Public debate: Capital Investments from Public Funding

LDA Kosovo, in cooperation with the Municipality of Peja, has organized a public debate on the 08. June 2021, with the presence of village and urban areas representatives and Municipal officials, to discuss the Peja Municipality Budget for the year 2022 and the Medium-Term Expenditure Framework 2022-2024.
In this domain the possibility was presented to the Municipal Officials (i.e. Municipal Director of the Dept. for Finances, the Municipal Director of the Dept. for Urbanism, representative of the Municipal Dept. for Culture and the representative from the Mayor’s office) to present the projections in the upcoming Municipal budget and its expenditure framework.
11 representatives from villages and urban areas of the Municipality and the city of Peja were present in the public debate. They were closely informed by the side of Municipal representatives with regard to the financial capacities that the Municipality of Peja possesses in implementing projects for capital investments in the territory of the Municipality of Peja.
This activity has been the first one of this kind in the domain of public consultations
Every representative presented the challenges and needs in the domain of capital investments to be implemented/financed by the side of the Municipality of Peja, in the domain of the Municipal budget for the year 2022, or to include the same needs in the Medium-Term Expenditure for the years 2022-2024.Some of the requests presented were already included in the Municipal budget for the year 2022, according to the Municipal Director of the department for Finances.
This activity has been the first one of this kind in the domain of public consultations that the Municipality is obliged, in accordance with the laws in force, to organize and to consult the general public before approving the Municipality Budget for the year 2022 and the Medium-Term Expenditure Framework 2022-2024 during the month of September 2021 by the side of Municipal Assembly.

Local meeting in Knjazevac: youth and decision-making

On June 11th 2021, the group of young people engaged in youth CSOs from Knjazevac had a meeting with the representative of the local governance, the Deputy Mayor Mr. Branislav Josifovic. The topic of the activity was participation of youth in the decision-making on the local level, as well as the presentation of the recommendations for the improving the quality of life of young people in Knjaževac.
Prior to this meeting, a street action was organized, where young activists asked the citizens to vote on their recommendations and to add their suggestions. In the document presented to the local authorities, there were four recommendations for improving the quality of life for young people in municipality of Knjazevac that had the most votes:
- to establish a youth centre,
- to create more opportunities for recreational sports,
- to have a counselling program for young people and
- to have more cultural and entertaining activities for youth, organized according to their interests.

The conclusion of the meeting is that the recommendations largely concur with the activities planned by the local government for the coming period. A space that would be intended for young people is also planned, and which should be established at the beginning of next year. The deputy mayor stated that the local government will consult with young people when planning the next activities, and invited them to address him directly with questions and suggestions concerning young people.
The activity was a part of the project VALID – European Cities – Strengthening Common Values of Solidarity and Intercultural Dialogue funded by the Europe for Citizens program.

Pridružite se ALDA-i da biste bili uključeni u Konferenciju o budućnosti Evrope

Ove godine, 9. maja, proslavili smo „Dan Evrope“, ali taj dan takođe je označio početak jednog od najznačajnijih događaja naše demokratske istorije: pokretanja Konferencije o budućnosti Evrope (CoFoE), sa uvodnim zasedanjem održanim - u hibridnom formatu - u Evropskom parlamentu, u Strazburu.
Ipak, šta je Konferencija o budućnosti Evrope ?
Konferencija (CoFoE) predstavlja priliku svim evropskim građanima da razgovaraju i raspravljaju o izazovima i prioritetima o budućem putu koji Evropa treba da sledi. Dakle, ideja koja stoji iza toga je da sve tri institucije - bilo da su to Evropski parlament; Savet i Komisija - saslušaju građane Evrope, njihove ideje i predloge što se tiče budućnosti Evrope.
I dalje ostaje jedno pitanje: „Kako se ljudi mogu aktivno pridružiti konferenciji?“
Na osnovu pristupa odozdo i orijentisanog na građane , građani mogu učestvovati na nekoliko konferencija i događaja, podeljenih u teme. Polazeći od višejezične digitalne platforme građani će imati mogućnost da podele svoje ideje; organizujte događaje pridružujući se nekima od njih koji su već dostupni na participativnom prostoru na mreži .
Pored toga, paneli evropskih građana , koje organizuje Evropska komisija, okupljaće predstavnike u pogledu starosti građana, socioekonomskog porekla, pola i porekla; oni će se redovno okupljati i pružati doprinose plenarnom sastanku konferencije.

Thus, the project partners will create a safe spot for sharing as far as the role of intercultural dialogue concerns, especially in facilitating social inclusion, as well as implementation and monitoring of local development policies.

Together for the Conference on the Future of Europe
ALDA has co-signed, with other organisations, the Joint Civil Society Declaration so that to create a platform serving not only as a counterpart for the EU institutions, but also to represent citizens and people living in EU.
. Konferencija o budućnosti Evrope, officially launched in Strasbourg on May 9th, and planning to last till spring 2022, involves a great number of Civil Society Organisations, whose expectations are to get further details about what the EU does for them and for all EU citizens as well discussing ad hoc solutions to face future challenges. In addition, the role of the Civil Society Organisations is fundamental in bringing people together, enabling them to become active players, while designing common goals. Thus, one aspect to be discussed during the Conference should be, as stated in the Declaration, “how to reconnect people with the European Union and its institutions”.
The Conference sets itself the goal of giving citizens a greater role in shaping EU policies and ambitions, improving the Union’s resilience to crises, be it economic or health-related. It will create a new public forum for an open, inclusive, transparent and structured debate with Europeans around the issues that matter to them and affect their everyday lives.
The General Assembly week will also host the official launch of the new ALDA Workug Groups, an opportunity for our members to share knowledge and develop ideas and projects based on the. main thematic areas ALDA works in. Novi projekat o dobrom upravljanju i zaštiti životne sredine za Ukrajinu

U martu 2021. započeo je novi projekat u Ukrajini, tačnije u Donjeckoj i Luganskoj oblasti.
“Platforma o dobrom upravljanju i zaštiti životne sredine“, ovo je naslov projekta koji vodi ALDA, i koji predviđa sprovođenje niza obuka namenjenih predstavnicima lokalnih vlasti, organizacijama civilnog društva, pilot zajednica u oblasti Donjeck i Lugansk za razvoj profesionalnih nadležnosti i sprovođenje kratkoročnih programa stručnog usavršavanja za zvaničnike i javne službenike lokalnih vlasti, kako nalaže važeći zakon, kako bi se olakšalo prilagođavanje zvaničnih aktivnosti evropskim standardima.
Projekat za nadogradnju prava lokalnih zajednica da utiču na procese donošenja odluka
Štaviše, u okviru projekta biće organizovano dvanaest okruglih stolova (6 u Donjecku i 6 u Lugansku) o sprovođenju reformi i njihovom uticaju na održivost razvoja zajednice kroz razmenu najboljih praksi o lokalnoj upravi.
Sve u svemu, projekat u Ukrajini, koji će se završiti do kraja tekuće godine, ima za cilj razvoj ljudskih resursa predstavnika lokalnih vlasti, organizacija civilnog društva pilot zajednica u Donjecku i Luganskoj oblasti, kao i sticanje aktivnog kompetentnog osoblja zajednice u okviru svog procesa razvoja, uključujući pravo na uticaj na donošenje odluka.

Radionica uz učešće delegata LDA u Kišinjevu

U okviru projekta „Razvoj mreže lokalne demokratije“, delegati iz LDA Dnipropetrovsk, LDA Marijupolj, LDA Gruzija, , LDA Jermenija i LLDA Moldavija pridružiće se radionici, organizovanoj u Kišinjevu od 8. do 10. juna 2021. Fokusirajući se na posebnosti rada svake LDA; glavna ideja radionice je raspravljati i finalizirati strategiju mreže u skladu sa revidiranim Strateškim okvirom za saradnju organizacija civilnog društva sa Crnog mora.
Dublje, strategija će se razvijati uzimajući u obzir sledeće principe:
- Dobro lokalno upravljanje;
- Aktivno građanstvo;
- Mladi;
- životnu sredinu
- Koordinacija aktivnosti i
Proširenje mreže i komunikacija.
Ideja ovog projekta je pretvoriti LDA u „mostove“ između građana i lokalnih samouprava, poboljšavajući na taj način učešće građana u njihovim zajednicama
Ipak, početni nacrt strategije je već pripremljen, u maju tokom trodnevne onlajn radionice, uz podršku spoljnog fasilitatora. Potonji je bio zadužen da razradi i izradi strategiju, istovremeno osiguravajući da se čitav proces sprovede.
Generalno gledajući, sa ciljem uspostavljanja mreže LDA iz zemalja Istočnog partnerstva koje rade u crnomorskom regionu, ideja ovog projekta je pretvoriti LDA u „mostove“ između građana i lokalnih samouprava, poboljšavajući na taj način učešće građana u njihovim zajednicama.
Što se tiče ciljeva ove inicijative, mogu se identifikovati:
- Povećanje otpornosti i održivosti Mreže agencija lokalnih demokratije (LDA) koje rade u crnomorskom regionu;
- Jačanje veština prikupljanja sredstava, institucionalnih kapaciteta crnomorskih lokalnih razvojnih agencija sa posebnim fokusom na otpornost i održivost i
- Razrada, zasnovana na participativnom procesu, regionalne srednjoročne strategije razvoja mreže lokalnih razvojnih mreža u regionu.
Dakle, projekat je namenjen formalizaciji mreže LDA u četiri zemlje - bilo da su to Jermenija, Gruzija, Moldavija i Ukrajina - uz istovremeno širenje mreže u drugim crnomorskim zemljama, i širenje koncepta lokalne demokratije na šire područje.
Konačno, projekat ima za cilj obuku i podršku LDA u jačanju sopstvenih organizacionih veština i kapaciteta, kao što su unutrašnje upravljanje, otpornost i prikupljanje sredstava. Istovremeno je takođe dizajniran da izgradi jaču i održivu mrežu, sposobnu da deluje dugoročno.

Within the “Local Democracy Network Development”project, delegates from LDA Dnipropetrovsk, LDA Mariupolj, LDA Georgia, LDA Armenija i LDA Moldavija will join a workshop, organised in Chisinau from 8th to 10th of June 2021. Focusing on the particularities of each LDA’s work; the main idea of the workshop is to discuss and finalise the strategy for the network in accordance with the Black Sea (BS) NGO Forum’s revised Strategic Framework for CSO Cooperation.

Time to Act is #ClimateOfChange campaign’s guide: a joint campaign across Europe energising youth to speak up about the root causes of climate change, and elevating the voices of forced migrants, so we can build a fair and sustainable human future.
This guide is intended to provide support, inspiration and information on how to build a strong climate justice campaign. It’s a flexible and by no means comprehensive tool, which can hopefully support activists in their fight for a better world.
Time to Act is #ClimateOfChange campaign’s guide: a joint campaign across Europe energising youth to speak up about the root causes of climate change, and elevating the voices of forced migrants, so we can build a fair and sustainable human future.
This guide is intended to provide support, inspiration and information on how to build a strong climate justice campaign. It’s a flexible and by no means comprehensive tool, which can hopefully support activists in their fight for a better world.
In presence! New training on Project Cycle Management

ALDA provides valuable and professional courses, benefitting from competences and knowledge gained throughout its 20 year experience. After a long period of time, ALDA is back in presence, launching a new course, in Italian, on “Project Cycle Management”.
This course will provide participants with tools and skills useful to better understand how to design a project from start to finish! Thus, during this intensive course, attendees will broaden their knowledge in the following topics:
- Logical Framework Approach;
- Drafting proposals;
- Analysis of EU application forms;
- Budget and
- Najbolje prakse
Besides, ALDA well experienced trainers – Marco Boaria, Programme & Development Dept. Director & ALDA+ CEO; together with Anna Ditta, Senior Trainer and will guide participants throughout the whole training.

From national contexts to international ones: 4th LIME workshop

On the 9th of June 2021 from 09h30 to 12h30 CEST, ALDA will host the 4th online International Capacity Building Workshop “Migrants’ Labour Inclusion: Networks and Cluster Activation and Consolidation” of the LIME project. Save the date and register ovdje!
Only one month left until the end of the LIME project, but we still have a lot to share and to learn! This 4th International Capacity Building workshop will be a great opportunity to discuss migrants’ labour inclusion with participants from all over Europe, to discover the existing networks of multi- stakeholders in the field of labour inclusion and to share knowledge and experiences.
After three successful workshops dealing with the inclusion of migrants into the labour market in France, Spain and Italy respectively, the project is now organising an international workshop aiming to tackle this topic at the European level.
Thereby, this event will be a great opportunity to discuss how the MEIC model and toolkit can be applied by participants in their own local contexts, taking as examples the two successful pilot projects in Rome and in Madrid.
Valuable experts, known at international level, will share their expertise about two main topics:
- Vocational Training & Migrants labour insertion into the labour market
- Self-entrepreneurship & setting up a business
This will be the opportunity to listen to:
- Dolinda Cavallo, Project Manager of the LIME project, ALDA
- Loredana Gionne, Head of Cooperation and Co-development Department, CIES Onlus
- Folco Cimagalli, Full professor of Sociology of Migrations, LUMSA University

The event will be held on Zoom in ENGLISH, but translation in ITALIAN i SPANISH will be available.
