local Authorities (LAs) for the 2014-17 period, equalling the funding of LAs for the entire 2007-13 period.

– The European Association for Local Democracy (ALDA) represents more than 250 LAs, associations of LAs, and CSOs from 40 countries.

European cities for migrants’ inclusion: Employment, Culture, Participation

On 22-23 March in Brussels, ALDA, GEA Coop Sociale i ICEI – Istituto Cooperazione Economica Internazionale joined their forces to organise an event aimed at exchanging and promoting cross-fertilisation on the topic of migrants’ integration.

The seminar “Employment, Culture, Participation: Re-shape European cities and communities for the effective inclusion of migrants” is part of ALDA’s initiative to reinforce the Europe for Citizens programme. “Europe for Citizens – One programme, 500 million voices” is the campaign that recalls EU citizens and institutions on the importance of dialogue and exchange in the process of policy-making at EU level.

The event brought together the experiences of three Europe for Citizens funded projects, with findings on employment, intercultural dialogue and participation. The activity was also a unique occasion to create synergies among beneficiaries of the programme and reflect on its added value for the European integration process by putting citizens at the centre of the action.

The two-day event was kicked off at the European Parliament with the support of MEP Gimenez Barbat, where over 40 participants had the opportunity to learn about the findings of the projects URGENT, BY-ME and the New European Citizens and let their voices be heard. Ideas and opinions from local authorities’ and civil society associations’ representatives were collected and debated with MEP Gimenez Barbat and Mr Gilles Pelayo, Head of Unit for the Europe for Citizens Programme.

The second day opened the floor for a further exchange on the inclusion of migrants by taking stock of the inputs raised at the European Parliament. Three working groups were held at the Representation of the Friuli Venezia Giulia Region in Brussels in order to develop recommendations on migrants’ integration through employment, culture and participation. Participants are committed to further elaborate the first draft, following an inclusive online debate and hand the recommendations to EU institutions

The in-field visit to the Municipality of Etterbeek concluded the activity and was the occasion to analyse a set of good practices in a community particularly active in the migrants’ integration, as 40% of the Etterbeek population not being born in Belgium. Participants had the opportunity of exchanging experiences of the Cultural Centre ‘Le Senghor’, its programme “alpha/FLE”, the “living together” activities and other intercultural initiatives as well as on Etterbeek’s CPAS and “Corner of Regions” project.

Eastern Partnership Civil Society forum Georgian National Platform (EAP) coordinating a council meeting in Kutaisi

On 23 February, LDA Georgia hosted the Eastern Partnership Civil Society Forum Georgian National Platform (EAP) coordinating a council meeting in Kutaisi. The coordination council meeting was focused on European integration and on the general objectives and tasks of the National Platform.

The meeting was attended by the members of the National Platform coordination council and the regional NGO and media organizations. The speakers of the meeting were: Chairman of the National Platform – Kakha Gogolashvili, “Strengthening and Capacity Building of Georgian National Platform for the Eastern Partnership” Project Director – Lasha Tugushi, the First Deputy Minister of European and Euro-Atlantic Integration of Georgia – Archil Karaulashvili, Governor of Imereti – Givi Tchitchinadze and his administration members, the Executive Director of the Local Democracy Agency (LDA Georgia) – Nino Khukhua, and the Coordinator of the Eastern Partnership of the European Association of local democracy (ALDA) – Nino Tvaltvadze.

Nino Khukhua from LDA Georgia led the activities, stressing that the partnership between LDA Georgia and EAP National Platform during the past year was key for supporting the EU integration of Georgia.

The EAP Coordinator of ALDA Nino Tvaltvadze briefly presented thematic research of public administration and local governance reforms in the Eastern Partnership countries, drafted with the support of the Civil Society Forum.

At the end of the meeting, a Memorandum of Understanding promoting collaboration between the Imereti Governor and civil society to support the EU integration process was signed by Imereti Governor, Georgian National Platform of the Eastern Partnership Civil Society Forum, and Executive Director of LDA Georgia.

The snow cannot stop Balkan youth workers

From 23 to 25 February, the mountain of Kozara near Prijedor, Bosnia and Herzegovina hosted the fourth Regional network meeting of the Balkan Regional Platform for Youth Participation and Dialogue.

The Regional network meeting marked the start of project’s third year, full of activities for 5 Balkan countries by 8 Local Democracy Agencies (LDAs) in the Western Balkans.

During the meeting, the delegates of the LDAs together with the youth workers, involved in the project, reflected on the past activities of 2016, such as the Regional forum for local democracy, My City – Youth City, Youth taking over day, research on a regional level, and many others. An action plan was then created for the project implementation of the activities foreseen in 2017, among which a Regional forum for local democracy will be organized in Peja, Kosovo, and a regional research on the topic of cultural participation will be conducted.

The Balkan Regional Platform for Youth Participation and Dialogue has the aim to encourage youth participation and to foster dialogue between local authorities and civil society. The project is funded by the European Union, coordinated by ALDA, and implemented by 8 Local Democracy Agencies in 5 Balkan countries: Serbia, Montenegro, Bosnia and Herzegovina, Macedonia and Kosovo.

Ivana Petrovska, Director of ALDA Skopje office, presented the Balkan Regional Platform for Youth Participation and Dialogue in Skopje at the event “Youth engagement in the community” organized within the framework of IPA2Mechanism, supported by the EU.

The discussion gathered representatives from educational institutions, CSOs and local authorities, who discussed the topic together with the participants attending the event.
The Balkan Regional Platform for Youth Participation and Dialogue was presented as a good practice of a project which encourages cooperation between local authorities and youth, but also as a powerful tool for youth engagement and active participation of youth in the community.

Europe for Citizens - One programme, 500 million voices!

The programme “Europe for Citizens”, funded by the European Commission enables citizens who work hard to make their communities better places to meet and connect with their peers from all over Europe. Thanks to this extremely inclusive programme, millions of European citizens from capitals, cities, and villages gained understanding on European history and work, participated to civic life, and engaged in voluntary activities, while European institutions listened to their ideas, needs, and concerns.

Promoting youth participation at the local level: the experience of the project YouthMetre

On 14 February, ALDA officially launched, in partnership with other 5 European organisations, the YouthMetre platform, an online tool to promote e-participation of young people across Europe. The launch event took place at the Committee of the Regions (Brussels), and gathered together more than 100 representatives of European institutions, local and regional authorities, civil society associations, experts and ordinary citizens to exchange knowledge, experience and good practice on how to involve young citizens in the decision-making process, both at the local and European level.

The tool is the main outcome of the forward-looking project YouthMetre, co-funded by the Erasmus+ programme, under its KA3. The objective of the initiative is to provide youngsters with an innovative tool that will enable them to have access, via a digital data dashboard, to information on their policy-makers’ progress in addressing different youth issues and, thus, fostering their empowerment and active participation in democratic life. YouthMetre foresees activities whose specific aim is to provide in-depth knowledge about the self-perceived needs of the target groups (Young Europeans) in learning, teaching, training or youth work situations and effective methodologies and tools that help policy makers to develop initiatives in line with the target population’s collected needs.

The event was also an occasion to award local authorities particularly successful in the field of youth policies, such as the Province of Utrecht and West London that scored the highest according to the indicators of the Youth Development Index. Local authorities have indeed a key role to play within the project and as many as 15 pilot actions will be developed to test the tool at the local level. “We need to give room not just to participation to policy-making, but in fact to co-decision making. This cannot be done without young people. It is not a question of age, but of conviction” was the opening remark of Mr Luc Van den Brande, Member of the CIVEX of the Committee of the Regions.

Promouvoir la participation des jeunes au niveau local : l’expérience du projet “YouthMetre”

Le 14 février dernier, ALDA a officiellement lancé la plateforme “YouthMetre” en partenariat avec 5 autres organisations européennes. Cette plateforme est un outil en ligne pour promouvoir l’e-participation des jeunes à travers l’Europe. Le lancement a eu lieu au Comité des Régions (CdR) à Bruxelles et a rassemblé plus de 100 représentants d’institutions européennes, d’autorités locales et régionales, des associations de la société civile, des experts et des citoyens ordinaires. Ils ont échangé des connaissances, leurs expériences et les bonnes pratiques sur la manière d’impliquer les jeunes citoyens dans le processus de décision, à la fois au niveau local et européen.

Cet outil est le principal résultat du projet prospectif « YouthMetre », cofondé par le programme Erasmus+ dans le cadre de son Action Clé 3 (KA3). L’objectif de cette initiative est de proposer aux jeunes un outil innovant qui leur permettra d’avoir un accès, via un tableau de bord numérique, aux informations sur les progrès de leurs responsables politiques en réponses aux différentes problématiques de la jeunesse, et ainsi favoriser leur émancipation et leur participation dans la vie démocratique. Les activités envisagées de « YouthMetre » auront spécifiquement pour but de fournir une connaissance approfondie des besoins perçus par les groupes cibles (les jeunes européens) dans des situations d’apprentissage, d’enseignement, de formation ou de travail des jeunes. Mais ce seront aussi des méthodologies et des outils efficaces qui aideront les responsables politiques à développer des initiatives en accord avec les besoins des populations ciblés.

Le lancement de la plateforme a aussi été l’occasion de récompenser les autorités locales fructueuses dans le domaine de la politique jeunesse, comme les provinces d’Utrecht et de West London qui ont les scores les plus élevés selon les indicateurs de l’Indice de Développement des Jeunes (« Youth Development Index »). Les autorités locales ont en effet un rôle essentiel à jouer dans le projet et jusqu’à 15 actions pilotes seront développées pour tester l’outil à un niveau local. Monsieur Luc Van den Brande, membre de la Commission de la citoyenneté, de la gouvernance, des affaires institutionnelles et extérieures (CIVEX) du Comité des régions, a ouvert l’évènement en affirmant que « nous devons permettre non seulement la participation à l’élaboration des politiques mais surtout la prise de décision multilatérale. Cela ne peut pas avoir lieu sans jeunes. Ce n’est pas une question d’âge, mais de conviction. »

Promozione della partecipazione giovanile a livello locale: l’esperienza del progetto YouthMetre

Lo scorso 14 febbraio ALDA, in partenariato con altre 5 organizzazioni europee, ha dato il via alla piattaforma YouthMetre, uno strumento online per promuovere la partecipazione dei giovani da tutta Europa. Il lancio dell’evento si è tenuto presso il Comitato delle Regioni (Bruxelles), e ha riunito più di 100 rappresentanti di istituzioni europee, enti locali e regionali, organizzazioni della società civile, esperti e cittadini ordinari per scambiare esperienze e buone pratiche su come coinvolgere giovani cittadini nei processi decisionali, sia a livello locale che a livello europeo.

La realizzazione dello strumento è il risultato più importante ottenuto dal lungimirante progetto YouthMetre, co-finanziato dal programma Erasmus+. L’obiettivo dell’iniziativa è quello di fornire ai più giovani uno strumento innovativo che gli permetta, attraverso una piattaforma digitale, di avere accesso a informazioni sui progressi dei decisori politici circa le questioni relative ai giovani, favorendo così la loro presa di posizione e la loro partecipazione attiva nella vita democratica. Il progetto YouthMetre prevede attività il cui obiettivo specifico è favorire una profonda conoscenza e percezione dei bisogni dei giovani Europei nello studio, nell’insegnamento, nella formazione o nelle situazioni di lavoro giovanile, ed effettive metodologie e strumenti che possano aiutare i decisori politici a sviluppare iniziative in linea con i bisogni dichiarati dalla collettività.

L’evento ha inoltre rappresentato un’occasione per dare un riconoscimento a enti locali particolarmente all’avanguardia, come la Provincia di Utrecht e Londra Ovest, che hanno raggiunto livelli altissimi secondo gli indicatori dell’Indice di Sviluppo Giovanile. Gli enti locali hanno infatti un ruolo chiave in questo progetto, e 15 azioni pilota da sviluppare per testare lo strumento a livello locale. “Dobbiamo dare spazio non solo alla partecipazione nei processi politici, ma a processi decisionali realmente condivisi. Questo non può avvenire senza la partecipazione dei giovani. Non si tratta di una questione di età, ma di impegno” è stato il discorso di apertura di Luc Van den Brande, membro del CIVEX del Comitato delle Regioni.

Содействие участию молодежи на местном уровне: опыт проекта YouthMetre

14 февраля ALDA официально запустила, в партнерстве с другими 5 европейскими организациями, платформу YouthMetre, онлайновый инструмент для продвижения «электронного участия» молодых людей по всей Европе. Это событие состоялось в Комитете регионов (Брюссель), и собрало более 100 представителей европейских учреждений, местных и региональных органов власти, ассоциаций гражданского общества, экспертов и обычных граждан для обмена знаниями, опытом и хорошей практикой в том, как вовлечь молодых граждан в процесс принятия решений, как на местном, так и европейском уровне.

Этот инструмент является главным результатом реализации перспективного проекта YouthMetre, совместно финансируемого программой Erasmus+, в рамках KA-3. Цель инициативы состоит в том, чтобы обеспечить молодежь инновационным инструментом, который позволит им иметь доступ с помощью цифровой инструментальной панели данных к информации о ходе дел лиц, определяющих политику в решении различных вопросов, касающихся молодежи и, таким образом, способствуя расширению их возможностей и активного участия в демократической жизни. YouthMetre предусматривает деятельность, цель которой обеспечить глубокие знания о потребности целевых групп (молодых европейцев) в процессе обучения, преподавания, обучения или работы с молодежью, используя эффективные методологии и инструменты, которые помогают политикам разрабатывать инициативы совместно с собранными потребностями целевого населения.

Мероприятие было также поводом для награждения особенно успешных местных властей в области молодежной политики, таких как провинции Утрехт и Вест Лондон, которые получили самый высокий показатель Индекса развития молодежи. Местные органы власти играют ключевую роль в рамках проекта, и целых 15 пилотных мероприятий будут разработаны для тестирования инструмента на местном уровне. «Нам нужно создать платформу не только для участия в разработке местной политики, но и для совместного принятия решений. Это не может быть сделано без участия молодых граждан. Это вопрос не возраста, а убеждения», – заметил на открытии г-н Люк Ван ден Бранде, член CIVEX Комитета регионов.

Promovisanje participacije mladih na lokalnom nivou: iskustvo projekta YouthMetre

Dana 14. februara, ALDA je zvanično pokrenula, u saradnji sa drugih 5 evropskih organizacija, YouthMetre platformu, online alat za promociju e-učešća mladih ljudi širom Evrope. Otvarajući događaj je održan u Komitetu regiona (Brisel), a okupio je više od 100 predstavnika evropskih institucija, lokalnih i regionalnih vlasti, udruženja civilnog društva, stručnjaka i građana radi razmene znanja, iskustava i dobre prakse o tome kako uključiti mlade građane u proces donošenja odluka, kako na lokalnom tako i na evropskom nivou.

Ovaj alat je glavni rezultat projekta YouthMetre, ko-finansiranog od strane Erasmus + programa, pod merom KA3. Cilj ove inicijative je da obezbedi mladima inovativni alat koji će omogućiti da imaju pristup, preko table digitalnih podataka, informacijama o napretku donosilaca odluka u rešavanju različitih problema mladih i, na taj način, potičući osnaživanje i aktivno učešće u demokratskom životu. YouthMetre predviđa aktivnosti čiji je specifičan cilj da se obezbedi znanje o potrebama ciljnih grupa (mladi Evropljani) u učenju, nastavi, obukama  ili omladinskom radu, kao i efikasnim metodologijama i alatima koji pomažu donosiocima odluka da razviju inicijative u skladu sa prikupljenim potrebama ciljne populacije.

Ovaj događaj je takođe bio prilika da se dodele nagrade lokalnim vlastima posebno uspešnim u oblasti omladinske politike, kao što je Pokrajina Utreht i Zapadni London koji su postigli najviše bodova prema pokazateljima Indeksa razvoja mladih. Lokalne vlasti imaju zaista ključnu ulogu u okviru projekta i čak 15 pilot akcije će biti razvijeno za testiranje ovog alata na lokalnom nivou. “Moramo dati prostora ne samo za učešće u donošenju politika,  već i za ko-odlučivanje. تعزيز مشاركة الشباب على المستوى المحلي: تجربة مشروع يوثميتر ( (YouthMetre

 أطلقت ألدا رسميا, بتاريخ 14 فيفري (شباط), وبالشراكة مع 5 منظمات أخرى, منصة في شكل أداة  عبر الإنترنت لتعزيز مشاركة  الشباب في كافة أنحاء أوربا عبر الإنترنت.

  انتظمت التظاهرة, التي ميزت  هذا الانطلاق, في لجة المناطق (بروكسل) ومكنت من تجميع أكثر من 100 ممثل عن المؤسسات الأوروبية والسلطات المحلية والإقليمية وجمعيات المجتمع المدني وكذلك الخبراء والمواطنين العاديين بهدف تبادل الآراء حول المعرفة والخبرة والممارسات الجيدة لإدماج المواطنين من الشباب في منظومة أخذ القرار, على المستويين المحلي والأوروبي. ين المحلي والأوروبي.

مثلت هذه الأداة أهم نتيجة تتعلق بمشروع يوثميتر ( YouthMetre ) المستقبلي, والذي يمول بالشراكة من قبل برنامج إيرسمس+, في إطار النشاط الأساسي (KA3 ). الغاية من هذه المبادرة هي توفير أداة مجددة لفائدة الشباب تمكنهم من النفاذ, عبر لوحة قيادة بيانات رقمية, إلى المعلومة حول مدى التقدم الحاصل في مجال صنع القرار  الذي يضطلعون به في التصدي لمختلف مسائل الشباب, وبالتالي, تأكيد تمكينهم من المشاركة النشيطة في الحياة الديمقراطية. يمكن يوثميتر من التنبؤ بالأنشطة التي تهدف أساسا إلى توفير المعرفة المعمقة حول الحاجيات المطلوبة, طبقا للتصورات الذاتية, والخاصة بالفرق المستهدفة (فئة الأوروبيين من الشباب) في التعلم والتدريس والتدريب وحالات العمل الخاصة بالشباب والمنهجيات والأدوات الفاعلة التي من شأنها مساعدة صانعي السياسات من تطوير مبادراتهم طبقا للحاجيات التي يتم تجميعها حول الفئات المستهدفة.

كما مثلت التظاهرة فرصة سانحة لمكافأة السلطات المحلية, التي سجلت نجاحا خاصا في مجال السياسات الشبابية, مثل مقاطعة أترخت وغرب لندن التي حققت أفضل النتائج بالقياس للمؤشرات الواردة في مؤشر تنمية الشباب. كما تضطلع السلطات المحلية بدور أساسي في المشروع حيث سيتم تطوير ما لا يقل عن 15 مشروع بهدف اختبار هذه الأداة على المستوى المحلي, “نحن في حاجة إلى فسح المجال, ليس للمشاركة في صنع القرار فحسب, بل وكذلك في منظومة أخذ القرار المشترك. كما أن هذا العمل غير ممكن بدون مشاركة الشباب. المسألة ليست مسألة سن بقدر ما هي مسألة قناعة”, كما جاء على لسان السيد لوك فان دان براند, عضو سيفاكس للجنة المناطق, في كلمته الإفتتاحية.

On 14 February, ALDA officially launched, in partnership with other 5 European organisations, the YouthMetre platform, an online tool to promote e-participation of young people across Europe. The launch event took place at the Committee of the Regions (Brussels), and gathered together more than 100 representatives of European institutions, local and regional authorities, civil society associations, experts and ordinary citizens to exchange knowledge, experience and good practice on how to involve young citizens in the decision-making process, both at the local and European level.

The tool is the main outcome of the forward-looking project YouthMetre, co-funded by the Erasmus+ programme, under its KA3. The objective of the initiative is to provide youngsters with an innovative tool that will enable them to have access, via a digital data dashboard, to information on their policy-makers’ progress in addressing different youth issues and, thus, fostering their empowerment and active participation in democratic life. YouthMetre foresees activities whose specific aim is to provide in-depth knowledge about the self-perceived needs of the target groups (Young Europeans) in learning, teaching, training or youth work situations and effective methodologies and tools that help policy makers to develop initiatives in line with the target population’s collected needs.

The event was also an occasion to award local authorities particularly successful in the field of youth policies, such as the Province of Utrecht and West London that scored the highest according to the indicators of the Youth Development Index. Local authorities have indeed a key role to play within the project and as many as 15 pilot actions will be developed to test the tool at the local level. “We need to give room not just to participation to policy-making, but in fact to co-decision making. This cannot be done without young people. It is not a question of age, but of conviction” was the opening remark of Mr Luc Van den Brande, Member of the CIVEX of the Committee of the Regions.

Promouvoir la participation des jeunes au niveau local : l’expérience du projet “YouthMetre”

Le 14 février dernier, ALDA a officiellement lancé la plateforme “YouthMetre” en partenariat avec 5 autres organisations européennes. Cette plateforme est un outil en ligne pour promouvoir l’e-participation des jeunes à travers l’Europe. Le lancement a eu lieu au Comité des Régions (CdR) à Bruxelles et a rassemblé plus de 100 représentants d’institutions européennes, d’autorités locales et régionales, des associations de la société civile, des experts et des citoyens ordinaires. Ils ont échangé des connaissances, leurs expériences et les bonnes pratiques sur la manière d’impliquer les jeunes citoyens dans le processus de décision, à la fois au niveau local et européen.

Cet outil est le principal résultat du projet prospectif « YouthMetre », cofondé par le programme Erasmus+ dans le cadre de son Action Clé 3 (KA3). L’objectif de cette initiative est de proposer aux jeunes un outil innovant qui leur permettra d’avoir un accès, via un tableau de bord numérique, aux informations sur les progrès de leurs responsables politiques en réponses aux différentes problématiques de la jeunesse, et ainsi favoriser leur émancipation et leur participation dans la vie démocratique. Les activités envisagées de « YouthMetre » auront spécifiquement pour but de fournir une connaissance approfondie des besoins perçus par les groupes cibles (les jeunes européens) dans des situations d’apprentissage, d’enseignement, de formation ou de travail des jeunes. Mais ce seront aussi des méthodologies et des outils efficaces qui aideront les responsables politiques à développer des initiatives en accord avec les besoins des populations ciblés.

Le lancement de la plateforme a aussi été l’occasion de récompenser les autorités locales fructueuses dans le domaine de la politique jeunesse, comme les provinces d’Utrecht et de West London qui ont les scores les plus élevés selon les indicateurs de l’Indice de Développement des Jeunes (« Youth Development Index »). Les autorités locales ont en effet un rôle essentiel à jouer dans le projet et jusqu’à 15 actions pilotes seront développées pour tester l’outil à un niveau local. Monsieur Luc Van den Brande, membre de la Commission de la citoyenneté, de la gouvernance, des affaires institutionnelles et extérieures (CIVEX) du Comité des régions, a ouvert l’évènement en affirmant que « nous devons permettre non seulement la participation à l’élaboration des politiques mais surtout la prise de décision multilatérale. Cela ne peut pas avoir lieu sans jeunes. Ce n’est pas une question d’âge, mais de conviction. »

Promozione della partecipazione giovanile a livello locale: l’esperienza del progetto YouthMetre

Lo scorso 14 febbraio ALDA, in partenariato con altre 5 organizzazioni europee, ha dato il via alla piattaforma YouthMetre, uno strumento online per promuovere la partecipazione dei giovani da tutta Europa. Il lancio dell’evento si è tenuto presso il Comitato delle Regioni (Bruxelles), e ha riunito più di 100 rappresentanti di istituzioni europee, enti locali e regionali, organizzazioni della società civile, esperti e cittadini ordinari per scambiare esperienze e buone pratiche su come coinvolgere giovani cittadini nei processi decisionali, sia a livello locale che a livello europeo.

La realizzazione dello strumento è il risultato più importante ottenuto dal lungimirante progetto YouthMetre, co-finanziato dal programma Erasmus+. L’obiettivo dell’iniziativa è quello di fornire ai più giovani uno strumento innovativo che gli permetta, attraverso una piattaforma digitale, di avere accesso a informazioni sui progressi dei decisori politici circa le questioni relative ai giovani, favorendo così la loro presa di posizione e la loro partecipazione attiva nella vita democratica. Il progetto YouthMetre prevede attività il cui obiettivo specifico è favorire una profonda conoscenza e percezione dei bisogni dei giovani Europei nello studio, nell’insegnamento, nella formazione o nelle situazioni di lavoro giovanile, ed effettive metodologie e strumenti che possano aiutare i decisori politici a sviluppare iniziative in linea con i bisogni dichiarati dalla collettività.

L’evento ha inoltre rappresentato un’occasione per dare un riconoscimento a enti locali particolarmente all’avanguardia, come la Provincia di Utrecht e Londra Ovest, che hanno raggiunto livelli altissimi secondo gli indicatori dell’Indice di Sviluppo Giovanile. Gli enti locali hanno infatti un ruolo chiave in questo progetto, e 15 azioni pilota da sviluppare per testare lo strumento a livello locale. “Dobbiamo dare spazio non solo alla partecipazione nei processi politici, ma a processi decisionali realmente condivisi. Questo non può avvenire senza la partecipazione dei giovani. Non si tratta di una questione di età, ma di impegno” è stato il discorso di apertura di Luc Van den Brande, membro del CIVEX del Comitato delle Regioni.

Changing course to Europe: ALDA adopts resolution of European Movement Italy

In view of the Celebrations of the 60th anniversary of the Treaties of Rome on the 25th of March, ALDA adopted the declaration “Changing Course to Europe”, drafted by the European Movement Italy. The decision was taken by the majority of the Governing Board members, meeting in Modena (Italy) on 10 February.

According to the statement, “A World of Peace, Solidarity and Justice needs more Europe of Peace, Solidarity and Justice”, the European project risks to collapse and disintegrate, thus leading to worse conditions for all its citizens. The statements calls for a deeper European democracy, where sovereignty belongs to citizens aiming at an integrated and federal governance of Europe. As ALDA, we claim that local authorities and citizens, working together for the good of their communities, represent an essential pillar of the Europe that we want.

ALDA also joins the “March for Europe 2017” gathering and invites all its members and partners to be part of this big pro-European initiative. More information and opportunities for participation will be communicated soon.

EU Citizenship Report 2017 - We need to work together to improve democratic life in the Union

In January, the European Commission published its third EU Citizenship Report, presenting actions to ensure citizens can fully enjoy their rights when working, travelling, studying or participating in elections.

Civic awareness and democratic participation among Union citizens are crucial, especially ahead of the next European elections. ALDA strongly supports the Commission’s statement about the fact that further steps should be taken to deepen the democratic life of the Union.

The EC set three priorities for 2017-19 in the field of the promotion of citizens’ participation in the democratic life of the EU, among which intensifying Citizens’ Dialogues and encourage public debates; to improve public understanding of the impact of the EU on citizens’ daily lives and to encourage an exchange of views with citizens; and promote best practices which help citizens vote and stand for EU elections, to support turnout and broad democratic participation in the perspective of the 2019 European elections.

“We are not living a “business as usual” historical time, and we all need to join efforts to revive the European project” said Antonella Valmorbida, Secretary General of ALDA. “EU institutions, together with leading stakeholders engaged in the field of civic participation, have a huge responsibility in improving the democratic life of the Union today. Tomorrow could already be late”, concluded Mrs. Valmorbida.

Rapport sur la citoyenneté de l’Union 2017 – Nous avons besoin de travailler ensemble pour améliorer la vie démocratique dans l’Union

En janvier, la Commission Européenne a publié son troisième rapport sur la citoyenneté de l’Union, présentant ainsi des mesures pour garantir aux citoyens la jouissance de leurs droits au travail, lors de voyage, durant leurs études ou lors de leurs participations aux élections.

La conscience civique et la participation démocratique sont cruciales au sein de l’Union Européenne, spécialement en vue des prochaines élections européennes. ALDA soutient fermement la déclaration de la Commission concernant le fait que de nouvelles mesures devraient être prises pour approfondir la vie démocratique de l’Union européenne.

La Commission Européenne a défini trois priorités pour 2017/2019 dans le domaine de la promotion de la participation citoyenne dans la vie démocratique de l’Union européenne, parmi lequel l’encouragement de débats public et d’amples dialogues citoyens. L’objectif est d’améliorer la compréhension du public de l’impact de l’Union européenne sur la vie quotidienne de ses citoyens, mais aussi d’encourager un échange de points de vues avec ceux-ci. Sans oublier la promotion de meilleures pratiques aidant les citoyens à voter et à s’engager pour les élections européennes, afin de soutenir l’affluence et la vaste participation démocratique dans l’optique des élections européennes de 2019.

« Nous ne vivons pas un temps historique ordinaire, et nous avons besoin de rassembler nos efforts pour relancer le projet Européen », s’est exprimée Antonella Valmorbida, secrétaire générale d’ALDA. « Aujourd’hui, les institutions européennes, tout comme les principaux acteurs engagés dans le domaine de la participation civique, ont une responsabilité considérable vis-à-vis de l’amélioration de la vie démocratique au sein de l’Union. Demain pourrait déjà être trop tard », a-t-elle conclue.

Relazione 2017 sulla cittadinanza UE – Abbiamo bisogno di lavorare insieme per migliorare la vita democratica dell’Unione

Lo scorso gennaio la Commissione Europea ha pubblicato la sua terza Relazione sulla Cittadinanza dell’Unione, che presenta le azioni per garantire ai cittadini la possibilità di godere a pieno dei propri diritti nella vita di ogni giorno: nell’ambiente di lavoro, in viaggio, a scuola, e nella partecipazione alle elezioni.

Sensibilizzazione civica e partecipazione democratica tra i cittadini dell’Unione sono di importanza cruciale, soprattutto in vista delle prossime elezioni. ALDA condivide profondamente la dichiarazione della Commissione sui futuri passi da compiere nell’intensificazione della vita democratica dell’Unione.

La Commissione Europea ha fissato tre priorità per gli anni 2017-2019 nell’ambito della promozione della partecipazione cittadina nella vita democratica dell’UE, tra cui: intensificare il dialogo con i cittadini e incoraggiare il dibattito pubblico; migliorare la comprensione pubblica dell’impatto che l’UE ha sulla vita quotidiana dei cittadini e incoraggiare lo scambio dei punti di vista con i cittadini; e promuovere le buone pratiche che aiutano i cittadini a capire l’importanza del voto e delle elezioni UE, supportando l’affluenza e la partecipazione democratica in prospettiva delle elezioni europee del 2019.

“Non stiamo vivendo un periodo storico ordinario, e abbiamo bisogno di unire le forze per ravvivare il progetto europeo”, dice Antonella Valmorbida, Segretario Generale di ALDA. “Le istituzioni europee, assieme agli attori impegnati nell’ambito della partecipazione civica, hanno una grande responsabilità nel miglioramento della vita democratica dell’Unione. Domani potrebbe già essere tardi”, conclude Valmorbida.

В январе Европейская комиссия опубликовала свой третий отчет о Гражданстве ЕС, представляя меры по обеспечению граждан в полной мере возможностями использовать свои права при работе, путешествиях, учебе или участии в выборах.

Гражданская сознательность и демократическое участие граждан Союза имеют решающее значение, особенно накануне следующих европейских выборов. ALDA решительно поддерживает заявление Комиссии о том, что следует предпринять определенные шаги с целью углубить демократическую жизнь Союза.

Еврокомиссия определила три приоритета на 2017-2019 гг. для поощрения участия граждан в демократической жизни ЕС, среди которых: продвижение общественных диалогов и публичных дебатов, улучшение понимания гражданами влияния ЕС на повседневную жизнь людей, а также поощрение обмена мнениями с гражданами; и распространение передового опыта, который поможет гражданам принять участие в процессе голосования или баллотироваться на выборах в Европарламент, чтобы поддержать кадровый «оборот» и широкое демократическое участие в перспективе европейских выборов 2019 года.

Izveštaj o aktvnom građanstvu EU 2017 – Moramo zajedno da radimo na poboljšanju demokratskog života u Uniji

U januaru je Evropska komisija objavila svoj treći izveštaj EU o građanstvu, koji predstavlja aktivnosti koje osiguravaju da građani u potpunosti uživaju svoja prava bilo da rade, putuju, studiraju ili učestvuju na izborima.

Građanska svest i demokratsko učešće građana Unije su od ključnog značaja, posebno uoči narednih evropskih izbora. ALDA snažno podržava izjavu Komisije o tome da treba preduzeti dalje korake da se produbi demokratski život Unije.

Evropska komisija je postavila tri prioriteta za 2017-2019 u oblasti promocije učešća građana u demokratskom životu EU, među kojima je: intenziviranje dijaloga sa građanima i podsticanje javnih debata, kako bi se poboljšalo javno razumevanje uticaja EU na svakodnevni život građana, kao i razmena mišljenja sa građanima; i promovisanje najboljih praksi koje pomažu građanima da glasaju i kandiduju se na izborima EU, radi podrške boljem odzivu i širokom demokratskom učešću u perspektivi evropskih izbora 2019.

“Svi treba da se pridružimo naporima da se oživi evropski projekat”, rekla je Antonella Valmorbida, generalni sekretar ALDA. “Institucije EU, zajedno sa vodećim akterima koji se bave građanskom participacijom, imaju veliku odgovornost u poboljšanju demokratskog života unije. “, zaključila je Valmorbida.

خلال شهر جانفي (كانون الثاني), نشرت المفوضية الأوروبية تقريرها الثالث حول المواطنة في الإتحاد الأوروبي والذي ضمنت فيه جملة من الأنشطة تهدف إلى تمكين المواطنين من الانتفاع بكامل حقوقهم أثناء العمل والسفر والدراسة والمشاركة في الانتخابات.

تكتسي التوعية بالحقوق المدنية والمشاركة في الحياة الديمقراطية أهمية بالغة لدى مواطني الاتحاد الأوروبي. إن ألدا تدعم بكل قوة الإعلان الصادر عن المفوضية حول وجوب قطع خطوات إضافية بهدف ترسيخ مبادئ الحياة الديمقراطية وقيمها داخل بلدان الاتحاد.

وفي ذات السياق, تضبط المفوضية الأوروبية الأولويات الثلاثة, للفترة 2017 – 2019, في مجال تعزيز مشاركة المواطنين في الحياة الديمقراطية ببلدان الاتحاد الأوروبي, ومن بين هذه الأولويات, يمكن الإشارة إلى ضرورة مضاعفة الجهود الداعية إلى إرساء الحوار بين المواطنين في الاتحاد الأوروبي وتشجيع الجمهور على الدخول في نقاشات بهدف تحسين الفهم لدى العموم حول تأثير الحياة اليومية للمواطنين في الاتحاد الأوروبي والتشجيع على تبادل الأفكار والآراء بين مختلف المواطنين الأوروبيين وكذلك تعزيز الممارسات الجيدة التي من شأنها أن تساعد هؤلاء المواطنين على الإدلاء بأصواتهم وعلى تنظيم الانتخابات في بلدان الاتحاد الأوروبي, إضافة إلى التشجيع على الإقبال المرتفع على صناديق الاقتراع وتوسيع قاعدة المشاركة في المنظومة الديمقراطية والاستعداد للاستحقاق الانتخابي المنتظر سنة 2019 في بلدان الاتحاد الأوروبي.

نحن لا نعيش في فترة تاريخية تتميز “بعالم الأعمال كما هو معتاد”, كما نحتاج جميعنا إلى التكاتف بهدف إعادة إنعاش المشروع الأوروبي”, كما جاء على لسان أنتونلا فلموربيدا, الأمينة العامة لألدا. تضطلع كل من مؤسسات الاتحاد الأوروبي والأطراف الرائدة, المعنية بمجال المشاركة المدنية, بدور كبير جدا لتحسين مظاهر الحياة الديمقراطية داخل الاتحاد الأوروبي اليوم. واختتمت السيدة فلموربيدا مداخلتها بالقول ” إذا ما انتظرنا إلى الغد, سوف يكون الوقت متأخرا”.

In January, the European Commission published its third EU Citizenship Report, presenting actions to ensure citizens can fully enjoy their rights when working, travelling, studying or participating in elections.

Civic awareness and democratic participation among Union citizens are crucial, especially ahead of the next European elections. ALDA strongly supports the Commission’s statement about the fact that further steps should be taken to deepen the democratic life of the Union.

The EC set three priorities for 2017-19 in the field of the promotion of citizens’ participation in the democratic life of the EU, among which intensifying Citizens’ Dialogues and encourage public debates; to improve public understanding of the impact of the EU on citizens’ daily lives and to encourage an exchange of views with citizens; and promote best practices which help citizens vote and stand for EU elections, to support turnout and broad democratic participation in the perspective of the 2019 European elections.

“We are not living a “business as usual” historical time, and we all need to join efforts to revive the European project” said Antonella Valmorbida, Secretary General of ALDA. “EU institutions, together with leading stakeholders engaged in the field of civic participation, have a huge responsibility in improving the democratic life of the Union today. Tomorrow could already be late”, concluded Mrs. Valmorbida.
