Aristotle University of Thessaloniki presents project Re.Cri.Re

On 20 May the Aristotle University of Thessaloniki, partner of ALDA within the project Re.Cri.Re -Between the Representation of the Crisis and the Crisis of the Representation-, presented its design and aims at a working seminar at the Hellenic Center of Mental Health and Research.

Evrinomy Avdi, Associate Professor in Clinical Psychology and Scientific Coordinator of Re.Cri.Re. on behalf of Aristotle University, together with her colleagues Anna Mylona and Ifigeneia Koutri, Associate Researchers, introduced the rationale of the project, described its goals, and presented the first results of Working Package 3.

Representatives from the Hellenic Center of Mental Health and Research and the Shelter for Abused Women, as well as representatives of other local stakeholders attended the event with great interest. A discussion was started regarding the effects of the economic crisis on Greek citizens’ life and its implications for mental health practices and service provision, as well as the links between the social-economic crisis in Greece and the demographic characteristics of the vulnerable population seeking professional help for psychological problems in recent years. Within this framework, Re.Cri.Re. was seen as helpful in suggesting innovative ways to conceptualize citizens’ changing psychosocial needs.

At the end of the seminar possible ways in which local stakeholders could get further involved in the project were presented, and all participants expressed their intention to support the progress of Re.Cri.Re by completing the ‘Views of Context’ questionnaire created in its framework.

ALDA at the Eastern Partnership Civil Society Forum Group 1 Meeting: Public Administration Reform in EaP

On 2nd June ALDA’s Secretary General, Antonella Valmorbida, and EaP Coordinator, Nino Tvaltvadze, attended the Eastern Partnership Civil Society Forum Group 1 Meeting,  that took place in Brussels.

The break out session was organized on the topic of the role of the civil society in public administration reform. The session was moderated by Antonella Valmorbida – the Secretary General of ALDA and coordinator of the sub group on Local Self-government and Public Administration Reform (PAR).

Maria Perez-Rocha, representative of DG NEAR, presented the role of civil society in Public Administration Reform, key policy documents on the need for a deeper engagement with civil society. PAR in the European Neighbourhood Policy was reviewed, as well as the Commission’s new reference framework for PAR was discussed. The second speaker Maciej Buczkowski, representative of Mr Paweł Adamowicz the Mayor of Gdansk (Poland), presented the work they want to carry out, which will consist in a survey addressed to the most representative organizations and institutions concerning civil society issues in the Eastern Partnership countries. The results of the survey will be reflected in the final report of the CORLEAP. The survey will be carried out with the involvement of ALDA and the Local Democracy Agencies in EaP. The event was attended by ALDA’s Eastern Partnership coordinator and project manager, Nino Tvaltvadze.


L’ALDA et la réunion du groupe 1 du Forum de la Société Civile du Partenariat oriental : la réforme de l’administration publique dans le Partenariat oriental

Le 2 juin, la Secrétaire générale de l’ALDA, Antonella Valmorbida, et la coordinatrice du Partenariat oriental, Nino Tvaltvadze,  ont participé à la réunion du groupe 1 du Forum de la Société Civile du Partenariat oriental, qui a eu lieu à Bruxelles.

La réunion du groupe a été organisée sur le thème du rôle de la société civile dans la réforme de l’administration publique. La session a été animée par Antonella Valmorbida – la Secrétaire générale de l’ALDA, et le coordinateur du sous-groupe sur l’Autonomie locale et la Réforme de l’administration publique (Public Administration Reform – PAR).

Maria Perez-Rocha, représentante de la DG NEAR, a présenté le rôle de la société civile dans la Réforme de l’administration publique, les documents de politiques publiques clés sur le besoin d’un engagement plus important avec la société civile.  La Réforme de l’administration publique dans la Politique européenne de voisinage a été examinée, ainsi que le nouveau cadre de référence de la Commission européenne pour cette réforme. Le second intervenant Maciej Buczkowski, représentant de M. Paweł Adamowicz le Maire de Gdansk (Pologne), a présenté le travail qu’ils souhaitent mener, qui consistera en un questionnaire adressé aux organisations et aux institutions les plus représentatives concernant le domaine de la société civile au sein des pays du Partenariat oriental. Les résultats du questionnaire seront mis en lumière dans le rapport final du CORLEAP. Le questionnaire sera mené avec le soutien de l’ALDA et des Agences de la démocratie locale dans le Partenariat oriental.  Nino Tvaltvadze, la coordinatrice du Partenariat oriental et chargée de projet de l’ALDA, a assisté à cet évènement.


ALDA partecipa al meeting del Gruppo 1 dell’EaP CSF: Riforma dell’Amministrazione Pubblica nel Partenariato Orientale

Il 2 giugno il Segretario Generale di ALDA, Antonella Valmorbida, e la coordinatrice delle attività nel Partenariato Orientale, Nino Tvaltvadze, hanno preso parte al meeting del Gruppo 1 del Forum della Società Civile del Partenariato Orientale (EaP CSF) a Bruxelles.

La sessione di apertura si concentrata sul tema del ruolo della società civile nella riforma dell’amministrazione pubblica, ed è stata moderata da Antonella Valmorbida, Segretario Generale di ALDA e coordinatrice del sottogruppo sull’Autonomia Locale e Riforma dell’Amministrazione Pubblica.

Maria Perez-Rocha, rappresentante di DG NEAR, ha presentato il ruolo della società civile nella Riforma dell’Amministrazione Pubblica, documentando una politica chiave del bisogno di un coinvolgimento più profondo con la società civile. La Riforma dell’Amministrazione Pubblica nella politica del vicinato europeo è stata rivista, così come ne è stato discusso il contesto di riferimento della Commissione. Il secondo relatore Maciej Buczkowski, in rappresentanza di Paweł Adamowicz, Sindaco di Gdansk (Polonia), ha presentato il lavoro che prevedono di condurre, che consiste in un questionario rivolto alle organizzazioni e istituzioni maggiormente rappresentative nell’ambito di questioni riguardanti la società civile nei paesi del Partenariato Orientale.
I risultati del questionario saranno riportati nel rapporto finale del CORLEAP. Il questionario sarà condotto con l’aiuto di ALDA e delle ADL del Partenariato Orientale. All’evento ha inoltre partecipato la coordinatrice del Partenariato Orientale e project manager di ALDA, Nino Tvaltvadze.


ALDA на Форуме Гражданского Общества Восточного партнерства. Встреча группы номер 1: Реформа Публичной Администрации в странах Восточного  партнерства (ВП)

2 июня Генеральный секретарь ALDA Антонелла Вальморбида и Координатор ВП Нино Твалтвадзе приняли участие во встрече группы Группы номер 1 Форума гражданского общества стран ВП, которая прошла в Брюсселе.

Данная встреча была посвящена обсуждению роли гражданского общества в процессе реформ Публичной Администрации и координировалась Антонеллой Вальморбида  – Генеральным секретарем ALDA и координатором подгруппы по реформе Местного Самоуправления и Публичной Администрации (PAR).

Мария Перез-Роха, представитель Генерального Директората Политики Соседства, представила роль гражданского общества в процессе реформ Публичной Администрации, а также ключевые документы подчеркивающие важность более глубокого вовлечения гражданского общества.  Вопрос Реформ Публичной Администрации был пересмотрен в рамках Европейской Политики Соседства вместе с обсуждением новых ориентиров и стратегий для их продвижения. Второй спикер — Мачей Бучковский, представитель мэра Гданьска (Польша), представил план работы, которая будет проведена в будущем, заключающаяся в проведении опроса  представителей организаций и институтов занимающихся вопросами гражданского общества в странах ВП. Результаты исследования будут отражены в финальном отчете Конференции региональных и местных органов власти стран ВП (CORLEAP). Опрос будет проводится при участии и поддержке  ALDA и Агентств Местной Демократии в странах ВП. В мероприятия также приняла участие координатор и менеджер проектов  ВП ALDA  Нино Твалтвадзе.


ALDA na sastanku Foruma civilnog društva Istočnog partnerstva: grupe za Reforma javne uprave u EAP

Generalni sekretar ALDA, Antonella Valmorbida i EAP koordinator, Nino Tvalavadze, prisustvovale su 2. juna na sastanku Foruma civilnog društva Istočnog partnerstva, koji je održan u Briselu.

Prva sednica je organizovana na temu uloge civilnog društva u reformi javne uprave. Sednicu je vodila Antonella Valmorbida generalni sekretar ALDA  i koordinator pod grupe o lokalnoj samoupravi i reformu javne uprave (PAR).

Maria Perez – Rocha, predstavnik DG NEAR, predstavila je ulogu civilnog društva u procesu reforme javne uprave, ključne dokumente politike o potrebi za dublje angažovanje sa civilnim društvom. Reforma javne uprave je pregledana u Evropskoj politici susedstva, a takodje je razgovarano o novom referentnom okviru Komisije za reformu javne uprave. Drugi govornik Maciej Buczkowski, ispred Paveła Adamovicza gradonačelnika Gdanjska (Poljska), predstavio je aktivnosti koje žele da sprovedu, koje će se sastojati u istraživanju upućenom najreprezentativnijim organizacijama i institucijama u vezi pitanja civilnog društva u zemljama Istočnog partnerstva. Rezultati istraživanja će se odraziti u završnom izveštaju CORLEAP. Istraživanje će se sprovoditi uz učešće ALDA i Agencija lokalne demokratije u EAP. Događaju su prisustvovali koordinator Istočnog partnerstva ALDA i menadžer projekta, Nino Tvaltvadze.

ألدا تحضر اجتماع الفريق1  لمنتدى المجتمع المدني للشراكة الشرقية:  إصلاح الإدارة العمومية في الشراكة الشرقية

حضر نينو تفالفادزي, منسق الشراكة الشرقية وأنتونلا فلموربيدا, الأمينة العامة لأدا, يوم 2 جوان (حزيران), اجتماع الفريق 1  لمنتدى المجتمع المدني للشراكة الشرقية, الذي عقد بالعاصمة البلجيكية بروكسل.

خصصت الورشة المصغرة لمناقشة موضوع دور المجتمع المدني في إصلاح الإدارة العمومية. تولت أنتونلا فلموربيدا- الأمينة العامة لأدا, ومنسقة الفريق الفرعي المكلف بالحوكمة المحلية الذاتية وإصلاح الإدارة العمومية, تيسير أعمال هذه الورشة المصغرة.
استغلت ماريا بيريز-روشا, ممثلة الإدارة العامة لمفاوضات الجوار والتوسيع, مداخلتها في هذه الورشة لتقديم دور المجتمع المدني في إصلاح الإدارة العمومية, وهي وثائق السياسة الأساسية التي تعكس الحاجة إلى تعاون أوثق وأعمق مع المجتمع المدني. تمت مراجعة برنامج إصلاح الإدارة العمومية, في إطار سياسة الجوار الأوروبية, ,إضافة إلى ذلك, تمت مناقشة الإطار المرجعي الجديد للمفوضية الخاص ببرنامج إصلاح الإدارة العمومية. وتولى المتدخل الثاني, وهو ماسياج بونوفسكي, ممثل السيد بافال آداموفيتش, رئيس بدلية غدانسك (بولندا), تقديم العمل الذي يودون انجازه والمتمثل في مسح موجه إلى المنظمات والمؤسسات الأكثر تمثيلا حول قضايا المجتمع المدني في بلدان الشراكة الشرقية. سيتم إدراج نتائج هذا المسح في التقرير النهائي لمؤتمر السلطات المحلية والإقليمية عن الشراكة الشرقية. سيتم انجاز هذا المسح بمساهمة ألدا ووكالات الديمقراطية المحلية في الشراكة الشرقية. انعقدت هذه التظاهرة بحضور منسق ألدا للشراكة الشرقية ومدير المشروع نينو تفالفادزي.

EDDs 2016: "Localising the Sustainable Development Goals: Owning the global development agenda"

ALDA is pleased to invite you to the workshop “Localising the Sustainable Development Goals: Owning the global development agenda”, that will take place in the framework of the 2016 EDDs on 15th June at 16.00 at Tour & Taxi (Avenue du Port 86 – C, 1000 Brussels).

The Sustainable Development Goals (SDGs) are entering into the implementation phase, which requires a number of actions, including developing action plans, monitoring and engagement. The involvement of all stakeholders of the quadruple helix (the public and private sectors, academia and civil society), together with citizens, is crucial. Raising awareness and creating engagement for development is essential.

The LADDER project is an example of good practice. It demonstrates that local authorities and civil society working at local level act as multipliers and can create change to improve the life of citizens. This session will address the implementation of the SDGs from a local perspective using a multi-stakeholder approach, engaging all relevant actors and discussing opportunities and challenges.

ALDA is pleased to invite you to the workshop “Localising the Sustainable Development Goals: Owning the global development agenda”, that will take place in the framework of the 2016 EDDs on 15th June at 16.00 at Tour & Taxi (Avenue du Port 86 – C, 1000 Brussels).

The Sustainable Development Goals (SDGs) are entering into the implementation phase, which requires a number of actions, including developing action plans, monitoring and engagement. The involvement of all stakeholders of the quadruple helix (the public and private sectors, academia and civil society), together with citizens, is crucial. Raising awareness and creating engagement for development is essential.

The LADDER project is an example of good practice. It demonstrates that local authorities and civil society working at local level act as multipliers and can create change to improve the life of citizens. This session will address the implementation of the SDGs from a local perspective using a multi-stakeholder approach, engaging all relevant actors and discussing opportunities and challenges.

Enlargement Day 2016: the contribution of Oriano Otočan, President of ALDA

On 2nd June 2016, the Committee of the Regions celebrated the Enlargement Day 2016 with a dedicated conference. The President of ALDA participated bringing his contribution.

The EU counts today 28 European countries. After Slovenia, Croatia is the second country from ex-Yugoslavia to join the EU, and now the European perspective remains open to the entire Western Balkans region. This was the topic discussed during the conference, that saw the participation of the members of the CoR and important representatives of the Western Balkans countries.

Oriano Otočan, President of ALDA, intervened among panellists, bringing his personal experience as member of the Istrian regional government during the accession of Croatia to the EU, and the experiences and activities of ALDA in the enlargement process interesting the Western Balkans countries. During his speech, he stressed the importance of the role of local and regional authorities in this process.

“Direct and active involvement of regions and cities in the enlargement process is key, since they are the local authorities closest to citizens. We already experienced situations where the rigid centralisation of states brought to a lack of trust towards the role of regions and cities, with a consequent breach of the fundamental principle of subsidiarity. The progress in the enlargement process cannot be ensured without the principles of decentralisation and subsidiarity”, said ALDA President.

Among the panellists also other important representatives giving their contribution: Karl-Heinz Lambertz (BE/PES), First Vice-President of the CoR; Gudrun Mosler-Törnström, Vice-President of the Congress of the Council of Europe and President of the Chamber of Regions; Anna Magyar (HU/EPP), CoR rapporteur on Enlargement strategy 2015-2016; Allan Jones, Head of Unit, Strategy, Policy, Planning – EEA/EFTA, DG Neighbourhood and Enlargement Negotiations (DG NEAR).

Seminar of Democratic Innovations and transformations: ALDA attending the event

On Thursday 2nd June, Mr Mattia Brazzale and Mr Aleksandar Talic, Assistants to ALDA Secretary General assisted the final presentation of four projects proposed by the students attending the “Seminar of Democratic Innovations and transformations”, which has been organized by UCL – Université catholique in Louvain-la-Neuve.

The presentation was organized in the premises of the UCL and its aims was to present some project proposals and initiatives, for improving democratic and participatory processes, the involvement of citizens in decision making, and for strengthening citizens engagement at local level. The proposals focused at the Belgian and Walloon level.

The four groups of students, together with their professors, presented projects and they own ideas related to new demarcation initiatives. Project proposals where debated and evaluated by a commission, composed by some experts representing some associations working in the field of participatory process, within which there were ALDA and the Belgian NGO Particitiz.

ALDA’s partnership programme for grass-roots level organisations bears fruit: all results of activities run in 2014 and 2015 thanks to the support of ALDA, collected in the Active Citizenship publication.

Based on its fifteen year experience, ALDA has developed a “partnership scheme” for grass-roots level organisations as one of its main tools in fostering and encouraging active citizenship in wider Europe. The objective of the programme is to provide resources for initiatives at the grass-roots level by promoting multi-stakeholder approaches to community development. More than 50 applications from Belgium, Czech Republic, Estonia, Finland, Germany, Greece, Luxemburg, Slovakia and the Netherlands were evaluated in 2014-2015 and fourteen of them were developed in cooperation with ALDA within the framework of the partnership scheme.

This publication aims at showcasing the key outcomes of the programme in 2014-2015. The granted initiatives took place in Belgium, Czech Republic, Estonia, Finland, Germany, Greece, Luxemburg, Slovakia and the Netherlands. They have been promoted by Local Authorities and Civil Society Organisations on topics such as citizens’ understanding of the EU, its history and diversity and its policy making process; the strengthening of European citizenship, the conditions for civic and democratic participation at local and Union level; the promotion of opportunities for societal and intercultural engagement and volunteering; the contribution to intercultural dialogue and enhancement of mutual understanding.

The initiatives raised citizens’ awareness about the value of participation both at local and European level as a key tool to promote a successful community development.

Furthermore, ALDA has now open the call offering support for the activities of 2016 promoting good governance and citizen participation at the local level in Europe! The call is open to local authorities and civil society organizations; based in the following countries: Finland, Sweden, Norway, Denmark, Austria, the Netherlands, Hungary, Portugal, Czech Republic, Slovakia, Estonia, Lithuania, Latvia, Germany, Cyprus, Luxembourg, UK, Ireland, Iceland.
