The “TANDEM IV – Sustainable Cooperation Between NGO and Local Authorities to Support Citizen Participation in Local Self-Government and Local Communities Development in the Republic of Belarus” Project aim is to support active participation of citizens in local problem-solving processes by strengthening interaction and cooperation on sustainable development issues between non-governmental organizations and local authorities.

The project is intended to support local communities and civil society organizations development and to foster their interaction with local authorities by providing technical and financial support for mini-projects implementation on local level. In this frame, it specifically try to:

  • Promote active civil society participation in local self-government and problem-solving processes.
  • Support non-governmental organization in their implementation of the projects aimed at fostering the public interest and sustainable development.
  • Promote communication, to strengthen “best practices” exchange among NGOs, initiative groups of citizens and local authorities.
  • Revive “talaka” heritage (“talaka” is a form of communal work) and to reduce paternalistic attitudes in the society.


WHO CAN APPLY

Only applications from the following list will be considered:

  • NGOs;
  • Non-governmental institutions (NSI);
  • Initiative groups of citizens (IGS);
  • Local authorities (LAs).


MINI-PROJECTS SUPPORTING PROGRAMS

Applicants are invited to specify for which of the following two programms they wish to apply:

PROGRAM A (Partnership projects).
 Up to three mini-projects will be supported by this program.
The presented mini-projects should be aimed at sustainable development on local level and at partnership and cooperation with local authorities.
Mini-projects must be implemented by state and non-state actors together, following this schemes: NGO+LA, NSI+LA or IGS+LA, which means that direct participation of local authorities is mandatory.

Mini-projects in this category will be supported with up to 10 000 USD.

PROGRAM B (Citizen initiatives). Up to five mini-projects will be supported by this program.
The projects should be targeted at solving local issues, as well as at developing cooperation with local authorities.
Mini-projects must be implemented by NGO, NSI or IGS with some support from an LA.

Mini-projects in this category will be supported with up to 5 400 USD.

MINI-PROJECT DURATION

The term of mini-projects implementation (including the term of their registration) is January 1, 2018 – December 31, 2018.

APPLICATION DEADLINE AND SPECIFICS

The deadline for applications is November 15, 2017 (until 24:00, UTC+03:00).

Application form, budget template and letter of guarantee shall be written in Russian.
