ALDA and PASC-Tunisie together in Le Kef for an event on volunteering
On 18th December 2015, an international colloquium on volunteering took place in Le Kef (Tunisia), situated 175 kilometers to the west of Tunis.
The event entitled “Le bénévolat/volontariat: une expérience humaine et citoyenne” was organized by PASC-Tunisie – Le Programme d’Appui à la Société Civile, funded by the European Union – in partnership with ALDA and gathered around 100 participants from Civil Society Organizations based in North-West Tunisia.
For the second time in this year, ALDA and PASC are collaborating in the framework of an international colloquium. Indeed, the experts of ALDA already delivered their expertise in June on occasion of the conference on Decentralization and Social Cohesion held in Tunis, with the exceptional participation of Mr. José Luis Rodríguez Zapatero.
In Le Kef, ALDA was represented by its MED coordinator, Anne-Laure Joedicke, by Anna Ditta, Project Development Officer and by Mattia Brazzale, Assistant to the Secretary General. After the welcoming words of Mr. Imed Abdeljaoued, Director of PASC, Wissem Sghaier from the National Youth Observatory (Observatoire National de la Jeunesse) presented the differences between “bénévolat” and “volontariat”, which are two words referring to different kind of voluntary involvement.
Then, the participants had the choice to attend one of the five contemporary workshops:
- Volunteering and funds of the European Commission in the framework of the European Neighborhood Instrument: challenges and opportunities – facilitated by Anna Ditta (ALDA)
- Volunteering and Development – facilitated by Anne-Laure Joedicke (ALDA)
- Youth Volunteering – facilitated by Mattia Brazzale (ALDA)
- The voluntary status in Tunisia – facilitated by Chaouki Barnoussi (JCI Tunisia) and Wissem Sghaier (ONJ)
- Net’hour: which tools for a Tunisian platform of volunteering? – facilitated by Mohamed Attafi (PASC Tunisia)
After the lunch break, the participants had the opportunity to debate on 5 key issues of volunteering in the framework of a “World café” organized by ALDA. The topics of debate were the following:
- What are the motivational factors at the basis of voluntarism and how to promote/strengthen them?
- How can volunteering foster the access of youth to the labor market?
- How to create an enabling environment for volunteering at the local level?
- What are the major advantages for the local communities in which the culture of volunteering is well developed?
- What are the benefits for young people who volunteer in their local community?
The event was a milestone for debating and reflecting on the challenges, benefits and opportunities of youth volunteering in Tunisia, in the specific post-revolution context where the number of Civil Society Organizations considerably increased and where youth really proved to be the main driver of social change.
This event was also the occasion for the ALDA team to meet in Tunis and in Le Kef several activists and leaders of Civil Society Organizations and to share ideas and examples of good practices in the field of good governance and citizen participation at the local level.
L’ALDA et PASC-Tunisie ensemble à Le Kef pour un évènement sur le volontariat
Le 18 décembre 2015, un colloque international sur le volontariat a eu lieu à Le Kef (Tunisie), située à 175 kilomètres à l’ouest de Tunis.
L’évènement intitulé “Le bénévolat/volontariat: une expérience humaine et citoyenne” a été organisé par PASC-Tunisie – Le Programme d’Appui à la Société Civile, financé par l’Union européenne – en partenariat avec l’ALDA et a rassemblé environ 100 participants provenant d’organisations de la société civile basées dans le Nord-Ouest de la Tunisie.
Pour la deuxième fois cette année, l’ALDA et PASC collaborent dans le cadre d’un colloque international. En effet, les experts de l’ALDA ont déjà partagé leur expertise en juin à l’occasion de la conférence sur la décentralisation et la cohésion sociale tenue à Tunis, avec la participation exceptionnelle de M. José Luis Rodríguez Zapatero.
A Le Kef, l’ALDA a été représenté par sa coordonnatrice MED, Anne-Laure Joedicke, par Anna Ditta, chargée de développement de projet et par Mattia Brazzale, assistant de la Secrétaire générale. Après les mots de bienvenue de M. Ahmed Abdel Jaoued, Directeur de PASC, Wissem Sghaier de l’Observatoire National de la Jeunesse a présenté les différences entre “bénévolat” et “volontariat”, qui sont deux mots faisant référence à différents types de participation.
Ensuite, les participants avaient le choix d’assister à un des cinq ateliers contemporains:

- Net’hour: quels outils pour une plate-forme tunisienne du volontariat ? – animé par Mohamed Attafi (PASC Tunisie)
Après le déjeuner, les participants ont eu l’occasion de débattre sur les 5 questions clés du volontariat dans le cadre d’un «World Café», organisé par l’ALDA. Les sujets de débat ont été les suivants:
- Quels sont les facteurs de motivation à la base du volontariat et comment les promouvoir / renforcer ?
- Comment le volontariat peut favoriser l’accès des jeunes au marché du travail ?
- Comment faire pour créer un environnement propice au volontariat au niveau local ?
- Quels sont les avantages principaux pour les communautés locales dans lesquelles la culture du volontariat est bien développée ?
- Quels sont les avantages pour les jeunes qui font du volontariat dans leur communauté locale ?
L’événement a été une étape importante pour le débat et la réflexion sur les défis, les avantages et les possibilités de volontariat des jeunes en Tunisie, dans le contexte spécifique de post-révolution où le nombre d’organisations de la société civile a considérablement augmenté et où les jeunes se sont avérés être le principal moteur du changement social.
Cet événement a également été l’occasion pour l’équipe de l’ALDA de rencontrer à Tunis et à Le Kef plusieurs activistes et des dirigeants d’organisations de la société civile, pour partager des idées et des exemples de bonnes pratiques dans le domaine de la bonne gouvernance et de la participation des citoyens au niveau local.
ALDA e PASC Tunisa a Le Kef per un evento sul volontariato
Il 18 dicembre 2015, un evento internazionale sul volontariato si è svolto a Le Kef, città tunisina a 175 km da Tunisi.
L’evento, dal titolo “Il volontariato: un’esperienza umana e cittadina”, è stato organizzato da PASC Tunisia, programma d’appoggio alla società civile finanziato dall’Unione Europea, in partenariato con ALDA. Oltre 100 partecipanti di organizzazioni della società civile basate nel nord-ovest della Tunisia hanno partecipato.
Per la seconda volta nel 2015, ALDA e PASC hanno collaborato nel quadro di un evento internazionale. Gli esperti di ALDA avevano infatti prestato la loro esperienza in giugno in occasione della conferenza sul Decentramento e Coesione Sociale tenutasi a Tunisi, con la partecipazione straordinaria di José Luis Rodríguez Zapatero.
A Le Kef, ALDA era rappresentata dalla Coordinatrice per l’area Mediterranea, Anne-Laure Joedicke, dalla Responsabile Sviluppo Anna Ditta, e dall’Assistente al Segretario Generale Mattia Brazzale. Dopo le parole di benvenuto di Imed Abdeljaoued, Direttore di PASC, Wissem Sghaier dell’Osservatorio Nazionale per la Gioventù ha presentato le differenze tra beneficienza e volontariato, parole che rimandano a due tipi diversi di impegno volontario.
I partecipanti hanno poi avuto l’occasione di partecipare a uno dei cinque workshop contemporanei:

Dopo la pausa pranzo, i partecipanti hanno dibattuto cinque questioni chiave sul volontariato attraverso la metodologia del “World café”, organizzato da ALDA. Le tematiche erano:
- Quali sono i fattori motivazionali alla base del volontariato, e come rafforzarli?
- Come può il volontariato facilitare l’accesso dei giovani al mercato del lavoro?
- Come creare un ambiente che promuova il volontariato a livello locale?
- Quali sono i vantaggi per le comunità locali in cui la cultura del volontariato è sviluppata?
- Quali sono i benefici per i giovani che fanno volontariato nella propria comunità?
L’evento è stato particolarmente importante per riflettere sulle sfide e sulle opportunità del volontariato giovanile in Tunisia, nel contesto specifico post-rivoluzione in cui il numero di organizzazioni della società civile è aumentato considerevolmente, e in cui la gioventù ha dimostrato di essere un traino per il mutamento sociale.
L’evento ha anche rappresentato l’occasione per la squadra di ALDA di incontrare diversi attivisti e leader di CSO a Tunisi e Le Kef, al fine di condividere idee ed esempi di buone pratiche nel campo della buona governance e della partecipazione dei cittadini a livello locale.
Совместное волонтерское мероприятие ALDA и PASC-Тунис в Ле-Кефе
18 декабря 2015 года, международный коллоквиум по вопросам добровольчества состоялся в Ле-Кефе (Тунис) в 175 км к западу от Туниса.
Мероприятие носило название “Меценатство/волонтерские движения: гражданский опыт”, было организовано PASC-Тунис – Программой поддержки гражданского общества, финансируемой Европейским союзом – в партнерстве с ALDA; присутствовало около 100 участников – представителей организаций гражданского общества из Северо-Западного Туниса.
Уже во второй раз в этом году ALDA и PASC сотрудничают в рамках международного коллоквиума. Эксперты ALDA уже презентовали свои наработки в июне на Конференции по децентрализации и социальной сплоченности, состоявшейся в Тунисе, с участием г-на Хосе Луиса Родригеса Сапатеро.
В Ле-Кефе ALDA представляли Координатор в Средиземноморском регионе – Анна-Лора Жодик, Анна Дитта, Руководитель отдела проектной деятельности, а также Маттиа Бразаль, помощник Генерального секретаря. После приветственных слов г-на Имеда Абдельжуэда, Диретора PASC, Виссем Сугейер из Национальной молодежной обсерватории (Observatoire National de la Jeunesse) презентовал понимание разницы между “меценатством” и “волонтерством”, которые, по сути, являются двумя понятиями, относящимися к разным волонтерским движениям.
Участники предлагалось на выбор посетить один из пяти параллельных семинаров:

После обеденного перерыва, участники имели возможность обсудить 5 ключевых вопросов волонтерства в рамках «World café»,
- организованного ALDA. Темы дебатов были следующие:
- Каковы мотивационные факторы в основе волонтерства и как продвигать/укрепить их?
- Как волонтерство может способствовать доступу молодежи к рынку труда?
- Как создать благоприятную среду для волонтерства на местном уровне?
- Каковы основные преимущества для местных общин, в которых развивается культура волонтерства?
- Каковы преимущества для молодежи – волонтеров в их местной общине?
Мероприятие было крайне важным для обсуждения и рефлексии на вызовы, преимущества и возможности молодежного волонтерства в Тунисе, в контексте послереволюционной жизни, когда количество организаций гражданского общества значительно возросло, а молодежь действительно оказался основным драйвером социальных изменений.
Это мероприятие было также поводом для команды ALDA встретиться в Тунисе и в Ле-Кефе нескольких активистов и лидеров организаций гражданского общества, и обменяться идеями и примерами передовой практики в области эффективного управления и участия граждан на местном уровне.
ALDA i PASC – Tunis zajedno u Le Kefu na sastanku o volontiranju
18. decembra 2015. godine, održana je međunarodna stručna konferencija o volontiranju u Le Kef (Tunis), koji se nalazi 175 kilometara zapadno od Tunisa.
Manifestacija pod nazivom “Le bénévolat/volontariat: une expérience humaine et citoyenne” je organizovana od strane PASC – Tunis – Le Programme d’Appui à la Société Civile, koje finansira Evropska unija – u partnerstvu sa ALDA, okupila je oko 100 učesnika iz OCD sa severozapadne regije Tunisa.
Po drugi put u ovoj godini, ALDA i PASC sarađuju u okviru međunarodne stručne konferencije. Eksperti ALDA već su podelili svoju stručnost u junu povodom konferencije o decentralizaciji i socijalnoj koheziji koja je održana u Tunisu, sa izuzetnim učešćem gospodina José Luis Rodríguez Zapatera.
U Le Kefu, ALDAu su predstavljali njen MED koordinator, Anne-Laure Joedicke, Anna Ditta, zadužena za razvoj projekata i Mattia Brazzale, pomoćnik generalnog sekretara. Nakon uvodnih reči gospodina Imed Abdeljaoueda, direktora PASC , Wissem Sghaier iz Nacionalne omladinske opservatorije (Observatoire National de la Jeunesse) predstavio je razlika između “bénévolat” i “volontariat”, dve reči koje se odnose na različitu vrstu dobrovoljnog angažmana.
Nakon pauze za ručak, učesnici su imali priliku da raspravljaju o 5 ključnih pitanja o volontiranja u organizaciji ALDA . Teme debate bile su:
- Koji su motivacioni faktori u osnovi volontiranja i kako ih promovisati/jačati?
- Kako volontiranje podstiče pristup mladih tržištu rada?
- Kako stvoriti povoljno okruženje za volontiranje na lokalnom nivou?
- Koje su glavne prednosti za lokalne zajednice u kojima je kultura volontiranja dobro razvijena?
- Koje su prednosti za mlade ljude koji volontiraju u svojoj lokalnoj zajednici?
Ovaj događaj je bio prekretnica za raspravu i razmišljanje o izazovima, prednostima i mogućnostima za volontiranje mladih u Tunisu, u specifičnom kontekstu nakon revolucije, gde se broj organizacija civilnog društva znatno povećao i gde su se mladi zaista pokazali da su glavni pokretač društvenih promena.
Ovaj događaj je bio i povod za sastanak ALDA tim u Tunisu i Le Kefu sa nekoliko aktivista i lidera organizacija civilnog društva radi razmene ideja i primera dobre prakse u oblasti dobrog upravljanja i učešća građana na lokalnom nivou.

Уже во второй раз в этом году ALDA и PASC сотрудничают в рамках международного коллоквиума. Эксперты ALDA уже презентовали свои наработки в июне на Конференции по децентрализации и социальной сплоченности, состоявшейся в Тунисе, с участием г-на Хосе Луиса Родригеса Сапатеро.
В Ле-Кефе ALDA представляли Координатор в Средиземноморском регионе – Анна-Лора Жодик, Анна Дитта, Руководитель отдела проектной деятельности, а также Маттиа Бразаль, помощник Генерального секретаря. После приветственных слов г-на Имеда Абдельжуэда, Диретора PASC, Виссем Сугейер из Национальной молодежной обсерватории (Observatoire National de la Jeunesse) презентовал понимание разницы между “меценатством” и “волонтерством”, которые, по сути, являются двумя понятиями, относящимися к разным волонтерским движениям.
Участники предлагалось на выбор посетить один из пяти параллельных семинаров:
- Волонтерство и средства Европейской Комиссии в рамках инструмента Европейского соседства: вызовы и возможности – модератор Анна Дитта (ALDA)
- Волонтерство и развитие – модератор Анна-Лора Жодик (ALDA)
- Волонтерсвто среди молодежи – модератор Маттиа Бразаль (ALDA)
- Волонтерство в Тунисе – модераторы: Шаоки Берноусси (JCI Тунис) и Виссем Сугейер (ONJ)
«Net’hour»: необходимые инструменты для платформы волонтерства в Тунисе? – модератор Мохамед Аттафи (PASC Тунис)
После обеденного перерыва, участники имели возможность обсудить 5 ключевых вопросов волонтерства в рамках «World café»,
- организованного ALDA. Темы дебатов были следующие:
- Каковы мотивационные факторы в основе волонтерства и как продвигать/укрепить их?
- Как волонтерство может способствовать доступу молодежи к рынку труда?
- Как создать благоприятную среду для волонтерства на местном уровне?
- Каковы основные преимущества для местных общин, в которых развивается культура волонтерства?
- Каковы преимущества для молодежи – волонтеров в их местной общине?
Мероприятие было крайне важным для обсуждения и рефлексии на вызовы, преимущества и возможности молодежного волонтерства в Тунисе, в контексте послереволюционной жизни, когда количество организаций гражданского общества значительно возросло, а молодежь действительно оказался основным драйвером социальных изменений.
Это мероприятие было также поводом для команды ALDA встретиться в Тунисе и в Ле-Кефе нескольких активистов и лидеров организаций гражданского общества, и обменяться идеями и примерами передовой практики в области эффективного управления и участия граждан на местном уровне.
ALDA i PASC – Tunis zajedno u Le Kefu na sastanku o volontiranju
18. decembra 2015. godine, održana je međunarodna stručna konferencija o volontiranju u Le Kef (Tunis), koji se nalazi 175 kilometara zapadno od Tunisa.
Manifestacija pod nazivom “Le bénévolat/volontariat: une expérience humaine et citoyenne” je organizovana od strane PASC – Tunis – Le Programme d’Appui à la Société Civile, koje finansira Evropska unija – u partnerstvu sa ALDA, okupila je oko 100 učesnika iz OCD sa severozapadne regije Tunisa.
Po drugi put u ovoj godini, ALDA i PASC sarađuju u okviru međunarodne stručne konferencije. Eksperti ALDA već su podelili svoju stručnost u junu povodom konferencije o decentralizaciji i socijalnoj koheziji koja je održana u Tunisu, sa izuzetnim učešćem gospodina José Luis Rodríguez Zapatera.
U Le Kefu, ALDAu su predstavljali njen MED koordinator, Anne-Laure Joedicke, Anna Ditta, zadužena za razvoj projekata i Mattia Brazzale, pomoćnik generalnog sekretara. Nakon uvodnih reči gospodina Imed Abdeljaoueda, direktora PASC , Wissem Sghaier iz Nacionalne omladinske opservatorije (Observatoire National de la Jeunesse) predstavio je razlika između “bénévolat” i “volontariat”, dve reči koje se odnose na različitu vrstu dobrovoljnog angažmana.
Nakon pauze za ručak, učesnici su imali priliku da raspravljaju o 5 ključnih pitanja o volontiranja u organizaciji ALDA . Teme debate bile su:
- Koji su motivacioni faktori u osnovi volontiranja i kako ih promovisati/jačati?
- Kako volontiranje podstiče pristup mladih tržištu rada?
- Kako stvoriti povoljno okruženje za volontiranje na lokalnom nivou?
- Koje su glavne prednosti za lokalne zajednice u kojima je kultura volontiranja dobro razvijena?
- Koje su prednosti za mlade ljude koji volontiraju u svojoj lokalnoj zajednici?
Ovaj događaj je bio prekretnica za raspravu i razmišljanje o izazovima, prednostima i mogućnostima za volontiranje mladih u Tunisu, u specifičnom kontekstu nakon revolucije, gde se broj organizacija civilnog društva znatno povećao i gde su se mladi zaista pokazali da su glavni pokretač društvenih promena.
Ovaj događaj je bio i povod za sastanak ALDA tim u Tunisu i Le Kefu sa nekoliko aktivista i lidera organizacija civilnog društva radi razmene ideja i primera dobre prakse u oblasti dobrog upravljanja i učešća građana na lokalnom nivou.

L’obiettivo del progetto è di verificare se gli universi simbolici su cui si fondano le identità sociali hanno subito un forte cambio all’interno delle società europee ha subito un cambio sostanziale in conseguenza della crisi economica, e avanzare implicazioni strategiche e metodologiche per gli attori implicati nel processo decisionale.
Come prima fase importante del progetto, è stato lanciato un questionario in tutti i paesi dei partner. Obiettivo del questionario è identificare come le persone rappresentano lo spazio in cui abitano, e come queste rappresentazioni sono connesse al modo di pensare e di provare sentimenti. Vi invitiamo a contribuire rispondendo al questionario (richiede soli dieci minuti), e diffondendolo tra i vostri contatti).

ALDA- Evropsko udruženje za lokalnu demokratiju, je u saradnji sa konzorcijumom od 15 univerziteta širom Evrope , pokrenula u maju 2015. godine projekat finansiran od strane programa Horizon 2020 pod nazivom “RE.CRI.RE – Between the Representation of the Crisis and the Crisis of Representation”.
Cilj projekta je da proveri da li su društveni identiteti doživeli veliku promenu unutar evropskih društava kao posledice ekonomske krize i da izvuče strateške i metodološke implikacije na kreiranje politika iz analize u prethodnoj fazi.
Kao prvi važan korak projekta, pokrenut je upitnik u svakoj od partnerskih zemalja. Cilj upitnika je da se identifikuje kako ljudi predstavljaju prostor u kome žive i kako su ovi prikazi povezani sa načinom razmišljanja i osećanjima. ALDA at the forefront in promoting Active European Citizenship in 2015
A year full of activities contributing to promote active European citizenship is turning to an end. Several key initiatives have marked this 2015 and strengthened the strategic partnership between ALDA and the Europe for Citizens programme. We are proud to look back at these moments to realise fully the value of our work and kick-off 2016 with even stronger motivation.
More than 30 good practices promoting citizen participation at the local level have been collected in the framework of the project DECIDE – DEmocratic Compact: Improving Democracy in Europeand as many as 14 local communities across Europe have benefited of this tool by adopting and testing new practices to strengthen the local democratic systems in their territories. The success of the action led us to further invest in this process also in 2016, beyond the funding framework of the Europe for Citizens programme. The Democratic Compact will be fed with additional good practices and will be a permanent toolkit at the disposal of local authorities and civil society associations willing to further include citizens in the decision making processes at local level.
In the context of the European Year for Development, environment has been a key priority of our actions in 2015. We are particularly proud of the “environmental sentinels” mechanisms’ success officially launched in 2013 in the framework of the project COHEIRS. Informing and training ordinary citizens to become civic observers for the environment has shown to be a winning methodology to tackle environmental violations and promote citizen participation. The project COHEIRS has generated a process that has been sustainable on its own throughout 2015. The success story of the “environmental sentinels” in Campania region, Italy, has certainly been the highest moment this year. The signing of the partnership agreement between the representative of the Ministry of Home Affairs in the region and ordinary citizens in their role of civic observers for the environment has been a key example of the effectiveness of the cooperation between authorities and citizens for the wellbeing of their community.
Il progetto WE-NET, launched in July 2015, is an additional initiative supported by the Europe for Citizens programme that focuses on the role of local authorities and citizens to promote environmental protection and sustainable development.The international seminar in Thiene, in November, was an occasion to bring together partners from 8 different countries across Europe to exchange knowledge, experience and good practice on the topic of recycling. The emphasis in 2016 will be put on young people because they are the future of Europe and must make the difference for a better and more sustainable world. Young citizens will contribute as protagonists to the discussions on environment and sustainable development.
ALDA’s Active Citizenship funding programme supporting grass-roots level initiatives in Europe has been a pillar of our action in 2015. Out of more than 25 applications, seven organisations from Belgium, the Netherlands, Greece, Estonia, Germany and Czech Republic have benefited of a total budget of 20 000 Euros to launch activities promoting citizens’ reflections and debates on key topics of the European agenda such as COP21, radicalization, the migration crisis, the European Citizen Initiative revision and many more.
As a key stakeholder in the structured dialogue with the DG Home Affairs, ALDA is proud, with concrete actions, to contribute to reaching the objectives of the Europe for Citizens programme and to promote its development. The programme represents a key instrument to tackle new forms of populism and radicalisation, bring citizens closer to Europe and revive the European project. The challenges ahead in 2016 are bigger than ever and ALDA will be at the forefront of actions aimed at reinforcing the programme and promote its objectives.

ADRIGOV project: ALDA offers its experience for a training on active European citizenship
In the framework of the ADRIGOV project, funded by the IPA-Adriatic Cross-border Cooperation Programme, INFORMEST, in collaboration with ALDA – the European Association for Local Democracy, organised on 16 December a training day on the topic of active European citizenship.
The workshop was opened by the words of welcome and greetings of Vanessa Sanson, Informest, Antonina Dattolo, Professor at the University of Udine, and Roberto Sartori, Vice Mayor of Gorizia, who stressed the importance of the concept of active participation of citizens, although it is often little known.
The workshop, curated by Marco Boaria, Head of Resources and Development Unit of ALDA, and Aldo Xhani, Active Citizenship Coordinator of ALDA, saw the alternation of theoretical and practical sessions focused on the theme of active citizenship, with particular attention to funding programmes, tools and methods to promote it, examples of good practices and projects implemented by ALDA over the years.
The afternoon session was dedicated to the participatory workshop, during which participants designed and presented a hypothetical project proposal, aimed at promoting and strengthening citizens’ participation.
The works ended with the closing greetings of Alessandro Perelli, Vice President of ALDA, who reiterated the importance of active participation of citizens in Europe and the need to work for good local governance.
ADRIGOV PROJECT – The AdriGov project, capitalising on the existing cooperation networks and the different initiatives, programmes and projects already implemented in the area, will constitute an operational support for the political processes linking the Adriatic Euroregion and the Adriatic-Ionian Macroregion, with the aim to offer a valuable contribution to the adoption and elaboration of the Adriatic-Ionian strategy, with particular attention to the promotion of an innovative model of governance through the coordination and integration of local and regional communities. By giving the co-operation activities a concrete regional dimension, the project also intends to consolidate the integration process, both among and within states, through the involvement of local authorities and civil society in the decision-making processes and in the implementation of the EU regional policy.

In the framework of the ADRIGOV project, funded by the IPA-Adriatic Cross-border Cooperation Programme, INFORMEST, in collaboration with ALDA – the European Association for Local Democracy, organised on 16 December a training day on the topic of active European citizenship.

The Belarusian National Platform of the Eastern Partnership Civil Society Forum calls for the ratification of the European Charter of Local Self-Government
On 20-29th November 2015, the Conference of the Belarusian National Platform (BNP) of the Eastern Partnership Civil Society Forum approved two documents on the subject of socio-political situation in the country following the recent presidential elections and the new opening in the EU-Belarus cooperation.

The BNP members call on the responsible authorities of the Republic of Belarus, the EU institutions, EU Member States, relevant international organisations and civil society in Belarus for more opportunities that could lead to greater cooperation with the EU. It calls to use every possible opportunity for constructive dialogue.
In light of the current situation in Belarus, the BNP pointed to some specific areas for cooperation that are the most promising in terms of longer-term changes, and in particular the need of developing a Local Self-government: an important and fundamental step for Belarus will be joining the European Charter of Local Self-Government.
Starting from the preparation of the concept until the implementation, Belarus urgently need to be introduced to a Program of Local Self-Government, including all principles and norms of the European Charter, and namely the values of decentralisation of power, subsidiarity, fiscal decentralisation, and citizen participation to political and social life of the community.
Furthermore, the BNP reiterates its stand on the final assessment of the presidential elections. On the basis of the election monitoring results including by the local civil society representatives, it notes that “the Presidential Elections in 2015 cannot be considered free, open and equal” and that “the election results cannot be considered a reflection of the will of the voters”, referring to the actual violations that occurred. In the declaration, the BNP calls on all the stakeholders to open a dialogue on the political situation in the country and to demand to a democratic change.
ALDA has always been supportive of improved governance and increased citizen participation in Belarus. With that in mind, ALDA supports the two approved documents and looks forward to further collaboration with the Belarusian partners.

Meeting between the President of ALDA and the Secretary General of CoE: fostering the cooperation for the future
On 15th December 2015, at the Council of Europe in Strasbourg, Mr. Oriano Otočan, President of ALDA, met Mr. Andreas Kiefer, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe, and Mr. Denis Huber, Executive Secretary of the Chamber of Regions of the Congress of Local and Regional Authorities and Head of the Department of Co-Operation, Administration and External relations.

During the meeting, they had a fruitful discussion regarding the current situation of ALDA and the possibility of continuing also for the future the collaboration between the two parties. Mr. Otočan expressed the successful work of ALDA of the lasts years, its increase in the staff, the growth of ALDA’s members and the major activities led by our organisation, such as the different projects ongoing and in particular the LADDER project, the recent opening of the LDA of the Dnipropetrovsk Region in Ukraine, the relaunch of the LDA Albania located in the city of Vlora, the upcoming opening of new LDAs in Tunisia and Moldova, and all the occasions in which ALDA can contribute where the activities of the CoE occur.
Mr. Otočan also invited the Congress to take part to the next General Assembly of ALDA, which will be held next spring 2016, announcing that in this occasion ALDA will organise some side activities regarding the issue of decentralisation of power between local and national authorities, a relevant thematic also for Mr. Kiefer and Mr. Huber.
The meeting strengthened the already active and fruitful collaboration between ALDA and the Congress, paving the way to a more structured cooperation.

Online course for Local Authorities launched by the EaP Minority Network
On 1st December 2015 Eastern Partnership Minorities Network presented one of its activities addressing local authorities and public servants in the Eastern Partnership countries: an online course on local self-government and minority rights.
The official launch and presentation of the course took place during the conference “Role of Municipalities in Promotion of Development Education and Awareness Raisining”, organised in Tbilisi (Georgia), in the framework of the Special Initiative of project LADDER in the Eastern Partnership. Antonella Valmorbida, Secretary General of ALDA, was the expert who drafted and presented the course during the conference.
The EaPMN online course is designed to raise local authorities’ awareness on citizens, civil society and minorities’ involvement at the local level. It gives step-by-step guidance on methods to improve participation and governance at local level and introduces pragmatic and practical hints for problems faced by local authorities in the Eastern Partnership region. The course also gives international and European examples of minority participation and provides possible partnership and useful contacts for participants at the end of the course.
The online course can be completed in Russian and English languages and it lasts 6 weeks. Interested participants, representing self-governments from Eastern Partnership countries, can apply to the course by sending their applications to the following email address: shorena.kobaidze@mrgmail.org

Conference: “European Citizens’ Initiatives (ECIs): A Breakthrough or the Illusion of Inclusion?”
Mattia Brazzale, Assistant to ALDA Secretary General, took part to the conference “European Citizens’ Initiatives (ECIs): A Breakthrough or the Illusion of Inclusion?”, organised by ALDA new member, the Foundation on European Citizens’ Rights, Involvement, and Trust (ECIT).
The conference was held in Maastricht University on Friday 11th December, and gathered together several international students. The main aim of the conference was to debate the ECI instrument and how to make it more democratic and effective.
The second part of the conference, “The Implications of the Asylum and Migration Crisis for European Citizenship”, presented the interesting work of the Maastricht Refugee Project, and students debated about the issue of integration and migration.

On the footsteps of Albert Londres 2016: project presented on TV5 Monde
In August 2015, the project “On the footsteps of Albert Londres” took place in Macedonia and Albania. During two weeks, young reporters and professional journalists left on a tour in the Balkans to do reports on the topics of Balkans and Remembrance linked to First World War in the Region.
French was the language of work during the whole seminar for participants from France, Albania and Macedonia. Destination Francophone, in its TV news on TV5 Monde, decided to follow and give visibility to “On the footsteps of Albert Londres” thanks to the relevance given to Francophonie in the project.
