ALDA supports the third edition of OpenCityCamp in Stuttgart

The third edition of OpenCityCamp will take place on Saturday 29 November, in Stuttagart (Germany).

ALDA and Europe for Citizens programme are supporting the event, offering travel grants in order to enable low budgeted participants travelling to the event.

The event will focus on Open Data and it will host several actors in the Open Data scene.

The initiative is organized in the BarCamps “style”, which is a non–conference event where the programme and also the execution are developed and influenced by the participants. In addition, the programme is always determined on the day of participation, although, few session are determined before the event.

Concert at the Music School in Mostar

The Local Democracy Agency Mostar organized another event as part of the exhibition “Patchwork Mostar”.
The Foundation for Contemporary Art and architecture Färgfabriken, from Sweden, in cooperation with a local partner, the Local Democracy Agency, with the support of the City of Mostar organized an exhibition entitled “Patchwork Mostar “.
The exhibition is organized by the Swedish Postcode Lottery and Postcode Lottery Culture Foundation and is open from 7 to 28 November 2014. This time, LDA Mostar, together with the music school organized a concert given by students of the school, under the guidance of professors.
All citizens could enjoy a one-hour program, which was a pleasure for all the senses. Finally, music and youth have filled again the school – this was the first concert after the end of the war, 22 years ago.

ALDA at the Launch Conference of the EU Strategy for the Adriatic and Ionian Region (EUSAIR)

As one of the main stakeholders in the area, ALDA was strongly present at the Launch conference of the of the EU Strategy for the Adriatic and Ionian Region (EUSAIR) held in Brussels on 18 November. The event was organised by the Italian Presidency of the Council of the European Union, in cooperation with the European Commission, and together with the Adriatic and Ionian Initiative and Marche Region (as Presidency of the Adriatic-Ionian Interregional Group in the Committee of the Regions). ALDA was represented by its President, Mr Oriano Otocan and Aldo Xhani, ALDA project manager.
The meeting gathered together all key actors in the area to create the framework for the implementation of the programme. The governance and management structures of the Strategy, currently under development, will be organised around its four pillars, namely: “Blue Growth”, “Connecting the Region” (Transport and Energy), “Environmental Quality” and “Sustainable Tourism”.
Key national, local and international stakeholders, including the European Commission, took the floor, chaired by the Italian Minister of Foreign Affairs, Paolo Gentiloni. The event was set on two main pillars: a political session in the morning and a technical one in the afternoon addressed to the key implementers (national and regional authorities responsible for the EUSAIR and the management of EU funds, EU institutions, regional organisations and bodies).
The meeting was an opportunity to provide information on how the Strategy will be structured and to gather useful inputs to outline a well-performing system, in the framework of a multi-level governance.

ALDA at EMI Congress in Rome

The Congress of the European Movement International (EMI) “Beyond Nations: Empowering European Citizens’ Sovereignty” took place on Friday 28 and Saturday 29 November, in Rome.

ALDA, represented by its President, Oriano Otocan, and the Secretary General, Antonella Valmorbida, attended the meeting together with 38 national sections of EMI and 37 European associations with more than 130 delegates.

The event was the occasion to elect a new Board and agree on future political commitments.

ALDA supported the candidacy of Ugo Ferruta (AIACE) and Frédéric Vallier (CEMR), who were elected as new Vice Presidents, as well as of Claudia Muttin, elected in the Board of EMI.

Going forwards, the Movement will focus on 3 key areas. These are: More Democracy, Citizens’ Rights and Freedom; Jobs, Competitiveness and Sustainable Growth; and Europe in the World.

Diogo Pinto, Secretary General, European Movement International, said: “Those who took part in the EMI Federal Assembly in Rome – participants and guests alike – witnessed the vitality of our old Movement. With ever more civil society organisations choosing to join the network, a rejuvenated Board and clear policy commitments, we are ready to show the way forward in re-launching the European project."

ALDA launches the project "Break down or break out!"

On 4-5 December, the University of Chester in cooperation with ALDA launched the kick-off event of the project “Break Down or Break out!” (BDBO), funded by the European Commission under the Erasmus + programme. The project aims to provide simple and practice based guidance for long-term unemployed people over 40, still coping with the consequences of the economic pressures, and empower them to take action.

The event took place in Manchester (UK) and gathered partners from United Kingdom, France, Romania, Italy, Finland, Spain and Israel in order to discuss measures, methodologies and actions to be adopted throughout the project cycle. ALDA contributed to the activity by bringing in its expertise in managing deep-linked issues such as unemployment, social inclusion and active citizenship.

The general objective of the project is to generate a spiral of increasing capacity to act and react to passiveness deriving from unemployment. Although the project’s timespan is two years, the general expectation is to bring the project beyond its natural end by activating a multipliers process able to replicate the strategy on further groups of long-term unemployed. Indeed, during the second year a number of adult mentors from the first year will be involved in order to mentor, support and guide the second year group.

Public Administration Reform and Local Governance at the centre of the EaP strategies

ALDA – the European Association for Local Democracy and the Subgroup on Local Government and Public Administration Reform organised the side event on the Reform of Public Administration and the legislation and codes for the public servants, within the Civil Society Forum for Eastern Partnership, in Batumi, Georgia, last Friday.

Thanks to our very interesting and competent speakers, the participants had the possibility to know more about the practical and legislative challenges of this important topic.

“These exchanges of views are essential for us since that gives us elements and arguments for negotiation in our difficult context” said one participant from Belarus. The experience of Ukraine was presented by Volodymyr Kuprii, from CCC, Creative Centre from Kiev. The reform of public servants and administration is at stake in a country which heavily suffered – and still is – from a chronic corruption.

As from Georgia, Levan Alapishvili, from the Center for Strategic Research and Development of Georgia and coordinator of the self government Development programme, presented a real positive experience and what is still challenging in a dynamic context. From Moldova, the experience from Transparency International Moldova, introduced by Lilia Carasiuc gave an overview of the ethic problems as well and conflict of interest existing and how to act to prevent corruption.

For all the participants, the conclusions were that the topic is crucial for the development of policies of good governance in EaP countries, both at the national and local level. It is indeed, placed in the 2015 strategies for the Subgroup LGPAR of the Civil Society Forum for EaP that ALDA is leading.

ALDA at "Workshop of peace" in Monfalcone (Gorizia)

On occasion of the Centenary of the First World War, ALDA, in cooperation with Coordinamento Nazionale degli Enti Locali per la pace and Friuli-Venezia-Giulia Region, organized the “Workshop of peace”, from 14-16th November in Monfalcone (Gorizia), in Friuli-Venezia-Giulia Region. Marco Boaria, ALDA Resource and Development Unit Coordinator, took part to event, a training course on the First World War and peace for teachers, school headmasters and local administrators .

The event was organized in the framework of the national education Programme “From the Great War to the Great Peace”, which involves directly students, teachers and local authorities. The main object is to create a national and European workshop concerning peace, dialogue and fraternity.

The Centenary of the First World War, together with the wars of 20th and 21st centuries, is indeed the occasion to rediscover and promote the value of peace, a civil right we still risk to lose. The national education programme aims to create a network of “schools for peace” and to educate young people for democratic citizenship, peace, human rights, justice and legality through a responsible use of new technologies and media.

Future of Eastern Partnership debated by CSOs in Batumi - Civil Society Forum for Eastern Partnership

The future of Eastern Partnership was discussed by the 250 Civil Society Leaders meeting in Batumi (Georgia) during the Civil Society Forum for Eastern Partnership at its 6th meeting, on 21st November 2014.

“What we want for our neighbours is security, stability and prosperity”, said Juris Poikans, Eastern Partnership Ambassador for the Latvia Ministry of Foreign Affairs, future Presidency of the EU.

ALDA – The European Association for Local Democracy took part to the event, as it did in all the years, and it coordinated the Subgroup for Local Government and Public Administration Reform of the Working Group 1 (Democracy and Human Rights).The questions at stake were many and, in particular, the security one was addressed by many of the panellists as well as the importance of the Russian factor. The leaders of CSOs present were the most engaged in promoting the approach of the EaP to the European Union.

The Secretary General of ALDA, Mrs. Antonella Valmorbida, led the Subgroup meeting focusing today on the results and the objectives of the group including public administration reform.

At the Radisson Blu Hotel, in Batumi, ALDA organized a side event on the importance of civil code for civil servants in addressing the fight against corruption with great speakers. All the Forum participants were invited.

Annual Assembly LDA Verteneglio on 7th November 2014

LDA Verteneglio closed its financial year with the Annual Assembly, that took place in Verteneglio municipal building. The LDA members and guests met in “Museo del Vino”.

MP Dario Ghisletta, Delegate of Bellinzona Municipality, which is leader partner of the LDA, took part to the event together with Mr. Alessandro Perelli, ALDA Vice President, the representatives of the Municipalities of Verteneglio, Duino-Ausirina, Umago, Buie, and Portole and the representatives of the associations Marevivo, Circolo Istria and Consorzio Leonardo.

Dorian Labinjan, Mayor of Verteneglio, and the representative of the leader partner greeted the guests and presented the report on the activities carried out in 2014 and the ones for 2015.

The meeting stressed the LDA constant commitment in youth policies, in particular at the European level. In this framework, the 4 European volunteers who will be working with the LDA for the next 11 months introduced themselves to the assembly participants. The LDA has hosted young people coming from different countries of EU for six years, and in this sense, the Agency is increasing youngster’s interest towards this kind of working experience.

The assembly was the occasion to present the events that took place during the year with the cooperation of LDA partners, for instance “Serata dei ricordi” (Memories night), organized with the collaboration of Duino Aurisina Municipality and dedicated to the theme of Istrian exodus and Italian minority in Istria.

Then, the LDA President, Umberto Ademollo, presented the Agency final balance and budget plan, which were approved unanimously by the assembly.

The Agency performs an important task, trying to raise public awareness on European themes at a local level.


Assemblée Annuelle de l’ADL Verteneglio

Le 7 novembre 2014, l’ADL Verteneglio a conclu son année financière avec l’Assemblée Annuelle, qui s’est déroulée dans le palace de la Municipalité de Verteneglio, en Croatie. Les membres de l’ADL et les invités se sont rencontrés au « Musée du Vin ».

Le MP Dario Ghisletta, Délegué de la Municipalité de Bellinzona en Swisse, partenaire principale de l’ADL, a participé à l’événement avec Alessandro Perelli, Vice Président de l’ALDA, les représentants des Municipalités de Verteneglio, , Duino-Ausirina, Umago, Buie et Portole, et les représentants des associations Marevivo, Circolo Istria et Consorzio Leonardo.

Dorian Labinjan, le Maire de Verteneglio, et les représentants de partenaire principale ont accueilli les invités, et présenté le rapport des activités implémentés dans l’année 2014, aussi que les activités programmés pour le 2015.

Pendant la réunion, les efforts de l’ADL dans le domaine des politiques juvénile a été souligné, particulièrement au niveau européen. Dans ce cadre, les quatre bénévoles européens qui vont travailler avec l’ADL pendant les prochaines 11 mois ont été présentés à l’assemblée. L’ADL a accueilli des jeunes bénévoles de différentes pays européens pendant les derniers six ans, et elle continue soutenir l’intérêt des jeunes pour ce type d’activité.

L’Assemblée a représenté l’occasion parfaite pour discuter des événements qui ont été organisés pendant l’année en coopération avec les partenaires de l’ADL, par exemple « La soirée des souvenirs », organisée avec la collaboration de la Municipalité de Duino Aurisina et dédiée à l’exode de l’Istrie et à la minorité italienne en Istrie.

Le Président de l’ADL, Umberto Ademollo, a présenté le bilan et le plan de budget, qui ont été approuvés à l’unanimité par les participants.

L’ADL de Verteneglio joue en rôle important, en cherchant à sensibiliser la communauté locale sur les thématiques européens.


Assemblea Annuale ADL Verteneglio – 7 novmebre 2014

L’Agenzia della Democrazia Locale di Verteneglio ha chiuso l’anno amministrativo con l’assemblea annuale che quest’anno è stata ospitata proprio dal Comune di Verteneglio. Presso il “Museo del Vino” si sono dati appuntamento i soci partner e gli ospiti dell’organizzazione.

Presenti il rappresentante del Comune di Bellinzona (leader partner dell’ADL), l’on. Dario Ghisletta, il vice-Presidente di ALDA, il dott. Alessandro Perelli, nonchè i rappresentanti dei Comuni di Verteneglio, Duino-Aurisina, Umago, Buie, Portole, e delle associazioni Marevivo, Circolo Istria e Consorzio Leonardo.

Dopo i saluti del Sindaco di Verteneglio, dott. Doriano Labinjan e del rappresentante del Leader partner, è stata presentata la relazione delle attività svolte nel 2014 e quelle previste nel 2015.

E’ stato sottolineato il costante impegno dell’ADL per le politche giovanili, soprattutto a livello europeo e sono stati presentati i quattro volontari europei anche quest’anno, per 11 mesi, saranno parte integrante dell’agenzia. Questo è il sesto anno che l’ADL ospita giovani provenienti da diverse parti d’Europa e, anche grazie a loro, sta aumentando l’interesse dei giovani locali verso esperienze di questo genere.

Inoltre, sono stati presentati i numerosi eventi organizzati durante l’anno in corso, in collaborazione anche con i partner dell’ADL, come ad esemio, la “Serata dei ricordi”, organizzata insieme al Comune di Duino Aurisina, che ha trattato il delicato tema dell’esodo istriano e della minoranza italiana in Istria.

In seguito, il presidente dell’ADL, il sig. Umberto Ademollo ha presentato il bilancio consuntivo e preventivo dell’ADL, approvato all’unanimità dall’assemblea.

L’Agenzia svolge un importante compito di sensibilizzazione sui temi europei sul territorio.


Ежегодное собрание ADL Бртонигла – 7 ноября 2014

Агентство местной демократии Бртонигла закрыло административный год ежегодным собранием, которое в этом году принималось именно муниципалитетом Бртонигла. Партнеры – компаньоны и гости организации провели встречу в “Музее вина”.

На мероприятии присутствовали представитель муниципалитета Беллинцона (лидер – партнер ADL), депутат Дарио Гизлетта, вице-президент ALDA, д-р Алессандро Перели, а также представители муниципалитетов Бртонигла, Дуино-Ауризина, Умаго, Буе, Опрталь и ассоциаций Маревиво, общества Истрия и объединения Леонардо.

После приветствия мэра Бртонигла, д-ра Дориано Лабинжана и представителя лидера партнеров, был представлен отчет о мероприятиях, проведенных в 2014 году и тех, которые предусмотрены в 2015 году.

Были подчеркнуты постоянные усилия ADL в молодежной политике, прежде всего на европейском уровне, и были представлены четыре европейских добровольца, которые и в этом году на 11 месяцев станут неотъемлемой частью агентства. Это шестой год, когда ADL принимает молодых людей из различных частей Европы и, в том числе и благодаря им, повышает интерес местной молодежи к опыту подобного рода.

Кроме того, были представлены многочисленные мероприятия, организованные в текущем году в сотрудничестве, в том числе и с партнерами ADL, как например, “Вечер воспоминаний”, организованный совместно с Муниципалитетом Дуйно Ауризина, обратившимся к деликатной теме истрийского переселения и итальянского меньшинства в Истрии.

Далее президент ADL, господин Умберто Адемолло представил расходную и предварительную смету ADL, единодушно принятую собранием.

Агентство выполняет важную задачу по сенсибилизации к европейским темам на местах.


Godišnja skupština ALD Verteneglio

7. novembra 2014. ALD Verteneglio je završila svoju finansijsku godinu sa Godišnjom skupštinom, koja je održana u zgradi opštine Verteneglio. Članovi i gosti ALD sastali su se u “Museo del Vino”.

Odbornik Dario Ghisletta, delegat opštine Bellinzona, koja je vodeći partner ALD, učestvovao je na događaju zajedno sa g. Dorian Labinjan, gradonačelnik Verteneglija i predstavnik vodećeg partnera pozdravili su goste i predstavili izveštaj o aktivnostima koje su se sprovele u 2014. kao i one planirane za 2015.

Na sastanku je naglašena konstantna posvećenost ALD omladinskim politikama, posebno na evropskom nivou . U tom okviru, 4 volontera iz Evrope koji će raditi sa ALD u narednih 11 meseci predstavili su se učesnicima skupštine. ALD je u prethodnih šest godina bio domaćin mladim ljudima koji dolaze iz različitih zemalja EU, a u tom smislu, Agencija je povećala interes mladich ka ovoj vrsti radnog iskustva.

Skupština je bila prilika da se predstave događaji koji su se desili tokom godine u saradnji sa partnerima ALD, na primer “serata dei Ricordi ” (Noć uspomena), organizovan u saradnji sa opštinom Duino Aurisina i posvećen temi istarskog egzodusa i italijanske manjine u Istri.

Predsednik ALD, Umberto Ademollo, predstavio je završni bilans i plan budžeta Agencije, koji su jednoglasno usvojeni od strane Skupštine.

Agencija obavlja važan zadatak, podizanja svesti javnosti o evropskim temama na lokalnom nivou.

LDA Verteneglio closed its financial year with the Annual Assembly, that took place in Verteneglio municipal building. The LDA members and guests met in “Museo del Vino”.

MP Dario Ghisletta, Delegate of Bellinzona Municipality, which is leader partner of the LDA, took part to the event together with Mr. Alessandro Perelli, ALDA Vice President, the representatives of the Municipalities of Verteneglio, Duino-Ausirina, Umago, Buie, and Portole and the representatives of the associations Marevivo, Circolo Istria and Consorzio Leonardo.

Dorian Labinjan, Mayor of Verteneglio, and the representative of the leader partner greeted the guests and presented the report on the activities carried out in 2014 and the ones for 2015.

The meeting stressed the LDA constant commitment in youth policies, in particular at the European level. In this framework, the 4 European volunteers who will be working with the LDA for the next 11 months introduced themselves to the assembly participants. The LDA has hosted young people coming from different countries of EU for six years, and in this sense, the Agency is increasing youngster’s interest towards this kind of working experience.

The assembly was the occasion to present the events that took place during the year with the cooperation of LDA partners, for instance “Serata dei ricordi” (Memories night), organized with the collaboration of Duino Aurisina Municipality and dedicated to the theme of Istrian exodus and Italian minority in Istria.

Then, the LDA President, Umberto Ademollo, presented the Agency final balance and budget plan, which were approved unanimously by the assembly.

The Agency performs an important task, trying to raise public awareness on European themes at a local level.


Assemblée Annuelle de l’ADL Verteneglio

Le 7 novembre 2014, l’ADL Verteneglio a conclu son année financière avec l’Assemblée Annuelle, qui s’est déroulée dans le palace de la Municipalité de Verteneglio, en Croatie. Les membres de l’ADL et les invités se sont rencontrés au « Musée du Vin ».

Le MP Dario Ghisletta, Délegué de la Municipalité de Bellinzona en Swisse, partenaire principale de l’ADL, a participé à l’événement avec Alessandro Perelli, Vice Président de l’ALDA, les représentants des Municipalités de Verteneglio, , Duino-Ausirina, Umago, Buie et Portole, et les représentants des associations Marevivo, Circolo Istria et Consorzio Leonardo.

Dorian Labinjan, le Maire de Verteneglio, et les représentants de partenaire principale ont accueilli les invités, et présenté le rapport des activités implémentés dans l’année 2014, aussi que les activités programmés pour le 2015.

Pendant la réunion, les efforts de l’ADL dans le domaine des politiques juvénile a été souligné, particulièrement au niveau européen. Dans ce cadre, les quatre bénévoles européens qui vont travailler avec l’ADL pendant les prochaines 11 mois ont été présentés à l’assemblée. L’ADL a accueilli des jeunes bénévoles de différentes pays européens pendant les derniers six ans, et elle continue soutenir l’intérêt des jeunes pour ce type d’activité.

L’Assemblée a représenté l’occasion parfaite pour discuter des événements qui ont été organisés pendant l’année en coopération avec les partenaires de l’ADL, par exemple « La soirée des souvenirs », organisée avec la collaboration de la Municipalité de Duino Aurisina et dédiée à l’exode de l’Istrie et à la minorité italienne en Istrie.

Le Président de l’ADL, Umberto Ademollo, a présenté le bilan et le plan de budget, qui ont été approuvés à l’unanimité par les participants.

L’ADL de Verteneglio joue en rôle important, en cherchant à sensibiliser la communauté locale sur les thématiques européens.


Assemblea Annuale ADL Verteneglio – 7 novmebre 2014

L’Agenzia della Democrazia Locale di Verteneglio ha chiuso l’anno amministrativo con l’assemblea annuale che quest’anno è stata ospitata proprio dal Comune di Verteneglio. Presso il “Museo del Vino” si sono dati appuntamento i soci partner e gli ospiti dell’organizzazione.

Presenti il rappresentante del Comune di Bellinzona (leader partner dell’ADL), l’on. Dario Ghisletta, il vice-Presidente di ALDA, il dott. Alessandro Perelli, nonchè i rappresentanti dei Comuni di Verteneglio, Duino-Aurisina, Umago, Buie, Portole, e delle associazioni Marevivo, Circolo Istria e Consorzio Leonardo.

Dopo i saluti del Sindaco di Verteneglio, dott. Doriano Labinjan e del rappresentante del Leader partner, è stata presentata la relazione delle attività svolte nel 2014 e quelle previste nel 2015.

E’ stato sottolineato il costante impegno dell’ADL per le politche giovanili, soprattutto a livello europeo e sono stati presentati i quattro volontari europei anche quest’anno, per 11 mesi, saranno parte integrante dell’agenzia. Questo è il sesto anno che l’ADL ospita giovani provenienti da diverse parti d’Europa e, anche grazie a loro, sta aumentando l’interesse dei giovani locali verso esperienze di questo genere.

Inoltre, sono stati presentati i numerosi eventi organizzati durante l’anno in corso, in collaborazione anche con i partner dell’ADL, come ad esemio, la “Serata dei ricordi”, organizzata insieme al Comune di Duino Aurisina, che ha trattato il delicato tema dell’esodo istriano e della minoranza italiana in Istria.

In seguito, il presidente dell’ADL, il sig. Umberto Ademollo ha presentato il bilancio consuntivo e preventivo dell’ADL, approvato all’unanimità dall’assemblea.

L’Agenzia svolge un importante compito di sensibilizzazione sui temi europei sul territorio.


Ежегодное собрание ADL Бртонигла – 7 ноября 2014

Агентство местной демократии Бртонигла закрыло административный год ежегодным собранием, которое в этом году принималось именно муниципалитетом Бртонигла. Партнеры – компаньоны и гости организации провели встречу в “Музее вина”.

На мероприятии присутствовали представитель муниципалитета Беллинцона (лидер – партнер ADL), депутат Дарио Гизлетта, вице-президент ALDA, д-р Алессандро Перели, а также представители муниципалитетов Бртонигла, Дуино-Ауризина, Умаго, Буе, Опрталь и ассоциаций Маревиво, общества Истрия и объединения Леонардо.

После приветствия мэра Бртонигла, д-ра Дориано Лабинжана и представителя лидера партнеров, был представлен отчет о мероприятиях, проведенных в 2014 году и тех, которые предусмотрены в 2015 году.

Были подчеркнуты постоянные усилия ADL в молодежной политике, прежде всего на европейском уровне, и были представлены четыре европейских добровольца, которые и в этом году на 11 месяцев станут неотъемлемой частью агентства. Это шестой год, когда ADL принимает молодых людей из различных частей Европы и, в том числе и благодаря им, повышает интерес местной молодежи к опыту подобного рода.

Кроме того, были представлены многочисленные мероприятия, организованные в текущем году в сотрудничестве, в том числе и с партнерами ADL, как например, “Вечер воспоминаний”, организованный совместно с Муниципалитетом Дуйно Ауризина, обратившимся к деликатной теме истрийского переселения и итальянского меньшинства в Истрии.

Далее президент ADL, господин Умберто Адемолло представил расходную и предварительную смету ADL, единодушно принятую собранием.

Агентство выполняет важную задачу по сенсибилизации к европейским темам на местах.


Godišnja skupština ALD Verteneglio

7. novembra 2014. ALD Verteneglio je završila svoju finansijsku godinu sa Godišnjom skupštinom, koja je održana u zgradi opštine Verteneglio. Članovi i gosti ALD sastali su se u “Museo del Vino”.

Odbornik Dario Ghisletta, delegat opštine Bellinzona, koja je vodeći partner ALD, učestvovao je na događaju zajedno sa g.
