On Monday 30th November, a roundtable on the refugee crisis and migration was held in Belgrade (Serbia).

During the event, different stakeholders reflected on the challenges and consequences of this sudden flow of refugees coming mainly from Northern Africa and the Middle East. Relevant speakers coming from different Serbian ministries attended the event, such as Mr. Nenad Ivanišević, from the Ministry of Labour, Employment and Social Policy, Mr. Ivan Bošnjak, from the Ministry of Public Administration and Local Self-Government, as well as Mr. Holger Schroeder, Head of Cooperation of the EU Delegation in Serbia, and representatives from other international organizations, Local Authorities and Civil Society Organizations of the region.

The roundtable was organized in the framework of the South-Eastern Europe (SEE) geographical path of the project LADDER.

LADDER seeks to raise awareness on development issues such as migration and its impact on society. It aims at linking this global issue with the local solutions from a DEAR perspective (Development Education and Awareness Raising), with the intention of involving all actors and stakeholders along with citizens.

The European Neighbourhood Policy, and in particular its Eastern dimension known as the Eastern Partnership Initiative, has found itself at the crossroads. Following the Riga Eastern Partnership Summit of May 2015, where the EU reiterated its commitment to supporting the 6 Eastern partners as far as democratic reforms are concerned, it became apparent that a tailored-made approach is needed to better support those partners that chose to associate themselves closer with the EU. The Summit underlined the following areas of cooperation: strengthening democratic institutions, enabling functioning market economies, improving macroeconomic stability and the business environment, as well as enhancing interconnectivity, mobility and people-to-people contacts open up new opportunities for cooperation and also contribute to trade, growth and competitiveness.

I Conference of Regional and Local Authorities for the Eastern Partnership (hereinafter referred to as “CORLEAP”) is the political forum of discussion, consultation, supervision and monitoring in respect of all questions relating to the Eastern Partnership at the local and regional levels. CORLEAP will continue to pursue the common goal of the EU and Eastern partners, i.e. the establishment of a successful and prosperous neighbourhood based on the recognition of common values such as democracy, rule of law, good governance, the principles of market economy and sustainable development at all levels of governance and will therefore actively support the priorities set out during the Riga summit.

ALDA fully shares this mission and it’s deeply engaged in the Eastern Partnership countries with a handful of its projects and activities to support the cooperation between local authorities and civil society. ALDA has been cooperating closely with CORLEAP for several years and is at present coordinating its activities in an even closer manner to reach the common objectives. As set out in the CORLEAP’s Action Plan for 2016-2017, there are several synergies and undertakings that have been identified where the two could work hand in hand. ALDA has visibly become an important partner of CORLEAP as far as the implementation of its objectives is concerned and ALDA shares its take on joining the forces for a number of activities such as for instance the LADDER Special Initiative for the Eastern Partnership in Tbilisi on 1-4 December 2015 to begin with. Furthermore, ALDA is keen to support CORLEAP’s activities in the field of decentralisation and best practices sharing, but also actively participate in the series of Platforms under the “Democracy, good governance and stability” theme.

Altogether, ALDA has also participated actively in the Eastern Partnership Civil Society Forum since its beginning in 2009, and encourages closer ties and cooperation between the Forum and CORLEAP and other stakeholders, such as CONCORD in its capacity of the coordinator of the Subgroup on Public Administration Reform (LGPAR). A specific area for further cooperation is the development of local self-governance. The activities of the Civil Society Forum, and the LGPAR in particular, are therefore welcomed and in line with the priorities and mission of CORLEAP. Most recently, the joint work focused on the fiscal decentralisation and will continue and expand into other important areas. CORLEAP encourages equally a multi-stakeholder approach to local and regional development within the EaP region, based on the close cooperation between local and regional authorities, civil society organisations and citizens. The involvement of civil society is of crucial importance for the successful reform process. Local authorities associations are one of the strongest constituency-based actors in the society. Consolidating them further and strengthening their capacities will effectively support the decentralisation, democratisation and public administration reforms.

Furthermore, CORLEAP expressed the interest to cooperate in Moldova in the 2016-2017 time period, and also here the cooperation with ALDA would be hopefully fruitful and effective, considering that ALDA is in the process of opening a Local Democracy Agency in Moldova, and it’s at the moment looking for partners from the EU regions to come on board and joint this partnership and cooperation mechanism in cooperation with its local member CALM-The Congress of Local Authorities of Moldova.

On Saturday 28th November, a meeting on the role of civic observers and local institutions active in tackling environmental misconducts in Campania Region, promoted by Region Campania, Anci Campania and National Federation COHEIRS, will take place in Naples, in Palazzo Salerno. Mr. Mattia Brazzale, Assistant to ALDA’s Secretary General, will attend the meeting on behalf of ALDA to present Europe for Citizens Programme.

The meeting confirms the success of COHEIRS (Civic Observers for Health and Environment: Initiative for Responsibility and Sustainability) project, led by ALDA, beyond its EU funding timeframe.

On 6th November 2014 indeed, the Memorandum of Understanding was signed between the consortium of COHEIRS project, on one side, and Region Campania on the other. The Memorandum aimed to officially recognise the role of civic observers in the Region as parteners in facing the environmental emergency of the territory, in deterring environmental abuses as well as raising citizen awareness trough trainings session in schools and public spaces. The success of the initiative led the partners to further concentrate the efforts and cooperate by establishing the National Federation COHEIRS.

The objective of Saturday meeting is to overcome divisions and relaunch the image of the territory, by promoting civic responsibility in environment protection.

On 26th November, at the Council of Europe, a meeting was held between ALDA and a delegation from the “Maison de l’Europe de Caen Basse-Normandie”, led by Mrs. Camille Franceschi.

The meeting was included in the framework of their visit to the European Institutions, and it represented an occasion to present ALDA, its mission, objectives and links with the European Institutions.

ALDA was represented by Mrs. Anne-Laure Joedicke, Project Manager of ALDA for the MENA region, who gave an introduction about the Council of Europe (CoE) mentioning the Congress of CoE and the opening of the first Local Democracy Agency in Subotica. After the overview on the historical background, the focus was put on the thematic approach of ALDA, its Multilateral Decentralised Cooperation, its actions and its link to the European Institutions.

Furthermore, some concrete examples of ALDA’s activities were presented, such as the complex framework of LADDER Project. During the meeting a witness of an ex intern of ALDA, Mrs. Giulia Campani, was also reported, presenting two of the projects she had the opportunity to implement side by side with her tutor: EYES – European Youth Environment Sentinels and CHARM – Creativity and Healthy style: Advancing the Role of Music.

December will welcome our consortium in Tbilisi, Georgia, for the second Special Initiative of the LADDER project this year, on 1-4 December. The event is organised by NALAG – National Association of Local Authorities of Georgia in cooperation with UBBSLA & ALDA, under the project’s Eastern Partnership Path.

The event will be a timely opportunity to discuss the following issues in the Eastern Partnership context:

• The current situation in the Eastern Partnership countries in terms of Development Education, Awareness raising and Research (DEAR);
• How to effectively introduce and develop the DEAR approach in the implementation of the activities in those countries;
• Exchange ideas on how Local Authorities in collaboration with civil society can effectively act as multipliers and promote the DEAR concept.

A special focus will be given to topics including energy efficiency in municipalities, Migration and mobility as well as sustainable agriculture, all of them addressed in parallel study visits in 3 different regions of  Georgia (Kutaisi, Borjomi and Telavi), with the participation of stakeholders coming from all Eastern Partnership countries, the EU and the enlarged Europe.

On 3rd and 4th December 2015, the international conference “Local Policies for global schools”, promoted by the Autonomous Province of Trento, the Training Center of International Cooperation and their 15 European partners, will take place in Trento (Italy).

The event will be mainly focusing on Global Citizenship Education (GCED), a concept that unfolds in the area where education and development policies intersect. In both fields, priorities are generally identified by national governments, that are responsible for setting the agenda and creating a vision. However, local authorities play an essential role, thanks to their smaller scale and proximity to citizens, and they can promote education as a driver for social, cultural, economic and environmental well-being too.

In the framework of EYD2015, December is the month dedicated to human rights and governance, which represents an opportunity to further discuss on the role of local authorities in this field. Considering this background, the 2-day conference will try to answer to the following questions: how can cities and regions concretely contribute to fostering new skills, mindsets, and values through education? How can they shape policies and contribute to the post-2015 agenda and the Sustainable Development Goals (SDGs)?

The event is intended for representatives from national and local authorities, teachers, civil society organisations practitioners, the academic community, and people engaged in topics such as education policies, curriculum planning, development education, sustainability, teacher training programmes, human rights etc.

Through plenary sessions and parallel workshops, participants will have the opportunity to familiarize with the concept of GCED and with existing policies, tools and documents developed at local, national and international level and identify local and national issues, needs, gaps and relevant entry points to mainstream GCED in education systems.

On 23th and 24th November ALDA took part in Murcia in the partner meeting of the project PATHS – Youth for Solidarity Economy and Entrepreneurship in Europe.

Partner organisations from France, Greece, Portugal, Spain and UK gathered to discuss the ongoing project, mainly regarding the mapping of solidarity entrepreneurship and the development of curricula focused on youth solidarity economy.

For ALDA PATHS represents a key tool in order to contribute to the promotion of social, economic, cultural and professional growth of the new generations of European citizens, strongly affected by the economic crisis. The project is a strategic partnership between European organisations which are active in the field of education, training and youth, designed to promote cooperation and innovation in youth social entrepreneurship, the development of specific skills by workers of the organisations involved (trainers, youth workers), and to provide professional training for them as for facilitators of youth entrepreneurship projects in the field of solidarity economy.

Réunion de coordination du projet PATHS – Murcia, 23-24 Novembre 2015

Les  23 et 24 novembre derniers, ALDA a participé à la réunion de coordination des partenaires du projet PATHS – Youth for Solidarity Economy and Entrepreneurship in Europe (PATHS – Jeunes pour l’Economie Solidaire et l’Entrepreneuriat en Europe).

Les organisations partenaires du projet, provenant respectivement de France, Grèce, Portugal, Espagne et Grande Bretagne se sont réunis pour discuter du projet en cours, qui concerne principalement la cartographie d’entreprenariat solidaire et le développement des profils focalisés sur l’économie solidaire des jeunes.

Pour ALDA, PATHS représente un instrument clé pour contribuer à la promotion de la croissance sociale, économique, culturelle et professionnelle des nouvelles générations des citoyens européens, frappées lourdement par la crise économique. Le projet se flatte d’un partenariat stratégique, qui comprend des organisations européennes actives dans le domaine de l’éducation, de la formation et de la jeunesse,  et qui est destiné à promouvoir la coopération et l’innovation dans l’esprit d’entreprise sociale des jeunes, le développement des compétences spécifiques de la part  des personnes des organisations engagées (formateurs, opérateurs de la jeunesse) et de leur fournir une formation professionnelle ainsi qu’aux consultants qui opèrent en projet  d’entreprenariat de la jeunesse dans le domaine de l’économie solidaire.

Riunione di coordinamento del progetto PATHS – Murcia, 23-24 Novembre 2015

Lo scorso 23 e 24 novembre, ALDA ha partecipato alla riunione di coordinamento dei partner del progetto PATHS – Youth for Solidarity Economy and Entrepreneurship in Europe  (PATHS – Giovani per l’Economia Solidale e l’Imprenditoria in Europa).

Le organizzazioni partner del progetto, provenienti rispettivamente da Francia, Grecia, Portogallo, Spagna e Gran Bretagna si sono riunite per discutere del progetto in corso, che riguarda principalmente la mappatura dell’imprenditoria solidale e lo sviluppo di profili focalizzati sull’economia solidale giovanile.

Per ALDA, PATHS rappresenta uno strumento chiave per contribuire alla promozione della crescita sociale, economica, culturale e professionale delle nuove generazioni di cittadini europei, pesantemente colpiti dalla crisi economica. Il progetto vanta da un partenariato strategico, che comprende organizzazioni europee attive nell’ambito dell’educazione, della formazione e della gioventù,  e che è destinato a promuovere la cooperazione e l’innovazione nell’imprenditoriale sociale giovanile, lo sviluppo di competenze specifiche da parte dei lavoratori delle organizzazioni coinvolte (formatori, operatori giovanili) e di fornire una formazione professionale a loro e ai consulenti che operano in progetti  di imprenditoria giovanile nel campo dell’economia solidale.

Координационное собрание проекта PATHS – Мурсия, 23-24 ноября 2015

23 и 24 ноября ALDA приняла участие в координационном собрании партнеров проекта PATHS – Youth for Solidarity Economy and Entrepreneurship in Europe (PATHS – Молодёжь за солидарную экономику и предпринимательство в Европе).

Организации – партнеры проекта, соответственно из Франции, Греции, Португалии, Испании и Великобритании собрались, чтобы обсудить текущий проект, который касается в основном солидарного предпринимательства и развития направлений, сфокусированных на солидарной молодежной экономике.

Для ALDA PATHS представляет собой ключевой инструмент, чтобы способствовать продвижению общественного, экономического, культурного и профессионального роста новых поколений европейских граждан, тяжело пораженных экономическим кризисом. Проект гордится стратегическим сотрудничеством, которое включает европейские организации, активно работающие в сфере воспитания, образования и молодежи. Оно направлено на то, чтобы продвигать сотрудничество и инновации в социальном предпринимательстве молодёжи, развитие определённых компетенций со стороны работников вовлеченных организаций (воспитатели, моложёные работники)  и предоставлять профессиональное образование консультантам, которые задействованы в проектах молодежного предпринимательства в сфере солидарной экономики.

PATHS Koordinacioni sastanak održan u Murciji od 23.-24. novembra 2015.

23. i 24. novembra ALDA je učestvovala u Mursiji na partnerskom sastanku projekta PATHS – Mladi za  solidarnu ekonomiju i preduzetništvo u Evropi.

Partnerske organizacije iz Francuske, Grčke, Portugala, Španije i Velike Britanije okupili su se da razgovaraju o toku projekta, uglavnom u vezi sa mapiranjem solidarnog preduzetništva i razvojem nastavnog plana i programa fokusiranog na omladinsku solidarnu ekonomiju.

Za ALDAu, PATH predstavlja ključni instrument u cilju doprinosa unapređenju društvenog, ekonomskog, kulturnog i profesionalnog razvoja nove generacije evropskih građana, snažno pogođenih ekonomskom krizom. Projekat je strateško partnerstvo između evropskih organizacija koje su aktivne u oblasti obrazovanja, obuka i mladih, osmišljen da promoviše saradnju i inovacije u omladinskom socijalnom preduzetništvu, doprinosi razvoju specifičnih veština zaposlenih u uključenim organizacijama (treneri, omladinski radnici), i da obezbedi profesionalnu obuku za njih kao moderatore projekata omladinskog preduzetništva u oblasti solidarne ekonomije.

The 3rd European Congress on Global Education took place on 26-28 November in Zagreb, Croatia. This Congress brought together over 200 stakeholders that work on education, focusing on the innovative quadrilogue principle, using a holistic approach to Global Education. The priorities of the event were to contribute to the methodological framework of GE, identify the priorities and its added value to the implementation of SDG’s as well as providing a mechanism for implementation in Europe.

A representative of Vejle Municipality, Mr. Ib Jespersgaard, one of the 25 co-applicants of the LADDER project, coordinated by ALDA, presented the Local Authorities (LA’s) perspective on development education. He intervened during the plenary session “Education for Global Skills” on the 26th of November, a session focusing on the field of citizenship initiatives. Mr. Ib Jespersgaard also discussed the outcomes of the survey carried by the NSC on Youth Global Skills, bringing the LAs dimension.

The approach and process of the LADDER project were presented by Nikos Gamouras, SCALA Project Manager during a workshop session of the GE Congress. Among the main points raised were the ambitious approach of the project and the focus on the multiplier capacity of both LA’s and CSO’s when dealing with DEAR (Development Education and Awareness Raising).

ALDA au Troisième Congrès Européen pour l’Education Globale –  26 -28 Novembre, Zagabre (Croatie)

Du 26 au 28 Novembre dernier, a eu lieu à Zagabre, en Croatie, le Troisième Congrès Européen pour l’Education Globale. Le Congrès, qui a réuni plus de 200 stakeholder opératifs dans le domaine de  l’éducation, s’est focalisé en particulier sur le principe innovateur quadrilogo, qui utilise une approche holistique à l’éducation globale. Parmi les priorités de l’évènement, celles de contribuer au cadre méthodologique de l’éducation globale, d’identifier les priorités et la valeur ajoutée dérivante de l’implémentation des SDGs, et de fournir un mécanisme pour leur implémentation en Europe.

Ib Jespersgaard, Représentante de la Municipalité de Vejle, qui figure parmi les 25 partenaires du projet LADDER, coordonné par ALDA, a présenté la perspective des organismes locaux sur l’éducation au développement, en intervenant pendant la session plénière du  26 novembre “Education pour des compétences globales”, concentrée dans le domaine des initiatives citoyennes. Ib Jespersgaard a présenté en plus  les résultats du sondage conduit par NSC sur les compétences globales des jeunes, en rapportant le point de vue des organismes locaux.

L’approche et le processus du projet LADDER ont été présentés par Nikos Gamouras, Project Manager de SCALA, pendant un workshop organisé dans le domaine du Congrès. ALDA al Terzo Congresso Europeo per l’Educazione Globale – 26-28 Novembre, Zagabria (Croazia)

Dal 26 al 28 Novembre scorso, si è svolto a Zagabria, in Croazia, il Terzo Congresso Europeo per l’Educazione Globale. Il Congresso, che ha riunito più di 200 stakeholder operativi nell’ambito dell’educazione, si è focalizzato in particolare sull’innovativo principio quadrilogo, che utilizza un approccio olistico all’educazione globale. Tra le priorità dell’evento, quelle di contribuire al quadro metodologico dell’educazione globale, di identificare le priorità e il valore aggiunto derivante dall’implementazione degli SDGs, e di fornire un meccanismo per la loro implementazione in Europa.

Ib Jespersgaard, Rappresentante della Municipalità di Vejle, che figura tra i 25 partner del progetto LADDER, coordinato da ALDA, ha presentato la prospettiva degli enti locali sull’educazione allo sviluppo, intervenendo durante la sessione plenaria del 26 novembre “Educazione per competenze globali”, concentrata nell’ambito delle iniziative cittadine. Ib Jespersgaard ha presentato inoltre i risultati del sondaggio condotto da NSC sulle competenze globali giovanili, riportando il punto di vista degli enti locali.

ALDA на третьем Европейском конгрессе по глобальному образованию 26  -28 ноября, Загреб (Хорватия)

С 26 по 28 ноября в Загребе, Хорватия прошёл третий Европейский конгресс по глобальному образованию. Конгресс объединил более 200 активных участников в сфере образования, сконцентрировался, в частности, на инновационном принципе квадрилога, который использует холистический подход в глобальном образовании. Среди приоритетов мероприятия – внести вклад в методологическую картину глобального образования, определить приоритеты и дополнительную пользу от внедрения SDG, и предоставить механизм для их внедрения в Европе.

Иб Джесперсгард, представитель муниципалитета Вайле, который фигурирует среди 25 партнеров проекта SCALA, координируемого ALDA, представил взгляд местных властей на образование в целях развития, выступив в ходе пленарной сессии 26 ноября “Образование для развития глобальных компетенций”, сконцентрированной на сфере гражданских инициатив. Кроме того, Иб Джесперсгард представил результаты опроса, проведенного NSC в отношении общих компетенций молодёжи, приводя точку зрения местных органов.

Подход и процесс проекта LADDER были представлены проект менеджером Никосом Гамоурасом в ходе рабочей группы, организованной в рамках Конгресса. Среди основных вопросов, поднятых в ходе сессии, находятся смелый подход проекта и внимание на способности местных органов и организаций гражданского общества действовать в качестве катализаторов развития в рамках концепции DEAR (Образования в целях развития и повышение уровня информированности).

ALDA na 3. Evropskom kongresu o globalnom obrazovanju od 26.-28. novembra u Zagrebu

3. Evropski kongres o globalnom obrazovanju održan je od 26.-28. novembra u Zagrebu. Ovaj kongres je okupio preko 200 učesnika koji rade u sektoru obrazovanja, sa fokusom na inovativne principe, i koristeći holistički pristup u globalnom obrazovanju. Prioriteti događaja bili su da se doprinese metodološkom okviru globalnog obrazovanja, identifikuju prioriteti i dodatna vrednost u sprovođenju ciljeva održivog razvoja,kao i obezbeđivanje mehanizma za implementaciju u Evropi.

Predstavnik opštine Vejle, Ib Jespersgaard, jedan od 25 partnera projekta LADDER, koji koordinira ALDA, predstavio je perspektivu lokalnih vlasti o razvojnom obrazovanju. On je učestvovao na plenarnoj sednici “Obrazovanje za globalne veštine” 26. novembra , na sednici sa fokusom na oblast građanskih inicijativa.lb Jespersgaard je takođe razgovarao o rezultatima ankete veštinama mladih, čime je prikazao dimenziju lokalne samouprave.

Pristup i proces LADDER projekta predstavili su Nikos Gamouras, menadžer  LADDER projekta u toku radionice ovog Kongresa. Među glavnim zapažanjima istaknut je ambiciozan pristup projekta i fokus na kapacitete multiplikatora lokalnih samouprava i OCD, a vezano za  DEAR (Razvojno obrazovanje i podizanje svijesti).

Mr. Mattia Brazzale, Assistant to ALDA Secretary General’s Office, took part to the final event of the seminar “War and Peace in Europe: (only) a Contradiction?”, which was held in Saarbrücken (Germany), on Friday 20th November, and was organised by ALDA member Europäische Akademie Otzenhausen.

The event aimed at presenting through arts the results of the one-week seminar, where young people from France, Germany, Croatia, and Montenegro, debated around the themes of war and peace. During the final event, the organisers foresaw a “parcour”, accompanying all people through different plays, concerts and artistic works, focusing on the main theme of the seminar.

ALDA was engaged in supporting the seminar, in which the Local Democracy Agency Montenegro was partner and actively involved: indeed the LDA brought a delegation of youngsters from Montenegro and the delegate Mr Kerim Medjedovic attended the entire seminar.

The event was also the occasion for reinforcing the cooperation between ALDA and our German member, the Europäische Akademie Otzenhausen.
