Lunedì 2 dicembre, alle ore 18:30, presso la Sala Conferenze della Comunità Serbo Ortodossa di Trieste in via Genova 12 si è tenuto un incontro pubblico sul tema Trieste porta la Serbia in Europa, con la partecipazione del vicepresidente ALDA Alessandro Perelli.

“Senza l’ingresso della Serbia e dei Balcani occidentali, l’Europa non può dirsi compiuta“: così ha dichiarato il vicepresidente e membro della Governing Board di ALDA, che ha coordinato l’incontro.

Organizzata dal Gruppo Interparlamentare Italia-Serbia, l’occasione ha visto gli interventi tematici dei seguenti relatori:

ALDA è da sempre naturalmente vicina al tema: la prima Agenzia per la Democrazia Locale fu aperta proprio in Serbia, a Subotica, nel 1993, con l’obiettivo di incoraggiare lo sviluppo di un governo democratico e della partecipazione cittadina a livello locale, rafforzare lo sviluppo socio-economico, promuovere il volontariato giovanile e sostenere l’integrazione nell’Unione Europea.

Dal 2001 una nuova ADL accompagna quella di Subotica dalle sue sedi nella Serbia centro-meridionale, perseguendo tuttora gli stessi obiettivi.

The Municipality of Mariupol took its first steps with ALDA back in 2017, when a Local Democracy Agency was opened in the city.

Since then, partnerships between the two have continued to develop; and it is with great joy that we announce that, this month, the Secretary of Mariupol City Council Stepan Makhsma, together with other deputies, officially and successfully supported the full ALDA membership of the Municipality. Stepan Makhsma highlighted: “A draft decision On Membership of Mariupol in ALDA was prepared with the aim to fulfill the duties and tasks set out in the Memorandum of Cooperation. The city’s partnership with ALDA will contribute to developing local democracy, attract significant investment and successful cooperation with other countries".

The Memorandum of Cooperation was signed between the Mariupol City Council and ALDA to create a platform with the objective to engage citizens in the process of administrative reform; facilitate the development of institutions at the local level; exchange practical skills and knowledge; as well as promote intercultural and interethnic dialogue and regional and European cooperation.

The last two projects implemented by the platform, Affordable services for the elderly people i The programme to counter the outflow of young people from the city, aimed to provide social assistance to pensioners and more support to young people.
We are excited to have the Municipality of Mariupol among our members soon and thus strengthen an already existing and fulfilling partnership!

Un nouveau membre est sur le point de rejoindre l’ALDA : la municipalité de Marioupol !

C’est en 2017 que la municipalité de Marioupol a fait ses premiers pas avec l’ALDA, lorsqu’une Agence de Démocratie Locale a été ouverte dans la ville.

Depuis lors, les partenariats entre les deux entités ont continué à se développer et c’est avec une grande joie que nous annonçons que, en ce mois de décembre, le Secrétaire du Conseil Municipal de Marioupol, Stepan Makshma, ainsi qu’avec d’autres adjoints, ont officiellement soutenu, avec succès, l’adhésion complète de la municipalité à l’ALDA. Stepan Makshma a souligné « Un décret préparatoire de L’adhésion de la municipalité de Marioupol à l’ALDA avait été préparée en vue de satisfaire aux devoirs et aux tâches énoncées dans le Mémorandum de Coopération. Le partenariat de la ville avec l’ALDA contribuera à développer la démocratie locale, à attirer de nombreux investissements et à mener des coopérations fructueuses avec d’autres pays ».

Le Mémorandum de Coopération a été signé entre le Conseil Municipal de Marioupol et l’ALDA afin de créer une plateforme dont les objectifs seraient d’engager les citoyens dans le processus des réformes administratives, de faciliter le développement d’institutions au niveau local, d’échanger des compétences pratiques et théoriques ainsi que promouvoir le dialogue interculturelle et interethnique mais aussi la coopération régionale et européenne.

Les deux derniers projets mis en place par la plateforme, Des services accessibles pour les personnes âgées et Le programme pour contrer l’exode des jeunes de la ville avaient pour objectif de fournir une assistance sociale aux pensionnaires et un soutien accru aux jeunes.
Nous sommes enthousiastes à l’idée de compter bientôt la Municipalité de Marioupol parmi nos membres et ainsi renforcer un riche partenariat déjà existant !

Un nuovo membro di ALDA in arrivo: il Comune di Mariupol!

Il Comune di Mariupol fece i suoi primi passi con ALDA nel 2017, quando venne aperta un’Agenzia per la Democrazia Locale in città.
Da allora, le collaborazioni tra i due hanno continuato a svilupparsi; ed è con grande gioia che annunciamo che, questo mese, il Segretario del Consiglio Cittadino di Mariupol, Stepan Makhsma, insieme ad altri deputati, ha ufficialmente sostenuto con successo la piena associazione del Comune ad ALDA. Stepan Makhsma ha sottolineato: “Abbiamo preparato una proposta di decisione sull’associazione di Mariupol ad ALDA con lo scopo di adempiere ai doveri e ai compiti stabiliti nel Memorandum di Cooperazione. La collaborazione della città con ALDA contribuirà a sviluppare la democrazia locale, attrarre investimenti di valore e una cooperazione di successo con altri paesi".

Il Memorandum di Cooperazione è stato firmato tra il Consiglio Cittadino di Mariupol e ALDA per creare una piattaforma con lo scopo di coinvolgere i cittadini nel processo di riforma amministrativa; facilitare lo sviluppo delle istituzioni a livello locale; scambiare competenze pratiche e conoscenze; e promuovere il dialogo interculturale e interetnico e la cooperazione regionale ed europea.

Gli ultimi due progetti implementati dalla piattaforma, “Servizi convenienti per gli anziani” e “Programma per contrastare la fuga dei giovani dalla città”, miravano a fornire assistenza sociale ai pensionati e maggiore supporto ai giovani.
Siamo entusiasti dell’aggiunta, a breve, del Comune di Mariupol tra i nostri soci così da rafforzare una collaborazione già presente e più che soddisfacente!

Новый член ALDA в пути: Муниципалитет Мариуполя

Муниципалитет Мариуполя сделал первые шаги в ALDA-e еще в 2017 году, когда в городе было открыто Агентство местной демократии.
С тех пор партнерские отношения между ними продолжали развиваться; и мы с большой радостью объявляем, что в этом месяце секретарь городского совета Мариуполя Степан Махсма вместе с другими депутатами официально и успешно поддержал полноправное членство муниципалитета. Степан Махсма подчеркнул: «Проект решения о членстве Мариуполя в АЛДА был подготовлен с целью выполнения обязанностей и задач, изложенных в Меморандуме о сотрудничестве. Партнерство города с ALDA-e будет способствовать развитию местной демократии, привлечению значительных инвестиций и успешному сотрудничеству с другими странами».

Между Мариупольским городским советом и ALDA был подписан Меморандум о сотрудничестве с целью создания платформы для вовлечения граждан в процесс административной реформы; способствовать развитию институтов на местном уровне; обмениваться практическими навыками и знаниями; а также содействовать межкультурному и межэтническому диалогу и региональному и европейскому сотрудничеству.

Последние два проекта, реализуемые платформой «Доступные услуги для пожилых людей» и «Программа по противодействию оттоку молодежи из города», направлены на оказание социальной помощи пенсионерам и оказание большей поддержки молодежи.
Мы рады, что муниципалитет Мариуполя скоро будет в числе наших членов и таким образом укрепится уже существующее и успешное партнерство!

ALDA uskoro dobija novog člana: Opština Marijupolj!

Opština Marijupolj je preduzela prve korake sa ALDA-om još 2017. godine, kada je u ovom gradu otvorena Agencija lokalne demokratije.

Od tada, partnerstva su nastavila da se razvijaju; i sa velikom radošću objavlјujemo da je ovog meseca sekretar gradskog veća Marijupolja Stepan Makhsma, zajedno sa ostalim zamenicima, zvanično i uspešno podržao punopravno članstvo opštine u ALDA-i. Stepan Makhsma je naglasio: „Nacrt odluke o članstvu u Marijupolja u ALDA-i pripremlјen je sa cilјem ispunjavanja dužnosti i zadataka utvrđenih u Memorandumu o saradnji. Partnerstvo grada sa ALDA-om doprineće razvoju lokalne demokratije, privući će značajna ulaganja i uspešnu saradnju sa drugim zemlјama“.

Memorandum o saradnji potpisan je između Gradskog veća Marijupolja i ALDA-e radi stvaranja platforme sa cilјem da se građani uklјuče u proces administrativne reforme; olakšanja razvoja institucija na lokalnom nivou; razmenjivanja praktičnih veština i znanja; kao i promovisanja interkulturalnog i interetničkog dijaloga i regionalne i evropske saradnje.

Poslednja dva projekta koja je sprovela platforma, Pristupačne usluge za starije osobe i Program za suzbijanje odliva mladih iz grada, imaju za cilј pružanje socijalne pomoći penzionerima i više podrške mladim lјudima.
Drago nam je što će Opština Marijupolj uskoro biti među našim članovima i na taj način ojačati već postojeće partnerstvo!

عضو جديد في طريقه إلى الالتحاق بألدا: بلدية ماريوبول!

تعود  الخطوات الأولى,  التي قطعتها بلدية ماريوبول رفقة مؤسسة ألدا, إلى سنة 2017, حيث تم فتح وكالة ديمقراطية محلية في المدينة آنذاك.

منذ ذلك التاريخ, ما انفكت منظومة التعاون بين الطرفين تتدعم وتتطور. ونود استغلال هذه الفرصة, التي تتاح لنا هذا الشهر, للإعلان عن سعادتنا الكبرى بأن أمين بلدية مياريوبول ستيفان ماكشما وكافة مساعديه, أعربوا رسميا عن دعمهم التام لكي تصبح بلدية ماريوبول عضوة صلب مؤسسة ألدا. وفي سياق متصل, أكد  ستيفان ماكشما: “انه تم إعداد مسودة قرار تتعلق بعضوية ماريوبول في ألدا, وذلك بهدف الاستجابة لكافة الواجبات المهام المدونة في مذكرة التفاهم. وستساهم عضوية المدينة صلب مؤسسة ألدا في تعزيز منظومة الديمقراطية المحلية واستقطاب مزيد من فرص الاستثمارو تحقيق التعاون الناجح بين مختلف البلدان“.

تم الإمضاء على مذكرة التفاهم بين مجلس بلدية مدينة ماريوبول ومؤسسة ألدا بهدف إرساء منصة تهدف إلى إشراك المواطنين في كافة مسارات الاصلاح الإداري وتسهيل عملية تطوير المؤسسات على المستوى المحلي وتبادل المهارات والمعرفة التطبيقية, إضافة إلى تعزيز الحوار بين الثقافات والحضارات وكذلك دفع منظومة التعاون الاقليمي والأوروبي.

كما أن البرنامجين الأخيرين اللذان تم تنفيذهما بواسطة المنصة, خدمات في المتناول لفائدة الأشخاص المسنين برنامج للتصدي لتدفق الشباب خارج المدينة, يهدفان إلى توفير العناية الاجتماعية للمسنين وتقديم مزيد من الدعم لفائدة الشباب.

نحن تتطلع بكل شوق لكي تلتحق بلدية ماريوبول بصف أعضائنا في أقرب الأوقات وبالتالي, المساهمة في تعزيز واكتمال شراكة قائمة وفاعلة.

On November 22^nd, 2019 DRPDNM organized a local activity on the Slovenian coast within the IMPACT project. The beneficiaries of the workshop were children with fewer opportunities, most of whom (not all) had a foreign background.

The objective of the workshop was to improve social inclusion by using art and different methodologies of social rapprochement and confidence building. To encourage creative expression, the trainers used the power of music, creative props and gymnastic dance ribbons that led to a lovely performance act.

The main goal was to create a simple composite art performance. With a four-hour workshop, the participants got to know one another, built reciprocal trust and opened up enough to collaborate. In this way the first, basic step was taken, followed by building further confidence and creativity.

To evaluate the activity, the method of pop-up slips was used where the participants glued the slips on the board under the words: great, medium i bad.

The main goal of “IMPACT – Inclusion Matters! using Performing Arts towards Cohesion and Tolerance” is fostering social inclusion by developing art strategies, techniques and methodologies which target refugees and citizens at local level.

The IMPACT project is implemented by VIFIN – Videnscenter for Integration in cooperation with ALDA, La Piccionaia - Centar za kazališnu produkciju, LDA Crne Gore, LDA Mostar, Coalition of youth organizations SEGA, Association for Developing Voluntary Work Novo Mesto (DRPDNM) and Urban Development Center, and it is supported by the Erasmus + program of the European Union.

After two years, the WEMIN project will end in December. One of its objectives was to bring together migrant, refugee and French women in arts & crafts workshops.

Such workshops were implemented in three cycles in Strasbourg: one was an upcycling workshop and was developed in collaboration with the association Creative Vintage; another workshop concerned embroidery, painting and herbal-dyeing and was animated by the association L’Atelier du Club; finally, the last workshop was about photography and was realised together with the association Stimultania.

Did you know that ALDA’s turning 20 soon? It is a big achievement for us and, since ALDA would not be where it is without its members, we want to make sure that our 20th anniversary is about each of you. With this in mind, starting on December 17th we are hosting a free webinar series, the ALDA Razgovori, which will explore a different topic every month until June – from environmental governance to communication strategies, intercultural dialogue and more.

To maximize the mutual exchange of our collective expertise and know-how, each high-level thematic webinar in the series will include a general presentation by an expert trainer as well as a dedicated moment for all related EU funding programmes and one for open debate.

All ALDA talks will be held in English and last for about an hour each; they will be live-streamed online and later archived in a designated area of the ALDA website, where they will be visible for later consultation.

In 2018 ALDA received a grant from the Valdesian Church for the implementation of the IDPs SAVE (Social Adaptation as a Human Rehabilitation Vital Element) project. The project was created as a response to the armed conflict that began in Ukraine in 2014 and caused mass displacement of individuals: only within the country, there were about 1.8 million officially registered internally displaced people (IDPs).

Due to growing pressure on administrative and social services, communities, and local labor markets, the project was implemented in the Dnipropetrovsk region with about 85.000 IDPs from Donetsk, Lugansk, and Crimea. Its aim was to create a favorable environment for adaptation and integration of IDPs into local communities, thus contributing to cohesion in society and stability in the Dnipropetrovsk region by minimizing the possibility of both conflicts onset and IDPs marginalization.

SAVE adopted a multi-stakeholder approach in its management by attracting local administrator LDA Dnipropetrovsk and several other partners, including the main facilitator – ALDA; IDPs and residents participated in training activities. During the first phase of the training, only IDP participants with the communication and building trust relationships expertise, networking competencies, psychological and strategic abilities were involved. The second phase connected young IDPs and youth from host communities. The trainings focused on skills, such as communication skills at the organizational level, managing time and self-organization, understanding and managing stress, project drafting.

The final part of the project was the implementation of five smaller projects in two Ukranian towns that were awarded mini-grants. The submitted project proposals generated outcomes including increased accountability of local authorities towards its constituencies; better inclusion of IDPs in their new communities; improved sustainable local development; and hundreds of IDPs developed their skills in terms of project writing, implementing and fundraising, thus ensuring the sustainability of the project – which was a great note to end on!

What connects poetry, art, iron, and steel? The unique event organised by ALDA’s CLINK project (Cultural heritage linking diversities in Europe) on November 8th in Niksic, Montenegro!

Niksic is home to a unique enterprise, the Black Metallurgy Institute, that nourishes its social responsibility towards the local community and supports artists by providing them with ateliers within its facility complex. In the past few years, more than 20 artists have been creating under the roof of this institute. One of them, Milena Krivokapic, is a painter who, in agreement with the BM Institute, decided to homage famous local poet Vito Nikolic by creating a large mural with his portrait at the entrance of the company buildings.

LDA Montenegro and CLINK were happy to support this extraordinary idea in promotion of local cultural heritage, of which the life and works of poet Vito Nikolic are an extremely remarkable component both for the city of Niksic and for all of Montenegro.

Nikolic’s poetry, which is often compared to that of Russian lyric poet Sergey Yesenin, has been of inspiration for many generations of poets, musicians and other artists, earning him a special recognition by the City of Niksic, which established an annual poetry award in his name. His authentic bohemian life as a poet and journalist was rich in witty anecdotes, despite his difficult start being an orphan with weak health; and, importantly, Nikolic was part of the minority that stood up against the war in former Yugoslavia in 1991, paying the price of his principled actions by eventually losing his job as a journalist. His stance is reflected for instance in his poem Noc nad Dubrovnikom / Night above Dubrovnik, gde će the poet expresses his deepest sorrow for the devastation of this old city by his fellow citizens.

LDA Montenegro assisted the ceremony of uncovering of the mural and gathered community, media, and institutions to give special tribute to their famous poet. Special contribution to the event also came from the Youth Volunteering Club of NGO Alfa center, Literature club “Poenta Poetica”, Music school Dara Cokorilo and from volunteers of the youth service InfoPoint Niksic, who prepared a recitation night of Nikolic’s poems.

The event was officially part of the monthly culture programme of the Municipality of Niksic, with full support from the Public Institution Museums and Niksic Galleries as well as a joint artist exhibition, which constituted the apex of the night, with the presentation of the new permanent setting of more than 30 pieces of art in the hall of the Institute for steel metallurgy.

Project CLINK contributed to the development of cooperation between numerous stakeholders that are proud to promote and protect the local cultural heritage on the European tapestry of culture, making all those involved aware of its value.
